A change in scenery is much needed these days, but if you’re eyeing big renovations or home improvements, you’re not alone. And that’s a bit of a problem.

Bowen Island Municipality is warning of processing delays as development applications surge. While in the first half of the year, BIM would usually have an average of 60 applications for building permits, development permits and development variance permits, it’s received more than a hundred in the past six months.

BIM’s manager of planning and development, Daniel Martin, credits COVID-19 for the boom.

“Once COVID hit [March 2020], everything went dead quiet for about a month,” said Martin. “Then it suddenly picked up and went crazy and has been continuing going crazy.”

From new homes to renovations, there’s more of everything.

Then this spring, Martin speculates that they’re possibly seeing people who’d made the change to live on Bowen more full-time over the fall and winter and who spent the winter planning property changes for their permanent home. “In April and May, in particular of this year, we just had a huge surge in terms of building permit applications.”

The building inspector approves building permits, the chief administrative officer approves development permits and council approves development variance permits.

BIM has increased its staff hours to process the applications, said a press release, but more staff isn’t in the budget.

BIM sued over destruction of a sunken sailboat BRONWYN BEAIRSTO

It hasn’t been all smooth sailing in the campaign to remove derelict vessels from Mannion Bay. B.C. Supreme Court awarded a man $5,000 in damages after Bowen Island Municipality had a sailboat destroyed following its apparent sinking in the bay in 2016.

In January 2016, Joel Lepage was living aboard his sailboat the Zen State in Mannion Bay and had a second boat, which he called ‘Celeste,’ moored nearby.

According to the judgment, handed down

by Justice Peter Edelmann June 4, Lepage was away, sailing on the Zen State, when the Celeste came loose from its mooring.

Photos showing the vessel apparently run aground near a dock and then submerged in the water, were sent to BIM’s then-senior bylaw officer and manager of parks and environment, Bonny Brokenshire Jan. 19, 2018.

As a boat without a motor (so not requiring a license), the vessel’s only identification was ‘Celeste’ carved into the bathroom bulkhead – it had no outside identifying hull number – and an owner didn’t appear in the municipality’s electronic system.

That day, Brokenshire emailed the Transport Canada receiver of wreck requesting permission to salvage the Celeste. “Ms. Brokenshire expressed concern about potential damage to

the dock, as well as the impact the vessel might have on ecologically sensitive eel grass in the area,” said the judgment.

The receiver of wreck directed BIM to proceed with salvage and the next day the boat and its contents were destroyed and shipped off-island for disposal, said the judgment.

By the time Lepage returned in early February, the boat was gone.

Whether or not the boat should’ve been held for 90 days after the wreck was reported hinged on whether the wreck was worth $5,000, if storage cost would likely exceed the wreck’s value or if it posed a threat to public health or safety.

BIM conceded that the Celeste’s salvage was authorized by the receiver of wreck, but its destruction hadn’t been authorized under the Canada Shipping Act and the judge concluded the boat’s destruction a wrongful act.

While a marine surveyor concluded that the vessel had “no realistic market value following salvage,” Edelmann’s judgment also said Lepage’s testimony “made it clear that the vessel had sentimental value to him, and he put considerable labour into it.”

Lepage estimated losses of items within the vessel at $95,000, but Edelmann said Lepage provided no evidence to support the claimed values, accepting though, that some items aboard the vessel retained value at the time of its salvage.

Lepage had filed suit seeking $200,000 in damages. He was awarded $5,000.

Dispose of used oil and antifreeze at BIRD

BIRDs and oil don’t usually mix well but as of last week there’s an exception.

A new used oil and antifreeze collection facility opened at Bowen Island Recycling Depot last week.

The facility is funded by the non-profit BC Used Oil Management Association, and is a 10-foot modified sea container with 1,000 litre tank.

Islanders are asked not to drop off

containers outside of the facility – ask BIRD staff for help. Check the BIRD website for more details.

Before recycling regulations changed, locations that sold oil would have to take back that waste, but the province shifted to a stewardship program for waste collection, a representative from the non-profit explained at a municipal council meeting last year.

Case rate down for Bowen /Lions Bay For the 5,000-odd people of Bowen Island-Lions Bay community health service area, BCCDC data shows that for the week of June 15 to June 21: • The average daily case positivity rate was three cases per 100,000 (last week this number was five, and the week before that it was three.) Keep in mind, this is a rate, not an actual number.

• 84 per cent of people 12 and over have at least one vaccine dose (last week this number was 80); • 86 per cent of people 18 and over have at least one vaccine dose (last week this number was 82); • 91 per cent of people 50 and over have at least one vaccine dose (last week this number was 86).

