Is it just me or is February one BUSY month?

It seems like just about everyone I know has a birthday in February, then add in Valentine’s Day and all the other fun activities going on and I feel like this month is full of non-stop things to do!

This last year sure went by fast and boy, so did January 2016! As a City, we have accomplished a lot, but not without collaborating with our many partners. Through all of our partnerships with the community, with Kendall County, the Texas Department of Transportation, the Alamo Area Metropolitan Planning Organization, the Alamo Area Council of Governments, and with our award winning Boerne Independent School District, we are committed to Boerne’s future.

I believe we are managing our growth in a very thoughtful and responsible way. People just want to live in Boerne – is that a bad thing?

I don’t think so. We need new ideas, new friends, and new businesses in our community so Boerne continues to thrive.

I hope you have heard that Boerne is now a “Drive now, talk or text later” city. This new rule, banning the use of portable electronic devices while driving, became effective on January 1st with Boerne police officers working to educate motorists. Active enforcement begins this month, so let’s all focus on driving safely in and around Boerne. Our main reason for passing this new law in Boerne is for safety – keeping motorists and pedestrians as safe as possible. Whomever is calling or sending a message to us while we are driving will just have to wait a few minutes for our reply. Nothing is so critical that it can’t wait until we pull over to respond. Let’s all pledge to be a safer driver in 2016!

Have you ever considered serving on a City Board or Commission?

We are starting now to get the word out about appointments to our various advisory groups that help City Council and staff by providing insights and recommendations to improve city services. These are volunteers that spend a few hours each month attending meetings, researching issues, and contributing their ideas. We rely heavily on these folks and appreciate the work they do. Anyone interested in

applying to serve on a committee of interest can simply print out a copy of the application from the Boards and Commission page of our website www.boerne-tx.gov and bring it by my office at City Hall.

As you know, 2016 is a big election year. It’s never too early to register to vote – do it now so your voice can be heard during this election season. Just contact your county elections office to get the required forms. In Boerne we will have three city council seats on the ballot in May – electing representatives for Districts 1, 3, and 5. So anyone living in the Boerne city limits and interested in running for office can pick up a candidate packet from City Hall. The filing period is open now and continues through February 19. More information about the city election is also on our city website, just do a search for the elections page.

I want to take this chance to thank all of the great folks at the Boerne Chamber of Commerce. The president, Crisanne Zamponi, and her team are some of the hardest working, dedicated people I know.

They not only put on the wildly successful Wild Game Dinner every December, they also lend their facility, staff, volunteers and energy to maintain Boerne’s holiday magic – they were a tremendous help with the city’s Dickens on Main activities. They work closely with all of our area businesses to ensure their success through training, networking events, and business and personal leadership programs. This organization is key to Boerne’s thriving retail community and they do what they do best without seeking glory. So here is a HUGE thank you to the Chamber staff and board of directors!

Extension announced for GVTC GigaRegion® Parties with the GVTC GigaRegion® announce they are continuing their partnership set to expire in June 2016. The extension will continue indefinitely.

The GVTC GigaRegion®, established in June 2014, is a unique public/ private partnership among the cities of Boerne, Bulverde and Gonzales. The purpose is to leverage GVTC’s fiber network and gigabit internet connections to drive economic development throughout the region.

The extension announcement came during a work shop at GVTC to review the comprehensive marketing campaign in place to brand and drive awareness on the benefits of the GigaRegion®.

At the work shop, officials with the GigaRegion® partner cities, along with GVTC executives, developed strategies to turn the marketing campaign into jobs.

Each partner city offers a variety of unique economic incentives, along with GVTC’s fiber network, to compete with San Antonio and Austin to attract businesses to the Hill Country and Gonzales.

Target companies include enterprise

businesses, small to medium businesses with an office location, and home businesses. GigaRegion® economic development leaders will primarily focus on medical, financial, cyber-security, information technology and education industries.

One option discussed for attracting more home-based business operators is to establish shared office locations, also known as, ‘incubators.’ Here, homebased operators could have access to GVTC’s gigabit speeds and collaborate/ network with other work from home business owners.

Other advantages cited for doing business in the GVTC GigaRegion® include affordable utility costs, available business park/office space, excellent schools and high quality of life.

A Rusty Machine Shop Gets A Second Life As Artist Nic Campbell’s Studio/Gallery

We’ve all have had moments in our lives where something happened that changed the course of our lives. Sometimes it’s a choice, and sometimes it just happens.

Boerne artist Nic Campbell clearly remembers such a turning point that shaped his own life. It happened in 2010 at Sam Houston State University.

Campbell was studying horticulture then so he could get into Landscape Architecture. Because he was required to take design courses in the school’s Art Department, he found himself working alongside art majors.

The work he produced drew the attention and admiration of both his professors and classmates. They convinced him to switch from Landscape Architecture to Studio Art. “I was a bit behind some of the other art students, but when

I switched full time to art, I quickly caught up. And with the support of family and friends, I just took my art to the next level,” Campbell confides.

