A Word from Our President: Join us for Fall Events and Education this October It is hard to believe, but the Fall Parade of Homes is already behind us. With a record 39 homes in the Fall Parade this year, it was another successful event. Thank you to all the builders, suppliers, subcontractors, committee members, judges, and everyone else who worked hard to make it happen. Just a reminder, our Fall Awards Mixer will Eric Brenden be on Tuesday, October 15 Board President at the Ramada, or the old Doublewood, in Bismarck. We will recognize our winners of the different price categories that evening. The BEAM Award will be presented that evening, as well. As I mentioned a couple of months ago, the BEAM Award was designed by the National Association of Home Builders to recognize those builders who embody the motto, “it’s good business

to do business with a member,” and foster great relationships with those members. Nomination forms for the board will also be available at the Fall Awards Mixer. I believe that it is important to give back to the industry that we are involved in. For me personally, it has been a great experience. The little bit of extra time it takes has been well worth it. Nominations will be accepted up to the time we vote for the new board members at our November General Membership Meeting. Finally, in conjuction with the North Dakota Association of Builders and Workforce Safety and Insurance, we are offering OSHA-10 training free of charge to our members on October 16-17. The training will be located at the ND Safety Council office on Burnt Boat Drive. This is a great training opportunity that will provide some of the required training that many of our members need.

BMHBA Membership Updates 2014 BMHBA Board of Directors Positions Open Our 2014 Board of Directors is in need of more members. Two Builder and two Associate positions will be up for election this November. In Board of Directors order to become a Board member, a member must be nominated for the position, either in advance or at the November General Membership Meeting, and elected by majority vote of the membership present at that meeting. Typically nominees give a short speech on why they feel they would be a good fit for a Board member at the November General Membership Meeting, as well. The Bismarck-Mandan Home Builders Association Board of Directors is made up of 10 members - 6 builder members and 4 associate members. Board members serve a term of 3 years. If a builder Board member is on the leadership ladder, they then must serve out their full term on the Board (typically 4-5 years). The leadership ladder in order is as follows: Second Vice President, First Vice President, President, and Past President. Only builder members are eligible to serve as Board president in accordance with NAHB guidelines. Board members are responsible for attending monthly board meetings, and encouraged to attend BMHBA events throughout the year. Board meetings are typically held the fourth Thursday of the month and last about an hour and a half. Board members who are elected in November will be inducted at the Annual Banquet in January. We encourage you to think about a leadership position within the Bismarck-Mandan Home Builders Association. It’s a great opportunity to get involved on the front lines protecting and promoting this industry. We will be looking for new commitee leadership in the near future as well. If you are interested in being a member of a committee or serving as chairperson, let us know. If you have any questions about serving on the Board of Directors or any of our five committees, contact the BMHBA office and we’d be happy to help you. Also, current board and committee members can be great resources too.

