Council tackles vacation rental issue through noise bylaw MERIBETH DEEN EDITOR

Mayor Murray Skeels told council this week that “the game

is being stepped up” against illegal vacation rentals on Bowen Island. He proposed that owners of these properties be informed that noise bylaws will be enforced resulting in fines complaints against them are substantiated. While several councilors did question this approach to dealing with the issue of illegal vacation rentals, all ended up voting in favour of the plan.

Following some discussion on the matter, Mayor Skeels explained that he sees this issue as an “emerging one.”

Former candidate for council Michael Chapman researched the websites VRBO.com and Airbnb.com and says that more than 50 complete homes are being offered up for short stays as opposed to long-term tenants. According to our land use bylaw, suites with kitchens on most parts of the island are illegal for the purpose of short-term rental. The Municipality says it has its hands tied on the issue because according to the Land Use Bylaw, they do not have the power to fine people for infractions.

When Alan Mills and Jen Rosling moved into their place on Miller Road right before the cross walk to Crippen Park, they say realized that speeding on their stretch of road was a problem. They’ve tried to alert drivers to with a little windmill and a sign asking people to slow down, but ultimately, Mills says he would like to see a raised crosswalk put in to force people to slow down. More speed bumps is an idea RCMP Cpl. Paulo Arreaga says he is on board with in order to help keep Bowen Islands roads safe.

“I would like to see more speed bumps in the lower Cove,” he says. “In a high density area with so many pedestrians, 30 km per hour is actually quite fast.”

He says that road safety is a priority for the Bowen Island RCMP. “Our roads are not well lit, they’re narrow and there’s no buffer zone for pedestrians and cyclists,” says Arreaga. “We do moving enforcement that can monitor the speed of cars moving towards us and we park somewhere and monitor speeds while we get our paperwork done – but we can’t be enforcing speed limits 24 hours a day.”

Arreaga says that this year, the Bowen Island RCMP have made 85 speed-related infractions. While he does not have statistics from previous years to compare to, he says he considers this to be high.

“People are gunning for the ferry,” he says.

At the moment, the RCMP is focusing on patroling Seven Hills, Whitesails and Grafton Roads for speeding drivers.

Arreaga says that impaired driving also remains a problem on Bowen.

“I’d say it’s a problem all over Canada, but maybe in a small town where there are fewer cars people are less concerned,” he says. “We are increasing the level of enforcement on this, and this year we’ve issued ten Immediate Roadside Prohibitions.”

These prohibitions (otherwise known as IRPs) are issued when a driver’s breath is found to have more than 99 mg of alcohol per 100 units of blood.

“When someone gets an IRP for a fail, they not only have to pay a $500 fine but also have to pay for their car to be impounded for 30 days. I’ve heard of this costing between $5,000 and $7,000. It can really hit a family hard,” he says.

“Services like the Grey Whale offered by the pub no doubt help reduce the amount of impaired driving that happens on Bowen, but when people have a lot to drink, they still make bad decisions.”

Moving forward on illegal vacation rentals from PAGE 1

Councilor Alison Morse took issue with the wording of Mayor Skeels’ initial resolution, and added that the public must be included in any campaign warning a crack-down on noise coming from vacation rental properties.

“We’ve got to get the word out there that the owners are on the hook,” she said. “But if we don’t get the word out there to the public, then there will be no complaints to investigate.”

Councilor Gary Ander brought up the fact that these properties are not legal in the first place, and Mayor Skeels interjected to say that this is simply about fining for noise.

Councilor Melanie Mason suggested this outreach be broadened into a general educational campaign about the regulations surrounding bed and breakfast facilities. To this, Mayor Skeels responded that this move is simply the

first step in a longer process of improving our bylaws.

“We want to improve our bylaws before we start letting our muddle out,” he said.

After Councilor Michael Kaile brought up the fact that Bowen’s bylaw officers are not on duty during evenings and weekends, when most complaints would likely be made, council agreed that the RCMP must express a willingness to enforce noise bylaws.

Councilor Ander expressed further confusion over the proposed action.

