First HHH-Funded housing opens at 88th and Vermont

M

ayor Eric Garcetti recently celebrated the opening of 88th and Vermont, the first HHH-financed supportive housing development to be completed since the bond measure passed in 2016. The Mayor was joined at the ceremony by Supervisor Mark Ridley-Thomas, Councilmember Herb Wesson, as well as numerous community leaders.

“88th and Vermont is exactly what Angelenos had in mind when they said ‘yes’ to Prop HHH in 2016 — a clear marker of how we are coming together to confront the homelessness and housing crisis like never before, deliver services to our most vulnerable residents, and bring our unsheltered neighbors indoors,” said Mayor Garcetti.

“This is the first of many HHH-funded projects set to welcome families inside, and today is proof that we are moving from renderings to reality and delivering the high-quality, permanent supportive units that unhoused Angelenos urgently need and deserve.”

Since taking office, Mayor Garcetti has acted with unprecedented urgency to confront the homelessness and housing crisis — from expanding the homelessness budget to 25 times what it was four years ago, to launching the A Bridge Home shelter program, which is getting unhoused Angelenos off the streets immediately while HHH-funded projects are built. Rather than relying exclusively on federal, state, or county dollars, Mayor Garcetti and the City Council came together in 2016 to create a local funding source to invest in the permanent, effective, and cost-efficient model of supportive housing for tackling and ultimately ending homelessness.

Mayor Garcetti led the coalition to pass Proposition HHH, a $1.2 billion bond de-

signed to leverage financing to more than triple L.A.'s annual production of supportive housing and support the addition of 10,000 units for homeless Angelenos across the city. Since Proposition HHH passed in 2016, more than 118 permanent supportive housing developments have received funding commitments, 20 are in construction, and another 30 are expected to break ground this year. In addition, another 64 supportive housing units financed with other resources also completed construction this month.

“Today, we are finally beginning to deliver on the housing mandate the voters approved through Measure HHH in 2016,” said City Council President Nury Martinez.

“Their support has allowed the City to approve more homeless housing in the last several years than in the previous 30 years. While we welcome the arrival of the first of thousands of more units to come, we know even more is required of us to address homelessness and we must act urgently and decisively.”

Study endorses “jail-to-treatment center approach”

O

n any given day, more than 3,300 people struggling with mental health disorders in Los Angeles County jails are legally suitable and clinically eligible for diversion to community-based treatment programs, according to a new study by the nonprofit RAND Corporation.

A significant proportion of this population is likely to be homeless or at risk of homelessness.

Conducted in response to a motion by Supervisors Mark Ridley-Thomas and Kathryn Barger, the independent research noted about 5,400 of the County’s average daily inmate population – nearly one-third -- are in mental health housing units and/or have been prescribed psychotropic medications.

Of the jail’s mental health population, RAND concluded 61 percent meet the criteria currently used by the County’s Office of Diversion and Reentry (ODR) to determine whether an individual may be put forward to the courts as a candidate for diversion.

An additional 7 percent are also potentially eligible for diversion, while 32 percent are not, according to the study.

RAND said 74 percent of women and 59 percent of men with a mental health disorder in County jail are appropriate candidates for diversion.

RAND recommended expanding diversion programs and better tracking their outcomes. It also urged the County to improve its early diversion efforts, which may be able to help people before they enter the criminal justice system.

For example, some jurisdictions intervene at the point of law enforcement

“Knowing how many people are appropriate for diversion is a first step toward understanding the types of programs, staff and funding that would be needed to treat those individuals in the community,” the study’s lead author, RAND behavioral scientist Stephanie Brooks, said.

RAND’s findings echoed those of ODR, whose own recent research concluded 56 percent of the County jail’s mental health population is eligible for diversion, with an additional 7 percent also potentially eligible.

Since its creation in 2016, ODR has diverted more than 4,400 people from County jails to long-term care and supportive housing, with very low rates of reoffending.

Among those placed in the ODR Housing program, 90 percent have remained housed after six months.

Diversion programs cost the County about $70 daily per person, while incarceration costs about $600 daily per person with serious clinical needs.

“No one can get well in a cell,” said Supervisor Ridley-Thomas, who authored the motion that created ODR. “With diversion, we are creating better outcomes for people and saving County resources — without compromising public safety.”

“Diversion is also breaking the cycle between jail and homelessness, enabling those with mental health disorders to get treatment instead of the costly alternative of serving additional time behind bars and then being released with no support,” Supervisor Ridley-Thomas added.

“RAND’s research underscores the need to double down on diversion to reach all those who could benefit.”

Developed by Women Organizing Resources, Knowledge, and Services (WORKS) and Community Build Inc., the 88th and Vermont project broke ground in April 2018 and saw the first tenant move into the building in December 2019.

Construction of the housing project generated more than 160 construction jobs.

The site features 46 permanent supportive housing units for transitional-aged youth (18-25 years), veterans, and households with special needs experiencing chronic homelessness. There are an additional 14 units for very low-income families and individuals, as well as two managers’ units. The LEED Gold Certified design also includes a youth and family support center that offers services to local youth through the Mayor’s Gang Reduction and Youth Development (GRYD) program, and helps connect Angelenos with the job training and academic resources needed to secure employment or schooling.

