ONDERZOEK ARCHITECTUUR GETOETST DE FACULTEIT BOUWKUNDE IS EEN FACULTEIT DIE WETENSCHAP OP EEN

INTERNATIONAAL HOOG NIVEAU NASTREEFT. MAAR HOE WAARBORG EN TOETS JE HET NIVEAU VAN HET EIGEN WETENSCHAPPELIJK ONDERZOEK?

BK CITY – Dat kan natuurlijk op verschillende manieren, maar een gebruikelijke toets binnen de wetenschappelijke wereld is de peer-review (vrij vertaald; collegiale toetsing). Op 4 november aanstaande staat zo’n collegiale toetsing gepland voor de afdeling Architectuur.

Een peer-review is altijd open voor publiek, u bent dus uitgenodigd.

De afdeling Architectuur neemt een kleine dag de tijd om met behulp van externe deskundigen het (geschreven) werk van onderzoekers en docenten van de afdeling Architectuur te onderwerpen aan een kritische blik.

De focus van de dag ligt op de presentaties van het onderzoek van de vier promovendi van de verschillende leerstoelen van de afdeling Architectuur: Jorge A. Mejía Hernández, Birgitte Louise Hansen, Esther Gramsbergen en Sanja Cvjetko Jerkovic. Deze onderzoekers zijn in verschillende stadia van hun promotieonderzoek en presenteren dan ook verschillende producten, uiteenlopend van een probleemstelling tot volledige resultaten van hun onderzoek.

De peer-review is overigens een methode die niet geheel vrij is van controverse. Zij valt of staat bij de kennis en vaardigheden van de peers, deze moeten immers de presentaties toetsen op hun kwaliteit.

De afdeling Architectuur heeft in ieder geval zijn best gedaan een (internationaal) sterk team samen te stellen, te weten: Karel Davids van de VU Amsterdam, Felipe Hernández van Cambridge (UK), Thomas A Markus van de Universiteit van Glasgow (UK) en Marcel Smets van de KU Leuven (BE). Deze peers zijn gevraagd omdat ze specifieke expertise hebben over de onderwerpen die worden onderzocht binnen de afdeling Architectuur.

De promovendi geven eerst een lezing over hun onderzoek, waarna ze in publiek debat gaan met de peers onder leiding van Tom Avermaete (onderzoeksnestor van de afdeling Architectuur). Ervaring leert dat dit boeiende discussies oplevert over onderzoek en methodologie in het veld van de architectuur.

STUDENTASSISTENTEN OVER ONDERWIJS OM HET NIEUWE STUDIEJAAR GOED VAN START TE LATEN GAAN, ORGANISEERDE BK ONDERWIJS OP DINSDAG 12 OKTOBER EEN DISCUSSIE OVER HET ONDERWIJS OP DE FACULTEIT VOOR STUDENTASSISTENTEN. DE OPKOMST WAS HELAAS ERG LAAG. BK CITY – BK Onderwijs is een overlegorgaan bestaande uit Stylos, FSR en het MT-studentlid, met als doel door samenwerking en afstemming de slagvaardigheid te vergroten bij de vertegenwoordiging van studenten. Een week na de discussie van 12 oktober bespraken de leden van BK Onderwijs de uitkomsten van de discussie met decaan Wytze Patijn en onderwijsdirecteur Krik van Ees. Tijdens de discussie werd over verschillende onderwerpen gedebatteerd: techniek in het onderwijs, het eerder specialiseren in de Bachelor, het eerder sturen van studenten richting de Mastertracks (waarbij in de Bachelor meer aan bod zou moeten komen dan alleen architectuur), de vermindering van het aantal keuzevakken, de numerus fixus, voortgangseisen als de harde knip en de bezuinigingen.

Vooral de numerus fixus en de harde knip waren onderwerp van gesprek. Vanaf 2011 wordt een numerus fixus vastgesteld om de instroom Bachelorstudenten te beperken.

Vanaf 2013 wil de faculteit studenten aan de poort selecteren. Verschillende opties voor zo’n selectie werden besproken, bijvoorbeeld

een toelatingstoets of strengere selectie na het eerste jaar, ook onder studentassistenten was er dus duidelijk nog geen overeenstemming over de juiste wijze van selecteren.

Ook de harde knip was een hot topic. Deze maatregel werd over het algemeen te hard gevonden: een half jaar gedwongen niets doen omdat je 2 ECTS mist, werkt juist studievertraging in de hand. Krik van Ees merkte terecht op dat de harde knip een TU-brede maatregel is die niet zomaar veranderd kan worden, maar verzachting is wel aannemelijk. De eerste resultaten van de harde knip moeten worden afgewacht.

