BOWLS WA REPORTS - PRESIDENT President’s Report I have great pleasure in presenting my report for the 2014-15 season. It has been a privilege to serve as your President during the past 12 months and I look forward to the remaining 12months of my term.

The primary role of the Bowls WA Board is to plan for the future and to propose and initiate change that will make bowls in WA better and stronger and to oversee the operational part of the season which is managed by the CEO and his staff and the operational committees.

The challenge of change can be difficult, as many of our bowlers can see no reason for change which has been confirmed by the results of recent surveys.

Your Board needs to take into account clubs views for it is difficult to make meaningful change without club support, however without change we can only expect more of the same, which is a continuing decline in the number of pennant players and capitated members which has a cumulative effect on the Bowls WA income.

Finance Elsewhere in this Annual Report you will find detailed accounts and a report from Wiggy Harley our Finance Director. These identify a small surplus for the 2014-15 year.

This is an excellent result given that during the year we lost grants totalling $50,000. Despite this and due to great financial management by our CEO and his staff we have overcome this setback.

The 2015-16 year will hold a similar challenge, made even more difficult with sponsorship dollars hard to find in the current economic downturn.

Membership and Participation Membership as measured by our capitation income continues to decline which is sadly the case across all the states. However participation in our game at a social level is growing – around 15% each year across the country.

Our challenge and that of the clubs is to harness this interest and turn it into club membership, not necessarily at pennant level, but at least as a social member.

One answer is the new Jack Attack initiative introduced by Bowls Aust. which is a shortened game which closely mirrors the type of game played in the APL. Around Australia more than 70 clubs have embraced the new game with at least 7 clubs in WA indicating their interest.

Bowls Australia are working on a national marketing programme to which all states will contribute and in addition our own Marketing committee under the chairmanship of Con Migro is actively working on a more local plan which we hope to bring to the clubs in the near future.

Partnerships We are indebted to the Department of Sport and Recreation (DSR) for the ongoing support of bowls in WA and also thank DSR for their ongoing and generous support of clubs through the CSRFF grants.

Thanks to our major metropolitan pennant sponsor BCIB and to Crown Perth for their contribution towards our Awards night.

We also acknowledge Solargain sponsor of the Perth Suns in the APL and also to the Seniors Recreation Council, Henselite, Taylor Bowls and Bowls Elite.

All of these partners make a valuable contribution to the running of our bowls programs and we thank them and acknowledge their support.

Country Linda Deegan-Humphries our Country Director has worked tirelessly with the Leagues and Zones for the betterment of Country bowls. As President I have tried to take a more active role in Country affairs and just prior to the last pennant season I travelled through the South Western and Southern Zones and visited 30 clubs. I am proposing a similar trip prior to the next season through the Northern Zone.

I met with many club executives and was warmly welcomed. Many matters were discussed and I was able to bring back to the Board a number of issues that country clubs felt strongly about.

Bowls Connect The new Bowls Connect system introduced to Metro clubs at the start of the season has been an unqualified success and my thanks to Aaron Delaporte who has micro managed the implementation to the stage that Bowls WA is a trendsetter in its introduction throughout Australia. Having got the programme implemented in the metro area we are now making the system available to the country clubs so they also can enjoy the same benefits.

Bowls Australia Between myself and Ken Pride our CEO, we have a strong relationship with Bowls Australia through their President Des Skinner, their CEO Neil Dalrymple and Board. The outstanding job done by the Yokine Bowling Club in hosting the Australian Side Series was highly complimented by BA and indeed by all the players and administrators from the other States and Territories.

Board During the year Olivia Linden who was elected to the Board at the last AGM sadly had to tender her resignation due to ill health. To fill her position for the remainder of the term the Board appointed Lisa Featherby who is well known as a local premier league and State bowler.

Also during the year the Board appointed Vince Del Prete. Vince who works at a senior level at DSR has a strong background in workplace development, governance and human resources and he provides the Board with valued advice in these areas.

We are sadly losing from the Board Wiggy Harley who after two years as our Finance Director has decided to step down. Wiggy has done an outstanding job in the finance role and made a solid contribution at Board level and we thank her for her efforts. She will continue to play an active role on our Umpires committee.

My thanks to Kerry Anderson Deputy President who is also the Chair of the Bowls Management Committee a very important role. Kerry has been a tower of strength in her support of me and a great contributor around the Board table. My thanks also to all the Board for the personal support and the time and effort you have all made to Board discussions. I look forward to working with you all for another 12 months.

Bowls WA Staff Thank you to Ken Pride for his outstanding support of myself and the Board. Also to all his staff for their hard work and dedication. It has been a pleasure to work with you over the last 12 months.

Going Forward There is still much to be done. We still face challenges of declining capitation, the financial sustainability of many small clubs and the difficulty of finding and retaining volunteers both at clubs and Bowls WA. I look forward to working with all our stakeholders in the next 12 months to meet these and other challenges.