“88th and Vermont has been decades in the making, which, along with other funding, was finally made possible because of HHH dollars,” said Channa Grace, President and Chief Executive Officer of WORKS. “WORKS, and our co-development partner, Community Build, are delighted that we are providing permanent supportive housing, housing for transition-aged youth, and housing for

families with very low incomes along with a 9,500-square foot youth and family center — all less than a block from rapid transit. We are excited to provide what we believe is a truly holistic offering to a community that has often been overlooked and underserved.”

Rents at the development range from $473 per month for a studio unit to $703 per month for a three-bedroom apartment. Rent subsidies for tenants will be provided by the LA County Department of Health Services Flexible Housing Subsidy Pool (FHSP) program and the Housing Authority of the City of Los Angeles (HACLA), through Project Based Section 8 vouchers.

88th and Vermont is the first project to receive a building permit using the Transit Oriented Communities (TOC) Affordable Housing Incentive Program guidelines. The program allows for landuse incentives such as increased density, floor area, and reduced parking requirements based on proximity to transit and the percentage of affordable housing provided. Since its creation, more than 10,100 housing units have been approved under the TOC program.

Census ramps up .5M job recruitment

T

he U.S. Census Bureau is ramping up its national recruiting efforts to hire up to 500,000 temporary, part-time census takers for the 2020 Census in communities across the country to reach its goal of more than 2 million applicants.

The positions offer competitive pay, flexible hours, paid training, and weekly paychecks. To determine the pay rate in a specific area, learn more about these positions, or apply for one of the temporary jobs, visit 2020census.gov/jobs.

“Whether you’re looking to earn some extra cash, pay down your student debt, or offset holiday season spending, our part-time positions are a great way to do that,” said Census Bureau Director Steven Dillingham.

“What better way to earn some extra money and help shape the future of your community for the next 10 years than with the 2020 Census?”

Anyone age 18 and older, such as recent high school graduates, college students, veterans, retirees, military spouses, seasonal workers and people who are bilingual are highly encouraged to apply.

People who already have jobs and want to earn extra income evenings and weekends are also encouraged to apply. The selection process begins this month, with paid training occurring in March and April. After paid training, most positions work between May and early July.

In addition, the Census Bureau released a new interactive mapto help partners and job seekers identify areas where hiring is taking place.

The Census Bureau needs more applicants in all 50 states, especially

in Hawaii, Indiana, Iowa, Kentucky, Maine, Massachusetts, Michigan, Minnesota, New Hampshire, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Vermont, Washington, West Virginia and Wisconsin. The Census Bureau makes every effort to hire locally so census takers are familiar with the neighborhoods they are assigned to work.

“Aside from Puerto Rico, that has already received enough applicants to fill all jobs in the Commonwealth, every other area throughout the nation needs more applicants right now,” said Timothy Olson, Census Bureau associate director for Field Operations.

“With low unemployment, the Census Bureau is taking extraordinary efforts to attract enough applicants to fill nearly 500,000 positions this spring.”

Census takers are critical for their communities during the 2020 Census — going door to door to collect responses from households who have not responded online, by phone or by mail.

“Our aim is to reach interested applicants right now, inform them of updated pay rates in their area, and get them into the applicant pool to be considered for these critical jobs,” said Olson.

“The hiring process occurs in stages, and we are encouraging everyone to apply right now before selections

begin in January and February. Most census taker jobs begin training and work this spring.”

Can I obtain a divorce if my spouse refuse to sign?

THERE seems to be a misconception in the general public that you can only obtain a divorce in California if your spouse will sign the divorce papers. I get this question a lot from our family law clients. The fact is that California is a no fault state and you do not need your spouse’s signature in order to get a divorce. What is more important is being able to properly serve your spouse with the divorce petition and satisfy the jurisdictional requirement

of the Court by show i ng t hat eit her you or your spouse resided in the State for at least 6 months prior to filing the petition and in the County for 3 months prior to filing the petition.

When you file a divorce petition, you have to serve your spouse with the summons and petition. Your spouse then has 30 days to file a response after being served with a divorce petition. If your spouse fails to file and serve you with a response, you can

file a request for default against your spouse after 30 days. You can also file a proposed judgment for the court to approve. The default procedure can be done even if there are issues of property division, custody, visitation, and support. However, the Court will still review your proposed judgment and property division to make sure it conforms to the policy towards equal division of community property. Meaning, you have to propose a division of community property that is pretty much equal between the spouses. If your proposed property division is one sided such as distributing all community property to you and giving all the community debts to your spouse, the Court would probably not grant your judgment. The Court would probably set a hearing for you to explain why this is an equal division of community property.

The only time you may need your spouse’s signature is if your spouse files a response to your divorce petition. This is called "contesting" the

divorce. If your divorce is contested by your spouse, you can resolve the case either by "settlement" or by "trial."

However, you do not have to settle all the issues in the case at once. Under the concept of divisible divorce, you can settle some of the issues and set the other issues which you and your spouse cannot agree on for trial. Our office try to resolve cases through settlement because it is more cost effective and the parties are usually happier with the outcome. In that situation, the parties may avoid the cost and uncertainty of going to trial by executing what is called a stipulated judgment which is in essence an agreement as to all the issues in the divorce case.

FHFHA LOAN LIMTS 2020

The Federal Housing Finance Agency (FHFA) announced the maximum conforming loan limits for mortgages to be acquired by Fannie Mae and Freddie Mac in 2020. In most of the U.S., the 2020 maximum conforming loan limit for one-unit properties will be $510,400, an increase from $484,350 in 2019.

