CALIFORNIA Gov. Gavin Newsom has announced that the state has started working with federal health officials to expand the testing of patients suspected to be infected with the coronavirus.

In the first news conference to address the coronavirus issue, Newsom assured the people of California that the state is prepared to deal with the problems that may come about as consequences of the spread of the coronavirus.

However, Newsom said that he has yet to declare a statewide emergency even if some communities has declared local emergencies.

During the press conference, the governor was accompanied

by Dr. Mark Ghaly, California Health and Human Services Agency Secretary; Dr. Sonia Angell, California Department of Public Health Director and State Health Officer; and Mark Ghilarducci, director of the Governor’s Office of Emergency Services.

Newsom said state health officials are in “deep partnership” with the Centers for Disease Control (CDC) in expanding testing for patients suspected of having coronavirus symptoms.

FAHRA-LA commemorates RP’s “People Power Revolt”

embers of the Filipino American Human Rights Alliance-Los Angeles (FAHRA) recently commemorated the anniversary of the world famous peaceful revolution that toppled a dictatorship in the Philippines 34 years ago.

The small but meaningful demonstration was held in front of the Philippine Consulate General headquarters on Wilshire Boulevard in the city of Los Angeles on Tuesday (February 25).

One of the participants, Liberal Party-USA member Cris Esto, said Filipinos should not fear practicing their freedom of expression.

Esto added that Filipino Americans should support those who are fighting for the renewal of the franchise of the media corporation ABS-CBN as its demise would greatly affect the freedom of the press in the Philippines.

Fe Koons, a member of FAHRA Los Angeles and a freelance writer, said: “The ABS CBN has roughly 11,000 employees and even has reporters around the world. They will be affected by the shutdown of the broadcast station.

Many Filipino Americans rely on the TFC for news about the Philippines.

Similarly, the charges that Solicitor General (Jose) Calida has filed against ABS-CBN do not really exist.”

A “Bridge Shelter” opens in Venice; plus 10 more trailer houses for LA A 154-bed homeless shelter dubbed as the “Pacific Sunset” has opened in Venice, even as 10 more trailers to temporarily house homeless families have also arrived in South Los Angeles --- bringing the number of trailer houses that have came from California Gov. Gavin Newsom to a total of 20.

Los Angeles Mayor Eric Garcetti and Councilmember Mike Bonin led the opening of the homeless shelter in Venice that reportedly would house 100 adults and 54 transitional age youth.

Garcetti and Bonin were joined by representatives of the People Assisting the Homeless (PATH), the Safe Place for Youth (SPY) and other leaders of the community during the ceremony.

The Pacific Sunset shelter is the tenth A Bridge Home facility to open, bringing the total number of beds made available by the program to 673.

The city remains on-track to stand up a total of 26 A Bridge Home shelters, filled with about 2,000 beds, by July 1.

This shelter features 100 beds for single adults — 66 men and 34 women — and 54 beds for transitional age youth — 36 men and 18 women.

Pacific Sunset is the first A Bridge Home shelter to be partially dedicated to serving young people experiencing homelessness.

The A Bridge Home program, championed by Mayor Garcetti and other city and county leaders, is designed to provide individuals in homeless encampments on nearby sidewalks with temporary, safe, secure housing and services acting as a bridge to permanent housing.

The initiative is a critical piece of the L.A. region’s overall efforts to build a comprehensive system to bring homeless Angelenos indoors. With the opening of this facility, city sanitation teams will work to clean and restore spaces previously occupied by encampments.

Once the first 154 individuals are settled in the facility, community organizations and neighbors will begin working with PATH and SPY to host classes, courses and other opportunities to help people transition off the street.

Faith keeps April Boy Regino’s zest for love, life and music

alamat po sa Diyos at mayroon pa rin akong talent sa pagkanta,” said the 1990’s king of Philippine novelty songs April Boy Regino in a recent interview with Weekend Balita/US Asian Post.

April Boy, as he has been popularly known, just stepped out of the stage and was resting at the music arena’s dressing room when he granted the interview.

The king of novelty song said it took him some time to accept the string of ailments that has befallen him --- the latest of which cost him his eyesight.

“Masyado ko pong dinamdam yung pagka-bulag ko,” April Boy said.

But his new zest for life supposedly sprung back when he started having Bible studies with good friends and the members of his family.

“Ngayon, nakakaaninag na ako.

Kahit parang silhouette lang. Kahit paano nakakakita na ako ng liwanag.

