In the Philippines, the nine-day novena of masses is held during dawn to allow farmers to participate as they usually go their respective fields very early in the day. The novena of masses culminates on Christmas Eve (December 24) through the so-called “Midnight Mass.” Afterwards, families get together for the feast called “Noche Buena.” Early Spanish settlers and missionaries introduced the religious practice, known then as "Aguinaldo Masses,” to the new converts in the Philippines. The idea was to prepare the Catholic faithfuls to receive their greatest gift after going through a nine-day novena of masses. The Catholic faithfuls believe that the greatest gift or “aguinaldo” on Christmas Day is no other than Jesus Christ himself.

PAF Dragon Boat team shines in Penang competition By ABNER GALINO

he Philippine air Force (PaF) Team shone bright in the recently concluded Penang international Dragon Boat race held at Teluk Bahang Dam, Penang, Malaysia last December 7 and 8. The PAF Dragon Boat Team won three gold medals. Two of these gold medals were won in the Premier Women’s Category 200 meters and 450 meters races. The third gold was won in the Mixed Category 200-meter race. The team also won the Premier Open 200-meter race. A total of 1,600 paddlers participated --- representing 62 competing teams and 14 countries. The support of Philippine Dragon Boat Federation (PDBF) and the PAF leadership led by its Commanding General, Lieutenant General Rozzano D. Briguez were recognized as an important part of the team’s success. Michelle Ebio, a Filipino American based in Los Angeles, took part in the actions. Herself actively building a local Dragon Boat team of compatriots here in LA, Ebio expressed elation

The Philippine Air Force Dragon Boat Team is preparing for the IDBF Club Crew World Championship in 2020. It will be held in Aix-Les-Bains, France. The said team also competed in the 14th IDBF World Championship in Pattaya, Thailand last August 21-25.

DACA Beneficiaries Could Stay in the US for Years Whatever Supreme Court decides, legal remedies can help – Legal Experts Urge Holders to Renew Now

hile hundreds of thousands of immigrants with DACA permits await the decision of the Supreme Court on the future of the program, lawyers and immigrant advocates argue that the vast majority of them have sufficient legal rights to remain in this country for several years and maybe, indefinitely. At a Dec. 11 press briefing organized by Los Angeles County and Ethnic Media Services (EMS), experts urged immigrants protected by DACA or who once had it, but did not renew it, to get immediate advice from the county Office of Immigrant Affairs or with any local organization regarding their legal rights, possible financial aid and process to extend their status. "It is very important that immigrants with DACA renew the program as soon as possible," said Judith Vásquez, representative of county supervisor Hilda L. Solís. "We know that the federal government has announced its intention to raise the cost of the DACA fee from $495 to $765 and it is best that they renew now before that happens," Vasquez added, pointing to the fact that Los Angeles County "has more immigrants covered with DACA than any other county in the nation, around 82,000 ”. The experts added that in the event that the Supreme Court rules

DACA has changed my life and allowed me to help other people.” Without DACA, Nestor and his business could be affected, impacting thousands of jobs that he directly or indirectly creates with his company. And yet, he still believes in the future. “I am not afraid,” he said. “I trust our leaders. I am an entrepreneur, resident, father, husband and member of my community and of this American society and I want to continue being so”. “DACA has transformed the life of my partner,” added Juan Carlos, his friend and fellow businessman. “Thanks to the status, he has been able to beat the odds in many ways.” Rocío works as coordinator of a program for survivors of violence in Los Angeles. To a large extent, her work with the community has been inspired by life’s challenges as an undocumented immigrant. “Since I was little, I was very aware of my family’s sacrifice in order for the kids to have a better life,” she said. “I have studied and worked diligently to be a high school valedictorian, go to college and dedicate my work to helping my community. Thanks to DACA I have been able to do all this and also travel to my country of origin to connect with relatives, after 18 years of separation.” The Trump administration’s attempts to eliminate the program that has done so much for hundreds of thousands of young immigrants have helped this young immigrant from Puebla, Mexico, use her “ganas” and “anger” in favor of her community. “More ganas and more anger, to fight for my community” he said. “That’s what I got from this Trump administration.”