Baseline limit The Housing and Economic Recovery Act (HERA) requires that the baseline conforming loan limit be adjusted each year for Fannie Mae and Freddie Mac to reflect the change in the average U.S. home price.

According to FHFA's seasonally adjusted, expanded-data HPI, house prices increased 5.38 percent, on average, between the third quarters of 2018 and 2019. Therefore, the baseline maximum conforming loan limit in 2020 will increase by the same percentage.

High-cost area limits For areas in which 115 percent of the local median home value exceeds the baseline conforming loan limit, the maximum loan limit will be higher than the baseline loan limit. HERA establishes the maximum loan limit in those areas as a multiple of the area median home value, while setting a “ceiling" on that limit of 150 percent of the baseline loan limit. Median home values generally increased in high-cost areas in 2019, driving up the maximum loan limits in many areas. The new ceiling loan limit for one-unit properties in most high-cost areas will be $765,600 — or 150 percent of $510,400.

Special statutory provisions establish different loan limit calculations for Alaska, Hawaii, Guam, and the U.S. Virgin Islands. In these areas, the baseline loan limit will be $765,600 for one-unit properties.

Lorenzana says plan to deploy assets, soldiers to Middle East to push through defeNse Secretary Delfin Lorenzana on Friday said the plan of the government to deploy assets and troops to the Middle East is still in place despite the lifting of the mandatory repatriation in Iran and Lebanon amid the tension in the region.

"Mandatory repatriation from Iraq remains in effect, while Filipinos in Iran, Libya and Lebanon who wish to come home because of the recent tensions will be assisted by the government," Lorenzana said in a statement.

"Personnel to be deployed in the conflict areas will exclusively assist in the repatriation and humanitarian operations," Lorenzana added.

According to Lorenzana, the DND is still in close coordination with concerned agencies, adding that it is ready to provide support in the repatriation of affected Filipino workers.

Lorenzana had said two battalion

of soldiers will be deployed to assist in the rescue of affected Filipinos, stressing, however, that these troops will not engage anybody into combat.

The Philippine government will also deploy air assets including C-130 and C-295, Lorenzana had said.

Labor Secretary Silvestre Bello earlier said Filipinos in Iran and Lebanon are no longer covered by the mandatory repatriation.

"I was informed yesterday that the alert level in Lebanon was put down to level 2 and I understand that there's no more alert level in Iran," Bello said in a television interview on ANC. Bello further said the mandatory evacuation for Overseas Filipino Workers in Iraq is still in place.

'Learn from Australia': Environment group urges PH to declare climate emergency

MANILA — The Philippines can learn something from the ongoing bushfires in Australia that can help address the climate change challenges facing the country, a local environment group said on Friday.

"The effects of climate change can be seen in the situation right now. Because the season is drier, there is less precipitation and the result is that the ecosystems, especially the bushlands in Australia, are more prone to small sparks of fires that could spread as quick as hell," Leon Dulce, Kalikasan People's Network for the Environment national coordinator, said on ANC's Headstart.

One of the problems that emerged from the bushfires in Australia was the issue with underfunded fire protection services.

The same could be said of the Philippines where more than 200 towns still lack fire trucks that could respond to similar crisis.

Dulce said there are 2 million forests and grasslands in the Philippines that are prone to the effects of droughts, compounded by less precipitation and increased winds from extreme weather events that is "definitely a recipe for a meltdown across the Philippines."

He said there are not enough subsidies for government services to address or even prevent these problems.

"A lot of our watershed management institutions, down to the forest rangers in the hinterlands, are underfunded.

Sometimes they do not even receive their wages almost a year prior. It's really a recipe for disaster if the government doesn't address the problem of climate change now," he added.

Kalikasan also noted that aside from forest rangers' wages, their lives are at stake too.

Forty-six environmental defenders were killed in 2019 because of environment-related issues.

"The problem is impunity. There is not enough precedence where perpetrators are being caught and prosecuted, being jailed. That's a precedence of more em-

boldened perpetrators of attacks against environmental defenders," he said.

Forest rangers, he said, work to protect over a million hectares of protected areas and important agricultural lands in the country.

'WE WILL BURN' When asked what needs to be done, Dulce said it is mainly enforcement on the ground especially since illegal logging is deeply entrenched in the systems of corruption.

He said there are local dynasties backing illegal logging operations and the Department of Environment and Natural Resources is still issuing or allowing permits of integrated forest management agreements which Dulce said is a misnomer because they do not manage the forests.

"But the problem is more pervasive than just our forests that's why since last year, we have been urging the Duterte government to declare a climate emergency where it recognizes the different aspects of the problem from mitigating emissions down to the adaptation of our communities to the impacts," he said.

In the Philippines, Dulce said many forest fires are mainly man-made.

"Were going to experience more naturally-induced fires as climate change worsens, as the impact worsens over the next 11 years. If we do not address the aspect of the problem where we can control it, which is the manmade aspect, then we will burn," he said.

'TROJAN HORSES' Dulce believes the Philippines has good environmental policies but it is conflicting economic policies that are being prioritized.

"The perennial problem is the conflict of land use in the Philippines where we still have not delineated what are the boundaries for forest covers. And even if we have declared protected forest areas, there are a lot of Trojan horses for large scale mining projects, for agribusiness plantation that convert these forest areas into other short-term economic uses, but in the long term you are actually eroding the capacity of our communities, of our ecosystems to adapt to the impacts of climate change," he explained.

