Water catchment design as a strategy to mitigate the desertification risk

This design work addresses the problem of water management in the Salento region, a penins u l a i n t h e s o u t h - e a s t e r n p a r t o f I t a l y.

Water management is an ever more important issue in the Mediterranean basin: due to the ongoing climate change rainfall has significantly reduced and concentrated in extreme events, which imply difficulties in water catchment and reuse. A wrong water management contributes in the long term to a growing risk of desertification, as many lands in the region are already experiencing.

Salento is one of these lands, in which increasing drought and land abandonment are tangible signs of the increasing desertification. Though, the region isn’t poor at all in water: it can count on a huge underground water reservoir which accumulated during centuries thanks to the geological conformation of the place. Salento is a karst raft lying on the sea bed, in which atmospheric water has always infiltrated through special sinkholes in the ground, mainly p l a c e d a t t h e f o o t o f l o w h i l l s c a l l e d s e r r e . T h i s r e s e r v o i r, h o w e v e r, s t a r t e d b e i n g a g g r e s s e d in the 1800s with wells withdrawals, which have grown uncontrolled in number in the latest decades, when the region has known an unprecedented urbanization due to massive touristic e x p l o i t a t i o n . A t a t i m e , h o w e v e r, n o p o l i c y h a s b e e n e s t a b l i s h e d t o f a v o r r a i n w a t e r i n f i l t r a t i o n i n o r d e r t o r e f i l l t h e r e s e r v o i r. W a t e r i s r a t h e r c o l l e c t e d a n d b r o u g h t t o t h e s e a t h r o u g h an “artificial” canals network to clear out as soon as possible the flooding areas where it w o u l d s t a y a w h i l e b e f o r e i n f i l t r a t i n g c o m p l e t e l y.

On this geological substratum unfolds a territory rich in history and culture, deeply rooted on centennial agricultural traditions. Its population has a very special character: that of living t h e i r l a n d i n s t r o n g c o n n e c t i o n w i t h t h e a r t i c u l a t i o n o f t h e s e a s o n s , w h i c h l e a d t h e m t o a l t e rnate between different places and landscapes – though very close to each other – according t o t h e t i m e o f t h e y e a r.

The challenge of this work is that of approaching such a multifold complexity with the instruments of the landscape design. Its primary goal is of course to produce a rationalization o f t h e w a t e r m a n a g e m e n t . T h i s h a p p e n s , h o w e v e r, t h r o u g h a r e a d i n g p r o c e s s o f t h e t e r r i t o r y at the different scales, which represents a chance to make hidden qualities and structures of the landscape emerge. The study has resulted in a survey of the countless existing infiltration sinkholes, which are completely neglected in the landscape, and the criticalities of the areas around them, whose economic value and uses are now deeply affected by the flooding risk.

The design proposes therefore to stop the water drainage to the sea and reactivate the sinkholes structures by connecting them with new landscape signs at the territorial scale. These actions identify some infiltration areas which are worked out in order to grant the necessary storage capacity in a limited amount of space.

This strategy generates immediately some consequences.

The new signs, based on the neglected sinkholes layer which now emerges again, act as strong structuring elements in the fragmented land use patchwork. The presence of water makes possible the generation of new landscapes, which are based on the valorization of the l o c a l e l e m e n t s a n d i n t e g r a t e f u n c t i o n s h e a d e d a t s t r e n g t h e n i n g t h e s o c i a l c o m m u n i t y. T h e n e w hierarchy helps defining the functions of currently abandoned areas and addressing the dev e l o p m e n t o f t h e v i l l a g e s i n a s u s t a i n a b l e w a y.

Besides achieving such results this water catchment design strategy enhances a further layer i n t h e l a n d s c a p e s t r u c t u r e – t h a t o f s e a s o n a l i t y. T h e a l t e r n a t i n g p r e s e n c e a n d a b s e n c e o f w a ter generates in time different landscapes, each with its own seasonal vegetation, fauna and – what counts the most – atmosphere. A same place where to go under completely different conditions, for very different purposes.

