Editor’s Letter Welcome to the March issue of BN5. I am sure you are all aware that Mayfield Market Towns are proposing to build a new town, four times the size of Henfield, just north of the village with the High Street running along the Wheatsheaf Road. This is one of the nine sites being proposed for housing in the newly released Horsham District Local Plan and it seems the Mayfield site will be a serious contender. You can view the Local Plan online at www.horsham. gov.uk/localplanreview and let Horsham District Council know what you think. We urge everyone to get informed and comment on the Local Plan before decisions are made, your views will influence where new developments are located in our District. See information from Horsham District Council about viewing the Local Plan and the proposed sites on page 3, how to have your say about it (written by BN5) on page 14, as well as an article from the Inter-Parish Group (which Henfield Parish Council are part of) on page 27. The deadline for feedback is 30th March 2020. There is one chance to make your voice heard, please don’t miss it.

Annual Parish Meeting

Henfield’s Annual Parish Meeting takes place in The Henfield Hall on Tuesday 3 March from 7pm. All members of the public are invited and encouraged to come along and make their views known to the Parish Council. Council will take the opportunity to update those attending on a number of items currently of interest in the village, such as the new Community Speedwatch team and the Horsham District Local Plan. In addition, there will be a short presentation on local Policing issues by a member of Sussex Police. The Sustainable Henfield 2030 group will bring residents up to date on their initiatives around the village. The formal part of the proceedings will commence at 7.30pm, but please come along from 7pm onwards to see the displays in the Hall about the Parish Council’s recent achievements. These will include the work of the Village Centre and Open Spaces committees, as well as information on the new Parish Council website. There will also be displays relating to the Henfield Museum, the Climate and Environment Action Plan and the Horsham District Local Plan. Parish Councillors will be available after the meeting for an informal chat and light refreshments will be provided.

Local Plan - have your say!

Horsham District Council is consulting with residents on the first complete draft of its Local Plan. This Local Plan will guide where new homes will be built in the District over the coming years and potentially it will have a huge impact on where you live, work and spend your leisure time. Whether you support or oppose the development proposals contained in the Local Plan you can have your say as an individual or on behalf of a community organisation. The decisions of the Council on the final sites to be allocated for development will depend in part on the responses it receives during the consultation, so your involvement is crucial. Consultation will close at 5pm on 30 March 2020. You can comment on any aspect of the Local Plan, including the potential development sites, in the following ways: 1. The Plan is available online to view at www. horsham.gov.uk/localplanreview where you can also register to submit your comments online. 2. Hard copies of the Draft Local Plan can be viewed at The Council offices, Parkside, Chart Way, Horsham, RH12 1RL (9am to 5pm on weekdays), and in all District libraries (normal opening hours). 3. There will be a drop-in event where you can talk to the Council at Henfield Village Hall on Tuesday 25 February 2020 from 4-8pm.

MARCH 2020 | News When you submit your comments about the Local Plan it’s important that you do so in a way in which the Planning team can use them. Below is advice to help you make sure your comment can be counted as a ‘material consideration’ - this means it can be used to decide planning matters. Clearly identify the issue you are talking about and use the policy number in the plan. If you are objecting, clearly state what you would like to see changed and suggest an alternative. Relate your comment to planning issues and support with evidence. Any comments you make will be public information so avoid using personal details or photographs. All responses should be made on the official form and returned to the Council by 5pm on Monday 30 March 2020. Anonymous representations will not be accepted, and any inappropriate, derogatory or discriminatory comments regarding an individual or group of individuals will be disregarded. It’s your village – have your say.

In future editions we will unveil the trail routes and give you a flavour of what visitors can discover as they enjoy a walk through our beautiful countryside and the history behind some of our older buildings.