BOWLS WA REPORTS - CEO

Chief Executive Officer Report This past year has seen some important changes to the Association’s operations and by that the interaction with our clubs.

In association with Bowls Australia, the states and territories (STA’s) have embraced a national technology roll out through the Bowls Connect system. For the first time the administration of the sport, is at least technologically under the one umbrella, a major step forward in the management of our collective database and by that a far more attractive offering to a national sponsor; sorely lacking in our sport.

Bowls WA through the work of Aaron Delaporte is leading the STA’s in its full implementation, with the metro clubs continuing to broaden their use of the system and the country now in the middle of training sessions to bring them “on line”.

With the continued decline in capitated members, changes to the way we operate both on the green and off the green have really become non-negotiable. Simple mathematics will show that at the current rate of decline the sport in this State could well be a thing of the past in the next twenty years - if not sooner. Clubs will need to better understand that the longer term requirements of the sport, may well require some short term discomfort for their members.

Similarly committees and the administration will need to be bold in their decision-making, sometimes against the wishes of the majority - to do nothing will only see the demise of the sport we enjoy.

Mature discussion on issues needs to be promoted between Association, Clubs and Members and I ask all club committees to look outside of short term personal interests in order to seek longevity for the game.

Finance & Marketing It has been a tough year and forward projections suggest it won’t be getting any easier soon.

A reduction in budgeted funding from the Department of Sport and Recreation (DSR) and a total loss of support from Healthway saw a significant hole punched in our finances mid year.

I commend the staff and sub committees for some significant belt tightening over the final six months of the financial year, which has seen a $2,869 surplus achieved.

Sponsors are becoming harder to find and just as hard to keep; government support is tightening with their own budgetary issues and our collective membership through capitation continues its 30 year fall. Of course a result of that is a lack of ability to spend on growing the game, to support clubs in their promotional efforts and to contribute to a national promotional push to get people back to our clubs as members, not just corporate or social guests.

Bowls Australia and the STA’s are working on a national promotional effort and more will be detailed towards the end of the calendar year as the campaign is formulated and refined. Clearly however it will require buy in from the clubs, who at the end of the day remain the coal-face of the sport.

Issues of Governance Good Governance seems to be very much the catch-phrase of modern business and has certainly grown to encompass sporting organisations. The Australian Sports Commission (ASC) as the sport funding body of the Federal Government has demanded that national sports comply with a whole series of requirements.

As a result and to keep ahead of the game, Bowls WA formed a new standing committee of Governance & People Development to be chaired by board member Hendy Cowan. This committee will work towards the updating of the Constitution and By Laws and ensure that everything we do is aiming towards the industry’s best practice. Furthermore how we deal with our people including staff, committees and other volunteers will be addressed in a far more coordinated manner.

Corporate Partners We very much appreciate the on-going support of our corporate partners and fully understand that we need to show to them value for money and a return on their investment in us. This year we welcomed new sponsors in the ANZ Bank and the Seniors Recreational Council, in addition to the renewal of involvement by BCiB, Henselite, Taylor Bowls, Crown Perth, Solargain and Bowls Elite.

The ANZ Bank program with the commencement of their Home Loan Mortgage Introducer Program is particularly exciting for clubs and is a direct opportunity for clubs to improve their financial sustainability. I urge all members to embrace the program for their club and to “spread the word” amongst family and friends to broaden our “reach”.

Board and Staff Again many thanks to the Board under the Presidency of Graham Leeks who work significant hours at committee level in addition to attending any number of events, forums, club openings and functions. Their support to both myself and the staff is appreciated. To the BWA staff not enough can be said of the work they put in to ensure the game runs as smoothly as possible. Pieter (competitions/ events), Aaron (Bowls Connect/publications), Raj (high performance/communication), Denise (inclusive practices), Liz (finance/ accounts) and Clare (everything else) are as good as anyone in their positions in Australia and on behalf of all bowlers in WA many thanks for their commitment to all of us.

Bowls Australia As a national body BA has a tough job. Every STA runs the game in different ways both on and off the green and each of us think we do it the “right way”. The collaborative approach taken by BA on any number of issues where so many interests are required to be managed is appreciated; as is the working relationship we have with Neil Dalrymple and his staff and Des Skinner and his Board.

Finally thank you to our members, the 206 clubs that make up Bowls WA, who we work hard to represent in the best way we can.

BOWLS WA REPORTS - REGIONAL BOWLS MANAGER Bowls Australia Regional Bowls Manager Having been in the Bowls Australia Regional Bowls Manager (WA) role for just over six months now, I have very much enjoyed visiting the Clubs, meeting all of the great people involved with each of the Clubs and helping to introduce new ideas and concepts that might help each Club in moving forward in the challenging landscape that we currently face.