Utang ko po ito sa ating Panginoong Hesukristo. Kaya ngayon bumabawi na ako,” April Boy narrated.

“At patuloy pa rin tayong nagdadasal na sana umayos pa ang kalagayan ko.”

April Boy took part in a show that was mainly dedicated to Filipina soul singer Jaya at the M3 Live Event Center in Anaheim.

April and Jaya were also joined in the concert by Symon Soler (now USbased), one of the frontmen of a Filipino vocal band called Jeremiah that was popular in the late 1990’s.

Guest performers include US-based artists Garth Garcia, Felson Palad, Wax and Clarisse.

Jaya’s daughter, Sabriya, was also called to do a number during the concert and she did well.

During his performance, April Boy sung his popular songs that included “Di Ko Kayang Tanggapin” as he gave away baseball caps embroidered with “Idol.” He was helped throughout his performance by his daughter Charmaine and wife Madel.

Charmaine carried an athletic bag full of baseball caps and other memorabilia on the stage. The daughter also carried a bottle of soda that her father asked from her from time to time. Apparently, the soda intake was meant to keep the singer’s body sugar at normal level.

April Boy interacted with the crowd so well that many did not even recognize that he was ill or blind.

“Nakakatuwa naman kung ganoon,” April Boy replied when told that he looked well and “normal” while performing on stage.

Even his co-performer, Jaya, was touched by April Boy’s exuberance.

During the fans’ photo opportunity after the show, Jaya expressed her delight in seeing April Boy in high spirit.

“I hope you keep up with such a good spirit. I really wish you well,” Jaya told April Boy. The singer/composer said that he expects to spend at least two months

We’ve shown the city and the world how everyday citizens can step up and champion innovative and empathetic solutions that reduce homelessness and save lives,” added Will Hawkins, a Venetian who helped champion Pacific Sunset when it was considered by the Venice Neighborhood Council’s Homelessness Committee and who now leads the non-profit organization Chamber of Hope.

In a related development, Garcetti together with LA County Supervisor Mark Ridley-Thomas and LA City Councilmember Herb Wesson were present when Caltrans delivered the trailers to Safe Landing for Families-Crenshaw/Expo.

LA County Public Works Director Mark Pestrella, United Way of Greater Los Angeles President and CEO Elise Buik and HOPICS Director Veronica Lewis were present during he turnover.

Ten families with children are expected to move into the trailers next week. They currently live in cars and dilapidated RVs or rent motel rooms in the immediate vicinity.

Supervisor Ridley-Thomas spearheaded the effort to transform the LA County-owned site – a former Probation Department parking lot – into a safe, secure and welcoming place where each family can stay in a trailer and receive supportive services from the nonprofit homeless services provider HOPICS, which will also work to transition them into affordable apartments.

HOPICS — which stands for Homeless Outreach Program Integrated Care System — will provide supportive services at the site with funding from LA County’s Measure H and Prop.

Last Tuesday, Dr. Nancy Messonnier, CDC director for National Center for Immunization and Respiratory Diseases has told the public that “we expect we will see coronavirus spread in this country. It’s not so much a question of if, but a question of when.”

The virus can cause fever, coughing, wheezing and pneumonia. Health officials suspect that the virus spread mainly from droplets when an infected person coughs or sneezes, similar to how the flu spreads.

The coronavirus family is a large group of viruses that typically affect the respiratory tract.

News reports said that a recent study supposedly from the Chinese Center for Disease Control has found that around 80% of coronavirus cases in China have been mild except for those who were old and/ or with compromised health conditions.

The CDC recommends that all travelers frequently wash their hands with soap and water and scrub for at least 20 seconds. The travelers are also advised to refrain from touching their eyes, nose, or mouth with unwashed hands.

I had my apprehensions. There was no time to get to know her. I had to trust the good judgment of the son I raised. I prayed for God’s blessing for my son.

I met Jaz, in person, just two weeks before the wedding.

My family and I, formally, asked for her hand from her family. We promised to love Jaz as our own.

Before the Pamanhikan, I prayed for myself. I asked God for wisdom in my new role. And it was clear to me.

I should be a blessing to anybody who would be part of my family.

I do not take sides. I am not just a parent to my son. I am now a parent to Jaz, too. When I see conflicts, I listen. I try to help them navigate this new relationship, from two different vantage points that I have. My failed marriage and my new one.

6. Be secure in your role as the mother of your son/daughter.

I step back and let my daughter-in-law be the new woman in his life. I respect their marriage and I maintain my distance.