“Where are we going with this?” He asked. “I understand the premise, but they’re basically illegal anyway and they have to conform to the noise bylaws anyway…”

“We’re putting them on notice that we are going to fine them,” explained Councilor Morse, who proceeded to tell a story about a short-term rental that was used as a party house, and

also happened to use too much water.

“After several notices, the water was shut off. That solved the problem,” said Morse.

All councilors agreed that property owners and public should be made aware of the fact that the noise bylaw will be enforced on vacation rental properties, and that fines may be added to property taxes.

Michael Chapman says he is concerned about the message being sent by this action.

“Are we saying it is okay to be operating illegal STRs as long as you’re not noisy?

Maybe we should be sending the message that there are clear rules around the operation of these establishment, and people should step up and comply with them. I don’t think people want to be doing things that are illegal, but they at the very least they need to be made aware of what the rules are.”

On Saturday and Sunday, Sept. 10 and 11 all the BIHORA members, friends and volunteers will be meeting at the Crippen Park riding ring at 9:00 am. We will be removing our 35 year old

ring and putting up a new fence, this will be a much needed face lift.

All the BIHORA members have worked very hard to raise enough money to do this project. We have sold manure, cookies,and dream catchers. We have collected bottles and also received a grant from the Municipality.

Good neighbours MERIBETH DEEN EDITOR

Here on Bowen Island we like to think of ourselves as good neighbours. We look out for each other’s kids, we help one another move large pieces of furniture, we bring pies and bottles of wine when someone moves in next door.

Sometimes these relationships turn sour.

I worry that our council’s latest move, to inform the public (now you know) and put owners of illegal vacation rental properties “on notice” that our noise bylaws will be enforced will only serve to exacerbate neighbourly conflicts.

I am glad to hear that council is willing to tackle the issue of illegal vacation rentals. I understand that it is complicated, and that tackling it head on would take time – perhaps more than it is worth. Still, this “clean” method (as the mayor described it) actually seems kind of dirty.

Putting people on notice that noise bylaws will be enforced seems to imply that we did not take noise bylaws seriously in the first place.

Failing to even ask owners of properties that are officially legal to comply undermines bylaws in general.

Is it any wonder in an environment like this, that people don’t take parking tickets seriously?

I think it’s true what they say: good fences make good neighbours. The same could be said of bylaws. So, if our Council really values our island community, they can help us all out by applying bylaws as they stand - and staying out of “the muddle.”

It takes an island Dear Editor, My son Ari just celebrated his seventh birthday, the fourth celebration we’ve had on Bowen since moving here in 2013. Moving to Bowen Island was the best decision we could have made, hands down. Just a month after moving here Ari was diagnosed with Autism.

Living close to nature has been so beneficial to him. He can spend the majority of his days in nature, walking the forest trails feeling regulated and happy. The rest of the time he can spend relaxed in his home sanctuary studying vocabulary or music or whatever he’s into that day.

He still has weekly visits to the city for therapy and he’s always eager to go but he has huge challenges in populated spaces. On Bowen we can have outings on a smaller scale with less of the triggers of the urban bustle. He still gets very tense and has difficulty with the sensory overload mixing with his own excitement. Going anywhere means he’s a hair-trigger from melting down. Lately, he has been interested in business cards.

It might seem like a strange pre-occupation, but it’s been a wonderful way to teach reading (which, he can do at grade

level), practice articulation, and make connections to his community. One morning a few weeks ago Ari woke up and asked if we could go to Out of the Blue. It went a little something like “I want to go to Out of the Blue – I have go get moon business card.” This became our community connection for the day. In order to obtain the sought after card he would have to enter a new space (this is extremely difficult for him), make contact with a community stranger (lots of sensory and emotional overload with social encounters), and use his words (this takes a combination of self-regulation and correlation with me, Mom, in order to organize his nervous system despite the aforementioned difficulties). Over the course of the last couple of months a big part of Ari’s Summer learning has been this type of community connection through business cards.

I’m usually too busy facilitating the encounter to offer much of an explanation at the time. Bowen, you have been most patient and gracious with your [blind] acceptance of this rich educational exchange. It might have just been an odd few minutes of your day but I assure you it has been most

helpful for my little boy’s development.