Club Planning Every club needs a plan, and whilst most have one, often in someone’s head, many don’t have it documented. I am providing a simple template to clubs to assist in this planning. It’s all about what you want to do, how you are going to do it, who is going to do it and when. Good planning aids decision making and provides direction for the Club. It also allows the club to identify successes and celebrate them as you should, whilst not forgetting items that still require work.

Attracting people to our great sport One of the biggest issues for our sport and for our Clubs is how we get new people into the sport, and develop them into valuable playing members in our Clubs. Pennant playing numbers continue to drop, however socially, our game has never been bigger. The question is how to harness the social market and convert them into longer term players.

Communication The first step is to create interest in the Club and what it has to offer. We need people through the door at the Club before we can convert them into bowlers. Clubs need to recognise the different methods of communication available to them in the 21st Century and use them appropriately.

65+ age group: Newsletters (printed), Mailbox drops, Local newspaper etc 40-60 age group: Emails, some mailbox info, some social media Under 35s: Social media, pictures and videos Clubs need to gain an understanding of each of these groups and communicate with them effectively, in their comfort zone. In my role, I can help clubs work through this, giving them ideas and ways to improve their communication.

Jack Attack The new social format of the game. As of May 2015, 72 clubs nationwide have joined the program, some with great success. It takes the right organiser to drive it and bring in the teams, but the format is fun, fast and entertaining to participants. Manning and Scarborough are clubs that have enjoyed success in WA, with North Perth, Sorrento, Dalkeith-Nedlands and the Valley all looking to get programmes off the ground.

The key selling point for Jack Attack is Flexibility. A fast sets play format, which allows players to play in any order, substitute in and out meaning no-one misses out, all whilst some great tunes play alongside the rink is certainly attractive. We just need to get out there and sell it!

Grants and Sponsorship With the competition for Grant funding very competitive, I can help with grant submissions to ensure the Club presents a compelling case as to why their project should be put ahead of others. It’s a competitive process and Clubs must put their best foot forward if they want success.

Sponsorship is the other method of generating funds, and Clubs should look at a more structured, business minded approach to sponsors. Some sponsors will provide funds as good corporate citizens, not really expecting much from it, however businesses are often looking for a return on investment, so the Clubs need to show sponsors what is in it for them.

Encouraging members to use sponsors by firstly making sure members know who the sponsors are is the first step, then rewarding members for using the sponsors and providing feedback to the sponsor as to the business they are receiving are crucial areas. Clubs that do this well will achieve much in this important area.

Juniors Whilst it’s a challenge to every sport, junior involvement in our sport has dropped alarmingly.

We have a great sport for families to play as everyone can participate, and we need to promote it. Junior Jack Attack is a great kit available to Clubs and Schools, allowing kids to play bowls virtually anywhere. Lightweight rubber bowls, plus great activity cards for alternative games, all packaged in a wonderful kit – they work on the school oval, local showground…anywhere!

Watch out for Sporting Schools – a new initiative which will see bowls being played throughout schools in Australia. Launched recently schools can choose to conduct a fully funded school bowls programme equipping themselves with the Junior Jack Attack kit to do so. Schools could be coming looking for clubs rather than the other way around!

Congratulations To all the Club Award winners this season – Beacon, Dudley Park, Mount Lawley and Gosnells well done. I can certainly appreciate the time and effort it takes to run a successful club, so congratulations to you all. To all the other Clubs doing great things, well done to you all too.

Don’t Wait for me to call With many clubs on my list, it is simply not possible for me to know when your Club needs me, so please do not hesitate to contact me should you have anything that you need help, advice or comment on.

I will still call Clubs to arrange visits and would very much appreciate you making time for me.

One thing I can promise that I will always have ideas for you – some will work for you and some may not, but it’s all in the name of furthering our great sport.

BOWLS WA REPORTS - BOWLS MANAGEMENT Bowls Management Committee I have been privileged to work with the Bowls Management Committee (BMC) during the past twelve months. With the responsibility for the game of bowls in Western Australia, the Committee is always hard at work to produce the best outcomes for the players in this State.

It is encouraging to note that an election for metropolitan members on the Committee took place last July, indicating that there is much interest in becoming a part of this important group.

Bowls Connect The Bowls Connect and Competition Management Systems are running well with ready acceptance by most clubs. Currently a Country Roll-Out is in operation, so it is hoped that the system will be State wide in the very near future.

BMC Outcomes As well as fine tuning the Field of Play Rules and associated Conditions of Play, some of the outcomes derived from representatives of the Bowls Management Committee during the year included: • The Fixtures and Events Committee is always assessing BWA fixtures and their success or otherwise, as well as formulating the next season’s events. The introduction of a Saturday Morning Pennant competition for the 2015/16 season is a step forward in providing bowlers an open gender competition option.