It’s of note that last weekend there was a Bowen vaccine clinic and the island saw jumps in first doses in each of the three age thresholds.

NOTICE Notice of intention to dispose of a vessel under section 39 of the Wrecked, Abandoned or Hazardous Vessels Act. A 10-foot, Walker Bay Genesis 310, 4-person inflatable vessel located at 49°24'50.8"N 123°18'54.1"W, at Cates Bay Beach, Bowen Island, British Columbia, is currently considered to be abandoned.

This notice serves as official notice of the Minister’s intention to dispose of this vessel after 30 days from which this notice was given.

VIEWPOINTS LETTER TO THE EDITOR

LUB amendments deserve a delay

DEAR EDITOR: I have two questions about Bowen Island Municipality’s July 12 public hearing about the upcoming Land Use Bylaw amendments, one about scheduling and the other about the venue.

Why schedule such an important public hearing immediately before an already itemized council meeting? After a long evening, will the councillors and mayor remember the details of the intricate comments made by the public, let alone six to eight weeks later? The third and fourth readings are scheduled after the summer recess.

Let us take advantage of the present reopening of the pandemic restrictions, stage two, to have a real face-to-face public hearing. We are used to public hearings where the public drifts in, signs up on the speakers’ list, waits for their turn to speak and if overrunning their allotted time, go back and sign up again to complete their comments and suggestions. The public hearing only ends when the speakers’ list is ended.

So let us enjoy a real summer recess and face such an important public hearing with refreshed minds in September.

The unofficial Round Bowen Race a couple of weekends ago as seen from Cowan Point.

I hope that the past year has had all of us re-evaluating our definitions of success and that it’s helped crystalize what’s important to us – where to push ourselves and what to let go.

But also, I hope we’ve also started to let go of this societally mandated drive to be exceptional all of the time (and Bowen has a ton of high achievers). To be stars.

I’ve always found it funny that we want to be stars. There are way, way, way more stars than people in the universe (one estimate I found was 70 billion trillion).

I don’t mean don’t try your best, but sometimes your best is surviving.

Sometimes it means breaking from what’s expected. Sometimes it means colouring exactly in the lines.

Each one of us is more important than any school class, any degree, any job. And when a pandemic strips those away, what’s left? Hopefully not a giant ball of gas.

If someone tells you you’re a star, take your due, inform them you’re not a star, you actually claim the 28.6 galaxies (that’s one estimate for how many galaxies there are for every

person on Earth), including each of their 100 billion stars. They’ll like that.

That being said, for this editorial I started looking up some pretty cool star facts. Find some of them in our fabulous grad section.

To each grad, it’s such a delight and honour to see your face in these pages.

We’re rooting for your happiness and success, in whatever form that takes.

Could Bowen become a leader in physical activity?

DEAR EDITOR: My favourite vehicle is a bike. On a bike I visited Bowen last week. I use my bike for recreation, transportation, fitness, and fun. As a former Member of Parliament, I was known to “Ride the Riding.” In my campaign to serve again as Bowen’s representative in Parliament, you’ll see me on my bike from time to time.

I was delighted to see the re-opening of the Bowen Island Golf Course – congratulations to Bruce Russell and the amazing team that made that happen. I’m also pleased to hear of progress on the Cross-Island Trail, which seems like a great complement to the 47 or so kilometers of municipally owned trails, a good way to promote physical activity and to sustainably expand exposure to Bowen’s amazing nature.

Subject to economic, environmental, social and other considerations, we have to get behind initiatives that promote physical activity. Inactivity has hurt our people in alarming ways, some of which became more pronounced during the pandemic: • 90 per cent of our children are not active enough; • 70 per cent of children are on screens more than two hours daily; • Children are increasingly disconnected from being active outdoors; • Adult Canadians are less active than our children; • One in three Canadian children is overweight or obese; • Cardiovascular disease and diabetes plague inactive people; • Productivity at work and effectiveness at school are negatively impacted.

One of the factors that motivated me to initiate the National Health and Fitness Day Act during my former term in Parliament and then to launch the Canadian Health and Fitness Institute is the staggering cost of health care – or “sickness care” – that relates to inactivity. Analysts believe the price tag exceeds $7 billion annually.

