LA makes largest single order of electric buses in the US - Garcetti LOS Angeles Mayor Eric Garcetti recently announced that the Los Angeles Department of Transportation (LADOT) has placed the largest single order for electric buses in U.S. history.

“The clean transportation revolution is not a distant dream — it’s happening on L.A.’s streets right now,” said Mayor Garcetti.

“Seeing these zero-emission buses rolling down our roads in the years ahead will bring us one step closer to realizing our vision of cleaner air, lower emissions, healthier communities, and a more sustainable future for all Angelenos.”

IT has not been uncommon for popular singers to be surprised by their own fans that they invited to come up the stage and sing with them.

And that’s exactly what happened with Filipino American singer and composer AJ Rafael

during a mini concert for the Wish Bus USA in downtown Los Angeles last Saturday (February 15).

Fil-Am candidate supports “Home Guarantee” Pledge

FILIPINO American assembly candidate Godfrey Santos Plata (D-53) has announced his pledge to support the Homes Guarantee and called on other candidates and elected officials to do the same.

“The Homes Guarantee puts people at the center of housing solutions. For too long, our elected officials have allowed developers and the real estate industry to control a basic human right - safe housing,” Plata said when announcing his pledge.

“It’s time for our voices to be heard,” he added. Plata joins Senator Bernie Sanders and LA City Councilmember Mike Bonin in signing the pledge.

United Batanguenos leads March 28 fundraiser for victims of Taal eruption BATANGAS Governor Hermilando I. Mandanas recently thanked “the tremendous support and help provided by the Filipino-American community in Los Angeles to the victims of the Taal Volcano eruption,” even as he praised the effort of the United Batanguenos of Southern California Inc. (UBSCI), led by Governor Rodel Lumanog, to spearhead a grand fundraiser on March 28.

“I applaud the tremendous work that the United Batangueños has shown, despite being in another country, all of you are still able to take time out to convene as a community, as is our time-honored Filipino tradition,” Gov. Mandanas said in a press statement.

The fundraising event dubbed as “Tala For Taal (Stars For Taal) will be jointly held by the UBSCI and Filipino American Community of Los Angeles (FACLA) at the Filipino Cultural Center (FCC) at 1740 W. Temple St., Los Angeles.

The all-day fundraiser will start at 9 a.m. and will feature multiple events to raise funds for Taal Volcano eruption victims, among them: a day-long food, retail and services bazaar, a day-long Bingo playing for cash and other prizes, and a nighttime entertainment show to be led by L.A Front Page Band composed of Imelda Bosing Wood, Jayson Estrada, Ric Aquino, Roland Javier, Julian, Joaquin and Rey Balangue.

Other local Filipino Americans talents are expected to join them. Writer and singer Lou Sabas will be directing the show.

Tickets for the nighttime entertainment show cost $25.

FACLA and the USBCI call upon the members of the Los Angeles community to come together for "Tala For Taal" ("Stars for Taal") and help ease up the physical suffering and the economic dislocation that have befallen the people of the province of Batangas.

“Our kababayans have been rendered homeless and destitute as their homes and fields were buried by volcanic debris and ashes. They desperately need our help,” said UBSCI Gov. Lumanog.

“We appeal for your financial support in becoming a sponsor or donor for the raffle, bingo program, show tickets and souvenir program for this most worthy cause. We appeal to the Los Angeles community to join our fundraising efforts in the true spirit of bayanihan (brotherhood) and celebrate our unity as a people and fellow human beings,” added Fernandico Gonong, president of FACLA. Organizers said 100% of the proceeds would go to the intended beneficiaries.

THE “Old School Group,” a group car enthusiasts organized

by PJ Bonifacio, recently joined the JMP Private Event last February 16 at the historic Willow Springs International Raceway Park in Rosamond, California — a 1.6-mile race road course.

This location was where scenes of a recent movie “Ford vs. Ferrari” were filmed.

The historic location was where many scenes were shot for Alfred Hitchcock movies that starred Paul Newman, Matt Stone and Preston Lerner.

WHAT WILL THE 2020 CENSUS ASK YOU? HERE IS A LIST OF EVERY QUESTION ON THE 2020 CENSUS QUESTIONNAIRES

W

e’ve had years of worry about the confidentiality of people’s census responses, what purposes those responses would be used for, plus the possibility – now abandoned – of being asked about citizenship status.

With the 2020 census now officially under way, here’s a look at what those census questionnaires will actually ask us.

There are nine questions on the primary census form (https://tinyurl.com/2020censusquestionnaire). The first asks how many people live in the household. For each of those people, there’s a of seven-question second form. Here are all the questions, starting with the nine asked of every household: • “How many people were living or staying in this house, apartment, or mobile home on April 1, 2020?”

• “Were there any additional people staying here on April 1 that you did not include in Question 1?”

