The first time that Johnny Bantilan’s name was ever mentioned in a news story was when Filipino boxing icon Manny Pacquiao was verbally assaulted by a Caucasian man in his favorite Japanese restaurant in Hollywood in April 2016.

The unidentified man rushed at Pacquiao and called him a “homophobe” as the boxer stood by the door of his car at the parking area behind the Kabuki restaurant along Vine Street near Sunset Boulevard. Bantilan managed to strike a blow to the attacker before he scampered away. Pacquiao prevented his people from pursuing the suspect. BOXER

D’Access Central Inc Receives Major Covered California Grant to Ensure the Move to Universal Coverage Includes Los Angeles and Ventura Counties Los Angeles, Calif. — Covered California announced Friday that it intends to partner with D’Access Central Inc — and dozens of other community-based organizations — to educate consumers about their health care options, offer in-person enrollment and renewal assistance and provide ongoing support with getting the best value from their health plan. The Navigator grants are part of Covered California’s ongoing commitment to work with trusted organizations throughout the state to help hardto-reach groups understand this new era of health care. “We know it is important for consumers in the Los Angeles region to get confidential, one-on-one help in their communities,” said Covered California Executive Director Peter V. Lee. “Community-based organizations like D’Access Central Inc are important to their communities and instrumental in helping Californians sign up for the plan that works best for them.” D’Access Central Inc is a Tax-Preparer as defined in the Business and Professions Code. D’Access Central Inc been in partnership with Covered California since 2013 as an outreach and education grantee. In 2014, was awarded a navigator grant to conduct outreach, education, and enrollment support for consumers enrolling in health care coverage. Today, Covered California issued an intent to award funding to D’Access Central Inc for the next grant cycle period 2019-2022 with $75,000 for the fiscal year 2019-2020. D’Access Central will provide services to consumers in Los Angeles county with a targeted outreach to four ethnic population groups – predominantly the Filipinos, Latinos, Caucasians and Other Asians. FCC opens door for Filipino American photographers’ show By ABNER GALINO

he Filipino Cultural Center (FCC) at the historic Filipinotown in Los Angeles opened its door last Saturday (June 29) to 10 outstanding Filipino American photographers for a month-long exhibit of their works. The ribbon-cutting ceremony were led by Fernandico Gonong, president of Filipino American Community of Los Angeles (FACLA), Benny Uy, president of Filipino American Press Club of California (FAPCCA) and Bernie Targa-Ganon of Pamana ng Lahi. The participating photographers include Nikki Arriola, Joanna Allas-Fojas, Robert Gamo, Rick Gavino, Vics Magsaysay, Phillip Ner, Randy Ordoñez, Rodolfo Samonte, Bienvenido Sibug and Benny Uy. hen we were newly married, one of the first “home cooked meals” Dave made, was canned chicken soup and grilled cheese sandwich.

After he served my sandwich on paper plate and my share of soup in a mug, he sat in front of the TV and he started eating his soup - from the pot! I almost choked! Who eats soup from a pot? He said- “That’s what we do when we camp” “Well”, I said – “this is not the forest” The next day, I bought soup bowls. My goodness gracious! What would my mother say? My Inay, who came from humble beginnings would not even allow plastic wares on our table. And here is my American husband, eating soup from a pot. When we met, Dave had been single for almost two years. I guess that’s what single American men do. They eat from paper plates. In front of the TV. Out of a pot! All that changed quickly. I insisted on sit down meals, no TV, and grace before meals. Away from his man cave, Dave had to relearn the rituals of eating with a partner. Family meals are very important to me. The meals I shared with my sons is what I miss most from home. Eating in front of the TV, though, is not exclusive to single American men. Studies show that more than half of American families rarely eat dinner together.

Community Most of the time, food is simply set on the kitchen counter, they help themselves, and sit in front of the TV, alone. We don’t need to be experts to see that this is one of the evident reasons for the current loneliness epidemic. Breaking bread together has always met our basic need to connect with others. It is a universal human ritual. It is one of those things that separates us from beasts. A study done by the University of Michigan says that family meals are important for character building – just like going to church. These are the most important “happy hours” of our lives. When was the last time you sat down to have family dinner? Consider the value: 1. At family meals children learn to converse. They say that children who grew up having sit down dinners have better people skills. This is probably true, because all my four sons can carry on conversations with strangers, even as kids. 2. Family meals create routines. This gives kids the feeling of security and stability. It is a reminder of the true essence of what a family is: belonging— on a daily basis. When kids know that there’s good food waiting for them – home is something they look forward to. It kept my boys from staying at their friends’ home. 3. Family meals are like mini travels. When we introduce new cuisine in a safe environment, it teaches kids how to take risks. My kids are all adventurous with food. This is a good way to avoid socially awkward kids who can’t dine comfortably in a social setting. When I was a single mom, back in Manila, for the first two years, restaurant meals were a luxury we had to give up. We had to adjust to one income. But I didn’t want my kids to feel deprived, so I trained our Manang to cook delicious food. It had to be restaurant quality and the table was always beautifully set. I had different sets of plates. We had

a set for Chinese meals, Japanese meals. I even had a dulang (ﬂoor table) made for our Korean meals. When things got better, we started eating out again. But my sons would say, food is better at home. Our home became known to my sons’ friends for the delicious meals our Manang served. 4. Family meals create life continuity. They create memories and traditions through family recipes and family mantras repeated around the dinner table. These are stories that our children will remember years from now. 5. It is an opportunity to teach gratitude. A time to give thanks. We took turns praying. This practice made my kids comfortable praying publicly. Dave’s grandson, Ethan stayed with us one summer. When he went back to Michigan, he was asked, what he liked most in California. He said – “We ate together, and we prayed before eating.” The two weeks he was with us, Ethan had his turn in praying. I didn’t realize that my humble adobo and our prayers were etched in the heart of this young boy. These days, Dave and I have this rule - if I cook, he prays and vice versa. I’ve also learned to compromise. I now eat in front of the TV, once in a while. We came home from grocery shopping one Saturday and I was welcomed by a familiar aroma. Pandan! Before I left, I slipped two pandan leaves in my rice cooker. For one brief moment, I was transported back to childhood meals in Silang where my Lolo insisted that rice should be cooked with pandan over woodburning stove. Years from now, I know that when Ethan sees a bowl of white rice, no matter where he is in the world, he would remember the prayers and the meals with his Asian grandma. Such a quick reaction from Bantilan had to do with being a former

boxer himself. He grew up in General Santos City just like Pacquiao. Bantilan was among the many boxers who had the “bitter” memories of experiencing Pacquiao’s blinding and heavy blows. But a great friendship emerged after the said bout. Bantilan quit boxing early in his career as he realized that he had no future in the sport. “Mahirap na sport ito (boxing). Delikado. Kaya ‘pag walang pag-asa, mabuti pa mag-quit,” Bantilan said. According to Bantilan, his presence in the so-called Team Pacquiao is a testament to the Filipino boxing champion’s “palabra de honor.” “Mula nung niyaya niya ako na sumama sa kanya hanggang ngayon, talagang hindi na niya ako pinabayaan,” Bantilan said. At present, Bantilan is Pacquiao’s masseur. A duty that he believes is important in keeping up Pacquiao physical condition during his training. “Hindi kasi makatulog ‘pag hindi siya minamasahe,” Bantilan disclosed. Being really close to Pacquiao, the masseur noted, is something that a lot of people can only hope for. “Masarap siya kasama. Palabiro. Kapag wala nang mga tao. Kapag kami-kami na lang dito. Lumalabas ‘yung talagang siya. Palagi siyang nagpapatawa,” Bantilan revealed.

