The patient has no history of travel outside the Philippines. He also suffers from hypertension and diabetes.

Plata set for runoff with Assemblyman Santiago

ilipino American candidate Godfrey Santos Plata, a 35-yea r- old Democrat ic candidate garnered 11,795 votes last Tuesday (March 3) and will head for a runoff in November against incumbent Assemblyman Miguel Santiago of the Los Angeles 53rddistrict.

Plata is a renter in Koreatown, an educator and organizer.

If elected, Plata said he would be the first member in the assembly’s 140year history to be both an immigrant and an out member of the LGBTQ community.

“I am so thankful for the hard work of our campaign. I am also eager to advance power building in and for our communities. This campaign will continue to be about those who have power and to be what democracy looks like. We have power. We are what democracy looks like,” Plata said.

The constituents of the 53rd district are from Huntington Park, Vernon, Boyle Heights, Koreatown and portions of Downtown L.A. and Pico Union.

Meanwhile, incumbent Rob Bonta won again in the 18th district which covered Alameda, Oakland and San Leandro.

Bonta said he is so proud to represent the progressive constituents in the state.

“I thank the voters of the 18th Assembly District for their support.

It is an honor to serve you. I’m proud to represent the most engaged constituents in the state.” Bonta said.

Filipina American Gina Ortiz Jones who is the Democratic candidate representing the 23rd district of Texas will face either Tony Gonzales or Raul Reyes, both Republicans, on a runoff in May. Gina Jones who was an intelligence officer in the US Air Force and served in Iraq and Africa, said that she has dedicated her life to public service.

“I ran so that all Texans in my district will have access to the same opportunities that allowed me to grow up healthy, get an education and serve our country,” Jones said.

Jones served as the Senior Advisor for Trade Enforcement under

President Obama in 2012.

Meanwhile, Fatima Zubair who was endorsed by the Progressive Democratic Club in Carson will face Assemblyman Mike Gipson in a runoff in November for the 64thAssembly district.

Zubair garnered 11, 193 votes.

“I am so honored to have the backing of the community as we tackle homelessness, environmental justice, healthcare and public education.

Walking the streets and engaging the residents inspire to continue to run for the November election,”Fatima said.

“We need a change in the district.

For too long, we have been given excuses while oil companies and developers get to keep the status quo.

By Mark Hedin Ethnic Media Services AS the 2020 Census gets underway, a group of four civil rights organizations has organized telephone hotlines in a range of languages to provide information and, when needed, legal referrals for people unsure about filling out the questionnaires.

The once-every-10-years census provides the government with information it uses to annually distribute hundreds of billions of tax dollars’ worth of services and guide the creation and realignment of political boundaries for allocating representation in Congress, the Electoral College and local governments across the United States.

The census, included in the original 18th century wording of the U.S. constitution, is the country’s largest peacetime project and participation is required by law. It invariably falls short of its mission to count absolutely everyone, no matter if they’re citizens, English speakers, homeowners, renters or homeless.

But t he census is intended and widely understood to be risk-free and a benefit to all who participate, so the four organizations: the Arab American Institute; Asian Americans Advancing Justice; the Lawyers’ Committee for Civil Rights; and NALEO (the National Association of Latino Elected Officials), are stepping up to provide confidential information to the communities they serve.

The telephone hotlines will operate throughout the census data collection period. Census questionnaires have already been distributed to some communities, but the effort begins in earnest in midMarch and April. Follow-up operations to

include those who have not responded to initial Census Bureau outreach efforts will continue through July. The hotlines will operate throughout that entire time.

Callers who speak Arabic are invited to call 833 333-6864, or 844-3DDOUNI (“Count me,” in Arabic). This line is staffed from 9 a.m. to 5 p.m. EST already. As of March 1, the hours will be extended to 9 p.m. EST. The Arab American Institute promises to return voicemail messages within 24 hours.

Those whose preferred language is Mandarin, Cantonese, Korean, Vietnamese, Urdu, Hindi or Bengali/Bangla can call (844) 202-0274, or (844) 2020-API. This line is staffed from 8:30 a.m. to 8:30 p.m.

EST through the end of July, and Asian Americans Advancing Justice promises to return all voice mail messages within 24-48 hours.

The Lawyers’ Committee for Civil Rights will operate its hotline (800) 268-6820, also 888-Count20, through the end of July.

It’s working now from 9 a.m. to 5 p.m. EST and beginning March 2 will remain staffed until 9 p.m. EST. The organization promises to return voice mail messages left at other times on the following business day.

NALEO’s line, for Spanish speakers, (877) 352-3676 or 877-EL-CENSO, is operating from 8:30 a.m. to 8:30 p.m. EST. Voice mail messages will be responded to on the next business day after they are received.

The hotlines will all also field calls from English-language speakers.

The organizations expect to field a range

At NALEO Educational Fund’s census hotline center in Los Angeles staff are available to help people with questions or concerns about the 2020 Census.

Together with the Leadership Conference, the Brennan Center and MALDEF (the Mexican American Legal Defense and Education Fund), the groups have also organized a network of legal specialists across the country to respond to questions ranging from basic obligations regarding the census to concerns about threats to disrupt census participation.

The organizations have previously performed hotline services to protect election integrity.

One widespread concern about the 2020 Census is whether respondents can trust that personal information they provide will truly be kept confidential, as promised and required by law. Applicable laws include some of the strictest confidentiality regulations anywhere in government, such as fines of up to $250,000 and years of incarceration for anyone who shares people’s personal information with other government agencies such as police, ICE (U.S. Immigration and Customs Enforcement) or the Border Patrol, to name just a few examples.

Robles hits dismal response of AQMD to refinery fire aftermath City of Carson officials are dismayed and shocked at the South Coast Air Quality Management District’s (AQMD) lack of care for the health vis-a-vis air quality, of 180,000 residents that live within three miles of the Marathon Refinery fire that took place late last February 25, 2020.

