“Het is een voorrecht om de eerste klap te mogen uitdelen”, zegt Dirk Sijmons.

Wie bij die woorden schichtig achteruit deinst, kunnen we geruststellen: Sijmons komt in vrede. Sterker nog: deze praktijkhoogleraar environmental design komt met een schat aan ervaring en een hutkoffer vol ideeën en onderzoeksplannen. En dat alles onder de noemer: Mobilis in Mobile. Wat zoveel wil zeggen als: veranderlijk in een veranderende omgeving. Sijmons: "Dat geheimzinnige motto van kapitein Nemo in Jules Vernes ‘20.000 Mijlen Onder Zee’ typeert mijn huidige positie in het dynamische BK City nog het beste." Op 2 december houdt hij zijn intreerede: De stad en de wereld.

Een goed voornemen voor dit academische jaar: Dirk Sijmons wil vaker college gaan geven. “Tot nu toe is het er te weinig van gekomen. Half oktober 2008 ben ik als praktijkhoogleraar gestart.

Heel onhandig voor de inroostering. Ik viel soms in, maar gaf niet regelmatig college.”

U lijkt me iemand die graag college geeft.

“Ik vind het geweldig! En zoals iedere docent droom ik er van om een Onvergetelijke Collegereeks te geven. (lacht) Bijvoorbeeld over de relatie mens-natuur. Ik hoop in 2010 voor eerstejaars hoorcolleges over de fundamenten van duurzaamheid te kunnen verzorgen, samen met de andere ‘duurzame’ leerstoelen. Rijd je je oude auto op, of is het beter voor het milieu om een nieuwe te kopen? Dat is - in autotermen vertaald – de vraag die steeds terug zal komen in de colleges.”

U heeft als spreker een stevige reputatie opgebouwd.

“Je moet er van leren houden, spreken in het openbaar. Ik heb het langzaam onder de knie gekregen.

Vroeger schreef ik eerst alles keurig op. Maar begin jaren negentig hadden we de landbouwhervormer, voormalige minister en eurocommissaris Sicco Mansholt als spreker uitgenodigd bij een boekpresentatie. De andere verhalen waren door ambtenaren opgesteld – gaap gaap gaap. En toen hield Mansholt op zijn pakweg tweeëntachtigste toch een verhaal… De mensen zaten met wapperende haren in de zaal.

mag hebben, voor het archief. “Oh, vond je het mooi?” zegt Mansholt. En hij trekt een goedkoop notitieblokje uit zijn colbertzak en rukte daar een bladzijde uit waar precies zeven woorden op staan, waarvan drie met markerstift geel zijn gemaakt.

“Alsjeblieft!” Op dat moment dacht ik: ja jezus, zo moet het. Je moet niet voorlezen, je moet spreken.

Gevolg is wel dat ik bij lezingen nooit meer iets opschrijf – terwijl de organisatoren meestal weken van tevoren al om een tekst beginnen te vragen.

Bij mijn inaugurele rede in december kom ik daar natuurlijk niet onderuit.”

U bent een bekende landschapsarchitect, maar uw leerstoel heet environmental design. Overlappen die begrippen elkaar?

“Bij environmental design gaat het om meer dan enkel landschapsarchitectuur. Maar aan de andere kant: verstedelijking is een landschappelijk probleem geworden en daarmee ook een landschapsarchitectonisch probleem. Je kunt er nu ook iets over zeggen vanuit het perspectief van het eeuwig veranderende landschap.

Op infrarood satellietbeelden van onze planeet kun je de omvang van die verstedelijking bij nacht waarnemen: parelkettingen die inmiddels over een groot deel van de aarde geweven zijn. De verstedelijking is inmiddels wereldwijd zo alom aanwezig dat termen als suburbia niet langer toereikend zijn om de grote stedelijke systemen adequaat te beschrijven. Je ziet op grote afstand van elkaar omvangrijke subcentra ontstaan. Ecologische en landbouwgebieden worden als het ware ingesloten…”

De megastad die alles opslokt?

“Leo Tummers heeft ooit een prachtige dissertatie geschreven over die opslokbeweging: Het land in de stad. In een metropool als Londen zie je hoe de stad een bos of landgoed tegenkomt en het dan als het ware omarmt, zoals een amoebe dat doet met zijn schijnvoetjes.”

daar een grote voedselproductie mogelijk.

Als fosfaat inderdaad opraakt en het aantal bewoners van deze aarde snel blijft toenemen, zullen we die deltagebieden daarom hard nodig hebben. En naarmate fosfaten schaarser en duurder worden, zullen zulke gebieden een grote aantrekkingskracht gaan uitoefenen op de wereldbevolking.”

Een migratiegolf naar de Deltagebieden?

“Unesco voorspelt dat 35 procent van de wereldbevolking in het jaar 2100 in veertig delta’s zal wonen.”

Een negatieve ontwikkeling?

“Niet per se. Maar je moet nadenken over problemen die stedenbouwkunde niet opzij kan duwen onder het motto: daar gaan anderen over. Een voorbeeld: landbouwexperts waarschuwen voor het opraken van de fosfaatvoorraden. Fosfaat is een essentieel onderdeel van kunstmest. Zonder kunstmest kun je nooit voldoende gewassen verbouwen om de nog altijd groeiende wereldbevolking van voedsel te voorzien. Nu zorgen rivierklei en zeeklei in deltagebieden juist voor buitengewoon vruchtbare grond: zonder veel hulpstoffen is

Kunnen die gebieden zo’n toestroom aan?

“Het levert in ieder geval lastige puzzels op. Hoe kun je landbouw en verstedelijking zo combineren dat je iedereen kunt blijven voeden? Hoe voorkom je dat de landbouw door de hoge grondprijzen steeds weer een stukje moet wijken voor de stad, waarna wetlands op hun beurt worden ontgonnen om ruimte te scheppen voor de landbouw? De belangrijkste wetlands in de wereld – in Nederland kun je denken aan de Waddenzee en de Biesbosch – zijn kraamkamers voor de natuur. Die moet je in ere houden.”

U reikt niet meteen een pasklare oplossing aan.

“Die schud je niet even uit je mouw. Ik wil daar ook niet aanmatigend over doen. Eén belangrijke onderzoeksvraag luidt: kunnen we voor het grondgebruik van onze Deltametropool nieuwe dynamische patronen bedenken waarmee we de problemen kunnen oplossen? We moeten kijken of je inderdaad wonen, werken, recreëren en landbouw op een slimmere manier over het verstedelijkt gebied kunt verdelen. En of natuur en landbouw in dat geheel een robuuste toekomst tegemoet gaan.

Vervolgens ben je weer vijftien bruggen verder voor je weet of en hoe je zulke patronen daadwerkelijk voor elkaar kunt krijgen.”

Kortom: een happy end is niet gegarandeerd?

“Klopt. Daarom wilde ik mijn leerstoel graag environmental design noemen, niet sustainable urbanism. Dat woord duurzaamheid draagt een belofte in zich en je weet niet zeker of je die belofte waar kunt maken. Bovendien is duurzaamheid een modeterm geworden. Je ziet het in de reclame: koop BMW, want we zijn de groenste van de klas: in alle prijs- en gewichtsklassen hebben wij een groen label verdiend! Dan begint het begrip duurzaamheid zijn betekenis te verliezen.”

De schattingen over de toestroom van klimaatvluchtelingen in de komende decennia lopen uiteen. Veel migratiedeskundigen noemen de voorspellingen van klimaatexperts zwaar overdreven.

“Ik weet het. Je kunt het begrip klimaatvluchteling ter discussie stellen. Zijn de doorslaggevende redenen om te migreren niet eerder economisch en politiek van aard? Beide partijen dragen goede argumenten aan voor hun voorspellingen, al worden klimaatonderzoekers er soms van beschuldigd onheilsprofeet te spelen om de publieke opinie te mobiliseren.”

Wat betekenen zulke onzekere variabelen voor het onderzoek?

“Je kunt werken met verschillende scenario’s, of proberen met strak afgebakend deelonderzoek de onzekerheden te omzeilen. Maar het beste is misschien om de onzekerheid te accepteren. Zelfs als we de argumenten van de sceptische migratiedeskundigen meewegen, is er nog een aanzienlijke kans dat de komende decennia miljoenen vluchtelingen naar de deltagebieden komen.

De klimaatverandering zal doorzetten en de scheidslijn in Nederland tussen stad en land is al tien jaar aan het verdampen. Daarom is het verstandig om ruimte te reserveren voor waterberging. Nu is die ruimte nog voorhanden. Straks is het door verstedelijking te laat, en dan ben je gedwongen terug te vallen op technologische oplossingen. En die zijn minder robuust en meer kwetsbaar voor menselijk falen. Alle oplossingen voor het watervraagstuk liggen binnen de driehoek van risico’s accepteren, ruimte geven aan water en technologische oplossingen vinden.”

Lukt het om onderzoeksgelden te vinden?

“Dat is lastig. Er lag een FES-claim. Via het Fonds Economische Structuurversterking (FES) sluist het rijk tegenwoordig een belangrijk deel van de aardgasbaten naar de kenniseconomie. Zo is er FES-geld gereserveerd voor het nieuwe onderzoeksprogramma Water, Klimaat, Ruimte, Mobiliteit en Bouw (WKRMB) van het consortium Delta in Transitie. Bouwkunde heeft voor dat programma ideeën ingediend. Maar helaas is dit ambitieuze programma afgewezen.

Tegelijkertijd hebben de bezuinigingen hier hard toegeslagen. Ik praat over onderzoeksambities, maar we lijken straks op onderwijsgebied alle handen aan het bed nodig te hebben. En omdat de eerste geldstroom aan het opdrogen is, moet je op zoek gaan naar sponsors en andere geïnteresseerden. Dat kost ontzettend veel tijd. Tijd die je liever in onderzoek en onderwijs wilt steken.”

U bent als praktijkhoogleraar voor één dag per week aangesteld.

“Dat is niet genoeg, heb ik gemerkt. Je moet lastige keuzes maken. Meer onderwijs of toch meer onderzoek…?”

Heeft u overwogen om hier meer dan één dag te gaan werken?

“Dat is me aangeboden door de faculteit. Ik heb het besproken op H+N+S Landschapsarchitecten, het bureau dat ik in 1990 heb helpen oprichten.

Maar de conclusie was dat het een te grote weerslag zou hebben op het bedrijf. Ik had net vier jaar Rijksadviseur voor het Landschap gespeeld. Dat betekende dat ik drie dagen per week niet aan boord was. Zoiets kun je je collega’s niet nog een keer aandoen.

Overigens is de scheiding tussen mijn werk voor de TU Delft en mijn werk voor het bureau niet zo hard als het misschien lijkt. Opdrachten en onderzoek hebben bij mij altijd door elkaar heen gelopen. Ik probeer de opdrachten te krijgen die tot interessante verkenningen leiden.”

Eén dag per week: misschien moet u ter compensatie maar na uw pensioen als hoogleraar blijven doorwerken.

“Tja… Mijn vader leverde op zijn tachtigste zijn laatste gebouwen op. In dit vak kun je lang mee, zo niet intellectueel, dan toch als man van de praktijk.”

Was uw vader architect?

“Architect in hart en nieren. Met de ambachtelijke kant erbij. Als jongen was hij door hersenvliesontsteking doof geworden. Op zijn veertiende ging hij naar de ambachtschool, want – zo was de redenering - een ambachtsman hoefde niet zo veel te communiceren. Hij heeft zich van timmerman opgewerkt tot architect.”

Van het werk van Karel Sijmons (1908-1989) zijn in Amsterdam genoeg voorbeelden te vinden, zoals de Nederlandse Hervormde Thomaskerk (1966) en de bloemenzaak Ivy op de hoek van Leidsekade en Leidseplein. Zijn atelierwoningen (1934) aan de Zomerdijkstraat worden nog altijd door kunstenaars bewoond.

Bewonderde u uw vader?

“Zeer. En dat is zeker van invloed geweest op mijn besluit om in 1967 hier in Delft te gaan studeren.”

Hoe communiceerde u met hem?

“Hij kon goed liplezen. En we schreven veel voor hem op. Hij nam mijn moeder zelfs mee naar de bouwvergaderingen. En ik mocht zondag in de kerk de preken noteren. Een heel ritueel. Mijn vader nam een pak oud papier en ging scheuren en dubbelvouwen tot een klein notitieboekje ontstond. Het waren zware preken; na de oorlog was er veel theologische discussie binnen de Nederlandse Hervormde Kerk. Mijn vader had een voorkeur voor ‘ingewikkelde’ dominees. Als jongen vond ik dat opschrijven een rotklus, maar ergens toch wel mooi. Achteraf gezien was het een goede training voor het schrijven van stukken.”

Halverwege mijn studie in Delft ben ik gegrepen door de milieugolf. Met drie andere studenten, waaronder de huidige opleidingsdirecteur Krik van Ees, heb ik begin jaren zeventig een eigen studieprogramma samengesteld. We volgden toegepaste landschapsecologie in Amsterdam, agrarisch recht in Wageningen, vegetatiekunde in Utrecht.

En op Bouwkunde maakten de colleges systeemecologie van de ecoloog Chris van Leeuwen grote indruk. Die man had een verbluffende kennis van het vrije veld. Zijn boek Wilde Planten gold als een soort bijbel. Zijn ambitie was om een algemene systeemtheorie te vinden, waarbij hij een verband legde tussen verscheidenheid en stabiliteit. Dat inspireerde ons. We wilden uitzoeken of zulke ideeën ook toepasbaar zijn in de ruimtelijke ordening. Die fascinatie voor natuurbescherming en voor het toepassen van ideeën uit de ecologie is bij mij nooit verdwenen.”

Staat u nu anders tegenover de natuur dan toen?

“Ja. Zweverig ben ik nooit geweest, maar in het begin denk je nog wel: de natuur, daar mag niemand aankomen. De Heilige Natuur die beschermd moet worden… Terwijl ik inmiddels weet: de natuur is niet zielig.

Je gaat in de loop van je arbeidzame leven steeds meer beseffen hoe gelaagd en ingewikkeld de verhouding van mensen met de natuur is. Zeker in Nederland, waar de natuur voor het allergrootste deel een expressie is van het menselijk handelen.”

U heeft het Hollandse landschap zelfs eens omschreven als een reusachtige prothese die ons in staat stelt in een delta onder de zeespiegel te wonen.

“Ja, in zo’n land hebben mensen een andere verhouding met de natuur – niet minder intens, maar wel meer symbolisch.”

Ter illustratie wijst Sijmons op een interview dat hij en de tuinkunsthistoricus Erik de Jong ooit had-

den met de Bitse historicus Simon Schama. “Er was een Nederlandse vertaling verschenen van Schama’s boek ‘Landscape and Memory’, waarin hij beschrijft hoe bepaalde archetypische landschappen - de hoge berm, de stromende rivier, het duistere, ruisende woud - een rol speelden in verschillende culturen. Onze vraag lag voor het oprapen: waarom had Schama, kenner van de Nederlandse geschiedenis, het Nederlandse landschap slechts in de inleiding genoemd? Zijn antwoord vond ik interessant: voor mijn boek was jullie landschap en jullie verhouding met de natuur te ingewikkeld. Jullie Nederlanders hebben een duizendjarige ontginningsgeschiedenis achter de rug. Jullie noemen natuur wat anderen absoluut geen natuur meer zouden noemen.”

Natuur die vanaf dag één cultuur is?

“Ja, dat is een Nederlandse curiositeit. Als je kijkt hoe Nederlanders in de zeventiende eeuw de natuur zagen, dan was de drooggemalen Beemster zo ongeveer het ideaalbeeld van de natuur.

Alles onder controle, mooie maatvoering, kaarsrechte wegen, tientallen molens, buitenplaatsen van heb ik jou daar en nog een agrarische functie ook. Aan dat soort droogmakerijen kun je zien hoe het natuurbeeld in Nederland veranderd is. Niemand verlangde toen naar ongerepte natuur. Woeste natuur was er om overwonnen of in ieder geval getemd te worden.”

In hoeverre is landschapsontwerp gebonden aan alle keuzes die eerder zijn gemaakt, soms in het verre verleden?

“Het Nederlandse landschap kent een lange ontginningsgeschiedenis en kan daarom het beste vergeleken worden met een schaakpartij die al halverwege is. Al analyserend kun je zien welke zetten nog mogelijk zijn. Een bepaalde zet leidt tot remise, een andere tot verlies.

Het landschap is in hoge mate padafhankelijk.

Je kunt nooit meer de veenontginningen in het westen van Nederland terugdraaien. b>

Was u als jongen een natuurfreak?

“Nee. Al schokte ik als kind mijn ouders door ze vertellen dat ik later ‘natuurkunde’ wilde studeren. Ze dachten even dat ik hoogbegaafd was.