"Mainly our problem is the hydro-meteorological risks-rainfall, typhoons--so we have to adapt our communities, our economy to those kinds of impacts. But even the extreme heat events increase temperature will also affect critical aspects of our landscape," he added.

He said marine and coastal ecosystems are also most vulnerable and prone to just a .5 degrees centigrade shift that can cause a lot of mass coral bleaching, the destruction to the core ecosystems that are the lifeline of the marine ecosystems.

"Imagine the impact of that to a country that is archipelagic, to a country that is primarily driven by agriculture and fisheries...our seas will also burn," he said.

Meanwhile, aside from forest protection, Dulce urged the public to contribute not only to tree planting but also to the drive focused on tree caring, noting that the rate of deforestation surpasses that of reforestation.

"There's an effort to encourage people to sort of adopt watersheds where they could not only volunteer to plant trees but to continually care for it, to guard for this watershed area," he said.

He meanwhile reiterated their call for a declaration of climate emergency.

"If Congress passes a declaration of climate emergency--which lists down exactly what are the urgent shifts in the energy sector, waste management, in our extractive economy like mining and agriculture, in our disaster risk reduction and management, and then you allot exactly the amount of money needed to finance these radical shifts in policies and programs--that would really jumpstart the process," said Dulce. No more mandatory repatriation for Pinoys in Iran, Lebanon —Bello Filipinos in Iran and Lebanon are no longer covered by the mandatory repatriation imposed by the Philippine government amid the chaos in the Middle East, according to Labor Secretary Silvestre Bello III on Thursday.

"Initially, the level of alert for Iran, Iraq, and Lebanon are the same—[Alert Level] 4. Although it was unofficial, I was informed yesterday that the alert level in Lebanon was put down to level 2 and I understand that there's no more alert level in Iran," Bello said in an interview on ANC. He, however, added that the Philippine Overseas Employment Administration will not be processing any deployment application to the two countries for the meantime.

Meanwhile, the mandatory evacuation for OFWs in Iraq is still in place, according to Bello. A deployment ban is also in effect.

On Wednesday, Alert Level 4 has been raised in Iraq after the death of top Iranian military general Qassem Soleimani in a US airstrike sparked turmoil in the Middle East.

Bello said that there is no mandatory repatriation yet in Saudi Arabia. Around 2.5 million Filipinos are currently residing and working in Middle East countries, according to him. (GMA News)

MANILA, — About 1.4 million government workers are expected to benefit from the Salary Standardization Law 5, which was signed by President Duterte on Wednesday evening.

Duterte himself will have an eight percent salary increase this year based on the salary adjustments under the new law.

The 74-year-old Duterte, who publicly complained that his salary is not enough to support his two families, enjoys Salary Grade 33, the compensation of the president of the Philippines as the highest position in the government.

During the last tranche of the implementation of the SSL 4 in 2019, Duterte supposedly got an increase of almost P102,000 in his monthly salary.

From P298,083 a month, Duterte’s salary increased to P399,739 last year.

Under the new law, the President gets an eight percent increase of about P31,979 per month and will get P431,718 a month when the final tranche is implemented.

The SSL 5 also covers public school teachers and nurses.

Upon full implementation, the law said basic salaries would increase by a weighted average of 23.24 percent by 2023.

The law said employees under Salary Grades 10 to 15 would be granted the highest increase ranging from 20 to 30 percent, while those under SG 25 to 33 would have the lowest increase of eight percent.

The vice president, Senate president, House speaker and chief justice enjoy SG 32 while senators, congressmen, associate justices of the Supreme Court and the chairman of constitutional commission are under SG 31.

The executive secretary, department secretary, presidential spokesperson, press secretary, presidential adviser, presidential assistant II, director general of the National Economic and Development Authority, presiding justices of the Supreme Court and the Sandiganbayan, secretary of the Senate, secretary general of the House of Representatives and the UP president are considered equivalent ranks who enjoy SG 31.

Government workers under SG 1 to 10 would get an increased pay from 17.5 percent to 20.5 percent over four years.

Director Gerald Janda of the Department of Budget and Development said the law takes effect Jan. 1 this year.

“And once signed into law, the first tranche of the increase in the salary of government workers will take effect starting Jan.1, 2020,” Janda said early Wednesday at a briefing in Malacañang hours before Duterte finally signed the enrolled bill into law.

Budget Secretary Wendel Avisado said the government is ready to implement the first tranche of the SSL immediately this January as the required funds are already available in the 2020 budget.

“For the first year 2020, about P34 billion is needed and it is already in the just approved national budget,” Avisado said.

Republic Act 11466 or the Salary Standardization Law of 2019 was signed by President Duterte on Wednesday night.

It seeks to raise the salaries of government employees, including nurses and teachers, in four tranches from 2020 to 2023.

Under the law, the minimum basic salary of a first-level government employee (Salary Grade 1) will increase from P11,068 to P13,000 after all tranches.

This is a continuation of Executive Order 201, series of

Pres. Rodrigo Duterte

2016, which also provided four tranches of compensation hike for government and military personnel from 2016 to 2019.

Senate Bill No. 1219, also referred to as the Salary Standardization Law 5, was one of the priority bills of Sen. Christopher Go, in addition to the Malasakit Center Act of 2019 and a bill postponing barangay and Sangguniang Kabataan elections, both of which have also been passed into law.

In previous interviews, Go said that SB 1219 satisfies the President’s wish to ensure a complete and holistic approach to salary increase for government employees.