6.4 magnitude quake hits Southern California, Vegas

As most people were celebrating the Fourth of July, a 6.4 magnitude earthquake hit Southern California and Las Vegas. The Los Angeles Times reported that the quake struck at about 10:33 a.m. and was centered in the Searles Valley, a remote area of Kern County about 100 miles north of Los Angeles. The shaking was felt as far away as Long Beach and Las Vegas. The quake was initially, according to the KTLA 5 report, estimated at 6.6 on the Richter scale, and even though downgraded to 6.4 it remains the largest Southern California quake in 20 years. The initial 6.6 would have put it on par with the destructive Northridge earthquake of 1994. Los Angeles Mayor Eric Garcetti reported in his Facebook page that the “LAFD has completed their surveys of our city and reported no significant earthquake damage from today’s quake near Ridgecrest. City agencies are working together and staying on alert.”

(Milwaukee, WI) — African Americans and Hispanics continue to be victimized by consumer scams at higher rates than white Americans but are more reluctant to report their experiences, according to the Federal Trade Commission (FTC) officials. “African Americans are almost twice as likely to be victims of consumer fraud as whites,” said Todd Kossow, FTC’s Midwest Regional Director, noting that Hispanics also are victimized “at a significantly higher rate than whites.” He listed debt-related scams that hold out the hope of avoiding foreclosure, paying down student loans, and credit card debt among the leading monetary enticements that lure poor, low-income, or otherwise financially marginal individuals to grasp at the false promises of solvency and freedom from creditors. Kossow led off a discussion on consumer fraud with other FTC officials and an all-star panel of experts drawn from federal agencies, including IRS Criminal Investigations, the U.S. Attorney’s Office Elder Justice Initiative, U.S. Postal Inspector Service, and the Federal Deposit Insurance Corporation. They were joined by a representative from Wisconsin’s Department of Transportation’s auto division, other state and Milwaukee city agencies, including the Milwaukee Public School District, as well as local participants from consumer advocacy organizations like the AARP, and the Better Business Bureau. Media also attended the event, held at Milwaukee’s Washington Park Branch Library. Sandy Close, founder of Ethnic Media Services, termed the symposium “a convening of fraud busters in order to create a community of informed advocates. Local media are vital to this effort.” EMS, an organization that serves ethnic media, has co-hosted similar events with the Federal Trade Commission for over three years in cities across the country. The magnitude of the crisis is pervasive and daunting. Kossow said latest data show that 11 percent of America’s adult population, or approximately 25.6 million people, were victims of scams in one year alone. Though reporting can be done anonymously, African Americans and Hispanics have been less likely to report fraud, making it more difficult for enforcement officials to alert consumers to the latest scams. That underreporting prompted an FTC report. In Milwaukee, and throughout the country, imposter scams comprise the greatest number of consumer fraud events; “any scam where someone pretends to be who they are not in order to get your money,” Kossow explained. These scams are often initiated over the phone by an individual who claims to be an IRS agent, or is calling from the Social Security Administration, from a well-known institutional authority or reputable corporation. Also proliferating are technical support scams, where the caller convinces a consumer that a computer or a piece of equipment needs a patch or adjustment of some kind. Aside from fraudulent schemes that can potentially affect any consumer, there are scams rooted in bitter legacies of discrimination, for example, when banks, through redlining, declined to offer mortgages to African Americans seeking to live in certain neighborhoods or zip codes. Insurance companies likewise shirked legal obligations behind the veneer of prudently avoiding doing business with “high-risk individuals,” the not so discrete term for people of predominantly non-European descent, or, who, if then insured, were charged exorbitant rates. Jessica Roulette, an attorney at Le-

gal Action of Wisconsin, and a native of Milwaukee, spoke to the ramifications of this history. “Scammers prey on the effects of structural racism, the fact that minorities have been excluded from our banking system; excluded from home ownership.” She cited the 2008 financial crisis as but one fairly recent example of how financially unsophisticated, low-income consumers, were steered into burdensome mortgages designed to fail. She outlined how structural inequities have affected minority and poor communities in her city and continue to impede home ownership, the primary means of the transfer of intergenerational wealth in America. She exuded particular scorn for home ownership scams, such as rentto-own, and explained how aspiring low-income homeowners in the city are currently being bilked by predators. “These deals offer the worst of both worlds for consumers,” Roulette said, “because they actually never transfer ownership of the property to the consumer.” The initial pitch to prospective homebuyers, in what is likely to be the largest financial transaction of their lives, is ‘you’re building equity so you can own it one day,’ and that’s what many people want.” “What you’re actually getting is a property tax burden that may not ever be disclosed,” Roulette said, or a home that may be uninsurable due to its poor condition or, ultimately, even uninhabitable. She said unsuspecting victims, initially proud, thinking they are homeowners, are often embarrassed at their predicaments, thus often becoming, predictably, among those who fail to report the fraud. Immigrants also, especially those who have functioned outside the traditional banking system, are vulnerable to these types of scams. Without community members sharing their knowledge and gaining an understanding of their rights, simply put, Roulette said, “it’s easy to be deceived.” Parker Rios, VP of Workforce Development at United Migrant Opportunity Services (UMOS), which has an over 54year presence in Milwaukee, said, “over 1,000 people come through our doors every day for the services that we offer.” His staff also functions as case managers for its Latino clientele, including recently resettled refugees. He said information on the prevalence of frauds and how they work could be better collected by his staff if they had a greater understanding of what questions to ask. “We’re all in,” said Rios, after listening to the presenters, inviting them to share their knowledge at upcoming UMOS staff training sessions. The FTC provides materials in Spanish and other languages, but Milwaukee’s Hmong population poses a unique challenge. Wisconsin, given its relatively small size, boasts the largest per capita Hmong population in the country, and, at approximately a quarter of a million people, the third largest Hmong population, trailing only neighboring Minnesota, the second largest, and California. Zongsae Vang, senior specialist of Hmong American Friendship Association, cited numerous examples of friends and relatives who fell victim to virtually every fraud described during the meeting but identified business pyramid schemes as especially appealing to Hmong community members seeking to attain the American dream of financial independence. “We’ve lost a million dollars in Milwaukee only,” he said of pyramid schemes, $20,000 of which belonged to Vang’s cousin. Among the senators who filed bills seeking to impose death penalty in the country were neophyte Sen. Bong Go and Sen. Manny Pacquiao, both from the administration PDP-Laban party. Go filed Senate Bill (SB) 207 on Tuesday, one of the first bills that he filed in the Senate. The first-term senator's proposed measure seeks to reinstate the death penalty for drug-related offenses and for plunder. Under Go's proposed measure, the death penalty would be imposed through lethal injection. "Towards this end, the State shall rationalize penal sanctions and impose the befitting pen-

