Four Lanes, So Much Better than Two

T

The single biggest concern I am hearing about lately is the traffic congestion along River Road. Yes, it is currently a mess due to the improvements being made to make it even better in the long run. Roadway construction is always painful in the short term, but soon forgotten when a new and better roadway is opened. This will be the case on State Highway 46 East soon. For years, two lanes east of Boerne was plenty to carry existing traffic. With new residential development in the Trails of Herff Ranch and two new schools all coming on-line in the last ten years, traffic has steadily increased. The Texas Department of Transportation, the agency that owns and maintains this road, has had plans to widen SH46 for several years, and now the project is finally underway. TxDOT is very aware of the city’s anticipated growth over the next several years. This is why they are widening highway 46 in this area now – before other new subdivisions on the eastside of Boerne are completed. City and County officials are collaborating with TxDOT better than ever before, and within the next couple of years, Highway 46 east will have four lanes all the way to Ammann Road. The current TxDOT widening project on Highway 46 was also coordinated with the Kendall County contractor that is widening Herff Road, so the Herff/River Road/Esser intersection could be expanded. During these construction projects, some lanes unfortunately have to be narrowed, or in some cases closed altogether, to get the work done. This causes traffic backups, especially during peak hours, when schools start and end in particular. Please be patient, plan extra time when you can, and rest assured that it will get better. Numerous people have been asking me if the State Fire Marshal’s office has identified the cause of the house explosion in the Trails of Herff Ranch neighborhood. Not yet. So what is taking so long, you ask? Let me just put it this way – imagine a room full of lawyers, homeowners’ insurance adjusters, investigators, equipment manufacturer representatives, and forensic experts. All of these parties are working together to determine the cause of the explosion, but at the same time protecting their respective clients’ interests. This is a very complex situation and it is going to take time to sort it all out. I wish I had better news on this matter, but we must let the experts do their jobs properly. City staff reminded me recently that Boerne City Lake Park is one of our most popular family-fun places. From March through October we do collect an entrance fee from people that are not Boerne residents. We get many questions about why we do this. So here is the simple answer - this park is in the Boerne city limits, so Boerne residents already pay for the park maintenance and security through their property taxes. We charge the entrance fee to those visitors from outside the city limits so we can cover all of the expenses to keep the park clean and safe. As it turns out the vast majority of users each summer are actually from places other than Boerne.

Season passes are available through our Parks and Recreation Department and at the entrance booth. It really is a great value for a summer full of fun – especially during those dog days of summer when the mercury reaches 100 degrees! Kendall County resident season passes are only $75 per car load and passes for others from outside Kendall County are only $125 per car load. Boerne residents just need to bring a current Boerne utility bill or property tax bill to show proof of residency and then there is no charge at the gate. There are lots of fun things to do there – a playground, a pavilion for special events, picnic units with grills, walking trails, a Frisbee/disc golf course, fishing and boating. I do want to let folks know that motorized boats or jet skis are not allowed on the lake – kayaks, canoes, sailboats, paddle boards are okay. Why, you may ask? Boerne City Lake is one of Boerne’s primary sources of drinking water, so keeping it as pure as possible is critical to our residents. If people want more info on this or any other Boerne Parks and Recreation department programs they can visit our website at www. boerne-tx.gov/Parks. And the best news of all, with these great spring rains, our lake level is almost full at forty two feet, for the first time since 2010.

May is National Preservation Month! Celebrate our historic preservation heritage by participating in the annual poster contest – the winner receives a fabulous Taste of Boerne package for Two! This Place Matters – Historic Homes is the theme of this year’s month-long celebration, which is sponsored by the National Trust for Historic Preservation, Boerne Historic Landmark Commission and Boerne Area Historical Preservation Society. HISTORIC PRESERVATION MONTH POSTER CHALLENGE IS ON: Winner Receives a Taste of Boerne Package for Two!

