Of equal importance was the raising of necessary funds so the Council of World Affairs could complete their mission.

Attractive regional dances from the State of Puebla were admired by the attending personalities.

ombiningthepictorialexhibitionofeight artists from Puebla, a rich exhibit of regionalart,laexquisitegourmetdinner, the symphonic music and a dance presentation,“Expoarte 2016: Puebla in a Baroque Night”, was successful in captivating close to 500guests,whoweredelightedwithanevent of great distinction and national screening.

In its 26th edition, this event presented by AmigosdelaFundaciónMascareñasA.C.was realized with the goal of obtaining funds for thedifferenteducationalprogramscoordinated for this institution, destined for the youth of Ciudad Juarez.

Renowned artists and crafters from Puebla showedTalaveraceramics,aswellasworksof clay,onyx,glass,hand-sewntextilesandsilver jewelry,whichweredisplayedintheanteroom of the event for sale and in support of the Foundation.

As a special guest, the Governor of the State of Puebla was present, Rafael Moreno Valle, who after receiving a recognition from the director of Amigos de la Fundación Mascareñas, Mr. José Manuel Mascareñas, gave aspeechinwhichhehighlightedthebenefits and attractions of his territory rich in culture, magic and color.

In closing with a flourish, raffles took place where the attendees won prizes donated by varioussponsorsbothlocalandfromthecity of El Paso, Texas.

Agovernment-sponsoredworkshopexistsin Mexico,wherethelocalstakecoursesinmanufacturingshawls.Theretheyworkforatime, benefittingeconomically, sinceit is possible to alternate in this activity as in others like agriculture and commerce.

Their learning consists in the elaborating of weavingthesilkintoancestralwoodenlooms, as the waist, as well as learning traditional techniquesforstainingwithink,whichiscarriedoutbyapplyingsmallmooringsofbunches of long silk threads so that, at the moment of pigment, white patches can be found. In this manner, the strands are not weaved in auniformmanner,originatingfromdifferent organicandgeometricdesigns,inavarietyof textures: each shawl in unique owing to this handcrafted process.

Once the silk weaving is finished, their ends arefinishedoffwithanexquisiteembroidery known as Rapacejo (Edging), also known as “el apuntado” or the ends. This stage the handcrafter works in his own home, from whereeveryimpressiveexampleisbroughtout tobesold.Adiversityofstoreswhichofferthe shawlsintheirwindowscanbefound,turning plazasandstreetsintoamulticolorspectacle.

Una vez terminado el tejido de la seda, se remataensusextremosconunbordadoexquisitoquesellamarepacejo,tambiénconocido como “el apuntado”. Esta etapa la trabaja el artesano en su casa, de donde sale cada impresionantepiezalistaparaservendida.Hay diversas tiendas que ofrecen los rebozos en sus escaparates, convirtiendo plazasycalles en un espectáculo multicolor.

Algunas mujeres portan los rebozos de seda de Santa María del Río en diversas partes del mundo.Esfrecuenteverembajadoras,esposas depresidentesdeMéxicoyartistasluciendo el rebozo de seda, pues es una prenda muy apreciadayadmiradapormuchaspersonas: llama especialmente la atención de quienes habitan en otros países.

El rebozo de seda es muy ligero, delgado y de excelente calidad, a diferencia de otros fabricados en distintas regiones, como el EstadodeMéxicoyOaxaca,dondelosdiseños están elaborados con hilos gruesos y figuras grandes, por lo que pesan más. Una de las pruebas que se hace al rebozo de seda para demostrar su finura consiste en pasarlo a través del interior de un anillo.

How would you describe your role as President of the University?

“Well, I think mostly I saw myself as providingencouragementandleadership,tochangethewaytheuniversity thoughtaboutitself.Wehadatendency to underestimate what we could do, how great we could be. We were overly modest and humble, and in a world that is highly competitive, you can’t be overly modest and be successful;youhavetobemoreconfident and more aggressive. And so I tried to identify the assets that we have at theuniversity,andtoconvertwhatwe thought were liabilities into assets.

Instead of complaining about living ontheborder,howaboutthinkingina

new way? On the border, you can live intwocountriesatthesametime.And sowebegantotranslateeveryliability or perceived liability into an asset, and once you begin to think “This is pretty good!”, then you begin to act moreconfidentlyandyoucanbeginto grow.”

UTEP, A STORY OF NATIONAL SUCCESS The student population at UTEP has grownfrom14,971studentsto24,000 in the period during which Natalicio hasledtheUniversity.Eightypercent of the students are Hispanic. “We havealmostdoubledtheenrollment, and since the majority of them come from this region, that means that moreHispanicsareenrolledinhigher education. When I started teaching here,Iwasgiventheopportunitytodo somanythingsIhadnotdonebefore.

I have learned a lot and I think I owe much to UTEP for this reason.”

“Well, I guess I have a mixed reaction to recognitions like this because I know that I haven’t done anything alone. On one hand I am deeply

honoredbythepersonalrecognition; obviously, it feels good to be singled outinahighlyvisiblewayforthework youdo,butit’salsohumblingbecause youknowthatcountlessothersplayed critical roles. But, most importantly, I am very, very happy that it brings visibility to the university, to El Paso and to this region. “ One important achievement in 2016 wasbeingincludedinTIMEmagazine’s listof the100most influentialpeople intheworld.Shesharedthedistinction with personalities such as German Chancellor Angela Merkel, French PresidentFrancoisHollande,andPresident Barack Obama.

“I think that often when a lesser-known someone appears on a list suchasthisone,peoplemaysay,‘Very well, I know who Vladimir Putin is, but I do not know who this person is.’

Perhaps people will read it and ask themselves, ‘What does she do?’ or ‘Whatuniversityissheaffiliatedwith?’

“I think that other people will have to say what they think about that, but I enjoy playing a leadership role because I love to see the impact of what we do, and if I feel that we are having an impact, I feel very good.”

“I think all you have to do is go to one UTEPgraduation, aceremony where youseeperhaps800graduates;since we do three ceremonies, it’s 2,400 graduates in a single day. They are joined by nearly 30,000 family membersandfriends,allexcitedandproud, andthenyouaskallthegraduateswho are first in their families to complete a universitydegreetostand,andmore than half of the graduates stand.

Thenyouask,“Howmanyofyouhave worked while attending UTEP?”and nearlyeverysinglegraduatestands.So what this means really for any young personinthiscommunity,anyperson of any age really, is if you get an education, doors open, always.This has been true in my life.You start moving forward, and all of a sudden these doorsopen,youwalkthroughone,and then there’s a whole new set of doors thatopen,andyoujustkeepdoingit.It isreallywonderful,tothinkaboutthe opportunitiesthateducationprovides.
