MAYOR Eric Garcetti said Los Angeles will definitely move forward and go along with California’s re-opening plan but stressed that the city would go along at a slower pace.

During a regular briefing on Wednesday, Garcetti said Angelenos have learned how to cope and live with the deadly coronavirus but added that the city’s constituents should not “lose sight of our personal responsibility to not spread COVID-19 further as the state allows these openings.”

The LA mayor explained that it would be counter-productive to “hold back one city” as “people can just go next door” to work out or dine out.

In the related development, the Los Angeles County has issued an order that will allow day camps and campgrounds to resume operations as the region proceeds into Stage 3 of California Governor Gavin Newsom’s plan.

A modified Health Officer Order and directives for the reopening of additional businesses was issued on Thursday (June 11) with an effective date of June 12.

or the first time in about six years, no Philippine Independence Day parade seen at the historic Filipinotown in downtown Los Angeles due to restrictions imposed on the public to fight back against the coronavirus pandemic.

But undaunted, Filipino Americans dressed up the Filipino Cultural Center (FCC) at Temple Street with banners and Philippine flags to celebrate the 122nd anniversary of Philippine Independence.

Bernie Targa-Ganon, director of the Filipino American Community of Los Angeles (FACLA) and manager of the FCC, said that a limited (and with social distancing protocol) get-together has been scheduled on Friday night (June 12) at the FCC to honor the historic event.

“This is an important event (Independence Day) for us Filipinos and we will always try our best to celebrate it,” she said.

Trade Sec. Lopez presents to US traders RP’s economic response to pandemic

Lopez presented the government’s response to mitigate the effects of COVID-19 on the Philippine economy and its initiatives to lay the groundwork for a new business environment in a webinar entitled “The Philippine Government’s Response to COVID-19 and Policy Directions for Investments,” held on 9 June.

the Sin Tax Laws of 2019 and 2020, the Rice Tariffication Law, the Universal Health Care Law, and the Ease of Doing Business Law have all helped the Philippines prepare for any crisis.

“Investors are interested in our country because we’re the 2nd fastest growing economy in ASEAN and one of the fastest growing markets in the world. Our people are highly capable, highly trainable, fluent in English, and with cost-competitive talent. Plus, we have a robust electronics and semiconductor industry with strong support industries. Lastly, we have our FTAs and GSPs in several key markets,” he shared.

“The Economist magazine ranked the Philippines 6th among selected emerging economies in the world, and the best among those ranked from Southeast Asia, in terms of financial strength.

This shows that the country has gained and continues to enjoy the confidence of the international community, which puts us in

a position to finance our COVID-19 response measures sustainably,” he added.

He also revealed that one of the key strategies is to position the Philippines as a strategic complementary host country or alternative hub for manufacturing and production facilities, specifically to those looking to diversify their business locations to enhance competitiveness.

Secretary Lopez also identified a number of key sectors such as electronics manufacturing, medical devices, and pharmaceuticals as areas where companies in North and South America can look to the Philippines for potential partnerships. He explained that there is a compelling case for the Philippines to specialize in higher-value manufacturing.

A successful core of high value manufacturing requires low cost of capital, access to technology, an educated workforce, and spending on research and development.

The Philippines holds a number of key advantages in these sectors, including having a large pool of cost competitive and skilled labor.

During the Q&A session, Secretary Lopez provided updates on the government’s Build BuildBuild program and shared that many roads, highways, ports, airports, and bridges are being constructed to help lower logistic costs, which is a challenge in an archipelagic country. He stated that while many roads and highways have been inaugurated and airports already upgraded and reopened, there are more logistics-related infrastructure projects expected to be finished in two years before the end of President Duterte’s term.

Actual projects include a connector road north of Manila that will bypass the main thoroughfare EDSA scheduled to be finished by December 2020, as well the opening of the last segment of the Tarlac–Pangasinan–La Union Expressway (TPLEX), which is expected to cut short the travel from the end of Manila to La Union from three hours to less than an hour.

When asked about the free trade agreement (FTA) negotiations with the US, Secretary Lopez stressed their committed to pursue FTA discussions. He also mentioned that there is strong interest from the Mexican government to explore bilateral discussions and a potential FTA, since Mexico has historically been a strong trading partner of the Philippines.

The Department of Trade and Industry’s Philippine Trade and Investment Centers in Washington, D.C., New York, San Francisco, Los Angeles, Toronto, and Mexico City, in coordination with the DTI - Foreign Trade Service Corps and the Board of Investments, organised the webinar aimed to reassure the international business community.

338 participants from North America and other parts of the world attended the webinar, while the Facebook Live video garnered over 11,000 views as of this writing.

“Carsonites” protest against the killing of George Floyd

City of Carson, CA — Thousands of students and families from different ethnicities joined the anti-police brutality march in Carson last June 6.

Led by Black Lives Matter, the protest march began at Carson Park and ended up at the side of the Carson Sheriff Station on Avalon Boulevard.