City of Carson staff and elected officials repeatedly contacted the AQMD during and after the fire for a health risk assessment of the air quality and to provide mitigation measures as warranted.

“Regardless of our ethnicity, where we live, or our wealth, everyone deserves, and the law requires, a transparent and accurate description of what may be affecting our health. The residents of Carson and neighboring communities deserve the same appropriate environmental analysis and as warranted mitigation measures to offset the harms that the refinery fire may have potentially imposed and exposed to the community. The AQMD as a lead agency charged with the sole responsibility to ensure our air quality has failed us and failed everyone who cares about clean air,” said Carson Mayor Albert Robles.

“As the refinery fire grew out of control, as a precautionary measure, a long section of the 405 Freeway going-to-and-from Orange County was closed for about 30 minutes; Yet, the same consideration was not given to residents who live closer to the refinery than the stretch of Freeway that was closed. Do Carson

lives not matter? We deserve the same consideration for good air quality for our children and residents too. The AQMD is publicly misrepresenting their commitment to the thoroughness of their analysis as to the potential health impacts on Carson residents,” added Robles.

“AQMD promised to release the data gathered in the hours after the initial explosion, in about 24-hours; but, here we are a week later and they are still not completely forthcoming as the results for 2 compounds that have still not been released. And if as the AQMD claims there was no air quality impacts release the information regarding the 13 air quality complaints they received from residents. And if they received 13 complaints from residents regarding air quality, why didn’t they take air samples from the residential areas where the complaints came from instead of the 2 location they did at the perimeter of the refinery as AQMD’s press release indicates,” questioned Robles.

The City of Carson lies within an area of Los Angeles that has substantial exposure to multiple refinery operations, which are a major source of stationar y emissions within Carson, if not the single largest, and AQMD's sole mission is to mitigate emissions from stationary sources like these.

More than 180,000 people live within three miles of the Carson refinery, according to the U.S. Environmental Protection Agency.

But in case those laws and promises aren’t enough, the organizations, with MALDEF leading the way, have also developed a census confidentiality protection pledge. Intended to boost confidence among so-called hard-tocount populations, it commits a coalition of individuals and organizations to using their power and influence to address, deter and end any breaches of census data confidentiality.

The Census Bureau, as part of its own efforts to overcome language barriers, has prepared a series of 27 instructional videos about the census. PHILIPPINE OVERSEAS VOTING REGISTRATION ADVISORY The system of continuing registration of voters for the 2022 Philippine national and local elections is ongoing.

The Philippine Commission on Elections (COMELEC) and the Philippine Department of Foreign Affairs-Overseas Voting Secretariat (DFA-OVS) are reminding all overseas Filipinos to register before the deadline on September 30, 2021.

Registration begins on 16 December 2019 and will end on 30 September 2021.

City departments have been ordered to update Continuity of Operations plans that ensure delivery of vital services in the case of an emergency.

Garcetti was joined in the news conference by city and LA County officials that included; Los Angeles County Supervisors Kathryn Barger and Janice Hahn, Director of Los Angeles County Department of Public Health Barbara Ferrer and General Manager of the City of Los Angeles Emergency Management Department Aram Sahakian.

“We are increasing our capacity for testing at our local public health lab. (It is) among 10 California health labs that have received CDC test kits and we have additional kits on the way. We are currently testing and have been since last Wednesday,” said Ferrer of the LA County Public Health.

“We will ensure that people who test positive for the novel coronavirus and their close contacts are quickly identified and closely monitored and supported while they are in isolation and/ or quarantine.”

Ferrer added that the department will begin daily radio briefings on three different stations and will post new guidelines for “childcare facilities, schools, colleges and universities, employers, hotels, public safety responders, shelters, and parents on how they can prepare for and slow the spread of the virus, officially known as COVID-19.”

The LA county health department will also send out technical assistance teams to “interim housing facilities to make sure all necessary precautions are taken.”

“There are more requests for testing and there are more requests that we’re doing. I don’t know an exact number, but it’s well over a dozen.”

For his part, Sahakian of the LA Emergency Management Department said: We will continue working closely with our partners to help protect vulnerable populations, ensure stability in city operations and keep the public informed.”

“If you’re sick with anything, we need people to stay home.”

There have been six new cases of the disease in LA County in the last 48 hours. About 650 people, mostly travelers who returned from mainland China, are being monitored by public health nurses.

None of the new cases are from the so-called “community spread” and were instead all from incidents of known contact with a sick person.

In a related development, Los Angeles County Supervisor Mark Ridley-Thomas called for extra precautions to protect homeless people.

“While this is a challenging issue for everyone, people experiencing homelessness are particularly vulnerable and we must do everything we can to help them,” Supervisor Ridley-Thomas said.

“LA County is being proactive and collaborating with all stakeholders. I urge everyone to be calm, cautious, mindful and empathetic as we work together to prevent the spread of coronavirus.”

Ridley-Thomas said that the county’s leading health official. Dr. Ferrer, acknowledged the higher risks that unsheltered people are facing compared to the general public.

“They cannot stay home when they’re sick. They cannot wash their hands often. Many times, they don’t have a medical provider that they’re in contact with,” Ferrer told the Board.

“We also know that people who are experiencing homelessness are actually sicker than the general public and already have heightened mortality rates so we are very concerned that novel coronavirus can disproportionately devastate people who are experiencing homelessness.”

Public health teams have started visiting interim housing facilities – mostly homeless shelters – to ensure each has adequate facilities and links to medical providers.

Ferrer also told the Board that she will meet with the leaders of several departments and agencies – including LA County’s Homeless Initiative and Office of Emergency Management (OEM), as well as the Los Angeles Homeless Services Authority – to identify locations where homeless people can be isolated when sick.