Ondanks de belangrijke onderwerpen was de opkomst van de studentassistenten op de debatmiddag op 12 oktober erg laag. Daarom is dit artikel tevens een oproep: laat je stem horen, wees betrokken!

Nieuws 3 A Talk with the dean: My living faculty 2

B NIEUWS SPOKE TO THE DEAN RECENTLY ABOUT THE ONGOING financial CUTS AND THE MEASURES THAT MUST BE TAKEN TO BALANCE THE BUDGET. THE MESSAGE WAS CLEAR: “THE FACULTY IS STRETCHED TO THE LIMIT.”

BY ANNA GHIJS AND PETER SMISEK In a print out of the PowerPoint presentation that was presented to the Executive Board of TU Delft, the dean points to a picture from the book, Through the Looking Glass. It shows the Red Queen, running with Alice in tow.

The picture is accompanied by the quote: “Now, here, you see, it takes all the running you can do, to keep in the same place. If you want get somewhere else, you must run at least twice as fast as that!” It is meant to illustrate the fact that all the financial means available to the faculty at this moment are sorely needed to keep things running. There’s no financial room for an extra leap forward. Cutting the budget even more is not possible considering the number of students registered at the faculty.

In an overview of possible cost-cutting measures over the next 4 years, the dean shows how the required budget cuts are not feasible. Balancing the budget by 2014 will not be possible according to this scenario. There are a number of reasons why this is the case. The measures that have been taken, such as the introduction of the numerus fixus, will only take effect after 2014. This is because new registrations are but a part of total student numbers.

There is still currently a large student body which will decrease at a slower rate than that the budget cuts must take effect. Add to this the high student/staff ratio at our faculty and it becomes clear that a different financial tool must be used to assess the situation at the faculty compared to other faculties. The fire in 2008 put the faculty in the international spotlight, causing first year registrations to spike in the following year. The faculty is therefore in many ways becoming a victim of its own success.

The steps to reduce the student population are the Binding recommendation of continuation

of studies (BSA) and the introduction of the Numerus Fixus. New measures that have been suggested are reducing the Numerus Fixus and extending the BSA, a stricter portfolio evaluation and a BSA after MSc1. These measures could bring student numbers down from 3500 in 2011 to 2500 in 2014, which is 25% less than in 2009. ‘Selection at the gate’ is the second option which is a more difficult way of restricting student numbers. This option is preferred by the architectural profession and also by the government.

Other cost-cutting measures include overhead costs, which are, at the moment, running too high. For example, the building itself requires large sums of money, just to keep it running.

The needed investment, BK City SLIM, will try to reduce this component of the budget. It means reducing not only the energy bill, but also sketches different scenarios for lowering the housing costs of the faculty.

For example, graduate students could rent a studio to work on their final project. Another proposed measure to cut costs is to find the right balance between the centrally and decentrally provided services, such as Facility Management or Marketing and Communications. These measures are where the real savings can be made, the dean points out.

Another important conclusion of the My Living Faculty 2 presentation is that the research portfolio of the faculty is under pressure,

as the Executive Board wishes to increase the amount of research output at the faculty with fewer funds. Although the plans do not foresee a significant decrease in the number of research staff, it does plan for less working hours of research to be done by the personnel. In order to accomplish these savings, there are a few steps that need to be taken.

Firstly, research institutes like OTB and DSD need to be reorganized. Secondly, the plan foresees an increase in external financing of research. Lastly, a graduate school could bring in the needed finance.

The last point of our talk is personnel reduction and reorganization. It was noted that the reorganization of the faculty curriculum, staff and resources must go hand in hand with natural attrition, which can provide savings in the long run. In this way, no employees will be made redundant; their contracts will simply expire. The dean sees this as an opportunity to introduce a thorough and integral reorganization.

The faculty is willing to reorganize and save, as long as the engine can keep on running.

According to the dean, the demands of the Executive Board are unrealistic and cannot be met if the faculty is to maintain and improve upon its standards.

BK Strikes Back?

“The French strike again!“ I always loved this little joke that my brother used to make.

Another friend once mentioned that French students always strike. Even in high school; there is always at least one strike planned for each school day. As for our local conditions…

I believe there were reasons enough to strike in the last few months. The new right-wingish government.

