noisy scuffle broke out among a group of Filipino American activists, security personnel and supporters of a group of Indigenous people from the Philippines during a forum at the Community Hall of the Philippine Consulate General (PCG) in Los Angeles last Monday (July 15). Videos of the incident that went viral on social media showed young persons verbally confronting a panel of indigenous people from the Philippines, particularly from the southern main island of Mindanao, as they were talking about alleged atrocities committed against members of their communities by cadres of the New People’s Army (NPA). Manila Mayor Francisco “Isko” Moreno Domagoso is a “total rock star,” according to US Ambassador to the Philippines Sung Kim when the two met at the envoy’s office on Friday. The US ambassador commended Moreno for the “new dynamism

In reaction, some guests and personnel of the PCG-LA stood up in defense of the Filipino indigenous leaders and surrounded the activists. The activists were asked to leave and, subsequently, dragged out of the community hall. A couple of the activists were seen voluntarily walking out, apparently after taking videos of the incident. Members of the Los Angeles Police District (LAPD) were present during the incident and prevented things from getting out of hand. The forum resumed shortly after the last of the activists have been ejected from the community hall. The incident happened at about 7 pm at 3435 Wilshire Blvd., Los Angeles. The Town Hall meeting was titled:“Breaking the Silence: Telling the Truth. The Narrative of Struggle, Deception and Assertion of the Indigenous People of the Philippines.” The eight forum speakers were from the Mindanao Indigenous Peoples (IP) Youth Council and Mindanao Indigenous People Council of Elders as speakers. They were accompanied by members of the Presidential Communications Operations Office PCOO), National Security Council (NSC) and theNational Intelligence Coordinating Agency (NICA). The indigenous people leaders came from Mindanao, a main island in the southern Philippines besieged by communist and Muslim separatist insurgency. In an earlier press statement, the Philippine government said the IP leaders were in the US to present their case to the United Nations (UN) and to meet with Filipino-American communities. The IP leaders, the RP government said, were here to invoke the UN Declaration on the Rights of Indigenous Peoples that was adopted on September 13, 2007, by 144 of UN member states. It aims to protect the human rights of some 370 million native people around the world, including their lands and resources. The Malaya Movement in Southern California, a coalition of human rights advocates, issued the following statement: “We condemn the mistreatment of advocates who attempted to counter the terrorist-tagging intended to endanger our safety and to counter the Duterte regime’s lies to legitimize the slaughter of Lumad communities. We condemn the delegation and the tour organizers for spreading deadly lies on behalf of the Duterte dictatorship.” “Once again, it should alarm all in the United States that the Duterte government is beginning to target Filipino activists residing abroad. It’s unfathomably immoral, yet unsurprising, that Duterte’s office has paid a sham delegation of supposed Lumad leaders to paint this government a hero of the very Lumad communities it has repeatedly bombed, executed, and displaced with gusto.” “Of course, the delegation made no mention of the human rights crimes the Philippine government continues to inflict on the Filipino people or the fact that the UN just passed a resolution to investigate those crimes. Sick of gerrymandering? Burn permits suspension Join CA’s redistricting commission panel I By Mark Hedin Ethnic Media Services

n an ongoing effort to prevent wildfires, all burn permits in Los Angeles County will be suspended.

alifornia is looking for new commissioners to draw its redistricting maps: the maps that define who votes for California’s representatives in Congress, its state Senate, Assembly and Board of Equalization members. The deadline is coming up fast to apply for the job, which pays up to $300 per day. The initial application form takes five minutes to fill out. It’s due by Aug. 9 for the first round of the application process. Find it here: shapecaliforniasfuture.auditor.ca.gov. “This is your chance to shape California’s future by drawing fair district boundaries that serve the best interests of all of the people of California,” said Kathay Feng, national redistricting director for Common Cause, the nonprofit that led the way in creating the commission, the nation’s first, in 2009. “It’s so important. Teachers, small business people, demographers, people who have served in a local planning commission,” Feng said, would all be good candidates for the work, most of which will be done in the first half of 2021. The $300 per diem pay is for any six or more hours spent in a 24-hour period doing the panel’s work. Applications opened in June, but so far, the pool of applicants does not reflect California’s diversity, according to both Feng and Stan Forbes, the current commission chairman. Two-thirds of the applicants have been white and two-thirds have been male. “That is not California,” Forbes said. “We know from last time that the reasons the commission was so good was there was good diversity in the applicant pool,” Feng said. “Our hope is that between now and Aug. 9, people will take a look at the application and put their hats in the ring.” Serving on the commission,” Forbes noted, “is one of the most rewarding things someone could possibly do. It’s taking power away from the politicians and giving it back to the people. When’s the last time the public had an impact?” The work will begin in earnest in early 2021, once the data collected in the 2020 census is in. The commission will take the total number of people in the state who were counted in the census, and try to divide them equally and fairly into the number of congressional seats California has – currently 53, but subject to change according to census data showing geographic shifts in population dispersal nationwide. The 435 seats in the House of Representatives are divided evenly among the states according to their population. Current projections are that the state may lose one or two congressional seats once the census has retabulated the number of people in the country based on the data it will gather in 2020. The commission will also create 40 districts for the state’s 40 state senators, 80 state Assembly districts and four Board of Equalization districts. The Board of Equalization is the state agency tasked with tax administration and fee collection and handles appeals of decisions made by the state Franchise Tax Board. The proposed new maps will be submitted to the secretary of state for certification by the end of July 2021, a process Forbes described as a “pro-forma” review to ensure they meet legal criteria. The reason it’s important for all California communities to be represented on the redistricting commission is to

ensure that the unique concerns of every community are heard. “We all have different issues,” Forbes said. For instance, during one of dozens of community meetings held up and down the state in the first commission’s work in 2011, the people of Marysville, in Yuba County, told the commission that they needed better political representation. They were stuck in the same congressional district as the agriculturally focused Central Valley, and felt their very different political concerns — about fire prevention, watershed protections and recreational activities were being ignored. So, Forbes said, “We drew a district that represents the foothills.” Similarly, the commission adjusted plans to create a district in Napa Valley, known worldwide for its wine industry, to include its warehouses, and, along the Interstate-710 corridor near Long Beach, created a district that linked the shared interests of a populace impacted by the diesel pollution emanating from port operations there. Similar considerations were made to not dilute the voice of other communities of interest, Forbes said, such as Koreans in Hollywood, South Asians in Fremont, Vietnamese in Orange County and the gay community in San Jose. Ethnicity factors into redistricting considerations in other ways, too. Per the Voting Rights Act, Forbes said, the redistricting process can’t pack all people of a group into one district, or distribute them thinly across so many districts that their voices are drowned out. California’s Citizen Redistricting Committee is the nation’s fi rst, but there are efforts under way in smaller California jurisdictions and in states across the country to create similar bulwarks against the abuses of gerrymandering. In California, the cities of Long Beach, Santa Barbara and San Mateo all passed laws to create a citizen commission, Feng said, and encouraged people to participate. In other locales in California, the debate is ongoing about how to fairly divide smaller communities into political districts, for instance, for city council elections. Farther afield, former U.S. Attorney General Eric Holder, now chair of the National Democratic Redistricting Committee, recently was critical of the Supreme Court’s decision in Rucho v. Common Cause not to intervene in state redistricting programs, no matter how partisan they may be. Until California’s Citizens Redistricting Commission was created, thanks to two initiatives voters approved in 2008 and 2010, the redistricting process in California, Forbes said, was designed to protect incumbent politicians. So, between 2000 and 2010, there were 265 elections in California for a seat in the House of Representatives, but only once was an incumbent voted out (Richard Pombo, who represented parts of the San Joaquin Valley from 1993 until he was replaced in 2006 by Democrat Jerry McNerny and became a lobbyist for mining and water management interests). But in 2018 alone, seven congressional seats were flipped, although not by wide margins. Another positive development in California toward getting communities

fairly represented in census data and all that flows from it, Forbes said, is that prisoner s w i l l no longer be considered residents of the communities, typically rural, in which they’re incarcerated, but instead will be linked to their hometowns. “ We ’r e t h e gold standard,” Forbes said. In his travels across the country, in connection with Common Cause and the League of Women Voters, for discussions in other states of similar redistricting reform efforts, “progressives and moderates are in awe of California.” At an event recently, he said, former California Gov. Arnold Schwarzenegger wanted to have his picture taken with ME.”

Here are some tips residents can follow to prevent fires: • Defensible space clearing, such as mowing before 10 a.m. and never on a hot and windy day. • Do not toss cigarettes out of your car window. • Do not pull your vehicle off the road into dry grass or brush. Hot exhaust pipes and mufflers can ignite fires that cannot be seen easily by the driver. • In wildland areas, spark arrestors are required on all portable gasoline-powered equipment (e.g., tractors, chainsaws, weed-whackers, mowers, motorcycles and all-terrain vehicles). • Report any suspicious activity. • Check with local officials for additional fire restrictions. • Campfires within organized campgrounds or on private property are allowed as long as they are in a designated campfire site that prevents fire from spreading. In accordance with Section 4423.2 of the Public Resources Code, the Fire Department may issue restricted temporary burn permits if there is an essential reason due to public health and safety. Agriculture, land management, fire training, and other industrial type burning may proceed if a Fire Department official inspects the burn site and issues a special permit. was very new in California when I first saw them. People wandering in the streets with grocery carts full of their belongings. Homeless people. It is a shocking sight, especially in a first world country.

They call it the streets of shame. Homeless people in LA, living in tents and the government has their hands full.