Pacquiao's SB 189 also seeks to amend Republic Act 9165 or the Comprehensive Drugs Act of 2002. The boxing icon-turned-senator proposed to impose a penalty of life imprisonment to death and a fine ranging from P1 million to P10 million on those found guilty of importing and selling illegal drugs. Those who would protect or coddle any violator of the Comprehensive Drug Act would also face a penalty of life imprisonment to death and a fine ranging from P500,000 tp P1 million. In his explanatory note, Pacquiao said drug trafficking remains "a highly lucrative illicit business with limited risks due to systemic poverty, ineffective criminal justice institutions, outdated drug c ontrol laws, poorly controlled maritime borders and public corruption." IN-HOME CAREGIVERS:

F you are employed as a 24-hour caregiver, working around-the-clock to provide care and assistance to an individual inside their home, you are most likely entitled to overtime compensation. If you are paid a fixed daily rate, regardless of the actual hours you work or the quality and quantity of work you perform, you are not receiving overtime compensation and likely have a valuable claim for wage theft. This is true whether you are hired directly by the care recipient or paid though a home care agency. In 2014 the Domestic Workers’ Bill of Rights (“DWBR”) became law in California. The law was passed as part of a movement to enhance the rights of domestic workers, whom the California Legislature deemed to be some of the most invisible and vulnerable workers in the state. Now, under the DWBR, in-home caregivers are entitled to receive overtime wages for all hours worked in excess of 9 in a day or 45 in a week. In Los Angeles County, most 24-hour caregivers must be paid a minimum of $378.00 per day to comply with the requirements of the DWBR. The first 9-hours of work should be paid at the legal minimum wage rate in Los Angeles of $12.00 per hour, which equals $108.00. Then, for the remaining 15 hours, the law requires overtime payments at a rate of $18.00 per hour, which amounts to an additional $270.00. Unfortunately, in actual practice, most caregivers working in Los Angeles receive far less than the applicable minimum, often earning as little as $120 to $180 per day. A 24-hour caregiver in Los Angeles who is earning less than $378.00 per day likely has a very valuable claim for wage theft. For example, if you are a caregiver working 24-hours per day, 5 days per week for a salary of $800 per week (or $160 per day), your weekly unpaid overtime claim is calculated as follows: Your weekly salary of $800 is divided by 40 hours to calculate a regular rate of pay, equal to $20 per hour. Your overtime rate is 1.5 times your regular rate of pay, which amounts to $30 per hour. Your pre-determined salary does not compensate you, at all, for the 15 daily overtime hours you work. So, each day, you accrue $450 of unpaid

overtime wages. Employers, who willfully fail to pay an employee the requisite overtime compensation, are also subject to liquidated damages, which could add an additional $157.50 per day to the wage theft claim. Plus, the law provides for interest, attorneys fees, and penalties. In the above example, the hypothetical caregiver is owed over $3,000 in unpaid overtime wages per week. China rejects 3rd party in boat sinking probe

MAniLA — China has rejected a proposal for a third party investigator for the Recto (Reed) Bank incident and has insisted that the probe be conducted only by Philippine and Chinese authorities, Malacañang said yesterday. Presidential spokesman Salvador Panelo said Chinese officials had told Philippine Ambassador to Beijing Chito Sta. Romana that there is no need for a third party since the two countries can settle the issue between themselves: “Ang sabi naman nila, huwag na iyong third party. Kailangan tayo lang ang mag-usap doon.” Panelo said the Chinese made sense in arguing that if the two countries could come to an agreement, there was no need for a third party: “Para sa kanila, hindi na kailangan iyon kasi kung magkakasundo na kayo, bakit pa kayo magti-third party? Oo nga naman.” A boat with 22 Filipino fishermen sank near Recto Bank in the West Philippine Sea after it was hit by a Chinese vessel last June 9. Last week, President Duterte, citing preliminary results of a probe by the Navy and Coast Guard, said the Filipino boat was “sideswiped” and the incident may have been unintentional. Duterte said the F/B Gemver should have been hit from below if the sinking had been intentional. He had called the sinking “a little maritime accident,” drawing flak from critics who accused him of downplaying the incident and siding with China. Panelo said Sta. Romana informed Malacañang about the stand of the Chinese foreign ministry last June 24. Despite Beijing’s position, Panelo stressed the Philippines would push for a third party investigator if the findings of Filipino investigators and their Chinese counterparts did not match.

“Perhaps we will insist, ‘if we do not reach an agreement, let’s tap a third party.’ But for now, they are okay,” the spokesman said. “There’s nothing we can’t agree on, you will just decide on whether it was an accident or it was deliberate. Number one, who is at fault? Number two, the abandonment, who was accountable for that? What will be the compensation for that?” he added. He said a third party could be an independent body and does not have to be a country. “But if that’s the only issue, I think it is easy to determine whether it was an accident or not. From the investigation of the two (countries), they can already determine. When it comes to accountability, I think it’s also easy,” he said. Panelo said China wants the two countries to conduct separate investigations and then discuss them in a meeting. “We have to create a task force... And then, we exchange our findings, and then we decide on what to do,” he said. Panelo emphasized Duterte has been open to both a joint probe and the tapping of a third party investigator. He said what’s important to Duterte is having the party accountable unmasked and penalized. Panelo also assured the public that the administration would not be contented with an apology from the crew of the Chinese ship involved in the incident. “If it’s not an accident, then there is negligence... Why did you abandon them? What will you do to the people you abandoned? You just can’t apologize to us,” the spokesman said, adding that the government has already condemned the Chinese abandonment of the Filipino fishermen. “But I trust the assurance by the ambassador of China when he said

that they would not allow that. If there is irresponsible behavior, they would impose sanction; that’s their job,” he added. Word of honor He also said the Philippines may have to rely on China’s word of honor regarding a supposed verbal fishing agreement between President Duterte and China’s President Xi Jinping. Malacañang earlier admitted the deal was not put on paper. Duterte revealed last week the existence of such agreement to clarify his earlier statement that China could not be stopped from fishing in the Philippines’ EEZ. The President said Filipino fishermen now have access to Panatag (Scarborough) Shoal because of the agreement reportedly forged in 2016. Panelo said the deal was borne out of the discussions between Duterte and Xi. “Palagay ko walang pinirmahan. Parang ano lang iyon eh, parang nag-usap lang sila (I think they did

not sign anything. They just talked),” Panelo told reporters. “Heads of state have word of honor.” Panelo said the President trusts that Xi would honor the verbal agreement. “Eh sa ngayon hindi naman niya ginagalaw ang Reed Bank, ‘di ba? What’s wrong with that?” Panelo claimed the legal basis for the agreement was the constitutional provision that states that the primary duty of a government is to protect and to serve the people. “In law, something is valid and binding even if it’s verbal as long as there is mutual consent between the two parties,” he said. ne of the marks of literacy is writing (along with reading, ‘rithmetic, and to include basic computer educ). It is in writing that makes communication in the sphere of humanity effective not only in reaching a far audience but could transcend generational sequences. But of course, its predicate, reading and algebra, should be a mandatory foundation if only to make writing profound and meaningful; reading, for purposes of inspiration and style, and algebra for precision and abstract reasoning. There are several approaches to writing as there are various types of writers. We have the script writers, poetry writers, song writers, short story writers, novel writers, non-fiction writers, documentary writers, graffiti writers, technical writers, anonymous writers so on and so forth. When ancient man discovered writing, it was more of an artwork done in cave walls. Several generations later, man improved his communication skills and with it, his resourcefulness in its publication. There are several ways of publishing. One is through the printer and the other through digital means. If done through a printer, a manuscript is submitted for purposes of lay-outing and proof preparation. An estimate is made by

