***************** Call to Order: David Lombardi called meeting to order at 12:10 pm. A big thank you to David & Judy Lombardi for hosting the social last night!
Approval of the Previous Minutes: Susan moved to approve the July minutes, Kendal provided the second. The minutes were approved unanimously.
Committee Reports Executive Committee- David Lombardi gave an overview of what the committee’s purpose and focus. Governance Committee- Laurie Ahern gave an overview of the updated Bylaws & Expectations. A vote to approve these documents is planned in January. Everyone should please read drafts of the bylaws and amendments. Send comments and suggestions to Laurie by December 3rd. The primary purpose of the governance committee is to ensure all individuals fulfill their CAB potential. Kendal suggested that all members of the board should give financially, including student members. Additionally, the board should actively recruit for one or two student members. This should be prioritized and articulated in the bylaws. When student members graduate,

they can join as regular members, but new student members should be recruited. (A discussion followed regarding students’ capacity to give and whether they should be exempt from the giving requirement. David suggested that those interested in this discussion should join the governance committee, and Laurie suggests adding comments by the deadline in December. Consensus in the group to add language about a designated student position. Katie will resend bylaw and expectation drafts, working with Laurie. Nominating Committee- Teresa gave an update about four potential new CAB members: Chris Bragg (CSI), Jennifer Martinez (Idaho Coalition Against Sexual & Domestic Violence), Meredith Stead (Boise Valley Economic Partnership) & Jeremy Woodson (ACLU). Teresa nominated these four members. Kendal motioned to add them to the Board, Vicki provided the second. All current members voted, and the motion passed unanimously. Additionally, two members reached the end of their first three-year term: Corey Cook & Paul Ries. Laurie provided the motion to add another three-year term to each member, Vicki seconded the motion, and it passed unanimously. The nominating committee has recommended the following slate for the positions of Board Chair and Vice Chair: Chair, Laurie Ahern; Vice Chair, Teresa Yragui. Discussion about at-large members: One or two (representative of the CAB larger group on the Executive Committee) Vicki nominated Paul Ries to be a member at large. Dennis Hall nominated himself. Dave Fotsch motioned to approve the full slate (Chair, Vice Chair, two at-large members), Tyson provided the second. The board voted and the motion passed unanimously. Laurie Ahern, New Chair: Laurie began to lead the meeting at this point. Advocacy Committee (Vicki): See committee report (pages 5-6 of this document); as events are planned, keep this committee in mind to assist and be available to represent BSPR. After the first of the year, this committee would like to prioritize among the many ideas listed in the committee report, and move forward with the highest priorities. (Laurie noted that everyone will be asked to join a committee at the January meeting.) Fundraising Committee (Teresa): Committee has been on hold waiting for Chelan (MGO) to start. Teresa & Chelan are meeting next week. Dennis volunteered to join this committee. Nominating Committee (Teresa): Jean has agreed to join and help with this committee as Teresa is stepping back to focus on the fundraising committee. Two more members are needed for the nominating committee. Dennis Hall would also like to join the nominating committee. Programming Committee (David): Andy Huang and David Lombardi are working to set up a meeting with Paul Stribling.

Tom Michael: Opportunities for CAB to help: -Engineering has been working on updating transmitters; KBSU 90.3 is now HD where applicable. HD-2 is jazz and HD-3 is news. Please report back at the next meeting with how the stations sound now that some of the aging infrastructure has been replaced. -Kristin is looking for help in mid-December to help wrap up the year-end drive. Tom Michael: Station Update (August through October) -D&O Coverage: Liability is capped at $500,000 (aggregate per claim); CAB could sign volunteer agreement, but does not need to. -Murdock update: Three new transmitters have been installed: KBSU, KBSX, and KBSW (this allowed us to remove a Harris transmitter installed in 1988). -McCall transmitter site updates. -Rick Strack, Chief Engineer is participating in the FEMA Advisory Board; collaborations like this are particularly good for us when talking to legislators. -Chelan Lippincott is our new Broadcast Society Manager & she started on Monday 10/29. -Fall drive went well, despite being shifted twice for scheduling conflicts; reached goal and made up some of the shortfall experienced in the spring. -Advocacy group: See Spot Walk, Art in the Park, 2 news panels, Idaho Humanities Lunch, Pub Crawl with the Boise Phil, etc. -November 29th 5:30-8 pm all board invited to Winter Gathering event @ Idaho Botanical Garden. -Underwriting is looking at new digital opportunities with Digital Leapfrog; PMDMC July 9-12, 2019 in Dallas (anyone is eligible to attend). -2 maternity leaves on Mountain West News Bureau; bulking up for election night (7 pm starts live coverage from all over the state). Expressive Idaho series with Idaho Council on the Arts; Guns & America collaborative has launched with Heath Druzin here at BSPR. -No longer pursuing the space at Clearwater Building downtown. -Tom participated in collaborative fundraising with NPR in Wood River Valley w/ Alex Ashworth. -Attended the annual Super Regional meeting: working on new NPR station compact; multi-year process to find the best arrangement (working together with other stations through fundraising, bulk buying, etc.). -One analyst there detailed the recent transformation of public media, beginning with its history as an often under-heard, under-funded quirky voice on an obscure part of the radio dial. But in recent decades, public media organizations have reinvented themselves as “essential community resources� or as "the second newspaper" in a community. In some markets they are even regarded as being "the frontline news provider." Expanding local news - both broadcast and digital - has been the blueprint for these successes.

