StESESSSegi SSEifJMS BEARING TRUST We've been on the job for 18 months now with the BNTVA Research Project and I think we're beginning to see results There's been good press coverage of the information we've been releasing from the Death Certificate Study and the Questionnaire Study as we have reported them to professional conferences The New Zealand Government have changed their policy on pensions for their veterans and are now surveying the effects on children. The Australian Government, has appointed a senior epidemiologist to review the UK data and see what the implications are for the Australian veterans.

The UK MOD, have acknowledged that the number of multiple myeloma cases in the BNTVA alone require further study of the whole group. But perhaps most importantly, we are moving beyond the epidemiological / survey stage to developing a clinical and pathological programme that will quantify the damage done to individuals by radiation exposure 40 years ago.

Dundee University Medical School, have approved the formation of a high level team for this second stage, including state of the art radiobiologists from St. Andrews University.

The team has agreed a research agenda that should give us clear results in two years, once we find the £250,000 that is necessary for all the technical work.

When we get going, we will1 ask a 100 veterans to come to Dundee for a day to have dental and blood samples taken together with full clinical history Meanwhile, the evidence we have is beginning to win cases at the WPA tribunals.

News from London Branch Once again a New Year brings us new hope and feelings of j jmaybe this year. Our thoughts go, of course, to Strasbourg The New Year also is when the Public Record Office releases new records under the 30 year rule and time it was records ending in 1968 Unfortunately there were no new records relating to UK atmospheric nuclear weapons testing France tested nuclear weapons in 1968 and Britain monitored them. They Canberra aircraft from Peru to monitor the fallout cloud To decontaminate the aircraft they tlew through rain clouds. Not much improvement from 1958 and the planes were still radioactive when they landed. There is no evidence that they gave the Peruvian authorities the full details of what they were doing. I wonder if radioactive waste is still buried their.

Other records included planes to improve or revise the nuclear weapon safety plans which were first developed in the early 1960's and a list of possible UK nuclear targets/ cities e.g. .

London or airfield’s e.g. : Marham or nuclear submarine ports e.g. Devonport are included This list is pretty much as one would expect.

r LOOK OUT FOR OUR MEMORIAL STONES! Just a reminder to one and all that we have our Memorial Stones in Liverpool, Portsmouth, Leicester, Birmingham, Manchester, Leeds and Risca - South Wales !

Each stone was kindly donated by the Co - Operative Funeral Services.

We have a stone in Paisley - Scotland, but this however was purchased with member donations. If you are in any of these areas, why not spare a little time to visit them and say a little prayer.

Having said that, it leads me to our memorials in Blackpool and Durham.

It was in Blackpool in 1994, the AGM had just finished when Peter Bennet approached me and requested I try to obtain a memorial for the North east, perhaps in Durham Cathedral. Within 5 or 6 weeks, the Co - Operative Funeral Service in Newcastle upon Tyne, confirmed that they would once again be pleased to oblige and donate a memorial, that was in November 1994.

Since then, we have been punched from pillow to post, refusal of the site, paid for planning permission etc, only to be met with refusal again. Why all the hassle 0 I failed and still fail to understand !

However, all is well here in 1999, in that our Sheila Gray, approached Cllr. Jim Vaughan of Stockton on Tees Council and Frank Cook MP, lo and behold, our stone will be dedicated in the Garden of Remembrance, Station road, Billingham, Stockton on Tees at 2pm, Saturday May 15,h 1999. Our Chaplain Canon Nicholas Frayling will conduct the service along with local clergy and Frank cook MP, ( one of our strongest supporters in Parliament) has agreed to unveil the Memorial Stone.

Please, if you are to attend, notify Mike Reid on 0191 5498 7620 ASAP so that he can arrange the catering.

Stockton on Tees Council, are really looking after us in that they are giving us a civic reception and laying on buses to and from the Civic Centre to the Garden of Remembrance. This brings me to the Memorial Stone at Blackpool.