7. Get to know your new in-law and her family.

Every time I come home, I do my best to have our girls’ lunch or dinner. Just me and Jaz. Not as in-laws, but as married women, with similar challenges.

Do not compare her beginnings with your experience in cooking, child-raising, and household management.

9. Acknowledge her strengths and unique qualities.

I like Jaz and admire her as a woman, wife, and mother. I am also thankful that there is another female brain in my family and that means that somebody can plan the details.

10. Be kind and generous.

During her difficult pregnancy, I made sure that Jaz was comfortable and cared for at my house.

I love my son. I want his marriage to succeed. I want my grandchild to have a happy and healthy family.

I often wonder, if we love our kids and want a happy life for them, why do mothers-in-law create so much unhappiness?

There are relationships that life brings which we have no control of. And just like most people in our life, we can’t choose who they are, and the kind of people they are.

One thing I learned; we decide how we will be to them. It’s always a choice- be a curse or be a blessing. The girl he liked is a girl I learned to love.

“General Motors, Ford, Nissan, and other auto companies have temporarily closed factories. Apple and Starbucks have closed stores. On Tuesday, Cathay Pacific, Hong Kong’s biggest local airline, announced steep cuts to China flights and plans to pare back across its network.”

The abrupt halt to business for these global companies can have far-reaching effects. It’s not just China that’s been impacted.

Mark Zandi, Chief Economist with Moody’s Analytics, explains that “the coronavirus is a se-

rious mounting threat to the fragile Chinese and global economies.”

He continues, “It is hard to handicap how broadly the virus will ultimately spread and how virulent it will be, but it has already become highly disruptive to China and increasingly to the rest of Asia. The U.S. will not be immune to its ill effects.”

The impact on U.S. markets and real estate When there is investor uncertainty, money tends to flow into the United States, the world’s most stable market. With more money in domestic markets interest rates tend to fall.

Dealing with Assets Omitted from a Divorce Case You and your spouse may have gone through a lengthy and contentious divorce proceeding. This is usually the most difficult period of a person's life. Finally, time heals all pain. You and your spouse get tired of bickering and being mean to one another that you both decide to compromise each other positions and resolve all issues in your divorce case through settlement. Shortly thereafter, the divorce judgment is finally entered by the Court and you get a sigh of relief. Later you discovery that "Oops!," your ex-spouse had community asset and/or debt that was left out of the divorce judgment. This may be a pension, retirement account, a hidden bank account, or a piece of real estate

property which was not divided in the judgment. What is one to do in this situation? The answer can be found in California Family Code §2556.

California Family Code §2556 provides “In a proceeding for dissolution of marriage, for nullity of marriage, or for legal separation of the parties, the court has continuing jurisdiction to award community estate assets or community estate liabilities to the parties that have not been previously adjudicated by a judgment in the proceeding.” California Family Code §2556. Even if the parties did not expressly reserve jurisdiction on that piece of asset, the Court retains the power to divide a specific property if there is a community interest in it.

Why Filing Bankruptcy Is Not As Bad As Most People Think

Filing Bankruptcy is a serious decision for most people. Although almost a million people file Bankruptcy in every year, most don’t have a clue about how the process works until they actually consult with an attorney. Confusion often results from hearing conflicting personal opinions from people they know. Sad to say, well-meaning friends and family often give the wrong advice and the results can sometimes be disastrous. Regardless of what got you to this point, the willingness to accept responsibility for where you are and the acknowledgement of the fact that where you go from here depend on you alone are your first steps to financial recovery. There is no point living in the past, and all you have is the present moment to be able to act and change things going forward. Would that day be today when you finally get sick and tired of your debt problems that you decide to do something about it? Or will you just let things get worse before taking any action? Be willing to forgive yourself for any wrong decisions you may have made while putting your past where it belongs.

The Court's “continuing jurisdiction” over omitted community estate assets or debts is invoked by filing a post judgment Motion, or Request for Order in the divorce case. Family Code §2556 provides “A party may file a postjudgment motion or request for order in the proceeding in order to obtain adjudication of any community estate asset or liability omitted or not adjudicated by the judgment.” The postjudgment partition of the unadjudicated community estate claims is properly entertained by the court even absent an express reservation of jurisdiction in its prior judgment.

9. The postjudgment motion is available to any omitted asset or debt not adjudicated by the divorce judgment.

However, Family Code §2556 does not extend to division and adjudication of any separate property. Marriage of Klug (2005) 130 CA4th 1389, 1396, 31 CR3d 327, 331–332.