Salento is a 140000ha.-big pensinsula located to the south-east of Apulia region. Its geological composition is made of carbonate rocks, especially karst and dolomite, on which more recent rocks lie. The stratification on the top is made of sand and clay layers. The Salento peninsula presents itself as a flat land on top of which some reliefs in the NW-SE direction emerge to different altitudes. Unlike t h e n o r t h e r- m o s t p a r t o f t h e A p u l i a region (the Gargano), Salento doesn’t f e a t u r e a n y r i v e r. U n d e r t h e s o i l a huge natural cistern has been filled up throughout millennia with rainwater infiltrating through the karst rocks. This enormous water reservoir floats on top of salty and brackish waters situated at a depth of 200 m under sea level and going through under the peninsula, where the Ionian and Adriatic sea merge with each o t h e r.

The reservoir has been made possible by the difference of weight and the subsequent fluid balance between the p e r c o l a t i n g r a i n w a t e r, r e l a t i v e l y l i g h t , and the salty water of the seabed, w h i c h i s h e a v i e r. T h e c a r b o n a t e r o c k s are made of a slightly soluble material when in contact with acidulous w a t e r. T h i s s o l u t i o n p r o c e s s , r e f e r r e d to as karstism, happens both on the surface and deep underground.

Il Salento è una penisola, localizzata nella parte meridionale della regione Puglia, di circa 140000ha.

La sua successione geologica è costituita da rocce carbonatiche, rappresentate da calcari e dolomie, sulle quali poggiano rocce più recenti. La stratificazione superiore è costituita da unità sabbioso-argillose.

La penisola salentina si presenta come una piana, dove affiorano, intervallati, dei rilievi allungati in direzione NW-SE, posti generalmente a quote differenti.

Il Salento a differenza della parte più a nord della Puglia, il Gargano, non presenta fiumi.

Al di sotto delle rocce calcaree, una grande cisterna naturale si è formata nel corso dei millenni grazie all’infiltrazione di acqua piovana nelle rocce calcaree. La grande riserva idrica di acqua dolce è sostenuta dalle acque salate, che a duecento metri di profondità uniscono mar Adriatico con mare Jonio. La differenza di densità tra la acque meteoriche che s’infiltrano e l’acqua salata del fondo marino, genera una condizione di equilibrio tra I due fluidi, che ha permesso la creazione dell’enorme cisterna naturale.

Le rocce carbonatiche sono costituite da un materiale debolmente solubile in presenza di acqua acidula. Questo processo di soluzione, che viene definito “carsismo”, si verifica sia in

areas with a little permeability and end up in karst chasms referred to a s s i n k h o l e s o r, i n t h e l o c a l d i a l e c t , “vore”.

A “vora” is a karst sinkhole with a v e r t i c a l d e v e l o p m e n t , i n w h i c h s u p e rficial waters penetrate and reach the d e e p g r o u n d w a t e r. N e x t t o t h e “ v o ras” another kind of karst cavity is the “dolina”. Dolinas don’t get to the g r o u n d w a t e r, b u t c o n s t i t u t e p r i v i l e g e d infiltration points in the terrain.

The eshoreic basins are represented only by an artificial canals network which drain the rainwater to the sea.

In Salento sono presenti otto bacini endoreici, che si sviluppano in aree poco permeabili e terminano in corrispondenza d’inghiottitoi carsici, denominati voragini, a cui corrisponde il termine dialettale di “vore”. La vora è una cavità carsica a sviluppo verticale, nella quale confluiscono le acque superficiali (allogeniche), che vanno ad alimentare la falda profonda.

Esistono vari tipi di cavità carsiche, principalmente le doline e le vore.

Alcune doline non raggiungono la falda profonda, ma si costituiscono dei punti preferenziali d’infiltrazione di acqua nel terreno.

I bacini esoreici sono reticoli idrografici, costituiti da acqua allogenica, che drenano l’acqua direttamente a mare.

A

The area of Salento peninsula referred to as Salento delle Serre is characterized by elongated, low rel i e f s ( n a m e d I n t h e l o c a l d i a l e c t S e rras) with a maximum height of 201m.

Geologically speaking the reliefs are karst-cretaceous formations, at the feet of which there are sand and clay layers. This geological characterist i c h a s a l l o w e d a n i m p o r t a n t u n d e rground hydrography thanks to the t u f a c e o u s k a r s t k e e p i n g w a t e r. T h i s made the formation of a number of superficial aquifers possible, though not abundant ones. According to Cola m o n i c o t h e p r e s e n c e o f t h e s e s u p e rficial aquifers favored the localization of the settlements at the foot of the Serras.