“The President wants nothing less than a complete and holistic approach to the salary increase. Meaning, he wants all government employees to receive an increase,” Go said.

The senator filed in his first week of duty SB 200, which served as one of the bases of SB 1219.

Under the newly signed law, the increase in the salaries will be divided into four tranches, starting 2020 until 2023.

Duterte and Go have been supporters of salary increase for government workers, with the President urging Congress to pass the new SSL during his State of the Nation Address in 2019.

The President then certified the bill as urgent in December last year, allowing the Senate to proceed to the third and final reading of the bill right after the second reading, bypassing the rule that requires three days to pass between second and third readings.

Malacañang expressed confidence yesterday that the newly signed SSL will be able to upgrade the standard of living of government employees and promote excellence in the bureaucracy.

Presidential spokesman Salvador Panelo said the enacted measure will rationalize the compensation of all civilian personnel, including those in the legislative and judicial branches of government, as well as of local government units.

Republic Act 11466 “would further promote excellence in the service,” Panelo said, adding that it provides for a performance-based incentive scheme to reward outstanding public servants.

“The Office of the President notes that the law is at the initiative – and has the strong support – of PRRD pursuant to his desire to upgrade the standard of living of government employees,” he added.

According to Panelo, the law is aimed at benefitting those hardworking men and women in government, including teachers and nurses who unfortunately have been neglected in the past.

“The new compensation scheme is competitive with those of the private sector to attract or maintain talented human resources,” he added.

The Palace hopes that this latest round of salary adjustment will motivate everyone in the public sector to work doubly hard and put more dedicated and competent service in their respective jobs, Panelo said.

“The compensation for all civilian government personnel shall be standardized and rationalized across all government agencies to create an enabling environment that will promote social justice, integrity, efficiency, productivity, accountability, and excellence in the civil service,” the law read.

While it covers public school teachers and nurses, the military and uniformed personnel are excluded.

Government-owned and controlled corporations under RA 10149 as well as individuals who are engaged in job orders, contracts of service and consultancy with no employee-employer relations are not covered by the SSL of 2019. (The Philippine Star)

ecently, before the year ended, California Governor Gavin Newsom signed the state's approximately 1, 200 new 2020 state laws. Though some of the laws listed might not take effect promptly on Jan. 1, 2020, the list encompasses the unique California approach on governance.

Following are the new 2020 laws in California listed by category: HOUSING. Apparently, there is an existing law that requires 90 days notice to renters who are evicted from a foreclosed project. The law was set to expire, but lawmakers made it permanent.

Strict new limits on rent increases will mean that landlords can raise rates no more than 5%, plus inflation each year. Renters in cities with existing, stricter controls will keep them; thus, some evictions will become more difficult to implement.

Landlords can no longer turn away a person whose rent will be partially paid with a Section 8 voucher.

Homeowners in California will have more flexibility to build "granny flats," or small housing units on their properties.

State anti-descrimination laws will now apply to renting apartments or homes through companies such as Airbnb and VRBO. HEALTHCARE. Those who live in the State of California will be required to "have health insurance," which becomes an "individual mandate," similar to the one under the federal Affordable Care Act, which became inoperative in 2019. Penalties in failing to enroll in a healthcare plan won't be notified until they file taxes on April 2020.

State health officials will create a new standardized form which doctors will fill out for parents who want medical exemption from vaccination for their children. Doctors will be required to use the form and parents must submit existing exemptions to the state in 2021. Doctors with five or six exemptions written after Jan. 1, 2020 will have their actions reviewed by the state.

California Governor Gavin Newsom recently signed California's new 2020 state laws such as the one offered by Planned Parenthood will no longer have to participate in video conferencing with a health professional for a prescription.

Food handlers will be required to take training on major food-based allergens. Those who seek state-issued food handler cards will have until the end of 2020 to do so. This law was prompted by the case of a Sacramento-area girl whose peanut allergy led to her death at a summer camp in 2013.

EDUCATION. School districts will have more power over the creation of new charter schools in their communities, and new teachers at charter schools will be required to hold the same credentials as those in traditional public schools (with the requirements being phased to over five years for existing teachers).

Children whose parents have unpaid school lunch bills won't be denied access to at least an alternate selection, and can't be shamed or treated differently than other students.

Students up to fifth grade can't be suspended for disrupting school activities or willful defiance, effective with the school year that begins in August. Sixth, seventh and eight graders will also be protected from such suspensions for the next five years.

Schools must now update student's records to accurately reflect a former student's name or gender, if changes have been made to the student's official government identification. This includes reissuing high school diplomas, GED's and transcripts as needed.

EMPLOYMENT. The minimum wage in California goes up by a dollar. Large employers must pay at least $13 an hour, while businesses with 25 or fewer workers can pay $12 an hour. The minimum wage will peak at $15 an hour in 2023.

Employers planning to hire independent contractors will be subject to new restrictions on the situations in which they can do so, and more of those workers will now be considered employees.

In addition, employers can no longer require current or new workers to agree to arbitration as a condition of having a job.

Food service workers must wear gloves made of something other than latex, which causes allergic reactions in some customers. Seven other states now have similar laws.

California residents who take out payday or installment loans of $2,500 up $9,999 will see interest rates capped at no more than 36%.

CRIMINAL JUSTICE. Inmates incarcerated in California will no longer be charged a co-pay for medical care or fess for medically necessary items.