While committing to secure the future, get the economy back on track and creating jobs, I’m also pleased to see securing mental health as one of Erin O’Toole’s top priorities. “The last year has made clear the mental health crisis we face. It’s time to make it clear that mental health IS health, and to treat it properly,” Erin O’Toole has said. He has also affirmed the vision of the Canadian Health and Fitness Institute to “Make Canada the Fittest Nation on Earth by 2030.”

Finally, beyond the physical, mental, and spiritual health of our people, the outdoor recreation industry in Canada represents billions of dollars annually to the national economy.

The people of Bowen instinctively know these things; that’s why Bowen people choose to live in a place remarkable for its natural beauty and recreational opportunities.

Together, the community has important things to say in leading Canadians to more active lives, for the improved physical, mental and spiritual health of everyone.

BIRCH seeking new funding sources for project DEAR EDITOR: BIRCH has been given the disappointing but not completely unexpected news that BC Housing is at this time unable to fund our rental housing project in Snug Cove.

While we are disappointed, this is by no means the end of the project and we are encouraged by the priorities reflected in the BCH funding decisions.

We and our development consultants have been in communication with our representatives from the Canada Mortgage Housing Corporation (CMHC) regarding their National Co-Investment Fund. Through this process, we have ensured that our building’s design meets or exceeds the requirements of that program, and we will be working with them on our application to that fund. We will also be pursuing funding from the Federation of Canadian

Municipality’s Green Municipal Fund as we work to ensure that this vital project is built and built as soon as possible.

BIRCH is grateful to BC Housing, CMHC, the VanCity Foundation, and of course to the Bowen Island Municipality for their support to date, and we look forward to sharing with you some good news in the not-too-distant future.

We are especially grateful to the Bowen Island Community Foundation for their recent grant of $15,000 in project funding that will support us in the coming months to pursue these further funding options.

The Bowen Island Health Centre Foundation is pleased to announce that Suzanne Saatchi has assumed responsibilities as full-time executive director.

Suzanne will take the lead in building the team, organizational and operating structure and culture for Bowen’s new health centre, as well as nurturing key relationships with provincial and regional health authorities. In short, as we build the facility, Suzanne will be instrumental in putting together what happens inside.

Suzanne has an MBA in Strategic Management from the Sauder School of Business at UBC. Previously she was a management consultant specializing in healthcare operational planning, operational readiness assessments, and strategic planning for clients that included Burnaby Divisions of Family Practice, Provincial Health Services Authority, Fraser Health, and Northern Health. Prior to that, as a General Manager for the Fraser Health Authority, she was responsible for implementing facility and non-clinical operations in two new successive large-scale hospital projects at Surrey Memorial Hospital, the Critical Care Tower and the Outpatient Care and Surgery Centre.

Maria has lived on Bowen for 10 years and in her spare time is a team manager for the Bowen Island Football Club.

Maija Tiesmaki is a researcher and strategist with the Michael Smith Foundation for Health Research where she leads strategic initiatives to develop the health research talent B.C. needs for healthier people and communities. She has lived on Bowen for five years and previously served as a member of our Health Services Committee.

Harbour Air Returns to Bowen Island BRONWYN BEAIRSTO

COVID-19 cancelled a lot, including Harbour Air’s visits to Bowen Island.

But if you’ve had your fill of full ferries, have no fear (sort of ).

Harbour Air has re-launched its tour that brings passengers from Vancouver to Snug Cove for a lovely local dinner. If there are unsold seats the morning of the tour’s flight, the seaplane airline will release the seats at 8 a.m.

The flights run 6 p.m. from Vancouver

to Bowen (for $59) and 6:30 p.m. Bowen to Vancouver (for $39).

“It’s a bit of a lottery as to whether or not there will be seats released on any given morning,” said David Perry, the airline’s flight operations manager, in an email.

Other local suppliers will be providing water, drinks and treats, so please watch this page for another very successful community run – the Rotary Run for Rwanda – in aid of Komera Canada, a local charity that provides scholarships for young women in Rwanda.

The municipality has applied for a $75,000 grant to update its permit processing software to allow entirely digital applications and processing.

The BIM website estimates a development permit to take three to four months, and while permits are taking longer, they’re also getting prioritized, said Martin.

If one is planning on applying for a permit, Martin stresses making sure the application is complete. When someone submits an application, they’re put into a queue and when it’s their turn to get reviewed, if there’s a component missing (for example, architectural plans), there’s a delay.

While BIM is warning of a four to six month

timeline, the only permits that have actually taken six months are when there’s something missing that still needs submitting, said Martin.

“We’re always very aware that people are trying to plan their builds in advance,” said Martin.

“That’s what stresses us out and keeps us up at night, is if our permits are taking too long to get issued.