You can record a song which you have written, have it saved on a CD and send it to the copyright office for issuance of a copyright certification. You may also compile your poetry writing, graphics, thoughts, diary even. The copyright certification looks like a diploma, very handsome. Lending standards ease a little After the housing crisis, lawmakers required mortgage lenders to assess borrowers’ ability to repay. The regulatory changes made it harder to get a home loan. The Urban Institute’s Housing Finance Policy Center has argued that lenders overcorrected after lending too freely in the two or three years preceding the financial crisis of 2008. There is evidence that lenders agree. Gradually, they have been relaxing lending standards. There are more stated income programs out for self employed borrowers and much more for non-owner loans. Can Debt Settlement Help You Avoid Bankruptcy?

OUR credit card payments are past due. You’re confused and don’t know what to do. The bill collectors are calling you non-stop and writing you threatening letters. What do you do? Should you just file bankruptcy? Or are there other options? Most people are unaware that credit card companies will negotiate with you if they believe that it is in their best interest to do so. Many times it is possible to negotiate a significant reduction and save yourself thousands of dollars. How does debt settlement work? If you are delinquent in payments, perhaps you are afraid of what creditors may do next. Maybe bill collectors are calling you all day long. You might get nervous every time someone knocks on your door because it could be someone handing you a summons for a lawsuit. Or it may be that your accounts are already in collections, a lawsuit has been filed or even worse, like a judgment or a wage garnishment may already be pending. Maybe you’ve even tried calling debt collectors at one point and begged them for some kind of payment plan that you can afford and they said NO. If a debt collector tells you that it is “their policy not to settle debts”, don’t believe it.

If you are behind in payments, this is when debt settlement may actually be a good idea especially if you are trying to avoid filing for bankruptcy. This doesn’t work in all situations but there are certainly a lot of scenarios where bankruptcy may be avoided and debts can be settled using the least amount of money possible. It is a known fact in the collection business that as time goes on, the ability to collect on a debt diminishes. Thus, the longer your accounts have been in collections, the better your chance of settling your debts for a significantly reduced amount. For example, it is my experience that creditors will settle for about 30-60 cents of the original debt amount. What type of debt can be negotiated? Actually, debt settlement is possible not only for credit cards but for almost all types of debts. The list includes medical bills, bounced checks, personal loans, department store cards, auto repossession deficiencies, etc. Debt settlement works best in situations where the debtor has the ability to produce enough cash to settle for 30-60% of the amount owed. The reason is that creditors are often only willing to settle for less than full amount only if you pay them in

a lu mp su m a s opposed to pay ing in installments. If you a re a home ow ner, you m ay be able to ref inance and use your home equity for debt settlement. If you do not own a home, perhaps you can sell personal property that you don’t need, borrow cash from a relative or maybe take money out of your 401K plan. If, on the other hand, you don’t have a lot of cash available, do not lose hope. So long as you are employed or have some source of income, creditors may still agree to monthly payments over a period of time although in this scenario, creditors will not be as flexible in reducing the original debt amount. Filing bankruptcy may make more sense than debt settlement in certain situations where property is exempt and beyond the reach of the bankruptcy trustee and creditors. If you are eligible, Chapter 7 bankruptcy allows you to wipe out debts you can no longer afford to pay so that you can start fresh immediately. Chapter 13 allows you to consolidate debts into one affordable monthly payment so

Permanent Residency through Marriage to US Citizen Spouse

ne t radit iona l way of obtaining permanent residency for most immigrants is t hrough a petition by a US citizen spouse. As a spouse of a US Citizen, an alien is considered an immediate relative and entitled to immediately apply for a green card inside the United States. This is usually done by simultaneously filing an I-130 Petition for Alien Relative and an I-485 Application to adjust status. However in order to do this, the alien spouse must have been inspected when the alien entered the United States or if not inspected must be grandfathered by section 245(i) of the immigration and nationality act. Being inspected means that the alien entered using a valid visa, paroled inside the United States, entered using the visa waiver program. The alien is grandfathered by section 245(i) if a family petition or a labor certification has been filed for the benefit of that alien prior to April 30, 2001. If the alien was not inspected nor grandfathered under section 245(i), such as if the alien crossed the border illegally, the alien cannot obtain his or her green card inside the United States. Then it becomes a catch 22 situation because if the alien spouse leave the US, the alien spouse becomes subject to the 3/10 year unlawful presence bar. The alien spouse may apply for a provisional waiver of the 3/10 year bar inside the US which will give the alien spouse some assurance that he or she may be able to come back the US if he or she interviews at the US embassy overseas for the immigrant visa. Along with the application and petition, the alien is also required to take a medical examination by a physician designated by the USCIS. The result of that physical examination is reported in a USCIS form and sealed in an envelope submitted with the Petition and Adjustment Application. The alien spouse may also apply for a work authorization card with the Petition and Adjustment application. The work authorization card will allow the alien spouse to work legally in the United States, obtain a social security card, and a driver’s license while that person is waiting for his or her green card interview. Work Authorization card are usually issued in about1 to 2 months from filing the application. The green card interview is usually set in about 5 to 6 months from the time the Petition and Application is filed. The green card interview is the most important step in the process. It is through this process that the USCIS officer usually determines whether

the marriage, which forms the basis of the Petition, was entered in good faith. The adjudicating officer usually asks detailed questions about the marriage relationship between the US Citizen spouse and alien spouse. If the couple do not have children, the marriage are usually subject to closer scrutiny. Along with this inquiry process, the USCIS would usually request for certain documents that proves a bonafide marriage. Some of these documents may be in the form of pictures, joint utility bills, health insurance documents, and many more. If everything goes well, the USCIS officer will approve the case and a green card will be mailed to the alien’ address within a reasonable time period. If the couple has been married for 2 years or more, the alien spouse will recieve a permanent greencard. If the couple has been married for less than 2 years, the alien will receive a conditional green card. The alien spouse will have to file a petition to remove the condition 3 months prior to the expiration of the conditional greencard which is good for 2 years. Recent G-20 Summit in Japan showed Trump's fascination with dictators