America is cringing from shame. Back home in the Philippines we have our version of this. It could be worse, if not for the merciful heart of Filipinos, who would open their homes to family and friends, who can end up in the streets. To Filipinos, not showing mercy to family or friend is the real shame. In our culture, “hiya” or shame is something we avoid at all cost. We do not like to cause it to others (manghiya) or to ourselves (mapahiya). There is nothing worse than to be told, you’re shameful (nakakahiya ka). We value

Community good reputation and saving face. This is the reason I always hear from our Filipino car accident clients. They don’t want to be thought of as taking advantage of their accident to make money. “Nakakahiya” (embarrassing). The Filipino’s sense of shame is so deeply ingrained, that most of our values revolve around it. We raise our children and conduct our lives, to bring honor and not shame to our families. But shame is a thing of the past. This generation has replaced it with their own virtue called “no filter”. It is all under the guise of honesty and authenticity. I cringe when I read people post about family conflicts and work complaints. We bare our souls, as if Facebook will answer our prayers and provide the answer. Facebook has become the god of this culture. We “lift up” to Facebook all our dreams and even our hurts. No filter. It is the new normal. A cool attitude. People now believe that when they don’t put their thoughts through the sieve of reflection, they are being “authentic”. No filter. It seems to be the license to post nastiness these days because it means “real”. Why do people filter their photos on social media and not learn how to filter their thoughts? This no filter mentality eroded our sense of decency and has slowly eaten our shame. It has also permeated other areas of our lives.

So how do we avoid the “streets of shame”? In all and every decision I made, I always asked myself: Will this make my mother proud of me? Will it be good for my children? These two questions kept me out of a lot of stupid decisions. These days, I’ve been teaching my kids to be counter cultural. I tell my kids, who are rebels at heart, that in a world where bitchiness seems to be the new aspiration, it is cool to be nice. I’m teaching them good old-fashioned values. Mabuting asal. I tell them to walk away from useless confrontations. I’ve always believed that we regret more the things we say than the things we did not. I tell them that being magnanimous may not be the value that will get all the thumbs up from the “god of Facebook”, but it is the noble thing to do. Life is just a series of choices. Our decisions are signatures of our lives. Sense of shame can be good or bad. But it can be used as a sieve to filter our choices or used as a yardstick of decency. There is nothing I can do for the homeless, but I can prevent my family from walking in the streets of shame. Playground for children with L.A. county property values all abilities in Carson City grow $1.6T all-time high

he Carson City Council unanimously approved recently the design, build, construction and installation of playground equipment for children with all abilities. The design concept approved by Council will provide various stimulating structures that appeal to a wider range of users of differing ages and abilities. The design concept allows for the integration of children with varying physical, cognitive, and social-emotional abilities and encouraging assimilation. “I hope that this project will encourage all children, regardless of their abilities, to spend quality time at this park as the equipment is designed to unite children of all abilities. The City does not presently have a playground with equipment that children with differing disabilities can access and enjoy. This project is possible thanks to Marathon Petroleum Corporation, the $1.25 million grant received from them will fill this gap in our park amenities,” said Carson Mayor Albert Robles. “We are proud to have partnered with

the City on this initiative and for the opportunity to help make this community a more inclusive place to live, work, and play,” said Stephen Konig, Director of Government and Public Affairs, West Region at Marathon Petroleum Corporation. In its July 18th meeting, the City Council committed to further its efforts towards inclusion by adopting a proclamation commemorating the 29th Anniversary of the Americans with Disabilities Act (ADA) which was established on July 26, 1990. “The City of Carson honors and respects the ADA as its values align with the City’s long-standing culture of diversity and inclusion, and this park equipment is just the latest example,” continued Mayor Robles. Construction of the playground is expected to be completed by April 2020. The playground equipment will consist of swing and ground level play structures. os Angeles County Assessor Jeff Prang has certified the 2019 Assessment Roll which represents record growth and new all-time highs in real estate and business property values across the County. New records also include total tax savings for homeowners and charitable organizations. The roll grew by a record $94.41 billion (or 6.25%) over the prior year to an all-time high of $1.604 trillion in total net value. In addition to the values of the County’s 2.38 million real estate parcels, this total amount includes $84.8 billion in business property (e.g. boats, aircraft, machinery, equipment), which rose by $3.9 billion from 2018 and is itself a new record. “The strong growth in the local real estate market for the ninth consecutive year will have a positive impact on services for LA County’s 10 million residents,”said Assessor Prang. “From education, healthcare, and mental health services, to public safety, transportation, and alleviating the homeless crisis, our schools, cities, and county programs will have approximately an additional $1 billion for vital local public services.” Leading indicators for the growth in the local property assessment roll are: a) property sales, which added $48.34 billion to the roll as compared to 2018; b) the CPI adjustment prescribed by Proposition 13, which added another $28.74 billion; and c) new construction, which added a further $11.09 billion. Among the greatest single additions to the roll are $1.95 billion for partially-complete construction of the Rams/ Chargers stadium in Inglewood and $200 million for the Banc of California stadium in the City of Los Angeles. The 6.25% overall growth reflects a county average, as there is substantial variation from one community to another. For instance, the total value of all assessments in Inglewood rose by 25.7% due in large part to the new NFL stadium, whereas communities without comparable construction or sales activity saw significantly lower growth rates.

Assessor Prang reminded residents that the average growth does not mean property owners will be subject to a corresponding increase on their annual property tax bills. Nearly 9 out of 10 property owners will see only the modest 2% adjustment prescribed by Proposition 13. Among the benchmarks set by the 2019 roll is the total amount of $620 million in tax savings for seniors, veterans, and charitable organizations. Additionally, to date, the owners of 1,328 properties that were severely damaged or destroyed by the Woolsey fire have received tax relief totaling $684.8 million in property value, allowing them to rebuild their homes and their lives. The 2019 Assessment Roll comprises 2.57 million real estate parcels and business assessments, including 1,878,470 single-family homes, 249,972 apartment complexes, 248,109 commercial and industrial properties, and more than 200,000 business property assessments. One small step for (a) man, One giant leap for mankind

O

n Sunday, July 20, 1969, the Apollo 11 lunar module landed on the moon. Commander Neil Armstrong’s first words were, “Houston, Tranquility Base here. The Eagle has landed.” Six-and-a-half hours later, setting foot on the moon, he said, “That’s one small step for [a] man. One giant leap for mankind.” Mission Objective The primary objective of Apollo 11 was to complete a national goal set by President John F. Kennedy on May 25, 1961: perform a crewed lunar landing and return to Earth. Additional flight objectives included scientific exploration by the lunar module, or LM, crew; deployment of a television camera to transmit signals to Earth; and deployment of a solar wind composition experiment, seismic experiment package and a Laser Ranging Retroreflector. During the exploration, the two astronauts were to gather samples of lunar-surface materials for return to Earth. They also were to extensively photograph the lunar terrain, the deployed scientific equipment, the LM spacecraft, and each other, both with still and motion picture cameras. This was to be the last Apollo mission to fly a "free-return" trajectory, which would enable a return to Earth with no engine firing, providing a ready abort of the mission at any time prior to lunar orbit insertion. Mission Highlights Apollo 11 launched from Cape Kennedy on July 16, 1969, carrying Commander Neil Armstrong, Command Module Pilot Michael Collins and Lunar Module Pilot Edwin "Buzz" Aldrin into an initial Earth-orbit of 114 by 116 miles. An estimated 650 million people watched Armstrong's televised image and heard his voice describe the event as he took "... one small step for a man, one giant leap for mankind" on July 20, 1969. Two hours, 44 minutes and one-and-ahalf revolutions after launch, the S-IVB stage reignited for a second burn of five minutes, 48 seconds, placing Apollo 11 into a translunar orbit. The command and service module, or CSM, Columbia separated from the stage, which included the spacecraft-lunar module adapter, or SLA, containing the lunar module, or LM, Eagle. After transposition and jettisoning of the SLA panels on the S-IVB stage, the CSM docked with the LM. The S-IVB stage separated and injected into heliocentric orbit four hours, 40 minutes into the flight. The first color TV transmission to Earth from Apollo 11 occurred during the translunar coast of the CSM/LM. Later, on July 17, a three-second burn of the SPS was made to perform the second of four scheduled midcourse corrections programmed for the flight. The launch had been so successful that the other three were not needed. On July 18, Armstrong and Aldrin put on their spacesuits and climbed through the docking tunnel from Columbia to Eagle to check out the LM, and to make the second TV transmission. On July 19, after Apollo 11 had flown behind the moon out of contact with Earth, came the first lunar orbit insertion maneuver. At about 75 hours, 50 minutes into the flight, a retrograde firing of the SPS for 357.5 seconds placed the spacecraft into an initial, elliptical-lunar orbit of 69 by 190 miles. Later, a second burn of the SPS for 17 seconds placed the docked