Less public money in culture and education. Less money and less teachers for Bouwkunde. The shameful way that our new Rector “Magnifique“ seems to (ab)use his newfound powers. The fact that there are not enough kiwis in the canteen. Or too many. Or that there is a quota on new students. Or that the Hyperbody graduation studio got cancelled this year. Or that curricula are still a mess and keep on changing almost every semester…

So why isn’t anything happening? Is it because students are more self-absorbed than in the sixties and the seventies? Of course, but don’t blame solely us. We have enough distractions and occupations, without having to think about going somewhere and holding up a banner in the cold, wind and rain. We have facebook, twitter, blogs, iPhones (or BlackBerries), laptops (yes, plural), several email addresses and not enough time.

Sure, we’ll sign an online petition against pretty much anything we don’t like. Or just simply tweet about it. But don’t expect us on the barricades any time soon.

The point isn’t that we don’t care. We do. We just show it differently. And while tweeting hasn’t toppled any governments (yet), give it some time.

The new activism is virtual.

Those in charge just need to realize that so is their power.

The rest of the world really just has to catch up with us. In the meantime, read this lovely organic, free-range issue of B Nieuws. Locally produced, without artificial flavourings and child labour. Now that’s something no-one could protest against.

NEW TOWNS AND POLITICS: FOREVER INTERTWINED NEW TOWNS HAVE ALWAYS BEEN A DIVISIVE TOPIC IN ARCHITECTURAL CIRCLES. SOME APPLAUD THE EFFORTS TO BUILD A MODERN CITY FOR A MODERN SOCIETY, WHILE MANY DECRY THE TABULA RASA APPROACH IN THEIR PLANNING AND THEIR INFLEXIBILITY.

NO “BEST TEACHER” NOMINATION IN 2010 RECENTLY AN ARTICLE WAS PUBLISHED IN DELTA IN WHICH FORMER STUDENT COUNCIL CHAIRMAN MICHAEL VAN LITH CRITIZED STYLOS FOR NOT NOMINATING A TEACHER FROM THE FACULTY FOR THIS YEAR’S TU ‘TEACHER OF THE YEAR’ AWARD. BK CITY – B Nieuws went to speak to the new Stylos executive board to get the scoop and find out whether Bouwkunde will be selecting a teacher for 2011. The newly installed Stylos board was caught off guard by the matter which was based on decision by last year’s board. The TU Delft invites faculty student associations to submit a nominee in May, the deadline for submission being September 30th. Last year’s board, putting emphasis on other pressing matters at the faculty, chose not to put the awards on the agenda. Student party ORAS disagreed with this point of view and did their best in September to convince the new Stylos board to organize a last-minute nomination round. Eva Gaaf, new Stylos board member for education: “We would have had two weeks. It wouldn’t have been possible to hold a serious poll in that time.”

How does the new Stylos board feel about last year’s decision? Quirijn Petersen, Stylos’ other board member for education: “We understood why they chose not to participate, though this board sees it differently: we see the advantages.” The board is looking at options for a 2011 ‘best teacher’ election. A visit to Industrial Design’s student association, i.d, was planned in to see how ‘best teacher’ elections are held there. Quirijn: “They have a broader approach then just picking one teacher for one prize. They have several prizes. Instead of allowing the number of votes to be the deciding factor, they look at the reasons motivating students to vote for the teachers. In that way they try to stay away from a format that is too much like a popularity contest.”

Stylos sees a similar election taking place at Bouwkunde.

The question is whether one of the winning teachers, when this system has been put into place, would be nominated for the TU award. Eva: “That’s a possibility. It would be one of the winners that emerged from this process. That would take place in the summer of 2011.”(AG)

BK CITY – The New Town Conference on 11th and 12th November 2010 takes place in Almere, an exemplary new town that went from the upwardly mobile socialist utopia of the sixties and seventies, to today’s city whose very existence and ideology is being questioned.

The conference organized by The International New Town Institute (INTI), TU Delft chair of Design and Politics and some other institutions in the Netherlands, is aptly named “New Towns and Politics”. Its aim is to look into the ideals and realities of these 20th century new towns, and what

became of them. “These towns were conceived as complete and planned communities, according to principles that have common roots in the early 20th century tradition of town planning - and then once you hear their stories next to each other many other similarities appear; but also incredible, sometimes spectacular differences” says Wouter Vanstiphout, professor of Design and Politics at the department of Urbanism and one of the organizers of the conference. The conference itself seeks to show these differences and similarities on all different levels. From the ideological all the way down to the user experience. “The user experiences can be diametrically opposed even when they live in towns that are typologically

identical, but have been realized in different economic, cultural or political circumstances.” A modernist new town in China from the noughties is very different than a modernist new town in the Netherlands from the sixties.