Salento delle serre

Il Salento delle Serre è caratterizzato da bassi rilievi (Serre) allungati(max 201m).Dal punto di vista geologico le Serre presentano formazioni calcareo-cretacee lungo I rilievi e formazioni sabbioso-argillose negli avvallamenti. Questa caratteristica geologica determina un’importante idrografia sotterranea, poichè I calcari tufacei, come gli strati argillosi t r a t t e n g o n o l e a c q u e . Q u e s t o h a p e rmesso lo stabilirsi di numerose falde freatiche superficiali non abbondanti.

Secondo il Colamonico, la presenza di queste falde superficiali ha favorito la localizzazione di insediamenti nelle zone degli avvallamenti.

How did the system work before the discovery of the groundwater?

We t l a n d s i n t h e c o a s t a l a r e a .

Before the land reclamation Tw o k e y m o m e n t s m a r k e d S a l e n t o ’s h y d r o g r a p h i c h i s t o r y. T h e f i r s t o n e corresponds to the discovery of the d e e p g r o u n d w a t e r, t h e s e c o n d t o the land reclamation that took place during the fascism.

Before the discovery of the groundwater and the land reclamation rainw a t e r w o u l d a c c u m u l a t e i n w i n t e rtime in ephemeral wetlands named Paduli, which would appear only for f e w m o n t h s a y e a r. I n s u m m e r t i m e the wetlands would dry up, with the exception of those right behind the dunes which created serious diseases like malaria in the coastal areas. The only water reservoir was represented b y t h e r a i n w a t e r, w h i c h w a s c o l l e c t e d in specific cisterns and kept for the summer season. Eels would be placed in the cisterns in order to keep water clean. In the subregion of the Grecìa, 22

to the east of the Salento peninsula, a particular cisterns system has long been in use, that of the so-called “pozzelle”. They were underground reservoirs digged in the karst depressions: rainwater would lie on them because of the lower terrain altitude and finally be absorbed in them.

After the discovery of the deep g r o u n d w a t e r, w h i c h d a t e s b a c k t o t h e h a l f o f t h e 1 9 t h c e n t u r y, t h e f i r s t w i t h d r a w a l s s t a r t e d t o u s e u n d e rground water as a source of water provision. In 1955 there were more than 400 wells that would withdraw g r o u n d w a t e r.

Until 1927 life along the coast and in the flat lands was conditioned by the presence of the malaria disease. Because of this during the fascism reclamation works started. Canals were digged, which brought water from the

endhoreic basins to the sea. The canals led to a substantial modification of the landscape and a process of fragmentation and intensification of the agricultural use of the soil. More and more plots were intended for agriculture. The most common crops were vineyards on the sandy terrains of the flat lands, and olive crops on the reliefs.

In the same period the water provision was enhanced by the extension until Salento of the Apulia aqueduct, a huge hydric infrastructure bringing water from the mountains of Basilicata and Campania regions. The new aqueduct would only serve the main urban areas, whereas the coastal and countryside settlements would keep withdrawing water from the ground.

Prima della bonifica Due momenti fondamentali hanno segnato la storia idrografica salentina: il primo corrisponde alla scoperta della falda profonda e il secondo alle bonifiche avvenute durante il fascismo.

Prima della bonifica, durante le piogge invernali, l’acqua si accumulava in alcune zone umide effimere, denominate Paduli, che permanevano per alcuni mesi all’anno. In estate le aree umide nell’entroterra scomparivano e rimanevano le zone umide retrodunali, che causavano gravi problemi di mal a r i a n e i t r a t t i c o s t i e r i . L’ u n i c a r i s e r v a idrica era rappresentata dall’acqua piovana, che veniva raccolta in apposite cisterne nei mesi invernali e conservata per I mesi più siccitosi. Spesso al’interno delle cisterne venivano inserite le anguille,che mantenevano

l’acqua pulita. Alcune cisterne molto rappresentative erano le Pozzelle, localizzate nella Grecìa salentina.

Queste rappresentavano dei veri e propri serbatoi ipogei, scavate nelle depressioni di origine carsica, su cui le precipitazioni meteoriche ristagnavano e andavano ad accumularsi nei serbatoi naturali Dopo la scoperta della falda profonda, avvenuta intorno alla seconda metà dell’800, iniziarono I primi prelievi, usando l’acqua di falda come fonte di approvvigionamento idrico.

