But whatever was his intention, it should be clear to him by now that no one gets to Pacquiao’s head and that he’ll sell anyway. In contrast, Adrien Broner who Pacquiao beat badly, didn’t eat the humble pie and even claimed winning the fight against Pacquiao during their own post fight press conference last January which was also held at the MGM Grand Arena. Before the Pacquiao-Thurman post fight press conference, Broner was in the media center and was twitting Thurman about his fight performance. As for Pacquiao, he showed the usual propriety when he met the Thurman, his camp and the press. “I really love the fans. Thank you so much for coming here and witnessing the fight. I’m sure they were happy tonight because they saw a good fight. Even though Thurman lost, he did his best. He’s not an easy opponent. He’s a good boxer and he’s strong. I was just blessed tonight,” Pacquiao told the media before excusing himself, shaking hands with Thurman and walking out the arena with his team. He will definitely fight next year.

Pacquiao's options are plenty after the victory. He could fight whoever wins in the clash between welterweight World Boxing Council (WBC) champion Shawn Porter and International Boxing Federation (IBF) champion Errol Spence Jr. on September 8. That is, if Pacquiao couldn’t lure Floyd Mayweather out of retirement. The Filipino boxing icon would be 41 years old next year and the chance for that blockbuster fight may just slip away if Mayweather remains coy. But then, May weather would not have been nicknamed “Money” if money can’t lure him. Pacquiao’s fight highlight In round 1, Thurman got Pacquiao with a right hand. He pulled back with his hands down and got hit by Pacquiao’s right hand. He dropped to the canvass and the referee gave him the count. Thurman looked like he has recovered by the end of the round. But as soon as they returned to the ring, Pacquiao caught Thurman with a left-and-right combination that momentarily dazed him. In Round 5, Thurman was having a great round until the final minute when Pacquiao walked him into a right hand that apparently broke his nose. And in Round 10, Pacquiao

Two of the judges score the fight 115-112 for Pacquiao while the third had it 114-113 for Thur-

man. The knockdown on the 1st round and the body blow on the 10th apparently made the difference in the fight. Pacquiao’s record has improved to 63-7-2, 39 KOs while Thurman’s record has been downgraded to 29-1, 22 KOs.

Already, sports pundits are calling the Pacquiao-Thurman battle as a potential fight-of-theyear contender. The Filipino boxing icon, who has 24 years of professional fighting experience, became the oldest welterweight in boxing history to hold such recognized titles.

Additionally, NACo recognized the Pawsitive Steps Academy, a collaborative program with the L.A. County Animal Care and Control (LACACC) Department that teaches young women in Probation’s residential treatment facility at Camp Joseph Scott about careers in veterinary medicine while providing life-saving care and support to newborn kittens. NAC o P re sident Roy Charles Brooks said, “Counties seize opportunities to deliver services more efficiently and build stronger communities every day. Achievement Award-winning programs are examples for counties that are determined to enhance services for our residents.” “I could not be more proud of the men and women who contributed to these innovative and successful programs that each have had an impact on the people in our care and on the safety and wellness of the communities we serve,” said Chief Probation Officer Terri L. McDonald. UPS Logistics Program One of the greatest challenges to youth who have been placed in a residential facility is finding meaningful work once they are released that can help them rebuild their lives. The L.A. County Probation Department’s Logistics Education and Career program provides youth at Camp Paige an opportunity to explore a career in logistics, allows them to earn a certificate in the field, and connects them to real-world job opportunities. The program includes both online and in-person classes that require roughly five to ten hours of class work per week for ten weeks.

Upon completion of the coursework, youth receive a Leadership and Global Logistics certificate. This coveted certificate provides a competitive advantage for youth selected for a job interview with UPS as it demonstrates that the “job applicant” has been verified for possessing the skills and training necessary for employment at UPS. This new program has already had great success with eight youth being hired directly from camp.

Violence Reduction Network Probation’s second NACo award-winning program, is the Violence Reduction Network (VRN), a grant-funded program that ran from 2015 to 2018 offering technical resources, training, and the ability for the Department of Justice and local agencies to work together to address twelve key areas of focus, including gang violence and prevention, human trafficking, mental illness and homelessness, at-risk youth, and trust-building with the City of Compton. The VRN focused its resources on the City of Compton for three-years, making a significant difference in the community by reducing crime and improving the safety of local communities that had previously struggled with gang and drug-related violence. Since the inception of the VRN, the Probation Department has played a major role in engaging with communities and increasing the awareness of the services the Department provides. Probation staff have been active participants on the Commission for a Better Compton, a local grass-roots collaboration of civic leaders, residents, business leaders, and law enforcement who pool their resources to increase healthy communication between law enforcement and the communities they serve. “Probation staff have

Pawsitive Steps Academy The third program honored by NACo is the Pawsitive Steps Academy, an eight-week program that pairs kittens with girls at Camp Scott. The essence of the program is the healing power of the human-animal bond and the impact that empowerment and compassion can make. The Los Angeles County Department of Animal Care and Control provided newborn kittens to be raised and nurtured by female probation youth residing at Camp Scott and provided training and exposure to the principles of and careers in veterinary medicine. The girls follow a regime for several weeks nursing the kittens to a healthy enough weight and age appropriate for adoption. Upon completion of the program, and the kittens are ready for adoption, the girls and kittens participate in an academy graduation where the felines are presented to their new adoptive “furever” family. “The girls are taught a variety of positive attributes such as self lessness, patience, and reliability that will bode well for them upon their exit from juvenile camp,” said Chief Deputy for Juvenile Services Sheila Mitchell. “The kittens, receive personal attention, nurturing and ultimately a loving home. The program is a winwin for all involved.”