vehicles into a lunar orbit of 62 by 70.5 miles, which was calculated to change the orbit of the CSM piloted by Collins. The change happened because of lunar-gravity perturbations to the nominal 69 miles required for subsequent LM rendezvous and docking after completion of the lunar landing. Before this second SPS firing, another TV transmission was made, this time from the surface of the moon. On July 20, Armstrong and Aldrin entered the LM again, made a final check, and at 100 hours, 12 minutes into the flight, the Eagle undocked and separated from Columbia for visual inspection. At 101 hours, 36 minutes, when the LM was behind the moon on its 13th orbit, the LM descent engine fired for 30 seconds to provide retrograde thrust and commence descent orbit insertion, changing to an orbit of 9 by 67 miles, on a trajectory that was virtually identical to that flown by Apollo 10. At 102 hours, 33 minutes, after Columbia and Eagle had reappeared from behind the moon and when the LM was about 300 miles uprange, powered descent initiation was performed with the descent engine firing for 756.3 seconds. After eight minutes, the LM was at "high gate" about 26,000 feet above the surface and about five miles from the landing site. The descent engine continued to provide braking thrust until about 102 hours, 45 minutes into the mission. Partially piloted manually by Armstrong, the Eagle landed in the Sea of Tranquility in Site 2 at 0 degrees, 41 minutes, 15 seconds north latitude and 23 degrees, 26 minutes east longitude. This was about four miles downrange from the predicted touchdown point and occurred almost one-and-ahalf minutes earlier than scheduled. It included a powered descent that ran a mere nominal 40 seconds longer than preflight planning due to translation maneuvers to avoid a crater during the final phase of landing. Attached to the descent stage was a commemorative plaque signed by President Richard M. Nixon and the three astronauts. The flight plan called for the first EVA to begin after a four-hour rest period, but it was advanced to begin as soon as possible. Nonetheless, it was almost four hours later that Armstrong emerged from the Eagle and deployed the TV camera for the transmission of the event to Earth. At about 109 hours, 42 minutes after launch, Armstrong stepped onto the moon. About 20 minutes later, Aldrin followed him. The camera was then positioned on a tripod about 30 feet from the LM. Half an hour later, President Nixon spoke by telephone link with the astronauts. Commemorative medallions bearing the names of the three Apollo 1 astronauts who lost their lives in a launch pad fire, and two cosmonauts who also died in accidents, were left on the moon's surface. A one-and-a-half inch silicon disk, containing micro miniaturized goodwill messages from 73 countries, and the names of congressional and NASA leaders, also stayed behind. Aldrin deployed the Early Apollo Scientific Experiments Package, or EASEP, experiments, and Armstrong and Aldrin gathered and verbally reported on the lunar surface samples. After Aldrin had spent one hour, 33 minutes on the surface, he re-entered the LM, followed 41 minutes later by Armstrong. The entire EVA phase lasted more than two-and-a-half hours, ending at 111 hours, 39 minutes into the mission. Armstrong and Aldrin spent 21 hours, 36 minutes on the moon's surface. After a rest period that included seven hours of sleep, the ascent stage engine fired at 124 hours, 22 minutes. It was shut down 435 seconds later when the Eagle reached an initial orbit of 11 by 55 miles above the moon, and when Columbia was on its 25th revolution. As the ascent stage reached apolune at 125 hours, 19 minutes, the reaction control system, or RCS, fired so as to nearly circularize the Eagle orbit at about 56 miles, some 13 miles below and slightly behind Columbia. Subsequent firings of the LM RCS changed the orbit to 57 by 72 miles. Docking with Columbia occurred on the CSM's 27th revolution at 128 hours, three minutes into the mission. Armstrong and Aldrin returned to the CSM with Collins. Four hours later, the LM jettisoned and remained in lunar orbit. Trans-Earth injection of the CSM began July 21 as the SPS fired for two-and-ahalf minutes when Columbia was behind the moon in its 59th hour of lunar orbit. Following this, the astronauts slept for about 10 hours. An 11.2 second firing of the SPS accomplished the only midcourse correction required on the return flight. The correction was made July 22 at about 150 hours, 30 minutes into the mission. Two more television transmissions were made during the trans-Earth coast. Re-entry procedures were initiated July 24, 44 hours after leaving lunar orbit. The SM separated from the CM, which

was re-oriented to a heat-shield-forward position. Parachute deployment occurred at 195 hours, 13 minutes. After a flight of 195 hours, 18 minutes, 35 seconds - about 36 minutes longer than planned - Apollo 11 splashed down in the Pacific Ocean, 13 miles from the recovery ship USS Hornet. Because of bad weather in the target area, the landing point was changed by about 250 miles. No Palace hand in sedition raps vs. Robredo, others —Andanar malaCaÑanG has no hand in the filing of sedition complaint against Vice President Leni Robredo and some members of the political opposition, Presidential Communications Secretary Martin Andanar said Friday. Interviewed on GMA News' Unang Balita, Andanar said the filing of the complaint before the Department of Justice (DOJ) on Thursday was the own initiative of the Philippine National Police (PNP). "Definitely walang kinalaman ang Palasyo diyan, ang executive branch. This is the own decision of the Philippine National Police. Wala k a m i n g k ina l-

aman diyan," he said. Andanar said President Rodrigo Duterte is too busy fighting corruption to be minding a legal case against the opposition. "We have so much work to do. Marami pong ginagawa ang Presidente. He is fighting corruption left and right," he said. Presidential spokesperson Salvador Panelo also denied that the Palace was behind the sedition charges. "We have nothing to do with this case. None at all. Absolutely nothing. Otherwise eh di kami na ang nagdemanda diyan noon pa," Panelo said in an interview on ANC television. On Thursday, the PNP-Criminal Investigation and Detection Group filed a sedition complaint against Robredo, several senators and opposition personalities in connection with videos annotated by a certain Bikoy, who linked members of the Duterte family to illegal drugs. Aside from Robredo, named respondents in the complaint were Senators Leila de Lima and Risa Hontiveros, former senators Bam Aquino and Antonio Trillanes IV, members of the Otso Diretso senatorial slate except Mar Roxas, and several others. Peter Joemel Advincula, alias "Bikoy," the man who claims to be the hooded figure who made the allegations in the "Ang Totoong Narcolist" videos, was named in the complainant both as a respondent and as a witness. The police also filed charges for inciting to sedition, cyber libel, estafa, harboring a criminal, and obstruction of justice against a total of 38 respondents, including one alias "Sentrix" and one unnamed person. Panelo said "it’s about time to know the truth" about the videos. Robredo camp decries harassment manila — “Plain and simple harassment” was how the camp of Vice President Leni Robredo described the filing of sedition and other criminal charges against her and several opposition figures – including members of the clergy – by the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG), in connection with the “Ang Totoong Narcolist” videos. “If this is purely based on the outrageous statement previously given by Mr. Advincula, we can confidently say this is completely baseless and nothing more than plain and simple harassment,” Robredo’s spokesman Barry Gutierrez said yesterday, referring to Peter Joemel Advincula. Gutierrez said they have yet to receive a copy of the referral of the CIDG submitted to the Department of Justice. “As soon as we do, we will refer it to the VP’s lawyers for study and appropriate action,” he said. Advincula had claimed to be “Bikoy,” the hooded figure in the video who tagged the family and close allies of President Duterte as part of a drug syndicate. He later retracted his allegation and tagged opposition personalities as being behind the videos. The senator filed Senate Bill (SB) 206, which aims to amend the Solo Parents’ Welfare Act of 2000. He said duly recognized foster parents would benefit from the proposed measure. Go deplored that the benefits and privileges granted by the existing law “are not sufficient to provide for the needs of the single parents who are both the breadwinner and the caregiver of the family.” SB 206 grants solo parents additional special discounts in purchases, such as 10 percent from clothes for babies up to 2 years old, 15 percent from baby’s milk and food up to 2 years old, and 15 per-

Carpio suggests 'formula' for enforcing arbitral award without going to war manila — Responding to the challenge of President Rodrigo Duterte, Supreme Court Senior Associate Justice Antonio Carpio enumerated ways to enforce the Philippines' arbitral victory without going to war. The president has been consistent on his position that the country will not go to war with China over the West Philippine Sea row. "Xi Jinping (said) there will be trouble. So answer me, justice, give me the formula and I'll do it," Duterte earlier said, referring to Carpio. Speaking at the graduation ceremony of Ateneo Law School onSunday, Carpio shared ways on to enforce the arbitral ruling without going to war with China and using only the rule of law. Agreements with other claimant states Carpio's first two suggestions were entering into sea boundary agreements with Vietnam and Malaysia. Manila can enter into an agreement with Hanoi on overlapping extended continental shelves beyond the Spratlys Islands and with Kuala Lumpur on the adjoining exclusive economic zones (EEZs) between Borneo and Palawan. The senior magistrate noted Vietnam had already proposed a sea boundary agreement but the Duterte administration has not acted on it due to fear of offending China. The Philippines, along with Vietnam, Malaysia, Indonesia and Brunei, can also enter into a convention that no geologic feature in the Spratlys generate an EEZ, leaving China the lone claimant claiming EEZ over the area. The justice noted that the Duterte administration has been decrying the lack of enforcement mechanism of the UNCLOS but refuses to join naval powers that enforce the ruling. The Philippines had withdrawn from the Rome Statute that established the ICC but the complaint was filed before the withdrawal took effect. If the ICC decides that it has jurisdiction over the case, "this will fortify and enforce the arbitral award," Carpio said. Having said these measures, Carpio reiterated that the threat of going to war was meant to scare Filipinos into submitting to China. "This false option should be discredited once and for all. 24-Hour In-Home Caregivers: Are you paid for sleep time? If not, read this article

