UNIVERSITY OF ILLINOIS EXTENSION The Y has had the pleasure of partnering with the University of Illinois Extension on programs Kids In The Kitchen & Garden Club. These two programs give children the opportunity to create and grow healthy foods. The kids gain knowledge on how to garden and how to cook healthy meals and snacks for themselves. They also receive supplemental materials in order to take the information home & create healthy living habits there. Additionally, the two organizations have collaborated on the Teen Teacher Program. This program is centered around teaching teens in the community about healthy living and to be mentors to the younger children on those topics. The teens then in turn taught a Junior Chef program to the camp kids at the Y from the information that they learned. Stay tuned for Belvidere Y Summer Camp information which will feature our AWESOME Garden Club!

THE TRUTH ABOUT THE PUBLIC SAFETY SALES TAX REFERENDUM!
VOTE: MARCH 20, 2018 What is the question that has to be answered at the election? To pay for public safety purposes, shall Boone County be authorized to impose an increase in the existing Public Safety Sales Tax of one half (1/2) percent? This would mean that a consumer would pay an additional $0.50 in sales tax for every $100 of tangible personal property bought at retail. 55ILCS 5-1006.5 (a)(1). What is “tangible personal property?” Anything that you buy that can be moved...not real property or land. It generally includes things like computers, furniture, tools, machinery, clothing, jewelry and supplies. Who has to pay this extra tax? Anyone who buys something in Boone County will pay this. That includes those who live in the county and those who do not. What if I don’t buy anything in Boone County? Then you will not pay any of this additional tax. What if I buy things in other counties? If you shop in Winnebago or McHenry counties you are already paying this extra tax. So you are contributing your money to them to use for their safety, not ours. Do I have to pay this tax on everything I buy in Boone County? No. You do not pay this tax on groceries, medicine, including diabetic supplies, farm equipment, cars, boats, motorcycles and services such as labor to fix a car or get your hair cut. Why should I vote YES for this? Money from this referendum will be used to help pay for the safety of the citizens in this county. This money will help pay to operate the jail and courthouse, including repairs to both of the aging structures, and all activities needed to staff and run the courthouse and training and equipment for the Sheriff’s department. Why is this necessary now? Income from sales tax has been falling for the last decade due to a loss of businesses in the county with few, if any, sustainable businesses to replace them. That coupled with the fact that Boone County receives only 11.64% of the total amount of taxes while the remainder goes to many other taxing districts with the school districts receiving the largest amount at 64.32%. The 1/2% increase in this tax is a way to help increase the funds needed to pay for our safety without having to increase taxes on property owners. What is the General Fund in Boone County? The General Fund is Boone County’s “checkbook”. There are many funds listed in the county budget; however, the general fund is the one that money flows into and from which bills are paid. Just like your checkbook there is money that you earn and there are bills to be paid. And, there are times when the balance in your checkbook drops and you have to find other money to build it back up. Boone County’s “checkbook” has been dropping for a decade and we must now find additional money. Why should I vote for this if I live in Belvidere? Because the Belvidere police and the Boone County Sheriff are located in the same building, use the same courthouse and all other court activities. Belvidere and Boone County both pay for these services. Money from this referendum must be used in the Boone County jail for sorely needed repairs and maintenance, to help the police forces in our county prevent crimes and prosecute and detain those that have committed them.
Vote YES on March 20, 2018 to keep our county safe! Paid for by Citizens for a Safer Boone County. A copy of our report is or will be filed with the Illinois State Board of Elections.

What Happened To The 11 Million? The Boone County Board is asking for yet another .5% permanent tax increase March 20th. If this is passed it will bring in another $1.3 million a year on top of the other .5% or the other $1.3 million they have in place for a total of over $2.5 million. What the heck are they doing with the $1.3 million they are bringing in this year? Is the County really as broke as they claim? Because maybe they have been too free to pass out huge raises in the past to non emergency personnel? Again, in 1999 we agreed to a .5% for public safety and the county bought $9.3 million in bonds. In 2018 this .5% tax was supposed to disappear, when the bonds were paid off. The board decided to burden us with this tax forever. The bonds brought in $23 million dollars. $12 million was used for bonds and interest. We can assume the rest was spent on poor planning. I feel the board needs to balance the budget. Perhaps cutting overstaffed offices and duplication of services would be a good start. I am NOT talking a reduction for police, fire or first responders. This is where the .5% tax voted on in 1999 was supposed to go.

The local Parks & Conservation Foundation is hosting its fourth interpretive hike in a series of six. Looking For Something Different To Do? The public is invited to join Parks & Conservation Foundation volunteers to explore the Kishwaukee Valley Conservation Area on Saturday, March 10th. This event will take about 1.5 hours & starts at 10:00 AM. Participants should enter the site at 9416 US Highway 20, Garden Prairie - look for Kishwaukee Valley Conservation Area sign along the north side of the highway. See how the river shapes the landscape. You might get wet feet, so wear knee high waterproof boots. Please dress for the weather and be prepared to walk over rough unimproved terrain. These hikes have been a local hit, so sign-up as soon as you can! Refreshments will be available.