A few months ago, we unveiled a new initiative called ‘The Henfield Trails’. Since that time a lot of work has been going on behind the scenes with members of the Parish Council and Community Partnership working together to map the detailed routes and create individual stories for the points of interest on the first two trails. Cat and Canary changes name to The Old Railway

Having recently taken over the management of the Cat and Canary in Henfield, Mick and Lorraine would like to announce the upcoming name change to ‘The Old Railway’. As ownerships and tenants have changed over the years so has the style, décor and name of the pub. Mick’s interest in history (particularly themed antiques and old railway memorabilia) is clear to see in the pub decor and has acquired a lot of interest from both locals and new customers. Feedback has been very positive about the name change and we feel this renaming is very fitting with the history of the old railway line, now the Downs Link. We are also in the process of opening ‘The Sid-

The Kiosk should be up and running in time for Easter and the new signage for the name change will be completed by the end of February. Change to SH2030 recycling system

Thank you Henfield! SH2030 have been really thrilled with the amazing support for additional community recycling. We have had much bigger volume of items to recycle than expected. Many local volunteers are now involved in weekly sorting sessions and sending off the packages to Terracycle for reprocessing. So, reluctantly, we’ve decided we can’t currently accept soft plastic bags from items such as frozen vegetables and bread (the stretchy plastic) because the quantities we are receiving are too great for us to transport to those larger supermarkets collection points for you. We will of course update you if this situation changes. If you still wish to collect soft plastics, we ask that if you take them to a plastic bag recycling bin at larger supermarkets (such as Sainsbury‘s at Lyons Farm) when you are passing. The exception to this is plastic carrier bags (from any shop) which can be reused locally. We suggest you take them to Budgens where they can be put in new bins by the checkouts for reuse by shoppers who have forgotten to bring a bag with them. Henfield Budgens will soon be changing to 100% compostable bags which can be safely put in your household waste or compost bin. The charge for these bags will be 20p. We understand that most supermarkets are in the process of changing over to similar bags at the same cost. It is great news that Budgens will be reducing the single-use plastic getting into the natural environment in future.

If you would like to sing in the choir, it will be as a Come and Sing performance on the day, with a rehearsal from 2.30-5.30pm and tea for performers before the performance at 7.30pm. This will cost £15 including tea. In addition, there will be three rehearsals on the following dates. Saturday 28 March 2.30-5pm, a workshop of all the chorus bits planned for the concert. This will cost £5 including tea and cake and you can come and have a sing even if you can’t do the performance. The other rehearsals will be on Friday 3 April and Friday 17 April from 7-8.30pm. There will be a small charge of £3 per person to cover the cost of a professional accompanist. The workshop and rehearsals will all take place in St Peter’s Church, Henfield. Circle Dancers support The Henfield Hall

The Henfield Circle Dance group recently presented a donation to The Henfield Hall Chairman, Peter Bates, towards the Whittome Hall refurbishment works. The Henfield Hall, a charity run by village volunteers for the village, will once again be participating in Henfield’s Gardens and Arts weekend in June and this year their annual quiz will be on 7 November. The Henfield Circle Dancers are a happy and friendly group who dance on Thursday mornings at the Leisure Centre between 10.15am and 12noon. We dance to music from around the world and the dances are uplifting for both the mind and body. All newcomers are very welcome. Hit the Downs off-road cycling event Great Wall of China trek Are you looking for a challenge? Hit the Downs MTB is back with a brand-new cycle route for 2020. Now in its fourth year, the off-road charity cycling challenge is taking place on Sunday 3 May 2020, with riders raising money for Worthingbased adults hospice, St Barnabas House, or local children’s hospice, Chestnut Tree House. The stunning South Downs course will test riders with its multitude of climbs and rapid downhill descents. Participants will set off from Adur Recreational Ground in Shoreham-by-Sea and can choose from a cool 30km route, challenge themselves to the 60km ride, or dare to take on the epic new 80km distance. Glissando return to Henfield