CareGiverS for the elderly are regularly required to provide overnight care to their clients when working 24-hour shifts. In fact, many caregivers provide full support and assistance to their elderly patients throughout the night, as well as general supervision and companionship. Overnight care is necessary for many patients who suffer from dementia, wake up confused or disoriented, or have trouble going to the bathroom on their own. The label of “sleep-time” is often inaccurate, because patients get up so often that the caregiver must wake up several times each night, thereby getting inconsistent sleep. Without overnight care, many patients would need to be institutionalized in a care facility or placed in group homes. In the caregiving industry, unfortunately, it is common for private employers to deduct sleep time and other non-active time from the caregiver’s hours worked. Many private employers incorrectly believe that since a caregiver is allowed to sleep, and is provided a place to stay, they do not have to pay caregivers for the overnight supervision and coverage they provide. However, this practice is illegal under California law. In-home caregivers must be paid for all hours they are required to remain on the premises, subject to the control of their employers, even to the extent that they are sleeping, inactive, watching television or surfing the net. Accordingly, if a caregiver is not allowed to leave a patient’s home at night, the caregiver must be paid for all overnight hours. Although many employers require caregivers to remain on the presence at all times to ensure the client’s health and safety, when faced with a claim for unpaid overnight wages, they argue that the caregiver stayed at the client’s home for their own benefit, rather than for the client’s benefit. To limit liability, employers typically claim that the caregivers did not have a place to live, did not want to drive home or simply enjoyed staying at the residence. These claims are often untrue and tend to ignore the economic vulnerability that forces many caregivers to work overnight without pay. If you are a 24-hour in-home caregiver, paid a daily rate for the services you provide, then you likely have a very valuable claim for unpaid overtime wages. For example, if you are a caregiver working 24-hours per day, 5 days per week, for a day rate of $270.00, then your daily unpaid overtime claim is approximately $675.00. The day rate of $270.00 does not compensate you, at all, for the 15 overtime hours you work each day. Based on this example, the caregiver’s regular rate of pay is $30/hour and the overtime rate is $45/hour (15 x $45 = $675). Moreover, liquidated damages for a

willful failure to pay overtime wages could add an additional $165.00 per day to the claim, as well as interest, attorneys’ fees, and penalties. In the above example, the hypothetical caregiver may claim over $4,000 in additional compensation per week. On a yearly basis, this claim would exceed $200,000. We have helped many caregivers whose claims exceed $500,000 in potential damages when working several years for employers who fail to pay them the requisite overtime compensation. The best way to keep your employer honest is document your time worked. Text or email your employer if you are woken up at night and required to assist your client during night time hours. Keep a daily time log, documenting the activities and work you performed overnight, when caring for the patient. If you have emails or text messages from your employer, you should always save them. Save every communication, no matter how trivial it may seem, because it may end up being the most valuable piece of evidence to prove your claim. Caregivers working in Residential Care Facilities for the Elderly may also be entitled to compensation for sleep time when required to work at night or supervise patients while they sleep. There are limited circumstances where facilities are legally permitted to deduct sleep time. In reality, many facilities do not meet the requirements to deduct sleep time from hours worked and, therefore, owe the caregivers overtime compensation for hours worked providing overnight care. Drilon tells government to cooperate with UN probe on PH drug war Senate Minority Leader Franklin Drilon asked the government to keep an open mind and display statesmanship amid the adoption by the United Nations Human Rights Council (UNHRC) of a resolution seeking a comprehensive report on the human rights situation in the country. "Let’s project statesmanship and maturity as a country. Let's keep an open mind, not shut doors to international bodies objectively looking into the issue," Drilon told the government. "We will rise to the challenge and the challenge is to improve the human rights situation in the country," he said. Instead of imputing malice on a legitimate action performed by highly respected organizations such as the UNHRC, wherein the Philippines is among the founding members, Drilon said the government must be able to show strong resolve to address the issue.

REVILLA PUSHES FOR FREE DIALYSIS TREATMENT FOR ALL FILIPINO INDIGENTS Senator Bong Revilla, Jr., on Monday, filed the Comprehensive Renal Replacement Therapy Act of 2019 aiming to provide free dialysis treatment for indigent patients suffering from different kidney conditions. Kidney disease has consistently ranked in the 10 most deadly diseases in the Philippines and worldwide. If passed into law, all national, provincial, and regional government hospitals, including all stand-alone dialysis facilities will be required to establish, operate and maintain a dialysis service facility in their hospital. "This bill is t he answer to t he long-standing problem of our indigent patients suffering from various kidney diseases. Titiyakin natin na gagawin ng pamahalaan ang lahat para madugtungan ang kanilang buhay," (We will make sure that the government will do everything to extend their life.), Revilla said. Through this bill, all patients diagnosed with end-stage renal disease (ESRD) will be referred to a DOH-accredited transplant facility to attend a pre-transplant orientation and to be

Sotto on retaining SP post: That’s what the majority wants

Senate President Vicente Sotto III expressed confidence Monday that he will still be elected to the top Senate post when the 18th Congress starts on July 22. “Mukhang ganun ang gusto ng majority ng mga kasama ko naman… na ako pa rin ang mahalal,” (It seems that’s what the majority of my colleagues want... that I be elected.), Sotto said in an interview on Dobol B sa News TV. He said that only the chairmanship of one or two committees are still up in the air. He did not elaborate. “Medyo buo na, isa-dalawang committees na lang ang hindi malinaw,” he said. Insinuations of replacing Sotto as Senate President came up in May when neophyte senators were supposedly posturing to get the committees they want to chair. The newly-elected lawmakers, however, denied they were moving for leadership change.? Senators Panfilo Lacson and Manny Pacquiao even drafted a manifestation to know who really were supportive of Sotto. At least 14 senators signed the document. Sotto was elected as Senate President in 2018 following a resolution signed by 15 senators seeking the reorganization of the chamber. He replaced then-Senate President Aquilino Pimentel III. Dela Rosa wants to regulate use of government ambulances Government officials and employees who misuse government ambulances face administrative sanctions and dismissal from government services, according to a bill recently filed by Senator Ronald "Bato" Dela Rosa. Senate Bill No. 229, otherwise known as an Act Regulating the Use of Government Ambulances, Providing Penalties Therefore and for Other Purposes, aims to institutionalize the proper use of government-owned ambulances. Under Memorandum Circular No. 107, series of 1989, issued by the Department of Health, ambulances could be utilized for withdrawing money from the bank, transport personnel on night duty to and from pick-up/drop in centers and for medical outreach missions. Dela Rosa, however, said he received several complaints that government ambulances are being used for personal purposes and that during emergency situations patients have to pay for the gasoline for these vehicles. According to the bill, any govern-

ment ambulance assigned or donated to local government units shall be under the joint custody of the local chief executive and a health officer. Both shall be jointly liable for any violation committed under the Act. Upon the end of the local chief executive's term of office, he or she shall turn over the custody of the ambulance to the proper authority within 15 days from his last day in office. Also, the health officer of the local government unit shall do the same from his last day in office. Failure to return the ambulance on the appointed date, whether it was acquired using government funds or donated for government use, shall result in perpetual disqualification from public service with forfeiture of retirement benefits. The local chief executive shall be required to dispatch the ambulance to the patients without unnecessary delay during emergency. He or she shall also be required to appoint at least one regular driver for each ambulance and

ensure the vehicle has sufficient gasoline and regular maintenance. The Dela Rosa bill prohibits public officials and employees from using ambulances for office service vehicle, for recreation and or personal use. It is also deemed unlawful by individuals or entities to use the ambulance for private use and to paint over or allow the painting over of any government ambulance to circumvent the provisions of the Act. Public officers and employees are prohibited from collecting fees from patients or discriminating patients from using government ambulances due to religious beliefs, gender, economic status, public policy or good customs. Violators of the Act face 30 days suspension from office for the first offense, six months suspension for the second offense and termination from service and forfeiture of retirement benefits and perpetual disqualification from public service for the third offense. Government must cut diplomatic ties with Iceland—Imee Marcos Senator Imee Marcos urged the government Saturday to "cut diplomatic ties with Iceland ASAP," after the United Nations Human Rights Council (UNHRC) adopted the European country's resolution to launch a review on the human rights situation in the Philippines. "A strong statement is in order that the values and political agenda of other countries, many of them developed countries like Iceland, cannot be imposed on an independent country like the Philippines," Marcos said, noting that not even half of the UNHRC members voted in favor of the resolution. Of the UNHRC's 47 members, 18 voted in favor of the

resolution, 14 against, while 15 abstained. Marcos also scored the "state-sponsored abortion" of developed countries that showed their "distorted values and double-standard morality." "They point a finger at the Philippines for alleged human rights violations, yet they justify the killing of defenseless, unborn children," Marcos explained. "Other countries cannot presume to know better how we should enforce our own drug laws," Marcos said. National leadership in exasperation proclaimed that Manila is almost a dead city. And why not? It seems unresponsive to health and safety anymore. Filth is everywhere, congestion is unmitigated, traffic almost at a standstill, crime an ordinary incident and chaos, a 24-7 occurrence. In the words of Dan Brown in his bestselling novel “Inferno” the “gates of Hell” is even found in Manila! It is a sad commentary on what happened to Manila compared with yesteryear. For a time, it was an economic stalwart, a fiscal hub, overflowing with raw resources and the commercial center of Asia. To think that it has an enviable glorious past. In the 20’s it has been dubbed as the Paris of the Southeast, in the 30’s the Pearl of the Orient and in the 50’s a developing nation second to Japan. In the 60’s its educational institutions were honored at a time when Singapore was still a backwater. Manila, in the eyes of the world, is still the capital of the Philippines although it has been replaced by Quezon City. It is in Manila where Malacañang, the country’s seat of power, is situated. It is the central district of the country’s financial system; the mecca of manpower employment opportunities; the spiritual temple of the dominant faith; and the site of the country’s most sacred historical shrines. Changes in political leadership, changes in the pursuit of economic struggle, changes in various social condition including climate, industrial and technology virtually reconfigured what Manila was before until it succumbed and faded into a shadow almost a pariah, a figure that denotes a struggling metropolis overtaken by disorder, syndicates of every shade, gangs of opportunists and stinking. Exploitation as a national hobby became the order of the day. Manila became the headquarters of exploiters. From a distance, it can be seen as a spot almost encumbered by adventurers bearing pollutants as it continually pushes the limits as if besieged with storm with darkened surroundings up until it reaches the skyline. As a matter of fact, one cannot even see the skyline because of impurities in the air and smog! Penury was everywhere and contagion in the physical sense had weakened social resolve. To live within its boundaries is almost like signing a contract to undergo lung cancer and a host of other deadly infectious diseases. The composition of its air is similar to the

He has barely stretch for a day, he gave the world a miraculous sight of an ordered main street of Divisoria. The next day, the congested, vendor infested and crime laden streets of Cariedo, Quiapo, Recto became a site to behold. Barely a week in the Mayoral office, Manila’s main street looked like European historical thoroughfares already. Leaders of various shapes and persuasion, they who were cynical of anything convention-

al and unconventional and, as long-time critics of any administration began offering unusual praises. Senator Ping Lacson felt that with Mayor Isko’s leadership, he can look forward to retiring with positive vibes. Senator Hontiveros became an instant fan. Former Mayor and now Congressman Lito Atienza was heaping admiration for the new local leadership. As a matter of fact, the whole social media was abuzz about Isko’s accomplishments although his administration has not yet passed a full one week yet. These personalities and movements are very conservative. They virtually are born to oppose and criticize but not this time. They are even fantasizing the ascension of Isko from the pedestal of mayorship to the altar of national leadership. And why not? Isko may have been born in the slum area, barely completed formal education, almost lived through by sifting garbage until a stroke of luck made him a denizen of the silver screen, became a neighborhood barker and gofer of political has been. Despite such pedestrian orientation, he remained respectful, reverent and humble. He never grumbles, never curses, never embarrassed anyone. He remains as a distant star about to shine on a fledging country in need of salvific icon.