On the day of his birthday I brought him to the Bowen Island Public Library to get his first library card. He was on his best behaviour and honoured the quiet rule of libraries. He used his words and became a self-advocate while maintaining his please and thank yous.

He was able to keep regulated and write his name on the back of the card. I couldn’t have been more proud of my son and the community we call home.

So, thank you Bowen Island businesses and residents for taking the time out of your day to help this little soul find his way. Each little card in his collection is tied to a special memory of the social exchange within its acquisition. These memories will be truly foundational for him.

Claims of racism against BIMS not substantiated Dear Editor, I am writing in response to your articles concerning the human rights complaint against Bowen Island Montessori School (BIMS) and the numerous Facebook conversations on race/racism (Aug 19). Speaking as someone of a visible ethnic minority and a mother of two children (one of whom is preschool aged), the issues raised are very close to home for my family.

I wish to emphasize that the link between BIMS and racism has not been proven, and this seems to have been overlooked. Whilst many of us are familiar with the term “trial by media”, the recent “trial by social media” takes

the meaning of “inflammatory” to a whole new level. In the aftermath, we are left with an uncomfortable situation whereby many members of the community, holding very relevant information, knowledge and personal experience, feel that they cannot publicly speak up in defense of BIMS for fear of being labelled a “racist,” a title that no-one wants. There is a horrible irony in this situation given that much of the debate is concerned with marginalisation, a social process whereby a group is made to feel insignificant. Furthermore, under the Human Rights Code, there is a duty not to retaliate against any person involved in a complaint; so it really is in everyone’s best interests to

let the tribunal decide whether discrimination really took place. “ W H AT WA S D I F F E R ENT FOR THIS COUPLE AND WHY DID THEY FEEL DISCRIMI N AT E D A G A I N S T WHEN MANY OTHER FA M I L I E S D I D N O T ? ”

What is now widely known is that the dispute in question centres on a letter that BIMS asked the complainants to sign as a condition to their daughter’s enrolment. At this point, there is no verdict on whether the letter was discriminatory based on race

or religion. The BIMS community past and present has included families with Jewish, Asian and a number of other racial and ethnic origins. To me, this begs the question: “What was different for this couple and why did they feel discriminated against when many other families did not?”

Was it simply that they were the first to voice concerns over the cultural curriculum at BIMS or did something else take place that caused the relationship to break down so irreversibly? The full story may not be told until next June at the earliest. Until then, the community is left to reconcile its differences on the matter in a sea of confusion and misinformation.

At this point, I would like

to address your comment “I wonder what we consider an appropriate manner for people to bring up issues of this nature.” My suggestion would be firstly to deal with each story of marginalisation and oppression individually with the sensitivity that it deserves, and to hear each side of the story. Social media clearly lacks the essential qualities to handle such matters appropriately. The sweeping generalisations and the tenuous links made between the human rights complaint, “Black Lives Matter” and “white privilege” have caused harm and division within the community.

Whilst discussions on diversity and inclusion are important, some are mistakenly led to believe that they are

suddenly important because BIMS has failed in these areas.

Let’s be clear on this: most members of the community do not have enough evidence to reach this conclusion.

Montessori school could engage a human rights specialist Dear Editor, I don’t have, nor have I ever had, children who attend Bowen Island Montessori.

However, as a mother and as a professional who works on issues relating to diversity and inclusion with governments, organizations and communities around the world I have been drawn to these issues as they arise in my own community. The Montessori case has been of great interest to me and I have done my best to understand it.

From what I have learned, the problem for the complainants stem from the fact that there is one, very dominant culture at the Montessori school. As I have commonly seen in my work, this tends to lead to either social exclusion, or a process of “homogenizing” people who come from different cul-

tural backgrounds.

The following is just one example: When I lived in a small Tibetan village in northern Nepal, my Tibetan friend sent her daughter to the local government school.