• A comprehensive pennant survey was conducted early in the season, which sought opinion from metropolitan bowlers on a number of issues and will form a strong basis for future surveys.

• The men’s Saturday 6th Division was moved to an eight team, 14 week season, which allowed for a longer pre/post Christmas break and a greater timeframe for clubs to assess numbers at the commencement of the season.

• The Greens and Infrastructure Committee have introduced a “Greens Complaint Form” to enable the Committee to investigate greens which may not be up to standard. With the Greenkeepers Association now being revived, the Greens and Infrastructure Committee will work closely with greenkeepers to raise the general standard of greens in the State.

• The High Performance and Coaching Committee work hard throughout the season, training State and Academy players. A very successful National Sides Series was held in April, with the Yokine and Osborne Park Bowling Clubs providing excellent facilities and hospitality.

• The Country Committee continues to cover a wide area of the State to facilitate opportunities for country bowlers, culminating in competition together in Country Week, Inter League and Inter Zone events. Agreement on a review of the League boundaries is on the table at present and given the ever changing demographics in country towns, will be an important project to manage.

• The Umpires Committee keeps the BMC up to date with all changes to the Laws of the Game of Bowls, and takes the major responsibility of conducting seminars for Umpires, and Presenters and Assessors; a system that has changed markedly in the past 12 months.

Thankyou’s Peter Falconer has announced his resignation from the Committee for personal reasons. I would like to thank Peter for his long standing services to the Committee – we will miss his expertise.

In addition Country Deputy Director John Lewis will also step down to concentrate on his own league responsibilities. Our collective thanks for the work he his given to country bowls and to the BMC. My thanks go to all the BMC members, and CEO Ken Pride, for their diligence and support during the season. They have made a valuable contribution to bowls in this State and I look forward to the challenges ahead in order to progress the game in our State.

BOWLS WA REPORTS - COUNTRY Country Country Clubs are continuing to feel the impact of declining populations and sponsorships. Local fund raising is ramping up to fill the financial void and membership drives are hoping to pick up new players.

New models for pennant competitions are likely to become more prevalent in the near future as Clubs struggle to field sides in the current formats.

The September meeting of the Board of Directors was held at Ledge Point Bowling Club followed by an open forum attended by many interested country members who brought several items of concern to the notice of the Directors for discussion.

Inter Zone Round Robin I attended all of the Inter Zone events this season and watched some exciting bowls.

Southern Bowling Zone were victorious in the Men’s fours at Middleton Beach and the Women’s fours at Dudley Park.

Northern Zone took home the Pairs trophy in a tightly contested event hosted by Kalgoorlie.

Congratulations to the winners and to the Clubs that hosted these events.

Country Week A strong Country contingent descended upon the Metropolitan area in March. Competition was fierce and camaraderie was enjoyed by both the Men and Women competitors.

The Country acknowledges and thanks those Metropolitan Clubs, their Greens Staff and the Catering Staff that hosted the many rounds of events over that period.

Country Coaching Enhancement Scheme Coaching was enjoyed by selected players at three venues during August 2014. As predicted there were some teething problems with the new format, however those attending were guided through various aspects of better bowling by the best coaches in WA.

Presenters and Assessors A course for Country Participants was held at the Mt Pleasant Bowling Club recently. After an intense couple of days the Country now boasts eight accredited Presenters and Assessors for Umpiring and one for Coaching.

Bowls Connect Arrangements are well in hand for the commencement of this roll-out and the concepts seem to be gaining popularity as understanding is gained.

Appreciation is extended to Aaron Delaporte acknowledging the effort he has put in to getting this programme running.

I have enjoyed my first year as Director Country. It is a privilege to represent Country Bowlers and with the Country Committee, look forward to the year ahead.

I sincerely thank John Lewis for his considerable contribution to the betterment of Bowls in the Country. John is standing down at the end of this term to take up a position within his own League.

BOWLS WA REPORTS - HIGH PERFORMANCE High Performance Report Therese Hastings has done an outstanding job in her role as the National Training Centre (NTC) coach in WA, working with our most talented bowlers throughout the year and preparing them for major competitions.

Australian A representative Kristina Kristic’s triumphs are well documented and our collective congratulations are extended to her for her wonderful dual World Under 25 Championship victories.

Everyone involved with the Men’s and Women’s State Sides may well be left with some feeling of frustration following the disappointing results and inconsistent performances at a home Sides Series.

Head coaches Pieter Harris and Brian Jeppesen were honest in their appraisals; the progress made during this rebuilding stage has been pleasing and there were plenty of positives the players could take credit for. However, it was clear that our skill level, consistency and resilience were below par. A formal review with coaches and selectors was due to take place in June with a clear view to improve our standings.