California Rent Control bill moving to the Senate California is one step closer toward having statewide rent control. An expanded version of an “anti-rent gouging bill” cleared its first senate committee late Tuesday night. The bill was heard by the committee Tuesday afternoon during a marathon session, but because several committee members were absent, it didn’t get the votes it needed until shortly before midnight. Several Los Angeles advocates, including a rep for Mayor Eric Garcetti and organizers with ACT-LA, were at the Capitol in Sacramento to register their support. AB 1482 will have to be vetted next by the senate appropriations committee. If it ultimately approved in the full Senate (it already passed the Assembly) and signed into law by Gov. Gavin Newsom, it would make it illegal for property owners to raise rents more than 7 percent, plus the Consumer Price Index, in one year. The CPI averages about 2.5 percent in California. Homes constructed in the past 10 years would be exempt, and the law would expire in 2023. AB 1482 now also includes a provision that would only allow landlords to evict tenants with “just cause,” originally part of another bill, AB 1481, that did not clear the Assembly before a key legislative deadline in May. Examples of just cause include failing to pay rent, causing a nuisance, and “criminal activity by the tenant on the premises.” The rent control element would have the largest impact on cities that don’t already have rent control laws. But renters in cities that do have local rent control laws—including the city of Los Angeles—could benefit, too, according to a new analysis from the Terner Center for Housing Innovation at UC Berkeley. The report estimates AB 1482 would impact 4.6 million households statewide, protecting them “from unsustainable rent increases, at least in the short term.” The Terner Center zeroed in more closely on 10 communities, including three with rent control laws: Fruitvale and West Oakland, the Mission in San Francisco, and Boyle Heights in Los Angeles. In those areas, it determined the bill would extend rent control provisions to 31,212 residential units. That’s because AB 1482 would apply to rental units that are not already covered by local rent control policies. In Los Angeles, for example, units built after October 1, 1978 are not covered by the local rent control law. Under AB 1482, units built in Los Angeles between 1978 and 2009 would be covered. The California Apartment Association and the California Association of Realtors are fighting the bill, calling rent control a “decades-old failed policy.” “Our biggest concern is we don’t make a bad problem worse by scaring off development in California,” said Debra Carlton, a California Apartment Association spokesperson. California has vastly underbuilt housing for years, and it’s one of the reasons why the cost

of renting is so expensive. Over the last decade, an average of less than 80,000 homes have been built in California annually, according to the state’s housing department. A 2016 report from McKinsey Global Institute finds that California ranks 49th out of all 50 states in terms of per capita housing construction. Opposition groups have already hashed out a compromise with lawmakers to water down the bill, lowering the rent cap from 5 percent, as originally proposed, to 7 percent. The Terner Center says that amount is high enough that it would “not curtail new [housing] production.” “I believe landlords should have room to operate at a reasonable profit,” Jackson said Tuesday. “This bill as amended… gives landlords plenty of room to raise rents, some might argue too much room.” Economists have a hard time agreeing on most things. But regardless of partisan leaning, most economists would say rent control is not great policy. Even prominent progressives like Paul Krugman have expressed opposition to it. Rent control is quite literally the textbook example of a “price ceiling”– undergrad economics textbooks will often feature problem sets with questions about what’s wrong with rent control. The classic microeconomic downsides include killing the incentive to build more housing, causing landlords to neglect maintenance and repair, and inflated prices for non rent-controlled units. A poll of ideologically diverse economists found that only 2 percent agreed with the statement that rent control had had a positive impact on housing affordability in cities like New York and San Francisco. Many urban planners and other scholars studying gentrification and displacement cite rent control as an effective policy to keep longtime residents in the communities in which they live and work. And because rent control has become so deeply embedded in the housing markets of some cities, taking it away—no matter how economically inefficient it may be–could spell disaster for current residents. In every situation there is a good and a bad, in every policy makers policy there is always a benefit and a disadvantage to both sides. WHAT IS THE DIFFERENCE BETWEEN AN ANNULMENT AND A DIVORCE? What is the difference between a divorce and an annulment? Many people think these concepts are the same and interchangeable. There are many differences between the two concepts. A divorce ends a valid existing marriage. In a nullity, a determination is made about the validity of the marriage itself. When a marriage is annulled, it has the same effect as if the marriage never existed. A nullity results in a void. In California, any spouse can obtain a divorce regardless of the reason. A common basis used is a catchall phrase “irreconcilable differences.” However, anyone who wants to end a marriage can end the marriage and there is nothing the other spouse can do to stop that. However in a petition for nullity, the court will not automatically grant you the nullity. There has to be a legal basis for seeking the nullity as outlined in the family code. Some of the basis are 1) entering into a bigamous marriage 2) incestuous marriage 3)fraud in obtaining the other spouse’s consent to marriage 4) incurable physical incapacity 5) unsound mind among others. The petitioner would have to prove one of these grounds in court to be able to get a nullity. In a Nullity, there is a statute of limitations. That means you have to file your nullity within a certain time period depending on the basis for seeking the Nullity. Each ground has a different statute of limitation. For example, if you are filing the nullity based on fraud, you have to file within 4 years of discovering the fraud. If you blow the statute of limitation, this can be used as a defense to dismiss your case. On the other hand there is no statute of limitation in a divorce. You can file a divorce at any time regardless of how long you have been separated from your spouse. In a divorce, husband and wife are presumed to be the parents of children born during the marriage. In a Nullity, the marriage has no validity so it will affect the presumption of parentage of the children. The Court will have to make a finding of parentage for the children on a different basis before it can make orders relating to custody, visitation, and support. The treatment of spousal support (alimony) is different between the two. In a divorce, the spouse that has less earning capacity and access to resources may seek an award of spousal support. This is not available in a Nullity since the marriage is invalid and there is no spouse as a result. The division of property is also different. In a divorce, community property is divided equally between the

spouses. In a nullity, since there is no valid marriage, there is no community property created and properties are not divided between the spouse. Similarly, neither party can receive survivorship benefits and inheritance rights from the other party in a Nullity. Finally, there are different immigration consequences between a divorce and a nullity when an immigrant spouse is involved. In a divorce, the immigrant spouse who obtains a greencard from a US Citizen spouse stands a bigger chance of keeping his or her greencard and ultimately become a US Citizen. In a nullity, the immigrant spouse may lose their greencard status when the marriage is found to be invalid since it is the basis for the greencard. How To Eliminate Debt Without Filing Bankruptcy You’ve probably seen a lot of these ads: “Settle your debts for pennies on the dollar!”, “Reduce your debts legally without filing bankruptcy!” “Stop bill collectors now and pay them only what you can!” Are all these just exaggerated claims? Or are any of these ads true? How can you protect yourself from being scammed? If you’ve accumulated a lot of credit card and other debts and have found it difficult to make your payments, perhaps you would like to find a way out of debt without having to file for bankruptcy as much as possible. After all, bankruptcy is often a last resort for most people when no other options exist. But how do you know who to trust before giving anyone your hard-earned dollars? Unfortunately, bad things happen even to good, honest and decent people. And when you are in a situation where your bill collectors are hounding you day and night for payment, you may be tempted to accept the first offer of help from someone who comes along although you may not really understand what you are getting into. FACT: Debt settlement companies are everywhere, often telling you things that are not true. You see them advertising in newspapers, on TV and on the internet. A lot of these companies are out of state and once they have your money, you may not hear from them again. Does this mean that all debt settlement companies are dishonest? No, that’s not what I’m saying. But you need to be very careful as there are a lot of unscrupulous and deceitful companies out there who want to take advantage of your misfortune. Before you hire a debt settlement company, make sure that you understand the agreement that you are signing. Over the years, I have heard hundreds of horror stories from clients who have put their faith and trust in a debt