media representatives by noting how his own parents, after immigrating to the United States, had relied on Chinese newspapers for news and loved watching Chinese television as they raised their two sons. “I’m an entrepreneur, not a politician,” he said as he introduced himself. Before deciding to run for president, he spent the past seven years, “creating thousands of jobs in Ohio, Michigan and Alabama … but it was like pouring water into a hole in the bathtub,” he said. “Technology is transforming our way of life,” he remarked, and “our political system in America is way behind the times in understanding technology.” Yang was queried repeatedly about his position on immigration issues. Emphasizing the contributions immigrants, including his own family, make to the U.S. economy, he cited his own father’s 65 patents for General Motors and IBM and the proliferation of immigrant and second-generation leaders in upper corporate echelons in Silicon Valley as examples of how immigrants make the country “stronger and more dynamic.” “My immigration policy,” he said, “has a number of facets.” Among them would be to “greatly expand” the H1-B visa program, which he said, “has zero crowding-out effect on American workers.” If companies couldn’t hire the people who obtain those visas in the United States, he said, they would hire them in another country.” For those who come to the United States to get an education, “we should staple a green card to their diplomas. We should get them to stay,” he added Immigrants don’t cost U.S. citizens jobs. It’s automation and technology that are driving the transformation, he explained, and Washington politicians who aren’t up to the challenges of changing with the times, he maintained. Looking ahead to the next Democratic candidate debate, July 30 and 31 in Detroit, he described that city, where he worked for nine years, as an archetypal example of the transformations buffeting U.S. society, and the government’s inability to navigate a changing world. Detroit, he said, has gone from a city of 1.7 million people to 680,000 as it’s lost hundreds of thousands

of manufacturing jobs due to automation. Current retraining programs, are ineffective with a success rate of 15-20%, leaving us instead with record levels of disability, suicide and overdose rates that for the first time have overtaken vehicular accidents as the country’s leading cause of death. He also advocated for “securing the southern border,” to “put resources in place so there’s a humane policy” and to “create a new path forward” for 12 million undocumented immigrants already in the country – too many to be deported without crashing the economy. In response to another question, he added that the U.S. should “of course” do what it can to ease the pressures in nearby countries that force people to take their chances on emigrating to the U.S. Yang’s campaign is perhaps best known for his “Freedom Dividend” proposal to guarantee U.S. adults a monthly $1,000 stipend per month. In response to a reporter who questioned the possibility that the concept might seem too “communist” for American voters, Yang responded that the money would be funded through a tax on corporations such as Amazon that currently do not pay taxes despite being ”a trillion dollar company.” “If Americans get our fair share, there’s lots to go around,” he said. Furthermore, he argued that $1,000 per month would hardly be a disincentive to work, but would allow new mothers to tend to their children, teenagers to stay in school and boost the economy and create jobs by putting more disposable income into circulation. The GOP-dominated state of Alaska, he said, already has such a program, passed by a Republican governor in a very pro-market, pro-business political climate. recent advocacy for “something similar,” a negative income tax, Yang said, commenting with a chuckle that Dimond is “not very communist, or socialist.” Asked about climate change, he described it as “an existential threat” and said the government “needs to do much more.” Too often, he said, the government acts merely “after the fact” of a disaster and instead “needs to be engaged in making communities more resilient.” As an example, he said that the National Parks System invests about 5% of what experts believe should be dedicated to tending its lands, leading to wildfires quickly burning out of control. “The federal government is the natural leader,” he said, and disasters such as the Pasadena Fire could be prevented “if we provided better resources.” Yang cited an interview he’d done that has been viewed or listened to a combined 10 million times in various social media platforms as a transformative moment in his campaign so far, although he said at the outset of the conference call that he acknowledges only ranking “seventh or eighth” among the candidates so far. Yang said politics is an unusual career path for his culture, but he’s proud to be the first Asian American to run for president as a Democrat and suggested that his campaign will counter fears generated by the rise of racism and hate in the United States.

Keep your pets cool this summer!

P

ets are extremely susceptible to heat exhaustion/heat stroke and precaut ions should be taken, especially while they are participating in outdoor activities. Here’s some tips to protect your pets: • Avoid strenuous activity on hot days and provide adequate water and shade if your pet will be staying outside. Be aware that an area that appears shady in the morning may not be shady in the afternoon. A play pool in a shaded area can help outdoor dogs cool off on hot days. A garage is not a suitable area to keep the dogs during extreme weather as the temperatures inside can quickly rise. Of course, we strongly recommend that pets live inside with their families – after all, they are part of the family too! • “Short-nosed” (brachycephalic) dogs – Boxers, Pugs, etc., are extremely susceptible to heat stress. If your dog is a short-nosed breed or if he/she is small, overweight, ill, or old, make sure to bring him/her inside the house. If your dog has long hair, consider giving him/her a haircut for summer. • Pets should not walk on asphalt on hot days. If it is too hot for your bare foot, it is too hot for your pooch. Consider walking in early morning or late in the evening or walking on grass when the weather is hot. If you are an equestrian, ride your horse early in the morning or late afternoon/early evening. Make sure your horse recovers from the exertion well, and consider hosing him/her off during the hotter parts of the day to prevent overheating and helping to keep him/her comfortable. • Watch out for signs of heat stress – early signs include excessive panting

and distress. A pet that is showing early signs of heat stress should be immediately moved to a cooler area and provided with cool (NOT ICE) water to drink. Gently wet the area behind the ears, around the neck, belly and paw pads. If the pet shows symptoms of vomiting or diarrhea or appears to be lethargic, get them to a vet immediately. Never, ever leave your pet in a parked car. The temperature inside a vehicle can rise 20 to 30 degrees above the outside temperature in a matter of minutes, putting your pet at risk if left in the car on a warm day.