This question offers five possible responses, in the form of checkboxes, to describe such additional people as children, relatives, live-in babysitters, guests or, in the fifth check-box, “no additional people.”

• “Is this house, apartment or mobile home –” Here, the check-boxes offer four ways to complete the sentence, ranging from “owned by a resident via a mortgage or a loan,” to owned outright, rented or occupied rent-free.

• “What is your telephone number?”

The questionnaire states that you would only be contacted “if needed for official Census Bureau business.”

• The fifth question is specifically directed to the person who pays the rent or owns the residence, and it asks for that person’s first and last names and middle initial. From then on, this person is referred to as “Person 1.”

• “What is Person 1’s sex?”

There are two choices given: male and female.

• Question 7 asks for Person 1’s age and date of birth.

• Question 8 asks if Person 1 is of “Hispanic, Lati-

no, or Spanish origin?”

The question offers five check-boxes for responding. The first is “No.” The second is Mexican, Mexican-American or Chicano. The third is Puerto Rican, the fourth is Cuban and the fifth “Yes, another Hispanic, Latino, or Spanish origin.” This option is followed by space to write in a more specific description, such as “Salvadoran, Dominican, Colombian, Guatemalan, Spaniard, Ecuadorian, etc.”

The instructions for this question say, “for this census, Hispanic origins are not races,” and ask respondents, after answering this question, to continue to the next and final question.

• “What is Person 1’s race?”

Here, respondents have 15 check-boxes to choose from, along with five places where they can write in a specific origin.

For instance, after the first check-box, for “white,” respondents are asked to write whether they are, “for example, German, Irish, English, Italian, Lebanese, Egyptian, etc.”

The next check-box, for “Black of African Am.” also has a write-in line. Its examples of possible responses are: “African American, Jamaican, Haitian, Nigerian, Somali, etc.”

The third check box is for American Indian or Alaska Native and asks respondents here to print the name of “enrolled or principle tribe(s)” and gives as examples “Navajo Nation, Blackfeet Tribe, Mayan, Aztec, Native Village of Barrow Inupiat Traditional Government, Nome Eskimo community, etc.”

After this are 11 more check boxes, for “Chinese, Filipino, Asian Indian, Other Asian, Vietnamese, Korean, Japanese, Native Hawaiian, Samoan,

Chamorro, Other Pacific Islander.”

Beneath is a space in which to “Print, for example, Pakistani, Cambodian, Hmong, etc.” if you’ve checked the box for “Other Asian.” Or, if you’ve checked the “Other Pacific Islander” box, to specify “for example, Tongan, Fijian, Marshallese, etc.”

Finally, there’s one more check box, for “Some other race,” with space to write in a specific “race or origin.”

For those households with more than one person, there is a separate, seven-question form for each additional household member.

Most of these questions are the same ones Person 1 will have answered, described above, starting with name.

But Question 2, instead of asking if anyone else lives in the household, inquires if “Person 2” usually lives or stays somewhere else. There are nine possible responses offered here, from “no” to eight “yes” options: at college, in the military, for work, in a nursing home, with a relative, at a second or seasonal residence, incarcerated or “for another reason.”

Question 3 asks how Person 2 is related to Person 1. It offers 16 possibilities, from spouse or partner, with separate boxes for same-sex spouses or partners, to a variety of family relationships, such as son/daughter, adopted son/daughter, stepson/ daughter, sibling, parent, grandchild, parent- son- or daughter-in-law, “other relative,” roommate, foster child or “other non-relative.”

The remaining four questions are the same as the last four posed to Person 1 about gender, age/birthday, Hispanic/Latino/Spanish origin and ethnicity.

Governments and community organizations are spending hundreds of millions of dollars to collect this information this year, and trillions of tax dollars will be distributed over the next decade based on what this data reveals about how many people live where and what their needs are.

And that’s not all – census data determines how many members of congress each state gets and how many electoral college votes. Businesses rely on census data, too, to decide where to invest. The list goes on and on.

Census data that identifies you personally is protected by the government’s most strict confidentiality rules — it’s kept sealed for 72 years.

ON Monday, February 24, the Federal administration's long-awaited revision to the Public Charge rule will take effect in Los Angeles County and throughout the nation.

For many in L.A. County’s immigrant communities currently receiving public assistance, the rule change will not affect their benefits.

“Public Charge” is a term that describes a non-U.S. citizen who is likely to become dependent on public assistance and depends on public benefits to meet their basic needs, such as cash assistance programs or long-term care. The term is used in immigration law as a ground for inadmissibility and deportation.

The Department of Public Social Services (DPSS) is encouraging those who are uncertain about how the Public Charge rule will affect their status, in terms of becoming a U.S. citizen or permanent resident, to consult with reliable and trained immigration attorneys to discuss their specific situations.

