2020 is a very important year for the Nuclear Veteran community, the DNA Study at Brunel should publish initial findings and the Public Health England study will also provide new statistics.

We continue to press parliament for support of the Nuclear Veterans and we have a meeting scheduled with Jonny Mercer MP (Veterans Minister) at the end of April.

Nuclear veterans and their families are uniting across the world with the indigenous population of the testing places. A 40-year anniversary of the building of Run it Dome was held recently, which Susan Musselwhite and I participated via a remote link in an international

discussion regarding the descendants.

We continue to wait for an update from the Advisory Military Sub-committee which met at the beginning of February, we are pushing the MoD for a response and Chris Evans MP, raised the question in the Houses of Parliament and requested an answer by Armed Forces Day 2020.

Due to the Coronavirus, the board have taken the decision to cancel the research conference at Brunel and the Annual conference in Blackpool.

This decision is based on the advice from the NCVO and the government.

The All Tests Reunion will still go ahead a this time’ If you would like to raise any question, please do so through any of our communication channels, we are here to help you as much as possible.

We felt that it was necessary to expand the board, due to the volume of work that is ever increasing, the demands on members of the current board mean that many are performing two or three duties and with age and

family commitments, there is a need to expand. A new structure will enable the BNTVA to push forward as much as possible and continue to apply pressure and spread awareness.

We are pushing forward on many fronts this year, the Medal Campaign, the RECA program for the Operation Dominic families, the health of the descendants and the analysis of the findings of the two studies.

With March already here and much to do, the board wanted to ensure that the activities that are now essential to the smooth

running of the Association and the need to continue to grow into other areas, such as International co-operation.

It is a very busy year for the Nuclear Veterans across the world and we must ensure that we are prepared for any outcome, a new 5 year strategy will be published which will enable the BNTVA to remain focused on the members needs.

The board remains dedicated to the cause and with new members, we can push onwards and ensure that we are not forgotten.

Medal Campaign Update On the 21st of February 2020, our Chairman sent a Freedom of Information request to the Cabinet Office, this is their reply.

D

ear Alan Owen I refer to your request where you asked: I would like to make a request under the Freedom of Information Act about the Advisory Military Sub Committee established in 2018. Please could you tell me the full dates of its meetings in May, September and November 2019, and in February 2020.

I would also like to know the locations of those meetings, and who was in attendance. Furthermore, please provide details of which cases for a medal the AMSC is currently reviewing. I am writing to advise you that following a search of our paper and electronic records, I have established that the information you requested is held by the Cabinet Office.

requested falls under section 22(1) of the Freedom of Information Act. Section 22(1) protects information intended for future publication Section 22 is a qualified exemption and I have considered whether the balance of the public interest favours maintaining the exemption.

The Act recognises the desirability of information being freely available but acknowledges that there must be some freedom for organisations to determine their own publication timetables, which allows for the necessary preparation and administration to take place.

The exception in Section 22 requires the Cabinet Office to weigh the interests of the public in the context of timing of publication. The public interest against disclosure is that the Advisory Military Sub-Committee is independent of the Government and therefore has some discretion to determine its preferred publication timetable and format for releasing information about its work.

The public interest in favour of immediate disclosure is to give military medal campaigners information about which historic claims the Sub-Committee is considering and how the process is progressing. There is a firm intention to publish details of the outcome of each individual historic medal claim once the AMSC has considered the claim.

However, in line with other honours and appointments processes, information about the outcome in each case considered by the AMSC will only be published after each recommendation has been made, and HD Committee and The Sovereign has approved each one. We have therefore concluded that the public

interest is best served by withholding the information. The information within scope also falls within section 37(1)(b) of the Act (information related to the conferring by the Crown of any honour or dignity).

Section 37(1)(b) is not an absolute exemption, and is subject to the public interest test, which we have considered in relation to your request.

We have weighed up whether the public interest test is better served by the release of this information or withholding it.

We appreciate the importance of transparency in government that encourages public interest, and the public’s awareness of how the honours system works, and the way in which such decisions are taken.

Against these considerations, however, it is necessary to balance the public interest in favour of maintaining the relevant exemptions.

We also recognise that there is a public interest in the workings of the honours system. However, this must be weighed against the importance of confidentiality, which is essential to protect the integrity of the honours and without which the system could not function. It also ensures that those involved in the honours system can take part on the understanding that their confidence will be honoured and that decisions about honours are taken on the basis of full and honest information. Having considered all the circumstances of this case, we have concluded that the public interest is better served by withholding the information exempt under section 37(1)(b).

Volunteers Needed Dr Becky Alexis-Martin is seeking participants for her most recent study paper.