Trey Tei, a 13-year-old Samoan teen from Carnegie Middle School was awed by the turn out of huge number to protesters.

“This is crazy. The police should not have killed Mr. Floyd,” Tei said.

The Carson High students provided bottles of water and snacks for the demonstrators.

Atty. Jaime Monteclaro, a Filipino immigrant lawyer who has been actively organizing grab and go meals project for Carson seniors in cooperation with Filipino restaurants said: “The Filipino Americans should be involved. We are one family. Families don’t divide each other because of color.”

On the demands of the protesters to defund the police, Monteclaro explained that “the funds are meant to protect the community. If the funds for the police negate its purpose, then the budget should be directed to social service of the community.”

Carson Councilwoman Lula Davis Holmes pointed out that everyone should be united in solving the problem of racism.

“What happened to George Floyd is a wake up call to humankind. Racism is a virus that kills our hearts and minds. We must all come together now to stop this systemic racism by getting to the root of the problem and weeding out law enforcement officers who have little or no regard for black lives,” Davis-Holmes said.

Carson City Mayor pro tempore Jim Dear remarked: “It is very important that the people express themselves.

We were able hold the rally—without violence, no vandalism and no disrespect for other people.”

“We should follow what the example of Camden, New Jersey. They closed the police department and asked all the members to reapply for the new department. The problematic officers were not hired,” Dear added.

Traders who suffer damages due to unrest need to register online for disaster aid

T

he Los Angeles County Office of Emergency Management is asking all business owners who suffered physical damage or economic injury due to recent civil unrest to register online so that they can be connected to future disaster aid, as it becomes available from state and federal sources.

“Disaster recovery is a multi-layered process, but all efforts always start with clearly capturing the extent of damages and losses suffered in our County,” stated Kevin McGowan, Director of the Los Angeles County Office of Emergency Management.

“We’ve developed a short online survey tool that both gathers that information and helps us create a registry of business owners so that we can directly communicate with them as future disaster aid resources become available.”

The short online survey is available online by visiting bit.ly/SBApdpda.

A series of questions asks business owners to enter basic business identification information, including a short description of damages suffered and photos to document those damages.

Business owners who do not have access to the internet, have limited computer proficiency or speak languages other than English may instead contact the County’s Disaster Help Center at (833) 238-4450.

Multilingual business counselors are standing by to assist business owners in completing the survey Monday through Friday, from 8:30 a.m. to 5:30 p.m., and on Saturdays from 10:00 a.m. to 3:00 p.m.

MAYOR MORENO WISH HE WERE IN LA FOR PHL INDEPENDENCE DAY CELEBRATION

opular Manila Mayor Isko Moreno reportedly said that if it were only up to him, he would be in the City of Los Angeles on Friday (June 12) to celebrate the 122nd anniversary of Philippine Independence.

And many Filipino Americans were apparently excited to see the Philippine city mayor as tickets to a Philippine Independence Day gala night on a posh hotel in Los Angeles --- where he would have been the guest of honor --- have been sold out since December 2019.

Unfortunately, the coronavirus pandemic has forced many organizers to cancel their events in Los Angeles and other places around the country.

it was the first time during her many years of organizing gala nights for the annual Philippine Independence Day celebration that tickets were sold out months before the event.

“Excited talaga ang mga tao na makita siya (Mayor Moreno). Ang dami pang tumatawag para bumili ng tiket pero wala na akong maibigay,” Umay-

am recalled.

The Filipino American community leader said that she has a conversation with the mayor of the City of Manila two weeks ago and that the latter expressed his “panghihinayang” for not being able to come to the US due to the coronavirus pandemic.

Moreno’s planned US trip would have put emphasis on Filipino Americans in Los Angeles as the Manila mayor would was also scheduled to visit the cities of San Francisco in California and Chicago in Illinois.

But Umayam assured Moreno’s admirers that the mayor would still be on the top of their charity organization’s guests of honor list as soon as things begin to settle down.

“Nangako naman siya (Mayor Moreno). ‘Pag maayos na at ligtas na tayo, pauunlakan niya ulit ang imbitasyon natin,” Umayam said.

A "Letter of Awakening" addressed to Pinoys worldwide

I

n the midst of our Pandemic health crisis here in the United States since March 2020, for the past couple of weeks we were also plagued by civil unrest due to the murder of African American George Floyd by four white police officers in Minnesota. The civil unrest here is brought about by worldwide protest on RACISM that has existed for centuries since the time of slavery.

On a similar note, this writer was surprised to receive a letter forwarded by a friend from Manila, written by a person named Eduardo Cu-Unjieng.

He writes: "It's right to be disturbed by what's happening in the United States. Our histories have been intertwined for centuries. Many of us have family and friends living there. We cannot help but share their apprehension as their adoptive country struggles with the Pandemic, a failing economy, and now, a widespread civil unrest.