“DPSS has a moral and civic responsibility to every one of our residents, regardless of immigration status, to

deliver essential public services and benefits that promote their health and improve their quality of life,” said Director Antonia Jiménez.

Jiménez shared that DPSS has developed an informative “Does Public Charge Apply to Me?” flyer available in English, Spanish, Armenian, Chinese, Cambodian, Korean, Native American, Filipino, Vietnamese, which includes contact information for the County’s Office of Immigration Affairs (OIA) for referrals to free or low-cost legal services.

Updates on the Public Charge rule are available on the Office of Immigrant Affairs website by v isiting http://oia.lacounty.gov/ or by calling 1-800593-8222.

To fulfill the pledge, if elected, Plata’s housing agenda includes repeal of the Ellis Act and fighting for statewide tenants right to counsel.

“If our current representatives can’t find the heart to take bold action and enact the Homes Guarantee, then they should get out of the way,” Plata said.

Plata noted that some of his opponent’s donors are the very associations and developers that contribute to the displacement of district constituents. Plata’s campaign does not take any corporate PAC contributions.

“This is urgent. My rent is 40% of my monthly pay - and too many of my neighbors pay half their checks or more,” Plata added. “It’s past time that we address this housing crisis by putting renters first.”

Plata is a Koreatown renter, a Filipino immigrant, educator and organizer running in AD 53, which includes Huntington Park, Boyle Heights, Little Tokyo, Vernon, East Hollywood, Larchmont, MacArthur Park, Pico-Union and most of downtown Los Angeles.

If elected, Plata would be the first assemblymember in the assembly’s 140-year history to be both an immigrant and an out member of the LGBTQ community.

AJ Rafael said what happened “attest to the fact that music transcend generations.”

court, whether that court hears or has heard the child custody proceedings or not, has made a finding pursuant to subdivision (a) based on conduct occurring within the previous five years.

In Christina L v. Chauncey B, 229 Cal. App 4th 731 (2014),the Court of appeal held that because a Domestic Violence restraining order must be based on a finding that the party being restrained committed one or more acts of domestic abuse, a finding of domestic abuse sufficient to support a DVPA restraining order necessarily triggers the rebuttable statutory presumption that an award of sole or joint physical or legal custody of a child to a person who has perpetrated domestic violence is detrimental to the best interest of the child. Cal. Fam. Code §§ 3044. The presumption that an award of sole or joint physical or legal custody of a child to a person who has perpetrated domestic violence is detrimental to the best interest of the child changes the burden of persuasion, but may be overcome by a preponderance of the evidence showing that it is in the child’s best interest to grant joint or sole custody to the offending parent. Cal. Fam. Code § 3044. In that case, the father had a history of perpetrating domestic violence against the mother. Domestic Violence restraining orders has been issued multiple times over the years including within the last 5 years. The trial court ignored both the existing restraining order, the legal effect of

such a judicial finding, and failed to apply the family code 3044 presumption and instead awarded joint custody to father. The Court of appeal reversed and remanded the case back to the trial court. (copyright 7/7/15)

Will a domestic violence finding affect my claim for sole or joint custody of our Children?

AN action under the DVPA (Domestic Violence Protection Act) seeking a restraining order often is necessary to protect parties from abuse or domestic violence perpetrated by the other spouse or significant other. At times, it is effective in preventing harm to one of the parties. At the same time, this process is sometimes abused by family law litigants as a strategy for obtaining an advantage in a child custody case. The basis for this is the presumption against sole or joint custody under California family code section 3044.

California Family Code Section 3044 (a) provides “Upon a finding by the court that a party seeking custody of a child has perpetrated domestic violence against the other party seeking custody of the child or against the child or the child's siblings within the previous five years, there is a rebuttable presumption that an award of sole or joint physical or legal custody of a child to a person who has perpetrated domestic violence is detrimental to the best interest of the child, pursuant to Section 3011. This presumption may only be rebutted by a preponderance of the evidence.

In determining whether the presumption in family code 3044(a) has been overcome, the court shall consider all of the following factors:(1) Whether the perpetrator of domestic violence has demonstrated that giving sole or joint physical or legal custody of a child to the perpetrator is in the best interest of the child. In determining the best interest of the child, the preference for frequent and continuing contact with both parents, as set forth in subdivision (b) of Section 3020, or with the noncustodial parent, as set forth in paragraph (1) of subdivision (a) of Section 3040, may not be used to rebut the presumption, in whole or in part.(2) Whether the perpetrator has successfully completed a batterer's treatment program that meets the criteria outlined in subdivision (c) of Section 1203.097 of the Pe-

nal Code. (3) Whether the perpetrator has successfully completed a program of alcohol or drug abuse counseling if the court determines that counseling is appropriate. (4) Whether the perpetrator has successfully completed a parenting class if the court determines the class to be appropriate. (5) Whether the perpetrator is on probation or parole, and whether he or she has complied with the terms and conditions of probation or parole. (6) Whether the perpetrator is restrained by a protective order or restraining order, and whether he or she has complied with its terms and conditions. (7) Whether the perpetrator of domestic violence has committed any further acts of domestic violence.