Therese Hastings, who announced her retirement from State representative duties, once again finished the championships as the skip of WA’s best-performed rink. Matthew Ellul earned that honour for the Men, while youngster Krstic and Thomas Mitchell, were named the Series’ best individual players. Lisa Featherby and Clive Adams both fought valiantly and when you include the returning Noelene Abe, it’s no surprise to see those names feature so prominently in this season’s other major awards and state events.

The challenge now is to develop a depth in talent that rivals other states; players need to be more disciplined, be more committed to training, set goals, work hard on their mental skills, work harder in general, communicate better and strive for excellence if we are to achieve success.

The Under 18 State Side that travelled to Darwin was one of the most experienced in recent years.

Colin Johnson acted as Head Coach in John Goddard’s absence and was assisted by Laura Merz and Pieter Harris. Elizabeth Allan defended her Singles title but that was the only medal WA brought home. With six of the ten-strong team ineligible for next year’s tournament and only six boys and six girls competing in January’s State Championships, different strategies for attracting and developing young talent may need to be adopted.

Congratulations to Hailey Adams, Mark Barrett, Elizabeth Brooke, Gavin Faulkner, Andrew Garlick, Vivienne Lipari, Brooke Newstead, Melanie Rankin who completed the full two years in our Aero Bowls Academy Programme under State Men’s Assistant Coach Tony Hockey and more recently Women’s State Assistant Coach Ian Hastings. Brooke made her State debut at the recent Sides Series while Faulkner and Newstead have both been called up to the State Squad where they are joined by other Academy graduates including Helen Heal, Merz and NTC squad member Lewis Grigg.

Younger members of the Academy, NTC and State Squads have been attending the Western Australian Institute of Sport’s (WAIS) Developing Champions programme, which is designed to assist aspiring athletes gain personal development skills with the support of the Athlete Career and Education programme. This is another valuable resource that bowlers on the High Performance pathway have access to as they take steps to be becoming champion athletes and champion people who are winning on the green and in life.

BOWLS WA REPORTS - NTC Bowls Australia National Training Centre As the National Training Centre coach for Western Australia I am responsible for providing individual coaching and training programs to the various squad members to develop their skills and support them to strive for sporting excellence and to achieve their personal goals.

The high performance highway is not easy to navigate and presents demanding challenges to the athletes, especially in the choices that they need to make in order to become successful.

A two day training camp was held in January with Steve Glasson, National Coach, in attendance.

The NTC squad members were put through various training drills and also had the opportunity to discuss their futures with Steve. The under 25 year olds in the squad have also been involved in the Developing Champions Program designed by the Department of Sport and Recreation in partnership with the Western Australian Institute of Sport to help aspiring young athletes to gain personal development skills. Two workshops have taken place to date.

The NTC training program is continuously being updated with all the state based coaches in regular contact with Steve Glasson and the Bowls Australia (BA) High Performance team. Training expectations and performance plans are in place across all BA squads with skill development and fitness routines a high priority. Communication between athletes and coaches is an area that we are trying to improve, especially given the range of communicating devices at our disposal.

The National squad’s are currently being reviewed with Kristina Krstic having had a great year winning the Under 25 Junior World Cup in both singles and the mixed pairs. She is currently in the Australia A squad but will be hoping to be named in the National squad after their trials. Elizabeth Allan in her final year in the Australian Under 18 squad also had success winning the National Under 18 Singles title for the second year in a row. Unfortunately, the poor weather during the National Sides Championships here in Perth robbed several of our squad the opportunity to show the National Selectors their skill on free running greens. Clive Adams, Matt Ellul and Laura Merz all represented WA in the series. Lewis Grigg and Nathan Jones have also been training as part of the NTC squad and are working towards establishing themselves as elite players.

The NTC squad is currently being reviewed and while some players will choose to leave the group others will be invited to join. The commitment to training is not easy but Steve Glasson, the National Selectors and I have high expectations and if the goal is to represent Australia then athletes must be prepared to work for it. Planning is an important part of the training program and an area that many of our athletes find hard to do. With busy lives and many important commitments it is difficult to fit everything in to each day, week or month without organisation. The NTC program will help the athletes to develop the personal skills required to enable strong performances in both state and national competitions which will hopefully lead to Australian representation.

BOWLS WA REPORTS - INCLUSIVE PRACTICES Inclusive Practices Bowls WA entered into partnership with the Australian Sports Commission Sport CONNECT Inclusive Practices Initiative in October of 2010, having identified that including people in the sport at all levels is a key priority area and as such, it continues to be identified in the Bowls WA Strategic Initiatives 2014-2017.