One might find the conference lacking in the “golden oldies” of new towns (say St Petersburg, or even Cologne). But it is because the 20th century new towns are in crisis (not only economically but also ideologically) that makes them an interesting subject to study and debate. “In Dubai, the crisis revealed the literal and figurative emptiness of the new developments, and brought them to a screeching halt, creating contemporary ghost towns,” Vanstiphout continues. “We believe there are specific social urban challenges that are created by the fact that these communities were built fairly recently, according to similar models and according to modernist plans”.

Whether architects can really help to relieve new towns’ plight is a question. “In China architects can ply an enormous role at the stage of the competition, but then can be marginalised once the building starts. In many other countries, like the Netherlands in the sixties and seventies, architects were less important than planners, sociologists and other more specialized professions” Vanstiphout says.

The conference next week will undoubtedly answer many of these questions, as well as raise new ones. So hurry up and apply!

BIOGRAPHY Qingyun Ma was born in 1965 in Xi’an, China. He obtained his BSc of Architecture degree from Tsinghua University in Beijing and his Master of Architecture degree from the University of Pennsylvania. He has been visiting professor and critic at Harvard, Columbia, and the University of Pennsylvania in the USA; ETH Zurich, Berlage Institute, and Berlin Technical University in Europe. He started his office MADA s.p.a.m. now a global architectural firm, in New York in 1996, and moved his office to Shanghai in 1999. In 2006 Ma was appointed Dean of the School of Architecture at the University of Southern California in Los Angeles. In that same year, he founded the American Academy of China, which received considerable political and economic attention in 2007.

He was invited by the Shenzhen government to be the chief curator of the 2007 Shenzhen and Hong Kong Bi-city Biennale on Urbanism and Architecture.

Since 2009, Ma has been working as the architecture design consultant for urban development for the city of Los Angeles, and in 2010 was invited by Disney Headquaters in California to be a consultant for the Shanghai Disney Project.

B Nieuws spoke with Ma about the extremely fast development of his country, the works of his office MADA s.p.a.m. and his opinion on how architects are educated at the moment. He also discussed the differences between building and design in China and the west and how the architectural world can take advantage of developments in China.

You will be the the first nonwestern lecturer in the Designers of the Future series. Is (your region in) China developing a different and perhaps better future for design practice than the so-called 'advanced' western countries are?

Design should be seen as a manifestation of social organization. If the country has undergone a transformation in the last 20 years, so has design, which should never be judged by style, form or even technology. In China, it is the notion of regeneration or absolution that has transformed the nation and the design field.

Therefore, my design work should be seen as an integral part of the expiration and regeneration.

Your work, due to its formal attitude, has a strong Chinese aspect, but is also quite international. Do you agree with the definition of your work as eclectic?

Precisely so, but the eclectic nature does not in the first place originate out of the Chinese

versus the International. The eclectic nature rides both on the relationship between society and the office and the designers and myself.

Your early work shows strong links with traditional Chinese architecture, though your more recent work doesn’t seem to bear this reference. Is this a deliberate choice?

I feel that once the works are being constructed, they become ‘Chinese’, because building processes in China are Chinese.

My more recent works have been much more ‘organic’ to the building process, and therefore, I think, even more Chinese.

How do you look at the work of foreign, mostly ‘western world’ architects in China? Do they lack a good understanding of vital (cultural) elements as history or society?

The western architects’ role in China is not to be representative of the society or history. Rather, they play a role of agitation, which is as important; the best agitation of an organic body is foreign intervention.

The design approach of your office, MADA s.p.a.m., incorporates not only architecture but

also issues such as politics, tourism, planning and strategy.

Can you share your thoughts on this approach?

One of the most important goals when starting MADA s.p.a.m. was to create a participative practice which reaches out to reclaim the responsibilities that architects have voluntarily abandoned. In the last decades most architects abandoned planning and strategy, but also for example financial and commercial management. To be successful in our approach I believe it is of great importance to incorporate these issues. It is a way that does not directly relate to what you call design. I think to design is to create a context in which design can take place. It circumscribes what design can interview – and helps to define systems and deliver a product.

Clearly your design strategy puts emphasis on different areas than the 'norm' as mainstream architecture does.

Do you believe these areas should be of first concern in future architecture, and why?

The ‘norm‘ is a powerful notion in China. It is defined by what the majority of society embraces, but at the same time, it supplies what the majority of society is derived

Some of the more widely known problems facing China concerning urban planning are that of extremely fast urbanization and the phenomenon of the so called ‘floating populations’. What is your opinion on these developments?