LA activists demonstrate on Int’l Human Rights Day

n December 10th, around 200 people marched and chanted down Wilshire Blvd. in los angeles to celebrate international Human rights Day and to highlight the struggles of migrants, refugees, indigenous people and displaced communities impacted by state violence and war.

At least 29 organizations across Los Angeles County marched and stopped in front of numerous Consulate offices --- particularly El Salvador, Ethiopia, Philippines, Honduras and Bolivia --- where demonstrators sang and chanted, and their leaders gave speeches. “We can’t afford to continue with an economy built on war when we need an economy that meets people’s needs,” said Nikole Cababa, National Secretary General of BAYAN USA, a national alliance of 29 progressive Filipino organizations. The march began in front of the Consulate of El Salvador and the Consulate of Ethiopia. Walter Ruiz “Graywolf”, Director of the American Indian Movement of Southern CA, acknowledged and honored the land of the Kizh people. He spoke about the violence committed in ICE detention centers, including the recent death of Carlos Vasquez, a 16-year-old Guatemalan migrant. “I don’t want to change the

person in charge, I want to change the system that allows these people to be in charge. We live in economic slavery. We want to honor this poor young man that has died in an ICE concentration camp,” said Ruiz. Jasmin Tobar of the Committee in Solidarity with the People of El Salvador (CISPES) condemned the newly elected Salvadoran President Nayib Bukele who is criminalizing water defenders, union leaders, and increasing militarization in the region. Speaking in front of the Consulate of Ethiopia, Tadios Belay of the International Migrants Alliance (IMA) reported on the massive displacement of African migrants. Vanessa Acosta and Menchie Caliboso of the Philippine-US Solidarity Organization (PUSO) led the second stop in front of the Consulate of the Philippines opening with an original song, “Carry on the Fight”, dedicated to women human rights defend-

In front of the Consulate of Bolivia, activist Juan Baldelomar from Cochabamba shared his personal experience of living in Bolivia before the recent military coup of President Evo Morales.

Support for DACA immigrants

The bearers of DACA have the support of the community and of various organizations and institutions in Los Angeles. Rigo Reyes, executive director of the Los Angeles County Office of Immigrant Affairs, outlined a variety of services for DACA holders and their families. "The county has taken concrete steps to protect and support immigrants," Reyes said. Along with legal help, financial assistance is also available to assist those who cannot pay the immigration fees. And the county is also responsible for compliance with minimum wage laws. DACA holders have work permits and are entitled to the same working rights as other workers. More information can be obtained by calling the Los Angeles County Immigrant Affairs Office toll free at 1-800-593-8222. Tiffany Panlilio, DACA legal advisor for Asian American Advancing Justice (AAAJ), said that DACA holders “are scared and often have to choose between paying rent and renewing the benefit," but that there is support for them to do it. "We want to ensure that DACA is still standing and that in my organization we have legal support in various languages: Chinese, Thai, Tagalog and Korean," she added, noting that one in five DACA is Asian. She invited the community to go to a trusted organization to obtain free legal advice. "It is better to know than not to know," she said. Francisco Rodríguez, chancellor of the Los Angeles Community College District, reminded the community that there are “Dream Centers” in each of the nine colleges in the system, which has more than 230,000 students. There, young immigrants can receive legal assistance and mental health "in an environment free of hate and hostility”, he added. "I am an immigrant and I have benefited greatly from public education," Rodriguez said. “I invite undocumented students to enroll in our schools. I assure you that all your information is confidential, and we have taken steps to protect it.” Meanwhile, criminal lawyer Lara Yeretsian reminded DACA beneficiaries that they have a lot to lose if they commit a crime such as driving under the inﬂuence (DUI). "Any mistake can have serious consequences, especially for DACAs," said Yeretsian. "Do not take risks and always consult a lawyer who understands the immigration consequences of any criminal conviction."

Are Your Debt Problems Making You Worry About The Future?