settlement company who made a lot of big promises that they could not eventually deliver. They charge large up-front fees before they do any work and in a lot of cases, they don’t explain to you exactly what services they will be providing. Most of them also do not tell you that the credit bureaus will still report your accounts as “late” on your credit report. Thus, if your credit will be ruined anyway, wouldn’t you just be better off filing for bankruptcy so you can get out of debt much quicker without spending so much money? This doesn’t mean that debt settlement is not an alternative to filing bankruptcy. In some cases, it is better than bankruptcy if settling your debts is the best way to protect your assets without having a bankruptcy on your record. Remember, however, that settlements are only available on unsecured debts like credit cards, medical bills and department store cards, auto repo and foreclosure deficiencies. Also, you may need to file bankruptcy right away if there is an immediate threat to your property or income such as a lawsuit, wage garnishment, bank levy or foreclosure. And If it’s going to take more than 12-18 months to negotiate settlements with your creditors, in most cases, bankruptcy might be the better way to go. Recto: With Road Board gone, 2020 budget must specify MVUCfunded projects The proposed 2020 national budget must comply with the Road Board abolition law, which requires all projects funded by motor registration fees be specified in the annual General Appropriations Act (GAA). Senate President Pro Tempore Ralph Recto reminded the executive to make sure that next year's spending bill will be in accordance with Republic Act 11239, which President Duterte signed on April 8, 2019. RA 11239 abolished the Road Board and decreed that all Motor Vehicle User's Charge (MVUC) collections be remitted to the National Treasury and placed in a special account in the General Fund. Monies under the account will be "earmarked solely for the construction, upgrading, repair, and rehabilitation of roads, bridges, and road drainage to be included in the annual GAA," states the said law. "This is the very important sunshine provision in the law abolishing the Road Board. It means that projects funded by MVUC must be itemized and presented, in the interest of transparency, as MVUC-funded projects," he said. "That's the way to do it. Full disclosure. So that vehicle owners will know where the registration fees they have paid will go," Recto said. He said if MVUC-funded projects are comingled with other items in the DPWH budget, and the projects they are supposed to finance are lumped together with other items, "then the intent of making them distinct and separate is disobeyed," he stressed. "Kailangan under one box talaga, para alam ng taxpayers kung magkano ang nakolekta, saan gagastusin, at kung ang mga ito ay ayon sa menu na isinasaad sa RA 11239," (It should be under one box so that taxpayers know the collected amount, where to spend it, and if this is in accordance with the menu of RA 11239.), Recto explained. "If this will not be done, then we will be going back to the old system of treating MVUC collections as off-budget expenditures. Kung hindi deklarado, nakatago at naka-lump sum lang, e di parang bumalik tayo sa lumang gawain," (If undeclared, hidden, and lumpsum, it’s like going back to the old system.), Recto said. Unspent MV UC collections stood at P46.25 billion as of late last year. For 2019, government projects to raise P13.9 billion from vehicle registration fees, which are collected by Land Transportation Office. Malacañang reportedly plans to submit to Congress its proposed P4.2 trillion national budget for 2020 within a week after the President's State of the Nation Address on July 22. As a background, Jed Madela, whose full name is John Edward Madela Tajanlangit, was born on July 14, 1977 in Iloilo City to parents: JC Roy Tajanlangit, and his wife Agnes. Jed is the eldest son whose younger siblings are: Eric and Joanne Tajanlangit. He graduated with a Bachelor of Science degree in Business Administration from the University of San Agustin in Iloilo City. In 2003, he participated in the "Voice of Asia" singing contest, where he competed with 18 contestants from 16 Asian countries. That was where he became the first official male representative from the Philippines who has joined in the contest. For the next three days, he ranked first place consistently and garnered the title of "People's Choice Award" as well as "Sponsor's Choice," becoming the Grand Champion in the internet polls, and ultimately winning the Silver Trophy. Five months later, he also won as the "Best Voice of Asia Singer of the Year 2003" during the Mainhill Awards in Kazakhstan. It was during this competition where Jed Madela showcased his singing prowess, with three winning songs namely: "I'll be Around," "Labis Akong Umibig," (I Loved Too Much), and Martin Nievera's classic hit "Be My Lady." It was this particular competition where Jed had a standing ovation when he held his final high note for 18 seconds. The three songs were composed by Vehnee Saturno, who traveled with him for his competi-

tion in Kazakstan. The Philippine media often referred to Jed Madela as "The Voice" and "The Singer's Singer," as he made his way to the 2005 World Championship of the Performing Arts (WCOPA) in Hollywood, California, where he won 6 gold medals in 6 different categories. hen Jane De Leon was a grade schooler, she would run around their house pretending to fly wearing a plastic winged headpiece she bought at a wet market. Like Darna, she said, inspired by Angel Locsin’s iteration of the komiks icon for TV. She wanted to be just like her: beating up bad guys and serving as a role model, though admittedly she shared with Preview that those aspirations were just a pipe dream of a kid. But auditions opened, in search of a replacement for the injured Liza Soberano, and she tried --first for the role of the villain. She was told that perhaps she would fit the Darna mould better and she followed suit. She got through the first audition, then the second and, finally, she met with ABS-CBN's big bosses. hese days, Power banks are already a staple in just about everyone’s bag. From the one who casually roams around the city to take photos, to the gamer who’s glued to the screen for hours on end. It has become an intangible tool for a digital lifestyle. As such, companies are still trying to innovate with these things. Making them slimmer, packing more juice, and carrying more features than ever before. The ASUS ZenPower 10050C QC 3.0 is a perfect example of such. As the name implies,

The awarding of the CPCN to Dito, previously called Mislatel, officially green-lights the 3rd telco player’s operations in the country. The consortium is composed of Uy’s Udenna Corporation and publicly-listed Chelsea Logistics, with Beijing-run China Telecom as its foreign partner. The NTC confirmed that Dito has paid up the performance bond of P25.7 billion and the required P10-billion paid-in capital. “This is more than a compliance certification. It is a clear signal that we are fully committed to providing world-class telecommunications in the country,” Uy said. “This issuance will fast-track our project rollouts as we plan to start commercial operations by 2020,” he added. Dito is slated to conduct a pilot user program by the end of 2019 to test its network. It

‘Life-changing moment’: Filipino filmmaker wins BAFTA film grant By Stanley Guevarra

MANILA, Philippines – For someone who’s a queer person of color doing a documentary on his recovery from sexual assault, 24-year-old New York Film Academy student Drama del Rosario wasn’t expecting to bag a coveted grant. But Del Rosario surpassed boundaries with his new documentary after being recognized by the British Academy of Film and Television (BAFTA) and the Global Student Accommodation (GSA). Calling the achievement a “truly life-changing moment,” Del Rosario was awarded as one of two winners of the inaugural Short Film Commissioning Grant of BAFTA-GSA at the Broad Stage in Santa Monica, California, on July 9 for his documentary I’m Okay (And Neither Are You). Lola Blanche Higgins was also awarded for her short film Kissy and the Shark. The BAFTA-GSA Commissioning Grant was launched in 2019 with a theme focused on raising awareness of mental health and well-being among 15- to 25-year-olds. Del Rosario’s documentary takes off from his personal experiences, similar to his coming-out documentary film In This Family, which was shortlisted in the 2018 BAFTA Student Film Awards. I’m Okay (And Neither Are You) traces Del Rosario’s yearlong recovery from sexual assault trauma – an experience that eventually led to suicidal thoughts. Documenting the strain that sexual assault brings not only to its victims but also to the people around them, the film captures how Del Rosario’s trauma affected his boyfriend’s mental health as well, and follows the journey of overcoming trauma from the perspective of a couple. “In the early stages of developing this film, I

thought that it was just gonna be a film about my mental health and how I have a hard time opening up to people. Upon filming my everyday life, I started to realize how my trauma was affecting my boyfriend,” he said.

Struggles to get help

Del Rosario shared how he faced a number of obstacles that hindered him from opening up to friends and family in the Philippines. Among these were gender bias, and the dismissal of trauma, with religion and prayers being considered as serious remedies. It was also especially hard for him as a gay man to tell people about his trauma for fear that they would turn a blind eye to his experience and label it as a dramatic act to get attention. Del Rosario Although therapy might have seemed the most ideal response to Del Rosario’s trauma, he was held back from seeking professional help because of the stigma surrounding mental health and the financial costs that come with it. “One of the struggles I had in making the film was that there were no therapy services addressed to male sexual assault victims. I’ve come

to realize that it’s not because there are no male sexual assault victims, but because there is no demand for it. The people who need it aren’t really demanding for it,” he said. Del Rosario eventually realized that his trauma wasn’t something he could just simply ignore. “If I don’t address it openly, then I’m just gonna be throwing all of this burden to someone who I care about,” he said.

Until now, sexual assault is not often talked about, especially when it involves male survivors. Research says that at least 1 in 6 men have been sexually abused or assaulted, though this is a low estimate since these cases often go unreported.

Help is out there

Anchored on the journey to recovery, Del Rosario said telling people when you’re not okay serves as the overall message of his upcoming documentary. “The truth is that we are not these strong beings that can solve things on our own. If we don’t ask for help from people, we’re just gonna be burying ourselves in our own little bubble and it’s gonna start affecting the people around us,” he said. Del Rosario added that he wants the film to make an impact on people who have experienced trauma. “I just think about all the people who are burying all of the things in their head and staying in their bubble and how much weight could be taken off if they just go to the closest person that they love,” he added. Del Rosario hopes that the film would help eliminate the stigma surrounding mental health and sexual assault, especially involving male survivors, and normalize the act of seeking help. Through the grant, Del Rosario will be getting $8,000 for I’m Okay (And Neither Are You) – more than half of the $12,000 commissioning grant. He said he will allocate the grant for principal photography and post-production expenses. Del Rosario plans to finish his documentary when he graduates with his master’s degree in Fine Arts in Documentary at the New York Film Academy in September. How to Arrange Refrigerator Shelves

D

o you have a habit of filling up your refrigerator a little haphazardly after getting home from the grocery store, just sticking everything where you can squeeze it in? Organizing your refrigerator shelves will help you remember what items you have on hand and what’s running low. Your food will also last longer if you store everything in the proper place, so you have to throw away wasted food as often. You’ll save money and time when you find the right place for your meat, produce, dairy products, and condiments, using clever ideas to keep everything organized and fresh.