BROADBAND NOW LEADS THE WAY FOR GVTC

F

For the first time in GVTC’s history, telephone accounts are no longer the majority. Sales figures for first quarter 2015, show broadband customers outnumber telephone accounts by five percent. GVTC began as a rural telephone cooperative 60 years ago serving the Hill Country and Gonzales area. However, technology and shifting consumer habits have evolved GVTC into a full service communications provider, with a 2,200 mile state-of-the-art fiber network. Nationally, more customers are foregoing household landlines for mobile phones. While this has contributed to GVTC’s customer shift, a surge in broadband sales has more than made up the difference. The company’s Internet broadband sales are up five percent over this time last year, while GVTC telephone accounts are down 2.3 percent during the same time period. A significant advantage of an all-fiber network is a better user experience for operating multiple Internet devices in the household or watching over the top video, such as Netflix and YouTube. In correlation, GVTC’s total Internet traffic has increased steadily over the past five years. Data from January 2014 to December 2014 shows the company’s total Internet traffic jumped by 100 percent. GVTC is in the midst of bringing more fiber to more customers and expects broadband continuing to outpace telephone sales. More than 4,900 rooftops in the GVTC GigaRegion® are being upgraded with fiber technology. The project, due for completion in early 2016, includes an additional 1,600 rooftops in Boerne, to make it an all fiber city. These new fiber network customers will have access to faster Internet speeds than currently available to them, including up to a 1 gigabit connection, which is among the fastest in the nation. About GVTC: GVTC is a full-service communications provider offering highspeed Internet, digital cable TV, phone and interactive home security monitoring to residential and business customers. BOERNE’S HERFF FARM PREPARES FOR THE FUTURE by David Hinkle

There is a buzz of activity going on at the Boerne’s Herff Farm and it’s from more than just the honeybee apiaries. The 60-acre part of the Cibolo Nature Center and Farm – a non-profit organization that runs the preserve -- is the home each Saturday to a great farmer’s market that re-opened in March – but that’s just the beginning. There’s a building boom going on at Herff that soon will allow activities every day of the week. The farm was originally purchased in 2007. The main reason for the purchase was to protect Cibolo Creek’s delicate interaction with the Trinity and Edwards Aquifers. Between the area owned by the city –about 100 acres -- and privately held neighboring properties, the Cibolo Conservation Corridor is approximately 800 acres – the size of Manhattan’s Central Park. Now there are big plans for all that Herff will offer Boerne

and Hill Country residents. Director of Development, Cheyenne Johnson explains,” The basic purpose of the farm is to educate the community about sustainable living practices and how to live “light” in the country through gardening, healthy eating, rainwater harvesting and learning from the past to teach the future.” To put is another way, Cibolo Nature Center and Farm Executive Director Carolyn Chipman Evans often says, the goal is to “put hands in the dirt and feet in the creek.” Chipman was recently presented the National Leadership Award by the Association of Nature Center Administrators. And the entire complex --The Cibolo Nature Center & Farm -- is considered an international model for how to build and sustain nature centers. The site is, naturally enough, on Herff Road near Scenic Loop Drive. It consists of a 19th century farmhouse that was built by

the Herff family. Originally development concentrated on renovating the homestead; this was completed last year. It is the site’s crown jewel and is on the National Register of Historic Places. In 2010, the farm also was added by Preservation Texas to its annual list of Texas’ Most Endangered Historic Places. The homestead is a rambling twostory native field stone dwelling with all the charm that you would expect from a hill country home. It can be used for private meetings and comes with a kitchen and wellappointed rooms. Now building is concentrating on making the nearby 100-year-old barn fit for instruction and creating other areas for teaching people young and old alike. Herff Farm has already become a favorite spot for locals to visit. About 10 thousand people came to the farm last year, many of them children. “We are trying to educate our young people on the benefits of living a more green way, but our education plans include things like having a vertical garden instruction for senior citizens who may have trouble bending and kneeling,” says Johnson. Right now, a new entrance is being created on Herff Road and modern plumbing is being installed. Plans include an Animal Paddock – a kind of petting zoo and an amphitheater. There will be a wildflower meadow and pavilions for groups to meet. There will be chicken coops; a compost area and a rebuilt water tower that will help illustrate water recycling techniques, reclamation and conservation. Herff Farm already has popular support. About 500 people volunteer their time to do anything from count butterflies and birds to build gates leading to the creek. The creek, itself is spectacular with majestic cypress twisting skyward while a neverending stream babbles over the gnarled roots of the trees. continued on page 16