Strategic Planning Session (Tom): Nico Leone, on NPR board and runs a station in Kansas City. He is a big-thinker who is very digitally savvy. All staff and all board will be involved in the first half of 2019. Meeting schedule for 2019: To accommodate strategic planning, we would like to plan six meetings for 2019. Laurie recommends a consistent time for every other month for the year ahead. Looking at second Tuesday of each month (January, March, May, July, September, November). Katie will send a survey to all members to determine the best time for meetings in 2019. Good of the Order Announcement: Dave Fotsch: Cranksgiving, Saturday November 17th bike scavenger hunt to find holiday food for St. Vincent de Paul. -CAB Swag? Nametags? Identifiers for community events? (Katie ordered nametags that will be available at the November 29th event for all CAB members.) -Laurie recognized Dave Fotsch for serving two terms, and Shelby Zepeda & Shikhar Sarin as well. Dave Lombardi is also retiring from the board, but staying for one year as the immediate past chair. She also thanked Vicki Lawson, Paul Ries & Teresa Yragui for their help over the past year. Boise State Public Radio Community Advisory Board Advocacy Committee Report 31 October 2018 Advocacy Committee Members: Laurie Ahern Susan Bechdel Tyson Chaplin Julie Adams-Deford Vicki Lawson Paul Ries Mark Wheeler What does advocacy mean: TO ADD A VOICE. What does advocacy for Boise State Public Radio (BSPR) look like? EXPANDING SUPPORT FOR BSPR BY INCREASING DIVERSITY AND NUMBERS OF LISTENERS AND MEMBERS. What are ways in which the CAB can advocate for BSPR? Participate in BSPR-Hosted Events and Other Community Events Ensure that CAB members (at least one) participate in BSPR-hosted events, such as the recent “pub events” in Ontario and McCall. CAB members can assist with the event’s logistics, invite membership among all participants, provide feedback to BSPR, and suggest locations/audiences for future events. With sufficient advance notice, the Advocacy Committee could schedule participation of available CAB members. Participate in others’ events, such as staffing a BSPR table at Run for the Cure, Saturday Markets, Art in the Parks, Winter Carnival, Trailing of the Sheep, etc. Engage BSU students to help with these events. Participate as CAB members in community events that are not associated with political issues or the “side” of any issue, such as Rake up Boise, Paint the Town, Idaho Food Bank, etc. This could draw in a “wider” audience. Participate in BSPR-Hosted Community Sessions Ensure that CAB members (at least one) participate in BSPR-hosted community sessions, such as the recent panel discussion about Medicaid expansion. CAB members can assist with the session’s logistics, invite membership among all participants, provide feedback to BSPR, and suggest topics for future sessions. With sufficient advance notice, the Advocacy Committee could schedule participation of available CAB members. On-Air Fund Drives Participate in on-air fund drives, even if you are a Sustaining or Broadcast Society member. Get your name out there (e.g., “Susan from McCall just donated”) and leave a testimonial message to

be aired later. Use YOUR voice! This gets the attention of people within your specific community. Serve as a Digital Ambassador Share and “like” BSPR programs, programming, and events on social media platforms. Comment on BSPR website stories; invite civil/factual discussions. Do not attempt to serve as moderator of discussions. Host listening/streaming sessions remotely and/or in person. Facilitate Underwriting Relationships Identify potential underwriting partners within your community and network of friends, and among businesses that you frequent and events that you support. Share this information with BSPR’s corporate support staff. Focus Strategically on Special Audiences Garner support from elected officials. In the past, CAB members have reached out to municipal, county, state, and federal officials to strengthen the officials’ understanding of the value of BSPR to constituents. Such meetings have been scheduled when support for specific policies and/or budget elements has been needed. Future meetings should be scheduled strategically as needed, and coordinated with the BSU Government Relations office.
Nurture continued support from BSU. Under the leadership of former President Bob Kustra, BSU has been an excellent and generous partner with BSPR. To ensure the continued health of this partnership under new BSU leadership (new BSU President is scheduled to take office in July 2019), the CAB should identify ways to highlight “mission-alignment” between BSU and BSPR.