Many people are aware of the new law that states that a person who removes an animal from a vehicle is not criminally liable for actions taken reasonably and in good faith. This is true IF the person does all of the following: (1) Determine the vehicle is locked or there is otherwise no reasonable manner for the animal to be removed from the vehicle; and (2) Believes that forcible entry into the vehicle is necessary to rescue an animal from imminent danger; and (3) Contacts local authorities – law enforcement, fire department, animal control, or other 911 emergency service; and (4) Remains with the animal until the emergency responder has arrived; and (5) Uses no additional force necessary to enter the vehicle; and (6) Immediately turns the animal over to emergency responders. A bystander must complete the process above to be protected against any criminal and civil charges. County explores ways to probe Sheriff’s Deputy Secret Societies tODAy, the Los Angeles County Board of Supervisors voted unanimously to explore giving the Office of the Inspector General greater authority to investigate deputy secret societies as well as subpoena power to review other matters involving the Sheriff ’s Department. “These reported secret deputy cliques are dangerous and I think they have no place in our Sheriff ’s Department. They not only erode public trust and undermine the chain of command, we have seen them promote racism and violence,” said Supervisor Janice Hahn, who authored the motion. “Giving our Inspector General the authority to investigate these secret societies could shed light on these deputy subgroups and help us ensure transparency and accountability within the Sheriff ’s Department.” “The existence of secret societies — or deputy gangs, as they’re sometimes called — not only diminishes public trust in our Sheriff ’s Department but also undermines the very nature of constitutional policing,” said Supervi-

sor Mark Ridley-Thomas, the motion’s co-author. “This problem has been longstanding and intractable. The Board must consider measures to bring these secret societies out of the shadows and into the light, including potentially subpoena power for the Inspector General." LA County’s Inspector General, Max Huntsman, requested expanded authority in order to better understand the full extent of these secret societies, as well as the ability to issue subpoenas should the Sheriff ’s Department continue to deny access to information and refuse efforts by the public to hold them accountable. The motion passed today by the Board directs County Counsel, in consultation with the Inspector General, to develop recommendations to expand the authority of the Inspector General to investigate deputy secret societies within the Sheriff ’s Department, as well as grant the Inspector General the ability to issue subpoenas in their ongoing review of matters involving the Sheriff ’s Department, and report back in ninety days.

DUTERTE SEEKS DEATH FOR DRUGS, CORRUPTION ‘I will end my term fighting’

BUOYED by the victory of his allies in the recent elections and his high approval rating, President Rodrigo Duterte on Monday vowed to continue the reforms that his administration started and boldly push for the revival of the death penalty to curb illegal drugs and corruption in government. Addressing a joint session of Congress, Duterte said the landslide victory of the administration candidates and his high approval rating inspired him “with determination to pursue relentlessly what we have started at the start of my administration.” “Few men imbued with the will and the courage to do what he believes is right and just and whatever be the opposition in terms of numbers and noise, makes a majority. For it is not the eagle in the fight, but the fight in the eagle that matters. Believe me, I will end my term fighting,” he said. The President, who was almost an hour late for his fourth State of the Nation Address, expressed disappointment that the problems on corruption and illegal drugs remain rampant three years after he took his post. “It has been three years since I took my oath of office, and it pains me to say that we have not learned our lesson. The illegal drug problem persists. Corruption continues and emasculates the courage we need to sustain our moral recovery initiatives,” he said. Duterte said the Marawi siege, which, according to him, was funded by drug money, was one of the reasons why he was advocating for the reimposition of capital punishment. (TMT) “During that Marawi siege, [there were] tons of shabu worth millions and millions of pesos. Drug money killed 175 and wounded [2,101] of my soldiers and policemen in that fivemonth battle,” he said. “I am aware that we still have a long way to go in our fight against this social menace,” he added. He said even with the help of communities, the drug menace would not be eliminated unless corruption was eradicated, as well. “However, the drugs w ill not be crushed unless we continue to

eliminate corruption that allows this social monster to survive. I respectfully request Congress to reinstate the death penalty for heinous crimes related to drugs, as well as plunder,” the President said. Zero tolerance Duterte reiterated that his zero tolerance for corruption remains the key policy of his administration. “I have fired or caused the resignation of more than a hundred officials and appointees of government without regard to relationship, friendship and alliance. There is no sacred cow, as the saying goes, in my administration,” he said. The President said he was “grossly disappointed” over the alleged misuse of state health insurance funds on “ghost” dialysis treatments, which he said proved that corruption is pervasive. A former employee of WellMed Dialysis and Laboratory Center in Quezon City last month bared that the clinic made payment claims for dead patients from the Philippine Health Insurance Corp. from 2016 to 2018. “Huge amounts of medical funds were released to cover padded medical claims and imaginary treatment of ghost patients. The government is conned of millions of pesos, which could be used to treat illnesses and, possibly, save the lives of many,” he added. Last week, Duterte placed 64 personnel of the Bureau of Customs under floating status because of their supposed link to corruption. “[I] fight corruption still until now. Gatchalian: No more expiration period of prepaid load credits