A person has "perpetrated domestic violence" when he or she is found by the court to have intentionally or recklessly caused or attempted to cause bodily injury, or sexual assault, or to have placed a person in reasonable apprehension of imminent serious bodily injury to that person or to another, or to have engaged in any behavior involving, but not limited to, threatening, striking, harassing, destroying personal property or disturbing the peace of another, for which a court may issue an ex parte order pursuant to Section 6320 to protect the other party seeking custody of the child or to protect the child and the child's siblings.The requirement of a finding by the court shall be satisfied by, among other things, and not limited to, evidence that a party seeking custody has been convicted within the previous five years, after a trial or a plea of guilty or no contest, of any crime against the other party that comes within the definition of domestic violence contained in Section 6211 and of abuse contained in Section 6203, including, but not limited to, a crime described in subdivision (e) of Section 243 of, or Section 261,262, 273.5, 422, or 646.9 of, the Penal Code.

Historical Rates lowest in 50 years SINCE 1971, historical mortgage rates for 30-year fixed loans have hit historic highs and lows due to various factors. Using data from Freddie Mac’s Primary Mortgage Market Survey (PMMS), we’ll do a deep dive into what’s driven historical mortgage rate movements over time, and how they affect buying or refinancing a home.

Historical mortgage rates: 1971 to 2020, refinancing boom is back.

In 1971, the same year when Freddie Mac started surveying lenders, 30-year fixed-rate mortgages hovered between 7.29% to 7.73%. The annual average rate of inf lation began rising in 1974 and continued through 1981 to a rate of 9.5%. As a result, lenders increased rates to

keep up with unchecked inflation, leading to mortgage rate volatility for borrowers.

The Federal Reserve combated inflation by increasing the federal funds rate, an overnight benchmark rate that banks charge each other.

Continued hikes in the fed funds rate pushed 30-year fixed mortgage rates to an all-time high of 18.63% in 1981. Eventually, the Fed’s strategy paid off, and inflation fell back to normal historical levels by October 1982. Home mortgage rates remained in the single-digits for much of the next two decades.

And if you are buying a car after bankruptcy, this is usually not a problem although in the beginning, you will obviously pay a higher interest rate or may even need a co-signor until such time you prove creditworthiness.

Whether or not bankruptcy is the right solution for you also involves looking at your long-term financial goals. For example, while your credit may suffer for a few years, the fact that bankruptcy may be your only and quickest way to recover financially outweighs any temporary disadvantages. Have a long-term focus and start thinking outside the box.

ABS-CBN chief: No reason to close down network ABS-CBN Corp. President and CEO Carlo Lopez Katigbak led the 11,000 employees of the television network on Thursday in expressing gratitude to the people for allowing the station to be of service to them.

In his first appearance since Solicitor General Jose Calida filed a quo warranto petition before the Supreme Court questioning the media conglomerate’s franchise, Katigbak said there was no reason to close down ABS-CBN as he asked for prayers over an uncertain future the network faced beyond March 30 when its license to operate would have lapsed.

Katigbak appeared on video at the end of the channel’s news program “TV Patrol”. He appealed to members of the House of Representatives to give the network a chance to answer questions from the people and to right whatever mistakes it may have made in the course of its operations.

AT least 11 bills are pending at the House seeking to renew ABS-CBN’s legislative franchise.

Duterte not campaigning for Trump: Palace

MANILA — Malacañang denied that President Rodrigo Duterte was campaigning for US President Donald Trump when he praised the latter for being a “good” leader by respecting the Philippines’ decision to scrap the Visiting Forces Agreement (VFA).

“He (Duterte) is expressing his sentiment about it, not necessarily campaigning and he explained it,” Presidential Spokesperson Salvador Panelo said in a Palace briefing on Monday.

Panelo, quoting Duterte, explained that Trump’s principle and “judicious remarks on the termination of the VFA” made him deserving of another four-year term in the upcoming November US presidential elections.

“Sabi ni Presidente (The President said), if I were in his shoes, I would be doing the same and I’m sure he would have done the same kung siya ‘yung (if he were) Filipino President kaya that makes him a good president and he deserves to be reelected,” he said.

Duterte himself has repeatedly branded Trump as his "friend."

When employers refuse to pay caregivers the legally required minimum or overtime wages, it is a form of wage theft. The employers are essentially stealing wages from workers who care for the elderly.