All of the teachers at this school were Hindu Nepalis, not Tibetan Buddhists. In order for children to attend this school, they had to stop speaking Tibetan, and take on Hindu names given to them by well-meaning teachers. So my friend’s daughter, for example, went from being Dawa to being Gita. The curriculum was one in which Hindu Nepali values were instilled in children: they learned about the gods, the rituals, and the history of the country from this perspective. While I was living in the village I could see that this was confusing for my friend’s daughter. She would come home with comments like,

“Nepalis eat rice. Why don’t we eat rice?” and “Why don’t we wear Nepali clothes? My teacher says that we need to wear Nepali clothes.” Many years later I visited my friend again. She told me that, over the years, her daughter had slowly shed her Tibetan identity: she refused to speak Tibetan or return to the village to take part in ceremonies important to the local community.

It seems that while their daughter attended Bowen Island Montessori, Mai Yasue and Gary Mangel were given an option: homogenize or face exclusion. ...THEIR PLAN TO AVOID CONFLICT IS ABOUT AVOIDING DISCUSSIONS ON DIVERSITY AND INCLUSION IN THE FIRST PLACE.

The school’s most recent letter turns this situation into policy. It seems their plan to avoid conflict is about avoiding discussions on diversity and inclusion in the first place. The idea of “clarifying programming” in the recent letter seems to intimate a complete lack of acknowledgment that maybe, just maybe, listening to others with diverse opinions and embracing the need to change will help the school shift in a positive direction.

I’ve been fortunate to have two children at IPS for the past year, where there is a strong focus preparing children for life out in the world.

That world is increasingly diverse, inter-connected and multicultural. The best way to equip our children is to give them opportunities in school and at home to learn about diversity and inclusion first hand. These are not

issues that are going to go away. And thank goodness they aren’t, because embracing them benefits all of us: there is incontrovertible evidence that more diverse teams, organizations, and governments are far more effective.

Perhaps if there is money to spare at the Montessori, rather than investing in an administrator whose job it appears to be to guard the gate against anyone who might challenge the current and somewhat antiquated status quo, a better decision might be for BIMS to engage a human rights and diversity specialist. A specialist of this kind could look at school policies and programming together with the staff, so that informed decisions can be made from both a business and equity perspective.

In order to ensure that BIMS remains a relevant and via-

ble option into the future as Bowen moves towards becoming a more diverse community, it seems critical that the school goes through a process of self-reflection with the support of external experts. This is the opportunity that I would hope that they can seize. It’s never too late.

Let’s talk about racism on Bowen Island Dear Editor, Many people in our community are aware of a series of recent events that has sparked a conversation about racism in our society, and in particular on Bowen Island. I wish to commend all those with the courage to address this sometimes deeply uncomfortable and potentially divisive topic, however it has affected them or their friends and loved ones.

Some people apparently believe that we don’t have issues with racism here on Bowen Island, but it is important to understand

that this is belief is created by privilege and our lack of awareness does not mean these issues aren’t real and significant.

In my experience of trying to grapple with racism, I’ve come to see that most white people (myself included) are very easily triggered into guilt and defensiveness when the subject of racism is brought up. I believe this is because we carry a great deal of ancestral grief and pain about what has happened to people of colour at the hands of white people, even though we are not to blame in any way.

One of the barriers towards improving our awareness about racism is that when some brave individuals speak out to bring attention to the impacts of racism in our mainly white community, they get singled out as “the problem,” a classic case of shooting the messenger. As a community, we owe it to ourselves to get educated about diversity and inclusion.

We might start by asking ourselves why it is that, even though the population of Vancouver is nearly half non-Caucasion, so very few non-white people choose to make their home on Bowen Island. In the 23 years I have lived here, I’ve known several mixed-race families who have moved here and then moved away again, one of them just a few months ago. It’s possible that not all of those families left because they did not feel included, but I know for certain that some of them did.

There’s been a lot of focus recently on the lack

of affordable housing and its effect on our economic diversity. Everyone agrees that it’s a sad situation when people have to leave the island as they can no longer afford to live here. I believe it is equally sad, and a great loss to our community, when people choose to leave the island as they do not feel welcome here due to their skin colour, and their unwillingness to stay quiet about it.

Rio Games show that boxing is a big hit for women MEGHAN O’CONNELL SUBMISSION

This Olympics marks the second time that females have been included for boxing.