Law enforcement officers can use deadly force, ONLY when it's "necessary to defense of human life," a standard law recently passed following fatal officer-involved shootings across California.

The state's civil statute of limitations for childhood sexual abuse allegations has been extended for 14 additional years, allowing some to file claims up to age 40.

Sexual assault evidence collected through rape kits must be submitted to a crime lab within 20 days and tested within 120 days, a law prompted by reports of evidence samples that sat untested for years.

Residents of California now have a civil cause of action against anyone who distributes a fake sex video or photo with their likeness.

Government officials of California can no longer sign contracts to use private, for-profit prisons.

GUNS. Only those people who live in California age 21 or over will be able to buy a semi-automatic rifle. A person banned from owning a gun in another state, can no longer posess one in California.

If a judge agrees, one-year gun seizures from those who are thought to pose a danger to themselves or others, could be extended annually for up to five years.

Justin Bieber reveals he has Lyme disease MONTREAL, Canada – Pop super star Justin Bieber announced Wednesday that he has Lyme disease.

In a post on Instagram, Bieber said he will address his struggle with the illness, which is contracted through a tick bite, in a YouTube documentary.

"It's been a rough couple years but getting the right treatment that will help treat this so far incurable disease and I will be back and better than ever," the 25-year-old entertainer wrote in the post's caption.

He called out critics who he says have been unfairly commenting on his looks by saying he looks like he is "on meth."

"They failed to realize I've been recently diagnosed with Lyme disease, not only that but had a serious case of chronic mono which affected my, skin, brain function, energy, and overall health."

The photo portion of Bieber's post shows a TMZ article reporting that the YouTube documentary is set for a January 27 release.

Ebarvia, the head of the Metrology in Chemistry (MiC) Laboratory at the DOST's National Metrology Laboratory (NML), received the award during the Asia Pacific Metrology Program's (APMP) General Assembly held recently.

The veteran scientist was recognized for playing a significant role in establishing the MiC department at the NML, and raising funds for its operations. She was also credited for raising metrology awareness in the country.

Metrology is the scientific study of measurements.

According to a press release from the DOST, she is the first Filipina scientist to win the award. She bested candidates from 17 other countries, such as China, Cambodia, Indone-

sia, Thailand, and Vietnam, among others.

"However, she is best represented by her work on developing the first Reference Materials or RMs in the Philippines.

RMs are means to confirm methods and to assess accuracy of measurement results for use by measurement laboratories to analyze," the statement said.

The APMP established the Developing Economies NMI Award in 2010 to recognize outstanding achievements of a scientist who hails from one of the APMP's 17 member countries.

The chosen scientist must have advanced metrology efforts in his or her country, or within the Asia Pacific Region.

Visit Binondo Numerous theories on the origin of the name "Binondo", and that of "Tondo", its neighboring district, have been put forward. Philippine National Artist Nick Joaquin suggested that the names might have been derived from the archaic spelling of the Tagalog term "binondoc" (modern orthography: binundók), or mountainous, referring to Binondo's originally hilly terrain. French linguist Jean-Paul Potet, however, has suggested that the river mangrove (Aegiceras corniculatum), which at the time was called "tundok" ("tinduk-tindukan" today), is the most likely origin of the term, with the 'Bi-" prefix in "Binondo" indicating Binondo's location relative to Tondo.

History FOUNDED in 1594, Binondo was created by Spanish Governor Luis Pérez Dasmariñas as a permanent settlement for Chinese immigrants (the Spanish called the Chinese sangleys) who converted to Catholicism. It was across the river from the walled city of Intramuros, where the Spaniards resided. Originally it was intended to replace the Parian near Intramuros, where the Chinese were first confined. The Spanish gave a land grant for Binondo to a group of Chinese merchants and artisans in perpetuity, tax-free, and with limited self-governing privileges.

The Spanish Dominican fathers made Binondo their parish and succeeded in converting many of the residents to Catholicism. Binondo soon became the place where Chinese immigrants converted to Catholicism, intermarried with indigenous Filipino women and had children, who became the Chinese mestizo community.

Over the years, the Chinese mestizo population of Binondo grew rapidly. This was caused mainly because the lack of Chinese immigrant females and the Spanish officials' policy of expelling or killing (in conflicts) Chinese immigrants who refused to convert.

In 1603 a Chinese revolt took place led by Juan Suntay, a wealthy Catholic Chinese. It was put down by joint Spanish and Filipino forces led by Luis Pérez Dasmariñas. In the aftermath most of the 20,000 Chinese that composed the colony were killed. The revolt took place right after a visit to Manila by three official Chinese representatives who disclosed they were searching for "a mountain of gold". This strange claim prompted the Spanish to conclude that there was an imminent invasion from China in the making. At the time the local Chinese outnumbered the Spaniards by twenty to one, and Spanish authorities feared that they would join the invading forces. The Chinese afterward played down those events in an attempt to preserve their commercial interests. In 1605 a Fukien official issued a letter claiming that the Chinese who had participated in the revolt were unworthy of China's protection, describing them as "deserters of the tombs of their ancestors".

between 1762 and 1764, Binondo was bombarded on several occasions and some of its structures destroyed. Many Spanish, Mestizos, Chinese and Filipinos were killed and brought into prisons indiscriminately. Binondo became the main center for business and finance in Manila for the ethnic Chinese, Chinese mestizos, and Spanish Filipinos. During the Spanish colonial period, many esteros (canals) were constructed in the Binondo area, from where they entered the Pasig River.