April 18th and 19th of 2015 saw twenty-two bowlers with a disability participate in the inaugural Bowls WA State Multi Disability Championships. Having taken over four years to establish this event we are exceptionally pleased with the turn out. Many thanks to the Kardinya Bowling Club for hosting, and the support of our volunteer umpires and markers whom we couldn’t do without! Congratulations to all of our participating bowlers (8 physical, 7 deaf, 5 intellectual and 2 blind). We look forward to an even bigger event next year! o The 2015 Disability Sports Australia (DSA) National Multi Disability Lawn Bowl Championships has been moved to October on the Gold Coast. WA will field a team of between three and six bowlers for this competition, based on the results of our State Multi Disability Championships. I look forward to posting the results of these games in next year’s Annual Report.

2014 was an exciting time for Inclusive Bowls with Bowls WA receiving a Commendation in the Sport and Recreation Industry Awards in the Community Participation category. With over 80 nominations received across our state this was quite an accomplishment and show-cases our desire and strategic direction to include everyone in our sport.

Bowls WA’s BowlAbility Program continues to be run and hosted at Kardinya Bowling Club. We have a regular attendance and a vast number of organizations across communities who access our services. This has been a strong program since its inception in 2011 (coming up to 4 years running!).

Inclusion WA (IWA) has a mission to enrich the lives of people living with disability. Bowls WA and IWA have worked together over the past year to: o

Attend three Multi-Sport events for over 200 special needs students.

o

Attend, promote and run IWA Northam School Holiday Bowls Program.

o Attend a Multi-Sport day at Edith Curtin University where we teach students about our sport and they are assessed running our programs.

Sports Inclusion Funding has increased across the sports continuum in WA, as a result the Bowls WA Inclusion Program is integral in organizing, hosting and running bi-monthly State Sporting Authority Inclusion Officer (SSA IO) meetings where contacts keep up-to-date with each other’s programs and provide assistance. Many community organizations, the Department of Sport and Recreation and the Disability Services Commission also attend these information sessions.

Bowls WA’s inclusion in the community and commitment to others is starting to shine!

Work is continuing in developing Aboriginal Bowls Programs with George Hayden and the Nyoongar Sports Association. We aim to see a round-robin Country and Metropolitan Scroungers event within the year.

BOWLS WA REPORTS - MEMBERSHIP & PARTICIPATION Membership & Participation After twelve months chairing the Membership and Participation Committee (MPC) it is has become quite evident there are significant challenges facing the sport in the area of membership and participation.

Whilst a lot has been discussed not enough has been achieved in this area with a number of proposals put forward by the MPC committee to the Board having difficultly moving forward due largely to financial restraints and lack of human resources.

Jack Attack and Jnr Jack Attack One such proposal which was initially flagged via this committee was a program designed at getting the time-poor social bowler into a more organised compact form of the game. Thankfully Bowls Australia have been able to create the Jack Attack and Jnr Jack Attack programs which are seeing some good success in both Western Australia and nationally. You can read more about these programs in the Regional Bowls Managers report on page 10.

Australian Premier League The APL concept has really taken off and will now move into its third year of competition. The Perth Suns with local players Clive Adams and Tom Mitchell have represented us with distinction and the game is growing with popularity. The APL is quickly becoming the new face of bowls as the sport tries to change public perception and put forward a game that is exciting and fresh and ultimately seek to attract new participants.

On the horizon Another Bowls Australia proposal in the pipeline is a National Marketing Plan designed to promote Bowls across Australia. This will be across a number of platforms including radio and television.

Whilst the plan is still in its infancy it is hoped this will be money well spent.

Locally the MPC is working towards running a “Future of the Sport� forum. This will involve clubs sending committee and administration along to join in a range of discussions on areas needed to keep the sport healthy and sustainable. Whilst Bowls WA can put forward many ideas and provide support, essentially it is clubs and members who are often best equipped to bring new people into the game. This forum will see clubs share ideas, present success stories and put forward thoughts for the future to keeping our great game alive.

Many thanks to my committee of John Ilian, Bowls WA staff members Aaron Delaporte and Raj Suares along with Bowls Australia Regional Bowls Manager Clive Adams who have provided good input through out the year. This committee would very much like to see some new faces join and invite anyone interested in this area to put their name forward. It would be particularly good to see a female representative come aboard.

BOWLS WA REPORTS - GREENS & INFRASTRUCTURE Greens & Infrastructure The 2014-2015 season has seen the Greens and Infrastructure Committee take positive steps to build new relationships as well as rebuilding older relationships with clubs and other groups essential to the improvement of bowling greens in the metropolitan area.

The annual inspections took place at the beginning of October and although some grass greens were still struggling to be ready for the upcoming Pennant season, many showed improvement in condition from previous years for that time of year. Older carpet surfaces continue to be an issue with some requiring medial work on ripping before they were cleared to play. All clubs need to be constantly making sure that rebounding bowls are not an issue. Each year many clubs have problems with this issue on their greens and usually it requires a minor remedy to fix it. However during the year another area of the green can demonstrate a return of rebounding bowls for no particular reason and clubs must take a proactive stance in finding a remedy rather than waiting for a complaint or the next season’s inspections.