SENATOR Win Gatchalian is pushing for the removal of the expiration period of all denominations of prepaid load credits to be used for telecommunications services in the 18th Congress. Gatchalian recently filed Senate Bill No 365, or the Prepaid Load Forever Act of 2019, which seeks to prohibit all Public Telecommunications Entities (PTEs) and Information and Communications Technology (ICT) providers from imposing an expiration period on the validity of prepaid load credits and their forfeiture. "This bill makes it a prohibited act to impose an expiration period on the validity of all denominations of prepaid load credits - whether purchased via prepaid card or electronic load - and the eventual forfeiture of such credits on an active prepaid account," Gatchalian said. "Every peso spent by the consumer to purchase prepaid load credits must be usable until fully consumed," he stressed. The Prepaid Load Forever Act of 2019 prohibits imposition of an expiration period on the validity of unused prepaid load credits, whether purchased via prepaid card or electronic load; forfeiture of such prepaid load credits on an active prepaid account, save for the purpose of availing of the mobile number portability service; and refusal to give a refund to any prepaid subscriber whose load credits were forfeited without any valid cause. Gatchalian explained that what differentiates his bill from the others filed in previous Congresses is that his covers all prepaid load credits, not just call and text credits, but also those that are loaded to devices to be used for other telecommunications services, including, but not to limited to tablets, Wi-Fi dongles, or mobile hotspots. The bill also includes transferred or shared prepaid load credits. SBN 365 defines "Prepaid Load Credit" as the monetary value or the consumable amount loaded via prepaid card or electronic load to a device that enables a subscriber to use telecommunications services. The lawmaker said his bill will potentially impact 142,432,163 prepaid subscribers - or 96.6% of the total number of mobile subscribers in the country as of the first quarter of 2019 - who stand to lose their hard-earned prepaid load credits due to non-use before the expiration date. Gatchalian explained that Joint Memorandum Circular No. 05-12-2017 of the National Telecommunications Commission (NTC), the Department of Information and Communications Technology (DICT), and the Department of Trade and Industry (DTI) currently prescribes a one-year validity period for prepaid load credits of all PTEs and ICT providers with a denomination of P300 and above effective last January 5, 2018. Often, the employers retain so much control of a caregivers duties the true facts of the employment will overcome any purported agreement.

6. I Did Not Pay Taxes on The Wages I Did Receive. While we recommend that our clients pay all taxes owed for the wages received, if you have not paid taxes on your wages, you still have the right to seek the overtime wages you are due. It is the employer’s obligation to properly classify you as an employee and withhold state and federal income taxes from your paychecks. If this has not happened, it is also problematic for your employer who has violated the law. The most important thing to understand is that it does not impact your ability to recover unpaid overtime. 7. I Do Not Want to Get Involved in a Long Court Battle, and I May Leave the Country. Robredo satisfaction rating dips to ‘moderate’ in new SWS poll MANILA — Vice President Leni Robredo saw a decline in her net satisfaction rating in the second quarter of 2019, the latest Social Weather Stations survey showed. Results of the poll showed Robredo’s net satisfaction rating was down by 14 points from +42 or “good” in March to +28 or “moderate” in June. This, after 57% of the 1,200 adult respondents said they are satisfied with the performance of the vice president, while 29% said they are dissatisfied. The polling firm said Robredo’s steep decline was mostly due to decreases in Visayas, Mindanao and Balance Luzon. Her net satisfaction rating dipped from “very good” +65 in March to “good” +44 in Visayas, from “good” +33 to “moderate” +15 in Mindanao and “good” +46 to “moderate” +33 in Metro Manila. Her net satisfaction rating, meanwhile, stayed “moderate” +14 in Metro Manila from March to June. “Compared to March 2019, the June 2019 survey found double-digit declines in Vice President Robredo’s net satisfaction rating in all basic socio-demographics, except for the single-digit changes among class E (down from +50 to +42), the 18 to 24 year olds (up slightly from +29 to +30) and college graduates (up from +6 to +13),” SWS noted. Separate survey from Pulse Asia released last week showed that Robredo received a 55% approval rating and a

52% trust rating in the second quarter of the year. The pollster noted that she enjoys majority approval in most geographic areas and socio-economic groups, with only residents of Metro Manila and those in class ABC withholding majority scores from her. The SWS survey was conducted from June 22 to 26, shortly after a Chinese vessel rammed a Philippine fishing boat near Recto Bank in the West Philippine Sea. Robredo, who decried the “irresponsible actions” of the Chinese crew, visited the Filipino fishermen and provided them financial assistance. Robredo, who has also been supportive of a United Nations review of the government's campaign against illegal drugs, has been the target of barbs and remarks from the president and his allies. As the highest-ranking elected member of the Liberal Party, she has also been tagged in supposed destabliization and ouster plots against President Duterte. The vice president is among the respondents in inciting to sedition and other raps that the Philippine National Police filed this month over another supposed conspiracy to discredit the president. Arroyo also suffers decline; Sotto maintains ‘very good’ rating The final net satisfaction rating of former Speaker Gloria Macapagal-Ar-