Nel 1955 c’erano più di 400 pozzi che prelevavano dalla falda profonda.

Fino al 1927 la vita nei territori costieri e nella pianura veniva condizionata dalla presenza della malaria. Per questa ragione vennero iniziati I lavori di bonifica.

Furono creati i canali che drenavano l’acqua dai bacini imbriferi fino al mare. Il paesaggio venne completamente modificato e iniziò un processo di frammentazione del suolo agricolo.

Sempre più terreni vennero resi utilizzabili ai fini agricoli. Nella zona delle sabbie, prevalentemente nelle piane, vennero piantati I vigneti, mentre sulle serre prevaleva la coltura dell’olivo.

Ve n n e i n o l t r e e s t e s o f i n o a l S a l e n t o l’acquedotto pugliese, una grande infrastruttura di approvigionamento idrico, le cui sorgenti erano localizzate nelle regioni di Campania e Basilicata. I principali centri urbani furono serviti dall’acquedotto pugliese, mentre la città diffusa sulla costa e in campagna, continuava a prelevare l’acqua dalla falda.

The current situation features a wide canals network, which extend from the foot of the serras reliefs to the sea. Rainwater is drained away by these canals and can’t therefore infiltrate in the ground as It happened before the reclamation.

M o r e o v e r, t h e g r o w t h o f u r b a n i z a t i o n a n d t h e r e f o r e t h e e x t e n s i o n o f i m p e rmeable surfaces determine a bigger a m o u n t o f s u p e r f i c i a l r a i n w a t e r, w h i c h tends to accumulate in areas next to the villages where the soil is rich in clay and result in flooding. The ongoing climate change makes flooding even worse because of a changing precipitation regime: ever less phenomena, ever more concentrated.

Furthermore, in the recent past many infiltration areas (vore and doline) have been used as illegal garbage collection points, which has reduced the infiltration capacity of these karst structures and therefore increased the flooding risk of the surrounding areas.

We c a n t a l k a b o u t a n o v e r- e x p l o i t a t i o n o f t h e a q u i f e r, w h e n t h e w i t h drawal from the aquifer is higher than the active recharge of it. After a series of qualitative and quantitative analysis the result is a deterioration o f t h e a q u i f e r.

M a i n c o n s e q u e n c e s o f t h e o v e r- e x ploitation are: the depletion of water resources (lowering of the piezometric levels), aggravation of physico-chemical characteristics, growing of the salinization and manifestation of some subsidence phenomena.

Apulia Region is threatened by desertification. Climate change phen o m e n a , d e g r a d a t i o n o f t h e t e r r i t o r y, a wrong management of the water resources and an even higher anthropization cause desertification (S. Margiotta, S. Negri, 2004).

La situazione attuale vede un’estesa rete di canali di bonifica, che a partire dai piedi della serra, drena l’acqua piovana a mare, non lasciandola infiltrare nell’ acquifero, come avveniva prima della bonifica. Inoltre, a causa dell’incremento dell’urbanizzazione e all’aumento della superficie impermeabile, le acque di scorrimento superficiale sono maggiori. Questo fa si, che si vengano a creare zone di allagamento adiacenti ai centri abitati e n e l l e a r e e c a r a t t e r i z z a t e d a l l e a rgille, quindi più impermeabili.

I cambiamenti climatici in corso contribuiranno in futuro a incrementare gli allagamenti, a causa del cambiamento del regime degli eventi piovosi, che risulteràmeno frequente, ma con portate d’acqua sempre maggiori.

Inoltre in passato, molte delle forme carsiche sono state utilizzate come discariche per rifiuti solidi urbani.

Questo ha ridotto la capacità di assorbimento degli inghittitoi carsici e aumentato il rischio di allagamento delle aree circostanti.

Inoltre l’eccessivo prelievo che avviene sulla costa, causato dall’enorme flusso turistico nei mesi siccitosi, causa il richiamo dell’acqua salina e il successivo aumento del cuneo salino verso l’entroterra, causando l’abbandono dei terreni agricoli nella zona costiera.