1. Put your fruit in the low humidity drawer

Fruit keeps best when it isn’t exposed to too much moisture. Most refrigerators have a special drawer that has the lower humidity than the other shelves and drawers. Sometimes it’s labeled “low humidity,” and other times it’s labeled “crisper.” This is where you should store your fruit, from apples to bananas to grapes. If you’re planning on eating fruit quickly, however, you may want to store it on the top shelf. Fresh berries, for example, will go bad faster than apples, so you might not want to store them in the crisper. Store the carton on the middle or top shelf, where you’ll see it and reach for it before

they start to shrivel. Produce stored in the crisper may be stored either loose or in open plastic bags. Don’t store fruit in tightly-sealed plastic bags, since this can cause many types of fruit to rot more quickly.

2. Keep your vegetables in the high humidity drawer

Most vegetables benefit from a little extra moisture - hence the sprinklers you see wetting down the produce section in the grocery store. Most refrigerators have a drawer that is labeled “high humidity,” usually right next to the low humidity drawer. Store your whole vegetables there either loose or in open plastic bags to keep them fresh. If you’re storing salad or cut vegetables, however, they’ll go bad more quickly than vegetables that remain whole. For this reason, you should store them on the middle or top shelf and so you’ll see them and use them quickly. To help vegetables keep longer, don’t wash them before storage. Getting vegetables wet increases the chance that bacteria will grow and they’ll begin to rot. Humidity is good, but you don’t want the vegetables to be sitting in water. If you do need to wash them, dry them completely before storing.

3. Store meat in the coldest part of the refrigerator

Whether you need to store chicken breasts, steak, sausage,

or turkey, it should go in the coldest part of the refrigerator. In most cases, that’s at the back of the bottom shelf, although some refrigerators have a designated meat drawer. If you store meat on the top shelf, it’s likely to go bad more quickly. Make sure your meat is kept separate from the rest of the items in your refrigerator. It should be wrapped in plastic and stored as low as possible, so that if any juices escape other items won’t get dripped on and contaminated. Clean the area where you store meat more often than you clean the rest of the refrigerator.

4. Keep milk and eggs on the coldest shelf, too

Many people store milk and eggs on the door of the refrigerator for easy access. The door is the warmest part of the refrigerator, however, so storing them there will cause them to lose freshness faster. Store your milk and eggs on the bottom shelf, or whichever shelf is coldest in your refrigerator. Unless you go through eggs quite quickly, it’s better to store them in their original carton instead of transferring them to the

egg containers on the inside of the door. Cream, buttermilk, yogurt, and similar products should also be kept on the cold shelf.

5. Store deli meats and cheeses in the shallow meat drawer

If you have cold cuts from the deli, cream cheese, and other types of cheese, put them in the shallow meat drawer, which usually slides out from the middle or top shelf. This is also a good place to store bacon, hot dogs and other preserved meats. It’s slightly cooler than the rest of the refrigerator, though not as cold as the back of the bottom shelf. Clean this drawer as regularly as you clean your other meat storage spot.

6. Put condiments and drinks on the door

Condiments usually contain a lot of salt, vinegar and other preservatives that prevent them from going bad quickly, so it’s fine to store them in the warmest part of the refrigerator: the door. Drinks also tend to keep longer than food. Designate the bottom shelf for the larger, heavier items, like

orange juice, beer or soda. Put sweet condiments like jams, jellies and syrups on another shelf, and save the savory condiments like mustard and soy sauce for the last shelf. Even though butter is a dairy product, it’s fine to store it in the butter compartment on the door. Butter doesn’t need to be kept as cold as milk. If you’re a condiment lover, it can be easy to let your condiment area get pretty messy with expired food. Go through the area regularly and toss out anything that’s expired or mostly used up.

7. Store leftovers and ready-to-eat foods on the top and middle shelf

Cooked food is fine to keep on the top or middle shelf. By default, dogs tend to focus more on the most salient aspects of a social situation — such as frightening cues in a dangerous situation. However, oxytocin seemed to make them override this survival instinct; dogs that received oxytocin were far more interested in smiling human faces than threatening ones. This was backed by their emotional response, which was also altered. Without the hormone, they responded emotionally more to angry faces — their pupils dilated more — while when they were under the influence of oxytocin, they responded more to smiling faces. As the authors explain, this probably means that oxytocin makes angry faces look less threatening and smiling faces more attractive. Both of these signs indicate a higher pro-social behavior. “Both effects,” says Prof. Vainio, “promote dog-human communication and the development of affectionate relations.” “It seems that the hormone oxytocin influences what the dog sees and how it experiences the thing it sees,” adds doctoral student and first study author Sanni Somppi. Escabecheng Lapu-lapu ESCABECHE refers to a type of dish popular in Latin and Mediterranean cuisine wherein meat or fish are marinated and cooked in an acidic mixture such as vinegar or citrus juices. Assorted vegetables such as peppers, onions, and carrots are also commonly added for color and texture. Filipino escabeche is a local adaptation of this Spanish dish consisting of either poached or fried fish which is smothered in a sweet and sour sauce made of vinegar and sugar with ketchup added for color and cornstarch for thickening. and garnished with tender-crisp vegetables such as bell peppers and shredded papaya. Although other variants of escabeche can be served cold, this Filipino version is best enjoyed hot and fresh from the stove or at the very least at room temperature as the sauce tends to congeal.

INGREDIENTS • 1 (2 to 3 pounds) whole Lapu Lapu (grouper) • salt and pepper to taste • canola oil • 1 small onion, peeled and sliced thinly • 3 cloves garlic, peeled and minced • 1 thumb-size ginger, peeled and julienned • 1/2 small green papaya, peeled and grated • 1 small red bell pepper, seeded and cut into strips • 1 small green bell pepper, seeded and cut into strips • 1 cup vinegar • 1/4 cup sugar • 2 tablespoons ketchup • 1/4 cup water • 1 tablespoons cornstarch

INSTRUCTIONS • Clean and gut the fish. Season with salt and pepper to taste. • In a wide pan over medium heat, heat about 2-inch deep of oil. Add fish and cook, turning once or twice, until golden, crisp, and cooked through. Remove from heat and drain on paper towels. Keep warm. • In a pan over medium heat, heat about 1 tablespoon of oil. Add onions, garlic, and ginger and cook, stirring occasionally, until softened. • Add grated papaya and bell peppers and cook, stirring regularly, until tender yet crisp. Remove from pan and keep warm. • In a saucepan over medium heat, combine vinegar, sugar, and ketchup. Season with salt and pepper to taste. Bring to a boil. • In a small bowl, combine cornstarch and water. Stir until smooth. Add to the pan and continue to cook, whisking continuously, for about 1 to 2 minutes or until sauce thickens. • Place fried fish on a serving platter and garnish with the vegetable mixture. When ready to serve, pour sweet and sour sauce on top.

Ginisang Ampalaya at Hipon is a delicious vegetable stir-fry made of bittermelon, shrimp, tomatoes, and eggs. It’s delicious and nutritious as well as budget-friendly. One traditional method of preparing ampalaya is to let the slices sit in salt until they begin to weep and then squeeze to rid of the bitterness. I am not a big proponent of this technique because bitter gourd is a powerhouse of nutrients. Why deplete the vegetable of its beneficial juices? INGREDIENTS • 4 medium ampalaya • 1 tablespoon canola oil • 1 onion, peeled and thinly sliced • 2 cloves garlic, peeled and minced • 2 large Roma tomatoes, chopped • 1 tablespoon fish sauce • 1/2 pound medium shrimp, peeled and deveined • 1 cup water • 2 eggs, beaten • 1/2 teaspoon sugar • salt and pepper to taste INSTRUCTIONS • Cut ampalaya lengthwise and with a spoon, remove seeds and scrape off white pith. Sliced thinly and place in a bowl of cold water until needed. Drain well when ready to use. • In a wide skillet over medium heat, heat oil. Add onions, garlic, and tomatoes. Cook, stirring regularly, until softened. • Add fish sauce and cook for about 1 minute. • Add shrimp and continue to cook, stirring occasionally, until shrimp starts to change color. • Add water and bring to a boil. • Add ampalaya and gently toss to combine. Cook for about 2 to 3 minutes or until tender yet crisp. • In a thin stream, add eggs and gently stir to distribute. Continue to cook for about 1 minute or until eggs have set. • Season with sugar, salt, and pepper to taste. Serve hot.

How to Decrease the Bitterness in Ginisang Ampalaya • Use the youngest and greenest gourds you can find because as the vegetable matures and yellows, the bitter taste intensifies. • Make sure to scrape off all the white pith inside and slice the green flesh as thinly as possible. • Keep stirring to a minimum and do not overcook. • Sugar, used in the right propor t ion, ca n help neutralize bitter flavors. Sprinkle the dish with about 1/2 teaspoon along with the salt and pepper.