These problems you are describing, force us to engender a lot of positive developments in China.

The internal mass migration, mostly from inland villages towards China’s coastal cities, often called floating population, is extremely compelling for China to understand urbanism. Many ideas and much intelligence are extracted from the floating energy. Because it is a maturing and even testing period, speed is only advantageous.

As Dean at the University of Southern California, what do you believe is the most important issue in teaching architecture and urbanism to students nowadays?

The focus must be on the global because that becomes of more and more importance. Students must understand global culture and how architecture and urbanism play different roles in this global culture, either forming it or being formulated by it.

You speak of fundamental problems in the design approach of the advanced western countries. These fundamental problems must be embedded in our educational systems. In order to change this how should we adapt our university’s approaches? And are you implementing this at the USC? A university should never be a place where just skills and styles are taught. The university should bring up fundamental beliefs and ethics in architecture. Construction design must be seen as a social and political organization in which materials and energies are juxtaposed and optimized. What I have tried to implement at USC are various platforms where social forces and knowledge are put together for new ways of envisio-

ning design and planning.

What is your view on design/ architecture education in China?

Design/architecture education in China is totally backward and not really taking the huge advantage society has offered. For instance, we should employ as many foreign architects as Chinese designers on research, technology, and methodology for future cities and habitats.

How do you combine your work and office in Shanghai, with your position as dean at the USC? Most of the time I stay away from the office so I can be more effective in my work. Nowadays my communication is largely

In previous lectures you encouraged designers to see their ‘planning role’ as a role as that of a curator of the city, wherein the city is a temporary set of relationships and the city as a physical construct is rejected. Is the biggest mistake planners make, trying to solve a problem only by physical means?

Yes, absolutely, planning is putting the right relationships together. Designers should take it into account much more as a city exists out of a very complex set of relationships. Reacting to problems by only focussing on the physical body of the city will not provide suitable solutions for the city.

How do you expect China and with that the world, when focusing on design and planning, to change and evolve in the coming future? And in relation to the above, what will be, or must become, architects role in this future?

What is pressing in China now, is the agricultural dilemma. In order to reach a future with better conditions, the agricultural landscape must be investigated.

A successful strategy with the density of the countryside would be to slow down the current urban process and help us gain time to find the technology in achieving a higher density city.

ALS AFSLUITING VAN VIER JAAR AFSTUDEERSTUDIO ‘PUBLIC BUILDINGS’ WAS DE TENTOONSTELLING ‘NOORD PUBLIEK – VOORSTELLEN VOOR EEN ONGEDEELDE STAD’ GEORGANISEERD. DOOR SIMON SCHEEPENS De tentoonstelling was een samenwerkingsverband met studio Interiors, het architectenbureau LÖHMANN’S Architecture • Urban + Industrial Design in Amsterdam, het stadsdeel Noord en projectbureau Noordwaarts.

Heike Löhmann, tevens docent bij Interiors, was initiatiefnemer, curator en ontwerper van de tentoonstelling. Amsterdam Noord is jaren het ondergeschoven kindje geweest in de ontwikkelingsplannen van de stad.

Een gebied met nog veel industrieel erfgoed aan de waterkant, waarbij in de beeldvorming de slechte verbinding met de rest van de stad domineerde. Door de Noord/Zuidlijn heeft de stad de slechte verbinding aangepakt en de weg vrij gemaakt om het gebied daadwerkelijk te gaan ontwikkelen. Dat dit deel van de stad potentie heeft blijkt uit de toenemende belangstelling van politici, beleidsmakers en ontwikkelaars. Het stadsdeel, dat jarenlang niet als onderdeel van de stad werd beschouwd, zal de komende jaren een grootschalige transformatie ondergaan. Tijdens de studio en de uiteindelijke tentoonstelling werd de publieke ruimte centraal gesteld. Löhmann: “Publieke ruimtes en publieke functies zijn essentieel voor het scheppen van relaties, niet alleen over het IJ, maar ook binnen het gefragmenteerde stedelijk weefsel van Noord zelf”.

Voor de tentoonstelling waren 25 ontwerpen geselecteerd uit ruim 120 afstudeer projecten. De geselecteerde projecten toonden door middel van maquettes en panelen ontwerpen voor verschillende locaties in Amsterdam Noord. Ieder project poogde een transformatie te weeg te brengen met publieke programma’s variëren van een brede school tot

een dans en theaterinstituut.