But, it isn't right that we continue to be silent anymore and seemingly oblivious to what is happening here in our country as well.

Under our very noses, Congress (our President's personal pack of hounds), has passed laws whose primary objective is to stifle dissent, further entrench themselves and facilitate corruption in their ranks.

Billions of pesos allocated

to help the poor during the Pandemic have been pocketed by corrupt government officials. The latter add insult to injury by their inept attempts on developing and executing policies and procedures, to safely exit from what has been the

world's longest lockdown. Thus far, most of these so-called policies and procedures have failed, while at the same time, creating confusion and even more hardship for our fellow citizens.

We have a President who continues to demonstrate his 'inability to focus on the most pressing issues.' His weekly 'address to the nation,' are a joke. Yet, he continues to gain and control power.

The so-called Anti-Terror Bill is a poorly disguised measure that paves the way to a Dictatorship. Shortly after Martial Law was declared in the South, I was arrested and falsely accused of being a Communist sympathizer and insurgent. Those who know me would laugh at this characterization. I was locked up in Camp Crame. It was traumatic, My immediate family had no idea where I was. My captors were experts in intimidating and abuse.

Now, I am 74 years old and I have resolved to spend the rest of my days trying to help where and when I can. As a senior citizen, I can now exercise my prerogative to counsel the younger generation.

California Is the State with the 2nd Most Coronavirus Restrictions – WalletHub Study

ith all states having at least partially reopened as new COVID-19 cases have seen a slow decline, the personal-finance website WalletHub today released updated rankings for the States with the Fewest Coronavirus Restrictions, as well as accompanying videos.

To identify which states have the fewest coronavirus restrictions, WalletHub compared the 50 states and the District of Columbia across 14 key metrics. Our data set ranges from whether child-care programs and restaurants have reopened to the presence or absence of a “shelterin-place” order.

“The recent protests throughout the U.S. could both help and hurt states' reopening efforts. On the positive side, the protests may prove to people that it's safer to be outside than they thought, leading to more economic activity sooner. On the negative side, the protests could lead to spikes in COVID-19 cases that might force reopening delays due to public health concerns,” said Jill Gonzalez, WalletHub analyst.

States can show extra care to vulnerable populations by making sure they are accommodated with free deliveries of essential goods and exclusive hours at all businesses,” said Jill Gonzalez, WalletHub analyst. “Most importantly, state governments need to closely monitor the number of coronavirus cases, prepare for a second wave, and adjust further reopening plans if needed to avoid too much of a strain on hospitals.”

What can citizens do to maintain their safety in the states that have the fewest restrictions?

“In order to stay safe in the states that have the fewest coronavirus restrictions, people can wear masks and gloves in public even if it’s not required, and they can minimize the amount of time they spend around other people,” said Jill Gonzalez, WalletHub analyst. “Employees whose jobs allow for working from home could request that their employers let them do so for another few months, and those who can’t work remotely should make sure their workplaces are cleaned regularly and have measures in place to reduce crowding.”

New York has the most coronavirus cases in the U.S. How has that impacted their restrictions?

“New York ranks as No. 12 for the most coronavirus restrictions in the U.S.,” said Jill Gonzalez, WalletHub analyst. “New York is in the minority of states that still have a limited statewide quarantine, and it currently allows gatherings of only 10 people or fewer. New York recommends workplace temperature screenings in order to help catch potential cases of COVID-19, too.”

Filing Bankruptcy: Is it Good or Bad for You? YOU have probably heard many times in your life that “bankruptcy is bad” and that you should never do it. But what exactly does “bad” mean?

If “bad” means being dishonest, cheating the system and avoiding responsibility for debts you intentionally acquired with no intentions of ever repaying, then YES, at least from a moral standpoint, I would say that it is “bad” in that respect. But the fact that someone decides to file bankruptcy is only part of the story.

People file for bankruptcy for all kinds of reasons. Most of the time it is due to circumstances beyond their control. They have lost their job, their business failed, they got sick, went through a divorce, etc. In other instances, they have simply made some poor financial decisions (who hasn’t?) and now they just need a way to start over.

No two bankruptcy cases are the same, and so it is unfair to judge people who file bankruptcy without really knowing the reasons behind it.

Unfortunately, family and friends are sometimes too quick to do so without even understanding the process themselves. Because of this, a lot of people who need help suffer needlessly in silence for fear of being humiliated.

If you are one of the millions of people laid off due to the coronavirus outbreak, filing bankruptcy can help

you gain a sense of control over your finances during this difficult time.

This is one of those unforeseen events and as much as you would like to pay your debts and do the right thing, if you don’t have enough money coming in to pay the bills, bankruptcy may be your only hope.

The government and many creditors have done what they can to provide a safety net (stimulus payments, temporary suspension of payments, etc.) but I have a feeling this will not be enough for a lot of people considering the uncertainty and instability of their finances. So, while the help may keep you afloat for a few months, you should also have a plan in place in case things don’t get better anytime soon. In other words, expect the best but also prepare for the worst. This is not being negative; it’s being practical.