They wouldn’t be surprised that we remember their names and genuinely care about their well-being, because it’s a part of our Texas tradition. As we enjoy our 115th year, we don’t know what the future has in store, but we can promise this – our tradition of excellence continues.

All this is capital intensive. The entire project is slated to be done in five years and to cost about 8 million dollars. So far a bit over three million dollars has been raised. Grants are being sought and various parts of the Herff master plan are being underwritten. For example, the 19th century outhouse – a “two-holer” it turns out – is already

A BRIEF HISTORY OF HERFF FARM • 1854: German immigrant Dr. Ferdinand Herff becomes one of the first homeowners in Boerne with the purchase of the Herff Farm. The property will be owned by Herff family for the next 80 years. • During the Civil War, the Herff Homestead is burned. The property becomes the site of a Confederate prisoner of war camp. • 1883: the family’s two-story limestone farmhouse is rebuilt. • In first years of the 20th century, the farm becomes the site of early manned flight experiments. • 1988: Carolyn Chipman Evans, the great-greatgreat granddaughter of Dr. Ferdinand Herff, and her husband Brent Evans co-found the 100-acre Cibolo Nature Center adjacent to the ranch she visited as a child. • 2007: when the old farm is in danger of being razed for development in fast-growing Boerne, the center purchases the 60-acre farm and begins renovations still under way today. • 2010: the farm is listed in the National Register of Historic Places and is added by Preservation Texas to its annual list of Texas’ Most Endangered Historic Places.

SCHOOL FINANCE PROPOSAL OFFERS HOPE by David Stelmazewski, BISD Superintendent

The 84th Texas Legislature is moving into that interesting period when the days begin to pass rapidly. Our senators and representatives have about six weeks until the regular session comes to a close on June 1. Between now and then, the impact of their actions on public education will be significant. Throughout the session, I have joined my colleagues in education across the state, monitoring the Legislature’s proposals in critical areas -- public school funding, vouchers, testing and accountability -- and expressing the district’s position on the issues to our elected officials. Based on some of the proposed legislation coming out of Austin in recent weeks, I am guardedly optimistic that a more equitable funding formula might result from a bill proposed by Rep. Jimmie Don Aycock. The Killeen Republican and head of the House Public Education Committee has introduced a plan that would infuse an additional $3 billion into Texas public schools over the next two years. House Bill 1759 would suspend the current school funding formula. As written, Aycock’s proposal would bring a measure of relief from the “Robin Hood” element of the current formula, wherein districts deemed to be “wealthy,” like Boerne ISD, have local tax dollars diverted by the state and redistributed to less wealthy districts. Aycock’s “take-the-bull-by-the-horns” approach is commendable. He has addressed the critical issue of school finance well ahead of a pending state Supreme Court appeal of last year’s district court ruling that the current system is inequitable and inadequate. A recent San Antonio ExpressNews editorial cuts to the heart of the matter: “If state lawmakers are serious about demonstrating to the courts that they are making a good faith effort to equalize public school funding in Texas, they need to band together — and vouchers need to be taken off the table. It makes no sense to siphon off any education dollars from public schools when the Legislature has repeatedly failed to meet its constitutional funding obligation.” (San Antonio Express-News, April 13, 2015) Yes, the issue of school vouchers has been a topic of intense debate, specifically in the Texas Senate. I support the position of the editorial excerpt above and would add only that there are too many unanswered questions tied to any of the school voucher - or “school choice” - proposals. In addition, the vitriol directed at public schools by some proponents of school vouchers has not gone unnoticed. Scott Milder, founder and CEO of Friends of Texas Public Schools, recently wrote a very pointed open letter to the members of the Texas Senate,

