Children’s rights on Bonaire Mimi Dongen is the daughter of a Surinamese dad and an Aruban mother. She grew up alongside her twin and three other sisters. At a young age she found out that she was very interested in human behaviors as she often spends her summers surrounded by her sisters and a lot of friends from her neighborhood. Till this day she is very intrigued by the human brain and as a mother of 2 boys and 1 girl she spends her days helping out people who are deemed ‘different’ by our society. We sat down with her for an interview about her job with ‘Sentro Hubentud I Famia’ and the celebration of the child rights in the month of November.
What was the reason you chose to this field of work? I’ve always shown interest in people who were different and therefore needed help. This could be an elderly person, a person with a disability or someone with a terminal illness. I remember when I was a child that my aunt used to live next to a girl who was heavily disabled. My sisters and I used to make fun of her because we did not know better. My dad, who was a very honorable and righteous man, caught us doing teasing her and told us that we should stop immediately and go help her instead. So we approached her, but we didn’t have a clue what to do. So we started singing for her and doing all kinds of things to make her laugh. This was one of the moments that made me realize I was intrigued by people who were different, and that I wanted to help them. Not only help the person, but also the people around them, the mother or the grandmother for example. When the time came for me to choose a study direction, I chose for the study which is now known as ‘Social Pedagogy’. At that time this study was a lot broader, whereas these days it is a lot more specialized. I chose this study because I wanted to know everything about the human behavior, their way of thinking and their way of processing things. During my study, my schoolmates and I actually started our own babysitting center on campus to help out our fellow students who had a child. During this time I also chose all kinds of challenging internships, to challenge myself and explore all different areas of my study. When I graduated, I started working at a daycare along with a few other girls who also graduated around that time. I did this work for 6 years. I gained a lot of experience and enjoyed every moment of it. Actually, to this day I’m still in touch with these girls!

How did you start your work at ‘Sentro hubentud i famia‘(‘SHIF’)? My husband wanted to move away from the Netherlands, and after applying and being hired for a position on Bonaire, we chose to make this move. After dealing with some health complications and some troubles finding a home, I started working at ‘Bonairiaanse Jeugdzorg’ (youth care) as the head of the afterschool program. It was a challenge to adapt to the differences between the ways things were done on Bonaire in comparison to Holland, but I didn’t want to make these comparisons and I just took everything as it came. After 2 years I quit working at ‘Bonariaanse Jeugdzorg’ due to personal reasons, and I was approached by Riet Sealy who worked at ‘Sebiki’. ‘Sebiki’ was an organization which offered support to parents with children from 0 to 6 years old. Riet wanted to talk to me and this conversation turned out to be a job application for a function at ‘Sebiki’. ‘Sebiki’ has now fused with ‘Bonairiaanse Jeugdzorg’, ‘Porta habrí’ (an organization which handled the referral of youth cases) and the ‘Consultatiebureau Bureau’ (consultation clinic) to form ‘Sentro Hubentud I Famia’ (Center for the Youth and Family). This fusion occured after 10-10-10 when Bonaire became a municipality of The Netherlands.

What are the challenges you face on Bonaire when it comes to children rights? One of the issues that still lives on Bonaire, is the fact that children are not yet able to express themselves freely. Often when they are opinionated, adults classify them as rude or disrespectful. This is sometimes confusing, as kids gain a lot more confidence and information due to the internet and social media. Nowadays the internet can also be seen as an educator of the child and we make sure we make the parents conscious of this. Another thing is the use of physical force to discipline the child. Culturally it seems to be accepted, and up until now it is not against the law. A lot of parents do not understand what it does to the child. You can say you didn’t use a lot of force, but the child can experience this otherwise. We thrive to teach parents to focus more on positivity and use their verbal power to get their point across.