On Saturday 7 March at 7.30pm, the Friends of St. Peter’s Church Henfield are delighted to welcome the popular harp ensemble ‘Glissando’ to a concert at St. Peter’s in Church Lane, BN5 9NY. The music will be a mixture of traditional harp repertoire and some more modern, unexpected adaptations. Headed by Sussex harpist Fiona Hosford, Glissando thrilled audiences on their last visit three years ago and look forward to entertaining us with their updated repertoire. St George’s Day celebrations

The Sussex branch of the Royal Society of St George (RSSG) will celebrate St George’s Day (23 April) on Saturday 25 April in The Henfield Hall at 7.30pm. Last year’s concert and supper raised over £2,000 for St Barnabas House Hospice. This year we are hoping to do even better. We are delighted that the music will be provided by the Sussex Folk Orchestra playing in a ‘Palm Court’ setting. There will be a wide variety of English music (some from the 20s and 30s) with patriotic songs, waltzes and polkas, so you will be able to dance, sing or just relax and enjoy the occasion with friends. The supper will be provided by our local branch of Friends of St Barnabas and there will be further entertainment during this interval. We encourage those living in the High Street and London Road to hang out your bunting and feel sure that the event will also be supported by all the generous local businesses, both with donations of raffle prizes and festoons of flags in their shop windows. Most important, we need you to come along to raise much needed funds for St Barnabas Hospice and enjoy a patriotic celebration for Saint George – our patron saint.

Back in 1772 Hampshire Club challenged Henfield Cricket Club to a match for 100 guineas. We don’t know who won but it seems that all matches in those days were played for quite large sums of money. In addition, matches seemed to usually include copious amounts of food and drink in The George along with associated sing songs. Indeed, cricket was often played on the ‘Town Field’ opposite The George before the Common became established. We are a far more decorous crowd these days and wouldn’t dream of filthy lucre, over- eating and dubious songs sullying the fine art of cricket (the odd beer being an exception). Money will however be needed for the Pavilion improvements which will enable us to continue to provide a 21st century style hospitality to

30 Years of Henfield Joggers

This April Henfield Joggers will be celebrating the club’s 30 year anniversary. The inaugural run took place on 1 April 1990 following an initiative by local people who wanted to do something fun, healthy and outdoors. As our birthday is on Wednesday 1 April all past members, and especially any of those founding members, are invited to come along, say hi to the current members, and have a drink with us at The Plough from 8.30pm. Harefield Transplant Appeal cards Heidi and I, on behalf of Harefield Hospital, would like to say a huge thank you to everyone that purchased the lovely Christmas cards, designed by Heidi. We raised £347.22 from the sale of the cards and kind donations. That money has gone directly to the Harefield Transplant Appeal. The appeal is currently raising funds for Organ Care Systems which allow donated hearts and lungs to be kept in a warm, functioning state outside of the human body. This means that they are viable for up to four times longer than the traditional onice method so organs can come from hospitals further away, arrive in better condition and give medical staff longer to prepare for and perform life-saving surgery. NEW HOUSING PROPOSALS: Our Parish Councils Need Your Help

H

orsham District Council have published a draft Local Plan with building proposals which could seriously impact Henfield and the surrounding rural communities. We are now entering a public consultation phase. Each and every one of us need to make sure that our voices are heard. What is happening? The Draft Plan is for the period 2019-36 for the Horsham District. Over 500 potential sites for new housing have been assessed and the document for consultation includes nine Strategic Sites of between 1,000 and 10,000 new houses. Why is this relevant to us in the Henfield, Woodmancote and Shermanbury area? One of the Strategic Sites is a proposal from Mayfield Market Towns to build a new settlement of 7,000 houses (four times the population of Henfield) in a completely greenfield location less than half a mile from north east Henfield. The High Street for this settlement would be located on the Wheatsheaf Road. The parishes directly affected will be Henfield, Shermanbury and Woodmancote, but indirectly many other communities will also be impacted. Consider the damage to our countryside, ecology and air quality, the impact on our transport networks, high street and the increased risk of flooding for all of us if these houses were built. When is the consultation period? Residents can comment on the plan and express their views from 17th February until 30th March 2020. Why is the consultation period important? Now is the time to comment. Horsham have decided to put all nine of their potential Strategic Sites forward for public consultation. This gives all of us an opportunity to “vote” for those that we support or to “object” where we feel that the development would be inappropriate. The number of comments will carry weight when the District