Maar ik bedoelde natuurlijk biologie. Natuurkunde lag me minder…

Ik herinner me ook de zaterdagse uitstapjes naar de vrije natuur die we als leerlingen van de Amsterdamse Cornelis Vrijschool maakten. De bleekneusjes uit de stad moesten met de natuur in aanraking worden gebracht. Eén keer in het jaar brachten we een bezoekje aan de oude heer Vrij, die op de zolder van het schoolgebouw bijenkorven hield. Honing op je brood maakt je wangen rood!

Onderzoeksschema De Matrix

Nou ja, zeg nooit nooit – maar binnen een menselijke termijn is dat toch onmogelijk. Landbouwinnovaties kun je ook heel moeilijk omkeren. We hebben nu eenmaal een bevolking van een slordige 16.500.000 mensen die op een technologisch hoogwaardige manier gevoed moeten worden. Al deze dingen zijn de accumulatie van de geschiedenis, die zijn ruimtelijke expressie vindt in het landschap.”

– net als over de natuur, trouwens. Bedrijventerreinen zijn in getal enorm toegenomen. Dat is uitgelopen op een soort opheffingsverkoop van het landschap rond de steden en snelwegen. In die zin is het landschap wel aan de rand van zijn maximumlaadvermogen gekomen. Maar er doen zich ook andere ontwikkelingen voor. Waar dingen met aandacht en liefde gedaan worden, is best plaats voor schaalvergroting. Het is nieuw, het is anders en het kan zelfs een verrijking zijn.”

Zo geformuleerd, klinkt het alsof alles in het huidige landschap onvermijdelijk was.

“Nou, onvermijdelijk… Het is zoals in de film ‘Back to the Future’: een iets andere keuze had tot een totaal verschillende toekomst kunnen leiden.”

Hebben we verkeerde keuzes gemaakt?

“Dat is altijd wijsheid achteraf. Maar je kunt je bijvoorbeeld afvragen of het wijs was om nog niet zo lang geleden de laatste grote vaarpolders van West-Friesland om te zetten in rijpolders. De vaarpolders waren een overblijfsel van het veenmoeras dat Noord-Holland eens was. In een tijd waarin de boterberg zich al begon af te tekenen, werden die vervangen door polders waarvan we er al duizenden hadden. Terwijl de vaarpolders nu een onvoorstelbare toeristische troef zouden zijn geweest. Maar goed, het was een polderlandschap waarbij zelfs de veiling per boot moest worden binnengevaren: uitzonderlijk ouderwets. Je kunt het de beslissers van toen niet verwijten.”

Verrommeling is een paar jaar geleden op de politieke agenda geplaatst door Rijksbouwmeester en Rijksadviseurs.

“Ja, het is plotseling weer een thema. Maar het is een problematisch begrip. Zoals the late great Martin Bril zo geestig in een column opmerkte: “Verrommeling. Alsof twee Ghanese werksters het in één ochtend aan kant zouden hebben.” Hij had gelijk: zo werkt het niet. Een aantal van die veranderingen zijn onomkeerbaar. En je moet je realiseren: het is niet de stad, het is de verstedelijking.

Dat proces zal blijven doorgaan. Het trekken van ruimtelijke scheidslijntjes – hier eindigt de stad, daar begint het landschap – heeft zijn betekenis verloren.”

Volgt daaruit dat het conserveren of zelfs ‘musealiseren’ van het landschap geen zin heeft?

“Je kunt het hier en daar doen, maar het is moeilijk. Misschien betekent het zelfs dat je een heel gebied moet aankopen. Want het fixeren van een landschap is even lastig als het behouden van historische interieurs.”

Er wordt soms gezegd dat het Nederlandse landschap de afgelopen decennia goeddeels verpest is. Zit daar een kern van waarheid in?

“Dat blijft subjectief natuurlijk. Zelf versta ik onder de term ‘een landschap bederven’ gedachteloos en liefdeloos omgaan met dat landschap.

En dat zie je op heel veel plekken. Of het meer en meer gebeurt? Cumulatief nemen dingen in getal en last toe. Als ik een vergelijking mag trekken: in 1964 konden de Rolling Stones met 400-watt-versterkers nog het Kurhaus op stelten zetten. Tegenwoordig moeten ze een concert aflasten omdat de elektriciteitscentrale van Reykjavik niet groot genoeg is om het benodigde extra vermogen te leveren. Dat zegt iets over de schaalvergroting die de laatste eeuw heeft plaats gevonden. Ook in de landbouw, waar nog een veel te romantisch beeld over bestaat

En misschien zelfs onwenselijk?

“Ja, over het algemeen is het leven er dan wel uit.

Maar je kan voor bijzondere gebieden een uitzondering maken, hoor. Neem de Beemster, die op de Werelderfgoedlijst van Unesco staat. Als je dat gebied wilt houden zoals het is, moet je het in zijn geheel aankopen. Daar zou ik niet principieel tegen zijn.

In Nederland zouden we die twee extremen – het extreme moderniseren en het extreme behoud – eens een kans moeten geven. We zitten nu erg in het midden: we beschermen een beetje, we moderniseren een beetje. Terwijl er links en rechts interessante dingen mogelijk zijn: een concentratiegebied met enorme windmolens, bijvoorbeeld, of een plaatselijk landschap als een museaal stuk erfgoed behouden. Maar dat doen we niet.

We hebben nu de twintig Nationale Landschappen, variërend van Noordoost-Twente tot de Hoeksche Waard.

Maar het is een knappe kop die je kan vertellen welk verschil er bestaat in planologisch beleid in de gebieden binnen en buiten die Nationale Landschappen. Daarmee loopt het Nationale Landschap een levensgrote kans een betekenisloze categorie te worden. Dan is het beter om soms voor extremen te durven kiezen. Niet meer dat kluitjesvoetbal in het midden.”

een bepaalde, nogal eenzijdige ecologische opvatting over het karakter van zulke nieuwe natuurgebieden en verbindingszones helaas dominant blijft, met de ‘biologistische’ vormgeving die daar bij hoort.

Moet de overheid zich weer meer gaan bemoeien met de ruimtelijke ordening?

“Ik geloof niet meer zo in een van bovenaf opgelegde commandostructuur voor de ruimtelijke ordening. Zoiets leek even te gaan gebeuren met de rode contouren in de Vijfde Nota Ruimtelijke Ordening van de toenmalige VROM-minister Pronk.

Slechts binnen de grenzen van die rode contouren mag een gemeente nog bouwen, was de gedachte. Maar die rode contouren zijn een doodgeboren beleidsconcept gebleken. Je kunt beter aan de andere kant beginnen: het Rijk geeft dan expliciet aan welke gebieden het wil beschermen. Groene contouren dus, waarbinnen geen bebouwing is toegestaan. Die moet het Rijk dan wel met strenge hand bewaken.

In 2006 won u de Edgar Donckerprijs voor uw (ik citeer de jury) ‘buitengewoon grote bijdrage aan het landschappelijk gezicht van Nederland’. Het prijsgeld – anderhalve ton – is voor vijfzesde bestemd voor onderzoeksprojecten.

“Er zijn drie projecten waarvoor ik stichtingen heb opgericht en waar ik de faculteit graag bij wil betrekken. Eén van die projecten is ‘De boezemvriend’, dat ik financier uit dat geld van de Edgar Donckerprijs. ‘De boezemvriend’ ligt in het verlengde van de polderatlas van Clemens Steenbergen – dat is een verbijsterend stukje werk, echt heel mooi.

De overheid kan ook innovatie afdwingen, door strengere regels op te stellen. Zulke strenge regels kunnen ook zorgen voor een heilzame schaarste op de grondmarkt. De opmars van bedrijventerreinen is ook te wijten aan de zeer lage prijzen waarvoor gemeentes nu grond van de hand doen.

Bij het nemen van beslissingen moet de overheid de waterstaatkundige toekomst van Nederland steeds voorop stellen. Dan volgt de infrastructuur, en pas daarna kun je regels maken over waar we kunnen wonen, werken en recreëren. Die in mijn ogen voor de hand liggende hiërarchie wordt nog vaak op zijn kop gezet.

En misschien moet de overheid voor de Randstadmetropool van 2030 bepaalde gebieden nu al reserveren voor landbouw en natuur. De hyperventilerende grondprijzen in de Randstad waren het gevolg van het feit dat gemeentes zich niet aan de eigen planologische grenzen hielden. Landbouwgrond werd opgekocht door vooruitziende projectontwikkelaars en de prijzen schoten omhoog tot het tienvoudige van wat een boer met grondgebonden akkerbouw of melkveehouderij zou kunnen opbrengen. Die ontwikkeling heeft een tijdbom gelegd onder het landschap zoals we dat nu kennen.”

U bent één van de hoofdauteurs van ‘Oorden van Onthouding’, een tien jaar geleden verschenen bundel over het inrichten van natuurgebieden. Is dat boek nog actueel?

“Ja. Het ontstond vooral uit ontevredenheid over een starre, ‘ecocratische’ invulling van de Ecologische Hoofdstructuur (EHS), die was bedoeld om Nederlandse natuurgebieden met elkaar te verbinden tot robuustere ecologische netwerken. En die technocratische benadering is gebleven. Net als

Het goede nieuws is dat de EHS met enorme volharding wordt doorgevoerd. Helaas stelt het Ministerie van Landbouw dat boeren de EHS-gebieden het beste kunnen onderhouden. Kletskoek. De modernisering van de landbouw was juist de voornaamste reden van de verschraling in Nederlandse natuurgebieden.”

De boezemsystemen die het overtollige water uit de polder afvoeren, vormden altijd een beetje de achterkant van het landschap. De afgelopen decennia zijn ze volgeprutst met industrie, puinbreekinstallaties, kleine pompjes, verkeerd uitgevallen vinexwijkjes… De vraag is hoe je ze kunt herontwerpen tot een mooier en meer solide geheel. Dat is ook hard nodig om de gevolgen van de klimaatverandering op te vangen.”

Wat zijn de andere twee projecten?

“De Matrix en AQUade. AQUade is een waterbouwmanifestatie die in de periode 2012-2022 plaats moet vinden. Inspiratiebron is de Duitse Internationale Bauauststellung (IBA), die sinds de legendarische Weißenhofsiedlung, een modelwijk in het Stuttgart van 1927, nog vele andere legendarische manifestaties heeft gekend, onder meer over de wederopbouw van Berlijn.

De IBA Emscherpark heeft in de jaren negentig het imago van het Ruhrgebied als afgetrapte, troosteloze streek op zijn kop gezet. Het postindustriële landschap werd omgevormd tot iets nieuws. Hoogovens en smeltinstallaties liet men tot natuurgebied verwilderen. In een oude industrieloods vind je nu de grootste balletstudio van Duitsland. Die IBA gaf het Ruhrgebied nieuw zelfvertrouwen: we zijn een moderne regio, met goed opgeleide mensen, op weg naar een diensteneconomie.

Ook bij de AQUade willen we uitgevoerde innovatieve projecten laten zien. Thema is het klimaatbestendig maken van Nederland. De vernieuwing van de afsluitdijk, de tientallen projecten van ‘Ruimte voor de Rivier: met de AQUade proberen we zulke zaken op een aantrekkelijke manier te presenteren. Zo kun je de Nederlandse bevolking er meer bij betrekken. En je creëert toeristische trekpleisters.”

De AQUade lijkt een optimistisch verhaal.

“Dat is het ook. Als Vaarpolder bloembollen we hier in Nederland zelfvertrouwen uitstralen – duidelijk maken dat we de klimaatverandering niet ondergaan als doem, maar zien als oproep om iets te doen – dan is dat een belangrijk signaal naar het buitenland.

Na Katrina en de recente grote overstromingen in Engeland en Wales zijn herverzekeraars delta’s als een verliespost en een te groot risico gaan zien.

Zo’n ontwikkeling kun je hopelijk keren door optimisme uit te stralen en je waterbouwkundige innovaties te tonen aan de wereld. Daar bestaat in het buitenland ook belangstelling voor. Als je ziet hoe Bouwkunde en Civiele Techniek New Orleans hebben geholpen… mensen uit die stad die bij de Maaslandkering riepen: I want one of these! No, make it two! (lacht) De AQUade laat niet alleen onze waterbouwkundige kennis zien, maar ook de ruimtelijke ordening ‘know how’ die daar bij hoort. Dat is ons eigenlijke exportproduct. Voor Nederlanders klinkt het als het intrappen van een open deur: meer integrale plannen maken, zodat de verschillende partijen beter samenwerken. Maar in New Orleans, waar gemeente en de USA Army Corps of Engineers ontzettend langs elkaar heen werkten, bleek dat concept een waardevolle bijdrage te zijn. Je exporteert een andere manier van werken.

We dachten voor de AQUade eerst aan de regio IJmeer-Markermeer-IJsselmeer. Maar we kunnen het natuurlijk het beste net zo groots aanpakken als de IBA (lacht)… Dan nemen we Rotterdam en het rivierengebied ook mee, om eens iets te noemen. In ieder geval lijkt het me interessant om Delftse afstudeerders en promovendi bij de AQUade te betrekken.”

En de Matrix?

“Dat project ontstond toen ik anderhalf jaar geleden werd gevraagd om mee te helpen onderzoeksresultaten van Klimaat voor Ruimte om te zetten in ruimtelijke scenario’s. (Klimaat voor Ruimte is een nationaal onderzoeksprogramma van overheid, bedrijfsleven en universiteiten over het klimaatbestendig maken van Nederland – red) Dat wilde ik graag doen, maar ik wilde niet de uitkomsten van het onderzoek overhandigen aan ingenieurs die netjes alles gaan uittekenen. Want wat krijg je dan? Verrassend gedetailleerde toekomstscenario’s die tot ieders verbazing maar geen toekomst willen worden. Het gebroeders-Das-syndroom, noem ik dat – een beetje oneerbiedig, want ik heb grote bewondering voor deze twee futurologen annex tekenaars.

In Nederland hebben we de neiging om ontzettend veel energie te steken in de vraag: wat moet er gebeuren? En veel minder energie in: hoe moet dat gebeuren? Het voorstel van de Deltacommissie om het IJsselmeer de komende eeuw anderhalve meter te laten meestijgen met de Waddenzee is een goed voorbeeld.”

Ik beeld me een wit vel papier in. Ongekreukt, maagdelijk. Het knispert tussen mijn vingers als ik het beetpak en voor mij neerleg. Het glinstert als glad ijs in de vroege ochtend, als het beroerd wordt door de eerste zonnestralen. Geen schaatsspoor te ontdekken. De ijsvlakte strekt zich uit, als een vel zo ver ik kijken kan.

Aan de hoe-vraag zijn natuurlijk ook lastige politieke keuzes verbonden.

“Ja. En je moet de vaak nog nietsvermoedende bevolking overtuigen. Dat vraagt om een breed publiek debat, waar je ook de menswetenschappen bij moet betrekken. Voor de Matrix hebben we daarom onderzoekers uit verschillende hoeken aangetrokken, om gezamenlijk scenario’s te bedenken. Er zijn intendanten geworven voor de thema’s economie, klimaatwetenschappen, sociale wetenschappen en ruimte. De intendanten schrijven thematische essays – waarbij er steeds sprake is van co-auteurs, want wetenschappelijke verkokering willen we voorkomen. Die essays moeten leiden tot een reeks debatten en opiniërende stukken in de dagbladen. Maar eerst zetten de vier intendanten in ‘geloofsbrieven’ uiteen hoe hun discipline een bijdrage kan leveren aan oplossingen voor milieuproblemen. Beoogd effect is dat bijvoorbeeld meer economen gaan publiceren over de kosten van het klimaatbestendig maken van Nederland.”

Wie zijn de intendanten?

“Sander de Bruyn is milieu-econoom bij een onderzoeks- en adviesbureau; Arthur Petersen is een wetenschapsfilosoof en natuurkundige met als specialisatie onzekerheden in klimaatmodellen.

Albert Cath doet als socioloog onderzoek naar het eroderen van tacit knowledge bij de overheid. De vierde intendant was de planoloog en stedenbouwkundige Willem Hartman, auteur van het boek ‘De vloeibare stad’. Wim is helaas drie weken geleden overleden. We zullen hem missen. Met zijn visie op een gedecentraliseerde planologie en een gedecentraliseerde maakbaarheid had hij een unieke inbreng binnen de Matrix. Bram van de Klundert, de huidige secretaris van de VROM-raad, zal zijn plaats innemen.”

In het laatste hoofdstuk van uw boek ‘Landkaartmos’ noemt u een aantal van uw helden en inspiratoren. De negentiende-eeuwse planoloog avant la lettre Patrick Geddes, wiens Outlook Tower nog steeds in Edinburgh valt te bewonderen, hoort in dat rijtje thuis. Voelt u zich met hem verwant?

“Ja. Geddes is de man bij wie het hele verhaal van het regionale ontwerp begint. Hij was een bioloog en sociaal geograaf – in die tijd waren de scheidslijnen tussen zulke vakgebieden nog niet zo scherp.

