While there is no question that school districts across Colorado are under-funded, and constitutional provisions like TABOR and Gallagher have limited education investment, the Boulder Chamber is concerned about the structure of this financing mechanism and the additional burden it places on small businesses.

The Boulder Chamber joins a broad state-wide coalition in opposing this constitutional measure which is expected to create a significant amount of regulatory chaos and vast litigation from the state to the local level. This initiative fails to identify a sustainable revenue mechanism to fund the planned transportation improvements, while creating a debt obligation that will compete against other statewide funding priorities, like healthcare and education. Proposition 110 delivers a statewide transportation infrastructure solution that addresses Colorado’s highest transportation priorities through a sustainable funding mechanism, while also dedicating significant funding for transportation investments in Boulder and Boulder County. It is clear that we need to modernize Boulder County’s correctional facilities for effective and humane management of our prison population, with special attention to efficiently managing low-level offenders and for proper care of individuals with mental illness who enter our justice system. The Boulder Chamber believes we should honor the original tax limitation that voters approved in order to prevent over-taxing our citizens and to minimize the impact this initiative is having on our small businesses. The sheer complexity of the multiple Charter amendments in this initiative, which also lowers petition signature thresholds, deserves greater individual scrutiny to ensure we are adequately protecting the integrity of our elections. While the Boulder Chamber champions innovations in voter engagement, especially for members of the business community, this initiative runs the risk of opening the door for petition-spamming and a potential flood of ballot initiatives.