t's quite mind-boggling to watch part of the G-20 Summit in Osaka, Japan on June 28, 2019, where President Trump seemed to have shown "dictator-curiousness" as noted by CNN's Anderson Cooper in his "Anderson Cooper 360" weekly television show. The same fascination was likewise noted by another CNN reporter, Jim Acosta. Both of them noted how Trump "cozied up to Russian President Vladimir Putin," during a press interview when Trump said to Putin 'don't meddle in the election,' with a smirk on his face." Cooper went on by saying that " there's just something about the meeting with Putin that does it to him, that makes him all giddy and 'dictator-curious,' and the same coziness he had for the Saudi Crown Prince Mohammed bin Salman (MBS) whom the CIA believes authorized the murder and dismemberment of the Washington-based journalist, Jamal Khashoggi." As a great result, the leaders at the Summit collectively concluded that "they will strive to realize a free, fair, nondiscriminatory, transparent, predictable and stable trade and investment environment, and to keep our markets open." One other highlight during the G-20 was the sideline "talks" between Trump and Chinese President Xi Jingping regarding our country's "escalating trade war, in which the two leaders agreed to restart negotiations." Similarly, as we all have watched Trump's "dictator-curiousness" with Putin and MBS, the same "fascination" was readily seen when he met with Kim Jong Un, before he stepped into North Korea's demilitarized zone (DMZ). The three leaders: Putin, MBS and Kim Jong Un showed

Though the G-20 Summit produced a "collective investment environment for everyone," it seemed as if Trump used the event as a photo opp for his so-called "diplomatic" prowess, where some of us have felt that in the end, he admired these dictators and wants to be like them.

he OPPO Reno takes its cues of its history of popup cameras and brought out something that looks fresh and rad.

OPPO loves to try different things for its smartphone cameras. For the N1, we got a rear camera that can be flipped for selfies. The N3 featured a motorized version of the N1, with some screen gestures to control the camera’s rotation. And the Find X introduced a cool a pop-up camera. Now, OPPO gave the popup camera a radical redesign with what they call the shark fin. The shark fin camera pops up whenever you go on selfie mode. It’s sleek and cool, and opens up ideas how a pop-up cameras can be designed to give phones a clearer, physical identity in this era of phones where they all basically look alike. It captures impressive photos, both front and rear cameras, and the x10 zoom allows you to take pictures from afar. There is also a times 60 zoom and the best way to enjoy that is with a tripod. The Night Mode is impressive. We’ve taken a photo a dark room with the feature on and the result was as if the room was lit. We’re not going to say “well-lit” but it certainly gives the impression of a room with a lot of lights, where in reality, there was barely anything at all. Night Mode doesn’t extend to selfie though, which is fine for me. The Reno has a free-fall protection for its pop-up camera. It’s a feature where the Reno detects that it’s falling to the ground and will immediately shut the shark fin camera to prevent damage to it. We’ve

tried it a few times, dropping the Reno – on a couch – and the feature worked well. We tried dropping it for a split second and the Reno just closed its camera right away. From our time testing with it, it’s proven to be reliable. The Reno is also one of OPPO’s best designed phones to date. The logo and tag at the back that says “Designed by OPPO” adds a luxury feel to this phone. If you’re a new OPPO user, you should know that it has this feature called “Screen-off Gesture.” It’s where you gesture while the phone is locked to enable apps. For instance, you draw a “V” gesture and the phone will switch on its flashlight. Draw a circle to launch the camera app. You create new gestures and link it to an app you want. It’s disabled by default and can be found in the Settings menu. Under the hood, the Reno displays an impressive specs sheet. Eight gigs of RAM and doesn’t sport a microSD card slot, which for us isn’t really a big deal, considering the 256 gigs of internal storage along with available cloud space options like Google Drive. It ships off with a Qualcomm Snapdragon 710 processor, which is powerful enough to run most, if not all, apps without staggering into any issue. So yes, if you game, stuff like Mobile Legends and Elder Scrolls: Blades are no problem. Personally, I’ve enjoyed my short time with the OPPO Reno. The design is great, software features are nice, performance is just right for my usage, battery is impressive, the shark fin camera is cool, and its photo taking power is creepily awesome. It’s a solid two thumbs up on our book. But don’t just take our word for it, when the phone becomes available, you should go check it out for yourself.

Divers, tourists urged to become marine protectors in Camiguin MAMBAJAO, Camiguin – To preserve the flourishing marine flora and fauna, the provincial government of this island is urging divers and tourists to help them in preventing the destruction of its coral reefs. Outgoing Governor Maria Luisa Romualdo said visitors to the province, especially sea divers, also play a role in the protection and preservation of Camiguin’s marine life. “We hope we can get more divers, responsible tourists, like you who would help us in the maintenance, in the preservation of our dive spots,” Romualdo told the crowd of divers, tourists, and locals during the opening ceremony of the 1st Camiguin Dive Festival held at the Lagundi Beach recently. The two-month festival runs from June 23 to August 31 and will showcase various activities such as the “Scubasurero”, fun dive, dive classes, and underwater photography contest, among others. She said they are taking care of their marine-protected areas, even organizing the residents and fisherfolk to safeguard the dive sites and fish sanctuaries around the island. “So anything you see in the marine-protected areas, in the dive spots, which you think can destroy our coral reefs, our fish, please feel free to remove it. I will give you that authority,” the governor added, referring to fish traps that are placed on corals and have proven to be destructive. Camiguin has around 30 dive sites scattered throughout the island’s provincial waters.According to Department of Tourism-10 (DOT-10) Regional Director Marie Elaine Unchuan, the Philippine Commission on Sports Scuba Diving has already accredited six dive shops in Camiguin, owing to the increasing number of divers who visit the province. Unchuan noted that operators are investing in dive shops, which would mean more local and international divers are coming over to Camiguin. “We’ve talked to the stakeholders to really up their game to develop dive facilities and dive shops that are DOT-accredited and worthy of international visitors,” she said, adding that more foreigners are visiting the island’s dive spots. “You can see we have a good percentage of foreigners. We’re tapping the European market,” the regional director added, referring to the influx of divers. Veteran diver and underwater photographer and videographer Bo Mancao, who documented the festival, said Camiguin has always been unique because it’s one of the volcanic reef islands in the country. “I keep coming back here and I keep finding new stuff, be it coral, be it fish, be it invertebrate. There’s always something new in Camiguin,” Mancao said. He said he was impressed by how clean the coral reefs are. “I think this goes to show how the leadership in Camiguin works. They are very good in organizing their trash management. Even if there are wastes that float from the mainland

to Camiguin, they have a way of collecting and disposing it.” Diver and blogger Gian Carlo Jubela said he was surprised that Black Forest, a part of the coral reef near the White Island, is free of garbage considering that the sand bar is one of the most visited tourist destinations in Camiguin. “We do hope that it can be maintained; the ocean is life, and if the oceans die, the planet dies, we all perish,” Jubela said. Mambajao Mayor and governor-elect Jurdin Jesus Romualdo said he could not understand why people still throw their trash in the sea despite the existence of laws and ordinances prohibiting it. Romualdo said they want to preserve the reputation of Camiguin’s coral reefs as pristine and dive-worthy, with the help of divers. “I’m really banking on the dive resorts and all the divers that come here. Help me preserve this beautiful island. I cannot do this alone,” he said.

