Community Advisory Board Meeting Tuesday, January 8, 2019 – 12:00 p.m. to 1:30 p.m.

***************** Call to Order: Laurie Ahern called meeting to order at 12:00 pm.

Laurie made introductions to new board members Chris Bragg and Jeremy Woodson, who both had not attended a meeting in-person before.

Approval of the Previous Minutes: Kendal noted that the November 2, 2018 minutes did not list her as present; this change will be made. Teresa moved to approve the November minutes with the correction, Tyson provided the second. The minutes were approved unanimously.

Committee Reports Fundraising Committee (Teresa): Teresa gave an overview of the committee’s goals, and noted that Corey Cook has joined the fundraising committee. The committee wants to set a standing monthly meeting time.

Nominating Committee (Teresa): The nominating committee was very busy last year, with the CAB expanded to 20 members, and wants to keep the momentum going. Teresa would like to add staff member Kristin Jackson (membership manager) to the committee.

Advocacy Committee (Vicki): Vicki referenced the committee’s goals, as introduced in the prior board meeting, but sought to narrow an immediate focus for the group. One important way the committee can be active is by attending community events on behalf of the board, as well as supporting efforts related to BSPR-sponsored events. Current events that require volunteers include Art in the Park, See Spot Walk, Fall Festival, one of the Idaho Shakespeare Festival plays, and concerts at the Idaho Botanical Gardens. Another Round station events reach communities outside of Boise, too, such as Ontario and McCall.

Board members have the opportunity to suggest “can’t-miss” community events to raise BSPR awareness. Teresa mentioned ideas for well-attended events in Canyon County, including Canyon County Fair and Snake River Stampede. Andy noted the Sawtooth Salmon Festival in Stanley and wondered if he a volunteer could take a “kit” of BSPR materials in order to “table” an event. Leta mentioned other Boise events that might reach new populations, like the Soul Food Fest. Vicki noted that all board members should share event ideas with a member of the advocacy committee.

The station is also partnering with the Piatigorsky Foundation to bring four classical concerts to the area in April. Frankie Barnhill is also currently planning BSPR events around the Treefort Music Festival, including Storyfort, for March 21 and 22 (save those dates).

Programming Committee (David): The concept of the programming committee is still forming; CAB members can partner with the programming team, led by Paul Stribling, to discuss and be aware of schedule changes before they occur.

Governance Committee (Laurie): Laurie noted the work that went into the updates to the CAB expectations document and the CAB Bylaws over the past year. No major projects on the horizon right now.

Call for new committee membership: Leta would like to join the programming committee.

Kendal would like to join the fundraising and the programming committees.

Dennis would like to join the programming committee.

Jen and Leta are both interested in helping with the social media, or digital ambassador roles (but not specifically as members of the Advocacy committee). The Advocacy committee can coordinate with Frankie Barnhill on that.

Discussion of updates to the Bylaws and CAB Expectations (Laurie): Teresa thanked the governance committee for their hard work on these edits. Laurie gave an overview of the changes to the bylaws (which can all be seen on the redline version of the document).

Laurie also shared how the CAB Member Expectations document is much more clear and concise than past versions.

Kendal moved to approve the updates to the Bylaws, and Chris seconded the motioned. Changes to the Bylaws pass without opposition or further discussion; motion approved unanimously.

Vicki moved to approve the updated CAB Member Expectations document, and Tyson provided the second. After a full vote, the updates to the CAB Member Expectations were approved unanimously.

All updated documents will be posted on the website shortly.

Station Update from Tom Michael (November through Present Day) Tom gave an overview of the winter on-air membership drive. $123,000 was the first goal during the onair portion in early December; with an ultimate year-end goal of $160,000. BSPR raised $173,000, so about $13,000 above goal. Nationwide, public media claims that one in ten listeners give; we don’t have data on this statistic locally, but this is the main reason for on-air membership drives. We surpassed financial expectations, but fell short of our projected number of donors (1,463), with a total 1,058 givers. The Broadcast Society is on track with last (calendar) year, and Chelan brings a new excitement to this area.

Paul asked about how tax laws have impacted charitable giving; Chelan stated that some members are slow to give due to some confusion in the law’s impact. We don’t have final numbers at this point on IRA distributions for calendar year 2018, but in general people were less willing to make this type of gift this year. Kendal asked for differentiation between gifts to BSPR and gifts to BSU; how do the two groups do not tread on each other? Chelan stated there are multiple entities involved, including University Advancement, the University Foundation, and the University itself. Chelan would like to discuss this further with Mark and Tom, and add it as an agenda item for the next meeting. She will present on this subject at the March meeting.

Strategic Planning Session (Tom): General Manager of KCUR Nico Leone will be visiting to help with the strategic planning process. Staff and CAB members will be involved, and input will be collected from all.

The consultant will then make an in-person visit. The Board will be involved in creating and refining the plan, along with steps for the managers and for all-staff. This will set the strategic plan for the next three years, which the station will operationalize in the months following. In-person visit from consultant Nico Leone on one of the following sets of dates: March 22-23, March 29-30 or April 19-20. There was a preference for March 29-30, though it’s noted that Chris and Dennis will not be able to participate on those days, and Mark Wheeler and Corey Cook may have University conflicts.

Please pencil in the afternoon and evening of March 29 th and all day on March 30th for the visit by consultant Nico Leone. (This will follow the March 12th full CAB meeting.)

Upcoming Events (Tom): Our new events – such as with performers from the Piatigorsky Foundation and the Boise Phil – are intended to shine a spotlight on our classical music service, which hasn’t historically garnered much promotion.

Other updates: Tom shared a note from Jarl Mohn, who has been the NPR CEO for five years, who highlighted the most recent Nielsen Total Audience Report. He writes. “Radio still reaches 92% of all adults every single week. More than any other platform, including TV. Our primary outlet, broadcast, reaches 93% of 25-54 year olds and 91% of 18-34 year olds, or millennials.

Other interesting facts from the report: • 43% of adults use a smartphone to stream audio.

• 19% listen to a podcast weekly.

15% listen to satellite radio.

And 24% of households now have a smart speaker. 68% of those listen to news over it.

But his key point was that “radio has been resilient for decades and continues to reach more people (92%) than any other medium.”

Boise State Public Radio has two ratings books (or diaries) from Nielsen each year. We will be able to report out on the Fall Book when we get results the week of January 20. Currently, we are not allowed to directly compare ourselves to commercial news, but a rules change will soon allow this. That said, historically we have been at the top of the news/talk category in the Treasure Valley.

Good of the Order All 2019 meeting dates are set and available on the agenda as well as the website.

We may not need all the meetings (six total for the year), but please reserve the times. We will keep the standing meeting time of noon going forward.

Laurie noted that this is the last meeting for Katie John, BSPR Office Operations Manager, whose last day at the station is January 11th. Thanks to Katie for all her help coordinating items for the CAB over the past few years!