If you care about how you are going to live your life 10, 20 or more years from now, this article is for you. The future is something we don’t want to think about at times. To some, it’s pretty scary. But one thing is for certain. Time flies. Weeks easily turn into months and months into years. Doesn’t time seem to go by even faster as you get older? Lee Eisenberg, in his new book, “The Number”, says that all of us have a “number” that we should know. This “number” represents the amount of money we will need to live on from the time we say goodbye to work to the moment we simply say goodbye. How much will be enough? Will the money you have provide you a meaningful life in your later years? This requires a lot of soul-searching and you cannot take this for granted. Unless you have a financial plan or a roadmap for the rest of your life, you may be in some serious trouble. One of the things I found interesting in Mr. Eisenberg’s book is what he calls the “Debt Warp” which, he says, stops most people from saving for a secure retirement. He writes: “Our whip-it-out credit card culture makes it so easy to buy stuff that people delude themselves into thinking they’re more affluent, better set for

the future, than they are. Indebtedness starts to feel like a normal state of being, not an affliction. Combine Debt Warp with longer life expectancies, lower savings rates, disappearing pensions and uncertain social security and many Numbers start to look downright unattainable.” As you save money for the future, there are factors that work for you and against you. Some of these factors, you cannot control. I am talking about inflation, fluctuating interest rates and perhaps the future of Social Security. But there are certain factors that are within your control- such as the choice to accumulate debt or wealth. Indebtedness, according to Mr. Eisenberg, is an “affliction” but because it is so common in our culture today, people feel like it is “normal” to live this way because they just don’t know any better! Look at our young people today. College loan debt is at an all-time high. Credit cards are getting maxed out left and right. These are young adults in their 20’s and 30’s who are getting hit from all sides. They are barely starting and they’re already financially strapped. According to a recent study, nearly half of all working students already put in more than 25 hours per week

just to ma ke ends meet. By the time most of these young adults graduate, they are already buried in student loan and credit card debts that may take more than a decade to pay off. A college degree may determine the size of their paycheck and the quality of life that your children will have someday. But this education is hard to finance these days and is simply not affordable to everyone. If you are a parent and you want the best for your children, chances are you have included the cost of their college education in your financial planning provided that you are in a position to save. But obviously, you can only give away what you have. To the extent that you are financially strapped yourself, it will be difficult for you to help them in spite of your best intentions. Or maybe your children are all grown up, out of the house and married and you only have yourself and your spouse to worry about. You may still be working but only a few years away from retirement but you have not saved a penny for your retirement years. You have not thought of your “Number” that Mr. Eisenberg was talking about in his book.

Most couples apply for mortgage loans jointly. But what happens when one of them has bad credit? Bad credit can be a real problem when t here a re joint mortgage applications. Typically, the lender looks at the lowest of the two credit scores when deciding what interest rates to charge, so if your spouse has bad credit, you could really gets affected by the rate difference. Qualifying with only one person On the other hand, if the higher income borrower has really good credit, that’s usually sufficient to qualify for the mortgage itself. Having two income earning borrowers can help you qualify for a bigger loan, since you can combine earnings in figuring your debt-to-income ratio. The other option if one partner cant qualify for the loan due to a bad credit or insufficient income is to bring in a co-signer. By brining in a co-signer, this person can help you qualif y for your home regardless of this person living in it or not. But the lender will have to qualify both of you with all your debts including the mortgage debt of your co-signer if they have one. If your considering an FHA loan, the FHA lender will always require to include the non borrowing spouse’s debt into the qualifying ratio

and the co-signer must be related to the borrower. A few words of warning, however. First, your co-signer must realize that they are willing to tie up a big chunk of their credit in backing your loan, because they’ll be held responsible if the loan defaults. Finally, the co-signer needs to be sure that you and your partner can be counted on to keep up with the payments, I suggest you send a copy of your monthly statements and payment method to your co-signer to assure them that you are taking responsibility for the mortgage. What ever happens now you realize that your partner might not have a good enough credit to borrow a loan, now is the time to work on improving that credit and rebuilding it. if you close your derogatory accounts with balances, it make no difference in fico scoring, as far as the credit bureaus are concerned, that is still a derogatory account. The key is to re-establish the credit, negotiate old debts and create new good paying payment history in time you will be able to refinance your loan and remove the co-signers name on the account. If you do decide to apply for the loan under one person’s