“Condemning our public schools and casting harsh accusations of widespread failure is not only disrespectful and counterproductive, it is just flat inaccurate,” Milder said in his letter. Milder, who consulted with Boerne ISD during our 2013 bond initiative, posted a link to the full text of his letter at fotps.org. Milder concludes his letter by challenging elected officials to spend a day on the campus of any public school in Texas, shadowing a teacher and learning the true day-to-day successes and challenges of public education. I echo that invitation, encouraging state, county and local elected officials to let me arrange for them to spend a day on one of our campuses. I am confident that one visit would strengthen their appreciation of public education and reinforce their conviction as advocates for our school system. I will have more to say about this and other legislation in the weeks ahead as the session moves toward its final days. Real Estate: it’s a valuable asset for any family or business. After all, they’re not making any more of it. One of the largest expenses associated with owning residential or commercial real estate are annual Ad Valorem (Latin: by value) Taxes. These taxes can be a significant expense. Annual Ad Valorem Taxes are also imposed on income producing personal property, such as materials and equipment. Many landowners are not aware of the numerous strategies to reduce tax bills for Ad Valorem Taxes, including tax exemptions or market valuation comparisons with deductions for defects unique to your property. Land in San Antonio and the surrounding area has been soaring in value, increasing tax bills from the County Appraisal Districts (CADs). Therefore, this year presents a ripe opportunity to contest property valuations. The CAD assigns a taxable value to each piece of real property in its jurisdiction. Due to the sheer volume of property that must be assessed, CADs often overlook relevant information that might change their assessment of a property. There are also exemptions that can reduce the taxes on a specific property valuation for Agricultural, Wildlife, Charitable, Historical, Religious uses, Homestead Properties, Disabled Persons, property owners 65 years of age or older and their surviving spouses, and surviving spouses of disabled veterans or members of the armed forces killed in action, and many more. The assessment of your property’s value can also be challenged by comparing the assessed value of your property to neighboring properties utilizing information of recent sales, or any other relevant information about the value that CAD may not be aware of. Business owners whose assets include tangible Personal Property used to produce income must file a document called a “Rendition” with their County Appraisal District by April 15 each year. A Rendition is a report that describes all taxable personal property which is owned or controlled by the business on January 1 of the year. Tax Counselors can also assist you in filing a rendition for Personal Property to reduce tax liability. For Commercial and Residential Properties to challenge valuation, an owner must First file a protest with the CAD within 30 days after receiving notice of their new valuation. This step is critical; if you do not file a timely protest, you may not be able to challenge your property’s

assessment for the year. The Second step in contesting a tax assessment is an informal hearing. If a lower valuation cannot be achieved by the informal hearing with a CAD Appraiser, then Texas law provides for a Third step being an appeal to an Appraisal Review Board comprised of a panel of local residents. If an Appeal to the Appraisal Review Board is not successful, the Fourth step in the process is filing an appeal with your County’s District Court, where representation by an experienced tax attorney can make all the difference. Deadlines are approaching. Valuation Statements from your County Appraisal District typically arrive by mail on April 30, and the effective deadline to challenge the assessment is typically on or about May 31. Now is the time to take action, don’t delay in getting in touch with Tax Counselors to discuss strategies to minimize the taxes on your property. An important factor in most cases is that homeowner’s mortgage payments; including the loan payment, the insurance on the property, and the Ad Valorem tax due on the property, are made in one combined monthly payment to your lender, as such, copies of the tax assessment would need to be requested to verify values. A competent, experienced Tax Counselor can guide you through the process and help ensure you receive a fair and accurate valuation on your property. This year the Patrick Heath Public Library and the Boerne Public Library Foundation have teamed up to bring families and friends together for an unforgettable, out-of-this-world experience. The Book Your Trip to Space summer learning odyssey held at the Patrick Heath Library begins this June and is a free opportunity for individuals of all ages to explore the unknown. Each year, thousands people from all around Kendall County and visitors from near and far have the chance to discover a world beyond our own through various programs and services held throughout the three-month long season. This year, one main focus of the events will be to engage audiences through various learning forms with the use of STEM (science, technology, engineering and mathematics) programs that enable connections of learning to literacy. From these programs attendees will have the opportunity to ignite their inner scientist. Whether you’re a lover of the classic movie E.T. or just starting to hone your passion for the cosmos, those who visit the library this summer can be sure they will get a load of learning opportunities. Here are just a few of things to look forward to: - Learn what astronauts eat during their travel outside our atmosphere. - View a 10-foot long replica of a space shuttle.