Veel van mijn ideeën vind ik bij hem al terug. Op zich niet zo’n vreemd verschijnsel: in 1960 zijn in de allereerste nota Ruimtelijke Ordening ook al de dilemma’s uitgespeld waar we nog steeds mee worstelen. Maar Geddes deelde de eerste klap uit – en je bent bevoorrecht als je dat mag doen. Hij was de eerste die dat veld van de regio als een soort territorium zag waar je als planoloog en geograaf over kon nadenken.”

tiende eeuw, die helemaal ritselt van dat soort ontdekkingen. Het was een blikverruiming, maar de tijd was er ook rijp voor. Het kwam niet helemaal uit de lucht vallen. Aan het begin van de negentiende eeuw had je al een grote geograaf als Alexander von Humboldt die zijn expeditie door Amerika in een dik boek vastlegde.

Een beeldschone jongedame betreedt het papier. Haar lichaam is verbluffend en haar schaatsen strelen het ijs. Vol concentratie en adrenaline glijdt ze met natuurlijke controle naar precies de juiste plek. Geladen met energie en vol zelfvertrouwen kerft ze figuren in het ijs. Elk onderdeel van haar lichaam communiceert op fabelachtige wijze. Ze zet af, springt, draait, land en zwiert in één vloeiende beweging. Elke slag is als een pennenstreek, elke combinatie van sprongen als een wervelend betoog.

Ze vertraagt, richt zich op en versnelt weer om een wederom foutloze alinea te dansen.

Haar ijzers die snijden in het ijs klinken als een minutieus opgesteld muziekstuk en met een voelbaar ritme vertaalt ze al mijn gedachten op het ijs zoals ik me nooit had kunnen verbeelden. Alles lukt. Ze danst de perfecte dans.

Ik vermoed dat als je heel nauwkeurig de biografie van Geddes zou bestuderen – wat ik niet gedaan heb – je zou ontdekken dat wat achteraf een enorme sprong lijkt, toch zijn wortels had in de tijd waarin hij leefde, de invloeden die hij onderging.

Niemand kan buiten zijn eigen tijd denken.”

Het verlangen om de eerste wetenschappelijke klap te mogen uitdelen vormde ook het belangrijkste thema van een bijzondere doos die u onlangs maakte voor de stichting Vedute. Waarom?

“Een ongelooflijke eer dat ze me daarvoor vroegen.

Sinds 1991 vraagt Vedute aan onder meer architecten en beeldend kunstenaars om een ruimtelijk manuscript in te leveren waarin hun visie is vervat.

Het voorgeschreven formaat is 7 bij 32 bij 44 centimeter: de afmetingen van de Statenbijbel.

Haar dans is mijn tekst, haar kür mijn verhaal. Elke elegante beweging is een volzin op mijn blad. Elk woord raakt het papier op precies het juiste ritme. Er groeit iets moois, alles valt op de juiste plaats en een verhaal in de knop komt tot bloei. Mijn pen zwiert over het witte papier als een beeldschone jongedame op een maagdelijke ijsvlakte.

Ik koos het thema van de eerste klap omdat wij landschapsarchitecten bij uitstek een vak uitoefenen waarbij je vrijwel nooit op een lege pagina begint. Altijd is het werk van voorgangers de onderlegger voor ons werk. Je hoopt daar met voldoende respect mee om te gaan; je hoopt ook met jouw ‘laag’ de volgende generatie weer nieuw respect te geven voor dat landschap. Maar dat meent niet weg dat voor de eerste keer iets doen iets fantastisch heeft. Dat is een droom, ja. Onze Zuiderzeepolders kun je zien als het uitkomen van die droom.

Maar op papier is alles anders. Het lukt niet, beelden flitsen door mijn gedachten maar ik krijg ze niet op papier. Wat zo helder leek blijft onbegrepen. Ik schrijf en schrijf maar ik kan het ritme niet vinden.

Ik begin te schrappen en te krassen en de ijsvlakte vertroebelt. Ik ploeter voort.

Woorden wegen zwaar en er ontstaan scheuren in het ijs. Mijn pen blijft steken en ik val frontaal op het ijs. Ik tracht mij nog vast te klampen aan mijn vel papier maar tevergeefs, alles om mij heen kraakt, en langzaam zak ik weg. Vlak voordat ik door de ijsvlakte verdwijn in het water prop ik het papier in mijn broekzak.

Ik heb mijn doos een nogal sjamanistisch karakter gegeven, moet ik bekennen. Veenschoenen kwamen er uit, strooibussen met zaden van moerasandijvie en sporen van het hoogveenmos… Alsof je met een soort sjamanistische handelingen het nieuwe land kunt bezielen.” Hij lacht. “Ik zat daar in een geweldig gezelschap: landschapsfotograaf Bas Princen had een doos gemaakt, schoenenontwerper Jan Jansen, architect en Bouwkunde-collega Mechthild Stuhlmacher… Ik heb genoten.

Vlak voor het vallen van de avond kom ik boven. Ik proest het uit en ben verdoofd door de kou. De laatste zonnestralen helpen mij overeind. Verslagen loop ik naar huis.

Het beeld lijkt uit beeld, eindeloos verweg.

Morgen gaat het dooien. De sporen zullen vervagen. De woorden zullen geruisloos in het water verdwijnen, en langzaam afspoelen naar zee. Niemand zal ze ooit nog terug zien, maar gelukkig heb ik mijn beeld nog.

Mijn beeld staat op papier. Op mijn manier.

Onvolledig. Vol gebreken, krassen en scheuren. Het is een vertroebeld beeld, maar het is er! Het is van mij. En iedereen zal het weten ook. Ik haal het uit mijn broekzak en strijk het glad. Het enige wat nog rest is het plaatsen van mijn naam.

Mijn doos ging ook over weer helemaal opnieuw beginnen als we met z’n allen tot de conclusie komen dat Nederland geheel mislukt is. Dat had ik als grapje toegevoegd, maar voor mij zijn de aantrekkelijkste landschappen inderdaad die open landschappen van het begin. Grote venen en slikken, moerassen die nog wachten op ontginning.”

A Review of the IABR Exhibitions Parallel Cases at RDM, Rotterdam and Free State of Amsterdam at Tolhuistuin, Amsterdam

As this edition of B_Nieuws goes to press, the International Architecture Biennale in Rotterdam is a month into its run. The Open City theme has been warmly received by both the press and the public since the opening on September 24th, illustrating the fact that the question of how to deal with the cities of today and tomorrow is being posed on a broader societal level. In addition to the main exhibition at the Nai, the biennial has two other large exhibitions. Parallel Cases at the RDM Campus is an exhibition of circa 40 student projects that explore the Open City sub-themes. In the Tolhuistuin in Amsterdam North the exhibition Free State of Amsterdam displays 9 plans for the the city of Amsterdam, created by up-and-coming urbanism firms. B_Nieuws went to take a look.

The exhibition is located at the recently completed RDM Campus at Heijplaat on the southern embankment of the Maas. This is the new site of the Rotterdam Academy of Architecture.

Also located here are a trans-disciplinary school collective and innovative companies who cooperate with the technical schools. The initials RDM originally stood for Rotterdam Droogdok Maatschappij (Rotterdam Dry Dock Company) but in the meantime have been co-opted by the new occupants and now stand for Research, Design and Manufacturing. This area is relatively far away from the city center and for new functions in the harbour to be viable, it was necessary to breath new life into the defunct express ferry service connecting the new campus to downtown Rotterdam. Heijplaat is a garden village nestled in between (former) industrial harbours. It was built in 1914 to house the harbour workers and was a relatively prosperous neighborbood complete with shops, schools and churches until the closing off RDM led to the decline of the area. The recent redevelopment of the area and the improved public transportation link via the ferry have given the formerly isolated village a new impulse, and the area is becoming a popular alternative destination for urbanites looking for reasonably priced housing inside the city limits .

Upon entering the former industrial building now known as the Innovation Dock where the exhibition is housed, one is struck by the enormous interior. Parallel Cases is housed in a closed compact open-topped structure. The effect is that of a gerbil maze in a large cavernous space. After squeezing through the door leading to the interior the main route of the exhibition comes into sight. The available space to walk was extremely limited on the inside and even with a small group of people it was difficult to view the projects properly. One wonders why the whole exhibition was not granted more space. The projects are divided into six subthemes: Refuge, Diaspora, Community, Squat, Collective and Open City.

One of the winning projects was Leaping the Fence, Olympic Legacy Now by Studio Superniche, Royal College of Art. This project focuses on the reuse of the 10 kilometer long plywood wall that has surrounded the site for the 2012 Olympics in London since 2006. In the October edition of B_Nieuws Bob Allies, one of the Olympic site master planners, offered a macro-view of the project inside the walls, describing the theoretical framework in which it was devised.

This project by Superniche of the Royal College of Art deals with the problem of such a massive endeavor on a practical level as a substantial

part of a city is cut off from its surroundings for an extended period of time. The project is very tactile as it proposes to transform the blue plywood wall sections into objects that can be used by the surrounding local communities.

Scale models are on display including a one-toone scale model of a birdhide. A climb into the birdhide offers a a great view of the exhibition space and the hall, (see photo in the left column).

Another winning project is Shofat RC by Bezalel Academy of Art and Design, Jeruzalem, Israel. This project presents a solution through architecture for the Shofat Refuge Camp and its relationship to the city of Jerusalem. This proposal lays bare the problems that the city of Jeruzalem faces in terms of urban transformation and renewal as the extra layers of tumultuous history and conflict add to an already complex urban situation.

The project by ArtEZ Academy of Architecture in Arnhem examines the effect of appartment building infrastructure and the consequences of social interaction it produces. The ‘lift effect’ is described as the silence that ensues upon entering a collective space, such as a lift. This has to do with a lack of context that residents encounter up entering these spaces. A solution is offered in which a series of ‘silent spaces’ are interlaced with ‘open spaces’ in new routes through existing appartment buildings. The project is presented mainly through models. To further illustrate the new proposed ‘series of spaces’ in an existing building, a multi-media presentation is used. The visitor holds a base in front of a webcam afterwhich dedicated software processes the image of the base and shows a virtual building rising up from it on screen, with the infrastructure accented in green.

Border Conditions from the Faculty of Architecture in Delft has a project on display which deals with transformations of (post-) socialist cities, specifically in Kiev, Ukraine and Havana, Cuba.

These projects examine the reigning spatial situation at the city ‘edges’ and how it relates to the city that has grown under strict government control.

The projects are presented in a myriad of ways, making use of digital media, posters, scale models, pamphlets and installations. After examining the projects inside the ‘maze’, it is worth walking around the perimeter on the outside where the birdhide is located. The official opening of the RDM Campus by HRH Prince Willem-Alexander on took place on October 30th and through December 13th the visiting hours have been extended. Tue - Fri 10 AM - 5 PM and in the weekends from 1 PM - 5 PM. On Wednesday, November 25th, a seminar and debate will held dedicated to the three winning projects. Free State of Amsterdam is being held in old Shell canteen at the Tolhuistuin in Amsterdam North. In this exhibition, 9 up-and-coming urbanism firms were asked to develop a vision for parts of Amsterdam that are ready for redevelopment. In stark contrast to the exhibitions in Rotterdam, these projects are mainly represented by models with little to no accompanying texts, a welcome respite after swimming in the sea of words at the IABR exhibitions in Rotterdam. Not even the names of the firms are included on the models. This approach was chosen by exhibition curator Zef Hemel to make the projects more approachable for people from all walks of life. In typical Amsterdam fashion, the idea of the Open City was interpreted in a way that invites the city residents to take part, making this Amsterdam contribution of the biennial truly a social event. In addition to the exhibition at the Tolhuistuin, The Making of Free State of Amsterdam will be held in the Zuiderkerk until the end of November.

Villette in Paris. ZUS proposes establishing a ‘small scall mega-structure’ to interconnect the neighborhoods.

According to the IABR catalogue, the Municipality of Amsterdam is presenting the city of Amsterdam in its contribution as a ‘free state - a place where designers display their ideas about a free and open future’ giving new meaning to the old expression ‘The city air is liberating’ (stadslucht maakt vrij). The idea of a planning process that increases rather than restricts the degee of freedom is explored.

Head of the Amstel Wedge - Landscape of Freedom by MUST Urbanism. In this plan the landscape is ‘liberated’ by returning sports fields and allotment gardens to the farming community, bringing the area back to its seventeenthcentury roots.

The nine firms created models that were not meant to be ‘finished’ at the start of the biennial, but rather were works in progress that would be worked on throughout the 6 weeks of the exhibition, growing and changing as the process went along, leaving room for improvisation, new insights and interaction with local residents. This way of working accentuates the will to work without an ‘official blueprint’ and to allow space for ‘splendid accidents’, according to descripion on the IABR website.

In the plan for the Western Harbour District Transcience as Strategy by Rietveld Landscape and Atelier de Lyon turn the restrictions of the harbour into advantages. The port in this plan is temporarily opened up for experirmental use at minimal expense.

Northern Banks of the IJ - Experimenting on the North Field by Urhan Urban Design have created an open field where Northerners are able to do their ‘own thing’ both collectively and individually. The spirit of entrepreneurialship inherent to this part of the city is present in the Entrepreneurs House, in addition to other facilities.

Nieuwe Diep - Free Street, Amsterdam by ZUS (Zones Urbaines Sensibles). Located on the east side of the city, outside the center, this part of the city is adjacent to infrastructure and close to a science park, similiar to site of Parc de la

The Eastern Islands - Endangered Freedom by Karres and Brands. In this proposal, the isolation of the spot is intensified by restoring water courses and downgrading roads so that the islands manifest themselves individually again.

Amsterdam-Southeast - From Urban District to Free City by StudioKLOK deals with the Bijlmer in the southeastern corner of the city. In this multi-cultural district, private initiatives woud be allowed more leeway and top-down planning would be limited. Ideally one can live, work and recreate anywhere and everywhere in this variant.

Gaasperplas - Aquatic Free State by Alle Hosper.

In this plan, the Gaasperdam residential neighborhood would be upgraded and transformed, making use of its proximity to water, creating an aquatic network and a varied urban footrpint while at the same time increasing density.

Nieuwe Meer - Global Awareness by Güller Güller Architecture Urbanism. ‘Global Awareness’ is the guiding principle in the area between the international airport and the city of Amsterdam.

Sloterplas - Land of Milk and Honey by B+B Urbanism and Landscape Architecture. The area around the Sloteplas is transformed into a paradise of leisure and recreation.

Integration, Inspiration and Technology Two new professors join the ranks at Architectural Engineering

Prof.dr.ing. Patrick Teuffel

On November 25th, the chair of Architectural Engineering welcomes not one, but two new professors: prof.ir. Thijs Asselbergs and prof.dr.ing. Patrick Teuffel. Thijs Asselbergs studied Architecture at our faculty, after which he collaborated with a.o. Jan Pesman (CePeZed) and Jan Hoogstad, and founded a design magazine: ‘Items’. In 1996 he started his own firm: Architectuurcentrale Thijs Asselbergs, founded in Haarlem. Also, he became chairman of Archiprix International. Patrick Teuffel studied Civil and Structural Engineering at the Universität Stuttgart. After his studies he joined Arup in London, and after a few years he started working as a teacher amd researcher in Stuttgart. In 2003 he started his own engineering firm, also in Stuttgart. Integration of disciplines and cooperation between specialists is what both professors aspire to, both in their work and with the Architectural Engineering studios. An interview with two inspirators.

BY MARCELLO SOELEMAN Architectural Engineering is a relatively new studio: it’s been running for three years now. Where do you want to take the studio in the coming years?

PT: “We’re still in the process of developing it.

I’m mainly responsible for the research and Thijs is mainly for the education. There are plans to integrate research more into the Master track which, for example, offers Master students the opportunity to work together with PhD students and vice versa. The PhD students can supervise the Master students, which helps the Master students to learn how to work scientifically. But it also helps the PhD students, because they have people gathering information, and doing some research for them as well.”

TA: “There are two research programs running.

One is for an entry for the Internationale Bau Ausstellung, run by Florian Heinzelmann.

Another is about materialization, run by Charlotte Lelyveld. Slowly we’re building up the studio this

way. There’s also a research program about wind, where the aerodynamic performance of buildings is evaluated. This research hasn’t been very active recently, but there are plans to revive it.”

The studio has quite an unusual position: the educational program is centered around Building Technology, though Architecture is officially organizing it. What is your point of view in this matter?

TA: “We’re a kind of booster for the integration of Building Technology in Architecture. Look at this building, I absolutely love it, but there’s one thing that’s a little strange: Architects are in the East wing, the Eastern half of the brain if you will, and we at Building Technology are in the Western half of the brain. We meet then somewhere at the library, or T?F, or the big model hall, but I think it’s very important to zip the two together. In the gap that is formed by this separation lies, literally, the Architectural Engineering question: how can we integrate building physics, materialization and so on into the conceptual side, the architecture? We want to make good duos of Architecture teachers and Building Technology teachers, we want to work together with other studios.”