I would like to take your advise and cash out some of my equity and do some home improvements. What is your suggestion and best advise.

Ken Go: Based on what I saw on the loan modification package, you had a deferred balance that was released. Good for you, meaning you don’t owe it anymore and its forgiven. Therefore, you have built up your equity now to do a cash out loan, since the modification, your credit score has increase and you will be eligible for the NO Cost Refinancing loan. You have absolutely No Fees to refinance, nothing added to your loan balance either. Lets Do This!

Caller: I had a foreclosure about 4 year and now all my credit is in good standing. I am self employed and have so far done well with my income. I have a lot of equity and currently paying a rate of 6%. I have been waiting for the 4 yr period to refinance my current mortgage into a conventional loan. Please advise.

Ken Go: Great to hear that you were smart enough to let go a money pitt of an investments you made in the past. By letting the two prop-

erties go, you were able to save this one property that you live in and now is welcoming the benefits of its appreciation. Unfortunately, you have been misinformed. For conventional financing a foreclosure has to be clean of seven years before you would be able to get Fannie or Freddie loan. however, after crunching all the numbers, I believe you will still benefit by taking an FHA refinancing loan. You will have to pay PMI and an upfront MIP but the rates will be about .50% lower and we will pay for all the closing cost including reoccurring reserves.

Your purpose of cashing out to pay off personal debts will be achieved and you r payments actually will not be much different from what you are paying total. I strongly suggest this FHA refinance now while rates are still fairly low.

Caller: I own two properties and I am sort of having a hard time with my fix retirement income to keep afloat with my expenses and day to day activity. What should I do and how can I get some breathing room to enjoy my retirement.

Ken Go: I am so glad you are very conservative with your finances.

You did not borrow too much and you invested in a property that is generating income for you. Howev-

er, the income is not really enough to cover all the expenses of the property let alone your extra needs. After reviewing both your properties, I strongly suggest you sell your rental property and take advantage of the equity to pay off your mortgage and some bills. That will free you up tremendously and give you extra money yearly to go home to vacation. You are renting your property to a relative that is paying about 40% less than when its worth. Your kind heart is hurting you very shallow pocket. You are what I call “Equity Rich” but “Cash Poor”. By selling your investment property and paying your existing loan balance and some revolving debts, you will have about $1500.00 of free money every month. Therefore, if you save up some months, that should be an easy once a year vacation to the Philippines. If you don’t sell, you don’t see and touch your investment gains.

Caller: I just started a full time job two weeks ago and I would like to refinance my house to pay off some student loan debt of our children. I stopped working for about a year due to some medical issues and now is back doing what I have doing for the past ten years. I was told I needed two year consecutive employment history. Please help me because my

credit card debts and my children’s student loans killing me with very high interest rates.

Ken Go: after our interview, I believe I can justify the big employment gap you had between your two jobs. Good things it’s the same line of work and you have a long history in this field. We can only cash out up to a loan to value of 80% minus your existing loan balance, after reviewing your file. That should be just right, you will not get any funds at closing but we will close with your new mortgage payment due in about 45days from closing.

So, that will give you some room to adjust. You will start enjoying the lower payments soon and hopefully start saving more money for your retirement.

What is the “Inadmissibility on Public Charge Grounds” Final Rule? “adjustment of status” application.

2. Immigrants requesting a visa extension to stay in the U.S. 3. Individuals who are applying to come to the U.S. through US Embassy overseas.

IMMIGRANTS who are identified by the USCIS or the US Embassy of becoming a public charge will not be issued a U.S. visa, granted admission to the United States as a legal permanent resident, or allowed to adjust status status to a greencard holder.

Under Section 212(a)(4) of the Immigration and Nationality Act (INA), an individual seeking admission to the United States or seeking to adjust status to that of an individual lawfully admitted for permanent residence (green card) is inadmissible if the individual “at the time of application for admission or adjustment of status, is likely at any time to become a public chargeINA Section 212(a)(4).

On August 14, 2019, the U.S. Department of Homeland Security (DHS) published the Inadmissibility on Public Charge Grounds final rule that codifies regulations governing the application of the public charge inadmissibility ground under INA section 212(a)(4). This final rule amends DHS regulations by prescribing how DHS will determine whether an alien applying for admission or adjustment of status is inadmissible to the United States under section 212(a)(4) of the Immigration and Nationality Act because he or she is likely at any time to become a public charge. The final rule includes definitions of certain terms critical to the public charge determination, such as “public charge” and “public benefit,” which are not defined in the

statute, and explains the factors DHS will consider in the totality of the circumstances when making a public charge inadmissibility determination. The final rule also addresses USCIS authority to issue public charge bonds under section 213 of the Act in the context of applications for adjustment of status. Finally, this rule includes a requirement that aliens seeking an extension of stay or change of status demonstrate that they have not, since obtaining the nonimmigrant status they seek to extend or change, received public benefits over the designated threshold, as defined in the rule. In short, the new rule makes it easier for the government to deny legal permanent residency to immigrants “likely to use public benefits” and more difficult for immigrants to get approved.

The good news is that any Adjustment of Status application that had been filed before February 24, 2020 will still be considered under the old rules.

The bad news is that the USCIS will implement its Inadmissibility on Public Charge Grounds Final Rule beginning February 24, 2020 and will apply to all cases filed on or after that date. This is a result of a 5-4 U.S. Supreme Court decision to remove the nationwide injunction blocking the final rule.

The following cases will be subject to the public charge final rule: 1. Immigrants who are in the U.S. applying for a green card through the

miNDiNG YoUr fiNANCeS… from PAGe 6 Debt problems can cause a lot of stress at home and sometimes, spouses even blame each other for their present situation. Like a ticking time bomb, emotions eventually explode. When the debts are not getting paid, bill collectors are calling, basic needs such as food, utilities and rent aren’t even getting met, trust me, every conversation between husband and wife can easily turn into a big argument. Like pulling a rubber band, as the tension keeps building up, it eventually snaps.