name, you can usually still have the property deeded under both names. The Deed and mortgage are separate, however the lender have some say in this, please check with lender first. On a different note, I know we are all racking up a chunk of credit card debts, one all this holiday spirit is over and we go back to our daily lives. The credit card bills will start pouring in and massive interest cost. Think about paying your debts down or even paying them off completely. A Home equity mortgage could solve that problem with the recent rate loan reduction, you could pay off your debts now and still keep your payments the same as what you are paying now. WELLINGTON — Five people were confirmed dead in a volcanic eruption on New Zealand's White Island in the Eastern Bay of Plenty of the North Island on Monday, with more casualties likely, the police said. The five victims were among those rescued earlier, the police said, adding that more than 10 people were missing on the tourist island. The New Zealand Defense Force (NZDF) has sent personnel, as well as a P-3K2 Orion aircraft, two NH90 helicopters and a Navy ship HMNZS Wellington to assist in the rescue operation, NZDF said in a statement. Media reports quoted New Zealand Prime Minister Jacinda Ardern as saying that around 100 people, including foreigners, were on or around the island at the time of the eruption, and some of those are "unaccounted for." "A number of people are reportedly injured and are being transported to shore," she was quoted as saying. CAREGIVERS working in Residential Care Facilities provide an important service to elderly and disabled individuals, as well as their families. These caregivers often work up to 24 hours per day, providing necessary care and supervision to ensure the health and safety of each facility resident. However, many facility caregivers are grossly underpaid for the services they provide. Fortunately, California law protects caregivers who work in licensed Residential Care Facilities from wage theft. Specifically, all facility caregivers are entitled to receive at least minimum wage for every hour they work, including all hours they are required to be present at the facility. The current minimum wage rate in California is $11.00 per hour for employers with 25 employees or less, and $12.00 per hour for employers with 26 or more employees. Additionally, with some exceptions, facility caregivers are also entitled to receive overtime compensation for all hours worked in excess of 8 per day or 40 per week, and double time compensation for all hours worked in excess of 12 per day. In light of these requirements, facility caregivers, who work 24-hour shifts, must be paid at least $418 per day to comply with California’s minimum wage laws. That includes 8 hours of pay at the minimum wage rate of $11.00/hour ($88), four hours of pay at the overtime rate of $16.50/hour ($66), and 12 hours of pay at the double time rate of $22/hour ($264). In lieu of paying overtime and double time wages, many employers pay facility caregivers a fixed salary, regardless of the actual number of hours they work each day. However, paying an employee a fixed salary, predetermined in advance, does not disqualify that employee from receiving minimum wage or overtime compensation. In fact, the salary paid is sometimes far less than the legally required minimum wage. More importantly, payment of a fixed salary to a non-exempt employee only compensates that employee for their regular, non-overtime hours worked. This means that a non-exempt facility caregiver, who receives a set rate of pay or fixed salary for the work they perform, has not been compensated for any hours