royo was recorded at -17, classified by SWS as “poor.” Her June rating was slightly down from the “poor” -20 she obtained in March. Only 29% were satisfied with the performance of the former lawmaker from Pampanga, while 49% were dissatisfied. Senate President Vicente “Tito” Sotto III, meanwhile, maintained his “very good” net satisfaction rating. In June, 72% expressed satisfaction with his performance as the leader of the upper chamber, while only 13% said they are dissatisfied. Bato pushes for police scholarships to produce patriotic policemen SENATOR RONALD 'BATO' DELA ROSA wants to produce at least one policeman from every barangay in the country to ensure enough personnel at the grassroots level and familiarity in the area of responsibility which lead to efficiency of service to the Filipinos. In an interview with The Daily Tribune on Friday, the neophyte senator, who also served in the Philippine National Police (PNP) for at least 30 years, said he already filed a bill that will provide a scholarship program to the young generation who wants to become policemen. Dela Rosa stressed that at present, there are still some barangays that lack the ideal number of PNP personnel to maintain peace and order and perform other crime prevention duties. He also explained the importance of the policeman's familiarity with his area of responsibility for a more competent s erv ice to the peo-

ple. "My vision is to have at least one scholar to be a policeman from every barangay in the country. Give Manileños jobs M A NIL A—Manila Mayor Isko Moreno on Wednesday encouraged businesses in the city to prioritize Manileños when hiring new workers. Moreno made the call during a forum with members of the Makati Business Club held at Times Plaza in Ermita, Manila. Moreno said providing more jobs for Manileños would help to improve peace and order in the city. “We can prevent criminals from rampaging our streets if people have decent jobs and decent pay,” Moreno told the Makati Business Club. “Isa sa mga hiling ko sana, kung pwede lang, at least 70% of your employees are from the City of Manila. This will be our formula

to solve peace and order issues. We should create jobs." Jollibee to buy Coffee Bean and Tea Leaf for $350 million

MANILA – Jollibee Foods Corp said Wednesday it would buy Coffee Bean and Tea Leaf in a deal worth a total $350 million (P18 billion), the largest in its string of global acquisitions. The Philippines' largest fast food operator said it would invest $100 million in a new Singapore-based holdings company to acquire 100 percent of the California-based specialty coffee chain. “The acquisition of The Coffee Bean and Tea Leaf will be JFC’s largest and most multinational so far with business presence in 27 countries,” founder Tony Tan Caktiong said. Shares of Jollibee were down 6.74 percent at the close of trading on Wednesday, against a 1.04 percent decline in the main index. Investors were worried over Coffee Bean's "lackluster" showing in the last 2 years, said Regina Capital head of sales Luis Limlingan. "Even though it usually takes around 3 years for JFC to turn its acquired businesses around, it does add challenge considering that the firm is still in the midst of rationalizing Smashburger's operations," he said. Smashburger is Jollibee's fast casual burger chain in the US that challenges Five Guys and Shake Shack. The Coffee Bean and Tea Leaf brand has 1,189 outlets as of December 2018, Jollibee said. It will add specialty coffee to the Jollibee

stable which includes hamburgers, fried chicken, pizza and Chinese food. Java Ventures LLC, a wholly-owned subsidiary of Jollibee Worldwide, will be the acquiring entity. It will also be a wholly-owned unit of the new holding firm, Jollibee said. Jollibee is expected to comply with the Philippine Competition Act in relation to the proposed acquisition, Philippine Competition Commission chairman Arsenio Balisacan said. Last year, Jollibee took a 47-percent stake in Mexican chain Tortas Frontera, which serves pulled pork, chorizo and beef sandwiches with sides of guacamole and cilantro salsa. Earlier in 2018, Jollibee invested P1.74 billion to acquire the Asia Pacific master franchise holder of Tim Ho Wan, famous for its barbecue pork buns. In home turf, the company is expanding its portfolio that includes 3,000 Jollibee, Chowking, Greenwhich, Red Ribbon, Mang Inasal and Burger King stores. But can they afford to wait? There are pros and cons to renting and buying, depending on your financial situation and current circumstances. In today’s market, affordable loan programs are available to many people who are considering buying a house, reflected in an affordable monthly mortgage payment. There’s a reason homeownership has been part of the American dream for decades. The latest data from the Federal Reserve’s Survey of Consumer Finances for 2013 to 2016 indicates that a homeowner’s net worth may be more than 44 times greater than that of a renter. Let’s start with a look at home prices. House values across California climbed steadily during 2017, and they continue to rise in many areas of the state. According to the latest data reported by Zillow, the median home value for California rose by 8.1% over the last year (as reported in February 2018). WHAT IS THE DIFFERENCE BETWEEN AN ANNULMENT AND A DIVORCE?

WHAT is the difference between a divorce and an annulment? Many people think these concepts are the same and interchangeable. There are many differences between the two concepts. A divorce ends a valid existing marriage. In a nullity, a determination is made about the validity of the marriage itself. When a marriage is annulled, it has the same effect as if the marriage never existed. A nullity results in a void. In California, any spouse can obtain a divorce regardless of the reason. A common basis used is a catchall phrase “irreconcilable differences.” However, anyone who wants to end a marriage can end the marriage and there is nothing the other spouse can do to stop that. However in a petition for nullity, the court will not automatically grant you the nullity. There has to be a legal basis for seeking the nullity as outlined in the family code. Some of the basis are 1) entering into a bigamous marriage 2) incestuous marriage 3)fraud in obtaining the other spouse’s consent to marriage 4) incurable physical incapacity 5) unsound mind among others. The petitioner would have to prove one of these grounds in court to be able to get a nullity. In a Nullity, there is a statute of limitations. That means you have to file your nullity within a certain time period de-