During the season the committee held a forum with leading club greenkeepers and a representative from the Challenger Institute of Technology attending. Issues such as the greenkeepers association, the current state of metropolitan greens, volunteers, apprentices and the working relationship between greenkeepers, Bowls WA and clubs were discussed in length. Bowls WA strongly supports the greenkeepers re-forming the Greenkeepers Association and look forward to working with them to improve greens in the metropolitan area.

During the season a letter of concern document was established for visiting clubs to complete in order to notify the committee of a surface that may be deteriorating, to a point that it may no longer be acceptable for Pennant. This is seen as an intermediary measure where results of a game are not changed but the committee is notified of an issue. From the forms, meetings with clubs will be set up so a discussion can begin about steps required to rectify the situation rather than instantly closing greens.

Lastly I would like to thank all members of the Greens and Infrastructure Committee for the time they volunteer in sometimes difficult circumstances and the support provided by the Bowls WA Board and staff.

BOWLS WA REPORTS - FIXTURES & EVENTS Fixtures & Events The Fixtures and Events (F&E) Committee has again completed the Bowls WA calendar which includes not only the Metropolitan pennant competitions but over 20 Major events covering State, Over 60’s and Country Week tournaments.

I acknowledge the time and effort that the Committee Members put into the running of these events both at the planning stage, which covers areas such as fixtures, draws, selection of venues and setting conditions of play and in their presence at the events. Trevor Barron and Leonie Potts do a great job organising their fellow members to run the many events.

The 2014/15 Pennant season has seen the introduction of the Competition Management System which has made recording pennant results the responsibility of the clubs. This has meant that the F & E committee members no longer have to spend hours each week going through pennant return forms and manually recording the results. It has also meant that fixture results are available much sooner and in more detail via the portal. Competition results are also available sooner with each venue holding a State or Major event able to email results to Bowls WA (BWA) for input into the system.

Pieter Harris plays an important role in our committee with his expertise and knowledge of the many areas involved in setting fixtures and running events. He is able to supply us with the facts and figures required to make decisions and although an employee of BWA, much of his time working with our committee is as a volunteer.

Our committee also relies on the support of clubs and their volunteers to supply venues for the many events on the BWA program and to help run them with match officials and umpires. I thank all the clubs who have made their facilities available to bowlers from throughout the state and their volunteers who support us. Without this support the committee could not perform its role.

The pennant survey was an undertaking of this committee to obtain information from club members on their opinion regarding a range of questions covering the pennant competition. This information is vital to us as a guide to future decisions regarding the makeup of this competition.

Much credit and many thanks go to Mark Abonnel for the time and effort he put into developing the survey. Our committee is a working party and as such we make recommendations to the Bowls Management Committee (BMC) with regard to future changes in our area of Fixtures and Events. The challenge for us is to keep our competitions current while helping to encourage change that will keep our great game strong for the future.

The 2015/16 pennant season again presented us with challenges especially regarding the season start and the finishing date pre Christmas and returning date in the New Year. Easter dates in 2016 have necessitated Women’s Country Week commencing the weekend following Easter. This allows the Metro pennant finals to be completed before Easter.

I would like to acknowledge the BWA Board and staff for their support and assistance and the other committees for the work they do to help deliver the bowls program. As always the Fixtures and Events committee is looking for volunteers to take on the task of delivering the BWA program of events. If you are looking for a hands on role in the bowls organisation then this committee is for you.

BOWLS WA REPORTS - UMPIRES Umpires A total of 257 new and re-accrediting Officials (as the grouping of Umpires, Measurers and the new Markers category is collectively named) shows an approximate increase of 25% over last year, maintaining our number across this big State of over a thousand ‘Officials’.

Perhaps this increase can be mostly attributed to the possible rush to get those who wished to join or re-join the ranks of Club Officials before the new, competency-based system kicked in from January 2015? Particularly since the requirement to conduct Umpires course would only be able to be performed by accredited ‘Presenters & Assessors’ from 1st January.

Accrediting P&A’s fell to only those with appropriate Cert IV Train-the-trainer, with Bowls module, to which end we owe a great deal of credit to Brian Jeppesen, the only such ‘Train-the-trainer’ currently qualified in WA. With all his other roles in WA, he has managed to conduct several courses so that enough P&As will be able to continue their functions in conducting ‘Officials’ training sessions throughout the State. To date he has accredited 5 ‘Officials’ P&As in the Metropolitan area and 8 from some Country Zones. Credit must be given to those from the Country that have travelled to Perth to attend the P&A course hopefully to ensure the continuity of supply of ‘Officials’ to their own and adjacent Leagues and Zones.