Three weight classes were represented in Rio. What a huge milestone!

Throughout the 16 years that the sport has been part of my life, I’ve often been asked, “Why boxing?” My personal motivation has been, paradoxically, to find some inner quiet. It’s been my touchstone of moving meditation, and while it’s admittedly visceral, it’s the best way I know to connect to my centre and stay completely present in the moment.

On a more physical level, it gives a heck of a workout!

Years ago, ESPN’s Page 2 team deemed boxing the sport that demands the most of its participants: elements such as endurance, power, agility, are absolutely necessary, but also aspects such as hand-eye co-ordination and analytical aptitude. (One of my clients has described her boxing

workouts as “Sudoku for the body.”)

The Rock Steady organization is an example of taking the sport’s conditioning element to a whole new level.

They use it to help people with Parkinson’s disease reduce their symptoms and improve their function and quality of life. As they explain on their website, “boxing works by moving your body in all planes of motion while continuously changing the routine as you progress through the workout.”

Meghan O’Connell is the 2004 British Columbia champion and national bronze medalist in the 54-kilogram division. She is an NCCPregistered Level A boxing coach and teaches a boxing class at Positively Fit on Mondays at 5:30 p.m. Everyone from teens to seniors is welcome, men and women. Rotary Run raises funds for Rwandan schools HILARY BUTLER SUBMISSION

Saturday morning was ideal weather for the Rotary Run this year!

We had a record number of kids participating in the 1.5-kilometre run and also in the five km. Ten kilometre runners were in the minority but did not lack in enthusiasm.

It was great to see so many families out there participating in the runs or walk, all for a good cause – sending rural Rwandan girls to secondary school via Komera Canada. We were particularly impressed by the ability of the boys and girls aged nine to 14 who put on a great show in the runs. We have some excellent athletes out here!

Bowen community choir seeks new members Oh happy day!

That’s the phrase that most parents will be saying this week as the kids prepare to go back to school (smile).

It might also be the tune Bowen Island Community Choir (BICC) members are still humming. “Oh Happy Day” was the final song of the choir’s 2016 spring concert that had the whole audience singing and grooving along with soloist Maggie Davidson and Mark Gawthrop on piano.

With so many people smiling through the summer to that ear-worm, it’s time to look forward to the choir’s fall session and new songs to capture our musical attention.

It takes a very skilled director to pull together a large group of people with various levels of experience and deliver a polished and entertaining performance.

Ellen MacIntosh, the musical director, started conducting the BICC choir in 1996.

She earned her music degree from the University of British Columbia, studying

voice and violin. She has performed in many excellent choirs, including the Vancouver Cantata Singers, as well as played stringed instruments in several folk bands.

Her unique talent is just one of the many reasons that this community choir has endured so long on the island and continues to attract new members.

In 2017, the choir will celebrate 25 years of Bowen Islanders gathering together in song and performance.

Why not come and find out what keeps them all coming back for more?

Registration for the choir begins on Wednesday, Sept. 7 and 14 at 7 p.m. in Cate’s Hill Chapel.

The cost is $85 and there is no audition or experience required.

The choir welcomes sopranos, altos, tenors and basses. Regular weekly practice will begin on Sept. 7 following registration.

The season culminates with a holiday concert on Dec. 10.

Many Bowen islanders knew our father as Dr. MacKinnon, or at least, the friendly old man on his red scooter.

Our parents had been married for more than 70 years, and after our mother died, dad was of course both griefstricken and lonely. We had wonderful home companions come and stay with him, but what he missed was people of his own generation, who could chat about the old days, who could identify with past events and current affairs, and who shared some of his interests and values.

Dad would have been a perfect resident of Snug Cove House, which is part of why my sister and I continue to work with other committed volunteers to build a home for Bowen Island seniors who can no longer, or choose no longer, to live in their own homes.

Our vision is to create a residence of 19 suites, mostly one bedrooms with three two bedrooms, where Bowen seniors can have their own furniture and effects, come to the communal dining room for healthy and nutritious

There would be social stimulation to counteract the loneliness that is often a key determinant in seniors’ health, through both volunteer interaction and community involvement. We hope that various Bowen organizations will find ways to be a part of the life of Snug Cove House.