What makes Camiguin’s corals and other underwater life still intact after the occurrence of volcanic eruptions in the past is in itself a cause for wonder and amazement, he said. “Divers have been telling that it’s more beautiful under the water than on top,” Romualdo said. Camiguin provincial tourism officer Candice Naome Dael said they expect the volume of tourists to further increase because of the Dive Festival and other regular annual activities in the island, which include the Lanzones Festival and the Panaad, a yearly activity involving Roman Catholic devotees who walk around the island as a form of penance during the Holy Week. The Manila-Camiguin flights recently offered by an airline company would also help boost the number of foreign and local visitors to visit the province, she said. “We are projecting a million or more tourists for this year,” Dael said, adding that the establishment of new multi-room hotels and resorts will help address the growing number of vacationers to the island. DUMAGUETE CITY – Environmental advocates challenged more than 700 students from the different schools to take a pro-active stand on issues related to the environment as their future is largely at stake with the impacts of global warming and climate change. During the GeoSkwela forum on Sustainable Living and Renewable Energy, Jamie Herrell, Miss Earth 2014, wowed the jampacked crowd inside the Luce Auditorium at Silliman University here with her personal advocacies on the protection of the environment. She dared the audience to be pro-active rather than be reactive. She explained about her personal “Think

Another young environmental campaigner, Rhyn Anthony Esolana, a Foreign Affairs student from Silliman University, and co-founder of the student-led Project Balod marine conservation workshop, also shared his own experiences in pushing for

advocacies specifically on the marine environment. Esolana noted that the Philippines “is the center of marine biodiversity in the world,” meaning the country has rich flora and fauna. Do not worry about tomorrow more than having to worry about now, he said. “Why do we have to save the environment? Because it’s about food security, about health care,” he added. Esolana stressed the need to look after the sea, because it benefits the people, such as on tourism and most important, food. By 2050, with the current trend of producing so much plastic, “there will be more plastic in the ocean than fish,” Esolana said. Meanwhile, Dr. Jorge Emmanuel, a renowned environmental campaigner and former consultant to the United Nation’s Health Program who has worked in various international groups in 40 different countries, warned of “existential threats”, those that face “the very extinction of the human species”. The massive loss of biodiversity, decline in species, and what some are fearing might be a mass extinction, are among the serious concerns that need

to be addressed, he said. Another existential threat is waste, of which a big portion is plastic waste, he added. Global climate change is also another existential threat that needs serious attention, said Dr. Emmanuel, a “Balik Scientist” of the Department of Science and Technology. According to him, humans are the source of these existential threats to the human species, and therefore, the younger generation must also play a significant and active role to address and find solutions to these problems. For his part, Miguel Lorenzo De Vera, head of the Strategic Initiatives, Legal, Regulatory Office (SILRO) of the Energy Development Corporation (EDC) emphasized the benefits of renewable energy, specifically geothermal energy, as the “cleanest, most stable, and the energy of the future.” “Demand to shift to RE (renewable energy) is an all-time high and rightly so because this is one of the concrete steps in the campaign to reduce carbon emissions that continue to warm our planet,” he said. ith the 24th French Film Festival coming to a close in Bacolod City, we look forward to the 22nd Japan Film Festival popularly known as Eigasai happening this Wednesday (July 3) at selected cinemas in Metro Manila, Tacloban, Naga, Bacolod, Davao, Pangasinan, and Cebu. The festival runs until Aug. 25. Japanese movies are unique. They are the only ones that cater to the many anime and action-adventure samurai fans. Japanese horror is almost a genre of its own. The opening film this Wednesday is the historical drama Samurai Marathon, directed by Bernard Rose. The story begins when America arrives in Japan for trade. They introduce guns to these peace-loving samurais. And a feudal lord organizes a maraSamurai Marathon thon to get his men in shape. A ninja becomes a secret spy and wrongfully sends a letter informing his comrades that the race is a sign of rebellion. Bloody clashes among the runners and bandits arise, destroying and killing innocent people. Based on true events, this marks the first marathon held in Japan. The film comes from Akihiro Dobashi’s novel, Bakumatsu Marathon Samurai. Yakiniku Dragon is a family drama about a Korean “blended” family living in Japan in the late 1960s. he choice to own a dog has a strong genetic element, according to new research. A new study suggests that genes may govern our decision to own a dog. A study of more than 35,000 pairs of twins from Sweden examined the extent to which people's genetic makeup corresponded to whether or not they owned a dog. The investigators, who hail from Uppsala University and Karolinska Institutet, in Sweden, and the University of Liverpool, in the United Kingdom, found that genetic differences could explain more than 50% of the variation in dog ownership. It also seems that the influence of genes on the choice to own a dog is stronger in women than in men. In a recent Scientific Reports paper on the study, the researchers estimate that the contribution of genetic factors to dog ownership is "57% for females and 51% for males." "We were surprised to see that a person's genetic makeup appears to be a significant influence in whether they own a dog," says lead study author Tove Fall, Ph.D., a professor of molecular epidemiology at Uppsala University.

"Perhaps some people have a higher innate propensity to care for a pet than others," she muses. Humans and dogs go back a long way In their study paper, the researchers explain that, while the origin of the domestic dog is still a topic of heated debate, there is no doubt that "pre-farming, hunter-gatherer societies" made much use of domesticated canines. Humans likely began using dogs to help them with hunting and herding, as well as for protection. Today, pet dogs not only offer companionship, but they also assist in a range of settings, from prison rehabilitation to post-surgery care. Now, by bringing together "modern and ancient genetic data," scientists can also "directly explore why and how," he adds. He and his co-authors cite numerous studies that have explored the connection between dog ownership and human health. These show, for example, that people who own dogs exercise more, experience less loneliness, "and have an improved perception of well-being." This is particularly the case

with older people and those who live alone. Untangling the contribution of genes However, what is not clear from previous research is whether "health differences between dog owners and non-dog owners reflect effects of dog ownership itself or underlying preexisting differences in personality, health, and genetics," ask the authors. The advantages of using a Swedish population to explore the genetics of this question are that Sweden has the largest twin cohort for this type of study in the world, and all dog ownership in Sweden has to be registered. The team accessed Swedish Twin Registry data on all twins that were born during 1926–1996 and were alive in 2006. Using national dog registers, they were able to obtain information on dog ownership

and link this to the twin cohort with personal identity numbers. These sources gave them a data set that "included 85,542 twins from 50,507 twin pairs with known zygosity," while "information on both twins [was] available in 35,035 pairs." Knowing the zygosity of twin pairs can tell you if they are identical or nonidentical. Scientists use twin studies to try and untangle the effects of environment and genes on biology and behavior. Identical twins have the same genetic makeup, whereas in nonidentical twins, on average, only around 50% of their genomes are the same. Genes likely inﬂuence dog ownership Using statistical tools, the researchers analyzed the data to estimate the extent to which genetics, shared environment, and non-shared environment may have contributed to dog ownership. They found that twins who both owned dogs in adulthood were more likely to be identical than nonidentical, suggesting that genetics was indeed a strong factor in dog ownership. "An effect of shared environmental factors," note the authors, "was only observed in early adulthood." They suggest that the findings could also mean that genetic makeup may have played a role in influencing human beings' "ability to domesticate dogs and other animals." Pancit Molo