If you are considering bankruptcy as a possible option for you in the near future, it is best to consult with an experienced attorney who can help you prioritize how you spend the limited resources you have. For example, it may not make sense to waste your money on bills that will eventually be erased if you do decide to file bankruptcy. Married Sons and Daughters of US Citizens If you were petitioned for legal permanent residence by your US Citizen parent as a married son or daughter 21 years old or over, you are classified in immigration law under family sponsored third preference (F3) which usually carries a long wait time. The wait time for Filipinos for example is currently 22 years. The priority date is normally the date the petition was initially filed by your US Citizen parents. If you get divorced, you revert back to single status and your category automatically becomes reclassified to first preference (F1) where the waiting time is substantially shorter. For example, for Filipinos the wait time under F1 category is 10 years shorter than F3 category. This means if your parents filed your immigration petition 12 years ago, then you can adjust to a green card now instead of waiting another 10 years.

Will Home Prices Plunge at Any Time?

PEOPLE are asking whether home prices will crash? NAR Realtor Survey reports that home prices are already falling is this true? I am confident of a correction but can’t see a market crash even after the beginning of this pandemic. Now, we are all of course foreseeing this pandemic to be temporary.

We’d have to agree there has been significant housing development, but never quite enough. Trump tried to end

the regulation that has been and still does strangle housing construction in California, Florida, Arizona, Illinois and other states.

BARRISTER’S CORNER… FROM PAGE 6 For those who married after they were petitioned by their LPR parents (F2A and F2B), the petition is automatically revoked under operation of law the moment you get married and cannot be reclaimed by a divorce. In theory, it can be argued that filing a subsequent petition after your divorce under the same category inherits the previous petition’s priority date under 9 FAM 42.43 N10 and 8 CFR 204.2(h), Part 205. However, success of such argument is not clear since the old petition was automatically revoked the moment you married. The best thing that can be done in this situation is to have your LPR parent repetition you as an F2A or F2b even if you are unable to reclaim the previous petition’s priority date.

3. Conditional Legal Permanent Residents in failed Marriages For those who obtained their legal permanent residence status through marriage based petition by their US Citizen spouse of less than 2 years marriage, the legal permanent residence status conferred is usually a “conditional legal permanent residence” valid only for 2 years. The couple would need to sign and file a joint petition to remove this condition prior to the expiration of the 2 years or the conditional legal permanent resident spouse would fall out of status.

The problem arises when the marriage is in trouble. Often it becomes difficult to obtain the cooperation of the US Citizen spouse specially when the couple has separated. US Citizen spouse often refuse to sign the I-751 for or appear at the I-751 interview if one is set by the USCIS. Filing for divorce would terminate the marriage and allow you to file a “waiver” of the joint petition to remove the conditional LPR status based on entering into the marriage in good faith. Terminating the marriage by filing a divorce is a requirement in order to file the “waiver.” It is important to time this correctly as soon as the marriage starts falling apart because by terminating the marriage early on, you might be able to file the waiver before the expiration of your 2 year conditional LPR thus allowing you to extend your LPR status in 1 year increments until a final decision is made in your case.

4. Married Aliens in Non-Immigrant Visas and those without Status For those who enter the US as a non-immigrant and are separated from their spouse but still married, filing a divorce would open up opportunities in case they meet a new significant other who is a US Citizen and who can petition them as an immediate relative. This is usually the fastest of process in obtaining legal permanent residence. In countries such as the Philippines where there is no divorce, many people come to the US to start a new life after they have been separated from their old spouse (often still married to them). Even if the alien over stays their status as a visitor, the alien can still adjust to that of a legal permanent residence if petitioned by a US Citizen spouse. If the alien was never inspected, the alien can still adjust to legal permanent residence if they are grandfathered under INA 245(i) and there are no special restrictions on their status. To be grandfathered under INA 245(i), the alien must have been a beneficiary of a legal permanent residence petition filed no later than April 30, 2001.

Finally, a common concern of divorcing immigrants is “What happens if my spouse refuses to sign the divorce papers?” The truth is you do not need your spouse’s signature to obtain a divorce in California. You only need to provide your spouse notice that you filed a divorce by personally serving your spouse the divorce petition and summons. In countries that are members of the Hague Convention, special procedures need to be followed to effect service. So yes it is possible to divorce your spouse even if your spouse is in a country that does not recognize divorce among its citizens such as the Philippines. For some immigrants, filing for divorce opens up opportunities in this land of milk and honey.

and shipped jobs back to China, vast amounts of investment capital would flee the US. The job loss, defaults, and lack of lending would indeed be part of an epic type housing market crash and stock market crash. This possibility darkens the 6 month and 1 year projections considerably.