What is the goal of ‘Sentro Hubentud I Famia‘, and what is your role inside this organization? The goal of SHIF is to have all of the families of Bonaire, with children from the age of 0 up until 19 years old registered. The consultation clinic plays a big role in this aspect. So as the name states, it is for the youth as well as for the family. Everyone who falls into this group is welcome here for the medical, as well as the social/ emotional aspect. We have 3 departments: first we have the consultation clinic, which measures, weighs, carries out vaccines and monitors the development of the child and the family of this child. Next, we have a department for the day-care. This department ensures that the day-cares on Bonaire are safe and pleasurable for the children and their families. The third department is the department for parenting support, which is the department that I manage. This department offers help to the families. This is done with guidance for the parents in various ways, depending on what the situation requires. We do this with courses, one-on-one sessions, or in small group sessions. I manage a group of 8 people who are all pedagogical workers. We make a lot of use of positive parenting, which is very important for the development of the child. November is the month of children’s rights, can you tell us more about this? The 20th of November is the international day of children’s rights. Everyone who works or does anything related with kids has to take the children’s rights in regard. 10 of these rights are often communicated, and we mostly pick one or two of these to use in our celebrations. We call it a celebration, because we firmly believe everyone should celebrate the children’s rights. This translates to the lantern parade, which we have been organizing for several years now on the 20th of November. Families make their own creative lanterns with all kinds of materials, to then come together to walk around with music and all kinds of other lights and decorations. The lanterns symbolize the shining of a light on the children’s rights. These past few years we’ve made sure to have activities around these rights the whole year round, not only in the month of November. However, November is still the most important month for this celebration.
‘SHIF’ recently released books for children, how did this come about? In cooperation with ‘Stichting Lezen & Schrijven’ (Foundation Reading & Writing), SHIF released a few children books to promote reading amongst our children. There is still a quarter part of the population that cannot read and write sufficiently, and we think that we should start investing in this at an early age. The books are for children from 12 months to 2 years old, which they receive from the consultation clinic. Afterwards children can continue to receive books from the ‘Mediabus’, which is also a part of ‘Stichting Lezen & Schrijven’. This is also a right of the child, stimulating them to give them better opportunities in the future. If you have to name 1 thing that is essential when it comes to a healthy upbringing of a child, what would that be? I would say love, a loving environment. A child will always make mistakes or misbehave, but parents should separate the child’s behavior from the child as a person. The behavior can be bad, but not the child. So always show the child the love he or she deserves. Another thing for me, and this might be a bit controversial, but I don’t believe a child has duties. A child has rights, and you should teach a child, but not force them by making things a duty at an early age. Making things a duty for a child may put too much pressure on them. An adult has duties, a child only has their rights until they are 18 and receive all kinds of duties they have to deal with. What is one of the proudest moment you’ve experienced during your work with children? I remember once I was painting faces at an event, and a child was running around and being very hectic. To myself I thought maybe the child has a form of ADHD or some kind of hyperactivity. When he sat down in front of me he was still very restless. I then also realized that he was being so active to avoid people hearing his belly making noise, as he was so hungry. This made me realize that not everyone has the means to feed their children on a daily basis. I gave him a piece of bread I had, and he started settling. When I began painting his face the child became so calm that he fell asleep. The mom was astonished. From that they on, for about a period of a year, the mom kept bringing the child to me from time to time so I could paint his face. Every time he fell asleep as soon as the brushstroke touched his face. This was always stayed with me, as it showed me that something that is very essential to children, is the love and caressing from their environment. The peace and calm I experience during my painting, the child also felt, and I think that’s a beautiful thing! Which changes would you like in the future in regard to the children’s rights on Bonaire? I think the neglect and the use of physical force of the child. I know it will take time, but I want to be able to talk about it inside our community and reach a resolution. Why would you want to hit the tender skin of a child? The saying goes ‘as soft as a baby’s butt’, why would you want to hit that? And as they grow older they get thicker skin, but does this mean we have to be able to hit them? Even as adults we are not happy when people yell at us or hit us, so we should not make our child go through this. This should be monitored in every area of the child’s environment. For example with the coach at practice, the teacher at school or at day-care. We all have our responsibility to ensure the safeguarding of our children’s rights.