AMED after one of Iloilo City’s districts, Pancit Molo is one of the more identifiable pancit dishes in the country. It stands out uniquely among the noodle dishes mainly because of its nontraditional pancit look. It is a derivative of the Chinese wonton (filled dumplings) made into a soup. One of the first questions always asked is "Where's the Pancit?" With pancit as a sort of "prefix" to the name of the dish, first- timers always look for the noodle-like component of the dish. It's then explained that the pancit is actually the molo ball wrappers which are basically of the same mix as any pancit/noodles. Pancit Molo is more of a household specialty, and the recipe varies from household to household. From the meat filling mix to the soup, there are a hundred and one ways of making pancit molo. INGREDIENTS

Molo Filling: 1 kilo ground pork 1/2 cup minced garlic 1/4 cup chopped kusay or sibuyas na mura (chives) 2 pcs tahure or salted soy bean cubes (It's like salt/ soy sauce cured tofu) Salt Pepper Soy Sauce Wonton wrappers

1. In a bowl, combine ground pork, garlic, kusay or chives, and tahure or salted soybean-tofu cubes.

2. Season with a bit of salt, pepper, and soy sauce. Mix well 3. Make the pancit molo balls using the meat mix and the Pancit Molo (wonton) wrapper.

Pancit Molo Soup: Pancit molo balls Oil for frying 1/4 cup minced garlic 1 big onion, peeled and sliced 2 pcs Chicken breast, shredded 2-3 big cans of chicken broth and/or chicken broth cubes 1/2 kilo shelled shrimps; set aside shell Salt Pepper Kusay or chives, chopped DIRECTION 1. In a heated pan, place the oil then fry the garlic until crunchy. Set aside half for toppings. 2. Add the onion, chicken breast, and shrimps. Season with salt and pepper. 3. Stir in the chicken broth. Add water if needed.

4. Place a small portion of the meat mix in one corner (quadrant) of the molo wrapper. Take the corner and fold the wrapper towards the center tucking it under the meat forming a triangle with a wide base.

4. Place the shrimp shells in a strainer and mash in a bowl of hot water to bring out the flavor.

5. Take the two sides of the wrap and fold it towards the center.

6. Add the pancit molo balls and let boil for 3-5 minutes or until the balls start to float.

6. Use water or egg white to "fasten" and secure the wrapped molo balls. Repeat the procedure until all the wonton wrappers are used. Set aside.

7. Remove from the heat and transfer to a bowl. Garnish with fried garlic and chopped kusay. Serve.

5. Stir in the strained water to the chicken broth and boil. Season with salt and pepper to taste.

Inun-on na Isda (Fish in Averrhoa Bilimbi) INUN-ON

na Isda is a simple yet delicious Filipino dish from the Southern Bicol Region. It is cooked much like Sinigang (sour soup) but the only difference is the addition of pork fat in Inun-on. This dish calls for any fish of choice — yellow fin, tulingan or bullet tuna, tambakol or skipjack tuna. Inun-on has evolved through time as some of today’s homemakers use sinigang mix instead of kamias, averrhoa bilimbi. Others use chopped tomatoes and sliced onion and just let the fish boil with a little water. Some add in vegetables such as sliced ampalaya or bitter gourd and eggplant. But the authentic Inun-on of Bicol has only four ingredients and is cooked so simply. Here it is. MANILA -- Look closely and you see everything. Look from a distance and you see nothing. This is the ordeal people with myopia or nearsightedness have to face every day. There is a way to delay the development of this disorder, however, especially among children -through getting outdoors and setting aside for a while one’s computer or smartphone. “There is no sure way to stop the occurrence of myopia but it can be delayed, and in Singapore, the government has taken this seriously that it changed the school curriculum for the children. They don’t do physical education indoors anymore, they send the students outside so they can get more exposure to sunlight,” Dr. John Ang, vice president for Education and Professional Services of Essilor Asia Pacific, Middle East, Russia and Africa, said at the 22nd Asia Pacific Optometry Congress held in Manila recently. Ang explained Singapore is one of the countries with the highest prevalence of myopia, adding that the number of seven-year-old children with myopia or myopes has an increase rate of 28 percent while twelve-year-old myopes increase in number at 65-percent rate.

Causes and prevalence

Myopia or nearsightedness is one of the most common eye disorders in the world which is characterized by blurry vision when looking at distant objects. “There are myths regarding the causes of myopia like, you’re most likely to get it if you look at green things and if you eat food with lots of fats and sugar. Let me tell you, looking at things that are color green are good for the eyes and it’s good to reduce fat and sugar intake but myopia doesn’t have anything to do with nutrition,” Ang stressed. Genetics and ethnicity are two factors which eye experts relate with myopia. “If both parents have myopia, their children have a big chance of inheriting it. Studies also show that East Asians are more prone to having myopia compared to Westerners but there’s no proof yet if this is about ‘pure ethnicity’ factor,” Ang said. Citing that myopia is often first detected during childhood and diagnosed during early school years, Ang explained most children may not even realize or complain of myopia symptoms. “Kids around six years old may get it, especially now that gadgets have replaced the baby sitters. It may progress rapidly throughout their school years when they’re six to 16 years old, and until they are 18 to 24 years old,” he added. Ang said parents can suspect their children of having myopia if “they have blurry vision when looking at distant objects, sit closer to the television or the front of the classroom, squint or partially close their eyelids to see clearly and experience headaches caused by eyestrain”. He added studies on common eye problems are increasing at an alarming rate with almost two billion myopes reported in 2019 worldwide. In 2030, myopes are expected to increase to almost three billion worldwide and to five billion myopes in 2050 as urbanization and indoor lifestyles continue to prevail. “Even in the Philippines, myopia prevalence has been steadily increasing each decade, with nearly 40 percent of the overall population currently, being myopic,” Ang said. Stressing that neglect of myopia in children could affect their learning, he cited one out of three children worldwide has poor academic performance because he/she cannot see the board clearly. “About 80 percent of what children learn is

through their eyes, so, if children’s vision suffers, chances are their school work are suffering too. It can affect their growth, their future,” he said. “Myopia may also affect long-term eye health, high myopia, - 5.00 D or more may increase the risk of long-term eye diseases, like 2.46 times risk of glaucoma, 5.5 times risk of cataract, 21.5 times risk of retinal detachment and 40.6 times risk of myopic macular degeneration,” he added.