In my report, I told you of my two periods in hospital Oct - Nov and Dec - Jan. The former resulted in my missing the service of the unveiling of our stone in Leeds. However, they were in my thoughts and prayers and lying there in my hospital bed, I prayed that the good Lord would let me pull through ( again ).

During this time, it occurred to me to try to get a memorial in Blackpool's service Army Citadel. When to hold the service ?

There was only one answer - at our service on Sunday 25th April 1999.

Sid Harris, came to the rescue and approached the Co - Operative Funeral Services on my behalf. Sheila, wrote the necessary letters and once again, these good people came to our aid. They have kindly donated a brass plaque which will be erected in the Citadel.

The dedication and unveiling will take place following our usual Sunday morning service., the day after our AGM. Full details will be available at the AGM. Weather permitting, we will have our march through the town and following the service, refreshments will be laid on.

Over the past year, the Association has had a very good share of good publicity, which generated many new members from all over the country and I wish to extend a big welcome to you all.

The excess cases of multiple myeloma, our research found, was as expected. It was brushed off by the MOD and. as usual, they would not comply with our request to allow an independent body to scrutinise the NRPB's files !

It was very good news when I received Dave Savage's Tribunal result. The Chairman not only allowed dave's appeal, but also questioning the NRPB's study ! It's good to know that this is now on record and may be helpful to other participants in the US tests in 1962.

The very special relationship that the UK and US comes into question when an agreement between the two governments states that - any British personnel, injured as a result of the US tests, the US would accept responsibility. This is not an agreement which was kept. In Dave's case, had he been a US serviceman, his condition would have been accepted without question ( US Compensation Act 1988 ).

Unfortunately, however lie is a British serviceman and we all know what that means - unfair restriction - unqualified and pre - judged tribunals - secrecy and inconsistent tribunal decisions.

All of this could easily have been solved if legislation, similar to the US compensation scheme, had been adopted by the British Government. As it is. arrogance and ignorance prevailed and that is why we decided to go to Strasbourg.

The new government stated . after the election, they had studied the NRPB's report and agreed with the findings. Many of us thought that we had a clear road ahead when Labour became our government and they would accept the nuclear veterans with open arms. Not so. don't be fooled by them. I warned you at the AGM last year - expect nothing from them as politicians arc born liars !

This may sound as if we are politically minded, not so. we arc above politics but unfortunately, we have to deal with them in our work. We are lucky, that not all MP's arc alike. There arc many Labour MP's fighting on our behalf and to those we say thank you.

As to the present situation. How far can we go ?

What have we achieved as an association ? Arc we too conservative with a small “c” )? How can we be more effective ? I believe, in some respects, that apathy has set in to parts of our association. Notice that I said “parts" as there arc many still working a 25 hour day on our behalf. In the past. I have heard of the F.U.J. Brigade but have turned a blind eye to them as this attitude docs not help us. We have a job to do and the only problem is that it is very tiring.

7davs a week. 24 hours a day.

We Have, over die past few months, had numerous phone calls/letters from members, asking if we are still going as an association or complaining that diey have not received a Magazine since Easter 1998.

YES, with a capital Y. We are still going as strong as ever, if not stronger. WE WILL, WE MUST keep going until we see JUSTICE DONE for all of our people. Mistakes may or may not have been made, only time will tell, but we must stick togedier and keep battling.

We have the leadership of our Chairman and our Executive Committee. We also have a very special ally in Sue Rabbitt Roff, who is conducting die Nuclear Tests veterans research Programme. We also have our secretary, Sheila Gray, who despite personal problems works NON STOP for us and also widi Sue on die research.

Alas our benefactor, Peter Wylde, is no longer in die position to supply our usual Magazine and he sends his regrets to one and all. He has however, supplied our envelopes for this issue for which we are grateful. PETER, WE SINCERELY THANK YOU FOR ALL YOUR HELP PAST AND PRESENT. It is widi deep, deep sadness, that I have to report the death of my dear friend Terry Mercer. Indeed Terry, was everyone's friend !

100's of BNTVA members will remember “little” Terry, ex NAAFI at Christmas Island. Our deepest sympadiy goes out to Terry's family and indeed to all our families who have suffered die sad loss of a loved and dear one.