“We’re always open for suggestions, if people have ideas on how we can improve or they have feedback on the permit application and want to let us know,” he added.

The BIM press release warns islanders that going ahead with development without permits can cause more delays, have financial impacts and can disrupt fragile ecosystems.

LEARNING TO MAKE A DIFFERENCE. INSPIRED TO MAKE WAVES.

You might be worried about going away to university/college/trade/art school and, to be fair, there is a lot to worry about. The Bowen Island Community Foundation wants to make taking the leap just a little bit easier for you.

“How?” you ask. By offering up a cornucopia of scholarships and bursaries (“cornucopia” is a bit strong… perhaps an “ensemble”). We’ve recruited Hudson Stiver, university student and the winner of last year’s Aaron Sluggett Memorial Scholarship, to shed some light on the situation.

How has winning the scholarship helped you?

Winning the Aaron Sluggett Memorial Scholarship helped immensely during my first year of university, in a time where every dollar counts. Using the scholarship to contribute to my tuition allowed me to funnel more time into my academics. It allowed me to focus on understanding new expectations that were different from what I had experienced in high school. Being able to focus on my school allowed me to take full advantage of the classes, extracurriculars, and opportunities that my university had to offer, rather than focusing on meeting my tuition and living costs. It lifted what would’ve been a weight off of my shoulders, and allowed me to thoroughly enjoy my first year of university.

Was it difficult to apply?

I found it incredibly easy to apply to the Community Foundation’s scholarships. It was easy for me to provide a community reference and a transcript with my high school grades, which meant that two-thirds of the process was already completed. By dedicating a couple of hours establishing my connection to Bowen Island, I was able to create my applications for two community foundation scholarships over one weekend of work.

What would you say to anyone who is on the fence about applying?

Go ahead and do it! The applications are easy to complete and by putting in a couple hours of work you could ease your financial stresses during your first year of university.

Any words of wisdom from this first year at university?

My best advice would be to make the most of every experience. Some people might feel a bit nervous when embarking on a new experience, but it is important to know that there are so many people in the same boat. By taking advantage of the opportunities your institution has to offer, you can create bonds with like-minded people and establish lasting friendships. First-year goes by quickly, and by taking the opportunities that come your way you can ensure that you look back at that year with a sense of fulfilment rather than a sense of regret.

Hannah Fenn, of Self Design’s class of 2021, spent her final year navigating how to learn during a pandemic and its associated uncertainties.

In addition to achieving learn-

ing goals towards graduation, she has especially appreciated the opportunity to deepen her resilience, passion and creativity. “I am super in love with life and all its experiences, ups and downs and all arounds. I have loved travelling, learning new languages, and meeting amazing people and mentors along the way,” said Hannah. “I just want to give a lot of gratitude to everyone and everything that is happening, pandemic or not.”

Hannah is excited to embrace the world as she pursues her goals and dreams of making a positive impact on the communities and initiatives with which she becomes involved, yet Bowen will always remain home for her.

Congratulations, Annalysse! This grad would like to thank her Mom and Dad, her grandfather and the friends she’s made on Bowen over her last years of high school for supporting her in following her passions and pursuing further education in the arts and humanities. Annalysse plans to attend UVic this fall with an interest in film studies. She will miss her home on Bowen with its welcoming community and the “coolest commute to school ever.” She also congratulates her fellow grads on Bowen and at Sentinel Secondary for accomplishing this great milestone during a global pandemic.

Hadley Shannon

Hadley spent all her elementary years at BICS where she excelled in all subjects and was even granted the prestigious award, “Order of BICS” when she was in grade three. Hadley lives for soccer, loves to horseback ride and crochet.

Hadley will be attending Rockridge in the fall and will continue with her soccer, playing for WVFC.

Students of this year’s grade seven graduating class have grown a ton since this shot was taken back in 2012.

Next year, most of these students will have to cross the pond every morning to continue their studies at the mainland high schools.

Sawyer is graduating from BICS this month and heading to Rockridge in the fall. Sawyer is excited about high school but will carry many great memories of her elementary years. Land Use Bylaw Amendments Bylaw No. 528, 2020

Bowen Island Municipal Council is considering Bylaw No. 528 to make a series of amendments to Land Use Bylaw No. 57, 2002.

The proposed changes include additions, removals, amendments, and consolidation of various land use definitions, changes to setback exceptions (buildings and structures that can be built in required setbacks), changes to Home Occupation regulations for Auto Repair, and changes to the method to calculate building heights.