With the stock market on a slight rebound, a 2.2 Trillion dollar Federal aid package, and the confidence of a great nation in place, is it even conceivable we could see a housing market crash?

What causes a housing market crash?

Major economic events such as a worldwide work stoppage could topple the first few dominoes.

Previously, I’ve forecasted strong, unstoppable, resilient economy, stock markets, and housing markets, and dismissed the efforts of the Dems to crash the economy.

But crash factors (listed below) are often unseen. In fact, no one posed a biological disaster as the one that would do it. Will the next factor be global debt crisis or a war? Or just a bad quick decision by President Trump? How about a Democrat win?

A new war, unregulated financial markets, instability caused by unfair global trade, consumer fear, and voter rebellion over income polarity all could launch a change of attitude about home buying.

With oil countries like Russia and Saudi Arabia financially vulnerable, there is a lot of insecurity in the world right now.

To crash a market takes a lot, but we have to remember that prices were ridiculously bubbled up, far beyond what buyers could afford. They’ve been sticking their necks out and many are coming to realize it.

What would a timeline for a housing crash look like? Here’s a guess: a 5% drop in home prices in May, 7% in June if everything holds economically.

If the Corona Virus is held at bay, home prices could stay flat for July, and then begin a slight 1% increase in August and September.

dling of the Corona Virus emergency.

We’re at Easter now and in no way can people go back to work or kids go to crowed classrooms. The drain on the economy is huge and the housing market will see a slide.

Consumers are expected to resume spending once the pandemic is over, but everyone can see how dependent the economy is on US consumers.

The Democrats are persistent in their media assaults on the President, believing that at some point they can haul him to the ground. But as voters ready to vote, Trump will warn them about capital flight, international supply chain dangers, dangers of foreign dependence, government spending pullbacks, lost jobs, lower wages, and foreclosures.

Threats to the Markets Number one threat now: The endless continuation of Corona Virus infections. With no cure on the horizon, no one can say when the economy can get rolling again. However, it does appear that China is rolling again. It’s a wild card because medical experts simply don’t know what havoc it will wreak on the economy.

Another open trade deal with China is very risky. It might push jobs back out of the US and devastate business investment here. Investors are confused about where to put their money and are simply holding on to it.

If President Trump accepts a poor trade agreement with the Chinese, it could crash US stock markets and push us into recession, even if multinational corporations breathe their own sigh of relief. I don’t believe any trade deal would be signed and the two are miles further apart now. America First, means the Chinese are gone.

Covid-19 tally in PH up at 24,787 MANILA (Mabuhay) — The Philippines' tally for coronavirus disease 2019 (Covid-19) reached 24,787 on Friday as the Department of Health (DOH) logged 615 new cases.

On the discrepancy in the figures, the agency said three duplicate cases were removed from the total cases reported as of June 11. The previous tally was 24,175.

"Total cases reported may be subject to change as these numbers undergo constant cleaning and validation," the DOH said.

Of the new cases on Independence Day, a total of 336 are "fresh" while 279 are late cases.

The agency also registered 289 new recoveries, bringing the number to 5,454. Meanwhile, the death toll rose to 1,052 following the 16 new reported fa-

talities.

Based on DOH data dated June 11, the Philippines has 17,974 active cases, 592 of whom are asymptomatic, 17,292 have mild symptoms, 73 are in severe condition, and 17 critical.

The bed capacity for Covid-19 patients, on the other hand, stands at 13,572, of which 2,950 are ward beds (35.02 percent occupied), 9,348 are isolation beds (34.1 percent occupied), and 1,274 are ICU beds (30.93 percent occupied).

There are 51,023 beds in local isolation and general treatment areas for Covid-19 cases (Ligtas Covid centers) and 3,190 in Mega Ligtas Covid centers or quarantine facilities run by the national government.

House leaders who voted against AntiTerror bill urged to resign from post MANIL A (Mabuhay) — Camarines Sur Representative and Deputy House Speaker Luis Raymund Villafuerte has called on his colleagues who voted against the proposed Anti-Terrorism law to resign from their leadership posts.

Villafuerte said opposing the measure, which will allow detention of an individual suspected of being a terrorist for 14 to 24 days without a warrant, disqualifies them from being part of the majority coalition.

“My personal opinion is that those who voted against the measure and are part of the majority leadership holding key positions and chairmanships should have the professional decency and ethical standard to resign from their leadership posts for voting against the majority position, especially it was certified as urgent by the President who leads the majority coalition,” he said in a statement.

He said no member was asked or forced to vote yes for the measure.

“It was a conscience vote and choice for everyone. However, if it’s in your conscience to oppose the measure, you should also have the conscience to resign from your leadership position. You cannot be a member of the majority and oppose its position and stand,” he said.

Villafuerte also said House members who wanted to change their votes can no longer do so.

“Fellow congressmen who announced publicly that they changed their votes regarding the Anti- Terrorism bill has no bearing and they cannot just change their vote by announcing to the public,” he said.