PT: “In our studio there’s a strong focus on the technical performance of a building. The building has to deal with structural loads, light, acoustics, thermal comfort and other aspects – basically the interaction between the building, the environment and the user. And this can be strongly influenced by the technical components in the building. These determine if a building is userfriendly or not.”

One term that frequently comes up when reading about Architectural Engineering is ‘the buiding as a technical artifact’. Is this a general vision on how architecture should be made?

PT: “There are different design ‘drivers’. The basic one of course being the architectural function, the layout, but there are other aspects as well. One of these is the user, and another is the physical environment: the wind, the sun, the climate…”

TA: “The basis of our work is the question: how can we make architecture? How to assemble it, why assemble it in this way, what can be improved in this process. In short: how can we use the right technical influence on the way we make architecture? This is a different method than basing architecture on spatial arrangement or on interpretation of the program.”

Technological innovation can be an important driver for progress, not only technical progress but also societal progress. Do you agree?

PT: “Of course. Nowadays everyone is talking about sustainability, as a result you cannot hear the word anymore. There are different ways of dealing with this topic. There are aspects which are highly technologically driven, for example building skins and good insulation. These are physical properties of a building which can be based on fundamental materials sciences. Our position is not to develop specific materials, but to understand what is possible with the available materials, and how they can be integrated into a technical product or into architecture.”

In how far is sustainability a technical question?

TA: “Much has to do with costs. One finds that a building has to have a certain energy performance, but the financial means to implement this aren’t always available. Technically speaking we can do a lot, but there’s still much to improve. It is mostly Andy van den Dobbelsteen and Arjan van Timmeren (from the Climate Design Research group) who are dealing with this, and we’re obviously very interested in what they’re doing.”

PT: “Nowadays it is possible to build a zero-energy house. But yes, there are further improvements to be made, and of course, the way buildings are designed has to be accepted by the user, by the client and by society.”

In what areas do you see the most opportunities for improvement?

PT: “The main research focus in the Architectural Engineering chairs are adaptive systems. My PhD thesis concentrated on adaptive structures, with trusses that react to wind loads and seismic loads.

Now we are trying to expand this idea to encompass building skins, building envelops, as well as interior finishing, so that they are able to react to

different conditions. An example of a changing condition for a building is the role of the user. The user is someone who behaves differently tomorrow than he or she did today, and the week after that, and so on. Why should the building not be able to adapt to this? Also, environmental design drivers are not static. At times there is wind and at times there is not. It’s the same with the sun. The acoustic conditions are also constantly changing.

These different kinds of aspects all play an important role in the design process of any architectural project. Nothing is static, nothing is permanent, so then it’s logical I think to develop building components which are able to react to these different environmental conditions.”

These changing conditions are nothing new.

In the past they were solved by over-sizing structural members, to make them, for example, thicker than they needed to be. This led to buildings that lasted for a longer period of time. If you make adaptable structures, facades, skins, isn’t there a danger that they’ll be less durable?

PT: “We should strive for the opposite: more durability. For example, concerning adaptable façades, imagine a glass façade with shutters, and some kind of mechanical equipment with which you can open and close them. This usually includes many hinges and mechanical components. These can break down after a few years. If you would replace this system by say, transparent, smart materials, the system is then able to adapt to the changing conditions we described before, without all kinds of mechanical equipments which can fail. Of course when implementing such solutions, the broader goal is to increase the performance of the system in all its aspects, in addition to improving the durability. It wouldn’t be very sustainable without consideration of the whole.”

Could you name an example of a material with changing properties?

PT: “There are several materials which can change their properties, for example shape memory alloys can change their shape depending on the temperature, piezoelectric ceramics can expand by electrical currency and phase change materials change their state between solid and liquid - it is now up to us, architects and engineers, to understand the possible opportunities these materials can offer, in order to develop new concepts in architecture.”

TA: “In 1992 I coined the term ‘zappi’. This is a metaphor for the material that can do anything: it is soft when it should be soft, tough when it should be tough, warm when it should be, cold, transparent, closed, and so on. It is an imaginary material, which represents the envelope that you’re looking for. Thousands of years ago people lived outside and draped a tanned skin around themselves, and eventually we created envelopes. And from the moment this envelope was created, we began thinking about climate, acoustics and so on,

and this greatly influenced our ‘state of being’. Ever since that time, we have been looking for ways to construct this medium, looking for ways to shape it in an optimal way.”

A search for your ‘zappi’?

TA: “Yes. Though I won’t find it, I think you should challenge students and researchers to seek out the improvements possible within materials science, in search of something like this.”

Will these improvements also lead to other ways to dimension and analyze structures?

PT: “Part of my PhD thesis was to develop a method to analyze these adaptable systems in a different way than conventional static structural mechanics, resulting in more lightweight structures.

The required strength is present when there’s a significant wind load, but 99% of the time this wind load is not there, so maybe the space can be used in a better way.”

There are also other studios which work with adaptability, the most obvious one being Hyperbody. How do you see cooperation between your studio and theirs?

PT: “We work together with Hyperbody because of their focus on responsive and interactive environments. There are many differing focus points between us, but there are also many common interests. In our case the focus is more on adaptable materials. Hyperbody may be focused more

Buildings are all prototypes, they’re all unique.

They’re all assemblages of architectural ideas. This makes building construction, by definition, more expensive than industrial products. Additionally, if you compare the cars of the early 20th century to those that are now on the parking lot, you clearly see the huge innovations which have taken place.

If you look at buildings, we see brick, window sills with single glazing. This is still the way in which buildings are fabricated in Western Europe. There’s a huge contrast.

Architecture is still a unique thing you and I are looking for. We can ask ourselves: can we keep doing this, if we want to solve the energy problem, if we don’t want costs to explode? Or can we shift production to industrialized building, an industrial way of thinking? Then parametric design becomes very interesting.”

Should we design more building components, products, in stead of buildings?

TA: “Yes, maybe. But how much freedom does this offer? Architecture is an art bound by practical considerations. An art of integrating structure, envelope and possibly installations, in such a way that you don’t end up with the amazingly weird patchwork you see on building sites today. Just drive through the Netherlands. If you compare this to a production hall of a Boeing for example, you clearly see the huge difference in how we make buildings and how we make other products.”

Such cooperation has parallels with design practice. Should the architect be a source of inspiration in stead of a designer?

TA: “I’m tired of architects that just hire a structural advisor or installations advisor to calculate the amount of air circulation, or the amount of reinforcement to put into the concrete, and say “Just calculate it. I want it this way”. This vain attitude shows itself in the buildings they deliver. To me it’s far more inspiring to draw from the advisor’s knowledge in an early phase. Organize workshops, meet with each other and discuss options, don’t just stare at your own computer screen or sketch paper! It’s about structural engineers, physical engineers adding to the quality of an architectural project. It’s about synergy! This is one of the most existential things an architect can experience. Society has become so complicated, let’s enhance each other! And then this big-headed architect has to nail his name onto a project, come on…”

What are your further plans with the studio?

TA: “We’re going to launch a website, and we’re going to make a good brochure to communicate what we’re doing. This has to be finished before our inauguration. We’re going to concentrate on good graduation projects. There’s a lab concerning the Prins Clausplein, of which the first graduates are finishing now. Bringing the Architecture component together with the Building Technology component within education, within research, that’s a job that has our fullest attention now.”

“It’s about structural engineers, physical engineers adding to the quality of an architectural project. It’s about synergy!” on computational ideas, but of course in the end everything should merge together. So I don’t see the contradiction between adaptable materials and virtual reality or computational simulation.”

There seems to be a paradigm shift taking place nowadays, from modular design thinking with repetitive elements, to parametric design thinking in which each element is unique with a single algorithm generating the elements.

TA: “I’m from a generation when glass was still just a flat plate. Nowadays we can mold glass in a myriad of ways: bend it, make it three dimensional, etcetera. So if glass is an manifestation of ‘zappi’ then today the design engineer has much more freedom in the makeability of systems, because of computer simulations and parametric design. There’s only one limitation: how do you get your wonderful system realized?

I always compare this with the car industry: you make a car in a series of one hundred thousand or a million. You put the model on the market once, and then you move on to the next model. In building, this is obviously not the way things are done.

This patchwork has to do with detailing. So if you draw up your details well enough, it’s less weird patchwork on the building site?

TA: “It’s a way of thinking, a way of being willing to think. Thinking about how to make things. This is the most important thing we want to contribute, from our research chair, to what architecture can be. You can say that I’m the make-professor.”

You want to start this discussion of thinking about how to make things?

TA: “Yes, through a continous dialogue with the Architecture department. The architect might be the visionary and director, but he needs advisors who can inspire him. When providing advice, we shouldn’t just provide some service, but inspire and engage in discussion. My lecture is named ‘Balancement’. This word is not in the dictionary, and it doesn’t mean that things are balanced, but it means a search for a tension, a special junction where things are not quite in balance. This is also what I strive for within the faculty, a situation where the people of Architecture and people of Building Technology interact with each other, where they inspire each other with their specific knowledge.”

PT: “Of course primarily we want to develop a strong Master track, with a certain amount of good students. And we also cooperate with other studios. We’ve mentioned Hyperbody, but RMIT is also a studio that shares common interests with our studio. So there are several overlaps with different tracks. But integration of disciplines is the core. Further more, research about adaptability will continue. In my lecture, I will explain the interaction between the user, the environment, and the building itself. I will explain that this is nothing static, nothing permanent, that they are parameters that are changing over time. So the thing in between, the architecture, should be able to deal with this and not just be there, static, for one hundred years…” “...I am a monument.”

PT: “Exactly.”

De originele voorpagina van Le Figaro van 20 februari 1909: op die plek heeft Marinetti het Futuristisch Manifest gepubliceerd. De correspondentie van Cornelis van Eesteren met de invloedrijke architectuurhistoricus Sigfried Giedion. Zulk materiaal is vrijwel onvervangbaar. Tienduizenden dia’s en foto’s waren nog niet gedigitaliseerd.

Het eerste jaar na de brand ging tachtig procent van de tijd op aan wederopbouw en colleges voorbereiden. Door het gebrek aan bronnen en informatiemateriaal waren werkdagen van 14 uur normaal. Lezingen en artikelen konden vaak niet doorgaan, de publicatie van boeken die al in catalogi van uitgeverijen waren aangekondigd moesten worden uitgesteld.”

Momenteel liggen de boeken grotendeels in de kelders van Bouwkunde.

Geen ideale situatie.

Sommige mensen zijn onvoorstelbaar vrijgevig geweest. De emeritus hoogleraar Hardt-Waltherr Hämer, ooit directeur van de Berlijnse aflevering van de beroemde Internationale Bau-Ausstellung, heeft ons zijn complete bibliotheek geschonken.

Dertig strekkende meter. Ik heb geaarzeld: mag ik dat aannemen, moet die collectie niet in Berlijn blijven? Je voelt je verantwoordelijk. Zo’n collectie mag niet in de papierversnipperaar terecht komen.

Ook niet over vijftig jaar.”

Werk afmaken (1) “In principe had ik op 1 augustus 2009 moeten stoppen als hoogleraar. De eerste maanden na de brand heb ik dat ook serieus overwogen. De brand leek een teken aan de wand. Mene tekel!

Uiteindelijk heb ik besloten: nee, ik wil de mensen van het IHAAU niet in de steek laten. Ik wil dit instituut weer opbouwen. Gelukkig mag ik nog een jaar doorgaan, zodat ik in augustus 2010 een hopelijk bloeiend IHAAU kan overdragen aan mijn opvolger. Of liever nog: aan mijn twee opvolgers.

Want slechts één hoogleraar voor dit instituut is armoedig. De colleges moeten weer de oude kwaliteit krijgen, het onderzoek moet volledig worden hersteld. Dat zijn de belangrijke doelen. We moeten weer even productief worden als voor de brand. Juist daarom is het zo belangrijk dat we een belangrijk deel van de boeken weer in ons bezit kregen.

Zelf zou ik graag het tentoonstellingsproject ‘Belly of the Metropolis’ willen voltooien, over voedselconsumptie en de stad die als een soort gigantisch organisch lichaam al die voedsel- en afvalstromen verwerkt. Verschillende buitenlandse musea, waaronder het Museum of London, hebben enkele jaren geleden belangstelling voor het project getoond. Er is natuurlijk wel veel materiaal verloren gegaan.”

Bollerey laat het thuis bewaarde concept voor de tentoonstelling zien. Wat meteen opvalt is de grote rijkdom aan thema’s en subthema’s. Hoogst intrigerend beeldmateriaal is bijeen gebracht. Van ‘In 70 Jahren ißt der Mensch 1400 mal sein Gewicht’ tot ‘Der Mensch als Industriepalast’.

Alleen de geschiedenis is op de hoogte van de tijd.

Je kunt niet serieus over de toekomst nadenken zonder het verleden te analyseren. Ik heb altijd willen laten zien hoe belangrijk geschiedenis kan zijn.

Het gaat niet alleen om het werk van vandaag.

Architecten lenen vaak een paar stijlelementen uit een historische periode en geven daar dan een ironische draai aan. Louter de vormen uit het verleden oppakken, dat hebben architecten door de eeuwen heen altijd gedaan. Maar bij architectuurgeschiedenis gaat het niet alleen om stijlen en

Werk afmaken (2) “Ik zou de komende jaren ook graag een nieuwe, Engelse editie willen publiceren van ‘200 Jahre Architektur (1740-1940)’. In 1987 verscheen de eerste versie van dat boek. Maar na de val van de Muur kwam opeens veel meer materiaal beschikbaar in het voormalige Oostblok. Nu dat grotendeels in de brand verloren is gegaan, zal ik opnieuw op zoek moeten gaan naar afbeeldingen en bronteksten.

Het onderzoeksmateriaal wordt steeds minder toegankelijk. In bijvoorbeeld de British Library in Londen mag je nu van illustraties uit boeken van de jaren vijftig al zelf geen kopietjes meer maken.

Alles moet je opvragen. Het is tegenwoordig ook stukken duurder. Ik heb dit jaar twintig euro betaald voor een afbeelding die ik graag tijdens een college wilde laten zien. Tja, ook architectuurmusea krijgen sinds de kredietcrisis minder subsidie en moeten zichzelf gaan bedruipen.”

Al hebben ze hun idealen slechts voor een deel kunnen verwezenlijken, de utopische socialisten hebben via hun ideeën wel invloed gehad. Op het latere concept van volkshuisvesting, bijvoorbeeld.

Het zijn geen denkbeelden die je nu nog één op één kan toepassen, maar je kunt ze gebruiken als inspiratiebron. Tenslotte zijn utopische gedachten altijd ontstaan uit kritiek op actuele misstanden.

Vanuit een kritische houding alternatieven bedenken, daar is ook nu grote behoefte aan. Daarom beschouw ik ‘Architekturkonzeptionen der Utopischen Sozialisten’ als mijn meest geslaagde boek.”

Franziska Bollerey - Mythos Metropolis: the city as a motif for writers, painters and film directors (2006) “Grappig dat je begint over die wisselwerking tussen tekst en illustraties in Mythos Metropolis. Dat is inderdaad een kenmerk van mijn werk. Waarschijnlijk heeft dat iets te maken met mijn oude ambitie om illustratrice te worden. Beeld is voor mij heel belangrijk naast het geschreven of geselecteerde woord, ook in mijn colleges.

Wat waren de sociale en maatschappelijke gevolgen van een bepaalde architectuur? Door zich daar in te verdiepen, leren studenten ook hun eigen positie binnen de maatschappij te analyseren.”

Eigen werk (1) Alles komt langs in het concept. De industrialisatie van de voedselproductie, de technologie die wereldwijde voedselexport mogelijk maakte, de steeds grotere afstand tussen voedselproducent en –consument. Maar ook: de slachthuizen van Chicago, de riolen van Wenen en natuurlijk de hallen van Parijs – door de negentiende-eeuwse romanschrijver Emile Zola ooit vereeuwigd als ‘le ventre de Paris’. Toen al: de buik van de metropool.

Schilderijen, fragmenten, 3D-tabellen, popsongs, historische tafelopstellingen: mozaïeksteentjes in een groter geheel dat een allesbehalve willekeurige indruk maakt. De zintuigen van de bezoeker moeten geprikkeld worden, zelfs de neus – met geurcomponenten.

Visie

“Het is prettig dat het met Christoph Grafe geschreven boek ‘Cafés and Bars: the Architecture of Public Display’ (2007) positief is ontvangen en inmiddels een tweede druk beleeft. Het vormt een mooi voorbeeld van mijn aanpak: veel aandacht voor de maatschappelijke en culturele context. Het koffiehuis was een broedplaats voor verzet, revolutie, subversieve discussies. Koffiehuizen hebben een belangrijke rol gespeeld bij het ontstaan van de vrijhandel en het recht op een vrije meningsuiting: een Britse krant als The Guardian is in een koffiehuis ontstaan.