Treatment and eye health tips

Myopia can be detected, corrected and managed. Its early detection can reduce the risk of its development in the later years of life. According to Essilor’s 2017 Parents’ Awareness of Myopia Control Survey, around 95 percent of parents do not know about myopia management solutions. “Eyeglasses are the simplest and safest way to correct and manage myopia. Essilor has developed myopilux which is myopia management spectacles. It is a non-invasive, simple, and safe solution to help slow down myopia progression, and also there are eye care tips you can observe to keep childhood myopia at bay,” Ang said. He added other eye health practices include eye exam every six months, taking a break when doing work with computers or using digital devices, encouraging children spend at least two and a half hours outdoors daily, and using light and maintaining proper distance when reading or working. “Changing lifestyles is very important like in Sydney where students have two hours outside play per day, they are three percent myopic. I’m not sure, but maybe we Asians push our children more to be indoors and study, unlike the Australians, they are more the sporty type,” Ang said. Emelita Roleda, general manager of Essilor Philippines, said their group believes in the importance of improving one’s vision in order to have an improved life.

“With this conference, we aim to educate the optometrists in the Philippines about myopia’s prevalence and to raise public awareness. The optometrists can impart the knowledge they will get here to the children’s parents, so myopia cases can be reduced,” Roleda said. She added they are coordinating with the Department of Health and other government agencies in line with the celebration of myopia awareness month in August. “We went to Cebu, Davao and Pasig to educate parents and children alike about myopia, its symptoms and treatment. We provided also free eye exams to ensure early detection of myopia especially among the less privileged,” she said. In Sablayan’s gem, whether you are a certified diver or a beginner who can only swim on a threefeet pool or snorkeling for the first time, wading through the waters of Apo Reef Natural Park would always be a unique experience. Apo’s 16,000-hectare reef area is the largest atoll-like reef in Asia and is second to Australia’s Great Barrier Reef. According to the park’s superintendent, Celso Almazen, it is a favorite nesting ground for hawksbill and green sea turtles. The park is unique in its own sense, nestling Asia’s oldest Pagatpat tree within its 11-hectare mangrove forest in the main island. The low-tide elevation Tinangkapan and the 5-hectare Binanggaan high-tide elevation are both nursery grounds for various marine species, such as reef sharks and the poisonous walo-walo (sea snake). Just recently, the Napoleon Wrasse, the largest reef fish and the biggest of the wrasse family, has been declared Apo Reef Natural Park’s flagship fish. “If you would notice, Apo Island’s sand is quite pinkish, not off-white, that’s because of the wrasses. Admiringly, the Sablayan Tourism Office is maintaining the serenity of the place by balancing its promotion. Bookings for Apo Reef Natural Park, via both tour operators and walk-ins, are all monitored by the office. From Sablayan mainland, one may experience this diving mecca for an average budget of PHP2,500 to PHP3,500 if part of a group of 10. Based on the town’s standard rates, a two-way boat ride from the mainland to the reefs is about PHP8,000 to PHP10,000 (10 pax), and an additional PHP500 if they opt to spend the night at the Apo Reef Natural Park. The entrance fee and environmental fee for each local tourist is PHP390, and PHP 780 for each foreign visitor. Included in a tourist’s budget must be the tour guide fee of PHP1,000, snorkeling gear at PHP150, and the rent for a tent at PHP300 (3 pax), in case of an overnight stay. Sablayan Mayor Eduardo Gadiano said the municipality is committed to develop more access roads in the town, adding there’s also a plan to construct an airport in Sablayan. With the promising tourism industry in the area and, at the same time, learning from the fate of Boracay, Gadiano said the local government “adheres first and foremost to conservation and protection.” “In Apo Reef alone, we already implemented a carrying capacity way before. We don’t want to reach the point where we’ll suffer the same fate as Boracay,” he said.

Tamaraw Gene Pool Farm

As the last leg for one’s Occidental Mindoro tour, it is good to spend time with Mindoro’s icon animal -- the Tamaraw. Among others, visiting the last of its kin bred in captivity would raise one’s awareness that there are only a few hundreds of them left in the wild. In 2018, Bubalus Mindorensis’ count in Mindoro grew to 523, still less than what one would have imagined. Kalibasib, short for Kalikasang Bagong Sibol, is the only Tamaraw breathing in the Tamaraw Gene Pool Park, after his parents Charlie and Mimi died of old age. Kalibasib is already 19 years old. While already near 25, the average life span of a wild dwarf buffalo, Kalibasib can still chase and gore a person, his caretaker, Oni Ordo, said. Although housed within a half-hectare fenced area at the gene pool farm in Rizal, Occidental Mindoro, Kalibasib lives in conditions like the way Tamaraws would sprawl in the wild. Kevin Durant leaves Warriors for Nets NEW YORK—Kevin Durant is headed to the Brooklyn Nets, leaving the Golden State Warriors after three seasons. His decision was announced Sunday at the start of the NBA free agency period on the Instagram page for The Boardroom, an online series looking at sports business produced by Durant and business partner Rich Kleiman. Durant won titles with Golden State in 2017 and ’18 then was injured for much of the postseason this year as the team lost the NBA Finals in six games to the Toronto Raptors. A ruptured right Achilles tendon could keep him out the entire next season, and whenever he returns it will be in the Brooklyn black. ESPN first reported Durant’s decision, saying he had agreed to a four-year deal worth $164 million. Durant could have gotten five years and about $221 million to remain with the Warriors. Durant, a 10-time All-Star who just completed his 12th NBA season, was leading all postseason scorers at 34.2 points per game when he strained his right calf on May 8 in Game 5 of the Western Conference semifinals against the Rockets. He had seven 30-point performances during the recent playoffs. It’s unclear how he will play whenever he can return, but the Nets were willing to take a chance with a team on the rise. Brooklyn finished 42-40 this season and lost in the first round of the playoffs, then got a huge victory Sunday when it beat out the Warriors, New York Knicks, and Los Angeles Clippers for Durant. Durant, who grew up in the Washington area and spent one college season at Texas, played his first year with the Seattle SuperSonics before they departed for Oklahoma City, where Durant played eight seasons with the Thunder before joining the Warriors in 2016. He was heavily criticized for that move, seen as taking an easy route by joining a team that had just won an NBA-record 73 games. But it worked out for Durant and the Warriors, as he was the NBA Finals MVP in their championships in both 2017 and 2018. This season was filled with talk

of his future — sometimes to Durant’s annoyance — though for much of the season it was focused on the Knicks if he decided to leave. But the Nets became a more attractive option with young talent that should help them be competitive next season even while Durant recovers. The Warriors will have to move on without Durant, who had three games with 45 or more points in the postseason before getting hurt. They still have Stephen Curry, Draymond Green, and were expected to re-sign Klay Thompson, though he will miss much or all of next season after tearing an ACL in the NBA Finals. The bigger disappointment may be for the Knicks, who had cleared enough money to sign two maximum salary free agents when they traded Kristaps Porzingis during the season. The hope was that Durant would be one of them, but instead he will end up a few miles across the river with a team that could be poised to be the dominant team in the city for years.