“There are rules and procedures they have to follow to change their vote and in this case it has to be formally changed and registered in the plenary,” he added.

The Congress adjourned its first regular session on June 5. The second regular session will open on July 27.

Villafuerte was apparently referring to at least 11 of his colleagues who with-

drew their "yes" vote to the Anti-Terror bill.

These include Representatives Joey Salceda of Albay, Lorna Silverio of Bulacan, Noel Villanueva of Tarlac, Lito Atienza of Buhay party-list, and Emmanuel Billones of Capiz.

A number of representatives, on the other hand, corrected their "yes" vote to abstentions. These include: Sol Aragones of Laguna, Manuel Zubiri of Bukidnon, Roman Romulo of Pasig, Helen Tan of Quezon, Cheryl Deloso-Montalla of Zambales, Irene Saulog of Kalinga, Marissa Andaya of Camarines Sur, Evelina Escudero of Sorsogon, and Rommel Angara of Aurora.

Ang Probinsyano party-list Representative Ronnie Ong also corrected his vote as "no", while Negros Oriental Representative Arnie Teves said he was not able to vote.

Of the above-mentioned lawmakers, Salceda chairs the House ways and means panel, Romulo chairs the House committee on basic education and culture, while Montalla leads the House committee on revision of laws.

Aragones chairs the House tourism panel, while Zubiri is the vice chairman of the House appropriations panel.

Tan chairs the House committee on health, while Andaya is the vice chairman of the House committee on natural resources. Angara, for his part, is the vice chairman of the House committee on aquaculture and fisheries resources.

Escudero is the highest ranking among them all as she sits as deputy speaker.

DFA reports second suicide among stranded Filipinos overseas MANILA (Mabuhay) — A 28-yearold Filipina died by suicide onboard a cruise ship while awaiting repatriation, Foreign Affairs Secretary Teodoro Locsin, Jr. reported on Thursday.

"It is my sad duty to report that 28-year old female mariner committed suicide in her cabin in the ship where she'd had to stay because repatriation flights back to the Philippines have been suspended again," he said over Twitter.

The country's top diplomat identified the Filipina seafarer as Mariah Jocson.

According to the ship tracking service provider VesselFinder, the Harmony of the Seas cruise ship is currently at the Caribbean Sea. Its last two stops were at Bridgetown, Barbados on May 27 and Cape Canaveral, Florida on May 23.

The Department of Foreign Affairs has yet to disclose details about Jocson's death.

Locsin said this was the second suicide case among overseas Filipinos since the coronavirus disease 2019 outbreak began.

Last May, a Filipino household service worker who was taken in by the Philippine Embassy in Beirut died after jumping from a room she was sharing with two other overseas Filipino workers.

"Second suicide. We are tartly reminded that Filipino resilience is no excuse to stretch them to breaking point. 'Di sila goma; tao sila (they are not rubber bands; they are human beings)," he wrote.

Briones: Philippine education can’t wait for COVID-19 vaccine MANILA (Mabuhay) — Education Secretary Leonor Briones stood firm on Thursday that basic education classes in the Philippines will open on August 24 but not necessarily through face-to-face mode, as she stressed that learning cannot be postponed until a vaccine against COVID-19 becomes available.

"As to the matter of readiness, when will we be ready? I'm not of the mind that time will come when we will be 100% ready. By the time we are 100% ready, other problems and complications would have come in," Briones said at a Senate hearing.

"If we don't tackle these problems now, we'll be unprepared to meet the problems which will occur when we feel that we are already ready... Right now talagang ang fixed is August 24," she added.

Briones underscored that it would still cost the government P395 billion to compensate the teachers and personnel in the education sector for a "year of waiting" if the classes would be suspended for that long.

As of June 11, the DepEd has reached over 36% of its projected enrollment rate with nearly 10 million public and private school students who signed up for the school year 2020-2021.

"We're working against a very tough timetable but if we keep moving our timetables, then we keep confusing the public, especially the parents and even our legislative supporters," Briones said.

ing for the possibility of face-to-face classes despite its stand that "blended" forms of learning will be used across the country, the Cabinet official said the ripe answers could be expected by mid-July.

She stressed that while the education sector's approach to the new normal is based on global standards, its application will have to be localized too.

COVID-19 efforts pursuant to the Bayanihan law—Briones said the DepEd is willing to push through with its Learning Continuity Plan though it is costly.

She said the department has already trained 320,000 or 38% of public school teachers in using ICT for online delivery of lessons.

"For offline naman, we also are aware that itong modules that will be printed will cost more than online approach pero wala tayong magawa kung talagang hindi available ang connectivity," she added.

Briones said the DepEd is also in the process of converting "most essential learning competencies" to formats that can be aired in TV and radio channels.

"The readiness, right now, we are not ready. But by August 24, I believe that the elements that we are looking for, that we are wanting, would be ready," she said.