Among the many who married at the historic Binondo Church was Andres Bonifacio in 1895, who became a hero of the Philippine Revolution.

Before World War II, Binondo was the center of a banking and financial community which included insurance companies, commercial banks and other financial institutions from Britain, and the United States. These banks were located mostly along Escólta, which used to be called the "Wall Street of the Philippines".

After the war and new development, most businesses began to relocate to the newer area of Makati. During the financial crisis of the early 1980s, it had the moniker "Binondo Central Bank", as the local Chinese businessmen engaged in massive blackmarket trading of US dollars, which often determined the national peso-dollar exchange rate. Given its rich historical and financial significance, Binondo is said to have one of the highest land values nationwide.

Chinese-Filipinos on January 25 will welcome the transition of the year in the Chinese lunar calendar to the Year of the Metal Rat. In Binondo, one of the hot spots of trade in Manila, the Chinese New Year is highly celebrated since the district was influenced by the Chinese culture.

The celebration of the Chinese New Year in Binondo will include cultural performances like the traditional dragon dance.

Along Ongpin Street, several stalls are selling lucky charms while restaurants offer authentic Chinese food at reasonable prices.

1. In a wide pan over medium heat, heat about two tablespoons of oil.

2. Add the eggplant and cook, turning as needed, until lightly browned. Eggplant absorbs plenty of oil, and you may need to add more oil a tablespoon at a time during the brief pan-frying. With a slotted spoon, remove from pan and drain on paper towels.

3. In the pan, add another 1 tablespoon oil if needed.

Add onion and garlic and cook until softened.

4. Add the pork belly and cook, stirring occasionally, until lightly browned.

5. Add the fish sauce and cook, stirring occasionally, for about 1 to 2 minutes.

6. Add the coconut cream and water and stir to combine. Bring to a simmer. Add thechili peppers.

7. Lower the heat, cover, and cook for about 15 to 20 minutes or until pork is tender and sauce is reduced.

Add more water in 1/2 cup increments if the liquid is drying out before pork is fully cooked.

8. Add the eggplant and gently stir to combine. Continue to cook for about 3 to 5 minutes or until eggplants are tender and sauce begins to thicken and renders fat.

Season with salt and pepper to taste. Serve hot.

4.Add the hot water and bring to a boil, skimming scum that floats on top. Cover and continue to cook for about 20 to 30 minutes or until tender.

5. Add the elbow macaroni noodles and cook for about 5 to 6 minutes.

Add the liver and cook for about 3 to 5 minutes or until cooked through and noodles are al dente. Adjust taste with salt if needed.

Jollibee is phasing out Champ burgers 'Soon,' the Champ burger will be no more MANILA — It's official: Philippine fastfood chain Jollibee will be phasing out their Champ burger.

"We wish to inform you that soon, we will be phasing out our Champ burger in all branches," Jollibee said in a statement late Thursday, January 2.

The "Champ" burger features a 1/3 pound patty with lettuce, tomatoes, and cheese. The fastfood chain also has a "Yumburger" line which features smaller-sized burger patties topped with an orange mayo sauce.

The company did not say why the Champ was being phased out but said "[they] are working on big and exciting things this year for our burgers line to delight and bring greater joy to our customers," they added.

Jollibee did, however, leave room open for a possible Champ comeback. "Our product offerings are being reviewed regularly to meet customer demands so there’s always a chance that old Jollibee classics – including the Champ – may return in the future. Thank you," the company said.

New Year's resolutions: How to boost success rates

o we make New Year’s resolutions just to ignore them? Are they merely promises doomed to fail? In this feature, we ask whether, statistically speaking, these resolutions work, and what increases the chances of success.

The Babylonians started each year with pledges to pay debts and return borrowed items.

The Romans began their year by promising the two faced god, Janus, that they would behave better.

In modern societies, many people still promise to make changes as the new year dawns; this desire, in many cases, is fueled by the excesses of the holiday period.

Most commonly, it would seem, New Year's resolutions revolve around weight loss, quitting smoking, reducing drinking, and exercising more.

Although resolutions are popular, they are not always successful. In this article, we will dissect the evidence and answer the question: Should we bother making New Year's resolutions in 2020?

How effective are annual resolutions?

A study from 1989 tracked 200 people living in Pennsylvania as they attempted to make changes based on New Year's resolutions.

On average, the participants made 1.8 resolutions, most commonly, to stop smoking or lose weight. Less frequently, people pledged to improve relationships, and a surprisingly low 2.5% were hoping to control their drinking habits.

An impressive 77% managed to hold to their pledges for 1 week, but the success rate dropped to 19% over 2 years.

Although that is a substantial drop out rate, it means that 1 in 5 of those participants achieved their goal.

Of the 77% successful resolvers, more than half slipped at least once, and, on average, people slipped 14 times across the 2 years.

A study in the Journal of Consulting and Clinical Psychology in 1988 followed the efforts of 153 New Year's resolvers who were determined to quit smoking.

At 1 month, 77% of participants had managed at least one 24-hour period of abstinence. Overall, though, the results seemed a little disappointing with the authors writing: "Only 13% of the sample was abstinent at 1 year, and 19% reported abstinence at the 2-year follow-up."

Another study, appearing in PLOS ONE, took a more general look at behavior. The research team tracked the food shopping habits of 207 households from July 2010 to March 2011.