A lot of people coming to me for help with their debt problems tell me that they also have difficulty focusing on just about anything- their job, business or career. Many are stuck with jobs that they don’t even like. They want to go out there and find a job that they would at least enjoy doing but they can’t even afford to take some time off for fear of losing a paycheck. You don’t like the working environment, the people aren’t friendly and your boss is always watching you like a fish in a fish bowl. Perhaps you’re thinking about going back to school to learn something new and change careers. But you can’t do a damn thing about it because you just can’t afford to look for another job.

You’re looking for some peace in your life but peace just seems to elude you. You can’t even sleep at night because you’re worried about what creditors will do next. Maybe for the last few months, you’ve managed to juggle your credit cards by taking money from one card to pay other credit cards but now you’re all maxed out. Your friends and family don’t even return your calls anymore because they assume you’re calling them to borrow money again. You’re feeling sorry for yourself and feel like you’re about to go insane.

I am not saying that bankruptcy is the solution to all debt problems. In some cases, it should not even be considered. But for your sanity’s sake, if you’ve done the best you can and the best you know how to pay your creditors but you have ran out of options, consider the new possibilities that bankruptcy relief may be able to provide you and your family. It’s a shame that so many people suffer in debt, sometimes for years, when the law provides a solution to their debt problems.

Bankruptcy is not for dishonest people who just don’t want to pay their debts.

Anyone who received one or more public benefits for more than twelve months in aggregate within any 36-month period could be held to be a public charge. The rule expands the “public benefits” to include the following benefits: 1. Supplemental Security Income (SSI) 2. Temporary Assistance for Needy Families (TANF) 3. Supplemental Nutrition Assistance Program (SNAP) 4. Section 8 Project-Based Rental Assistance and Housing Assistance Under the Housing Choice Voucher Program 5. Subsidized Public Housing 6. Federally-Funded Medicaid (with Certain Exclusions) Any other public non-cash benefit that is not mentioned above will not be considered a public charge of inadmissibility.

All applicants for adjustment of status will be subject to the new rule. In determining inadmissibility, USCIS defines “public charge” as an individual who is likely to become “primarily dependent for subsistence, as demonstrated by either the receipt of public cash assistance for income maintenance or institutionalization for long-term care at government expense.”

USCIS will use a totality of the alien’s circumstances standard in determining whether immigrant or nonimmigrant visa applicants, applicants for admission to the United States, and applicants for adjustment of status to lawful permanent residence are likely to become a public charge “at any time” in the future. The alien’s circumstances will be measured by seven factors, including: 1. Age 2. Health 3. Family status 4. Assets, resources and financial status

5. Education and skills 6. Prospective immigration status and period of admission 7. Affidavit of support, filed under 213 of the INA No single factor, other than the lack of an affidavit of support will determine whether an individual is a public change. Beginning February 24, 2020, all adjustment of status applicants will need to attach an additional new Form I-944, Declaration of Self-Sufficiency, when applying for a green card, which will request information and documents on personal and household assets, credit score report, resources, financial status, bankruptcy history, and public benefits history. This is a very thorough and extensive form that explores all aspects of your household’s financial affairs and requires supporting evidence of your finances and credit report. Immigrants who plan to file for adjustment of status should seek the representation of experienced lawyer to help them navigate through this complex regulation.

ARE YOU PAID OVERTIME?

If you are employed as a 24-hour caregiver, working around-theclock to provide care and assistance to an individual inside their home, you are most likely entitled to overtime compensation. If you are paid a fixed daily rate, regardless of the actual hours you work or the quality and quantity of work you perform, you are not receiving overtime compensation and likely have a valuable claim for wage theft. This is true whether you are hired directly by the care recipient or paid though a home care agency.

In 2014 the Domestic Workers’ Bill of Rights (“DWBR”) became law in California. The law was passed as part of a movement to enhance the rights of domestic workers, whom the California Legislature deemed to be some of the most invisible and vulnerable workers in the state. Now, under the DWBR, in-home caregivers are entitled to receive overtime wages for all hours worked in excess of 9 in a day or 45 in a week.

In California, most 24-hour caregivers must be paid a minimum of $378.00 per day to comply with the requirements of the DWBR. The first 9-hours of work should be paid at the legal minimum wage rate of $12.00 per hour, which equals $108.00. Then, for the remaining 15 hours, the law requires overtime payments at a rate of $18.00 per hour, which amounts to an additional $270.00 per day.

Unfortunately, in actual practice, most caregivers receive far less than the applicable minimum wage, often earning as little as $180 to $240 per day. A 24-hour caregiver who is earning less than $378.00 per day likely has a very valuable claim for wage theft.

For example, if you are a caregiver working 24-hours per day, 5 days per week for a salary of $1,100 per week (or $220 per day), your weekly unpaid overtime claim is calculated as follows: Your weekly salary of $1,100 is divided by 45 hours to calculate a regular rate of pay, equal to $24.44 per hour.

Your overtime rate is 1.5 times your regular rate of pay, which amounts to $36.66 per hour.

Your pre-determined salary does not compensate you, at all, for the 15 daily overtime hours you work.

So, each day, you accrue $550.00 of unpaid overtime wages. Employers, who willfully fail to pay an employee the requisite overtime compensation, are also subject to liquidated damages, which could add an additional $180.00 per day to the wage theft claim. Plus, the law provides for interest, attorneys fees, and penalties.

In the above example, the hypothetical caregiver is owed $2,750 in unpaid overtime wages per week. On a yearly basis, the overtime claim alone exceeds $140,000. We have helped many caregivers whose claims exceed $500,000 in damages with the addition of penalties, liquidated damages and interest, after working for several years.