pending on the basis for seeking the Nullity. E ach g rou nd has a different statute of limitation. For exa mple, if you are f iling t he nullity based on fraud, you have to file within 4 years of discovering the fraud. If you blow the statute of limitation, this can be used as a defense to dismiss your case. On the other hand there is no statute of limitation in a divorce. You can file a divorce at any time regardless of how long you have been separated from your spouse. In a divorce, husband and wife are presumed to be the parents of children born during the marriage. In a Nullity, the marriage has no validity so it will affect the presumption of parentage of the children. The Court will have to make a finding of parentage for the children on a different basis before it can make orders relating to custody, visitation, and support. The treatment of spousal support (alimony) is different between the two. In a divorce, the spouse that has less earning capacity and access to resources may seek an award of spousal support. This is not available in a Nullity since the marriage is invalid and there is no spouse as a result. The division of property is also different. In a divorce, community property is divided equally between the spouses. In a nullity, since there is no valid marriage, there is no community property created and properties are not divided between the spouse. Similarly, neither party can receive survivorship benefits

LA Bake Shop Owners ordered to pay $15.3 Million to 11 Filipino Workers

A

friend of this writer who lives in the South Bay area but works in Beverly Hills, has related the story about the once popular L'Amande French Bakery in the South Bay area in Beverly Hills, whose owners were ordered to pay $15.3 million on May 9, 2016, for the abuse of 11 Filipino workers. According to the lawsuit which was filed in 2015 by the Filipino workers, they claimed that they were forced to work long hours for less than the minimum wage, after being brought to the United States, with the promise of steady jobs. U.S.District Court Judge Fernando Olguin granted default judgement to the workers, because the employers, Analiza and Gonzalo Moitinho de Almeida didn't appear in court during the judgement. In an article published by a local south Bay paper, the workers said that they "were deceived into moving to America by the promise of 'skilled' work, but when they arrived in California they each learned that the reality of their new lives would be different from what the couple had advertised in their recruitment package." They claimed that "rather than being trained as bakery chefs and store managers, the workers are "forced" to perform a litany of "illegal, oppressive and discriminatory jobs," many of which had nothing to do with baking. Some of the jobs included were: maintenance, landscaping and construction at the family's apartment complex in Long Beach as well as the couple's Rolling Hills Estates home; work shifts frequently lasted longer than 17 hours and they allegedly were often paid far below California's minimum wage. The workers slept on the floor of the couple's home in the laundry room and were paid just over $2 an hour." According to court documents described in the local

paper, the Almeidas hid the wage and hour working violations by "altering or destroying the workers' timecards and told them not to accurately report their actual time worked." The lawsuit also accused the couple of trafficking and retaliation after some worker who cooperated with the state investigation of the bakery were fired. Tofu Stir-Fry INGREDIENTS FOR TOFU 1 (14-oz.) block extra-firm tofu, fresh or frozen and defrosted 1 tbsp. low-sodium soy sauce 1 tbsp. sesame oil 1/2 tsp. freshly ground black pepper 2 tbsp. cornstarch FOR STIR FRY 3 tbsp. extra-virgin olive oil, divided Kosher salt 3 cloves garlic, minced 1 tbsp. freshly minced ginger 8 oz. string beans, trimmed 2 small carrots, sliced 1 small head broccoli, cut into florets 1 red bell pepper, seeded and sliced 2 green onions, thinly sliced FOR SAUCE 2 tbsp. low-sodium soy sauce 2 tsp. sesame oil 1/4 c. water 2 tbsp. packed brown sugar 2 tsp. cornstarch

DIRECTIONS 1. In a medium pot of salted boiling water, simmer tofu for 2 minutes. If using frozen tofu, simmer until completely defrosted. Remove from heat and let drain in a colander lined with paper towels. When cool enough to handle, gently squeeze and pat dry. If using frozen tofu, use firmer pressure to squeeze out water. 2. Cut tofu into bite-sized pieces, then toss together with soy sauce, sesame oil, and black pepper in a medium bowl. Once liquids are absorbed, toss tofu with cornstarch. 3. In a large skillet over medium-high heat, heat 2 tablespoons oil. Add tofu and let cook until golden on all sides, turning occasionally, 7 to 8 minutes. Season with salt and pepper, and remove from skillet and set aside. 4. Heat remaining 1 tablespoon oil and add in garlic and ginger and cook until fragrant, 1 minute. Stir in string beans, carrots, broccoli, red pepper, and green onions. Cook until tender, about 8 to 10 minutes. Season with salt and pepper. 5. In a small bowl, stir together soy sauce, sesame oil, water, brown sugar, and cornstarch. Return tofu to skillet and add sauce mixture to pan. Stir and cook until slightly thickened, 2 minutes.

Sinampalukang Manok ACCORDING to Joseph Salazar the Sinampalukang Manok is perhaps the most under-rated Filipino dish of all time. It’s the perfect soup for these rainy days when all you crave for is a nice sour broth that washes off the palate. This dish’s name is taken from the use of the sampaloc (hence the word sinampalukan, which literally means infused with tamarind) in flavoring the soup—a popular method in making sinigang , the Philippine sour soup. You can say the sinampalukang manok is the chicken version of sinigang, which commonly uses proteins such as pork, fish and shrimp. Sinampalukang manok’s use of tamarind leaves which gives off a really lovely aroma on top of the tamarind broth. INGREDIENTS: 1 whole chicken, cut into eighths 2 cloves garlic, chopped 1 medium-size Onion, sliced 1 tablespoon vegetable oil 1 tablespoon ginger, julienned 2 tablespoons patis (fish sauce) 1 pack sinigang sa sampaloc mix or ½ cup fresh tamarind paste 4 cups water 1 cup sliced string beans 1 cup sili (chili) leaves 1 cup sampaloc leaves PROCEDURE Saute garlic in oil until light brown. Add the onion and ginger. Fry the chicken and season with a tablespoon of fish sauce until the chicken turns light brown. Add the tamarind paste or sinigang mix and let its flavors seep into the chicken for about half a minute. Add the water and bring to a boil. Let it simmer for 15 to 20 minutes depending on the size of the chicken. Add the rest of the fish paste. You can season the broth to your liking by adding more fish sauce or salt. Add the vegetables starting with the string beans and let it cook for about a minute. Add the sili and tamarind leaves and let simmer for a minute before turning it off. Serve with freshly cooked and steaming hot rice.