Thankfully, California law sets minimum requirements for a caregiver’s wages and working conditions. These laws include a minimum wage and overtime in most circumstances. An employer has no right to pay an employee less than the legally required minimum or overtime wages and anyone who does engages in wage theft.

Wage theft takes many forms and may include failing to pay for sleep or “on call” time, paying a weekly or daily salary that is too low or classifying an in-home caregiver as an “independent contractor” to circumvent California’s wage and hour laws.

California provides greater protection to caregivers than exists in most other states. For instance, the minimum wage in California will increase incrementally to $15 by 2022. Cities can enact higher minimum wages.

Caregivers who are victims of wage theft can claim the compensation that is legally due.

On January 1, 2014, California enacted the Domestic Worker Bill of Rights (DWBR). The DWBR mandates overtime payments for personal attendants.

This law provides that an employer cannot hire personal attendants to work more than nine hours in a day or 45 hours in a workweek without

paying overtime.

Overtime under the DWBR is set at one and one-half times the employee’s regular rate of pay. That means that if you are an in-home caregiver, you are entitled to 150% of your hourly wage for every hour you work over nine hours in any given day, and all hours you work beyond 45 hours in a week.

Now that the California legislature has created the right to overtime for personal attendants, an in-home caregiver who is not paid the required overtime wages can claim their unpaid wages. You can recover not just the overtime you are due, but also attorney’s fees and costs incurred in the lawsuit. It is also possible to recover interest and penalties if you are not properly paid overtime compensation.

Caregiver overtime law is highly complex. In fact, an entirely different set of laws apply to a caregivers who work in residential care facilities and nursing homes for the elderly. These caregivers have always been entitled to overtime under California law. These caregivers must be paid overtime for all hours they work in excess of 8 hours in a day or 40 hours in a week. In addition, they are generally entitled to double time payments for all hours worked in excess of 12 in any single day and may be entitled to meal and rest breaks. The rules for sleep time, on-call time and live-ins are also different.

Catholics urged: Don’t be sidetracked by COVID-19 MANILA — Archdiocese of Manila apostolic administrator Auxiliary Bishop Broderick Pabillo urged the Catholic faithful not to be sidetracked from the essence of the coming Lenten season, which is grace and conversion, despite the impact of the coronavirus disease 2019 (COVID-19) that could affect some Catholic practices during Lent.

In his blog, Pabillo said while the measures being undertaken to help stop the spread of COVID-19 in the country would cause alterations on how Catholics observe Lent, he reminded the faithful that these are merely external practices.

The placing of ashes on a person’s forehead during Ash Wednesday is a call for humility and repentance. It should serve as a reminder that from dust you came and to dust you shall return.

“Humility and repentance are the essence and these should not be lost in whatever form the ash is imposed on us,” said Pabillo.

He explained that Ash Wednesday is the start of the season of Lent, the 40-day period of penance, prayer and almsgiving that prepares us for the great event of our salvation: the passion, death and resurrection of Jesus (called the Paschal Mystery) which we all participated in during our baptism.

“This season asks us to take seriously our baptismal commitment to die to sin and to live for God by following Jesus,” Pabillo said.

The prelate also said, “Ash Wednesday then is not just a one-time event. It ushers us to a season of renewal.”

R

omblon does not only boast its marble products, Cathedral, white beaches, and other instagrammable spots.

They also have their own signature delicacies that you’ll want to ask for another set of.

The islands of Romblon has Crabs in coconut milk rich, fertile soil and fishing ground which gives them a variety of ingredients. Some of these can be eaten even raw or ala carte. Combining their homegrown raw ingredients into one delicacy gives you a different culinary experience.

So, here, I’ve listed six food products that I believe you should look for when you visit Romblon:

Balichow sa Gamus

1. Sarsa

One of the local delicacies usually peddled on the streets of Romblon is this, Sarsa. It is traditionally made of large freshwater shrimp, red chili Sarsa peppers, and coconut. These ingredients are mixed with garlic, ginger and whole peppercorn. By using a Lusong and Lomok (wooden mortar and pestle) they pound these mixed ingredients. These will then be filled in inside a rolled coconut or banana leaf. They will appear like an enclosed cylindrical tube. They are cooked by boiling in coconut milk which also adds flavor to the dish. After 30 minutes of boiling, the Sarsa can be served.

The appearance of the Sarsa may not say much but when you take a bite, that’s where the exciting part starts. You’ll get a delightful symphony of sweet and spicy flavors with Ginataang Langka the chewy texture from the coconut. You can eat it as is or you can partner it with rice. Sarsa is available in the wet market and restaurants. Just be cautious since it gets spoiled easily since it contains coconut.

Are you too young to have a heart problem?

MANILA — Cardiovascular disease knows no age, a cardiologist said in a statement sent to Philstar.com.