he or she worked in excess of 8 per day or 40 per week. Furthermore, those uncompensated hours are considered overtime hours, compensable at the legal overtime rate of one-and-one half the facility caregiver’s regular rate of pay. If you are a facility caregiver receiving a fixed salary for working 24-hour shifts, you may have a substantial unpaid overtime claim. For purposes of illustration, below is an example of how wage and hour claims are calculated for facility caregivers under California law: Tony is a facility caregiver. He works 24-hours per day and is not allowed to leave the care facility at any time during his scheduled shifts. Tony’s employer also requires him to sleep in the facility at night and the residents frequently wake him asking for assistance. Tony receives a daily salary of $100 each day he works. This makes Tony’s regular rate of pay $12.50 per hour ($100/8 hours per day). Subject to that calculation, Tony’s overtime rate is $18.75 per hour and his double-time rate is $25 per hour, respectively. Because Tony’s daily salary of $100 does not compensate him for any overtime hours worked, Tony’s employer owes him $375.00 per day in unpaid wages: 4 overtime hours x $18.75 (Tony’s overtime rate), plus 12 double time hours x $25.00 (Tony’s double time rate). If Tony works 5 days per week, he is owed $1,875 per week, which equals $97,500 each year he works. If Tony brings a claim against his employer for these unpaid wages, he can seek unpaid wages going back four years, along with interest, attorney’s fees and costs, liquidated damages and penalties. Trump becomes third US president to be impeached WASHINGTON — President Donald Trump on Wednesday became only the third chief executive in US history to be impeached following near-party line votes in the House of Representatives. The two articles of impeachment -- abuse of power and obstruction of Congress -- will now be sent to the Senate, where they will be tried. Only two House Democrats crossed party lines to join all Republicans in opposition to advancing the abuse of power charge through the federal legislature in a 230-197 vote. The obstruction vote saw three Democrats stand in opposition in a second 229-198 vote. Congressman Justin Amash, a former Republican lawmaker who is now the chamber's sole Independent, voted with majority Democrats on both articles while Democratic congresswoman Tulsi Gabbard voted present. The abuse of power article is centered on Trump’s multiple requests to Ukrainian President Volodymyr Zelensky to announce investigations into Democratic front-runner and former Vice President Joe Biden and his son, Hunter, as well as claims that it was Ukraine, not Russia, that meddled in the 2016 election. Obstruction of Congress stems from Trump's refusal to cooperate with the House proceedings and his insistence that his top officials do the same. With both articles approved in the Democratic-controlled House, they will now be turned over to the Senate for a trial, where Republicans are expected to acquit the president of wrongdoing. The Republican-held chamber would need a two-thirds majority to remove Trump from office, a highly unlikely scenario given the president's party's heretofore uniform support. The House launched impeachment proceedings against Trump on Sept. 24 following claims by a whistle-blower that the commander-in-chief sought to pressure Ukraine to interfere in the 2020 U.S. presidential elections. Also at issue is the holdup of some $400 million in congressionally appropriated military aid to Ukraine and whether Trump conditioned its release and a possible Oval Office meeting with Zelensky on the Ukrainian president publicly announcing the investigations. The House had previously voted only twice on articles of impeachment against a sitting president. Presidents Andrew Johnson (1868) and Bill Clinton (1998) were acquitted in Senate trials. WA SHINGTON — T he Republ ican-led Senate on Tuesday approved a USD738-billion compromise defense policy bill for the fiscal year 2020 in an 86-8 vote, days after the Democrat-controlled House passed it overwhelmingly. The 2020 National Defense Authorization Act (NDAA), which will increase the US defense spending by about USD20 billion, or about 2.8 percent, now goes to the White House. US President Donald Trump has said he will sign the policy bill immediately, hailing on Twitter last week that "all of our priorities have made it into the final NDAA." Senate Budget Committee Chairman Mike Enzi, a Republican from the western state of Wyoming, was one of eight no votes, arguing it ignores the Senate's budget rules and will have a negative impact on the country's swelling deficit. "Ultimately, this bill furthers the practice of passing legislation while ignoring the budget rules of the Senate and our overspending problem," Enzi said. "All of this borrowing will continue to cost us increased interest payments and will hamstring future generations of Americans." Senate Armed Services Committee ranking member Jack Reed, a Democrat from the eastern state of Rhode Island, said he supported the bill in part but had misgivings over its quick push to create the Space Force and its rejection of provisions to halt US support to the Saudi-led military action in Yemen. In a win for Trump and Republican lawmakers, the bill will establish the Space Force, a new US military branch which will be housed in the Department of the Air Force and led by the chief of space operations, who will report directly to the Secretary of the Air Force and become a member of the Joint Chiefs of Staff. The legislation will also grant all federal workers 12 weeks of paid parental leave for the first time ever, which many people see as a major win for the Democrats. The House passed the bill in a 377-48 vote on Dec. 11, two days after Senate and House negotiators released an agreement over the bill. Six Republicans and 41 Democrats voted no. Many of the no votes reportedly came from progressive Democrats upset after several of their priorities were removed from the legislation. The final bill removed a series of Democratic proposals, including language to reverse Trump's transgender military ban, block Trump from taking military action against Iran, end all US support for the Saudi-led war in Yemen, block the deployment of the low-yield nuclear warhead and ban new transfers to the highly controversial Guantanamo Bay detention center. Piolo Pascual bares why he loves Christmas