If an asset was partially omitted, the Court can still divide and adjudicate the portion that has been omitted postjudgment under family code §2566. Community Property adjudicated under § 2556 shall be divided equally “unless the court finds upon good cause shown that the interests of justice require an unequal division of the asset or liability.” Family Code

§2556.

New “Mini Moon” (2020 CD3) captured from earth

A nEW circling object around our earth was found by astronomers and was called second “mini-moon”.

According to report, researchers Kacper Wierzchos and Teddy Pruyne at the NASA-funded Catalina Sky Survey in Arozona spotted the “mini-moon” la st Februar y 15.

“BIG N E WS. Earth has a new temporarily captured object/ Po s s i ble m i n i-mo on called 2020 CD3,” likely to be a C-type asteroid, Wierzchos tweeted last week.

“This is just the second asteroid known to orbit Earth (after 2006 RH120,

which was also discovered by the Catalina Sky Survey). Its route suggests it entered Earth’s orbit three years ago”, he said.

“No link to a known artificial object has been found,” according to the Smithsonian Astrophysical Observatory’s Minor Planet Center.

“Orbit integrations i nd icate t hat this object is temporarily bou nd to the Earth.”

“It is h e a d ing away from the Ea r t hmoon system as we speak,” says Grigori Fedoret. He is known researcher at Queen’s University Belfast in Northern Ireland.

It was last September 2006 to June 2007 that the only other asteroid 2006 RH120 orbited the earth.

1. “I Feel Obligated To My Patient.”

By nature, caregivers are typically caring people. Many private employers take advantage of a caregiver’s compassionate nature and do not pay a fair wage.

Many caregivers feel a sense of loyalty or obligation towards their employers that make them reluctant to pursue valid claims.

While these are noble sentiments, it does not change the fact that caregivers who are paid less than the legally required wages are victims of wage theft.

In fact, many people who hire in-home caregivers are financially able to pay for caregiving services as required by law, but simply choose not to because they want to save money. We often see the children of elderly patients making efforts to preserve their own inheritance by taking advantage of caregivers.

The truth is that the family members are obligated to ensure their loved ones are adequately cared for. It is not a caregiver’s obligation to provide care in exchange for a wage that is less than what the law requires.

2. “I Am Afraid Of The Court System And Having A Lawsuit.”

Many private employers refuse to pay caregivers overtime because they believe caregivers are unsophisticated and will not be able to file a legal claim. The legal process can be intimidating and confusing. But that is why the lawyers

3. “I Signed A Document Stating I Am An Independent Contractor.”

It is unlikely that an in-home caregiver is an independent contractor even if there is a signed a document that purports to identity them as a contractor. Still, it is common for private employers to try to convince caregivers they are independent contractors because it is much less costly and much more advantageous for them. The reality is that many private employers misclassify caregivers as independent contractors to avoid paying overtime and other employee benefits.

4. “I Did Not Pay Taxes on The Wages I Did Receive.”

While we recommend that our clients pay all taxes owed for the wages received, if a caregiver has not paid taxes on wages, the caregiver still has the legal right to seek the overtime wages due. It is the employer’s obligation to properly classify the employee and withhold state and federal income taxes.

If this has not happened, the employer has also violated the law.

5. “I Do Not Have A Social Security Number.”

You do not need a social security number to recover overtime wages from your employer. If you succeed in your unpaid overtime claim, Chaleff Rehwald Peterson can help you get an ITIN that can be used to pay the taxes owed.

6. “I Am Concerned About Immigration Status.”

California law permits undocumented workers to recover unpaid overtime wages. In our experience, our undocumented clients have not suffered any serious adverse effect from presenting an overtime claim. 1st coronavirus cases confirmed in 7 more countries MoSCoW — The coronavirus disease 2019 (Covid-19) continues to spread across the world. The first cases of the infection have been confirmed in Algeria, Denmark, Estonia, Georgia, Norway, Pakistan, and Romania.

Over 82,180 people have so far been infected in China, where the virus originated. The death toll has reached 2,800, while more than 32,900 patients have recovered, China’s National Health Commission said on Thursday.

The death rate from the coronavirus in the country currently stands at 3.49 percent. However, experts point to a decline in the infection growth rate.

Meanwhile, South Korea has the most coronavirus cases outside of China. As many as 1,595 people have been infected in the country and 13 have died, health authorities say.

As for Europe, most coronavirus cases have been reported in Italy, where the number of patients has reached 470, with at least 12 dead.