BMHBA Hosts First Family Night at the Pumpkin Patch In an effort to add family-friendly events to the Bismarck-Mandan Home Builders Association calendar, we hosted our first Family Night at the Pumpkin Patch on Thursday, October 3. Members and their families enjoyed hotdogs, chips, drinks and free admission to Papa’s Pumpkin Patch. Each child also went home with a small pumpkin. Thank you to our generous sponsors and volunteers for pulling together this great first-time event and allowing members to bring their families for free. NDAB Offers FREE OSHA-10 Training in Bismarck
The OSHA-10 is a 10-hour program intended to provide instruction on construction industry safety and health topics and OSHA standards to both employee and entry level supervisors. Using OSHA standards as a guide, special emphasis is placed upon most hazardous areas of a jobsite. Topics include Material Handling, Excavation, Fall Protection, Cranes, Electrical, OSHA Act, Hearing Conservation PPE and several other subjects covered. The course will be offered Wednesday, October 16 (1 p.m. - 5 p.m.) and Thursday, October 17 (8 a.m. - 5 p.m.) at the North Dakota Safety Council office. This course is free to BMHBA members. Home Show Contracts to be Sent Out This Month
Civic Center Under Construction The 2014 Home Show is set for March 14-16 at the Bismarck Civic Center. Due to construction at the Civic Center, there will be some changes to the move-in and move-out process. More information on the specific guidelines will be available as the event draws closer. We ask for your patience and understanding during this process. Home Show contracts will be sent out later this month. As usual, returning vendors have first right of refusal on their booth spaces. Returning vendors have until approximately the first week of December to claim their space. A specific deadline date will be included on the contract. After that date passes, all new or moving vendor booth spaces will be assigned in the order the contracts were received. So, if you are a new vendor or wish to move, it is in your best interest to return your contract soon after you get it. If you request to move booth spaces, your previous space will be saved for you until your company is reassigned to a satisfactory space. If you have any questions or would like to make sure your company is on the Home Show contract list as a new vendor, please contact the BMHBA office at 2222400 or email Roxy@bmhba.com. The Largest Fall Parade of Homes Yet Brings in Over 3,000 Attendees
With 39 homes, this Fall Parade of Homes was the largest the BMHBA has seen. The Parade featured 32 member builders and countless subcontractors and suppliers. Over four days, 3,033 tickets were sold. That is an increase of 335 tickets over last year’s total. City Beat: Construction Site Security Tips Presented by the Bismarck Police Department Officer Lynn Wanner presented a Construction Site Crime Prevention lunch-n-learn on Sept. 12. Here is a summary of some of the main points she covered. Burglary offenses rose by 36.84% between 2011 and 2012. In that year, there were 6 copper wire thefts and 15 construction site burglaries. This is why crime prevention is important. Crime prevention is defined as “the anticipation, recognition, and appraisal of a crime risk, and the initiation of some action to remove or reduce it.” According to Officer Wanner, there are three ways to reduce the incidence of thefts on your site. The first is to create a situation where the risk is higher than the reward for the criminal increasing the chance of them being caught. The second is to reduce the opportunity for thefts. And third, is to create an environment that makes it difficult to steal. Criminal opportunity is controllable, and by taking proper security precautions potential victims can reduce their vulnerability to an attack. The most common items that are stolen are: heavy equipment (backhoes, loaders, etc.), utility trailers, lumber, mortar mixers, power tools, appliances/ furnishings, copper, etc. In short, criminals will take anything they can sell quickly and make money on.
How to Prevent Job Site Thefts To help prevent thefts on your job site, either from employees or outsiders, there are a few best practices to follow: • Give work rules to all employees and have them prominently displayed in several areas • Post signs that indicate “all thefts will be prosecuted” • Post signs indicating “Authorized Personnel Only” at job site entrances • Offer a reward incentive program for workers who report thefts and encourage anonymous tips (call 224TIPS) • Conduct random unannounced work site visits. Criminals are generally looking for an easy target. If your job site appears secure, they will most likely move on to another site which would give them less chance of getting caught. With a combination of natural (shrubs, trees, etc.) and man-made barriers, you can create the appearance of a secure job site. Man-made barriers can include fences, gates and electronic monitoring equipment, and merely contacting neighbors and asking them to be on the lookout for suspicious activities.
Fencing is your first line of defense against criminal. Ideally fencing would be 7-8 feet tall and made of chainlink or another see-through material so you can see inside it. However, in many cases fencing is not possible or cost effective. Low walls, dirt berms or anything that could prevent a unit from being driven or towed off your job site can also be very effective. Warning signs can also be a simple way to scare off potential criminals. You can make them more effective by including a notice that Product Identification Numbers are recorded for all equipment - and actually record the numbers. Another way to mark your tools and equipment is to engrave your drivers license number on the equipment. This way, if the item is pawned/sold by the thief, you can be identified as the owner. The safest way to secure your tools and equipment, however, is to remove it from the job site at night or store it in a heavy duty cargo container if need be. Including lighting that either lights up at night or is motion sensitive is also a great way to deter criminals. Monitoring access to keys and ensuring you use heavy duty locks on all equipment, trailers, etc. is another very important step in preventing job site crime. It is best to use a key lock, as people can share the combination for a combination lock. Some final crime prevention strategies include delaying the installation of appliances to as late as possible in construction, conducting background checks on all employees, and encouraging all employees to challenge strangers who enter the job site by saying “may I help you?” If you have any questions or would like to learn more crime prevention strategies and tips, contact Officer Wanner from the Bismarck Police Department at 3551932 or by emailing lwanner@nd.gov.

Crime Prevention Month Tips to Protect Your Home NAHB - Owning a home is the most valued longterm investment most Americans ever make. And owning your home is much more than a material asset, homeownership builds a sense of stability, pride, accomplishment and peace of mind. So protecting your home—and your loved ones that live in it—is a top priority for most families. During Crime Prevention Month in October, here are some tips from the National Crime Prevention Council (ncpc.org) to keep your home and your family safe from crime. Inside your home: • Install key locks, pins or other secure locks on every window and sliding glass door. • Secure windows and sliding doors with secondary blocking devices such as a stick or broom handle. • Use anti-lift devices to prevent windows and glass doors from being lifted out. • Use high quality Grade-1 or -2 locks with a bolt that extends at least one inch into the door frame to resist prying open or forceful entry. • Use automatic timers to switch indoor lights on and off if you’re going to be away from home overnight. • If you have an alarm system, don’t write your passcode on or near the alarm keypad. • Keep a home inventory of valuables including serial numbers, pictures and sales receipts and keep a copy of the inventory in a safe place somewhere other than your home.