Het artistieke café kun je zien als vaste werkplek voor de schrijver, maar ook als een in de metropool geplaatste observatiepost. Een venster op de komedie of tragedie van het leven. Zo’n café heeft een eigen sfeer, die maakt dat de vaste bezoekers zich er thuis voelen. De tijd lijkt er langzamer te gaan. Heel anders dan Starbucks. Gelukkig zie je dat in steden als Wenen en Parijs zulke artistieke cafés een comeback beleven.

Het boek ‘Architekturkonzeptionen der Utopischen Sozialisten’, ontstond uit mijn proefschrift. Het utopisch socialisme was een politieke stroming in de vroege negentiende eeuw, die later door het marxisme overschaduwd zou worden. Je had idealisten als Robert Owen, die de arbeiders in zijn textielfabriek betere huisvesting, redelijke werkuren en onderwijs voor hun kinderen bood. Het bleek de productie in de fabriek ten goede te komen.

Deze vroege socialisten experimenteerden met zaken als een alternatief voor geld (labour notes) en coöperatieve winkels. Ze dachten ook dat architecten een bijdrage konden leveren aan een betere

Werkomgeving “De sfeer en de harmonie binnen het IHAAU zijn goed, maar de werkomstandigheden laten te wensen over. Wat ik zou willen veranderen? Meer mogelijkheden om je eigen werkplek een individueel en functioneel karakter te geven. Een omgeving waar je minstens acht uur per dag werkt, mag niet anoniem zijn. En er moet een einde komen aan die regel van maximaal 1 meter 20 aan boeken per medewerker. We hebben op onze werkplekken veel meer boeken nodig, alleen al omdat we jaarlijks zo’n 300 tot 400 studenten moeten begeleiden bij het schrijven van hun scriptie.”

Positie “We hebben geen stevige positie binnen de faculteit, al oordeelde een externe commissie twee jaar geleden dat het wetenschappelijk niveau van ons instituut hoog ligt. Ik werk hard, heb ook de fantasie om interessante thema’s op te pakken, maar in public relations ben ik niet zo goed. En pr is belangrijk, want niemand kijkt achter het gordijn. Ik zou bijvoorbeeld moeten laten zien dat we een uitstekend eigen onderzoeksblad (Ezelsoren) maken, ondersteund door een advisory board die veel zwaargewichten telt. En ik zou regelmatig moeten wijzen op het feit dat de boeken van onze onderzoekers bij gerenommeerde uitgeverijen worden uitgegeven en vaak uitstekende recensies krijgen.”

Je bent altijd op zoek naar dat ene beeld dat een passage op bijna magische wijze kan verduidelijken en versterken. Het is wetenschap, maar wetenschap die visueel onderbouwd is. Gelukkig heb ik een heel goed geheugen. En hier in mijn bibliotheek thuis kan ik nog heel veel beeldmateriaal vinden. Ik heb altijd interessant materiaal rond bepaalde thema’s verzameld. Jammer genoeg is het grootste deel door de brand vernietigd.

‘Mythos Metropolis’ telt zo’n 150 pagina’s. Ik koos bewust voor een boek van bescheiden formaat, maar in mijn hoofd zit ook de alternatieve versie: precies hetzelfde verhaal, over de fascinatie die de grote stad altijd heeft uitgeoefend op kunstenaars, maar dan verteld met andere citaten en ander beeldmateriaal.

De metropool als soms verleidelijk en soms angstaanjagend visioen - dat motief zie je steeds weer opduiken in romans, speelfilms en schilderijen. De kunstenaar, zo lijkt het, moet zich de stad eigen maken, zijn of haar eigen versie van de stad scheppen om zich er werkelijk thuis te kunnen voelen.

Dat vergt kracht en fantasie. Op die manier voegen kunstenaars steeds weer dimensies toe aan die mythologie van de metropool.” <b

Start “Ik ben bij toeval de wetenschap ingerold. Ik wilde kinderboeken schrijven en illustreren en koos voor de Kunstacademie, ook om later – net als mijn moeder - als grafisch vormgever geld te verdienen. Maar ik had meer structuur nodig, dus ik ging aan de Freie Universität in Berlijn een journalistieke opleiding volgen. Daar bleken bijvakken als sociologie en kunstgeschiedenis zo interessant, dat ik die richting ben ingeslagen.

De ambitie om een kinderboek te maken heeft me nooit helemaal verlaten. Ik teken nog steeds en

Mastervoorlichting op bouwkunde

Kies jij bewust?

Van 30 november tot 4 december vindt de Masterweek van de TU Delft plaats. De activiteiten in deze week richten zich op de voorlichting van 2e en 3e jaars bachelorstudenten en 4e jaars studenten van het hoger beroepsonderwijs. Na drie jaar een vrijwel vast studieprogramma (op de minor na) valt er eindelijk wat te kiezen. De Faculteit Bouwkunde licht je op maandag 30 november en dinsdag 1 december voor over alle mogelijkheden. En dat zijn er nogal wat. Op maandag presenteren de vier verschillende mastertracks zich. Deze dag is vooral interessant voor mensen die een schakelsemester willen doen. Op dinsdag is er de mogelijkheid om meer specifieke informatie per mastertrack te verkrijgen. B_nieuws tracht een overzicht te geven van alle richtingen om de keuze wat gemakkelijker te maken. Maar niets is minder waar, want zoals zo vaak, hoe meer je weet, hoe moeilijker het wordt.

Na deze algemene presentaties geven alle mastertracks achtereenvolgens een korte presentatie over de inhoud van de track en de onderwijsmogelijkheden die zij studenten aanbieden. De faculteit biedt 4 verschillende mastertracks aan: Architecture, Urbanism, Building Technology en Real Estate & Housing. Als je als student de bacheloropleiding van de faculteit Bouwkunde volgt zul je bekend zijn met de verschillende varianten.

Toch is het aan te raden deze presentaties te bezoeken, er wordt namelijk niet alleen verteld waar de mastertrack voor staat, maar ook op welke wijze het onderwijs is opgebouwd.

Er is aan de faculteit ook de mogelijkheid om duaal af te studeren. Bepaalde verschillende mastertracks kunnen gecombineerd worden met elkaar. Hoe lang deze mogelijkheid nog blijft bestaan is de vraag. Er wordt geen aparte presentatie gegeven over deze mogelijkheid. De mogelijkheden worden wel beschreven in de verschillende folders van de mastertracks.

Dinsdag 1 december De tweede voorlichtingsavond wordt gewijd aan de verschillende specialisaties die er gekozen kunnen worden binnen de verschillende mastertracks. In eerste instantie geven alle matertracks afzonderlijk een presentatie over de mogelijkheden tot specialisatie.

Vervolgens is er een uitgebreide informatiemarkt waarop alle verschillende specialisaties vertegenwoordigd zijn. Op deze informatiemarkt kunnen voorbeeldprojecten van voorgaande jaren bekeken worden en is er de mogelijkheid tot het stellen van vragen aan docenten en studenten.

Introduction by Professor Nicolas Pham The urban housing block of St-Lazare is exemplary in that it represents a traditional Parisian typology in its form and character, but nevertheless has a number of characteristics that make it unique. The block was originally a convent, at some distance outside the walls of Paris, which was gradually incorporated into the city expansion.

It rose from the status of a solid in the countryside to that of a void in the urban fabric. Furthermore, it has undergone various transformations over time, becoming respectively a prison and a hospital and will now be transformed into a cultural centre.

of the building to the public space, the thresholds between private and public, the built and social permeability, etcetera.

The main difficulty of the project resides in the fact that architecture in such a situation must respond simultaneously to very different and sometimes conflicting requirements: the need for architectural representation conflicts with the needs of integration in this complex site.

The compositional rigor, the spatial and organisational qualities, the different routes allow us to read and understand this site by means of a critical and coherent approach. The project states clear choices: the spaces are defined and organised along two distinct narrative sequences: Firstly, the passage through the block reveals the ancient convent wall, the former Baccarat

glass factory and the informal character of the hidden realm.

Secondly, the museum route, that takes us trough the collections but also through the subtle arrangement of buildings that have aggregated in centuries, though keeping a harmonious ensemble. Every part adding to the previous in a new coherency without conflicting with the previous.

The architectural language is then used to reveal the spaces through a careful use of material, a dedicated and expressive structure and above all, an overwhelming poetry in the use of light.

Saint Lazare Museum of Modern Art A coexistence of Architectures “Architecture is thought with the head and drawn with the feet” Carme Pinos In works of art the position of the viewer is very important. Although this is different for everyone, quite often there is one precise place for viewing the work so that the place is also part of the work of art. Somehow something similar occurs in the way we experience architecture.There is an optimal path to follow in every building to understand the work of the architect. The user activates the work by walking on the path.

My work in this renovation project is a recognition of the unique properties of St.Lazare context, and a response to that context. It offers a path, a way to experience the spirit of place, a coexistence of architectures.

an auditorium and 14 lofts for artists. The original façade of St.Lazare acts as main entrance to the permanent exhibition of the museum. A sloping circulation route bordering the northern façade forms the roof of the public library. It leads visitors to the restaurant and to the temporary exhibition entrance located at the second level of the extension building. This new construction is organized as one central volume and two parallel wings of equal length, separated by an exterior staircase leading downwards to Baccarat auction building, in order to conform to the topography.

The museum double-skin façade has lightweight components and provides a thermal buffering between the different climate conditions inside and outside the building. For its design careful attention is paid to the Light and the election of materials. The cladding material takes its cue from the character of the city. The natural stone traditionally used in Paris buildings is applied to the outter skin Museum facade, but in this case the thickness of the stone diverges from local traditions. Thin panels of non-twisted glass with UV resistant resin bonding, applied to the rear face of the marble stone slab, cover nearly 70% of the building envelope. They provide a diffuse light most convenient for the works of art.

Located on the right bank of the river Seine, L’îlot de St.Lazare (built in the early Middle Ages) was for many centuries an important landmark in the historical north-south axis of Paris. Along the years both the building and its function were transformed several times, from convent, to prison and later on to hospital. Currently the building stands as an isolated enclave in the city, a self-contained structure encircled by its old walls, literally imbedded into a dense building block and practically disengaged from the city urban developments.

As a designer I propose an intervention that is respectful of the particular structure of the urban block and the existing buildings laden with history, and yet aims to take a daring and forward looking position. My approach to the singularity of this location -in particular its architectural context and varied topography- is to reveal it and exploit it.

The master plan takes as starting point the relevant east-west axis on which Gare de L’Est railstation, St.Lazare and Baccarat buildings are all situated. The aim of the plan scheme is basically to create a pedestrian route along the axis, linking Gare de L’Est with the new western layout of the city through the core of the building block and with the nearby traffic arteries.

On an irregular plot sloping ground with a nine metre height difference, both the topography and pattern structure of the museum complex are revealed along the route. A series of volumes separated by courtyards, patios and walkways that run from east to west, generating direction, attempts to recall the image of the many inner courts and passages in the centre of Paris.

In practical terms the intervention involves the creation of new public spaces and the connection of St.Lazare and Baccarat buildings unified in one cultural programme, a museum. The programme includes an auction gallery, a public library,

In search of architectural solutions for People Capita Selecta: An interview with introductory speaker Anke van Hal

November 12th marks the start of a new series of Capita Selecta lectures. The title for this series of lectures is: ‘Architectural Solutions for a Sustainable City’. On Thursday evenings at BK City, room A, will be the stage for a talk by two invited speakers which will hopefully be followed by a heated discussion between speakers and audience.

The first speaker is Anke van Hal, initiator of this series of lectures together with Dick van Gameren. Professor van Hal occupies the chair of Sustainable Housing Transformation at the department of Real Estate & Housing. In her work at the Faculty of Architecture she focuses on education. Alongside this she is professor at the Nyenrode Center for Sustainability. We start off discussing the lecture series and it’s central theme. Specifically: the subjects to be discussed, the reasons she feels that it is so important to emphasize this specific theme to the students at this time, as well as the challenging task that lies ahead in relation to the sustainable city.

BY MAARTEN KEMPENAAR How did the initiative to organise this lecture series arise?

My chair focuses on the existing housing stock, with the accent on sustainability. The chair of Architecture and Dwelling, where Dick van Gameren is professor, also focuses on housing with the difference being that they concentrate more on new developments. We have a combined graduation program already in place in

which we collaborate but we both felt that it was very important to bring this subject to the attention of more students. The lectures are a great opportunity to do this.

Why do you feel that this theme is so important for students? In other words, why should we attend the lectures?

In my opinion, the biggest and most important chal-

lenge for future architects concerns dealing with the existing city. The development of new housing is decreasing outside the existing city boundaries.

In the future the emphasis will continue to shift towards development within the existing city fabric and renewal projects at existing locations in the city. This question is a very complex one for several reasons. Local municipalities have a long list of requirements concerning efficient energy use and sustainability, requirements which have to be met.

Probably the most complex challenges lie in finding solutions to the social problems in the areas that already exist, for the simple fact that people already live there and any new implementations must take this into account.

I feel that there is far too little attention paid to this important issue. Which is a pity. A lot of creative people are needed to transform existing neighborhoods into a pleasant living spot. A lot of students will probably be confronted with this issue for the first time.

So it’s actually far more than just a question concerning architecture?

Yes, and I think it always has to be. For me sustainability always starts with people. What do people do, what are their needs, and how can we meet these needs with actions that have a positive effect on the environment too. In this case it’s about people in the existing city. Very simply said, most people want to live in affordable, safe and pleasant housing, in a pleasant neighborhood. The challenge is to apply all the governmental aims and ambitions concerning sustainability and the reduction of CO2 output in such a way that it meets the needs of these people. And like I said, this challenge is even more complex because it concerns the existing city, in other words not a new environment but an environment where people already live.

Which means that a lot of different groups have to take part in this process to make it successful. How can we get these groups enthusiastic enough to take part in the sustainable housing cause?

Everybody will agree that the environment is important, but the process will not be successful if

it excludes the possibility of profit or goes against other interests of a company or group. My opinion is that you should always search for a situation where an effort is made to accommodate all interests. For example, if you design a housing estate, environmental measures should be implemented in such a way that these contribute to the beauty of the neighborhood, and not just as a separate, non-integrated technical implementation.

How far are we in the process of integrating aesthetics and technique as it relates to sustainability?

We’re just at the beginning. Most of the time a technical approach is implemented at the start, but I think the design component matters greatly. Adding architectonic quality is what lacks in a lot of projects at the moment.

The most important step to take now is to innovate the process. The main problem isn’t a technical one, but rather a problem of all the different groups not collaborating in the right way.

What would be a good concrete example of this innovation?

Our country is full of neighbourhoods that have been developed in the sixties. They are all similar in design and dimensions. The strange thing is that currently every urban block is considered separately. The question is, why aren’t we capable of tackling this problem on a bigger scale considering the fact that in most cases every new project is approached in a set, predetermined way. Because that is just the way we’re used to do it. Imagine that architects, in collaboration with product devel-

If you want to do this in a proper way, a lot has to change in the process, for example the building site should be prepared for prefabrication. But most importantly, this change can only take place if the collaboration between the different disciplines is well coordinated.

What can we learn from the international approach?

Germany is one of the countries that is ahead of us. The main reason for this is that there is much more resistance to demolition in Germany, resistance to destruction of capital and much more interest in energy efficiency. Because of this, they started searching for environmental and aesthetical solutions in the existing housing stock long before we did, here in The Netherlands.

So the process concerns sustainability in a broader sense, not only architectural but also social. As you may know, a lot of people are weary of talking about sustainability.

How are you going to deal with this apathy in the lecture series?

Well, I think that we have set up the series as a very concrete and practical assignment which challenges the new generation of architects and building specialists. It is one of the most important issues in building practice, and we feel that it deserves much more attention within the Faculty of Architecture than it is currently receiving. The lectures will chiefly discuss very practical challenges and beautiful solutions, each doing so in their own way of course.

question to be answered is in which way they managed to create new solutions as a result of the collaborations.

Will this also be the approach of your own lecture?

In my lecture I will show win-win-examples of how problems can be tackled, and emphasize the urgency of the task that lies ahead of us in the existing city. I will try to kick off the discussion on how to develop new sustainable solutions for the existing city. But most important; I will try to seduce students to pay more attention at this complicated but also challenging and inspiring task.

What is, or will be, the most important idea that you wish to communicate to architecture students?

I deeply hope that the subject we discuss will trigger architectural students and that they will start to realize that architecture can play an important role in the development of new solutions for the existing city. At the moment there are only a very few known architects that work on this subject, but it’s importance is growing fast. Many architects have begun to realize that it’s one of the main challenges for the near future, and if we don’t act we will be creating a time bomb for the housing environment in The Netherlands. There are thousands of reasons to take on this challenge. It could be that as an architect, your main motive is to make something ugly into something beautiful, to revive a run-down neighborhood, or perhaps you wish to act on behalf of people that are no longer capable of paying their rent due to rising energy costs. No matter what their motives are, every architect that

What are the different approaches we can expect?