With their help we are able to bring in technology and resources that will engage people on an entirely new level,” said Ariel Brooks-Stevens, executive director for the foundation. “Kids will be able to work with robotics, do coding for computers, take a close look at artifacts like moon rocks and really just have their hands on a lot of fun things. And the best thing is, they’re able to do it all for free. It’s going to be great.” The Boerne Public Library Foundation was established in 1993. Since its inception, the organization’s mission has been to assist in providing additional and necessary funds for the library’s programs and services, which are not completely financially supported by the City of Boerne.

“We partner with the library to help promote and enhance what’s already offered here. Through the graciousness of the community and foundation’s supporters we were able to build this beautiful, state-of-the-art facility where children and families can come together to read and learn,” BrooksStevens said. The 30,000-square-foot library is home to dozens of resources for people of all ages to take advantage of. Everything from e-readers, computers and software, after-school programs, adult book clubs, and teen activities; to art exhibits, special events, a new amphitheater, which is expected to be complete next month, and much more are all available free of charge. “A lot of people don’t realize that the library offers so much more than just books. And while traditional hard copy books are still a large part of it, there is a lot more to it now than there was 10 or 20 years ago. Today, we have programs tailored for people of all ages, literacy stages and learning forms,” Brooks-Stevens said. “The Patrick Heath Library is the perfect example of a transitional library—blending traditional aspects, but also providing a gateway to learning with new-age technology and resources.” The BPLF’s goal is to encourage cultural enrichment and a passion for learning for the entire community while increasing awareness of the various services and programs offered at the library available free of charge. The foundation is dedicated to providing financial support for the Patrick Heath Public Library through sponsorships, private donations, and public partnerships. “The community has been so generous, and without these contributions we would not be successful in providing the margin of excellence for the library,” Brooks-Stevens said. “Our business sponsors and the private donors have really made these last few years so successful. We hope to continue on that path of creating an environment that encourages that type of enrichment for years to come.” BBM

It seems that inversion tables have been brought up once or twice a week in the office this year. The theory behind the way they work is very straight forward. Gravity. By hanging upside down for a period of time, it is believed that a disc herniation/bulge will vacuum itself back in. 1: INVERSION IS NOT NEW TO THE WORLD Some sources go back as far as 3000 BC where stone carvings showed people upside down. Yogis during this time taught how being inverted could revitalize the body and support organ function. 2: INVERSION MAY HELP SOME TYPES OF BACK PAIN Most people will tend to use an inversion table for back pain. The problem with this is that there are so many causes for low back pain. Some swear by using their inversion table and others are using it as an expensive ironing board. There is a small population of people who have gotten relief from their pinched nerve/herniated disc. Gravity pulls the spine apart creating a vacuum phenomenon in the disc itself which is thought to reduce the pressure on the nerve. Sounds easy right? Not so fast! 3: WHY HANGING UPSIDE DOWN IS NOT PRACTICAL FOR EVERYDAY USE Our anatomy is constructed to function best in an upright position. Our bodies are made to work against gravity. If gravity is what is causing the problem, measures should be taken to address the dysfunction in an upright position. As a quick note, people with circulatory issues, glaucoma, high blood pressure etc, may cause complications or harm being inverted. 4: MRI'S, LOW BACK PAIN AND FALSE POSITIVES Let's get down to it. Your reach down to pick up your newspaper and ZING! An intense pain in your back and leg leaves you slumped over. You are given an MRI and disc herniation's/protrusions are seen. At first thought, typical treatment would be to try and decompress the area or get an inversion table. The truth is that the disc herniation's and protrusions are probably coincidental to each other. Multiple studies have shown that age is the single