President Harry Truman holds the distinction as the first U.S. president to propose a national health program for U.S citizens. In his honor, President Lyndon Johnson presented him (Truman) the first ever Medicare card at a signing ceremony in Independence, Missouri in 1965. It was Congressman Wilbur Mills, chairman of the House Ways and Means, who brilliantly lumped together hospital and institutional services for the elderly and called such Part A to distinguish the benefit from a voluntary program to pay for physician and other out-patient services and called such Part B. At first, only those 65 and older were allowed to join Medicare. Eligibility was expanded in 1972 by President Nixon to include those under 65 but have been suffering from long term disability. Also included were those with End-Stage Renal Disease (ESRD). As a result, an estimated 2 million Americans were added to Medicare’s roster. From 1965 to 1977, the Social Security Administration was responsible in administering Medicare. In 1972, the Health Care Financing Administration (HCFA) was established to take over the function. In 2001, the HCFA was renamed the Centers for Medicare and Medicaid Services (CMS). Concern over the cost of health care led President Nixon to sign into law what is now known as the HMO Act of 1972. The Federal government provided start-up grants and loans for the development of HMO’s. In 1980, Medicare Supplement Plans, or MediGap, were brought under federal oversight. A financing crisis in Medicare precipi-

tated the passage of the Balanced Budget Act of 1997 (signed by President Bill Clinton) resulting to, among others, the establishment of more private insurance participation in providing health care thru plans

called Medicare + choice. In 2003, this became known as the Medicare Advantage Plan or Medicare Part C. In 1998, the Internet presence of Medicare was launched thru Medicare.gov. In 1999, the first Medicare & You publication was mailed to Medicare beneficiaries. On the same year, the Toll free 1-800-MEDICARE (633-4227) was started. In 2003, President George W. Bush signed into law a landmark legislation that created what is now known as Medicare Part D. This law provided out-patient prescription benefit to Medicare beneficiaries, a prescription drug discount card available in the interim, new preventive benefits, etc. Please note that before this, Medicare allows reimbursement and payment only for “illness or injury”. Around 39 million beneficiaries enrolled on Medicare Part D. In 2010, President Barack Obama signed into law the Affordable Care Act. This law provided Medicare beneficiaries with more drug benefits (reducing the doughnut hole in Part D) and mandating free preventive services. This law also put a cap on Medicare beneficiaries’ out of pocket expenses. Today, more than 60 million Americans are Medicare beneficiaries. Apparently, many are happy with their benefits as even then candidate Donald Trump promised not to touch Medicare. In a statement on Sunday, July 7, the Manila city government announced that officials from the Intramuros Administration (IA) back Moreno’s plans to develop a “tourism circuit” that would link Intramuros to the National Museum, Rizal Park, Binondo, and other heritage districts in the city. Moreno said he also planned to work with the IA to support its “urban regeneration” initiative in Intramuros. Moreno had met with officials from the IA and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) last Friday, July 5, to discuss how to revive Manila’s cultural heritage sites and boost the tourism sector. Officially partners with PMAP, Quirino said the move was crucial for the pageant because the prime modeling group will now be involved with the training and preparation of the very first winner of the world’s newest beauty title, Mutya Pilipinas-World Top Model Philippines. This means that next Philippine representative to The World Top Model will already be the winning candidate of Mutya. ‘The pageant is now called Mutya

This pageant wants beauty queens to see the world from under the sea MANILA -- Most pageants are defined by their advocacies: Miss Earth is famed for its environmental efforts, Miss Universe for its HIVAIDS campaign and the others are usually all about tourism and world peace. But for Miss Scuba International (MSI), the under-the-radar pageant wants its contestants and fans to see the world from underwater. Its battlecry: save oceans through beauty. Admittedly, when I first heard about Miss Scuba, I thought it sported a tacky name. But when I got to know more about it, I honestly think it’s one of the coolest beauty competitions out there. I assume anyone who has gone scuba diving or even snorkeling would agree. The world is at least 70% water which means much of our planet’s beauty is hidden within its oceans and seas. The sad thing is that not everyone has a deep appreciation for our bodies of water. And part of that may be because they haven’t seen underwater nature up close. And that’s exactly the gap which Miss Scuba is trying to bridge. By bringing the attention to the underwater world, the pageant hopes to protect it. Besides, it’s also a welcome excuse for adventure-seeking beauties to participate in one of the most pleasurable water sports. To know more about Miss Scuba, I sent some interview questions to the pageant’s first Filipina winner turned national director for the Philippine franchise Cindy Madduma. Q: What is Miss Scuba International and what makes it a different pageant? A: Miss Scuba International is a pageant that celebrates the inner beauty and courage of today’s modern woman and simultaneously advocates worldwide marine conservation and safe diving practices to elevate international

tourism and cultural appreciation. There are a lot of pageants nowadays but none of them focused on our oceans. Another thing is that all international candidates are certified scuba divers. Q: Tell us about your journey in the pageant. A: I’ve heard about this pageant in 2011 when my kababayan from Palawan, Janicel Lubina, won the first national title. Then in 2013, my pageant contemporary Christine Paula Bernasor won first runner-up in MSI. After a year, she became the national director and handpicked me Handout as the country’s representative. My 27-year-old aspiring beauty queen self couldn’t say no to a great opportunity and gave it a try. Luckily, I came out to be the first Filipina Miss Scuba International in 2015. Two years after my reign, the international organization awarded me as national director for Miss Scuba Philippines. It was another leap of faith for me but I took the challenge and responsibility. I know, this is something I’m passionate about. It is all by faith and by fate. Q: What are you doing outside of Miss Scuba International? A: I am practicing my profession as a nurse but on an on-call private duty capacity. I am also still doing modeling jobs. I also host a TV show dedicated to diving.

Q: What was it like getting your professional divers’ license? A: Getting a scuba diving certification is like getting a drivers’ license. It has many levels from beginner to professional or recreational to technical. Your certification allows you to dive independently (with a certified buddy). Diving is not new to me though. I had my first discovery diving experience in 2008 and then in 2013. But those were nothing compared to the proper dive trainings Cindy Madduma. Handout and experiences I’ve had with and after MSI.

Q: You’ve also designed the crown Miss Scuba. Please tell us about that. A: I am an artist by heart and I got to design and conceptualize the crown of Miss Scuba Philippines. I designed it as a representation of the beauty and wonders of the Philippine oceans. But the actual crown was executed by my crown designer Manny Halasan. It is made up of rhinestones, accentuated with genuine fresh water pearls.

My first underwater entry was amazing. It’s calm and so peaceful down there. It’s like going to a whole new dimension far beyond your wildest imagination and perceived expectation. But to avoid any accidents one must have proper dive training. I was certified open water diver in Bohol, advance open water in Batangas, rescue diver and dive master in Malaysia. The most challenging was the dive master training course because it’s the first stage at the professional level. You are not just responsible for yourself but with the divers you guide and assist. I am planning to take my Instructor Development Course next year so I could teach and certify divers. Q: Where were the best scuba sites you’ve explored? A: I had the privilege of exploring some of the best dive sites in the world. Sipadan island and Mabul island in Sabbah, Malaysia; Lembeh in Indonesia; Batangas, Bohol, Apo Reef, Puerto Galera and Puerto Princesa, Palawan. Q: What are your dream dive sites? A: Our very own Tubbataha reef in Cagayancillo, Palawan is No. 1 on my list. And then, of course, Malapascua, Rajah Ampat in Indonesia, Palau, Galapagos, Great Barrier Reef and Maldives. Q: How important is Miss Scuba as a pageant in the Philippines? A: We believe that it is the perfect time to introduce a pageant in the Philippines that has a genuine advocacy and is devoted to help safe our oceans through the beauty of this passion-

Q: What is the state of Philippine oceans? How does it compare to others? A: Philippines as an archipelago is blessed with many breathtaking sights and premier dive sites. We are situated at the epicenter of the coral triangle, i.e. the center of the center of the world’s richest biodiversity. However, ocean conservation remains to be a challenge up to this day. In every dive I’ve done, I have seen and collected plastic trash, evident coral bleaching, damaged reefs, runoffs and unregulated tourism. We are among the world’s biggest ocean plastic dumper. This is not just an economic problem but a global problem that calls for a direct action/solution. But there is still time to reverse this destruction through our collaborative efforts. Q: What do you want to tell ocean travelers and tourists? A: I have a lot to say. First of all, if we love the ocean, we should protect it from anything that may harm it. Let us enjoy the beach with love and respect. 1. Be a responsible traveler. Switch to eco-friendly alternatives to lessen your carbon footprint. 2. Please, please, please mind your trash. Carry it as you leave and pick up any trash that you see. 3. Do not harm any marine creatures and do not step on the corals. 4. Use a coral-friendly/reef-safe sunscreen. Check if the ingredients list does not contain oxybenzone which is potent chemical that can harm or kill corals. 5. Kristen Lim looks to make Pinoy community proud in CrossFit Games

MANILA, Philippines – Kristen Lim is excited to compete against some of the finest athletes in the world when she represents the Philippines in the 2019 CrossFit Games, which will be held from July 29 to August 4 in Madison, Wisconsin. The 26-year-old got started in CrossFit in 2014, in an effort to find a fitness regimen to maintain her weight. “A local affiliate opened in my neighborhood and so I decided to sign up even without knowing anything about what CrossFit is. All I know was that it has gymnastics and I enjoy doing gymnastics,” she explained to ABS-CBN News via e-mail. “After a few months of attending classes, I was invited to join a local competition. We won and that’s when I got hooked into CrossFit as a sport rather than just a fitness regime,” she added. Half a decade later, Lim has established herself as the top female CrossFit athlete in the Philippines. She qualified to the CrossFit Games through an online competition called “The Open,” where athletes posted workout videos over the course of five weeks that is then verified by CrossFit. “I’ve been doing the Open since 2015 but it was only this year wherein they announce that the fittest per country Imjusten / Instagram will be invited to the CrossFit Games,” said Lim, who trains out of Avant Garde CrossFit. Lim is one of 134 women who qualified to the Games. It is a massive challenge for the Filipina, who has ramped up her training regimen ahead of the event. “To prepare for the Games, I’ve been incorporating running, swimming and odd object training into my daily regimen,” she said.

“Based on previous Games, the first few events are usually outdoor running and swimming and odd object movements so that’s what I need to prep for if I want to increase my chance of lasting,” she added. Because of the great number of participants in this year’s edition of the Games, they have implemented

cuts after every day of competition. From 134 women, the field will be cut down to 75 after the first event, and further reduced in every round until only 10 competitors remain. “To be able to last more than one day will already be a win for me,” said Lim, who is looking forward to competing against elite athletes such as Tia Claire