The country’s authorities are taking decisive measures to combat the infection, while neighboring countries are imposing restrictions in

order to contain the virus.

Russia has limited flights to and from South Korea in a bid to prevent the coronavirus spread.

However, there are currently no plans to evacuate Russians from the country.

2 more Pinoy repatriates from cruise ship in Japan show signs of respiratory illness TWo Filipino repatriates from a cruise ship in Japan and who were quarantined at the New Clark City facility in Tarlac, showed signs of respiratory illness, Department of Health Secretary Francisco Duque III said Friday. The two were brought to a hospital for testing.

"There are two more repatriates who were brought to our facility because of sore throat. Their specimens were collected and sent for testing at the Research Institute for Tropical M e d i c i n e ," Health Secretary Francisco Duque III said in a press briefing.

This report brings to five the total number of symptomatic repatriates among the 445 Filipinos who arrived this week from the coronavirus-hit Japanese

cruise ship M/V Diamond Princess.

Duque said that if and when any of the repatriates test positive for the virus, the case will be considered an imported one and will not be counted as a case of local transmission.

Despite showing signs of the illness among the Filipinos under quarantine, however, the Health Secretary said there will be no changes in the protocol that is being observed inside the Athletes' Village.

D u q u e added t hat eight out of the 80 Filipinos who tested posit ive for COVID-19 in Japan have a lready returned to the Philippines after recovering from the disease.

He said they will not be required to undergo quarantine but will still be strictly monitored by the DOH.

MAnilA — On Monday, during the Senate hearing on ABS-CBN’s franchise, the network’s CEO Carlo Katigbak told the panel looking into allegations against the network: “We’re sorry if we offended the president, that was not the intention of the network.”

On Wednesday, Duterte told reporters that he accepts the apology, saying, [I] “accept the apology, of course.”

ABS-CBN said it is “grateful and humbled” by President Rodrigo Duterte’s acceptance of their apology over his unaired 2016 elections campaign advertisement.

Duterte’s ire for the network company may be traced back during his 2016 electoral campaign.

He accused the media company of not airing his political ads which were fully paid in advance. The president also added that he was not refunded of the payment made for these ads even if the network did not ran them. Since then, Duterte has been vocal about not renewing ABS-CBN’s franchise, which will expire on May 4.

At the hearing, Senator Christopher “Bong” Go, Duterte’s former aide and de facto spokesman, even scolded the network for airing what he termed as “black propaganda” against the president, allegedly paid by former Senator Antonio Trillanes IV. Katigbak revealed that out of the 7 million pesos worth of ads Duterte had placed, around P4.4 million had already been refunded. The remaining P2.6 million the president refused to accept which ABSCBN said it tried to return to him for the unaired ads.

Duterte, however, said that the remaining P2.6 million may be donated to the network’s charity of choice.

The media company said it will coordinate with Duterte’s office “as it relates to his guidance on donating the refund to a charitable institution.”

ABS-CBN also “committed to becoming a better organization and to continue to provide more meaningful service to Filipinos.”

The Philippine province of Quirino is a landlocked province in the northern region of Cagayan Valley and its rolling terrain virtually hides it away from mainstream tourism. The province may not have tropical beaches but Quirino has other natural attractions that are equally beautiful.

Located in the town of Maddela is Governor’s Rapids which form part of a tributary of the Cagayan River. It features crystal clear waters which earned it the award of being among the cleanest inland bodies of water in the whole Cagayan Valley.

A dominating feature in the landscape is the towering limestone formation. Continuous erosion by the river formed a number of rock shelters where the Dumagat indigenous people would seek refuge during harsh weather.

Why is it called Governor’s Rapids, you may ask.

The tale goes back during World War II when the old province was under the administration of a Japanese governor. Road networks were not yet developed and rivers instead were used as the main thoroughfare in the valley. It has been told that the rapids claimed the life of the Japanese governor whose body was never found after the tragic accident. Since then, the river has been called Governor’s Rapids.

The girl group composed of Nicole Scherzinger, Jessica Sutta, Kimberly Wyatt, Ashley Roberts, and Carmit Bachar reunited to release a new single, “React.” They’ve also announced dates for their Unfinished Business tour in Europe, Australia, and New Zealand.

The burlesque troupe rose to popularity in the first decade of the 2000s through songs such as “Don’t Cha” and “When I Grow Up.” The group last visited Manila in June 2009 as part of their Doll Domination Tour.