Councillors decide which of the sites should be adopted. We believe that the nine strategic sites will become two or three, which will be adopted and built. What are our elected representatives doing about this? 16 Parish Councils representing 27,000 residents in Horsham and Mid Sussex have objected to the Mayfield proposals. Henfield resident Richard Bates, consultant solicitor at Cognitive Law in Brighton, comments on a sad story, with a happy ending. I administer deceased persons’ estates and being able to support families in need is a rewarding experience. Perhaps none more so than a family in Worthing who, last year, lost their father and mother within the space of a month. The mother died first, leaving everything to her husband. Whilst there was no inheritance tax to pay on the first death, they had a large joint estate, and so a large tax liability on the second. This was straightforward until, by chance, a family member mentioned that the mother was a war widow. She had fallen in love and married a Canadian airman during WWII. Five days after their marriage, he was shot down and killed over Germany. Broadly, on death, everyone can give £325,000 tax-free and a further £175,000 (from 06/04/20) if they leave their residence to direct descendants. These exemptions are transferrable if a spouse dies first, without having used them. Surprisingly, this applies even if the spouse in question died in 1944 - 42 years before inheritance tax even came into being. Seeing an opportunity, I advised the family to sign a deed of variation to alter the mother’s will. I was then able to claim the unused exemptions for both the lost airman and the mother, saving the father’s estate nearly £180,000 in tax. Perhaps contrary to popular belief, HMRC was incredibly helpful and accepted the claim despite having no direct evidence of the airman’s death except a photo of his grave, and no details of his assets. Luckily, as Canada was not independent of Britain at the time and due to the airman’s rank, they also accepted that he qualified for Estate Duty exemption, allowing us to transfer his ‘usual’ tax free amounts. So do make sure you talk to your elderly loved ones – quite apart from the history, you never know what may come as a result…

verywhere you look people are talking about the climate. Extreme weather, melting ice, deforestation, declining wildlife - the news is often bleak and sometimes frightening. More and more people are looking at their own lives to see what they can do - and that’s what the Kinder Living Home Show is all about. Just over five years ago I was looking for somewhere to sell my up-cycled furniture, mainly because - as my husband gently pointed out - it was starting to take over our dining room. I’ve always been a crafter and the idea of these solid old pieces of pine furniture ending up at a landfill site because they were looking a bit tired, just seemed so wrong. A few tins of chalk paint and some decoupage later, and our dining room was looking like a furniture shop. I looked for a show to have a stand at, but couldn’t find anything suitable in the area. Then in one of those moments of rash creativity / madness I said ‘maybe we could put on a show!’ I run an interior design business and realised that amongst the businesses I work with there were quite a few like-minded people - those who would repair, renovate or use reclaimed or sustainable materials. And out of a few conversations, the idea of the Kinder Living Home Show started to take shape. Our aim was to encourage