There are still some clubs that appear unable to convince members to undertake the necessary ‘Official’ training to fulfil their obligations during Pennants and State competitions rounds for which they put their hands up to host! It is the keener Clubs that have an abundance, which makes the ‘average’ look better than the reality!

Clubs are reminded that the Bowls WA Umpires Committee conducts 2 courses annually within the metropolitan region (around May & September). Country Leagues conduct similar courses in the regions either on a regular basis or by request, through the good graces of some most dedicated League Umpire Coordinators, which now, as mentioned, have to be conducted under the auspices of the P&A’s.

The new course structure, with more interactive participation by candidates, was conducted in the Metro area in May with feedback indicating a higher satisfaction rating than the lectureand-exam methods of the past. Most apparent was the relaxed learning by participants and the concomitant reduction of anxiety some previously experienced through exam tensions!

The new, ‘competency-based’ re-accreditation method that was introduced in 2014 and January 2015 with the added segment covering ‘Markers’ to gain the new “National Umpire”, appeared to gain wide acceptance by all. There was also a general consensus among a significant proportion of those re-accrediting attendees, that the tutorials were absolutely invaluable, particularly in dispelling some long held misconceptions by some as to the duties of Markers.

January 2015 saw the introduction of the 3rd Edition of the Crystal Mark, Laws of the Sport of Bowls following their ratification by World Bowls at the four yearly WB meeting during the Glasgow Commonwealth Games and the subsequent review and changes to the Domestic Regulations. The mid-season introduction, for most of us, did not cause any real issues, as the changes - most for the good, as far as some players were concerned - contained mainly anticipated changes. Among these were, for domestic competitions, the return of the scorecard keeping by the seconds; revised substitutes rules and the team/s in sides playing short with simplified scores applied.

This year saw another 2 International Technical Officials (ITO) qualifying from assessments carried out in April to bring the total number for the State to five.

Again as usual, our sport owes particular gratitude toward those volunteers that give freely of their time to contribute to this very important aspect of our game, without which the sport would definitely degenerate. So a very big ‘Thank you’ to members of the Umpires Committee, League Umpires Representatives and all those Club Umpires who have contributed this past year. Also, often overlooked is the contribution by Clubs that provide the use of their premises for the conduct of ‘Officials’ & P&A courses, so a ‘Thank you’ also to Como, Yokine & Willetton clubs for their vital level of support this past year (and, of course, Mt Pleasant for the P&A training sessions).

BOWLS WA REPORTS - FINANCE Finance The Association has finished the 2014-2015 with a small surplus of $2869 with DSR, Healthways and competition to retain cash sponsorship has put the budget under considerable strain this last financial year.

Investment in IOOF – Pursuit Select Investment has been increased to over $500K as bank interest is down to 3%. The assessment of risk on all investments is closely monitored by the Finance Committee.

The budget for 2015-16 remains extremely tight with DSR funds again down by $50k all efforts to minimize expenditure will be made.

The introduction of the ANZ Mortgage programme to the clubs is a commission based referral system for home/business loans that pays a commission of 0.3% for drawn down loans referred to the banks. Clubs who take up this challenge should reap considerable benefits.

As I am not standing for re-election to the Board I would like to thank everyone who made this an enjoyable experience over the last two years.

Our accounts reflect the sound management of our CEO Ken Pride and the Finance Committee plus a special thanks to Liz Rolt BWA accounts manager for a job well done.

BOWLS WA REPORTS - FINANCIAL STATEMENTS NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2015 NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES The financial statements are a general purpose financial report that has been prepared in accordance with Australian Accounting Standards and other mandatory professional reporting requirements and the requirements of the Associations Incorporations Act (WA). The financial statements have also been prepared on the basis of historical costs and do not take into account changing money values, or, except where stated, current valuations of non-current assets. Cost is based on the fair values of the consideration given in exchange for assets. The accounting policies have been consistently applied, unless otherwise stated. The Board has determined that the Association is a non-reporting entity.

The following is a summary of the material accounting policies adopted by the Association in preparation of the financial statements: a)

Property, plant and equipment Freehold land and buildings are brought to account at cost or at valuation determined by the Board.

The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. For the purposes of depreciation of fixed assets, the Association has elected to adopt depreciation rates set by the Commissioner of Taxation.

b)

Employee Benefits Provision is made in respect of the Association's liability for annual leave and long service leave at balance date. Long service leave is accrued in respect of all employees and provided for in the accounts in respect of all employees with more than three years service with the Association.

Contributions are made by the Association to employee superannuation funds and are charged as expenses when incurred. The Association has no legal obligation to provide benefits to employees on retirement.

c)

Capitation Fees Income Capitation fees amounted to $667,659. $1 per member of country capitation fees collected from the four zones, amounting to 7,724, was refunded to them to assist with the cost of administering country leagues. In addition, $3,501 was refunded to nine far northern clubs, being 50% of capitation fees received.