Si parla di sovrasfruttamento della falda, quando il prelievo idrico supera

la media della ricarica attiva. Da una serie di analisi qualitative e quantitative, si può parlare di degrado della risorsa idrica sotterranea. I principali effetti del sovrasfruttamento sono riassumibili nel depauperamento delle risorse (abbassamento delle quote piezometriche), nel peggioramento delle caratteristiche fisico-chimiche, nell’evoluzione della contaminazione salina e in alcuni casi, nella manifestazione della subsidenza….La regione Puglia risulta tra le regioni italiane maggiormente minacciate dal fenomeno della desertificazione . Al determinarsi di questo fenomeno concorrono numerosi fattori legati sia ai cambiamenti climatici in corso, che al diffuso degrado del territorio connesso con la gestione delle risorse idriche e più in generale con alcuni effetti dell’azione antropica. Infatti frequetemente il degrado dei suoli e la perdita di produttività sono dovuti anche allo sfruttamento intensivo dei terreni e delle risorse idriche, cioè all’uso non sostenibile delle risorse naturali da parte dell’uomo (S.Margiotta, S. Negri, 2004).

Gallipoli village

The anthropic landscape Salento is an area in the Apulia region, in the south-eastern part of I t a l y. I t i s a 1 4 0 0 0 0 - h a - b i g p e n i n s u l a , which lays 70 km far from Albany and 90 km from G r e e c e , i n t h e c o r e o f t h e M e d i t e rranean area. Rich in history and culture, it presents some typical characters of the Mediterranean civilization, consisting
in a landscape structure where few relevant urban centres are located. Little affected by the industrial economic boom which Italy experienced in the post- war decades, Salento has stick until recent times to an economic model focused on agriculture. Its landscape mirrors it. Most o f S a l e n t o ’s g r e e n s u r f a c e ( 8 9 % ) i s represented by anthropic vegetation.

The landscape matrix is dominated by some typical, identitary elements: centuries-old olive trees cultivation is by far the most relevant one.

Masserie (big, 19th-century stone farm buildings nowadays at most abandoned) and dry-stone walls as separation between plots are other relevant elements. Besides agriculture an heterogeneous landscape made of canals, groves of reeds, quarries, beaches and dunes, cliff vegetation, typical salt steppes of M e d i t e r r a n e a n a r e a s a n d w i n e ’s o rc h a r d s (19%) c o n s i s t i n a r e l e v a n t l a n d p o r t i o n . F i n a l l y, u r b a n a r e a s (10%) consist in a dispersed system of small villages, which are currently d e v e l o p i n g a l o n g t h e i n f r a s t r u c t u ral system and along the west coast, where a massive touristic development has already upset the dunes landscape.

Il sistema antropico Il Salento è un’area della regione Puglia, regione a sud est dell’Italia.

E’ una penisola di circa 140000ha, distante solo 70km dall’Albania e 90km dalla Grecia. Ricca in storia e cultura, il Salento presenta alcuni tratti tipici della civiltà mediterranea, in cui I centri abitati interagiscono con il paesaggio.

Il boom industriale, successivo alla seconda Guerra mondiale, a differenza di altre aree della Puglia, non ha interessato il Salento. Questo ha permesso lo sviluppo di un’economia incentrata prevalentemente sul modello agricolo. Il paesaggio salentino r i f l e t t e q u e s t a p e c u l i a r i t à . L’ 8 9 % d i copertura verde è rappresentato da vegetazione antropica.La matrice del paesaggio è costituita principalmente da alcuni elementi identitari, tra cui la coltivazione dell’olivo, più antica, e quella della vite.

Elementi di grande rilievo nel paesaggio sono le masserie, quali centri di organizzazione della vita agricola abbandonate nel secolo scorso, e i muretti a secco, di separazione tra un appezzamento e l’ altro.

Altri elementi d’interesse caratterizzano la vegetazione salentina, quali la vegetazione umida che cresce ai lati dei canali e nelle aree umide, quella delle cave, delle spiagge e delle scogliere.