Well the main approach is the architect’s approach.

Almost all the speakers are architects themselves.

The idea is that they will all speak about their role in the process and additionally about the collaboration with all the different groups involved in this process, including residents. The most important

graduates from this university will in some way get involved in this challenge. At the moment there is a huge gap between the perceived idea of the work an architect does which most students have, and the work most architects actually do in real life.

So future architects are the ones to take the next step. Should they play the key role in

future sustainable development?

Yes, there surely is a big role for them though it of course doesn’t only concern architects. At the moment, the approach in implementing sustainable solutions is very technical and also greatly influenced by financial constraints. However, if you really wish to give a positive impulse to an existing neighbourhood, then there must be a strong aesthetic vision. Otherwise the implemented measures will always remain a technical trick, which will never be fully embedded in the neighborhood.

Anke van Hal Since two years, Anke van Hal is professor at The Faculty of Architecture, TU Delft, as well as at Nyenrode Business University. Her work concentrates on the question of how to fulfill desires of companies, residents and other involved parties in building projects by taking environmentally considered measures. Though she’s educated as an architect, her main field of work embodies process innovation, including the financial aspects. At the faculty she’s a professor at the track of RE&H and aims particularly for the, according to her, most important building challenge in the near future: introducing sustainability in the existing building stock. She worked for a long time as a sustainable building advisor with her own office, was chief editor of the professional journal ‘Puur Bouwen’ and the consumer magazine ‘Puur Wonen’, and wrote many books concerning sustainable building.

Jeroen van Schooten founded the architectural office ‘Meyer en van Schooten’ in 1984, together with Roberto Meyer. Their portfolio encompasses social housing, private housing, villa’s, urban plans, schools, offices and bridges. The office got much recognition for their desing for the head office of ING Groep in Amsterdam. As of 2006 Jeroen van Schooten is chairman of the Bond voor Nederlandse Architecten (BNA).

Pieter Weijnen is partner at Faro architecten.

The office works at the boundary of architecture and urbanism. Sustainability is herein an important aspect. According to Pieter Weijnen, energy-efficient new estate is not a solution for an energy-unefficient building stock. Large scale demolishing and new estate is only a bogus solution. Removing of demolished waste seems cheap but the real environmental costs are much higher. Only 1% can be replaced annualy.

Pieter Weijnen pleads for increased sustainable renovation of the outworn building stock. Energy-efficient buildings are his specialty.

Sarah Wigglesworth of Sarah Wigglesworth Architects has been chosen by the ‘Sunday Times Hot 100 poll’ in 1998 as one of the three most influential architects for the coming decennium in Britsh architecture. Her best known project is her own house and office.

This project shows all aspects of sustainable living. Different innovative materials have been applied, including straw bales, sand bags, fabric and netted stone. In all her projects she tries to apply materials that are ecological, energy-efficient, and at the same time robust and durable. Sarah is professor of architecture at Sheffield University

Henk Döll is founder of Atelier Döll for building art, before which he was one of the founders of Mecanoo Archi- Sustainable dance floor. tecten where he worked until 2003. While working for Mecanoo he received numerous awards and honours, amongst which the Rotterdam-Maaskant prize for young architects in 1987 “for his innovative contributions to the architecture of housing construction”. His work was exhibited at different (international) expositions and is published regularly in Dutch and foreign journals and books. Henk Döll was responsible for the urban plan and design vision for the restructuring of Duindorp where sustainability was an important theme.

Further more, he is one of the developers of the ‘sustainable dance club’ concept.

Christine Otto-Kanstinger is the daughter and successor of the German architect and architectural theorist Frei Otto. The office both architects work for, aims to bring humanity closer to nature with a surrounding of tent-like structures. In their designs they use light and flexible constructions that reveal a new connection between building and nature. In 1969, Frei Otto founded the office Warmbronn, together with Ewald Bubner. Frei Otto received recognition for his design for the Olympic stadium in Munich. At this moment the office cooperates with Christoph Ingenhoven on the Stuttgart 21 project.

Ineke Hulshof has her own architectural office, which is called ‘Ineke Hulshof Architecten’. Her office is very closely associated with the assignment of the existing sustainable city. She had an important part in preserving the Bacinol building in Delft. The office has also developed strategies for the restructuring of different neighbourhoods in Delft, like for example Voorhof and Buitenhof.

Ineke Hulshof is one of the initiators of the drastic renovation of the ‘Wallisblok’ in Rotterdam. This renovation was financed by a collaboration of private investors. Despite the extremely bad state the building was in, it seemed worth to renovate such a special building, in stead of simply demolishing it.

Frank Bijdendijk is general manager of the housing cooperation ‘Stadgenoot’. Alongside he is author of the book ‘Duurzaamheid loont!’ and one of the initiators of the ‘Koplopersalliantie’. That is a model for collaboration between housing cooperatives in the region, which focuses on sustainable building. Frank Bijdendijk believes that the lack of flexibility is one of the main reasons why neighbourhoods don’t function on a proper way. He leaded the development of the Sustainable concept ‘Solids’. This is a building with no fixed original purpose, where various functions like living, working and shopping can take place. In IJburg and the West of Amsterdam the first ‘Solids’ will be taken in use.

Robert Alewijnse founded together with Chris de Weijer the architectural office DP6 in 1999, after working for different architectural offices for ten years. The office sets itself apart with projects that fit carefully in their context, and that are designed in close cooperation with the users. Sustainable and environmentally sound building is an important aspect of present day building for DP6. The office finds a fundamental and integral approach of building physical aspects coherent with sustainable building essential. Herein lies an opportunity for innovation of architecture and its materialization.

Jan Jongert is one of the founders of 2012 Architecten. The designers of this office concentrate on innovative applications of industrial waste materials and other renewable materials. By the name (No) flat future, an innovative design is made for the redevelopment of post-war low-rise appartment buildings in the Rotterdam district Hoogvliet, together with Bouwcarroussel.

Wubbo Ockels is professor of Sustainable Technology at the TU Delft.

In 1985 he became the first Dutchmen to travel in space.

Currently he is developing solutions for a more sustainable world.

He believes we can become a more sustainable country, but we will have to demand more of ourselves. Professor Ockels developed innovatie solutions for increased energy efficiency through projects such as the ‘Laddermolen’ and the ‘Superbus’ and is number 8 in the top hundred front runners in the Netherlands when it comes to sustainability.

Dick van Gameren is an architect as well as a professor at The Faculty of Architecture. In 2005 he founded the office ‘Dick van Gameren’. Before that he was a partner at the ‘Architectengroep’ in Amsterdam. The work of van Gameren is freaquently published in national and international journals. In 2007 Dick van Gameren and Bjarne Mastenbroek won the Aga Kahn Award for the design of the Dutch Embassy in Ethiopia.

Dick van Gameren’s architectural office is currently working on various housing projects, wherein reuse, densification and flexibility play a central role.

Sustainablabla!?2009 Als er één begrip is dat iedereen om de oren vliegt vandaag de dag, dan is het wel duurzaamheid. Sustainability. Iedereen heeft er de mond vol van. Maar wat betekent het begrip ‘duurzaamheid’ nu eigenlijk in de praktijk? Stylos heeft, om antwoord te kunnen geven op deze en andere vragen, de conferentie Sustainablabla!?2009 in het leven geroepen.

De eerste grote duurzaamheidsconferentie van de studievereniging vond plaats van woensdag 30 september t/m vrijdag 2 oktober 2009, in de Berlagezaal. Nu kun je je afvragen: er zijn al talloze initiatieven, congressen, lezingen en symposia die dit onderwerp aansnijden; waarom dan nóg een conferentie over duurzaamheid?

DOOR MARCELLO SOELEMAN Wat op vele conferenties over duurzaamheid niet of nauwelijks aan de orde komt, is hoe wordt omgegaan met duurzaamheid in de praktijk. Nog te vaak wordt ingegaan op de vraag ‘waarom’, terwijl dat inmiddels wel algemeen bekend is. Wat nu van belang is, is de vraag: ‘hoe?’ Waarom op deze manier? Zijn we op de goede weg, en waar is nog ruimte voor verbetering? Kortom, de conferentie Sustainablabla!?2009 ging voorbij de ‘blabla’ die nog teveel wordt geuit over duurzaamheid, en stond kritisch stil bij (de betekenis van) duurzame ontwikkeling in de praktijk.

De bezoekers kregen een programma van twee-eneen-halve dag, met meer dan 20 sprekers voorgeschoteld. Woensdagmiddag 30 september opende Andy van den Dobbelsteen de conferentie; de organisatie van Sustainablabla!?2009 had al eerder met Van den Dobbelsteen samengewerkt bij het organiseren van zijn conferentie, SASBE2009 (zie ook B_Nieuws 01, September 2009).

De conferentie was opgedeeld in een drietal thema’s: water, materiaal en energie. Deze thema’s kwamen donderdagochtend en vrijdagochtend aan bod. Vrijdagmiddag stond het slotdebat op het programma, waar behalve Liesbeth van der Pol en Jo Coenen, ook Bas van de Griendt (Brink Groep) aanschoof.

De conferentie werd afgetrapt met de presentaties van de workshop die Stylos organiseerde op SASBE2009, waarbij kleine interventies in de Faculteit Bouwkunde, BK City werden ontworpen. Het winnende ontwerp ging op een innovatieve ma-

nier in op beplanting in BK City, een plan dat meteen geïmplementeerd leek te worden, aangezien er tijdens de presentatie bomen naar binnen werden gesleept voor in de vormstudiehal.

Aan de wand hangen de drie posters die het resultaat zijn van de workshop op SASBE2009, de maquette (van Rinske Wessels) diende als voorbeeldproject.

‘s Middags werd een film vertoond, genaamd ‘Circle of Blame’. In deze film werden interviews gehouden met Thomas Rau, Liesbeth van der Pol, Jo Coenen, Hans de Jonge en Paul de Ruiter en hun visies op duurzaamheid in de praktijk werden uiteengezet. Interessant was dat Liesbeth van der Pol en Jo Coenen die vrijdag aan zouden schuiven voor het slotdebat.

Donderdagochtend vonden keynote lezingen plaats over het thema water met Mindert de Vries en Koen Olthuis (Waterstudio). Binnen het thema materiaal spraken met Michiel Haas (hoogleraar bij Civiele Techniek) en Bob Ursem (directeur Botanische Tuin TU Delft). Vrijdagochtend was het de beurt aan het thema energie, met Mark Notenboom & Jaap Dijkgraaf (DWA installatie- en energieadvies) en Ernst Israëls (BuildDesk). Tijdens de lezingen werden voorbeelden van duurzame projecten afgewisseld met feiten en cijfers over de effecten van duurzame toepassingen. Mindert de Vries sprak bijvoorbeeld over hoe men kan werken met natuurlijke elementen ter versterking van dijken. Bob Ursem gaf sprekende voorbeelden van kleine ingrepen die een verandering - gebaseerd

op planttechnologie - op grote schaal kunnen veroorzaken, bijvoorbeeld de integratie van LEDverlichting in de kasbouw.

De parallelsessies, die donderdagmiddag en vrijdagmiddag op het programma stonden, verschilden in opzet. Van korte lezingen waarna langer gelegenheid was tot discussie, tot workshops waarbij de deelnemers een kleine opdracht meekregen.

Wat telkens weer naar voren kwam tijdens de film, de lezingen en de parallelsessies, was het bijzondere spanningsveld waarin ontwerpers en andere partijen zich bevinden als het over duurzaamheid gaat: als ontwerper wil je een zo optimaal en duurzaam mogelijke oplossing ontwikkelen voor een ontwerpopgave, als gebruiker wil je vooral dat de praktische implementatie van deze oplossing niet te veel problemen met zich meebrengt en als ontwikkelaar wil je dat de kosten van zo’n oplossing niet de pan uitrijzen. Er is een reëel gevaar dat de verschillende partijen naar elkaar wijzen als een bepaalde duurzame ambitie niet gehaald wordt. Uit deze stelling volgde ook de titel van de openingsfilm, ‘Circle of Blame’. De meeste succesvolle voorbeelden van duurzame toepassingen in de praktijk die gepresenteerd werden tijdens de conferentie waren dan ook het gevolg van een goed werkende samenwerking tussen al deze partijen. Hoe om te gaan met dit spanningsveld lijkt dus een centrale vraag te worden voor de toekomst: voorkomen we dat van duurzame implementaties in de bouw niks terechtkomt, omdat niemand de verantwoor-

delijkheid ervoor neemt?

Ook op vrijdagmiddag kwam niet een geheel bevredigend antwoord op deze vraag. Het slotdebat tussen Jo Coenen, Liesbeth van der Pol en Bas van de Griendt, dat werd geleid door voormalig Bouwkundehoogleraar Milieutechnisch Ontwerpen Kees Duijvestein, gaf aan hoe verschillend soms nog wordt gedacht over duurzaamheid in de praktijk. De ene debater zette grote vraagtekens bij het gevoerde politieke beleid met betrekking tot duurzaamheid (Coenen), de andere debater gaf aan dat het tijd was voor bezinning, om te kijken welke richting we nu écht in moeten slaan (Van der Pol), waarbij deze dus – opnieuw – de centrale vraag van de hele conferentie stelde.

Wat wel duidelijk werd, was dat het perfecte, duurzame plaatje nog lang niet rond is. 100% duurzaamheid bestaat (nog) niet en alle prachtige plannen van de ontwerpers ten spijt, in de tussentijd moeten we het doen met de middelen die we nu hebben. Maar dan moet de (politieke) wil er dus wel zijn om die middelen te implementeren en verder te brengen… en we zijn terug bij af, en als we niet uitkijken, cirkelen we nog wel een tijdje door.

Sustainablabla!?2009 was een geslaagde conferentie. Een bijzondere mix van sprekers, zowel uit de praktische wereld als uit de academische wereld, hebben feilloos aangetoond hoeveel al mogelijk is in duurzame ontwikkeling en ook waar nog veel te verbeteren valt. Te hopen is dan ook dat in de toekomst meer aandacht zal zijn voor de ‘hoe’ vraag. Conferenties als deze kunnen hier een belangrijke bijdrage aan leveren.

Interview with Professor Rosemann

At the end of the month, the Faculty of Architecture, TU Delft will host the 4th International Forum of Urbanism (IFoU) conference ‘The New Urban Question – Urbanism beyond Neo-Liberalism’. IFoU is a network of 13 academic bodies, including not only familiar names such as the Berlage Institute in Rotterdam and our own TU Delft, but also universities in Barcelona, Venice, Beijing, Tokyo, Hong Kong, Singapore, Taipei. The conference is organised in collaboration with the Dutch Ministry of Housing, Spatial Planning and Environment (VROM), the Municipality of Amsterdam and the Royal Institute of Dutch Architects (BNA).

The IFoU conference will last three days and will be held at two locations. At the time of publication, over 200 participants from all over the world have submitted papers. While the title ‘The New Urban Question-Urbanism beyound Neo-Liberalism’ suggests that profound changes have been brewing since the beginning of the current financial and urban crisis, B_Nieuws wondered whether it is not simply playing the public sentiment against the political and economic system that brought these crises on. Or is perhaps concentrating on the current crisis alone not sufficient to understand the full scope of the conference?

B_Nieuws caught up with Professor Jürgen Rosemann, Professor at the Department of Urbanism at the TU Delft and the chairman of IFoU, who took the time to answer the following questions.

Not all economies have felt the full severity of the crisis. Is there a need for these places to adopt the new approaches?

China in particular was able to pass rather quickly through the economic crisis, due to a huge program of public investments. The latest economic data shows an economic growth of almost 9% in the last 3 months – a result that left most experts surprised. On the other hand, China’s economic growth in the past and the related growth of the cities in particular in the east of the country caused huge environmental problems and contributed to increasing social contradictions. Recently the Chinese government announced that they would give more serious attention both to – what they call – a harmonious society and to the protection of the environment. Now it becomes the challenge for architects and urban planners to generate new models and suitable approaches for more sustainable urban (and rural) development. In other words: the discipline of urbanism has to be rediscovered also in China, maybe even more urgently than in Europe.

One of the points we will discuss deals with second-tier cities that often tend to be forgotten. How do these differ from the way that larger agglomerations work?

developed. Last but not least, the resources of the public governments and in particular of the public planning administrations are limited.

When we are talking about recent urbanization processes we tend to focus on the new mega-cities or even meta-cities with more than 20 million inhabitants. Of course, these cities are a quite new phenomenon in the history of mankind, a phenomenon that is confronting the world with new urban cultures, increasing social contradictions and unknown environmental threats. However, only a small part of the global urban population is living in these cities.

The majority of this urban population is living in so-called second-tier cities of up to 500.000 inhabitants. In the future these cities will become the catchment areas for almost all the expected urban population growth.