Caregivers, who are victims of wage theft, may recover their unpaid wages going back 4 years from the date a lawsuit is filed in court. We have helped many caregivers file claims against their former employers. Even if you last worked several years ago, you still have time to pursue a claim.

The one exception is if the care recipient patient has passed away. In that instance, a claim against the care recipient’s estate must be filed within 1 year of their passing, or sooner if an estate has been opened.

PNP chief discharged from Taguig hospital

MANILA — PNP chief, Gen. Archie Francisco Gamboa was discharged from the St. Luke's Medical Center (SLMC) in Taguig City on Friday afternoon after sustaining injuries in a helicopter crash in San Pedro, Laguna on Thursday.

Acting PNP spokesperson, Maj. Gen. Benigno Durana Jr., said Gamboa left the hospital at around 5:30 p.m.

"Oo, siguro mga 5:30. Palagay ko sa basement (dumaan) kaya di nyo na napansin (Yes, around 5:30 p.m. I think he left through the basement exit so we were not able to notice)," Durana told reporters.

Meanwhile, Gamboa's aide, Capt.

Kevin Gayramara, was also discharged from the hospital around 4:30 p.m.

Gamboa is likely to stay at the PNP White House at Camp Crame and will be guarded by the staff of the PNP General Hospital.

Meanwhile, doctors have already stopped blood transfusion to Ramos who remains unconscious and in critical condition at the intensive care unit of the Unihealth Southwoods Hospital and Medical Center in Laguna.

There is no date yet for the release of the chopper staff, he added.

To counter misinformation about COVID-19

Facebook gives WHO free ads fACEBOOK is giving free ads to the World Health Organization (WHO) to counter COVID-19 misinformation that causes panic to people.

On Tuesday, Facebook CEO Mark Zuckerberg announced that the giant social network is giving the WHO with “as many free ads as they need for their coronavirus response” to the outbreak.

This unlimited number of ad credits will give the WHO and other health organizations and authorities a platform to widely spread factual information about the coronavirus.

Things have already begun developing.

Zuckerberg said that people who search for coronavirus or COVID-19 on Facebook will see a “pop-up that directs you to the World Health Organization or your local health authority for the latest information.”

This means that only factual information about COVID-19 coming from legitimate organizations and health authorities will appear in your feed.

Zuckerberg also announced that it would remove false information and hoaxes about the virus that might create panic and widespread fright among people. He also promised to ban ads that carry information of a cure against the virus.

Zuckerberg also announced in his Facebook page that the social network will provide “millions more in ad credits” to other organizations that disseminate only factual information about the coronavirus. He added that they are also working closely with the UNICEF, Centers for Disease Control and Prevention (CDC), and other national health ministries to battle misinformation about this deadly virus.

Congress ratifies GMRC Bill GOOD Manners and Right Conduct (GMRC) is set to return to the school curriculum after it was dissolved as a subject and assimilated into other classes upon the implementation of the K-12 program in 2013.

Senate Majority Leader Juan Miguel F. Zubiri, principal author of the bill, said that the bicameral report for the GMRC and Values Education Act bill was approved March 4. The bill is sponsored by Senator Sherwin Gatchalian, who chairs the Senate Committee on Basic Education, Arts and Culture, and co-authored by the majority of the senators.

Zubiri stressed that we really need to integrate GMRC in the current K-12 curricula of the Department of Education (DepEd) across both public and private institutions.

"We need to teach GMRC in our kids' formative years, so they can develop good habits at a young age. This is how they do it in Japan, and the kids there are unbelievably responsible.

GMRC will be integrated into daily

activities in the kindergarten level, and will be taught as a separate subject from Grades 1 to 6. Grades 7 to 10 will be taught the Values Education subject, into which GMRC shall be integrated. For Grades 11 and 12, Values Education shall be integrated in all subjects under the K-12 Basic Education Curriculum.

"Our kids are growing up in a period of great technological change.

The Senator added: “Values education remains the domain of the family and the school. This is why we need a strengthened Values Education program, and why we need the return of GMRC in our schools.”

Hontiveros: End child marriage in PH

AN estimated 726,000 children are married off before their 18th birthday.

The Philippines ranks 12th highest in the world in absolute numbers.

With this alarming figure, Senator Risa Hontiveros remarked: "If we continue to allow child marriages, we are essentially robbing our youth of their right to a safe and nurturing childhood."

Hontiveros, chair of the Senate Committee on Women, Children, Family Relations and Gender Equality, sponsors 'Girls Not Brides Act' on Wednesday which seeks to end child marriages in the Philippines. She said that Senate Bill No. 1373 will prevent child marriage by making it a public crime.

"Under the bill, any person who facilitates and solemnizes this union will face a prison sentence of up to 12 years, and fines of up to 50,000 pesos," said Hontiveros. "He or she will

be held liable under the Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act", she explained.

Philippine law prohibits children below 18 from being party to a legal contract which is what establishes the legitimacy of a marriage, but more than half a million girls are forced against their agency to abide.

"Poverty may be among the drivers of child marriages, but there is also a subtler impulse behind this practice. Child marriage, as part of social norms in communities where it is common, is often the result of entrenched gender inequality," she said.

It also advised that the practice of frequent handwashing, avoiding unprotected contact with farm and wild animals, the practice of proper cough etiquette, and avoiding close contact with people suffering from acute respiratory infections remain the best ways to reduce the risk of transmission of the virus.

“All we wanted is that our children would be able to finish their studies and have a normal life away from the wrong ideologies of NPA, away from terrorism,” Rosadio said.

Rosadio said all women are urged to work together to end armed conflict and communist insurgency in the country, adding “we will not stop to condemn the abuse committed by Joma Sison and its terrorist groups.”