Löhmann: ”De selectie bood een scala aan strategieën voor het inzetten van publieke en collectieve ruimtes bij de aanstaande stedelijke vernieuwing van het stadsdeel, en toonde hoe deze architectonische interventies nieuwe impulsen aan een buurt kunnen geven”.

Door de studenten was uitgebreid onderzoek gedaan naar de stedenbouwkundige context.

Daarbij werd geprobeerd de strategieën die voor het gebied door het projectbureau Noord-

waarts en stadsdeel Noord zijn ontwikkeld mee te nemen in hun plannen. “Voor de ontwerpen hebben zij ook onderzoek gedaan naar de bestaande (maar mogelijk verborgen) kwaliteiten in het stadsdeel” aldus Löhmann.

Met een mix van architectuur, stedenbouw, kunst en film ontstonden verrassende invalshoeken op Amsterdam Noord.

Zo werd ook de documentaire ‘0,5 km2 Noord’ getoond die de sloop van een woonwijk in Amsterdam Noord in beeld bracht.

De tentoonstelling vond plaats in een grote hal van 2.500 m2 op het voormalige Storkterrein in Amsterdam Noord. Ondanks dat deze plek geïsoleerd lag hebben verrassend veel bezoekers de weg naar de tentoonstelling gevonden. Veel belangstellenden uit de binnenstad kwamen naar Noord om de tentoonstelling te

zien. Ook bewoners van de wijk Noord zelf en mensen die van plan zijn om in Noord te gaan wonen bezochten de expositie. In totaal bezochten 1000 mensen in die vier weken de tentoonstelling.

De reacties waren uiterst positief, wat blijkt uit de commentaren in het gastenboek: ”Geweldig, ongelofelijk inspirerend! Als dit onze toekomst visualiseert komt het helemaal goed met Noord!” of: “ Interessant om het verzameld werk van studenten op deze fantastische locatie te zien.

Vaak prachtige maquettes in een mooie opstelling. Het doet recht aan al het harde werk van de studenten”.

Binnenkort verschijnen de resultaten van het bijhorende symposium (georganiseerd met steun van het Stimuleringsfonds voor architectuur) en de tentoonstelling in boekvorm.”

FIXING THE LINK THE DUTCH RAILWAY STATION IS BECOMING AN INCREASINGLY IMPORTANT ENTRANCE TO THE CITY. THE CITY CENTRE HAS ALSO BECOME AN IMPORTANT POINT OF FOCUS TO ATTRACT VISITORS. THEREFORE THE LINK BETWEEN RAILWAY STATION AND CITY CENTRE IS BECOMING INCREASINGLY IMPORTANT FOR THE ARRIVAL EXPERIENCE OF VISITORS TO THE CITY.

BY INOEK BROUWER The link between railway station and city centre is, however, often unattractive and lacks vitality. Visitors of the city have to cross several spatial barriers while walking to the city centre. Furthermore the route is often disorienting and the public space has a low quality. In other words, it is not an inviting entrance to the city and the link between the railway station and city center is broken.

The project aims at developing spatial design interventions to fix the link.

The focus is on the unfamiliair visitor of a Dutch middle sized city traveling on foot from the central railway station to the city centre. The station is positioned outside of the historic city centre. By developing a comprehensive strategy based on literature and case study research, the link can between the railway station and the city center can be fixed. This strategy was then applied and adapted to the particular situation in Haarlem.

The railway station in Haarlem is positioned on the outide of the city centre (just like in other Dutch cities), only generating and not attracting people. The link between the city centre and the railway station is a place of flow and looks accordingly. Better integrating the railway station into the system can be done by adding attractors into the adjecent urban tissue and by turning the railway station itself into an attractor. The streets leading from Haarlem station have already a high mix of functions; several small shops, cafes or lunch rooms. One of the problems was the lack of space for these functions to open up towards the public.

The proposal is simple. The main intervention is to get the car out of the street and to redesign the pavement and street furniture. To show the connections with the city centre of Haarlem, the pavement of the city centre can be extended. The idea is to use the same pavement and street furniture all the way from the Dolhuys museum to the big market square of Haarlem. Several things were taken into account. An example is a continuous line of vertical elements to guide the pedestrians, such as trees or lampposts. Furthermore, elements are designed for people to sit on, thse should be integrated with planting or artworks.

A second axis is also laid out. This touristic axis aims not only to create more attractors , but also opening up the existing ones, such as the Janskliniek health center and existing court building. The new function could be a conversion of an existing police station into a museum and a new stop for the city boat tours.

Rook Waar rook is, is vuur. Waar vuur is, is warmte. Warmte is energie. En alles wat we zien, kent zijn oorsprong in energie.