3. SEASONAL LANDSCAPE The agrarian calendar

A seasonal use of the landscape In Salento the inhabitants live in the s e a s o n s i n a v e r y s i n g u l a r w a y. I n e a c h s e a s o n t h e r e a r e d i f f e r e n t p e rceptions and views in the landscape and also different fruits to harvest. In Salento, the inhabitants harvest wild grass, which grows in each month of the year and cook them in different ways. This practice was a farmers tradition, which is still used in Salento. Fruits and vegetables of the seasons, wild grass and typical dishes f r o m t h e f a r m e r ’s t r a d i t i o n a r e m a d e known during the year in the typical festivals called “sagre”, which celebrate the agricultural and culinary tradition. The agrarian calendar starts on November 11th, the day of St. Martin who is the patron of the new wine, and continue during the year all o v e r t h e t e r r i t o r y.

From the agricultural tradition, there is a singular practice from the inhabitants of living in the landscape. Most of the inhabitants have two houses: the first one is generally used in the winter months and located in the villages, the second one is the holiday house for the weekends and summer months and is located on the coast or in the countryside. Sometimes the distance between the first and second home is just few hundred meters.

This practice of living and moving in the landscape comes from the agricultural tradition. Before the agrarian reform (1950) in South Italy there was 50

the practice of latifundium, which derived from the feudal system.

Usually the latifundium belonged to aristocratics people, who lived in villages and towns. Latifundia were used for traditional agriculture without any innovations or simply used for grazing.

The Agrarian Reform in 1950 ends the process of latifundium forcing aristocratics people to have not more than 300 ha each.

In the Serre area the farmers built refuges (caseddhi) in dry-stone walls to protect from the warmth during t h e s u m m e r. T h e s t o n e s w e r e c o l l e c t ed from the ground and used to built refuges.

I n S a l e n t o a f a r m e r ’s a r c h i t e c t u r e w a s developed in different ways depending from the geographical area.

After the Agrarian Reform in 1950 the f a r m e r s s t a r t e d t o d i v i d e t h e p r o p e rties in smaller parts, using the stones found in the ground, to build a network of dry stone walls. At the same time they started to turn the agricultural storage buildings, which in the beginning would host the whole farme r ’s f a m i l y, i n t o h o u s e s w h i c h w e r e later to become second houses of the villages’ inhabitants.

It also became a practice for the uprising villages middle class to build a second house in the countryside.

At the same time the plots started to become smaller and to be sold to different owners for living uses.

olive crops in Serre stay the same, the houses along the “pendulum road� were slowly turned into villas.

Some of the villas have also a swimming pool, whose water is pumped f r o m g r o u n d w a t e r.

A current practice in the olives crops is irrigating them during the summer a n d p l a n t a v e g e t a b l e g a r d e n u n d e rneath, also irrigated with the water p u m p e d f r o m t h e g r o u n d w a t e r.

T h e b a s i c i d e a o f t h e Te r r i t o r i a l c o o rdination Masterplan for Lecce Province designed by the Province with the office Secchi-Viganò, is to regard Salento as a large park: the construction of an extensive, articulated and complex habitat in the form of a park. The park as a way to settle down.

Un uso stagionale del paesaggio In Salento lo scorrere delle stagioni è vissuto dagli utenti in maniera alquanto singolare.

Ogni stagione dà i propri frutti e genera nuove visuali nel paesaggio. La maggior parte dei salentini vive in unione con la natura e con la colti v a z i o n e d e l l a t e r r a , v i v e n d o l o s c o rrere delle stagioni. Per chi possiede un appezzamento di terreno, coltiva semi e frutti di stagione, è consuetudine in Salento raccogliere piante ed erbe selvatiche che crescono in ogni mese dell’anno e consumarle a tavola. I piatti della tradizione contadina e il raccolto della frutta e della verdura di stagione, vengono esaltati durante delle vere e proprie feste che si tengono ogni anno in varie località del Salento, denominate “sagre”, che c e l e b r a n o I f r u t t i d e l l a t e r r a . L’ a n n o agrario si apre con la festa del vino novello l’11 novembre, giorno di San Martino, e si protrae per tutto l’anno in ogni singola località con delle coltivazioni specifiche.

Questa pratica contadina, di vivere le stagioni, è innata in tutti I salentini e si riflette nel modo di vivere nel paesaggio.

Infatti, la maggior parte della popolazione possiede due abitazioni, una per i mesi invernali, generalmente in città o in paese e una per I People flows during winter months.

mesi estivi, al mare o in campagna.

Spesso la distanza tra la prima e la seconda casa è di centinaia di metri o di pochi chilometri.