He soon became president of the Student Art Association, entered into art auctions, and worked with noted granite sculptor Jesús Moroles. Aware of his budding talent, Sam Houston State purchased one of Campbell’s large paintings and hung it in the Student Center, where it still hangs today.

As Campbell grew ever more proficient in his craft, he even agreed to a speed painting performance at a Woodlands golf course.

Beginning with blank canvasses, he painted images rapidly, choreographing his brush strokes to music. When done, the paintings were auctioned off to benefit the Wounded Warrior project.

“Both of my grandfathers fought in World War II, so I saw this as an opportunity to give back to the men and women who

bravely fought for our country,” he exclaims.

Murals and Large-Scale Paintings In the midst of his art studies and other art endeavors, he moved into a huge barn in New Waverly that became his studio and living quarters. The barn allowed him to hone his skill creating large-scale paintings, a skill which he used to paint murals on the sides of buildings and to create the giant works for which he is noted today.

While still in school and taking on various outside art projects, Campbell also began working in a nearby oilfield.

He eventually vacated his studio barn when he was promoted to the Eagle-Ford shale area near San Antonio.

“That’s when I called my dad, who’s a realtor, and asked him to find me another barn near Boerne so I could open my own art studio,” he says.

His dad, Jim Campbell, found a run-down machine shop in Sisterdale, about 13

miles northwest of Boerne off Highway 1376 (Sisterdale Road), and across the street from Sister Creek Vineyards. Badly in need of repair, Campbell, his dad, and two friends, Frank and Jessie Kirby, spent just over a year renovating and converting the 1940s shop into Campbell’s art studio and gallery.

“It’s not your typical-looking gallery,” notes Campbell. “I think that’s what makes it really unique. As stated on my website, it’s a true ‘only in Texas’ art experience.’”

Visitors who drive to the studio/gallery see an intriguing sight.

An old rusty truck dug out from the back of the shop sits in front sporting the studio/gallery sign.

And just beyond the truck is the gallery entrance with large carved doors imported from India.

Stepping inside the metal interior, visitors encounter a raw, open space that gets a jolt of energy from a dramatic chandelier hung from the rafters. Giant paintings attached to metal cables and pulleys also hang suspended in midair from the rafters.

On some occasions, when working on a large painting, Campbell will paint on the main gallery floor. If visitors come at the right time, they’ll get to see him painting.

“It’s important for me to get people involved, to come in, and to see an actual working artist,” he enthuses.

In addition to his own works, Campbell currently displays bronze sculptures created by Fredericksburg sculptor Jonas Perkins, and the works of Darren Wood and Andy Bennett.

When Campbell was in school he was caught up in surrealism.

But now he describes his artistic style as a balance between realism and expressionism.

His paintings are usually very large, like the 13-foot Indian displayed in his gallery, and are painted with oils like the Renaissance masters of old.

work profoundly. They are Chuck Close, an American painter who achieved fame through his massive-scale portraits, and Belgian surrealist painter René Magritte.

He especially admires Close.

“Close has had the biggest influence on my work. Despite being disabled and confined to a wheelchair, he doesn’t let anything hold him back from painting his huge portraits.

“I painted a replica of a very famous self-portrait Close did in the ‘70s. I keep it wherever I go because whenever I get frustrated or tired or stressed out, his picture inspires me because of his attitude and work ethic, and how he overcame adversity.”

Art Lessons and More Besides painting, Campbell also provides art lessons to high school students who show an interest in art.

welcome students in Boerne and the surrounding area who are curious and passionate about art, and to teach them everything I know,” he says.

He also plans on conducting weekend art workshops, teaching canvas construction, and hosting special events at his studio/gallery such as meetings, wine and paint parties, or small family gatherings.

“I just want to support the arts locally and have fun at the same time. I also love helping emerging or established artists by giving them a place where they can display their work,” he says.

Bandera Electric Cooperative Inc. will be holding the annual 5K/10K Cowboy Capital Stampede, March 19 at the Bandera City Park. The race is held each year to raise money for four charitable organizations that operate within in the BEC service territory.

In 2015, despite the wind and rain, more than $5,000 was collected and shared among the Boys and Girls Club of Bandera County, Helping Hand, Hill Country Daily Bread and St. Vincent de Paul. All of the runners successfully completed the 5K and 10K courses while battling water puddles and cooler-than-normal temperatures. This year, the four nonprofit beneficiaries will be chosen by a committee in February.

Boerne Education Foundation Awards $126,493 in Teacher Grants

The Boerne Education Foundation awarded $126,493 in Teacher Impact Grants (TIGs) to educators in the Boerne ISD at the district’s annual faculty meeting on Friday, January 8, 2016. Forty-seven teachers received grants based on their proposals for classroom projects and educational enhancements.

“Some truly great things are going to happen in classrooms across the district because of the creativity, commitment and perseverance of our grant recipients,” said Boerne ISD superintendent David Stelmazewski, “and the generosity of the BEF and its donors.”

Amy Story, chair of BEF’s Teacher Impact Grants committee, and BEF president Angie Lemmons made the presentation along with two of BEF’s Annual Campaign contributors, Rick Cheshier from GVTC, and Aggies for Education, a group of A&M alumni.