New app features iconic Metro Manila dishes MANILA — A new mobile application featuring the iconic dishes in Metro Manila has been unveiled recently as part of the Department of Tourism's (DOT) bid to promote the evolving food tourism in the National Capital Region (NCR). The app called "MyMetroManila", available on Google Play Store, serves as a guide not only to established and well-known diners but also inconspicuous stalls and homes turned into restaurants in the metropolis. "This is a gamechanger because in the past you need a brochure to go around, but if you are still planning to come here in Manila, you can already download the app and plan your trip and everything's right at your fingertip," DOT-NCR Director Woodrow Maquiling said in an interview on the sidelines of the three-day Metro Yummy Picks at Glorietta Makati. Maquiling said this is the first mobile application initiated by the DOT dedicated to the promotion of a single region. AS the government continues to rely on importation to fill the demand for what is considered as the poor man’s fish, a group of fish producers thought it’s best for the Philippine government to take the supervision over the country’s fisheries and aquatic resources away from the Department of Agriculture (DA) and create a separate government agency. Conservation groups and primary fish producers under the Pangingisda Natin Gawing Tama (PaNaGaT) network said the Philippine government must establish a Department of Fisheries and Aquatic Resources (DFAR) amid the increasing price of roundscad (galunggong) and fish importation. The network has been advocating for strict enforcement of Philippine fishery laws and compliance to international agreements such as the Sustainable Development Goal (SDG) 14, Life Below Water, which looks at the conservation and sustainable utilization of the oceans, seas, and marine resources for sustainable development of the United Nations Food and Agriculture Organization. (UN-FAO). According to BFAR, P60 billion is needed annually to properly manage the countries’ fisheries, but only P5 billion had been allocated by Congress for next year. Illegal fishing alone costs the country nearly P68.5 billion, and a lack of effective enforcement of fishery laws has left about 75 percent fishery areas heavily exploited. The DFAR would help with the effective management of the countries’ fisheries, Binondo said. How to watch the annular solar eclipse on December 26 MANILA — Filipinos can see a "ring of fire" in the sky during the annular solar eclipse on December 26. The annular solar eclipse, which happens when the moon is farthest from Earth, is visible by afternoon. Since the moon is farther away than usual from Earth, it appears smaller and does not block the entire view of the sun, forming a "ring of fire" effect or annulus. Mario Raymundo, chief of PAGASA's Astronomical Observatory, said Thursday that in the Philippines, the annular solar eclipse could be best observed in the southernmost part of Davao Occidental. PAGASA will be observing the annular solar eclipse at the Port of Mabila on Balut Island in Sarangani, Davao Occidental which is on the path of annularity. All other parts of the country could only see it as a partial solar eclipse. Mario Raymundo, chief of PAGASA's Astronomical Observatory, explains how the eclipse will look like at 2 p.m. and 2:30 p.m. from Balut Island in Sarangani on December 26. "Maaaring makakita ang mga nakatira sa Barangay Kitayo diyan sa may bandang southernmost portion of the Philippines. Dito po may community dito sa Baranggay Butulan... and then sa [Barangay] Balangonan and Batolaki," Raymundo said. The state weather bureau said the eclipse, which would last for over three hours, would begin to be observed at the Port of Mabila at 12:45 p.m. and would end at 3:58 p.m. The duration of annularity or when a perfect "ring of fire" can be seen is for two minutes and 32.5 seconds.

The next time the annular solar can be observed in the Philippines is on June 21, 2020 but it will only be partially visible at that time. July 20, 1944 was the last time the country experienced the annular solar eclipse which was also best seen in Mindanao. But with an incoming potential tropical cyclone, observation of the eclipse might be affected. "Malaki ang posibilidad na talaga makaapekto ito sa aming observation. MANILA -- Senator and boxing superstar Manny Pacquiao is set to have his own wax figure in Madame Tussauds Hong Kong in 2020, making him the first male Filipino to be immortalized in the international museum. The wax museum announced the addition of the Pacquiao piece on the boxing champ's 41st birthday. Vietnam ready for Asean chairmanship 2020 HANOI — Vietnam is ready to take over the Association of Southeast Asian Nations (Asean) chairmanship in 2020 with 300 meetings and activities scheduled to be held in the country next year, said Deputy Minister of Foreign Affairs Nguy n Qu c D ng. The most important will be summits in April and November and the 41st General Assembly of the Asean Inter-Parliamentary Assembly (AIPA) in August. Vietnam will also host the Asean Foreign Ministers' Meeting and ministerial meetings. D ng said the Asean Foreign Ministers' Retreat in the central city of Nha Trang in January would kick off Vietnam’s Asean Chairmanship. Speaking at an international press conference on Vietnam’s Asean chairmanship on Monday, D ng, who is Secretary General of the National Asean 2020 Committee, said 2020 had a significant meaning to both Asean and Vietnam. It marked the mid-term review of the Asean Community’s Master Plan 2015-25, while Vietnam would celebrate its 25th anniversary as a member of the bloc. Highlighting that Vietnam’s Chairmanship was a major responsibility that could provide many opportunities for Vietnam, he said: “Vietnam will spare no efforts to successfully act as Asean Chairman 2020, making contributions to building a cohesive and consolidated Asean Community.” He said Vietnam had selected the theme “Cohesive and Responsive” for Asean 2020. The two elements were interdependent and complimentary to each other, he added. Vietnam’s chairmanship 2020 will put focus on upholding Asean’s responsibilities and positive roles in maintaining regional peace, security and stability on the basis of strengthening the bloc’s solidarity and unity.