Anche questa pratica dello spostamento stagionale nel paesaggio proviene dalla tradizione contadina.

Prima della riforma agraria(1950), nel Sud Italia era diffuso il latifondo, che ha le sue radici storiche nel feudalesimo. Il latifondo è un terreno agricolo di grandi dimensioni (500max. 1000ha) solitamente adibito a colture estensive, senza che vi fosse praticata alcuna innovazione. I proprietari (latifondisti) si curavano principalmente della rendita e I contadini lavoravano nei latifondi. La riforma agraria ha posto dei limiti sulla dimensione dei terreni agricoli e suddiviso i terreni agricoli tra I contadini che vi lavoravano.

La pratica dell’uso della seconda casa inizia proprio durante il periodo latifondista. I contadini costruivano dei rifugi temporanei di pietra a secco, per proteggersi dalla calura estiva. Dopo la riforma agraria, I contadini iniziarono a portare le intere famiglie per i periodi estivi nei rifugi di pietra, fino ad allargarli e a trasformarli in seconde case. Negli anni ’70, in seguito al boom economico, questa pratica ha avuto un incremenPeople flows during early and late summer months.

to e le seconde case sono state trasformate in vere e proprie ville.

E’ interessante vedere come, fino all’avvento del turismo di massa, il fenomeno interessasse solo utenti locali. Successivamente, dovuto all’introduzione delle linee low-cost e all’ondata turistica che ha raggiunto il Salento dall’inizio del 2000, il fenomeno ha interessato sempre più utenti, anche provenienti dal resto d’Italia.

4. THE INTERVENTION CONCEPT 4.L’INTERVENTO

4. CONCEPT

A sustainable use of the water resources, as was done before to catch the water in the cistern in the winter months and keep it for the summer and dry months, is the concept of this project. The goal is to catch rain w a t e r, t o s t o r e i t a n d l e t i n f i l t r a t e , t o r e c h a r g e t h e a q u i f e r.

Six principles are at the base of the design: -Rain water catchment - Seasonal storage of rain water during storm event - Purification of the water - Infiltration of rain water to the a q u i f e r, w i t h o u t a n y l o s s o f i t - Improving of landscape qualities and season use of the landscape.

“Scrigno d’acqua” è un progetto ispirato dalle antiche tecniche di raccolta dell’acqua piovana, applicando tuttavia il concetto a scala territoriale, ai fini di ricaricare l’acquifero.

L’ o b i e t t i v o è q u e l l o d i r a c c o g l i e r e l’acqua piovana, stoccarla nella stagione piovosa e farla infiltrare nella falda profonda.

Sei principi sono alla base del progetto: - raccolta di acqua piovana, - stoccaggio stagionale, - depurazione dell’acqua, - infiltrazione di acqua piovana nell’acquifero per accrescere la ris erva idrica -miglioramento delle qualità paesagg istiche degli usi nelle diverse stagioni.

1. the storage and infiltration islands by the karst structures

Five components are at the base of the design.

The first one is enhancing all the existing karst structures in the landscape, located in the plain area at the foot of the hills. These areas have a n h i g h r i s k o f f l o a d i n g i n t h e w i n t e r, because of the clay deposits, which were transported by the rain water in the course of the years. In the design a network of canals drains the rainwater from the hills to the karst structures. The water is stored in the doline and vora, is purified by native plants and is slowly infiltrated to the a q u i f e r.

The second component of the design is a wadi with a park function for the municipalities of Parabita, Matino and Casarano. T h e s e should be considered as a key point f o r t h e r e c h a r g e o f t h e a q u i f e r. T h e wadi is parallel to the hills and it groups all the karst structures. The reclamation of the areas around the karst structures makes the extensive agriculture use of the plots possible. The function of the wadi is a park with different functions and attractions during the seasons.

3. Multifunctional dike

The third component of the design is a new section of a dike integrated w i t h a h i g h w a y. T h e s e c t i o n c o n s i s t s of an infiltration trench, to retain contaminants, and a storage facility c o m b i n i n g r e c y c l i n g ( s e a s o n a l s t o rage).

The new section of the dike is des i g n e d t o c a t c h r a i n w a t e r, t o s t o r e it during the storm events, to purify the water and transport it to the karst structure or reuse it for irrigation.