Despite DepEd's announcement that classes will open on August 24, Congress still pushed for the swift passage of a bill authorizing President Rodrigo Duterte to reschedule it beyond the said date for contingency purposes, in case the COVID-19 situation worsens.

Spike in COVID-19 cases ‘does not inspire’ further easing of restrictions — Palace MANILA (Mabuhay) — Malacañang on Thursday said the surge in COVID-19 cases “does not inspire” the further easing of restrictions.

The Philippines has so far reported 24,787 cases and 1,052 deaths.

Experts from the University of the Philippines have projected the number of cases may reach the 40,000 mark

by June 30, including 16,500 to 20,500 in Metro Manila alone.

Gov’t agencies urged to check Pinoys’ mental health amid Covid-19 MANILA (Mabuhay) — Malacañang is urging relevant government agencies to check the state of Filipinos’ mental health after a Filipina cruise ship worker committed suicide.

Presidential Spokesperson Harry Roque made this remark after Foreign Affairs Secretary Teodoro Locsin Jr. bared that 28-year-old Mariah Jocson, a cruise ship worker for Harmony of the Seas, killed herself after learning that repatriation flights have been suspended again.

“The Palace is saddened by the unfortunate death of a seafarer on board the Harmony of the Seas for repatriation,” he said in a statement on Thursday.

Roque enjoined concerned agencies to provide psychosocial support services to Filipinos experiencing mental health issues.

“We ask relevant agencies of the government to look into mental anguish of those adversely impacted by the Covid-19,” he said.

He emphasized the importance of ensuring that the mental health of all citizens is not compromised amid the prevailing coronavirus disease 2019 (Covid-19) pandemic.

“The worldwide pandemic is taking an emotional toll on everyone and we must help our countrymen how to cope with stress, fear and worry in this challenging time,” he said.

He also assured that the government is looking for ways to expedite the return of our overseas Filipino workers (OFWs) across the world.

At least 50,000 OFWs have returned to the Philippines due to job loss since the start of the Covid-19 pandemic.

Earlier, Roque said the government has put in place “remedial measures” to ensure that all OFWs will be sent to their respective hometowns immediately, if possible, within 72 hours.

He said the government has opened more gateways, such as the Clark International Airport, to welcome repatriated OFWs; allowed recruitment and manning agencies to choose the lab they want to process polymerase chain reaction (PCR) testing; and utilized labs outside of Metro Manila.

Government authorities said some 300,000 OFWs are expected to arrive in the next few months.

DOH: Repeat tests no longer required for healed COVID-19 patients MANILA (Mabuhay) — A suspected, probable, or confirmed case of coronavirus disease 2019 (COVID-19) will no longer have to undergo a repeat test in order to be considered “recovered” under the new guidelines, the Department of Health (DOH) said Thursday.

Health Undersecretary Maria Rosario Vergeire said this was among the changes stated in Department Order 2020-0258 or the Updated Interim Guidelines on Expanded Testing for COVID-19 recently signed by Health Secretary Francisco Duque III. “Ibig sabihin po, hindi na po natin kailangang i-test ulit ang isang suspect, probable, or confirmed case para ma-tag siya as ‘recovered’ o para siya ay makauwi na galing sa ospital o sa quarantine facility,” Vergeire explained.

“Kailangan lang ng medical assessment ng kaniyang doktor na siya ay wala nang sintomas three days already [or more] at nakakumpleto na po ang 14 days isolation, and then kapag ganito, puwede na po natin siyang i-tag as ‘recovered,’” she added.

In April, the DOH explained that remnants

of the coronavirus may be to blame after two recovered COVID-19 patients tested positive for the illness anew. Meanwhile, the DOH has also expanded testing guidelines to include more subgroups.

The testing guidelines now cover Subgroup E, which refers to frontline workers such as quarantine facility staff, barangay health emergency response teams, staff of the Bureau of Corrections and Bureau of Jail Management and Penology, and social workers.

Subgroup F covers other members of the vulnerable population such as persons deprived of liberty, immunocompromised individuals, and those with conditions such as diabetes, high blood pressure, lung illnesses, and cancer, among others.

Vergeire clarified that inclusion in a certain subgroup does not automatically mean eligibility for polymerase chain reaction-based testing.

Total recoveries also rose to 5,165 after a record-high 270 more patients recovered from the respiratory disease.

China vows to provide world with safe, effective Covid-19 vaccine BEIJING – China will make its coronavirus disease 2019 (Covid-19) vaccine a global public good when it is ready for application after successful research and clinical trials, a senior Chinese official said Sunday.

Wang Zhigang, minister of science and technology, said at a press conference in Beijing that international cooperation should be strengthened in vaccine development, clinical trials, and

application.

Vaccine development should focus on ensuring safety, effectiveness, and accessibility, Wang said.

China is currently developing Covid-19 vaccines in five categories — inactivated vaccines, recombinant protein vaccines, live attenuated influenza vaccines, adenovirus vaccines, and nucleic acid-based vaccines, Wang noted.