homeowners to make more sustainable choices and provide a platform to promote local businesses who could offer sustainable products and services. There was to be no ‘hard sell’ of anything - just advice, information and inspiration. Five years on and a lot has changed. ‘Sustainable living’ and ‘climate change’ are now phrases that appear on a daily basis. We’re all more aware of the problems - but not necessarily much clearer on how we can help. The thing to remember is that sustainable living for most people is a journey of many small steps. Imagine someone trying to start a new healthy eating plan. If their current diet consists of takeaways and ready meals, but they expect to suddenly eat 10 portions of fruit and veg a day, ban chocolate and go to the gym six times a week, you would probably expect them to fail. Going ‘zero waste’ or ‘plastic free’ overnight is the eco equivalent of a crash diet. Going all out eco for a week won’t honestly do much - what the planet needs is for many of us to make long term changes in our habits and lives. It starts with taking a sensible look at how you live now. Take coffee for example - a part of daily life for many of us. single use cups a year. Carrying a re-useable mug would save that waste. But if, like me, you work at home and maybe drink a takeaway coffee 3 or 4 times a year - it’s not really worth buying a new product to ‘solve’ the issue. It’s all about where you’re starting from and what you use now. The Kinder Living Home Show is about encouraging people to look at their homes, gardens and daily life and find out where the useful changes are. Our experts come from businesses, charities, community groups and local government. It’s a friendly, fun environment with no judgement. This year we’ll have information on saving energy, water, avoiding waste and reducing plastic. You’ll be able to find out about alternative ways of creating energy - ‘renewables’- and how new technologies can reduce our dependency on fossil fuels. Horsham Repair Cafe will be joining us and there will be repairs to IT, small appliances and textiles please check our website for how to book a slot. For the gardeners, Transition Horsham are bringing their ‘Seedy Saturday’ stands and seed swap, Friends of Horsham Park are back with ‘Growing together’, and there will be plenty of advice to help protect our wildlife. As I write this we’re also finalising the details of an exciting new electric vehicle display where EV car owners will show you their vehicles and talk you through going electric. It certainly will be a full show to mark our 5th anniversary, and I hope we’ll see you there!

I

n 1912 a young playwright with suffragist sympathies caused an unexpected sensation with a play called Rutherford and Son. It had a long run in the West End and later in New York. The biggest surprise of all was that the writer was revealed to be a woman, Githa Sowerby. Twelve years and a World War later, she wrote another play called The Stepmother. By now, life had changed for Githa. Not only was she happily married but she had also inherited a fortune and a house in Kensington. Her family were disapproving of her attachment to such a rackety profession as the theatre, didn’t like her affiliation to the Women’s Suffrage Movement (which by now had won its case) and prevailed upon her to give it all up. So she did – and came bitterly to regret it. The Stepmother received one grudging club performance in 1924 and was then consigned to the archives – for eighty years. The country thereby lost a potentially great dramatist and advocate for women. The Henfield Theatre Company’s next production is this lost and understated masterpiece. A young woman, Lois, inherits the family fortune of her deceased employer. She is taken into the household of the dead woman’s brother, Eustace, who subsequently marries her as his second wife, housekeeper and governess to his little girls. The play jumps forward ten years and it is clear that, whilst Lois is unhappily tied to Eustace, she 40 | BN5 Magazine

is the much-loved stepmother of his daughters and by now a successful businesswoman in her own right. The problems arise when the elder girl falls in love with the boy next door and seeks a settlement to enable her to marry him. This was common practice in the class-based world of the 1920s when women were expected not to work for a living. Eustace is shifty and evasive, and the play gradually uncovers the well-kept secret behind the front doors of this leafy Surrey town. Be sure to come and see how the plot progresses. Although it’s very much a play of its time, it has extraordinary resonances for the 21st century: coercive relationships, independence for working wives, equality of finance – all of which have come under scrutiny lately – ninety-five years on ! This production of The Stepmother, which is directed by Rosemary Nice, will be performed at The Henfield Hall from Thursday 19 to Saturday 21 March starting at 7.45pm. The Henfield Repair Café and Sustainability Centre