If the death of Taiwanese-Canadian model-actor Godfrey Gao in the latter part of last year shocked the world, it was because of his age and cause of death.

At 35, Gao, the first Asian to model for Louis Vuitton, was at the prime of his life when he collapsed from a heart attack while competing in the reality show "Chase Me." Attempts to revive him both on set and in the hospital were unsuccessful.

Gao had been filming for 17 hours straight when the unthinkable happened. Still, a heart attack isn’t something associated with someone of his profile, so young and fit—or so we think.

This Heart Month, top hospital Makati Medical Center (MakatiMed), through its Heart Station, gets to the heart of the matter: Are you too young to have a heart problem?

For years, heart disease has been thought of as an illness of the middle-aged and elderly, a condition that happens over time and through the cumulative effects of bad habits like smoking, drinking, drugs, lack of exercise, unhealthy food choices and lifestyle.

That cardiovascular disease now affects those around Gao’s age or younger “is no longer a rare occurrence or a surprise,” said Dr. Saturnino Javier, Section Chief of Cardiology.

The culprit? Genetics, family history, and undiagnosed or untreated congenital abnormalities certainly

increase one’s chances of developing heart disease, Javier said.

But so do a host of lifestyle choices. “A preference for fast food, processed food, and alcohol coupled with a sedentary lifestyle of smoking and sitting all day with gadgets lead to obesity, which, in turn trigger the onset of diabetes, high cholesterol, and high blood pressure—risk factors of cardiovascular disease,” Dr. Javier said.

“The role of drugs, alcohol, and stressful situations cannot be underestimated.”

While people in their 20s and 30s tend to feel invincible at these decades of their lives, they should also be aware of the subtle signs of a possible heart problem.

“Symptoms include breathlessness, palpitations, fatigue, chest pain, weakness, and edema,” he explained.

“Other symptoms not immediately associated with heart problems are pain in the left arm, jaw, back, neck, shoulder blades and the upper abdomen.”

Interestingly, women with heart disease experience their own set of symptoms. “Excess fatigue, cold sweats, dizziness, nausea, vomiting, and even fainting are among the warning signs that they tend to dismiss or mistake as flu,” Dr. Javier pointed out.

“But it should also be emphasized that heart disease can be present with no symptoms at all. That is why we also refer to it as a silent killer,” he warned.

Heart disease may know no age, but it’s also something that can be avoided or managed at best with practical solutions.

COPENHAGEN — Baby foods on market generally contain too much sugar, posing a source of hea lt h concern, a new report by the World Hea lt h Orga nization (WHO) has said.

The United Nations specialized agency on public health based the conclusion on an ex-

amination by its European office of about 8,000 baby food products on shelf between November 2017 and January 2018.

It warned that "the very high levels of sugars present in commercial products is a cause for concern" by increasing the risk of overweight and dental cavities while inducing a lifetime eating habit in favor of sugary foods.

In around half of the products examined, "more than 30 percent of calories were from total sugars and around a third of products contained added sugar or other sweetening agents," the world health body said in the report released to update guidelines for infant diets.

The examination that covered more than 500 stores in Austria, Bulgaria, Israel, and Hungary also finds the labels of up to 60 percent of the inspected food are misleading by claiming to suit infants under six months old.

The WHO has long recommend-

ed that "infants receive exclusively breast milk for the first six months of life."

In the WHO report, countries are advised to make new laws on curbing high sugar intake, ban added sugars and sweeteners in baby foods, and put an end to the promotion of breast milk substitutes.

It also requires labels on candies and sweetened beverages, including fruit juices and condensed milk, to state they are not suitable for children under three.

Meanwhile, the WHO recommends that children between six months and two years be fed nutrient-rich home-prepared foods.

"Good nutrition in infancy and early childhood remains key to ensuring optimal child growth and development, and to better health outcomes later in life," said Zsuzsanna Jakab, WHO regional director for Europe, in a statement.

DOH to open more laboratories for PUI specimen testing MANILA — The Department of Health (DOH) will open additional laboratories that can test specimens from persons under investigation (PUIs) for possible coronavirus disease 2019 (Covid-19), a Health official said Monday.

Vergeire said there would be five subnational laboratories strategically located in Davao, Cebu, Northern part of Luzon and big hospitals in Metro Manila.

She added the laboratories are expected to help the RITM in providing test results in a quicker manner.

"We're just completing their requirements at the moment. “The RITM has 1,500 kits, more than enough for the current PUIs, and fresh shipment of 1,500 kits from the World Health Organization will arrive in the coming days, bringing to 3,000 the total of test kits on standby," the DOH said.

As of 12 noon of Feb.17, there are 171 PUIs admitted in various health facilities nationwide.

Meanwhile, a total of 350 patients have been discharged.