BSP: No need to disinfect banknotes

MANILA — There is no plan to disinfect or destroy banknotes in the country amid the global outbreak of coronavirus disease 2019 (COVID-19), according to the Bangko Sentral ng Pilipinas (BSP).

BSP senior assistant governor Dahlia Luna told The STAR over the weekend that the bank does not see the need to follow the steps taken by the Chinese central bank to prevent the further spread of the virus.

“With reference to the reported plan of the People’s Bank of China to disinfect their paper currency to reduce the spread of COVID-19, the BSP does not see the need to do the same, as there is still no reported local transmission of the COVID-19 in the Philippines,” she said.

Luna urged Filipinos to follow the advice of the Department of Health (DOH) to prevent further spread of the virus.

“We are supporting the advice of healthcare authorities to do frequent hand-washing and maintain good hygiene especially those involved in cash handling,” she said.

MANILA — The Philippine government launched on Friday the National Business One-Stop Shop (NBOSS) at the Securities and Exchange Commission (SEC) that integrates processes of different agencies in one location for one-person corporation applicants.

NBOSS is a physical co-location for agencies related to starting a busi-

ness including the SEC, Bureau of Internal Revenue, Social Security System, Philippine Health Insurance Corp., and Home Development Mutual Fund.

Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica said the government aims to open more NBOSS locations in highly urbanized cities this year, following the physical co-location for Metro Manila.

According to A RTA , t he NBOSS and the Central Business Portal that is developed by the Department of Information and

Communications Technology (DICT) will improve the business process to nine steps in seven days from 13 steps in 33 days of processing.

Trade Secretary Ramon Lopez said following the NBOSS launching is the automation of processes to further ease procedures in starting a business.

“It is in automation that we really experience ease of doing business,” he said.

He said the online function of the NBOSS will further hasten procedures to only one day.

ost of us Lakers fans worldwide, were glued to the television on Monday morning, February 24, 2020 (symbolizing Kobe's #24, Gianna's #2 jerseys, Kobe's 20 years with the Lakers and 20 years of marriage to Vanessa), to watch the memorial "celebration of life" service for our basketball legend, Kobe Bryant and his beloved 13-year-old daughter, Gianna. The public memorial held at the Staples Center was overwhelmingly filled to its 20,000 capacity of fans who came in throngs from all over the country.

The memorial service opened with Beyoncé dressed in a yellow Lakers pantsuit color, sang her opening song of "XO," which was Kobe's favorite song, followed by 'Halo."

The totally impressive ceremony was mostly emotional particularly during the surprise tribute of Vanessa Bryant to her daughter, Gianna, or Gigi as she was fondly called, and as a Mom, she will truly miss Gigi "growing up to fulfill her dream of joining the UConn women's Basketball team, or her 'goodnight kisses and cheerful morning greetings along with her thoughtful loving cards'.

Gigi was Daddy's girl, though I know she loved her Mama as we were best friends.

Jordan went on by saying that "Kobe gave every last ounce of himself to whatever he was doing. After basketball he showed a creative side, which none of us knew he had." A little laughter was also shared by Shaquille O'Neal, Kobe's former Laker's teammate when said that "Kobe and I always held a deep respect and love for one another, calling him 'Heaven's MVP.' Another close friend, Rob Pelinka, Laker's general manager, former agent and godfather to Gianna described Kobe as the "baby whisperer," who had the "golden touch," and loved cuddling with his daughters. Sabrina Ionescu, a basketball player at the University of Oregon, who became a mentor for Gianna, recalled how Kobe would text her and check up on her giving both Gianna and her the "blueprint" for future success, and that through Gigi and her, and through his investment in women's basketball, that was Kobe's next great act. Unregistered, adulterated e-cigarettes, tobacco products banned

By RUTH ABBEY GITA-CARLOS MANILA — President Rodrigo Duterte has prohibited the manufacture and sale of unregistered and adulterated electronic cigarettes (e-cigarettes) and tobacco products to protect and advance people’s right to a “balanced and healthful ecology.”

Duterte on February 26 inked Executive Order (EO) 106, which amends EO 26 signed in 2017 that imposes requirements and limitations on the advertising and promotion of tobacco products.

EO 106 bans the manufacture, distribution, marketing or sale of unregistered or adulterated e-cigarettes and tobacco products.

All e-liquids, solutions or refills forming components of electronic nicotine and non-nicotine delivery systems (ENDS/ENNDS), heated tobacco products (HTPs) should be registered with the Food and Drug Administration (FDA).

These devices would also be subject to the product standards imposed by the FDA and the Department of Trade and Industry (DTI).