Met die zin is onze collectieve geschiedenis kernachtig samengevat, zonder enige duidelijkheid te geven over wie we precies zijn en waar we naar toe gaan. Vooral dat laatste heeft misschien niet zo veel te maken met energie, maar met trajecten en initiatieven die, in het geval van de bouwkunde faculteit, de laatste jaren vrij daadkrachtig werden ingezet door de spirituele leider slash decaan. Ja, toch, vol energie en liberaal idealistisch optimisme.

En dan komt de winter.

Duisternis, kou en leegte zullen de oude zomer tijdelijk vervangen, omdat er plaats moet worden gemaakt voor een nieuwe zomer. En ook binnen de faculteit laat de oude grote eikenboom zijn laatste blaadjes ter aarde storten. Een nieuwe zomer is in aantocht.

En natuurlijk is iedereen nieuwsgierig, want achter gesloten deuren wordt er beslist over wie onze nieuwe Zomer-koning of -koningin zal zijn. Zit er een scheurtje in de deuren? Wie zijn de kieskardinaals? Wanneer komt de witte rook? Wanneer kunnen we überhaupt rook verwachten?

Door het in dikke rook omgeven toekomstbeeld heen, fantaseer ik er op los: Ze gaat haar komst inluiden met een kerstfeest waar conservatief bouwkunde onbewust zijn vingers bij aflikt. Een slimme opoffering in het schaakspel van de universiteitspolitiek opent nieuwe kansen voor de trotse bakstenen toren. Ze kleurt de witte rook: alles komt toch nog goed.

Ja, of juist niet. De nieuwe Paus blijkt een tussen-Paus, hij bezuinigt slaafs aan alle kanten en bekoort zijn Meesters door hard te snijden in eigen vlees.

Zij lachen zich een ongeluk. Het onwetenschappelijke buitenbeentje van de TU zet zichzelf eindelijk buiten spel door te doen alsof ze een marktspeler is: de enig overgebleven legitimatie van een instituut (dacht hij).

Ik heb een grote stapel chocolaatjes gekocht. Het is mijn omgekeerde advent kalender. Ik eet er ééntje op.

Nog maar x-1 nachtjes wachten op de Witte Rook: in gekleurde coltrui snoep ik verder.

Real Estate & Housing: vlucht en bloei!

Het door de decaan in juni 2010 gepubliceerde My Living Faculty (MLF) laat aan duidelijkheid veel te wensen over. Toch slaagt MLF erin om expliciet en impliciet een zeer negatief toekomstperspectief te schetsen voor Real Estate & Housing. Zo is ontwerpen de enige hoofdcompetentie (pagina 20) en zijn bouwtechnologie en processturing verworden tot ‘kerncompetenties’ (lees: bijvangst). De kaasschaafmethode zal worden losgelaten (pagina 4) wat inhoudt dat RE&H harder getroffen gaat worden; gestaafde geruchten van 15% krimp voor RE&H ten opzichte van 10% krimp voor Architectuur doen al de ronde.

Nieuwe investeringen vinden alleen plaats in het ontwerpdeel, namelijk in Landschapsarchitectuur en Interieurarchitectuur (pagina 10).

Onderzoek staat onder druk, zoals blijkt uit de vergaande inkrimping van het aantal promovendi (pagina 14) en het onderzoek dat plaatsvindt zal in toenemende mate extern gefinancierd moeten zijn (pagina 15).

Daarbij komt dat de onderwijsdirectie de pas ingevoerde nieuwe structuur van de Architecture en Urbanism masters ook het vernieuwde RE&H curriculum wil opleggen.

Slechte vooruitzichten dus voor RE&H en zijn fusiepartner OTB. De vraag moet zelfs zijn: waarom nog binnen de muren van Bouwkunde blijven? Het is onwaarschijnlijk dat de situatie zal verbeteren: de decaan heeft weinig op met vastgoedkunde en volkshuisvesting en heeft daarbij geen enkele interesse in onderzoek (hoeveel decanen die niet academisch publiceren en niet gepromoveerd zijn, zijn er überhaupt in de wereld?). Waarom wachten RE&H? Waarom wachten totdat de plannen uit MLF concreet gemaakt zijn?

Waarom wachten totdat de termijn van de decaan verstrijkt of het CvB vroegtijdig een nieuwe decaan aandraagt? Waarom die stiefkindpositie blijven accepteren?