During the rally, anti-communist groups also criticized some women belonging to various militant organizations and party-list groups that are allegedly linked to the CPP-NPA-NDF. Meanwhile, Relissa Lucena, mother of Alicia Jasper, who was reportedly recruited by the leftist organization said the Anakbayan has mistreated her dignity as a woman.

The 173-paged easy read book for this writer was equally FUN to read in that it not only has various versions of "Adobo," or "Kare-Kare" depending on its author's regional cooking background. This is because mostly all of us Pinoys know that our country has over 7,000 islands with around 200 dialects, thus we all have various versions of cooking certain savory dishes.

Another very interesting part of the recipe book are the snippets of "cultural and traditional food experiences," written by each recipe's author that delved into each of their background on why they included it in the book. Some background information are even quirky like Art Swenson's love for the "Dinuguan" or Pork Blood Stew: dish (on page 77}, where he said "call me weird but as a child I loved "chocolate meat," more than chocolate ice cream. "I wondered how the savory version of chocolate could smell and taste so different from a Hershey bar."

Jorell Domingo, who was born in Guam, raves that "when it comes to mouth-watering Filipino dishes lechon kawali or Crispy Pork Belly (on page 86), ranks at the top of my list, because it can be a wonderful appetizer to share or hold its own as a main dish."

Northern California native, Romeo Roque-Nido, on the other hand, briefly related his "cultural" eye-opener when he initially watched one of his relatives cook "Kare-Kare" or Beef Stew in Peanut Sauce (page 99). To his surprise, he witnessed the cook "dump a jar of Skippy peanut butter into a pot of meat and it didn't make sense when I was growing up.

That's why, I never ate "Kare-Kare" when I was a kid. I finally had "Kare-Kare" in adulthood and it instantly became one of my favorites."

History has it that most of our Filipino dishes have Spanish flavors in them due to our founding father, Ferdinand Magellan, who discovered the Philippines on September 15, 1521, while he was on his voyage from Spain and landed in Guian, Eastern Samar. That's why Art Swenson wrote that "Mechado" (on page 94) is from the Spansh word "mecha" meaning "wick." Traditional mechado calls for strips of pork fat threaded through chunks of beef like candle wicks, making each meaty bite extra indulgent."

Learning a lot of cooking tips from her super cook Mom, Tisha who is a Southern California native, wrote the recipe on "Gising Gising." (page 130), which meant "wake up, wake up." That's because the spice from this dish will "wake you up."

Overall, the IP recipe book is thoroughly challenging and great to have, particularly for those of us who value significant bonding times with our loved ones, after spending daily professional grinding hours at work.

MANIL A — The Department of Health (DOH) is confident of the method the Research Institute for Tropical Medicine (RITM) uses in testing samples from patients under investigation (PUIs) for possible coronavirus disease 2019 (Covid-19) infection.

In a press briefing on Wednesday at the DOH main office in Manila, Health Secretary Francisco Duque III said the test kits used by RITM are different from the rapid diagnostic test (RDT) kits used by Japan and South Korea.

"I have spoken to their ambassadors, and the reason I asked South HEALTH SECRETARY FRANCISCO DUQUE III

Korea because it is also an outlier because it is able to test 15,000 a day. So, I've asked them, not to challenge (them): 'What is the basis of your rapid diagnostic test? Has this been cleared by the World Health Organization (WHO)?'," Duque said, reacting to criticisms that the DOH was not testing enough number of people.

"We use a far more tedious testing procedure which takes 24 to 48 hours for results to come out. I'm not going to use an RDT that is certified by a credible third party that will say: 'Yes, this particular RDT has passed stringent standards of quality, safety, specificity and sensitivity'," he said.

Citing that RDTs could produce “false negatives” or “false positives”, Duque said its use might result in risks and waste of the DOH's limited resources which must be used for the care of positive patients.

DOH CONFIRMS TWO MORE CASES OF COVID-19 IN PH THE Department of Health (DOH) reported two additional confirmed cases of the Coronavirus Disease 2019 (COVID-19) in the Philippines, bringing the total of COVID-19 cases in the country to five (5).

The 4th confirmed case is a 48-year-old male Filipino with travel history to Japan. The patient returned to the Philippines last February 25 and experienced chills and fever beginning March 3. The patient sought medical consultation at a hospital and samples were collected for testing. Results tested positive for COVID-19 on March 5. He is currently stable and admitted at the Research Institute for Tropical Medicine.

The 5th confirmed case is a 62-year-old male Filipino with known hypertension and diabetes mellitus, who experienced cough with phlegm last February 25. The patient sought medical consultation at a hospital in Metro Manila last March 1 and was admitted with severe pneumonia. Specimen collected on March 4 tested positive for COVID-19 on March 5. He also has no known history of travel outside of the country.

Contact tracing is being done for the two cases and samples have already been collected from close contacts. DOH is also in close coordination with the concerned Local Government Units for concerted action on identifying persons who had interaction with the confirmed cases and strengthening of infection prevention and control protocols.

5th case is known to have regularly visited a Muslim prayer hall in Barangay Greenhills, San Juan City. Previous visitors to the prayer hall who are presenting with fever and/or respiratory symptoms are encouraged to call the DOH hotline (02)8-651-7800 loc 1149-1150 for proper referral to the appropriate health facility.

These recent developments are significant, but we are prepared to respond to its potential consequences. Our priority is to protect our health workers and the most v ulnerable populations,” t he Health Chief said.

ON FOREIGN NATIONALS WITH HISTORY OF TRAVEL TO PH DOH received reports of 3 confirmed COVID-19 cases among foreign nationals who had a history of travel to the Philippines. first case is a 38-year-old Taiwanese male who visited the Philippines from February 28 to March 3.