Other novel tobacco products would also be regulated and are subject to the jurisdiction of the Inter-Agency Committee-Tobacco, in accordance with Republic Act 9211 or the Tobacco Regulation Act of 2003.

“All establishments engaged in the manufacture, distribution, importation, marketing, and sale of ENDS/ ENDDS, HTPs, or their components shall secure a License to Operate from the FDA," EO 106 read.

The FDA and the DTI are directed to coordinate with the Bureau of Customs in the formulation of the guidelines, requirements, and procedures for the regulation of the entry and importation of e-cigarettes and tobacco products into the Philippine market.

Thirty days after EO 106 takes effect, the FDA, in consultation with relevant agencies and stakeholders, is

mandated to formulate and issue the rules, regulations, and standards governing the registration of e-cigarettes and tobacco products.

Duterte issued the fresh order, as he acknowledged that the use of ENDS/ENNDS, HTPs, and other novel tobacco products as a shift from conventional lighted tobacco products has proliferated in the country.

The order, citing the Department of Health’s (DOH) assessment, said that firsthand and secondhand smokers are at risk of “respiratory illness, cardiovascular diseases, addiction, cancer, neurodegeneration, brain development retardation, anxiety, and sexual and reproductive dysfunctions, among other health conditions.”

“There is a need to regulate access to and use of ENDS/ ENNDS, HTPs, and other novel tobacco products, to address the serious and irreversible threat to public health, prevent the initiation of non-smokers and the youth, and minimize health risks to both users and other parties exposed to emissions,” the EO read.

EO 106 also expands the coverage of and prohibited acts cited under EO 26.

The new EO directs that there should also be a designated area for puffers of either vaping devices or traditional cigarettes.

It also notes that there should be a ventilated area between the door of designated smoking or vaping area (DSVA).

Under EO 106, it is considered unlawful to smoke and vape within enclosed public spaces, whether stationary or in motion, except in DSVAs fully compliant with the requirements of the order.

It is also prohibited for persons-in-charge to “allow, abet or tolerate smoking or vaping in places.”

The use, sale or purchase of e-cigarettes and tobacco products by a person below 21 years is not allowed, according to the EO. EO 106 also tasks persons-in-charge to post and display t he “No Smoking or Vaping” signage in locations most visible to the public in the

Once you have Medicare Parts A & B, you may decide to stick to what you have. You can go to any doctor that accepts Medicare without any referral from a Primary Care Physician (PCP), but you have your Share of Cost. There is no limit to your Share of Cost.

Most of those who stick to this (Original Medicare) plan enroll on Part D for their prescriptions and on a Medicare Supplement Plan to take care of their Share of Cost.

Another option available is enroll on a Medicare Advantage plan. In Southern California, a Medicare Advantage plan combines benefits of Parts A, B and D in one plan. This may be an HMO, PPO, SNP, or others.

Most plans are offered by private health insurance companies approved

by Medicare.

Benefits on these plans may include vision, hearing, dental, over-thecounter benefits, teladoc (viral consultation with a licensed doctor), free gym membership, PERS (Personal Emergency Response system) device, emergency coverage outside the U.S., free meals delivered after hospitalization, and others.

There are plans that will not cost you anything to enjoy their benefits!

A “clear and conspicuous” statement which bars the sale, advertisement, and promotion of e-cigarettes and tobacco products should also be displayed in schools, public playgrounds, youth hostels, and recreational facilities for minors.

The EO also enjoins local government units to develop, promote and implement their respective Local Smoking Cessation Program, as well as to encourage the participation of public and private facilities.

“Such programs should include the implementation of the provisions of this Order regarding ENDS/ENNDS, HTPs and other novel tobacco products. Smokers or vapers who are willing to quit and/or those found violating this Order may be referred to the said Program and its facilities,” EO 106 said.

All cities and municipalities are also encouraged to form a local smoke or vape-free task force to help implement EO 106.

EO 106, which was released by the Palace just on Friday, takes effect 15 days after its publication in a newspaper of general circulation.

MISWA at Patola Soup is a scrumptious Filipino soup dish made of sponge gourd, ground pork, and Chinese vermicelli. It’s hearty and tasty on its own or as a side dish. It can also be consumed with rice which is normal and popular scene in Pinoy dining tables.

Misua (also spelled mee sua or miswa) are a very thin variety of salted noodles made from wheat flour. It originated in Fujian, China. The noodles differ from mifen (rice vermicelli) and cellophane noodles in that those varieties are made from rice and mung beans, respectively. The noodles strands are extremely delicate and require just about a minute or two of cooking.