D

r Becky Alexis-Martin is seeking participants for her most recent study paper, which explores the experiences of genetic testing, intergenerational uncertainty and the British nuclear test veteran community.

Ripped Genes in the Anthropocene: Personal Apocalypse, Necropolitics and the British Nuclear Test Veterans Apocalypse originates from Greek, meaning “an unveiling or unfolding of things not previously known and which could not be known apart from the unveiling”. This notion of apocalypse in the Anthropocene is meaningful to the experiences of men who tested nuclear weapons during the Cold War. These men unknowingly distributed artificial radioactive isotopes into the environment during their work, unwittingly marking their bodies and the environment.

Yet, Cold War secrecy obscured the meaning and significance of their work from them, and a gradual unveiling of both facts and speculation has arisen ever since.

Notably, among the many uncertainties that these men have since encountered, is a concern about any potential hereditary consequences of ionising radiation exposure from their work.

This uncertainty has been transmitted across generations of “nuclear families”,

as family members become unwell. The community have sought genetic testing to try to understand their experiences, but the results are not yet out.

Through interview-based fieldwork, my paper explores how nuclear test veteran families memorialise, make sense of, and attempt to make themselves ‘visible’ in light of this contested hereditary risk.

By doing so, I reveal how the notion of invisibility extends beyond the materiality of the nuclear sublime that they have experienced, and also encompasses the political experiences of the veterans as they seek recognition for their apocalyptic, necropolitical and intergenerational trauma.​ This paper abstract has been accepted, and she is building upon her previous Nuclear Families fieldwork for the final paper. RAF Benevolent Fund Pilot locations chosen for new project.

L

incolnshire, Cambridgeshire, Suffolk and Norfolk have been chosen as pilot locations for a new project aimed at supporting members of the RAF Family who are facing loneliness and social isolation.

The RAF Benevolent Fund has launched its Community Engagement Worker programme to help RAF veterans and their families get better involved in their local communities. The scheme comes in response to research carried out by the Fund which highlighted the challenges which most concern the older generation of RAF veterans.

Welfare Projects Manager, Peter Ashcroft, said: “The Community Engagement Workers are just one measure the Fund has introduced to address the needs identified by our research. We have also introduced our Telephone Friendship Groups as well as our Group Well-being Breaks and additional holiday opportunities for those with personal care needs who might not otherwise be able to get a break away”.

“Last year marked the Centenary of the Royal Air Force Benevolent Fund and the start of a multi-year campaign which encourages members of the public to help us reach out to those members of the RAF Family who may have fallen off our radar and let them know, we are here to help. We are keen to ensure that every RAF veteran, no matter how long they served, receives the support their service to this county deserves. We will continue to ensure this through our financial support to individuals, through programmes like the Community Engagement Workers

and through financial support to charities like the British Nuclear Test Veterans Association do so much to support those who members of the RAF who participated in the British Nuclear Tests”. Social isolation and loneliness can be experienced by anyone and at any stage in life, but there are certain times in life when the risk can be increased; bereavement, living alone, moving to a new area or having a loved one move into care, poor health, reduced mobility or caring responsibilities.

All of these events can have a negative effect on your sense of well-being, and it is for this reason that in addition to the Community Engagement Workers, the RAF Benevolent Fund provides access to a Listening and Counselling Service across the UK, and where possible overseas. This service support people to get access to trained counsellors.

The Community Engagement Workers will assist individuals to become more involved in meaningful and regular socialable activities to help reduce feelings of loneliness and social isolation. This can involve providing practical support to overcome whatever barriers an individual faces to being better connected into their local community. This can include financial support from the fund to put in place, transport and respite care through to accompanying someone of their first visit to a social group to boost their confidence. Public Health England

Nuclear Weapons Test Participants Study (NWTPS) – Richard Haylock

O

n its formation in 2013 Public Health England (PHE) became the latest custodian of the NWTPS. The study began in 1983 when the National Radiological Protection Board was commissioned by the Ministry of Defence (MOD) to carry out a study of the health of participants in the UK nuclear weapons test programme following concerns being raised that participants in the tests and may have suffered ill-health because of their involvement.

From MoD records a study group of just over 21,000 civilian and HM forces persons were identified as having participated in test activities. A control group of 22,000 individuals was also selected to be like the study group apart from not attending any tests (e.g. servicemen who served in tropical or sub-tropical areas other than the test locations around the time that the tests were taking place).

The primary aim was to determine if there was any evidence of differences in the causes of and age at death between the study and control group. Similarly, the study also aimed to identify evidence for differences in cancer incidence rates between the two groups.

Then, if any differences were found, to determine if they were correlated with recorded external radiation doses.