In other words: for the standard of living worldwide these cities are much more important than the new super-agglomerations. They not only have to provide the new urban population with employment, housing, education and health care, they also form cultural and economic centers for the surrounding rural areas and they have to supply them with important facilities. However, in many cases these cities show important weaknesses: their economy is dependent on the economy in the big cities, the conditions of employment, housing and public facilities are less controlled and thus often less

Does urbanism need to be rediscovered or modified to cope with these second-tier cities? What are the weak points in the current practice?

One of the major effects of globalization is the increasing competition between cities and regions on the national and international level. For decennia urban development has been dominated by a continuously globalizing economy and almost unlimited market demands. While economic power was becoming increasingly concentrated in global command centers, the influence of public planning was decreasing in the framework of governmental decentralization. Sociologist Ulrich Beck discusses in his work the deprivation of governmental power, where international political institutions remain weak.

However, the recent economical crisis has shown the limits of growth under the conditions of neo-liberalism. Thus the crisis also offers a chance for the urbanistic debate to - what Beck is calling Reflexive Modernization - generate new models for urban development, new concepts for urban design and new approaches for planning and management.

These new developments should bridge social contradictions, combat segregation and fragmentation and deal with the ecological challenges.

One of the sub-themes (The New Urban Economy) deals with globalization as well as small businesses in the city. Can such seemingly contradictory notions be discussed together?

Small businesses, and in particular the informal economy in cities, are not a contradiction to globalization, they are a logical part of a globalizing economy. They are an important source for cheap production and services, easy both to use and dismiss their services. Furthermore, they form an important condition for the survival of the urban poor and an possibility for their empowerment. Many strategies to upgrade the living conditions in urban slums are focusing on housing. However, housing improvement doesn’t help the people if they can’t afford the new houses due to the fact that they have lost their income. In my opinion it is much more important to support small businesses, and even the conditions for an informal economy in deteriorated areas in order to stabilize the local community. Architects and urban planners involved in the upgrading of slums should concentrate much more on the spatial conditions and infrastructure for local economies and community building than on housing improvement.

The sub-theme ‘New Metropolitan Region’ discusses metropolitan regions transcending national borders. Could the economic crisis be a threat to the emergence of these regions due to increased protectionism from the different nations?

In general, I don’t expect that the economic crisis will result in a new wave of protectionism. On the contrary, we can see that political leaders embrace

the idea of stronger international collaboration.

In the meantime, the collaboration within the European Union has become an example for other parts of the world. Comparable developments are discussed or even started up in North and South America and in Asia. Just recently the leaders of China, Japan and South Korea announced a new initiative in this direction. I am convinced that in this framework a number of cross-border regions will be established, following the example of the Euro-Regions. Models for cross-border planning institutions and for the adaption of planning regulations already exist and will be developed in a more sophisticated manner in the future. However, problems could arise for those countries (or regions) that are not integrated into the new associations of international collaboration. This could be caused by political, economical or geographical reasons.

Their exclusion could result in a new type of protectionism.

Another type of protectionism has to do with the protection of the environment. Due to the low costs of energy and transportation we have gotten used to buying wine from Australia, grapes from California and table water from France, if not from further away. More consciousness about the environmental impact of this globally organized market could (and should) result in the consumption of more regional products and thus also in more attention for the regional production.

Sustainability and ecology will be discussed at the conference as well. What new insights can we expect?

During the last decennia a huge amount of new techniques and new methods in building construction have been developed in an effort to reduce the energy consumption and to make use of renewable energy resources. We know how to capture grey water and to re-use rain water and waste water for the provision of buildings. We can clean the air, reduce the pollution, lower the emisions of carbon dioxide, recycle building materials and use new materials like special insulation glass that permits maximum daylight access, simultaneously optimizing insulation an energy efficiency and so on.

Zero-energy and even energy-producing houses and settlements have been realized and successfully tested, as examples such as the Beddington Zero Energy Development (BedZed) in London and the solar settlement ‘Am Schlierberg’ in Freiburg/ Germany show. Also in a number of urban renewal and housing renovation projects the energy consumption and the environmental load has been reduced fundamentally.

Even in inner city high rise buildings the new environmental techniques have been applied successfully. In 1999 the Condé Nast building was realized at Times Square, Manhattan, reaching 48 floors

New Urban Question: The facts high and adopting new standards for energy efficiency, indoor ecology, sustainable materials, and responsible construction as well as operations and maintenance procedures for buildings of this size.

The amazing buildings of the Malaysian architect Ken Yang, like the new National Library in Singapore or the designs of the Frenchman Jacques Ferrier are applying ever more radical environmental design solutions and technologies.

On the other hand, even the most advanced cities in the world do not meet the environmental demands of the future. Therefore I expect that we can discuss the potentiality of improving the ecological conditions of cities by planning and design interventions in a more extensive way. The questions are: how can we change the mobility question by the introduction of smart traffic systems and by developing public transport systems that become the backbone of urban and regional development? How can we generate water regulation systems and the re-naturalization of water flows that can contribute to the attractiveness of cities and that similarly can combat the negative effects of climate changes? How can we integrate parks and green zones in the urban fabric that can improve the urban climate and can reduce the effects of urban heat islands?

Of special interest will be the discussion about new technologies and the development of ‘Green Industries’ that generate new opportunities for sustainable urban economies. Recent research from Germany shows that the productivity in the building industry in that country can be increased with more than 10% only by a more efficient use of materials. Waste management, carbon recycling, urban mining and growing energy efficiency are offering new opportunities not only for a better environment, but also for a new economy, new employment and a sustainable urban society.

INTRODUCTION OF KEYNOTE SPEAKERS Laura Burkhalter is a Los Angeles-based architect and urbanist. She is also the founder and director of the Institute for Bionomic Urbanism (IBU), a think-tank that aims to develop a more integrated approach to practice and theory of urbanism in order to ensure socially, environmentally and economically sustainable development of cities.

Manuel Castells is a sociologist who is well known for his research on information society, communications and its implications on urban society. He is a professor at the Open University of Catalonia and Professor Emeritus at the University of California in Berkeley. He is also a board member of IBU, along with Laura Burkhalter.

CONFERENCE SUB-THEMES The New Urban Economy will discuss the effects of globalization, and various crises concerning the urban form. Various economical notions will be discussed, ranging from Foreign Direct Invest to local economy. Another discussion point will be city branding and empowerment of small businesses.

The Urbanized Society focuses on the network society and its impact on human habitat, ranging from super agglomerations to smaller cities. The focus lies on combating segregation and promoting integration within the urban society.

Urban Technologies and Sustainability focuses on the application of the technology to extend lifecycle of urban areas and manage various city resources (water, waste, green). The subtheme also applies to soft-technologies: formulating green policies and strategies.

The Transformation of Urban Form will investigate how the various dramatic changes in the urbanization process lead to new forms of urbanism.

Focus lies on spatial design on all levels and how it accommodates local identity and tradition in the urban interiors and exteriors.

The conference aims to bring all these different discussions and findings to the wider public. To participate actively, papers must be submitted. Will the students be able to attend, and how will the outcome of the conference be published?

The New Metropolitan Region focuses on ‘urban constellations, functionally integrated and socially differentiated… sometimes… even crossing borders of nations states’ (Castells 2005). These regions require different policies and strategies, to highlight the identity of their constituent parts.

Students not only will be able to attend the conference, they in particular are invited to participate in the discussions that will take place in the different parallel sessions. I think that the smaller size of the parallel sessions even makes it easier for students to actively participate.

The Design of New Urban Space will explore the new urban space being continuously created by the process of urban transformation. The role of design intervention in the formation of urban space becomes increasingly critical but challengeable, and therefore the contribution of urban or even architectural design to the sustainable city has to be discussed.

A selected number of the papers will be published in the conference book. In this framework I want to mention that a number of ‘international stars’ like Manuel Castells, Saskia Sassen, Wu Liangyong, Herbert Girardet and Hidetoshi Ohno who are keynote speakers at the conference, and will also contribute important articles for the conference book.

Manuel Castells and Laura Burkhalter will present together for the very first time a theory ‘towards a new urban paradigm’ that he will publish in a different book at a later date. The conference book will be filled with contributions from different participants that have been deemed ‘best papers’ by the international review panel of the conference.

New Approaches of Urban Governance discusses various approaches for integrating bottom-up and top-down. Strategies for new urban challenges, such as climate change, increasing competition from other cities and the tension between global and local will be discussed.

Changing Planning Cultures is a core issue of urbanism at the time of globalization, which has triggered unprecedented transformations in our cities and urban agglomerations. Dependent upon the review of changing planning culuture, the trend of urban planning for the future will be explored.

Job Cohen is the mayor of Amsterdam. He is a member of the PvdA (Dutch Labour Party). Before his appointment as mayor, he worked as the State Secretary of Justice (1998-2001), and State Secretary of Education, Science and Culture (1993-1994). He became world-known in 2004, after the murder of Theo van Gogh, when he managed to keep the situation in Amsterdam under control. In 2005, he was named one of Time Europe’s Heroes of the Year.

Herbert Girardet is a co-founder and Director of Research at the World Future Council, which aims to promote sustainable development. As a consultant, he was able to introduce sustainable features into policies of cities like Adelaide, Vienna and London. His research focuses on sustainable urban development.

Maurits de Hoog is the head of the department of Urbanism, as well as being a professor of the research chair Metropolitan and Regional Design. He is also a Senior Consultant of the Planning Department of the Municipality of Amsterdam. He played a significant role in the development of the concept of “Deltametropool” (Delta Metropolis), and is well known for his research and design of metropolitan cores.

Huang Yan is an urban planner and the head of Beijing Municipal Commission of Urban Planning. She was closely involved with the urban restructuring of Beijing for the 2008 Summer Olympics. She was also a visiting fellow at the Lincoln Insitute and at Harvard University.

Hidetoshi Ohno is a professor at the University of Tokyo. He is mainly concerned with architectural design and theory, as well as research of contemporary cities. In 1992 and 2000, he did research and published a survey on the city of Hong Kong and the city of Tokyo. Also, he published the proposal ‘FiberCity/Tokyo 2050’. In 1998, he was a research fellow at TU Delft.

Henk Ovink is the director of National Spatial Planning at the Dutch Ministry of Housing, Spatial Planning and Environment (VROM). In this position, he worked on the long-term strategy Randstad2040.

Additional tasks include an advisory function to the research chair of the University of Utrecht as well as the TU Delft Chair of Design and Politics.

Saskia Sassen is a professor of sociology at Columbia University and London School of Economics. Her research focus lies on the deeper implications of globalization and immigration. She defined the term ‘global city’ in relation to urbanism.

Wu Liangyong is an architect, city planner and a professor at Tsingua University in Beijing. He is famous for his works on the preservation planning/design of historical city centre of Beijing and his General Theory of Architecture. He was also involved with studying the buildings for the Beijing Olympics.

He also held the post of Vice President of the International Union of Architects PROGRAMME OVERVIEW Thursday 26th November 2009.

The IFoU conference will be opened by Job Cohen (the Mayor of Amsterdam) at the Zuiderkerk in Amsterdam. Professor Jürgen Rosemann will then shortly introduce the theme of the conference. Keynote speeches by Saskia Sassen, Hank Ovink, Huang Yan and Maurits de Hoog are held from 10:00 to 12:30.

After that, the first two sub-themes are debated: The New Metropolitan Region and The Sustainable City.

Friday 27th November 2009 The conference moves to the Faculty of Architecture, TU Delft. The conference starts at 9:00 with a word of welcome from Maurits de Hoog, followed by keyonote speeches by Manuel Castells, Laura Burkhalter and Wu Liangong, moderated by Alexander Tzonis. The day continues with parallel sessions and ends with poster presentations.

Saturday 28th Nevember 2009 On Saturday, the conference stays at TU Delft’s Faculty of Architecture. The morning begins with keynote speeches by Herbert Girardet and Hidetoshi Ohno. After this, the conference continues in parallel sessions until 16:00. At the Final Plenum, the results will be presented, prizes awarded and IFoU 2010 will be announced, run from 16:30 to 18:45. The conference ends with a Farewell party.

Winy Maas die niet wint

Er was nogal wat ophef rond die inauguratie van Winy Maas.

Ik begrijp het wel. Als je niet naar de espressobar mag, voor je uurlijkse kopje biologische koffie, ik werd er zelf ook een beetje chagrijnig van.

Vooral de kosten leken een bron van verontwaardiging. 25000 euro voor een suffe intreerede.

Maar zie het dan in perspectief. Als je eens kijkt hoe groot The Why Factory is, valt het eigenlijk wel mee. Die oostserre, met een typisch Hollands karakter, heeft niet voor niets een gigantische capaciteit. De volledige bezetting van T?F is namelijk niet mis: 8 hele onderzoekers, bijgestaan door nog maar eens 8 hele studenten. Gelukkig is Winy maar parttime hoogleraar, anders zou het helemaal overvol worden. Dan zou er toch al gauw weer een gebrek aan ruimte zijn.

Geld uitgeven aan een feestje om de officiële aftrap voor een denktank en onderzoeksinstituut te vieren is logisch. Zeker als het om een bescheiden bedrag van nog geen 1500 euro per T?F-medewerker gaat.

Helemaal als je naar het grote geheel kijkt, valt een slordige 25000 euro in het niet.

Onze arme faculteit heeft het namelijk moeilijk. De kwaliteit van de studenten gaat hard achteruit, en financieel is het al helemaal lastig. Van 40 miljoen gaan we dit jaar terug naar 34, en als we dan toch bezig zijn, kunnen we net zo makkelijk meteen door naar 32.

Het aantal contacturen moet dan wel omlaag, maar dat is geen ramp, de kwaliteit van de studenten is er naar.

En we krijgen er een hoop voor terug.

Stoelen voornamelijk. Oranje.

Onze faculteit kan dus wel wat meer geld gebruiken. Als iedereen zijn steentje bijdraagt en, laten we zeggen, een paar honderd euro extra per jaar bespaart, komt er zo nog een paar miljoen vrij. We zijn hier tenslotte met meer dan 4000 studenten en nog veel meer medewerkers en onderzoekers.

En dat kunnen we goed gebruiken, want niet alleen bij ome Dirk (Scheringa, red.) komt die crisis hard aan, ook Winy zit in de problemen. Hij heeft, zoals hij in zijn rede vertelde, nog enkele miljoenen nodig om DSD verder te ontwikkelen. Het zou toch zonde zijn als die 17 mensen daar niet de kans toe krijgen. Wytze leek het in ieder geval geen probleem te vinden. Misschien kan er dan ook gelijk wat geld worden klaargezet voor het lustrum in 2012.

Dus wil ik bij deze graag een oproep doen.

Aan alle studenten, aan alle medewerkers, aan alle onderzoekers.

Doe je best en bespaar alsjeblieft nog een beetje meer. Zet je pc uit in plaats van op stand by. Stofzuig een beetje sneller.

Stuur wat minder memo’s en doe nou niet van die dure lunchvergaderingen (€ 3,75 per broodje gaat hard).

Doe het voor de faculteit.

Voor het onderwijs.

Voor de stoelen.

Doe het voor onze Winy!

On Thursday October 15th some of you may have seen posters signed by Bouwkunde Action Group on the faculty announcement boards. The agit-prop was directed at the Faculty and University management as well as to the Government, and took advantage of the presence of suits and journalists attending the expensive inauguration of Oost Serre, hoping to tap into the attention BK received that day. We would like to take advantage of this opportunity to communicate directly with the body of students and to raise consciousness regarding current events affecting our studies and the future of our disciplines.

To ensure a measure of maturity and fairness when participating in debate, the editorial board of B_Nieuws believes that transparency is neccesary on all sides. The editorial board always asks the authors of articles to sign their name(s) on them, especially on articles meant for Forum.

When the editorial board requested that the BAG make their names public in their contribution, the request was denied with the following response:

The editorial board of B_Nieuws wishes to stress the fact that anonymous articles that hope to spark off discussions can fall short of their goal, for the following reasons: - The message tends to leave a weaker impression and tends to be taken less seriously than when the names of the authors are published; - Anonymity can create the impresson that the author’s goal is just to rouse public sentiment; - We believe that there is no reason to be fearful of repercussions - the Faculty of Architecture of the TU Delft is not a police state.

Nevertheless, because of the important and urgent subject matter of the article, B_Nieuws has decided to publish the article, in agreement with the Editorial Advice Board. In an effort to even out the playing field, the “bad management” that is being addressed in the article was asked for a response, which you can read on the right. We hope that in the future, inititiatives like the BAG (and of course, the BAG itself) will be signed by persons we can address so the issues presented can be debated in an open, transparent way.

Bouwkunde Action Group (BAG)

1.

Trust is one of the pillars of our society. We place our money in banks because we trust them.

When our trust is lost, we withdraw the money, unless we trust the government will guarantee it.

2.

When we go to study, we trust the Education Ministry and the University to offer the necessary education in the field we choose. We trust the faculty will supply the best and most dedicated teachers available, the necessary facilities and framework.

3.