About 453 PUIs tested negative of the disease, only 22 cases of pending test results, and the remaining patients yet to submit specimen for testing. (PNA)

Prelate: ‘Changed external practices’ should not sidetrack faithful from real meaning of Lent

M

anila Auxiliary Bishop Broderick Pabillo said the changes in some church practices due to the coronavirus disease (COVID 19) should not sidetrack the faithful from the real meaning of Lent.

“Let us not be side-tracked by these discussions from the real meaning of the season of Lent, which is a season of grace and conversion,” he said in a statement.

“Let us go to the core meaning of our rites rather than be confused by changed external practices.”

One of the changes in church practices this Lent cited by the prelate is the imposition of ash on Ash Wednesday, which will now be sprinkled on the head of the faithful.

“In the Philippines we have been used to put the ashes on the forehead. But this is not the only way to do it, nor is it even the original way,” Pabillo said.

He said in the Bible and in many churches in the world, the ash is put on the top of the head, not on the forehead.

But more than where the ash is imposed and in what manner, Pabillo said the meaning is the same, saying the ash imposed on believers is a call to “humility and repentance.”

“Thus while the dust is imposed on us, whether on top of the head or on the forehead, we are reminded of our lowly origin. Humility and repentance are the essence, and these should not be lost in whatever form the ash is imposed on us,” he said.

Pabillo also reminded the faithful that Ash Wednesday is not just a one-time event as it ushers everyone to a season of renewal.

“We renew ourselves by self-control — this is the meaning of fasting and abstinence from meat that we do, by generosity — hence we are enjoined to be more generous to the poor by almsgiving, and by prayer. These three are related to each other. By saying no to ourselves (penance), we are able to say yes to others (almsgiving) and to God (prayer),” Pabillo said.

“Let us not be side-tracked by the coronavirus in living the season of grace this Lent,” he added.

Ginataang Puso ng Saging

GINATAANG Puso ng Saging (banana heart/blossom in coconut milk) is

made with banana heart, diced pork, and chili peppers in a spicy coconut sauce. It’s creamy, tasty, and the perfect side dish to grilled meat or fish.

This vegetable dish is quick and easy to make, most of the work involved is preparing the banana heart which needs to be salted to rid of its acrid sap.

INGREDIENTS 2 large banana hearts (about 4 pounds) 2 tablespoons rock salt 1 tablespoon canola oil 1 onion, peeled and chopped 3 cloves garlic, peeled and minced 1/2 pound pork belly, diced 1 tablespoon fish sauce 14.5 ounces coconut milk 2 Thai chili peppers, stemmed and minced salt and pepper to taste

Banana Chips BANANA chips are crisp slices of bananas that are usually

consumed as a snack. The banana slices are deep fried; some are baked; while others are dehydrated. There are several Banana chips Recipe available that produces different results.

What we have here are Sweet Banana Chips. We will make ours by deep frying the banana slices in cooking oil. Before starting, allow me to remind everyone to be cautious. This recipe is not simple as it may seem. There are steps that will require utmost caution. Please try to be safe at all times.

There is a step that will require the use of a mandolin slicer to slice the bananas. Make sure that your fingers are protected at all times while performing this step. An optional step of adding the turmeric mixture in hot oil can cause the oil to bubble and splash. This will only add a yellowish color to the bananas. If you think that you cannot handle this step, please skip it.

Deep frying the bananas will make it crisp and crunchy.

When the deep-fried banana slices are drained, you can eat them right away. You can also enjoy sweet banana chips by quickly dipping the fried chips in simple syrup.

PROCEDURE How to Prepare the Banana Heart • Remove and discard the fibrous outer layers and the yellow flowers (“baby bananas”) until you reach the pale, softer core.

• Using a knife, cut and discard the stem portion. Cut vertically into two halves. Slice each half thinly.

• In a bowl, place shredded banana heart and 2 tablespoons rock salt. Let sit for about 10 to 15 minutes. Squeeze well to dispel liquid and rinse a few times under cold, running water to remove saltiness.

• Place in a bowl of cold water until ready to use to keep from discoloring.

How to cook the Ginataang Puso ng Saging 1. In a wide pan over medium heat, put the oil. Add the onion and garlic and cook until softened.

2. Add the pork and cook, stirring occasionally, until lightly browned.

Add the fish sauce and cook for 1 to 2 minutes.

3. Add the banana heart. Cook, stirring occasionally, for 3 to 5 minutes or until the mixture releases liquid.

4. Add the coconut milk and chili peppers. Lower heat, cover, and continue to cook until vegetable is tender, pork is cooked through, and sauce is thickened.

5. Season with salt and pepper to taste. Serve hot.

MANILA — A Filipino restaurant in Seattle is one of the winners of this year’s “America’s Classics” award by the prestigious James Beard Foundation.