I repeat our Chairman's words in extending a big welcome to all our new members and welcome to our extended family.

Last September, I was contacted by a leading writer Paul Lewis, to comment on my experiences. I was arranged that he visited me to interview me along with odier veterans for an article to appear in the SAGA magazine I duly arranged for Hughie Highton, Chris Rowlands, Sid Harris and Bob Parkinson, to meet Paul at my home. It resulted in a wonderful 3 page article in die November Issue of SAGA. On October 16th 1998, I was rushed into hospital widi breathing problems, where I remained until 5th November and again on 23,d December - 7lh January. All in all, during this period, I have received over 70 letters from veterans wishing to join our ranks because of this article ! Needless to say, I was not able to reply to each one, but “OUR ANGEL”, Sheila Gray did I sent Sheila die letters, and she replied to each one, many thanks Sheila !

To diose who wrote to me, thank you and at die same time apologise for not being able to reply to you personally.

Of course, it is many thanks also to SAGA's Paul Lewis and the Editor Paul Bach, for die wonderful job that they did on our behalf.

Finally, to BNTVA members old and new, I wish you all well and trust diat we meet at our AGM in Blackpool on Saturday 24th April at 1.30pm. Don't forget we also have our Church Service the next day 25th April and this is something not to be missed.

AN EASTER MESSAGE FROM OUR CHAIM AIN Easter is about hope, new life and peace.

From the earliest days of the Christian church, believers have rejoiced that God casts out fear and never so much than at Easter, the great Festival of Christ's resurrection, when death is destroyed forever.

Resurrection, casts out fear: fear of the authorities, fear of the future, fear of the unknown.

The first companions of Jesus, were fearful people, whose fears were changed to faith and action At this special time then, we can face our own fears in the faith of the one who faced his own fears, far greater than ours, and overcome it.

We too can overcome our fears, real as they are, because of what our God has done.

Paul, is an eminent, semi retired surgeon and his wife is a physiotherapist. They are going to be part of the Clinical Assessment Programme, that Sue and I told you was going to take place up at Dundee University Medical School.

Hopefully, it will be commencing later this year. Both Mr. & Mrs. Preeece have shown a great interest in our illnesses and are looking forward to talking to as many of you as is possible.

Through the continued kindness of Pat & Wilf Taylor, the meetings will take place, once again, at the Granville Hotel, 12 Station Road on Saturday morning 9-12 noon, prior to our AGM in the afternoon.

There will be no need to make an appointment, just turn up at the Granville and you will be seen Sadly, we will have to limit you to about 10 minutes so as many families as possible have the chance to meet and talk.

We hope many of you will take up this opportunity to meet, in private, as it was a huge success last year !

John Cole, South Cheshire & North Staffs Branch writes: The painting that Jack Ashcroft donated to the Crewe branch, was raffled off at the AGM and helped to raise £300, which we were pleased about, however we are not so pleased about the result from Strasbourg, but as there seems to be a problem with the panel of judges, I feel more confident about our appeal.

Sue Roth and Ian Anderson's reports, were first class as were the Chairman’s and Executive Committees reports Hoping the Kiribati appeal will be a success, I am disgusted at the governments refusal to clean up the mess left behind on Christmas Island.

Recently, 1 was contacted by Mrs. Gwen Peever, via Ken McGinley Gwen, rang to say that she had lost her husband Rowland, he had sadly died of cancer in late August.

Rowland, had served in the navy for 9 years and witnessed the first test at Christmas Island on April 28th 1958.

The ship that he was on H.M.S. Cook, sailed through the clouds following the explosion, and we can draw our own conclusions from this exercise.

She will then contact the appropriate Representative and Committee Member. Sadly, there are many veterans dying without us knowing or hearing about it until its too late.

It is always awkward asking for a death certificate, but you will understand, we do need this for our records showing cause of death. When someone dies, it does not mean that he stops being a member !We say, once a member, always a member, so please help us to achieve this._______