Too much sugar in baby foods: WHO COPENHAGEN -- Baby foods on market generally contain too much sugar, posing a source of health concern, a new report by the World Health Organization (WHO) has said.

nyone who is entitled to Medicare Part A, enrolled on Medicare Part B, resides in a plan’s service area, and does not suffer from End Stage Renal Disease (ESRD), may enroll on a Medicare Advantage Plan or Medicare Part C.

A Medicare Advantage Plan (MAPD) covers Medicare Parts A, B, and D benefits as well as other benefits that Medicare does not cover like dental, vision and hearing. A Medicare Advantage Plan is administered by private companies contracted with Medicare. Medicare pays a fixed amount to the private company who takes care of the Medicare member’s health care needs. HMO, or Health Maintenance Organization, is a type of a Medicare Advantage Plan. A Medicare member enrolled in this type of a plan must designate a doctor who shall act as the Primary Care Physician (PCP) that will manage or coordinate the Medicare member’s health care needs. The Medicare enrollee must use only providers referred to by the PCP, who are in the plan’s network, for his/her covered services. The use of outof-network providers may make the enrollee responsible for the full cost of the medical service, except in an emergency. Preventive services like pap smear, mammogram, and prostate cancer screening are provided free of charge to HMO members when done in-network. Premium rates may vary, depending on the service area or the company or the medical group. There is no distinction as to age or gender or race or color or national origin. Everyone eligible can not be denied enrollment; tobacco-user or not. Rates are for individuals; no spousal or family discounts. Premium rates are reviewed annually. Many HMO plans have “$0” premium. HMO plans have Maximum Out of Pocket limits that protect enrollees from financial disasters due to the high cost of medical services. This provides peace of mind to members making their future health care expenses somehow “stable” and “predictable”. However, these limits apply only to hospital and medical services. Prescription costs under Medicare Part D inside the HMO plan have different benefit and cost structures. HMO plans use a list of covered drugs known as formulary, grouped into different categories known as tiers

which established their own co-pays and co-insurance structure, and identified preferred pharmacies where the plan’s Medicare member enjoy preferred rates or cost. Plan members may request for an exception, if their drug medication is not in the plan’s formulary. Plan members may also appeal a coverage determination for a service denied by the plan. Plan members may also complain for an unsatisfactory service

by a medical provider, laboratory, hospital or pharmacy. This type of a complaint is called grievance. Every year, the HMO plans are given a Star Rating based on various criteria set by the Centers for Medicare and MediCaid Services (CMS). These ratings serve as an incentive to the HMO plans to improve their services to their members. After all, most plan fees and reimbursements are heavily influenced by the ratings. Enrollment to an HMO plan may be done during the Annual Enrollment Period (October 15 – December 7); or, for those already enrolled on a Medicare Advantage plan, during the Open Enrollment Period (January 1 – March 31); or, for those turning 65 and newly eligible for Medicare, during the Initial Coverage Enrollment Period (7 months window that starts 3 months before their 65th birth month and ends 3 months after); or, during any Special Enrollment Period for those with a qualifying event. Prior authorization is required for most services covered. Most HMO plans cover medical emergency and urgent care expenses incurred outside of the U.S. for their members. The United Nations specialized agency on public health based the conclusion on an examination by its European office of about 8,000 baby food products on shelf between November 2017 and January 2018. It warned that “the very high levels of sugars present in commercial products is a cause for concern” by increasing the risk of overweight and dental cavities while inducing a lifetime eating habit in favor of sugary foods. In around half of the products examined, “more than 30 percent of calories were from total sugars and around a third of products contained added sugar or other sweetening agents,” the world health body said in the report released on Monday to update guidelines for infant diets. The examination that covered more than 500 stores in Austria, Bulgaria, Israel, and Hungary also finds the labels of up to 60 percent of the inspected food are misleading by claiming to suit in-

fants under six months old. The WHO has long recommended that “infants receive exclusively breast milk for the first six months of life.” In the WHO report, countries are advised to make new laws on curbing high sugar intake, ban added sugars and sweeteners in baby foods, and put an end to the promotion of breast milk substitutes. It also requires labels on candies and sweetened beverages, including fruit juices and condensed milk, to state they are not suitable for children under three. Meanwhile, the WHO recommends that children between six months and two years be fed nutrient-rich home-prepared foods “Good nutrition in infancy and early childhood remains key to ensuring optimal child growth and development, and to better health outcomes later in life,” said Zsuzsanna Jakab, WHO regional director for Europe, in a statement. Among them are pristine lagoons, sea caves, coves, and lakes, some of which are still undiscovered, while others can only be accessed in certain conditions.