W

e live in a throw-away age where repairing items that no longer work is often not regarded as a viable option. The impact is not only financial but significantly environmental. In order to reduce this impact, the Repair Café movement was created in 2009 and it is estimated that as a result every year an estimated 350,000kg of absolutely serviceable goods are saved from landfill. The Repair Café concept started in the Netherlands in 2009, devised by Martine Postma, an Amsterdam-based journalist. She hit on the idea of setting up relaxed and low-key meeting places where neighbours could repair their broken items themselves, supported by specialists. The first Repair Café was a great success as the initiative had tapped into a clear need, prompting the movement to grow. Two years later, the Repair Café Foundation was formed to support local groups throughout Europe wishing to start their own Repair Café . The Foundation’s main goals are to bring back repairing into local society, to retain and spread repair expertise and to promote social cohesion in the local community. There are now Repair Cafés worldwide with 10 in Sussex and on 18 April there will be one more - in Henfield. This is being set up by Sustainable Henfield 2030 (SH2030). By having a Repair Café in Henfield we can contribute to a more sustainable village, repair knowledge can be passed on and valuable raw materials are not discarded. You may already be aware that there are Repair Cafés in Horsham (first Saturday of each month), Worthing and Brighton (both on last Saturday of each month).

The Henfield Haven will be the location for our own Henfield Repair and Sustainability Café and we aim to start on Saturday 18 April between 10am and 12pm, and then every 2nd Saturday of the month. Watch out for more details, with future times and dates. We are hoping to offer clothing repairs, computer repairs, electrical and mechanical repairs, wood and furniture repairs and more. As well as getting items repaired, we are planning to have coffee, tea and cakes on sale and offer support with carbon reduction, and advice on sustainability issues such as greener gardening. We cannot promise that we will be able to successfully repair every item brought to us and we will not be able to provide guarantees, but we will do our best. Remember we are all volunteers trying to do something locally about climate change. We would really like to hear from you if you want to help, either by becoming a volunteer or as a repairer. In particular, as it is likely that electrical repairs will be the most common, if you or someone you know has electrical skills, then please get in touch with us at SH2030@ mail.com. Making Henfield a better place to live and work!

D

id you know that the Henfield Community Partnership (HCP) is a ‘not for profit’ organisation run by volunteers and that its main aim is to support the residents of Henfield and surrounding area and help improve the community’s social wellbeing? Since 2005 HCP have delivered many initiatives and were behind the original ‘plastic bag free Henfield’ drive. More recently activities have ranged from organising the commemoration for the reopening of the Memorial Field in 2018, arranging the Village Fair in 2019 through to the new green signposts marking the circular walk and hiddenhenfield.co.uk website to encourage visitors to our village. We were delighted to team up with Sustainable Henfield 2030, who are now a federal group within the Community Partnership, so that now we can really focus on local actions to make Henfield a sustainable community and play our part in the Climate challenges. We have now, in collaboration with the Parish Council, produced an integrated plan covering the next five years to promote and enable the health and wellbeing of Henfield residents, businesses and the village as a whole. This is a communitycentred approach to build on individual and community assets (skills, knowledge, social networks and community organisations) to mobilise community resources and will ultimately lead to longer term sustainability and community and individual resilience. Full details of the plan can be found at henfieldcp.net however, in summary it focuses on: • Personal wellbeing for all ages. • Local and visitor economy – promoting

and supporting local businesses and help making Henfield an attractive and interesting place to visit. • Local environment (natural and built) in terms of sustainability and access, safety etc. • Enabling and supporting clubs, societies groups carrying out social, cultural and wellbeing activities for all ages in the community. One of the current actions revolves around developing our Activity Plan. We have a staggering 100+ clubs and organisations in and around Henfield and we are now collating an online directory of resources owned by clubs available to loan to others (examples: PA system, A-boards, marquee) either free or for a fee. None of these things could have been achieved without the involvement of a band of volunteers from not just the Community Partnership but also many of our community organisations. Now it’s your turn! We want more members who are willing to get involved in opportunities as and when they occur. We understand that time is precious so any help, however small, would be greatly appreciated. BEV rules the road with lower car tax

The popularity of the company car has decreased over the years, mainly due to the hefty personal benefit-in-kind tax charge that accompanies the perk. While this is the case for petrol or diesel cars, the tax position for electric or hybrid cars is significantly more benevolent.