We do not trust the Government, the University or the Faculty anymore: we see changes underway which are focused at cost cutting and streamlining education, we see a reduction of the teaching staff, an abandonment of content, a managerial focus on budget, growing numbers of students, and we no longer believe the university or faculty is interested in providing the best possible education!

4.

We understand the current cuts are the consequence of years of bad management. They are brute cost saving measurements that intend to stabilize the institution at the expense of education and research, emulating neoliberal policies and violating the social contract.

5.

If we, as students, are paying the price of bad management – which seems to be one of the excuses circulating – then the question must be asked – WHY? Why does our education need to suffer because of bad management? Where is the responsibility (of the Faculty, of the University, of the Government)?

6.

We, as students, have kept a distance from the budget and bad management disputes in the faculty of which we know little.

7.

Now we see that we are the ones who will pay the price for errors and mistakes of bad management and questionable policies of the Government and University. Therefore we have formed the Bouwkunde Action Group to protest the situation.

8.

Let us recite some of the conditions which we are already encountering: A. More students per year and per class B. Less teachers C. Less support staff (e-point opening times, secretaries etc) D. Less engaged and young teachers E. Less women and foreigners as teachers F. Less elective courses G. Limited amount of graduation studios H. Ridiculous 15 minutes per student per week with studio teacher.

I. Overworked Teachers pre-occupied with other tasks (support tasks etc) J. Insufficient and inadequate facilities.

K. Stagnant curricula 9.

TU Delft, according to some international university ratings, is rated 15th best university in the world within technologies. Such ratings will not be maintained by disinvestment in education and research.

10.

Instead of endless discussions about budget, we demand vision. We demand quality teachers. We need a rethinking of curriculum directed by quality and relevance rather than by managerial and budget considerations.

11.

Student organizations, which are supposed to represent our interests, accommodate the demands of the bad management rather than of the students. This in our view is called student repression.

12.

Discussions about our concerns are relegated to obscure committees with little influence and no voice.

13.

The teacher evaluations we have filled out in the last years seem to have amounted to nothing, with some of the most appreciated teachers losing their positions due to the budget crunch.

14.

The way the faculty handled our protest - security guards ordered to stop us from putting up posters, trying to search our bags and removing posters from dedicated(!) poster areas - exemplifies the direction bad management is taking: a faculty where coherence and image is protected at all cost and any form of dissent is directly seen as a threat!

15.

As we do not trust the institution – we do not trust it will be FAIR – we prefer to remain anonymous at this stage. If you subscribe to the points above, identities are of less importance.

Na de opgewonden propaganda van de jaren zeventig vindt iemand (op Bouwkunde?) de anonieme agit-prop uit. Schreef Engels al niet aan Marx dat het lijkt alsof de geschiedenis zich herhaalt “once as grand tragedy and the second time as rotten farce”. De faculteit is in ogen van deze persoon kennelijk een te gevaarlijke plaats om je vrij te kunnen uiten.

Kritische geluiden, overdrijvingen, verbale tomaten - het mag allemaal in een academische omgeving en moet ook soms. Anonieme standpunten zijn een hinderpaal in de uitwisseling van ideeën en standpunten. De lezer heeft er recht op te weten wie wat zegt. De lezer mag oordelen of een mening gekleurd is door persoonlijk belang of positie.

Ik waag het er op om onder eigen naam te reageren en verwacht van anderen niet minder.

Herman Schoffelen Faculteitssecretaris Bouwkunde PS Ik maak graag van de gelegenheid gebruik om een hieronder een aantal misverstanden uit de wereld te helpen. Dat komt de helderheid van het debat ten goede.

De designmeubels zijn welbewust gekozen om door hun ontwerpkwaliteit een extra impuls te geven aan de werkomgeving van medewerkers en studenten. Een keuze die we alleen konden maken dankzij de brand. De meubels en de inrichting in ons prachtige BK City zijn voor een zeer gunstige prijs betaald van verzekeringsgelden. De afschrijving van deze investering belast onze reguliere begroting niet. Daar zorgt het College van Bestuur voor.

We jagen de studenten op kosten.

In het nieuwe gebouw is veel geïnvesteerd in werkplekken en in goede faciliteiten voor studenten. De maquettewerkplaats spreekt voor zich. Met Civiele Techniek werken we in een gezamenlijk bouwtechnologie lab. Er zijn goed print- en plotvoorzieningen en een bouwshop in consignatie. De laptops, de prints en overig studiemateriaal kosten studenten uiteraard geld. Kwantumkorting (zie de laptop) resulteert in een verlaagde prijs. De on-

dersteuning van de studentwerkplek door de ICTO balie (uniek in de TUD) komt geheel voor rekening van de faculteit.

De bezuinigingen gaan ten kosten van jonge medewerkers.

De bezuinigingen beperken de ruimte om aan jonge medewerkers nieuwe aanstellingen en aan talentvolle promovendi na de promotie een baan aan te bieden. Het College van Bestuur heeft de faculteit in 2009 extra budget gegeven om promovendi na een positieve go een driejarig contract aan te bieden en bovendien extra budget om zeer talentvolle jonge medewerkers een vast contract aan te bieden. Het College accepteert dat de faculteit daardoor enkele jaren langer doet over het bereiken van een sluitende begroting.

De bezuinigingen gaan ten koste van de kwaliteit van onderwijs.

De Faculteit vreest dat de lasten onder de staf soms onevenredig zijn verdeeld; vooral daar waar door de vaste staf veel intensief onderwijs wordt gegeven, lijkt dit onderzoek uit te drijven. Om een betere balans te vinden tussen werklast en financiering onderzoekt de faculteit projectmatig de ‘Kosten van het Onderwijs’, recent aangevuld met een faculteitsbrede tijdschrijf onderzoek (TIM.) De uitkomsten van dit onderzoek zullen leiden tot bijstellingen van de interne geldverdeling; door modelaanpassingen en/of aanvullende beleidsbeslissingen.

Geen verweer tegen de bezuinigingen.

Dat medewerkers en studenten menen geen mogelijkheid tot verweer te hebben tegen de bezuinigingen is een slechte zaak. De noodzaak tot bezuinigingen is onontkoombaar. Maar de keuzes die de faculteit maakt om de lasten te verdelen zijn dat niet. Via de Opleidingscommissie, de facultaire studentenraad (FSR), Stylos en de praktijkverenigingen kunnen studenten de te maken keuzes beïnvloeden. Afgelopen halfjaar heeft de decaan driemaal alle studentvertegenwoordigers gesproken over de bezuinigingen en het plan Mastering Bouwkunde. Via opnieuw de opleidingscommissie, de centrale ondernemingsraad en de facultaire onderdeelcommissie hebben ook de medewerkers hun invloed.

Misverstanden Teveel geld naar designmeubels en te weinig naar goed onderwijs.

Er is absoluut geen sprake van een tegenstelling tussen materiële investeringen en onderwijsbelangen. Wij hopen juist dat het ontwerponderwijs dankzij het ateliergebouw aan kwaliteit heeft gewonnen.

Bezuinigen vinden plaats zonder plan en zonder inspraak.

De faculteit zal haar onderwijstaken met minder geld en minder mensen moeten uitvoeren. Studieadviseurs hebben nieuwe spreekkamers

Archiprix tenoonstelling Fonds BKVB kent Hans van Dijk ‘Prijs voor de kunstkritiek’ toe Het Fonds BKVB heeft bekend gemaakt dat architectuurcriticus en docent architectuurgeschiedenis aan de Faculteit Bouwkunde Hans van Dijk de ‘Prijs voor de kunstkritiek’ ontvangt. De Prijs voor de kunstkritiek is bestemd voor een criticus die een belangrijke positie inneemt op het gebied van de beeldende kunst, vormgeving of bouwkunst.

Aan alle prijzen is een geldbedrag van € 40.000 verbonden. Daarmee is het een van de grootste prijzen die in Nederland wordt uitgereikt binnen de culturele wereld. De prijsuitreiking is op 4 december. Dan worden ook de juryrapporten bekend gemaakt.

Van 3 t/m 16 november worden de beste afstudeerplannen van het collegejaar 2008-2009 tentoongesteld in de Faculteit Bouwkunde. Een jury kiest uit deze voorselectie 9 plannen die de Faculteit Bouwkunde zullen vertegenwoordigen bij de landelijke Archiprix. De Archiprix is een prijsvraag voor de beste afstudeerplannen van jonge talentvolle ontwerpers die studeren aan een Nederlandse architectuur-, stedenbouw- en landschapsarchitectuuropleiding.

Vierde International Forum on Urbanism (IFOU) Het International Forum on Urbanism (IFoU) is een netwerk van toonaangevende universiteiten, onderzoeksinstituten en kenniscentra, dat als doel heeft de internationale samenwerking op het gebied van stedenbouwkunde te verbeteren. ‘The New Urban Question – Urbanism beyond Neo-liberalism’ is de titel van de 4de internationale conferentie die van 26 t/m 28 november 2009 aan de TU Delft plaatsvindt.

Het thema van de IFoU-conferentie is het behoud van het discipline stedenbouw onder de omstandigheden van grote verstedelijking en stedelijke transformaties, ecologische bedreigingen en economische crises. Sprekers: Laura Burkhalter, Manuel Castells, Job Cohen, Jacqueline Cramer, Herbert Girardet, Hidetoshi Ohno en Henk Ovink.

Hier vinden ook de afspraken met studenten plaats. Kom je voor het spreekuur of heb je een afspraak? BG+west.300 en 310 zijn te vinden in de west-vleugel: als je vanuit de straat van Bouwkunde komt, sla dan links af en ga direct na de klapdeuren links de rode trap op. Hier vindt je de wachtkamer van de studieadviseurs.

Na de brand in het Stylos Paviljoen “Scaffold” in 2005 en die in het faculteitsgebouw vorig jaar, hebben vandalen zaterdagnacht het nodig gevonden ook het alleenstaande paviljoentje: “Black Box” in brand te steken.

Liftexcursie Parijs Er zullen maar weinig mensen zijn die nog nooit in Parijs zijn geweest, maar niet op de manier waarop Stylos er naar toe zal gaan! Om op locatie te komen moet er namelijk door de deelnemers gelift worden.

De verschijning van De polderatlas van Nederland, in zowel een Nederlandse als een Engelse uitgave, is een mijlpaal in het landschapsonderzoek van het laagland. In deze studie staat de landschapsarchitectuur centraal. Met meer dan 300 luchtfoto’s, kaarten en analytische tekeningen is de overweldigende vormenrijkdom van het Nederlandse polderlandschap in beeld gebracht. Voor het eerst zijn de meer dan 9000 poldereenheden systematisch getekend, zowel in hun waterstaatkundige bepalingen, als in hun ruimtelijke vorm. De atlas biedt een landschappelijke bouwdoos, waarmee het polderlandschap kan worden begrepen en ontwikkeld. De polderatlas van Nederland is een onderzoeksproject van de leerstoel Landschapsarchitectuur van de TU Delft in samenwerking met Nieuw Land Erfgoedcentrum in Lelystad.

In paren van 2 of 3 personen wordt er deelgenomen aan een liftwedstrijd, die begint op vrijdag 6 november. In dit spel kunnen de paren punten halen met snelheid, maar ook door bijvoorbeeld foto’s te maken van andere teams. In Parijs zullen er enkele rondleidingen georganiseerd zijn (denk aan gebouwen van Le Corbusier, Jean Nouvel) maar er zal ook een spel zijn waarin de deelnemers op een originele manier over architectuur en Parijs geleerd zal worden, waarbij tevens punten gehaald kunnen worden. De zondag erna volgt een ‘grand finale’ en zal er een prijsuitreiking plaatsvinden!

Dit spannende weekend (6 t/m 8 november) is tussen de kwartalen in gepland, dus afkoelen van tentamens of projectstress. Kosten voor dit alles is € 70 euro voor leden, € 75 voor niet leden. Dit is inclusief twee keer bed & breakfast in hartje Parijs, één maaltijd, de rondleidingen en de kosten voor openbaar vervoer in Parijs. Heb je het lef? Schrijf je in op stylos.nl of kom langs!

Op woensdag 14 oktober organiseerde Stylos in samenwerking met afstudeerder Mathis een Street Art vs Architecture workshop. Deze workshop vond in een vernieuwend concept plaats. De workshop werd ingeleid met een videoconference van Urban Design Agency AFARAI. Vanuit New York vertelde zij hoe Street Art en Urban Design met elkaar verbonden zijn. De polderatlas van Nederland

Aansluitend aan de videoconferentie kwamen illustrator/graffiti artiest Lucky Dubz en producer/ filmmaker Kas een workshop geven over het gebruik van Street Art. Deze workshop vond plaats in de “WORK” ruimte in het Ketelhuis, waar de deelnemers film- en graffititechnieken konden uitproberen. Aan de hand van een aantal stellingen en ideeën over architecture en urbanism gingen de deelnemers hun visie kenbaar maken in Street Art-taal. Hiervoor gebruikten we een professionele filmcamera en graffiti stiften en spuitbussen. Het was erg interessant om te zien op hoeveel verschillende manieren de studenten deze kunstvormen beschouwden en conceptualiseerden in hun ontwerp. De resultaten lopen uiteen van film tot maquette, poster of illustratie.

BlackBox brandt af

Wij waren al door de omstandigheden gedwongen afstand te doen van het nog in aanbouw zijnde gebouwtje. Bereikbaarheid en voldoende financiële middelen lagen hieraan ten grondslag.

Een groep studenten heeft nog, in samenwerking met FMVG geprobeerd om een andere bestemming aan het paviljoen te geven, maar helaas lijkt het dat de werkelijkheid verdere plannen heeft ingehaald.

Verspreid door BK City zijn van 3 t/m 16 november op de begane grond tekeningen en maquettes te vinden van uitmuntende Bouwkunde afstudeerders.

Op 13 november zal een jury alle tentoongestelde plannen bekijken en vervolgens negen afstudeerplannen selecteren voor de inzending namens de Faculteit Bouwkunde voor de landelijke Archiprix.

De winnaar van de landelijke Archiprix zal Nederland uiteindelijk vertegenwoordigen bij de Internationale Archiprix.

His research was supervised by Prof. I.S. Sariyildiz and Prof. Ö. Ciftcioglu. The assessment panel agreed that his work, which included a number of interdisciplinary publications on performancebased cognitive design, was of the very highest calibre in the field of interdisciplinary architectural design.

What is your favorite toy?

My car, especially when the sun shines. I push the throttle, feel the wind in my hair and start smiling ;-)

People who aren’t honest, or when you are waiting in line and suddenly people appear in front of you.

They’re nice ideas, but we barely ever see them, because we usually work. They are distributed inefficiently. It is important that these people try to do something, but we just don’t have the time to read them all.

I do not know whether these posters will reach their goal, because they do not state their message very well. They should go on, but maybe change their strategy: they can be more radical. On the other hand the Louche posters always presented funny statements. I think Louche looks at the way people think, and then states it in a humorous way.

I think it’s a pity that you cannot distinguish between these initiatives. You also don’t know whether this is a group of people that want to say something, or an individual who got mad and wanted to annoy others. It would be nice if they reveal themselves, and say what their agenda is.

I think posters really liven up the building, but I do not really read them, only when I have the time. I think people should be able to voice their protests through posters; it’s an effective way of communicating with other students.

I think the Louche posters are very amusing and really liven up the building. They hang them in the most impossible places, I’ve seen them in the attic of the building as well. I think students can get involved in protests through posters, but I haven’t really seen a lot of those. They should hang up more of them and make them bigger, maybe on A2 paper.

I was at the inaugural speech of Winy Maas, and when it began, security started taking down some posters. At first I though: “Why are they removing Winy’s posters?” And then I saw the posters that they were taking away. I think it proves that there is no democracy, it’s like all the changes that took place in the sixties are gone, and it’s annoying that people cannot voice their opinion in this way.

Over the years I collected things and instruments of the fifties, sixties and seventies. So my house is full of those things.

When someone has a problem, there should be an open discussion where people would be invited to contribute. When I see these anonymous posters, I think they should also provide proposals on how to improve the situation. At my previous school we were more focused on different styles of architecture, one department would promote a different approach and there would be a debate. Discussions should not only be on management and facilities, but also on architecture.

You can only hang posters that are relevant to education, because we do not have enough wall space for presentations. Therefore, we take all those posters down. People can of course protest, but not on the building’s walls.

Who or what do you dislike so much, that you would take a detour?

I find the Louche posters quite funny, but I have no idea what they are for. I haven’t seen the last poster action. I only read posters when there are lots of them and when they grab my attention.

Allies and Morrison are the master planners for the Olympic Games of 2012 in London. Title of the lecture is ‘Cultivating the city: London before and after 2012”.

Bob Allies will address the potentialities and effects of large scale manifestations on cities, not only during, but especially after the event. He will discuss the importance of engaging with a variety of scale levels: from small to large, from building to city. Through a detailed analysis of recent work by Allies and Morrison Studios he will define some of the future challenges for architects and urban planners dealing with the changing urban condition.