Unsurprisingly, the researchers found that, during the holiday period, expenditure increased by 15%. Three-quarters of this increase went on less healthful items.

Also, as expected, when January rolled around, the sale of healthful items shot up by 29.4%.

However, the sale of less healthful items did not drop in tandem with this health drive — people were buying more nutritious items, but still purchasing the same amount of unhealthful food.

Overall, the number of calories they purchased in the New Year was higher than during the holiday period. The authors conclude: "Despite resolutions to eat more healthfully after New Year's, consumers may adjust to a new 'status quo' of increased less-health[ful] food purchasing during the holidays, and dubiously fulfill their New Year's resolutions by spending more on health[ful] foods."

The authors believe that the key to successful resolutions is to focus on replacing unhealthful items with healthful ones, rather than buying both.

That is sound advice, but not necessarily easy to implement.

In 2009, GlaxoSmithKline released Orlistat, which they hailed as "the first clinically proven over-the-counter weight loss aid" in Europe.

As part of their marketing push, t he company also conducted an internet survey about weight loss that included questions about New Year's resolutions.

A lthough the survey was not meant to be a scientific study, it generated a substantial pool of data with 12,410 females from six European countries responding.

A group of researchers took advantage of this dataset and published an analysis in the journal Obesity Facts.

They found that around half of the women had made a weight loss New Year's resolution in the past 2 years.

As for success rates, they observed that women with a body mass index (BMI) of under 25, which health experts define as "normal," were successful 20% of the time.

However, of those with a BMI of 30 or above — which doctors class as overweight or obese — only 9% reported some success.

In the overweight group, three-quarters of the female respondents said that their primary reason for failing to lose weight was that it took too long to see results. Around one-third of those who were obese or overweight stated that they were not successful due to a lack of confidence.

What increases the chances of succeeding?

In the Pennsylvania study we mention above, the scientists found no link between success rate and participants' sex or age; similarly, the type of resolution did not influence how likely they were to succeed.

The researchers contacted participants by telephone after 1 week, 1 month, 3 months, 6 months, and 2 years.

During these interviews, the researchers also asked participants what techniques they used to help them keep their resolutions, and how often they implemented each one.

They found that the most successful resolvers were applying stimulus control at all five checkpoints.

Stimulus control is the act of keeping things around you that remind you why you chose the resolution.

For instance, someone who is quitting smoking might keep a picture of their young child nearby to remind them why they decided to stop.

At the 6-month and 2-year mark, successful resolvers were using self-liberation (or willpower), and reinforcement management — rewarding themselves for being successful.

Conversely, individuals who did not keep their resolutions most commonly employed self-blame and wishful thinking.

The study we highlighted above that followed the fates of 153 smokers also looked at factors that made quitting more likely. The authors explain: "The use of multiple strategies for cessation was associated with abstinence at

the 2-year follow-up. A strong motivation to quit was found to be important for both initial success and long-term maintenance."

Other studies that have investigated smoking cessation more generally have identified factors that increase the chance of quitting. These factors include staying away from smokey environments, abstaining from alcohol, stress management techniques, and will power.

Another paper took a different approach. Publishing their work in the Journal of Clinical Psychology, the authors set out to understand why some people succeeded where others failed.

To do this, they recruited two sets of par ticipants: 159 New Year's resolvers and 123 people who were interested in solving a problem at a later date. The researchers followed the participants for 6 months and charted their successes and failures.

In agreement with other studies, the most common reasons for New Year's resolutions were losing weight, increasing exercise, and quitting smoking.

The authors found that the most successful resolvers used more willpower, stimulus control, reinforcement management, positive thinking, and avoidance strategies.

Conversely, those who were less suc-

cessful tended to use more wishful thinking, blame and criticize themselves, and make light of the problem.

Ending on a high

Some of the results above might cast a shadow across ambitions to make a change in 2020, but they shouldn't.

The authors of the study above made some overarching conclusions that should boost the confidence of any New Year's resolver: "Resolvers reported higher rates of success than nonresolvers; at 6 months, 46% of the resolvers were continuously successful compared to 4% of the nonresolvers."

So, although the cards might be stacked against anyone who plans to make a New Year's resolution, simply by making that resolution, you have boosted your odds of success.

According to this data, forming a New Year's resolution increases your chances of generating change more than 10-fold.

The authors write that, "[C]ontrary to widespread public opinion, a considerable proportion of New Year resolvers do, in fact, succeed, at least in the short run."

In conclusion, New Year's resolutions do not work for everyone. But, as the saying goes, "you've got to be in it to win it."

If you are considering making a resolution for 2020, according to the findings of these studies, the best approach is to keep things around you to remind you why you want to make those changes.

Set the Mood for Your Foyer 1. Choose accessories and furniture that coordinate with your adjacent rooms. As the main entryway to your home, your foyer should set the tone for the rest of the house.

Though you want your foyer to make an impression, it should also blend seamlessly into all adjoining areas. So, if you have Victorian furniture in the living room, try placing a Victorian table in the foyer.

You can also try blending furniture styles for a unique, less designed look. For example, pairing antique and modern items will help refresh the older items while creating a more comfortable, welcoming atmosphere.

2. Pick a paint color or wallpaper that suits the area. If you have a spacious foyer, you can choose from both dark and light colors.

However, if your foyer is small, you may want to stick with a bright color to make the area seem bigger. This will also help lighten the space if it doesn’t get much sun.