First stop: the Jellyfish Sanctuary

MANILA, Philippines – To visit Bucas Grande Island in Surigao del Norte is to discover a world hidden in a labyrinthine terrain, a world where hilly and rounded islets, each covered in thick evergreen, dominate the landscape. From afar, these mountains of lush greenery leap out at the eye in full three-dimensional glory. There is more to it that visitors can enjoy once they get to its inner recesses.

The sail to the Jellyfish Sanctuary requires transferring to a small paddle boat that can carry two to three persons. Keeping the natural environment is a priority to the island’s caretakers, so a motorized boat is prohibited in this part of the island. As the boat sails forward, more details of this part of the island are revealed. The mountains are limestone deposits; the water is clear and shallow, making some marine species visible at the bottom. Among them is “tajum” (sea urchin) which used to dominate the area when it was not yet known as the Jellyfish Sanctuary. At the entrance is a narrow passageway, walled with limestone rocks on both sides and covered in a canopy of protruding branches of wild plants and trees. With only the sound of the flowing water and the rowing paddle can be heard in the area, one could easily guess where this is heading – a tranquil body of water set in blissful seclusion. Indeed, the lagoon is a grand expanse of still turquoise water, making the shadows and outlines of corals in full grandeur visible underneath. Millions of jellyfish start to show up in the months of March until May, and they bloom into full grandeur, from July until August. During those months the lagoon becomes filled with millions of non-stinging jellyfish. How many these actually are, visitors can easily lose count. During off seasons like in the month of November, the jellyfish of different sizes are nowhere to be seen. That could be disappointing. Thankfully, the lagoon itself is a sight to behold.

To exit the cave, visitors have to take a brief climb up a very steep path and choose whether to take the plunge or go back to the entrance to complete the caving episode. Sohoton Cove derives its name from the Cebuano word so-oton, which means to pass through a small opening. Why it is named as such, visitors would know when they reach the one and only opening to the cove – a cavernous expanse with very low ceiling. The next time your eyes catch a glimpse of light, you’re transfixed by the surreal world of Sohoton. Interesting natural features greet visitors, taking in odd and colossal forms to stand out from the familiar viridescent, mountainous backdrop of the island. There is the til-il sa kabayo (horse tail) which tour guides consider a landmark when going in and out of Sohoton. There are also the petrified trees that stand as hard as stone and as white as ivory, while the bare cliff seems spectacular amidst the jungle-laden islets.

The stories that taught us empathy With a third ‘Toy Story’ sequel and a new ‘Lion King’ released this year, what does it take for these stories to live on within us, and what does it mean when they’re told anew? MANILA, Philippines — We didn’t know it back then, of course, but as kids in the Nineties, we were witnessing something special emerging in the realm of animated films. We were in the middle of the Disney Renaissance, a period of great success for the studio after decades of decline. In 1994, Disney gave us The Lion King, a talking animal musical riff on Hamlet set on the plains of Africa that was a major step in breaking Disney out of its familiar storytelling molds. And the year after that, Pixar dropped Toy Story on us, a strange little movie about talking toys that set a new standard for animation technology, all the while establishing a tradition of emotional storytelling that would set the studio apart for years to come. It is 2019. We’ve just had a third Toy Story sequel come out, and a CGI remake of The Lion King is on the horizon. It would be easy enough to dismiss these revivals as products of pure commerce, as part of Disney’s larger mandate to stick to capitalize on nostalgia. But that doesn’t really seem quite right. There are, after all, plenty of things from the nineties that we wouldn’t want to see return. Roger Ebert famously called cinema “a machine that generates empathy.” Animation is a medium that really exemplifies that description. There are no real people on screen, no human faces to express the emotions of the

There were probably some people during the rise of Pixar that dismissed computer generated images as cold and artless. They wouldn’t be able to say that after seeing Toy Story 2. In their best moments, these animated characters feel fully alive. It’s a strange miracle of animation. In Toy Story 4, we’re introduced to Forky, a makeshift toy made out of a spork, popsicle sticks, and pipe cleaners. And in less time than it takes to actually shop for a toy, it makes us relate to his struggle, makes us yearn for his eventual happiness. It probably wouldn’t hurt if Disney could go on to make new sto-

Taking to his personal Instagram account, the undefeated boxer penned a lengthy post accompanied by a photo of him landing a hit on Pacquiao’s face during their 2015 bout. “I find it real ironic how every time Pacquiao’s name is brought up in the media, my name is always attached to it,” Mayweather said. “This man’s entire legacy and career has

been built off its association with my name and it’s about time you all stop using my brand for clout chasing and clickbait and let that man’s name hold weight of its own,” he added. The American boxer continues in his post saying that he had ‘won so easily’ in their record-breaking bout and that ‘so-called boxing experts and critics’ are making every excuse in the world for him to give the Filipino legend a rematch. “Y’all are just upset that I broke Rocky Marciano’s record and hate that a Black, high school dropout outsmarted you all by beating all odds and retiring undefeated,” Mayweather said. “Ultimately, I will have the last laugh,” he added. Thurman’s reaction to getting knocked down quickly became a meme on Twitter. “He’s a great champion,” said Thurman, who acknowl-

edged that getting knocked down in the first round put him in a big hole early on. Thurman tried to turn things around in the second half of the fight, but was again rocked by a powerful body shot by Pacquiao in the 10th. ‘I will not retire from boxing’ – Pacquiao SENATOR Emmanuel “Manny” Pacquiao on Tuesday said he is not yet retiring from professional boxing. The senator made the remark when asked to comment on some proposals for him to retire. Asked about his health, Pacquiao said, “Masakit pa ‘yung katawan ko dahil dalawang araw pa lang eh.