Along the dike a new forest area buffers the view from the highway to the villages.

4. Multifunctional road system

The multifunctional roads are des i g n e d t o b u f f e r, r e c y c l e a n d s t o r e t h e w a t e r. R a i n w a t e r r u n o f f f r o m the asphalt flows through a strip of grass, where iron metals are washed.

Storm water can fluctuate into the road strip system, which has an extra capacity to flatten peaks.

5 . Ta v i a n o - R a c a l e - A l l i s t e

The last element of the project Is a c a n a l t h a t f l o w s a r o u n d t h e c o n u rb a t i o n o f Ta v i a n o , R a c a l e a n d A l l i s t e villages. In the rainy seasons the canal collects the rainwater coming from the villages, it purifies it and d r a i n s i t t o t h e k a r s t i n f i l t r a t i o n f o rmations. A number of smaller canals bring the water to the main canal. A huge orchard is planted between the secondary canals, which acts as a limit to the villages residential expansion and bettering the landscape qualities of the peripheral urban environment. The orchard Is designed as an enormous botanical garden, where l i t t l e w a t e r- d e m a n d i n g c r o p s w h i c h are endangered with extinction are planted and integrated in a low-density seasonal urbanization.

After the reclamation the landscape of the flat land has been completely fragmented following a still ongoing process which has led to the format i o n o f a s p r e a d c i t y. “ W a t e r c a s k e t � introduces new components which improve the landscape qualities of the area, generate new possible functions and help the collection of rainw a t e r t o r e c h a r g e t h e a q u i f e r.

The area of the wadi was selected because at the foot of the hills there is a series of karst structures b y w h i c h t h e t e r r a i n f l o a d s i n w i n t e r.

These should be considered as a key p o i n t f o r t h e r e c h a r g e o f t h e a q u i f e r.

The wadi is parallel to the hills and it groups all the karst structures. The park is connected to the villages of Parabita, Matino and Casarano.

In the Northern Part an old Masseria works as a gate on the west side, coming from Alezio and Gallipoli.

A dike delimitates downstream the wadi area to have water stay in a limited portion of land. Rain water is transported from the hills and the villages through a network of canals to four basins of the wadi and it is stored in them. The “vore” and some new injection wells drain the water d i r e c t l y t o t h e a q u i f e r.

Native plants grow in the wadi to purify the water which comes from the hills and from the villages.

A new forest is planted along the wadi, which works as an oasis zone i n t h e h o t s u m m e r w e a t h e r.

In the northern part the scale of the park is bigger but going to the south it becomes smaller until it is integrated in the dike. The northern part 86

is characterized by the presence of a fort (a higher point which never floods) with a function of a playgroud and a sportfield.

A long wadi area continues until the crossing with a “pendulum road”.

In summer it is possible to walk in t h e w a d i b e c a u s e i t i s d r y. I n w i n t e r and during the storm events other sports could be done, as kayak, canoeing etc..

The southern part has the features of a garden with small bridges that cross the wadi and water gardens on the edge of the wadi.

The wadi park assumes different configurations depending from the intensity of the storm event (look at water calendar).

The reclamation of the areas around the karst structures makes the extensive agriculture use of the plots possible.

The strategy could be aplied in other different area with the same features.

6. DESIGN: TAVIANO existing villages

Ta v i a n o , R a c a l e a n d A l l i s t e a r e t h r e e different villages, located at the foot of the Serra.

The morphology of the villages is characterized by an historical centre with low houses and private garden in the backyard surrounded by a wides p r e a d c i t y. T h e w i d e s p r e a d c i t y w a s developed without any urban logic, a n d m o s t l y i l l e g a l l y.

The areas which surround the villages feature for the most agriculture plots, most of them are abandoned and transformed in solar fields.

As the villages are located at the foot of the serre, several “vore” and “doline” are present in the landscape, though completely neglected. The areas around them flood during the storm events.

The concept for the design for Ta v i a n o , R a c a l e a n d A l l i s t e i s t o c o n tain the urban growth, adding compact dwelling in a new landscape zone of orchards.

T h e o r c h a r d i s d e s i g n e d a s a n e n o rmous botanical garden, where low w a t e r- d e m a n d i n g c r o p s w h i c h a r e e n dangered with extinction are planted and integrated in a low-density seasonal urbanization.