LUFFA is a genus of tropical and subtropical vines in the cucumber family (Cucurbitaceae).

In everyday non-technical usage, the luffa, also spelled loofah, usually refers to the fruit of the two species Luffa aegyptiaca and Luffa acutangula. The fruit of these species is cultivated and eaten as a vegetable. The fruit must be harvested at a young stage of development to be edible.

The fully developed fruit is the source of the loofah scrubbing sponge which is used in bathrooms and kitchens. Luffa are not frost-hardy, and require 150 to 200 warm days to mature.

Luffa are best eaten when small (less than 12 cm or 4.5 inches in length) and still green. and served with steamed rice (Chaak).

Fried ones (Kaanghou) are also favorites for many.

In Japan, it is called hechima and is cultivated all over the country during summer.

It is commonly used as a green vegetable in traditional dishes of the Nansei Islands and Kyushu while other regions of Japan grow it predominantly for use as a sponge or for apply ing soap, shampoo, and lotion. PROCEDURE 1. Heat the oil in a wide pan over medium heat. Add the onion and garlic and cook until softened.

2. Add the pork and cook, breaking apart with the back of a spoon, until lightly browned.

3. Add the fish sauce, stirring occasionally, for about 1 to 2 minutes.

4. Add the water and bring to a boil, skimming off any scum that may float on top.

Lower heat and cook for about 10 minutes or until pork is tender.

5. Add the patola and cook for about 3 to 5 minutes or until tender yet crisp.

6. Add the miswa noodles and cook for about 1 to 2 minutes or until softened.

7. Season with salt and pepper to taste. Serve hot.

Catriona Gray’s fabulous OOTDs at Milan Fashion Week

It wasn't just Korean actress Song Hye Kyo who turned heads at Milan Fashion Week.

Our very own Catriona Gray transformed the streets of Milan into her runway as she strutted her stuff clad in her fabulous OOTDs for fashion week.

On Instagram, the Miss Universe 2018 queen posted double-tap worthy photo, saying one of the most memorable moments of her trip was waking up before dawn "strutting and shivering" in front of Milan's iconic Duomo di Milano for a photo op.

She was clad in a Patty Ang blush dress with a long sheer cover up that looked like a stylish cape.

In the caption of one of her OOTD shots, Catriona said she's still in disbelief.

"Still cant believe I'm here I look serious in these pics but I promise I'm super kilig," she wrote.

Apart from hanging with celebrity doctor Vicki Belo, Catriona was also able to travel and explore new places with her mother.

Marikina's 1st cat café: Caring for fluffy friends

WITH the fast-paced and ever-changing business landscape, cafés have transformed to cater to a specific market. While many cafés are run solely for profit, the one in Marikina City exists for a meaningful cause.

Cats and Crumbs, the city's first cat café, is truly exceptional as its furry fellows are “puspins” (short for pusang Pinoy or Pinoy cat), all from the Philippine Animal Welfare Society (PAWS).

What makes this café extraordinary is that the business started for the love of food and pets and the cats are up for adoption.

After gaining experience from working for

a well-known local food company, owner Joyce Abesames opened the cat café in 2016.

The café’s cats were rescued, which means each has a story.

One of the advocacies of the café is to change the perception of the public towards “puspins”, which are as lovable as cats with breed.

While eating their yummy delicacies from a variety of “pawsta” (pasta) and “pawnini” (panini sandwiches) prepared by their staff, one can see the cats through a glass window.

Contrary to the common perception, cats in the shop are sociable and adorable.

For PHP500, interested individuals may adopt a cute cat that is fully vaccinated and neutered. The process is quick and all it takes is a visit to fill up a form and have an interview with a café staff.

After these procedures, a PAWS representative will do a final interview with the prospective owner and make a house visit.

Once completed, one can say hello to a new furry family member.

Aside from cats, the shop promotes local products. Among their must-try drinks are the Sagada Tea and Kalinga Coffee, directly harvested from the Cordillera highlands.

A cat-inspired sticker from a local artist can be purchased as well.

Proceeds will directly go their “Catvocacy Project”.

Every quarter, the cafe also holds a basic Filipino Sign Language Class because Marikina and neighboring Rizal province used to host a community for the deaf.

Cats and Crumbs is open daily from 11 a.m. to 8 p.m. (Sunday to Thursday), and 11 a.m. to 9 p.m.