Some people might be concerned about how they can scale down from their own home to living in a 575-square-foot suite.

The layout of the rooms are still being designed but here is description of what

a one-bedroom suite might look like. The bathroom is designed to be walker or wheelchair accessible, and the kitchens will be outfitted to be easy for seniors to use.

We can imagine how happy our dad would have been, living in Snug Cove House, and riding his scooter into Crippen Park right next door.

Please help us make this dream a reality for other Bowen seniors. We hope to be welcoming our first residents to Snug Cove House in the spring of 2018.

“Tribute to Our lady in Blue”

Bee Clippingdale April 23, 1929 - July 14, 2016.

This summer we lost a dear, longtime member of our Tuesday Art workshop group, (T.A.W.).

Bee was one talented lady. She loved her Art for many years As a mature student she went to Capilano College and earned her art degree.

Many years ago she taught art to mentally and physically challenged children at David Oppenheimer school in Vancouver.

She also went on Circle South America cruise as the art and craft director.

As an acrylic painter, ocean waves were her muse.This is a picture of her standing in front of one of her many captivating ocean paintings.

They lined the staircase of her home in Bowen Bay.They were “WoW” to look at! They would take you right in.

Bee also liked to sew. She made jewelry, was a weaver, did textile art, not to mention gardening.

Bee is pre deceased by her dear husband Dodd.

She is survived by 2 daughters, a son, 8 grandchildren, and 4 great grandchildren.

Bee, we miss you and your huge, friendly and alive smile!

The Bowfest committee would first of all like to thank Bowen Island for being such an amazing and unique place which provides the platform for our annual community festival; Bowen is the full reason why and how Bowfest has successfully run for the past forty one years, and hopefully will do for the next Forty one.

The Bowfest committee is run by a small yet truly remarkable and diverse group of volunteers who work year round bringing hard work, wisdom, and dedication the role. We are lucky to call these people our colleagues and friends, so thank you to Sasha Buchanan (our fearless leader), Jessie Cottrell, Robyn Fenton, Linda Henfrey, Candace Hannah, and Rob Wynen, for everything.

GLUTEN FREE PUMPKIN APPLE BREAD! INGREDIENTS:

1 cup melted coconut oil, cooled 2 eggs 1 teaspoon vanilla powder or extract 1 tablespoon apple cider vinegar 1 15oz can if pumpkin pureé 3 cups gluten-free baking mix such as Anita’s* 1/3 cup of local honey or maple syrup, or 2 ripened banan-

1 tablespoon of molasses 11⁄2 teaspoons baking powder 1⁄2 teaspoon baking soda 1 cups finely chopped apples such as Gala or your favourite local seasonal variety 1⁄2 teaspoon each cinnamon, nutmeg, cloves, cardamon 1⁄4 teaspoon salt

DIRECTIONS: Preheat oven to 375 degrees Fahrenheit. Grease two 9x5-inch loaf pans.

In the bowl of a stand mixer, add sweetener, pumpkin puree, eggs, apple cider vinegar, coconut oil. Then beat together on low speed or in a large bowl with a spatula.

In a medium bowl, combine dry ingredients.Carefully mix the dry mixture (preferably through a sifter to break up clumps) in small batches in to the wet ingredients.

Fold in the diced apples.

“The first time someone put a knife in my hand I was maybe eight years old,” says Natasha Vaz. “I was with my mom in the little village where she grew up in Portugal and we were making chorizo…”

Vaz, now on Bowen Island for three years, goes on to talk about her family’s old-style oven, where a fire would burn for two days as part of the long, slow and delicious process of making stew.

She says an appreciation for good, slow, home-cooked food

is something she finds common among Bowen Islanders. A lack of actual time to make this food is something almost as many Bowen Islanders lack. Vaz hopes to fill the gap by making pre-ordered meals for people to enjoy at home through the winter.

Islanders looking to start September off with a dedication to nutrition look to Vaz for help. She offers the creation of both individualized health plans and juice feasts (not fasts – she says, because people will not be left feeling hungry!)