He developed abdominal discomfort and diarrhea on March 2, and experienced sore throat, fever, and malaise on March 3. The patient consulted at an outpatient clinic in Taiwan on March 4, and was confirmed positive for COVID-19 on March 5. The onset of symptoms on March 2 points to possible infection before the patient traveled to the Philippines.

The second case is a 44-yearold Japanese male who visited the Philippines from February 21 to 28. Prior to visiting the Philippines, he traveled to Cambodia, Vietnam, Thailand, and Japan. He stayed at three different hotels during his visit to Metro Manila. The 44-year-old flew back to Thailand last February 28 and experienced cough, shortness of breath, and fever which began on February 29.

The patient consulted at a clinic in Cambodia on March 3 and was referred to a hospital but no tests were done. He flew back to Japan last March 4 and was tested positive for COVID-19. The patient was admitted and is still in isolation at Aichi Prefecture Hospital. The extensive travel history of the patient suggests possible contraction of the disease in another country.

The third case is a female living in Sydney, Australia. The patient attended a wedding in Manila on February 13 and visited Pangasinan. DUMAGUETE CITY — The Department of Health (DOH) in Negros Oriental has reported that dengue cases in the province in the first two months of 2020 dropped by 24 percent compared to the same period last year.

Dr. Socrates Villamor, provincial DOH chief, said that records from the Regional Epidemiological and Surveillance Unit (RESU) showed there were 766 cases of dengue with two deaths from January to February this year as against the 1,019 cases and two deaths reported in the first two months of 2019.

The RESU data also showed that the top 10 cities/municipalities with the highest number of dengue cases from Jan. 1-Feb. 29 are as follows: Dumaguete City (132), Sibulan (87), Guihulngan (61), Bais City (60), Tanjay City (41), Manjuyod (34), Valencia (33), San Jose and Siaton (31 each), and Vallehermoso (30).

The two deaths were reported in Tanjay City and Vallehermoso.

In 2019, the province of Negros Oriental recorded a total of 6,631 dengue cases with 24 deaths, which was much higher than the 2018 figure of 2,978 cases and 14 deaths.

In an 11-year period since 2009 based on RESU records, the year 2019 had the highest number of dengue cases in Negros Oriental while the year 2011 had the lowest, at 524 cases and one death. (PNA)

The unique date of ex-president Quirino's death

ELPIDIO QUIRINO, 6TH PRESIDENT OF THE PHILIPPINES MANILA — President Elpidio Quirino’s death may well be considered as the most unique among the country's deceased former chief executives, as he passed away on a leap day.

Quirino, the sixth president of the Philippines, succumbed to a heart attack on February 29 in the leap year of 1956 at his summer residence at the top of a hill overlooking the scenic La Mesa dam and reservoir in Barangay Greater Lagro, Novaliches, Quezon City.

He was 65.

Succeeding the late President Manuel A. Roxas in his capacity as vice president, Quirino became president from April 17, 1948 to Dec. 31, 1949.

In the Nov. 8, 1949 national elections, Quirino was elected formally as the sixth president of the Philippines for a four-year term until the end of 1953.

According to the Kahimyang Project's compilation of significant daily events, including ancient and recent Philippine history, Quirino’s six-year presidency was marked by notable post-war reconstruction, general economic gains, and increased economic aid from the United States.

It was in the realm of diplomacy where he excelled, impressing foreign heads of states and world statesmen from American, European and Asian countries. He negotiated various treaties and agreements with other nations, as well as discussed common problems of peace and security in the Asian region.

His administration's major objectives included economic reconstruction, focusing on mitigating the sufferings of indigent families, helping the farmers market their crops to save them from loan sharks, and strengthening the rural banking system of the Philippines to facilitate credit utilities in rural areas.

It was during the Quirino administration when the country's Central Bank was established.

Quirino, who also served as congressman and senator before his presidency, was also a known member of the Philippine independence commission sent to Washington DC, which secured the passage of the Tydings-McDuffie Act by the American Congress. He was a member of the convention that wrote the draft of the 1935 Constitution.

After being defeated by Ramon F. Magsaysay in the November 1953 presidential elections, Quirino went back to private life at his then-new home near the La Mesa Dam. (PNA)

Data privacy has risen to new industry: DPO

MANILA — The need to secure data of customers and companies has paved the way for a new industry that now provides thousands of jobs around the globe.

This was disclosed by Sam Jacoba, National Association of Data Protection Officers of the Philippines (NADPOP) founding president, in his talk during the data privacy and security forum dubbed SELYADO 2019 at the UnionBank Plaza in Ortigas Center, Pasig City on Thursday.

Jacoba explained that, for one, Philippines’ Data Privacy Act of 2012 not only assured customer safety but also increased the need to professionally protect data that a company holds.

“This law has also made us take our data more seriously and use it ethically, while pushing businesses to transform and innovate,” he said during the forum jointly spearheaded by Union Bank of the Philippines (UnionBank) and NADPOP’s Alliance and Partnership group.

In an interview by journalists, Jacoba explained that when the European Union (EU) approved the General Data Protection Regulation (GDPR) in 2016 it was estimated that the 28-member states need about 40,000 data protection officers (DPOs).

In Singapore, the strengthened data protection regulation required about 10,000 DPOs, he said.

In the Philippines, taking into consideration the number of registered companies that manage personal information, Jacoba said NADPOP sees shortage of world-class DPOs along with professionals who are into data analytics and other data-related careers.

“So if you’re a Filipino looking for a career shift or if you are a fresh graduate looking for something to specialize on being a data protection officer or data privacy professional is going to be one of the best way for you to improve of yourself,” he said.

Among the companies that strengthened their data privacy policies includes those in the business process outsourcing (BPO), health care, and financial services sectors.

Despite of this some companies remain vulnerable to breaches, which, he said, cannot be attributed mainly to complacency but because of focus on other aspects of the business.