Vietnam will promote regional connections and enhance the region’s ability to adapt to and take advantage of the Fourth Industrial Revolution, deepening economic ties and comprehensive connections within the bloc and with other partners. The other priorities of Vietnam’s chairmanship 2020 are to promote Asean awareness and identities; strengthening partnerships for peace and sustainable growth with countries around the world to uphold Asean’s role and contributions to the global community. The Asean chairmanship 2020 would aim at enhancing the ability to adapt and the effective operation of the Asean apparatus, D ng said. Vietnam had been preparing for the role since the establishment in December last year of the National Asean 2020 Committee led by Deputy Prime Minister and Minister of Foreign Affairs Ph m Bình Minh, he said. Responding to a question regarding the challenges Vietnam would face taking over two roles at the same time next year -- being the Asean chairman and a non-permanent member of the UN Security Council, D ng said the roles complemented each other. As Asean chairman, Vietnam represented Asean at the UN and also acted as a bridge between Asean and the UN to carry out Asean plans in synchronization with UN goals. “We have to focus on the diversified viewpoints of many groups as well as protect Asean's interests. Vietnam will have to collaborate with Asean members the UN Security Council to ensure balance, and pay due attention to the interests of different sides in accordance with global trends. “These are heavy responsibilities and Vietnam will try its best to accomplish them,” he told reporters. How to Plant Your Christmas Tree

Before you even buy the Christmas tree you will be replanting, you may also want to consider digging the hole that you will be planting the Christmas tree in. Chances are the ground will be not yet frozen at that time and by the time Christmas is over the chances that the ground will be frozen will have increased. Having a hole ready will help the chances that your tree will survive. When you plan on planting a Christmas tree, you need to make sure to purchase a live Christmas tree that has been sold with the root ball still intact. Typically, the root ball will come covered by a piece of burlap. Once a tree is cut from the root ball, it can no longer be planted outside, so make sure that the trunk and the root ball of the Christmas tree remain undamaged. Consider buying a smaller tree as well. A smaller tree will go through the transition from outdoors to indoors to outdoors again. When you decide to replant a Christmas tree outside after the holidays, you also need to accept that you will not be able to enjoy the tree indoors as long as you would a cut tree. This is because indoor conditions can put a live Christmas tree at risk. Expect that your Christmas tree will only be able to be in the house for 1 to 1 ½ weeks. Any longer than this reduces the chance that your Christmas tree will be able to adapt to conditions

outside again. When planting a Christmas tree, start by keeping the tree outside in a cold and sheltered place. When you buy your Christmas tree, it has been harvested in the cold and has already gone into dormancy. You need to keep it in that dormant state to help it survive being replanted. Keeping it in a cold place outside until you are ready to bring it indoors will help with this. Once you bring your live Christmas tree indoors, place it in a draft free location away from heaters and vents. Wrap the root ball in plastic or wet sphagnum moss. The root ball must stay damp the entire time the tree is in the house. You may also use ice cubes or daily watering to help keep the root ball moist. Once Christmas is over, move the Christmas tree you intend to replant back outside. Place the tree back into the cold, sheltered area for a week or two so that the tree can re-enter dormancy if it has started to come out of dormancy while it was in the house. Now you are ready to replant your Christmas tree. Remove the burlap and any other coverings on the root ball. Place the Christmas tree in the hole and backfill the hole. Then cover the hole with several inches of mulch and water the tree. You do not need to fertilize at this time. Fertilize the tree in the spring. (gardeningknowhow.com)