RE&H: Vlucht en Bloei! Zorg voor een snelle en krachtige fusie en zoek onderdak bij de faculteit TBM. Het vernieuwde en sterke RE&H mastercurriculum kan prima onafhankelijk functioneren van de bouwkundefaculteit en sluit goed aan op de TBM vakgebieden. Focus op vastgoedeconomie en vastgoedontwikkeling, processturing en

architectuurkritiek en ga de concurrentie in toenemende mate aan met vergelijkbare opleidingen aan de UvA, RuG, en Erasmus. Het altijd genoemde onderscheidend karakter van de RE&H opleiding (ook op ontwerpgebied mee kunnen praten) zal volledig behouden blijven als er op een verstandige manier gebruik gemaakt wordt van de aanwezige kennis binnen RE&H en OTB. Zorg daarbij voor een RICS accreditatie of zoek intensief contact met RICS geaccrediteerde instellingen in het buitenland. Groei flink in studentenaantal (werf onder economie, econometrie, university colleges, planologie, etc.). Verstevig de internationale positie door meer internationale studenten en docenten te werven. Kortom: bevrijd jezelf uit de positie van stiefkind en bloei!

Heldere keuze van studierichting.

Het maken van de juiste keuze in het curriculum (minor, keuzevakken, master) draagt bij aan het sneller studeren van studenten. De informatievoorziening hiervoor moet dan ook goed geregeld zijn. De muur in de straat van BK_City is een grote verbetering, alhoewel het wat beter op elkaar kan worden afgestemd. De studiegidsen en digitale informatie zijn echter voor grote verbetering vatbaar. Daarnaast is de intentie om keuzevakken terug te dringen (ter bevordering van het overzicht) iets om toe te juichen, echter de praktijk blijkt weerbarstig doordat het aantal juist is toegenomen.

Gestrengheid De organisatie van de faculteit Bouwkunde heeft de laatste jaren steeds meer gekozen voor gestrengheid. Mede in werking gezet met het oog op de nieuwe financieringswijze van het hoger onderwijs, waarbij de nominaal lopende student leidend is.

Zelf ben ik zonder terughoudendheid voor meer gestrengheid. Naar mijn mening is er bij de student juist behoefte aan een minder vrijblijvende sfeer, strakkere studievoortgang en meer duidelijkheid omtrent het curriculum.

Om de doelstelling van meer gestrengheid te halen, zal echter de organisatie van de faculteit op orde moeten komen. De beheersbaarheid en het opleiden van de grote aantallen studenten (+/- 3500) nu en in de toekomst hangt er vanaf. Die voorgenomen strengere houding ten opzichte van studenten kan daarom slechts functioneren als de organisatie hierop is voorbereid. In mijn optiek staan de volgende zaken in de weg van een zorgvuldige en geslaagde invoering van meer gestrengheid.

Een haperende studentenadministratie met achterblijvende invoering van gegevens in OSIRIS is een zeer kwalijke zaak. Op basis van deze gegevens wordt namelijk voor een deel de gestrengheid bepaald (BSA, Harde Knip, X-2). Halverwege het studiejaar overgaan op een ander

Een evenwichtige studiedruk is van groot belang om nominaal te kunnen lopen. Het is daarom belangrijk dat de witte weken worden gerespecteerd, dat de semesters in balans zijn (evenredige verdeling van vakken over de blokken), en dat de werktijd per studiepunt gelijk is. Te vaak zijn deze zaken niet goed in orde, wat ten nadele van de studenten werkt.

Voor het overzicht van de student is een solide rooster van belang. Een goed functionerend en overzichtelijk rooster dat in balans is, is essentieel voor een gezond studieritme.

Kortom, een goed rooster geeft (studie-) rust.

Naast goed studiemateriaal en een goede organisatie is de kwaliteit van de docenten bepalend in het leerproces en leertraject van de student. Er moet dan ook grote aandacht zijn voor de didactiek, het academisch niveau, en andere competenties van de docenten. Dit om iedere student voor te bereiden op en te begeleiden naar de volgende fase in zijn studie en uiteindelijk zijn diploma.

Bovengenoemde zaken zijn in het licht van grotere gestrengheid van groot belang. Het spreekwoordelijk mes snijdt daarbij aan twee zijden: een strakkere houding ten opzichte van de student betekent dat de organisatie daarop moet zijn ingericht.

Deze editie van Capita Selecta draagt de titel ‘Twelve institutional and public buildings revisited, 1925 – 1968’. In zes lezingen worden twaalf institutionele en publieke gebouwen onder de loep genomen. Bijzonder aan deze twaalf gebouwen uit de twintigste eeuw is dat zij de relatie tussen de publieke en private sfeer opnieuw uitvonden.
