BOULDER TOGETHER: FOUR-YEAR STRATEGIC OBJECTIVES WORKFORCE OBJECTIVES Offer community event in 2018 that highlights current and future workforce challenges and engages attendees in initial solutions. Launch industry-driven sector partnerships in Boulder and help support the programs that develop from sector partnerships. Complete Boulder talent gap analysis and generate a talent gap report for businesses, education providers and students. Use the workforce gap data to identify workforce initiatives and serve as a convening authority in Boulder. Introduce and educate businesses on work-based learning options.  Audit the effectiveness and availability of other local, state and national partner programs that would benefit Boulder businesses in workforce development. Pilot youth and adult apprenticeship programs in Boulder to facilitate attraction and training options for businesses. Bring competency-based hiring practices directly to Boulder to increase and diversify the talent pool. Work with local partners, like the University of Colorado and other education institutions as well as potential vendors to assess the feasibility of a centralized, Boulder-based internship/apprenticeship/ training portal. Explore career pathway education materials for individuals and businesses. Facilitate an industry-driven critical skills analysis for Boulder to identify competencies for current and future jobs. Provide Boulder businesses with marketing resources to use in talent attraction, positioning Boulder as an innovative, cutting edge community and a great place to work. Work with local partners on career exploration and experiential learning opportunities. Develop toolkit and case studies for various-sized businesses to use when instituting work-based learning and telework programs.

BOULDER TOGETHER: FOUR-YEAR STRATEGIC OBJECTIVES HOUSING OBJECTIVES Organize and host Business Summit on Workforce Housing in Boulder County in October, 2018. Research and develop two case studies on the negative impacts of scarce affordable workforce housing on employers and employees in Boulder. Feature these studies and the business community’s concerns and engagement in solutions on the Boulder County Regional Housing Partnership communication platform and/or other appropriate media outlets. Identify an opportunity site for innovative workforce housing pilot project, assist the owner/developer as needed to complete the design and approvals, including City variances if needed. Document the financial impact of savings from improved/facilitated City review and approval processes on at least three affordable housing proposals to City Council. Facilitate better community understanding of the University of Colorado’s plans for student, faculty and employee housing and, as needed and appropriate, provide education and possible advocacy support as the planned flood mitigation project and annexation of the CU South property proceeds.
MOBILITY OBJECTIVES Conduct research that clearly defines the baseline workforce mobility needs and identifies the most effective transportation solutions to address local employee commute challenges. Develop and implement pilot projects, deploying innovative transportation technologies, to address immediate mobility needs for Boulder’s workforce. Provide business leadership that drives expedited transportation planning decisions for regional commute corridors, such as SH 7/East Arapahoe and SH 119/Diagonal Highway. Lead collaborative efforts to establish effective first and final mile connections to regional transit service for the local workforce. Pursue broadband infrastructure planning and funding that accelerate the adoption of advanced mobility technologies. Play a leading role in advocating for state transportation funding solutions, including a potential statewide ballot initiative or other local and regional measures, that expedites the delivery of investments which meet our mobility needs.