The ability of the study to detect any potential adverse health effects that may be associated with the tests increase as the number of deaths and cancer cases accumulate. The third analysis which considered the health of the participants up

to 1998 was completed in 2003 when cause of death was known for 23% of each group.

Overall, the mortality rates in both groups were nearly identical and when compared to men of a similar age in the general population both groups were significantly healthier. For every 100 deaths in the general population 89 occurred among the participants and 88 in the controls.

Earlier analyses had observed a difference in leukaemia mortality rates between the two groups and although the difference was reduced in the third analysis it did still persist. A smaller difference in leukaemia incidence rates was observed but this was not statistically significant.

However, more evidence is needed to determine whether a difference in leukaemia risk between the participant and control groups persists with extended follow-up.

Since the third analysis deaths and cancer incidences among the study members have continued to be recorded on the study database and now the study has an additional 20 years of information available.

Given the continued interest in the health of ex-servicemen, and test participants in particular, PHE have recently reviewed the information available in the study. It was found that approximately 55% of the participants had now died more than double the number at the time of the 3rd analysis and many of those remaining alive had now exceeded current UK average life expectancy.

Because of this increased information the statistical power of the study to detect difference in mortality and cancer incidence

risks with the general population and between the veteran and control groups is now greatly increased.

As a result, PHE have agreed with the MoD to undertake a full fourth analysis.

This analysis will compare mortality and cancer incidence rates for over eighty different disease groupings (about half cancers and half other non-cancer diseases) between the participants and controls and with the general population. With

the additional follow-up time the analysis will also examine variations in risk with time and with dose (among those who were individually monitored for radiation exposure) that were not previously possible.

The calculation stage of the analysis is now complete and PHE are working towards preparing a detailed paper to be published in a peer reviewed scientific journal later this year.

Mr Dave Whyte has been fighting the MoD for 30 years, in his latest letter, he has taken his fight to Appeal.

THE PROOF REGARDING RADIATION LEVELS AT CHRISTMAS ISLAND There have been many lies expressed by the Ministry of Defence regarding radiation levels at Christmas Island in 1958. Their cowardice, in giving true information regarding the levels of radiation received, is proven with the following facts: Mr R Cockerill (AWE)

has stated that the radiation level I received for my entire tour of Christmas Island, after witnessing three Hydrogen and two Atomic bombs was 2.4 mSv. How did he arrive at this pathetic figure? Was he told to give this figure by some unknown individual?

Publication ES1/602 (page 3) states the radiation level at Ground Zero 1 ½ hours after

detonation of Pennant was 1 Roentgen = 10 mSv. Although I am fully aware the figure was much higher due to the half value thickness of the bunker and soil surrounding the area we will continue with the figures expressed in ES1/602. It took NINE days (page 4) for the radiation level to come down to normal working levels.

(That = 216 hours).

I was working at Ground Zero Two hours after the detonation until 4½ hours after detonation.

If we look at the graph (page 5) showing the decomposition of radiation levels, we discover that the radiation levels during the period which I was at Ground Zero must have been ‘NINE mSv’. That is over THREE times the limit that Mr Cockerill quoted for my entire tour of duty, yet

this only account for One Hour in Ground Zero. I have attempted to explain the true facts in court, but, have been pushed into “Kangaroo Courts” where the ‘ Acting Judges’ have no interest in hearing the truth.

‘Directions’ given by Judges are ignored, and forged documents being used, with no action being taken against the offenders.

It would appear the Ministry of Defence are bringing the

shown here! Is this the reason for the cowardice in refusing to hold an unbiased trial?

Perhaps it is time for the General Public to be told the truth.

There were 12 radiation film badges issued to the TSFG (Technical Services Forward Group).and it is falsely reported that only ‘TWO’ were returned! Why was there no investigation held to discover this anomaly? This was another of the Ministry of Defence’s LIES? The radiation levels for the Burgee detonation were 1 ½ times greater than those of Pennant. It would appear the inveterate lying is the same, at all of the British Experimental Test Sites! Service Personnel are being treated as “Third Rate” citizens in the Country they were willing to give their lives for!

I would be rather interested, to receive your reply on these matters.

12th February 2020 Dear Sir I write to your magazine regarding the letter entitled “ I felt the force of the H bomb” which you featured recently.

Clearly no research was carried out into the subject matter prior to publication otherwise it would have been recognised as a seriously contentious matter.

Many servicemen were exposed to the effects of the nuclear tests and have suffered the after effects ever since. Some of their

descendants have been born with defects as a result of the exposure and therefore the statement that none of the writer’s descendants are “remotely halfwits” is in extreme bad taste. The whole content of the letter can only rub salt in the wounds of anyone involved in the testing. They were sent by the government of the day to take part in something which has left them and their relatives with a lifetime of suffering and guilt. Successive governments have refused to