“The TIG committee was pleased that the amount of requests nearly doubled this year,” Story said, “Happily, successful BEF fundraising enabled us to fulfill more grants. It was exciting to be able to fund so many innovative and necessary items to benefit the students of BISD.” Some of the grants that were awarded include: Assertive Technology for Dyslexic Learners $10,018, Science Technology Stimulus $6,303, iPads for Special Education $2,320, Shedding Light on Physics $1,881, Math K’Nexions $1,135, Educational Aquarium $549.

The grants are awarded as part of a competitive process, with teacher identity and campus affiliation shielded from the committee during proposal evaluation. The foundation received grant requests from 75 applicants totaling more than $300,000.

Funds to support the TIG program are the result of proceeds from BEF’s annual fundraising gala, Rock On, the Annual Giving Campaign and various other fundraisers throughout the year. Rock On Riviera, the 2016 fundraising gala, will take place on April 16th at The Cana Ballroom at St. Peter the Apostle Catholic Church.

The Texas housing market has been going strong the last few years. While it’s likely to cool off some this year, the chief economist for the Real Estate Center at Texas A&M University said now is still a good time to buy or sell a home.

Low interest rates make it an especially appealing time to be a buyer, said Dr. Jim Gaines.

The biggest challenge is the lack of selection.

“The only reason that it might not be a good year is some buyers may have a hard time finding what they want,” Gaines said. “We still have a shortage of existing inventory being listed for sale.”

Last month, Texas had a 3.1-month housing inventory. The Center considers 6.5 months a balanced market.

“You’ll have to work very closely with an agent or someone who is close to the market on a day-to-day basis, because in many of our markets properties are being grabbed up almost as soon as they come up for sale,” Gaines said, “often on the same day and with multiple offers.”

In other words, once you find a home you like, be prepared to act quickly.

This is good news for sellers, who will probably have no trouble getting the price they want — at least for the first half of the year.

“I think we’re going to see a slowdown in the housing market this year, but the market’s not going to stall,” Gaines said.

The median price for a home in Texas last month was $201,900, up $8,200 from the previous month and up $9,900 from a year ago.

“The past four years we’ve had this tremendous imbalance between the demand for housing and the supply being offered for sale. What I think will happen is the demand is going to slow down, and builders will keep supplying because they’ll find there’s still a very good market for new homes. People will decide now’s a good time to buy or sell, maybe before interest rates go up. The market will end up more balanced than it’s been.

“Buyers will start finding that home prices won’t go up as fast and maybe some bargains will come out there.”

In recent months, stocks have fallen sharply from their record highs, with one-day drops that can rightfully be called “dizzying.” As an investor, what are you to make of this volatility?

For one thing, you’ll find it useful to know the probable causes of the market gyrations. Most experts cite global fears about China’s economic slowdown, falling oil prices and anticipation of a move by the Federal Reserve to raise interest rates as the key factors behind the stock market’s decline.

On the other hand, the U.S. economy is still doing fairly well. Employers are adding jobs at a pretty good clip, wages are rising, home prices are up and overall economic growth has been reasonably solid. In other words, we are in a vastly better place than in the period before the Great Recession of 2008 and early 2009, when the financial markets bottomed out.

Nonetheless, it’s only natural that you might feel some trepidation over what’s been happening in the financial markets over the past few weeks. So, what should you do? Here are a few suggestions: Expect more of the same. Be prepared for more volatility, potentially including big drops one day followed by big gains the next. Until the factors considered responsible for the current volatility – that is, China’s slowing economy, low oil prices and the Federal Reserve’s decision on rates – have been fully absorbed into the market’s pricing mechanisms, big price swings, one way or another, are to be expected.

Don’t panic. The headlines may look grim, but today’s newspapers are tomorrow’s recycling pile. Volatility is nothing new, and the financial markets are more resilient than you may think.

Look for opportunities. By definition, a downturn occurs when investors sell massive amounts of stocks, but it actually may be a good time to buy them, while their price is down.

Look at the most successful businesses and their products and services. If you can envision these companies still being around and thriving in ten years, why wouldn’t you want to buy their stocks at potentially lower prices?

Diversify. During the downturn, just about everyone’s portfolio was affected. But if yours took a particularly large hit, it might be because your holdings are over-concentrated in stocks, especially the types of stocks that fared the worst. You may need to further diversify your portfolio through a mixture of domestic and international stocks, bonds, government securities, real estate, certificates of deposit (CDs) and other vehicles. Diversification, by itself, can’t guarantee a profit

or prevent against all losses, but it can help blunt the harshest effects of volatility.

Review your investment strategy. Unless your goals have changed, there’s no reason to revise your long-term investment strategy, even in the face of wild fluctuations in the financial markets. Still, it’s always a good idea to review your strategy at least once a year, possibly in consultation with a financial professional. You may need to make smaller-scale adjustments in response to changes in the economy, interest rates, and so on, but don’t abandon your core principles, such as maintaining a portfolio that reflects your goals, risk tolerance and time horizon.