By KRIS CRISMUNDO MANILA — Santos Knight Frank, a real estate service company, said the business process outsourcing (BPO) sector will remain as a major driver of demand for office space market in the country.

In a report Friday, Santos Knight Frank Senior Director for Occupier Services and Commercial Agency Morgan McGilvary said office space demand from BPO firms remains strong in 2020 even after the government halted processing applications for economic zones in Metro Manila.

In June 2019, Malacañang issued a moratorium on accrediting office buildings in Metro Manila as ecozones to spur development outside the National Capital Region.

Despite the moratorium, Santos Knight Frank said BPO companies will still pursue expansions in Metro Manila.

A study of Information Technology and Business Process Association of the Philippines (IBPAP) and Everest forecasted that the IT and business process management sector will grow by three percent to seven percent annually.

Growth drivers of the industry will be in healthcare, animation, and game development.

With the growth of the industry, it will need 1.2 million square meters of office space, Santos Knight Frank added.

“In 2020, we expect BPO demand to be strong despite the limited amount of PEZA (Philippine Economic Zone Authority)-accredited office space. BPO demand is strongest in BGC (Bonifacio Global City) and Pasay, where rents should be going up,” McGilvary added.

On the other hand, Ortigas and Quezon City can be alternative locations for BPO firms with the increasing rents in BGC and Pasay City.

“Conversely, Ortigas and Quezon City may have more supply than demand, and rents will stay flat in those areas as the vacancy rates increase,” Morgan said.

COTABATO CITY — Environment officials have monitored thousands of waterbird species freely moving around the wetlands of Sultan Kudarat province.

Dr. Sabdullah C. Abubacar, executive director of the Department of Environment and Natural Resources (DENR) 12 (Soccsksargen), said the high number of water birds were found in the marshland and inland waters of Sultan Kudarat during the census of waterbirds in the region that began on January 23.

The birds were monitored and sighted in the 6,300-hectare Lake Buluan in Lutayan, Sultan Kudarat, Abubacar said in a statement on Wednesday.

During the conduct of the annual Asian Waterbird C e n s u s (AWC ), personnel of the environment offices of Tacurong City and Sultan Kudarat documented some 8,928 species in the lake and its environs.

Among the documented waterbird species, also known as “aquatic birds”, were the Great Bittern, Cinnamon Bittern, Black Crown Night Heron, Rufous NH, Cattle Egret, Little Egret, Intermediate Egret, Great Egret, Purple Heron, Grey Heron, Javan Pond Heron, White-Breasted Waterhen, Barred Rail, Banded Rail, Water Rail, Common Crane, Philippine Duck, Lesser Whishing Duck, Serpent Eagle, Brahminy Kite, and Wandering Duck.

The census was conducted by personnel of Tacurong’s Community Environment and Natural Resources Office (CENRO), Sultan Kudarat’s Provincial Environment and Natural Resourc-

es Office (PENRO), Tacurong City’s Protected and Wildlife Section (PAWS), and the local government of Lutayan.

“We are conducting this activity every year so that we can compare the current condition and population of various waterbirds to our data in the previous years,” said Mama Mulimpay, chief of Tacurong’s CENRO - Protected Area and Wildlife Section (PAWS).

Forester Sainoding Hadjimanan of PENRO-Sultan Kudarat said aside from bird counting, the AWC also helps the DENR in monitoring possible illegal activities, such as bird-hunting, in the marshland.

“The DENR, in cooperation with the local government units of Lutayan and Buluan, Maguindanao conducts regular monitoring in the area not only during the celebration of AWC. We are doing this to protect and preserve the various species of waterbirds in the lake,” Hadjimanan said.

Mulimpay said the DENR has embarked on massive information dissemination around Lake Buluan to increase public awareness of the importance of these water birds.

Abubacar again reminded the public and the locals living near the wetlands not to harm and capture these birds “because they contribute a lot to a balanced ecosystem.”

Soccsksargen comprises the provinces of South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani and the cities of Cotabato, Kidapawan, Tacurong, Koronadal, and General Santos. (PNA)

CITY OF SAN FERNANDO, Pampanga—Some 600 residents in this city joined the “Refi ll Revolution” and trooped to the Poblacion Basketball Court in Barangay Sto. Rosario here, bringing recycled plastic bottles and containers, which were refilled with condiments and household products.

“Refill Revolution” is an advocacy campaign of the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) in Central Luzon that is aimed at beating plastic pollution by reducing its production and necessity.

During the activity organized by the City Environment and Natural Resources (CENRO), the locals were able to refill kitchen condiments, laundry products, and other household items by bringing clean and reusable bottles, containers and “eco bags”.

These items were sold at prices that were 50-70 percent lower than the actual retail prices in supermarkets.

CENRO officer Regina Rodriguez said they want to teach residents to avoid single-use plastics and instead promote eco-friendly and sustainable ways of utilizing plastic products.

"We are encouraging every household to avoid regular purchase of products in plastic sachets or containers. If possible, re-use plastic containers and grab every opportunity of refilling activities,” she said, adding that another Refill Revolution is set on February 21 as part of the "Kaganapan" cityhood celebration.

Manufacturers and retailers like Nutri Asia Inc., Classic Brand Distributorship, and Glochem Marketing & Recycling Corp. took part in the refilling activity. Nutri Asia, which is among the country’s top condiments maker, was one of the stakeholders that rallied behind the initiative.

Pepsi Cola, Water District Prime Water, and Soliman E.C. were also present to give away freebies to the residents.

City Mayor Edwin David Santiago reiterated his desire for San Fernando to remain a “Zero-Waste City” in the midst of progress and development.

“We are the first-ever model of Zero Waste City in the whole country. Let us prove it by remaining educated and disciplined enough to protect and preserve our environment,” Santiago said. (PNA)