Outside your home: • Keep your yard, porch, garage doors, pathways and entrances well-lit at night, either with permanent lighting or motion-detecting lights that turn on when someone comes within a certain distance. • Trim plants and shrubs that could serve as hiding places for criminals away from windows and doors. • Cut back tree limbs that could provide a way for thieves to climb into second-story or higher windows. • Display alarm company signs and decals on the windows and lawn. • Don’t hide a key outside your home. Leave a key with a trusted family member, friend or neighbor instead. • If you’re going to be away, stop your mail and newspaper delivery, or ask a neighbor to pick them up for you. • Ask a neighbor to park their car in your driveway while you’re away. • Lock gate latches, garage doors and sheds with highsecurity, laminated padlocks. • For items that need to be left out in the open, such as grills and bicycles, use a tarp to hide them from view and securely lock them to a stationary point such as a railing or post. Starting in 2014, businesses with 50 or fewer fulltime equivalent (FTE) employees can use SHOP to offer coverage to their employees. This applies to non-profit organizations as well. You control the coverage you offer and how much you pay toward premium costs. Health coverage through SHOP starts as soon as January 1, 2014. You can sign up and begin offering coverage any time during the year.
You have health coverage rights Starting in 2014, insurance plans: • Can’t turn you down based on the health status of your employees or their dependents, even if they have pre-existing conditions. • Can’t charge you higher premiums for women, or increase your group’s premium for employees with high medical costs. These rights do not apply to grandfathered plans. Since North Dakota has a federally-controlled marketplace, healthcare.gov is the best resource to learn about your rights. You may qualify for tax credits if you offer coverage through SHOP If you have fewer than 25 full-time equivalent employees making an average of about $50,000 a year or less, you may qualify for a small business health care tax credit. • Starting in 2014, the tax credit is worth up to 50% of your contribution toward employee premium costs (up
to 35% for tax-exempt employers). This will make the cost of providing health coverage lower. • Beginning in 2014, the small business health care tax credit is available only if you get coverage through SHOP. It will take effect in 2015. It will apply only to employers with 50 or more full-time equivalent (FTE) employees that don’t offer coverage or whose coverage doesn’t meet certain minimum standards. Attendees will learn how they can make a contribution to this fund and support housing projects

New-Home Sales Rise as Consumers Adjust to Higher Interest Rates Sales of newly built, single-family homes rose 7.9 percent to a seasonally adjusted annual rate of 421,000 units in August, according to newly released figures from HUD and U.S. Census Bureau. The gain partly offsets a dip in sales activity that occurred in July as consumers reacted to higher interest rates. “Consumers are adjusting to the reality of today’s higher rates following a period of record-setting lows, and today’s sales report provides evidence of that,” said Rick Judson, chairman of the National Association of Home Builders (NAHB) and a home builder from Charlotte, N.C. “We expect to see more buyers coming back to the market as the psychological effects of the rate gains continue to wear off, particularly since, even after the recent spike, mortgage rates remain exceptionally favorable on a historic basis.” “Sales of new homes bounced partway back in August from an unusual low in July,” said NAHB Chief Economist David Crowe. “That said, we are only about halfway back to what would be considered a sustainable level of activity in a normal economy, and the ongoing housing
recovery continues to be slowed by consumers’ concerns about interest rates, as well as weak job growth and uncertainty about what’s happening in Washington.” Three out of four regions posted solid gains in new-home sales activity in August. Sales rose 8.8 percent in the Northeast, 19.6 percent in the Midwest and 15.3 percent in the South for the month. The West was the exception to the rule, with a 14.6 percent decline. While the months’ supply of new homes edged down to 5.0 due to the quicker sales pace in August, the total inventory rose for a seventh consecutive month, to 175,000 units.

N.D. leaders go to Colorado for NAHB Fall Board meeting
Several North Dakota Association of Builders members will travel to Colorado Springs, Colo., this month to participate Jason Eid in the National Association of Home NDAB President Builders’ Fall Board of Directors meeting. Each NAHB board meeting includes caucus gatherings of the 15 “areas” within NAHB. These caucuses address issues of the included states and exchange information on trends and problems. North Dakota is part of Area 10 which also includes Minnesota, Iowa, Wisconsin and South Dakota. NDAB’s very own Ralph Applegren, Applegren Construction, Grand Forks, is running to become national Area 10 chairman at this caucus meeting. He began serving as an NAHB National Director in 1992, is now a Senior Life Director and previously served as NAHB’s state representative for North Dakota. Area 10 chairmen serve on NAHB’s executive committee. All of our local associations are supporting Ralph and we will host a reception for him in Colorado. Best of luck!