To date, four inactivated vaccines and one ad-

enovirus vaccine have been approved for clinical trials, said a white paper titled "Fighting COVID-19: China in Action," which was released by the State Council Information Office on Sunday.

While scientists in China and abroad have kept up with mutual developments, China leads the world in the development of certain types of vaccines, the white paper said.

A great deal of international cooperation had been carried out so far on vaccine development, Wang said.

Highlighting the significant role that vaccines had played in human history, Wang said both Chinese scientists and those in other countries are trying to make contributions to building a global community of health for all.

He, however, noted that the development of vaccines is a rigorous and complex procedure, which faces many uncertainties and may take a long period of time.

Vice Foreign Minister Ma Zhaoxu said at the press conference that China has participated in an international collaboration initiative launched by the World Health Organization to accelerate the development of vaccines and medicines for Covid-19.

Vergeire said that these procedures may even cause harm.

According to her, misting and spraying disinfectants can cause irritation in the eyes and skin, as well as trigger asthma and allergies.

Recently, police doctor Police Captain Casey Gutierrez died due to toxic inhalation injury after inhaling a toxic chemical at the quarantine facility at the Philippine Sports Arena (Ultra) in Pasig City.

Two other members of the PNP Medical Reserve Force, Police Staff Sergeant Steve Rae Salamanca and Police Corporal Runie Toledo, were also hospitalized after experiencing conditions similar to Gutierrez.

While performing a routine decontamination procedure at Ultra on May 24, the team accidentally sprayed a concentrated decontamination solution that caused irritation and difficulty in breathing.

In April, the DOH discouraged spraying or misting as a disinfection procedure against the coronavirus disease 2019 (COVID-19).

"Everyone should not spray or mist disinfectants at this time.

BIR memo aimed at getting online sellers to register — DOF MANILA (Mabuhay) — The controversial move of the Bureau of Internal Revenue requiring those into digital transactions to register and declare past transactions is not meant to squeeze money out of online sellers’ incomes, the Department of Finance said Friday.

DOF Revenue Operations Group Undersecretary Antonette Tionko said, the purpose is to get online businesses to register with the BIR. This BIR released Revenue Memorandum Circular No. 60-2020, dated June 1, required “all persons doing business and earning income in any manner or form – specifically those who are into digital transactions through the use of any electronic platforms and media, and other digital means – to ensure that their businesses are registered pursuant to the provisions of Section 236 of the Tax Code, as amended, and that they are tax compliant.”

“The goal of this project is not to go after online merchants for unreported sales or unpaid taxes. We just want to encourage those who are engaged in online businesses to register with the BIR,” Tionko said.

“Online transactions have increased for quite some time now, especially during the community quarantine period.

That’s why we want to take this opportunity to remind them to register their businesses. The BIR will issue an Operations Memorandum to this effect,” Tionko added.

BIR's memo is supposedly part of initial phases that both the DOF and the taxman have undertaken to implement a tax collection program on digital transactions.

It covers partner sellers or merchants, as well as other stakeholders such as payment gateways, delivery channels, internet service providers, and other facilitators.

Likewise, the taxman wants these businesses to declare their past transactions for taxation purposes.

The DOF said there is no penalty for late registration

Gov’t forgoes collecting P31 billion in housing loan payments amid COVID-19 MANILA (Mabuhay) — The government has not collected P31 billion in housing loan payments due to the COVID-19 pandemic, Secretary Eduardo del Rosario said Thursday.

Del Rosario said that the accumulation of P31 billion in uncollected loans is due to the three-month moratorium that the government implemented to aid borrowers amid the COVID-19 threat.

Del Rosario said that around five million borrowers benefited from the three-month moratorium.

As for Pag-Ibig fund, Del Rosario said that 106,204 of its members took out calamity loans from March 17 to May 15, amounting to P1.54 billion.

“Under the calamity loan, they can borrow as much as 80 percent of what they have contributed,” Del Rosario said.

He also said that his agency increased its budget for housing financial loans for developers from P2 billion to P10 billion.

In a separate Laging Handa briefing, Del Rosario said that the housing needs of the country stands at 6.5 million housing units, and can increase to as much as 22 million by 2040 if the housing needs are not met. The association said the bill is "unnecessary" and is a "tyrannical upgrade" of the Human Security Act of 2007, the country's existing law against terrorism, and "largely contravenes the 1987 Constitution."

"It is abhorrent and immoral to pass this legislation while the global community is still suffering under the COVID-19 pandemic," the IADL added.

Amid criticism, PBA party-list Representative Jericho Nograles, an author of the measure, earlier said the proposed law is not against activists, claiming that it only targets terrorists and violent extremists.

Senator Panfilo Lacson, who authored the bill at the Senate, has denied that the Anti-Terrorism Council will has the power to authorize the arrest of suspected terrorists.