Located at Pike Place Market, the carinderia-style Oriental Mart serves Filipino dishes such as longganisa, pancit, adobo, and sinigang made with salmon from neighboring fish vendors.

James Beard Foundation released a video feature of Oriental Mart on Wednesday as it congratulated the restaurant for making the cut.

Only four restaurants have so far been announced as winners of the “America’s Classics” award, the others being El Taco de Mexico in Denver; Vera’s Bar-B-Que in Brownsville, Texas; and Lassis Inn in Little Rock, Arkansas.

The rest are set to be revealed within the week.

The “America’s Classics” award is usually given to mom and pop businesses that “have timeless appeal and are beloved regionally for quality food that reflects the character of its community.” (ABS-CBN News)

In a bowl, combine 2 tablespoons of water, turmeric powder, and salt. Mix well and set aside. Pour cooking oil in a wide pot and heat. When the oil is hot, slice the bananas using a mandolin slicer and place a batch of sliced bananas in the hot oil.

Deep-fry the banana until almost crisp. When the bananas are almost done, scoop a teaspoon of the turmeric mixture and gently add to the oil. Note: Be very careful. This is an optional step. Doing this can add a yellowish color to the banana slices and make it more crisp.

Once the oil stops bubbling, remove the bananas and drain excess oil. Set aside.

For the simple syrup: Heat a saucepan and pour in 1/2 cup of water and 1/2 cup sugar. Let boil.

Gently stir the mixture and turn off the heat. Let cool.

Quickly dip the banana chips in the simple syrup. Drain the excess liquid after dipping.

Once the liquid dries-up, place the banana chips in a container, or serve right away Share and enjoy!

Modernizing the terno began in the 1940s with Slim’s

Y

ou simply cannot talk about the terno without talking about the career of Salvacion Lim Higgins.

While she did not invent it, her innovations on the Philippine national dress transformed it to an art form when she started her label in 1947.

An 18-piece exhibition of her work was on view for one day only during Ternocon 2020. Entitled “The Salvacion Lim Higgins Terno: A Heritage for Philippine Fashion,” we got a summary of a career that changed the terno as we know it, featuring a selection ranging from 1948 to the early 1980s, each an embodiment of the styles and aesthetics of the decade.

Why is it relevant?

Beginning her design career after World War II in a market fueled by renewed nationalism, Slim’s was one of the first to modernize the terno, something that every Ternocon finalist aims to do today.

So it is ironic, Mark laments, that viewers during the exhibition simply assumed the ternos on display to be a random mix of vintage ternos, unaware of the pieces’ legacy in our design heritage.

Slim’s pushed boundaries with the terno’s silhouette, manipulating fabrics with so-

phisticated draping, sculpting the woman’s figure. Her sense of color and surface decoration, often including indigenous materials and themes, is simply impeccable, elevating the terno to haute couture that can be worn by the Filipina in different parts of her life.

Mark and his sister Sandy Higgins celebrated their mother’s centenary just this Tuesday, days after Ternocon 2020, where all three Slim’s graduates brought home awards: Hannah Adrias bagged Gold, Dinnes Obusan won Bronze, while

Abdul Dianalan received the Chief Mentor’s Medal given by Gonzales, chief mentor Inno Sotto, and judge and former Ternocon mentor Len Cabili.

Mark is proud of this accomplishment. “The philosophy of the school is to teach them how to create everything properly.

Part of the final exam (is that) everyone who graduates the school knows how to make the national dress.”

old, it’s still churning out champions up to now. We must be doing something right,” he says.

Does he see a comeback of the terno as everyday wear?

“The terno will never be part of everyday wear. It fell out of use because the world changed.

People like to blame Imelda (Marcos, the former first lady and proponent of the butterfly sleeve) but the real reason is because fashion in the mid ’60s changed. It became very streetwear, very relaxed. The terno was born during a time when life was slower, when people had time to get dressed and resources to store it. The terno sleeves have to be removed each time,” he says.

“As the national dress, it should continue to be worn for occasions that are appropriate,” he concludes.

The siblings recently found a whole stack of actual fashion renderings, her early designs from the late 1940s, which is when their mother had just opened her shop. In commemoration of Slim’s centenary, they are still deciding what to do with it.

As for the 18-piece retrospective, the exhibition is now held inside Slim’s and will change every couple of months. “Next will be all cocktail. Next, Filipiniana. Next, all wedding gowns,” Mark describes. For now, the students have the exclusive privilege to view them.

MANILA – For Pia Wurtzbach, this year’s NBA All-Star Game is the most exciting basketball match she has ever watched.

The former Miss Universe made this statement in an Instagram post on Tuesday (Manila time) as she talked about her experience covering the 2020 NBA All-Star festivities in Chicago over the weekend.

She particularly observed the “puso” (heart) and “sense of family” among players and fans.