greatest factor that can predict for herniation's or disc protrusions. Around 50% of middle aged people in their 40's were found to have a bulging disc. The first step is to relax and know that there is a very good chance that you will be OK. 5: RECOMMENDATIONS IF YOU CHOOSE TO USE AN INVERSION TABLE This is purely opinion. I do not think the inversion table will solve the root cause of the back pain. If you happen to use one for your spine, follow up with a good diet, light exercise and plenty of hydration. By the way, too much of a good thing is not a good thing in this case. Ligaments and tissue are being stretched beyond their normal length. Ligaments can be stretched too far and it can be lengthy and difficult to restore them to normal. CONCLUSION Inversion tables are shown to help only a small percentage of people. Nothing beats a solid spinal foundation (Structural Correction), good nutrition and exercising. A strong body is the best way to not only feel better but to function better. BBM

Texas Home Price Climb Likely to Continue

Recent home price indices (HPI) all indicate another increase in Texas home prices, a trend that will likely continue for a while, says an economist with the Real Estate Center at Texas A&M University. CoreLogic’s HPI, one of several Center researchers track, showed an 8.5 percent year-over-year increase in Texas home prices in February. Prices in Houston-Sugar Land-Baytown and Dallas-Plano-Irving increased 10.4 percent and 9.3 percent, respectively. “As long as inventory stays tight, and as long as demand stays high relative to supply, we’re going to keep seeing these kinds of price increases,” said Center Research Economist Dr. Jim Gaines. Center data show statewide housing inventory in February was at 3.1 months. Houston’s inventory was at 2.7 months in February, while Dallas was at 1.8 months. An inventory of 6.5 months is generally considered a balanced market. While the shortage of pre-owned single-family homes on the market is contributing to the market’s tightness, Gaines said there’s also a lack of new product. “Home builders have not been building houses as fast as they have in the past,” he said. “They’re doing the best they can, but that growth is not adding to the total inventory.” Gaines said the demand for new homes is still there, thanks to

economic growth, job growth and people moving to Texas. The biggest problem is the lack of lot inventory and land development. “Historically, Texas housing markets have maintained a good balance of supply and demand because our building industry could build houses fairly easily, fairly quickly and fairly cheaply compared with other states,” he said. “Land costs and labor costs were lower. The Texas land development model simply worked. But financing for land development and lot development dried up between 2009 and 2013, so all of a sudden there’s this shortage, and it’s going to take several years for that to get unraveled.” Another problem is the effect local regulatory controls and impact fees are having on builders. “The demand for goods and services provided by local governments has increased along with the population,” Gaines said. “The cost of those goods and services has also increased, and governments are faced with the problem of how to pay for them. So they’re passing some of those costs on to developers in the form of regulatory costs, permitting fees, platting fees, direct impact fees for roads and utilities and that sort of thing. Unsubscribe from newsletters, coupon offers, and any other subscriptions you no longer read. Create email folders, drag and drop your important emails by subject. Use your calendar. If you receive an evite, appointment reminders and meeting requests, place them on your calendar immediately after reading your email then delete that email. 5. NOTES & TO-DO-LIST Like so many people most of us tend to have several tools for taking notes, writing down goals, creating a to-do-list and jotting down reminders and tasks. It doesn’t matter if you prefer a notepad and pen, Voice Memo on our smartphone or apps like Wunderlist or Todoist. The key is to use only one solution which works best for you and use it for all your notes and tasks. You’ll only have to keep track of one system instead of several. Schedule another day to look into your accounting books including invoicing, expenses and upcoming projects and jobs. Maybe it’s time to use an app like Quick Books or hire a bookkeeper once a month. Also look into any legal updates like restructuring from sole proprietor to an LLC or corporation. Taking these steps is a sure way to help increase productivity and profitability and put your mind at ease.
