A Word from Our President: Quality, Consistency and Productivity in a Challenging Labor Market North Dakota’s booming economy has taken center stage over the past few years and the construction industry has been at the heart of much of this discussion. As home builders and business owners, we are all struggling to hire and retain the workforce necessary to do the work required of us. There is no Chad doubt that we are all very Moldenhauer fortunate to be in business at Board President this time in our community’s history. However, the balance of power seems to have shifted at times from employer to employee. There isn’t a Monday that passes where I don’t wonder who is going to show up to the jobsite or who is going to call in “sick”. The unpredictability of our work force makes scheduling difficult, at a time when there has never been more work to be done.

I grew up watching my father periodically show up at the jobsites at 8 am with an eye on his wristwatch.

If you were late and lucky, you received the day off for self-reflection, if you were unlucky or if he was in a bad mood, you received a permanent vacation. Last

week, my foreman received a text from one of my workers who threatened to “quit so fast it will make your head spin” unless he received a raise. He didn’t receive that raise, but it did make me reflect on how much things have changed in the last few years. A job is no longer a privilege; it is an expectation. A bad reference from a previous employer is no longer a barrier to future employment, but more than likely there is a sign-on bonus being offered by someone just looking for a warm body to relieve some of the strain of the daily grind.

I believe that we all need to challenge ourselves to see beyond the housing boom we are currently experiencing. The bubble that we are riding isn’t going to last forever. I encourage you all to set your standards high and stick to them even where it may affect productivity. The reputation that we establish for ourselves in these boom years is going to stick with us when the days of housing demand far exceeding supply is just a distant memory. Continue to search for the best employees, and be realistic with the amount of work that you take on and the time frame it will take to get done. If we can all strive toward these goals, I believe that we will continue to be the envy of the country both now and for many years to come.

The Blind Guy Looks to the Future with New Ownership

As of August 2012, Wyatt Fransen and Tammy Schlosser are the new owners of The Blind Guy of North Dakota. The company The Blind Guy was first opened in 1997 in Montana, but has expanded as many independently owned franchises across the country, including this one.

Tammy and Wyatt are proud to be able to offer onsite sales and installation of window coverings, awnings, exterior and interior sunscreens, retractable screen doors and shutters.

According to Tammy, their mission is “to operate our business with the utmost integrity and a deep desire to serve Bismarck-Mandan and the surrounding communities with personalized and professional service every time.”

When asked what separates The Blind Guy of North Dakota from the big box stores, Tammy explained that while the big box stores offer price cuts, they do not offer high quality products or stand behind their service like The Blind Guy of North Dakota does.

Thank you so much to all those who had a part in making the 2012 Fall Parade of Homes great! Special thanks to the Parade of Homes committee for all their hard work this season and to the participating builders.

City Beat: The Future of Solid Waste in Bismarck Recently, there has been a lot of talk around our Bismarck about the possible recycling options. In response to this, the Bismarck Public Works department published the answers to the most frequently asked questions about the future of solid waste services in Bismarck. Below are some of the questions and answers included.

1. What is the current monthly solid waste collection rate and how does it compare to other cities in our region? Bismarck provides a container for all residents for a monthly flat rate of $9.55. This has been the rate since 2005. In comparison, Minot residents must purchase their own container and are charged a flat monthly rate of $10.18. Grand Forks residents are provided a container and charged $13.60 per month. Fargo and Rapid City offer three different sized containers, charging up to $14 and $20.30 respectively.

2. Does the City separate waste now before it goes to the landfill? Yes. While your household garbage (what the City picks up from your house every week) cannot be separated, many materials hauled to the landfill are separated, reused and recycled. These items include: metals, electronics, appliances, tires, concrete, asphalt, construction debris, wood and tree/shrub debris, grass and leaves.

3. Is the City considering a curbside recycling program? The City of Bismarck has long considered the possibility of a curbside recycling program, however, it was never a financially feasible option in the past.

Because of new waste management practices and technologies, and a larger city population, the City Commission has authorized the Solid Waste Division to request proposals for a curbside recycling program. This process is strictly for the purposes of determining if such a program is financially feasible and sustainable.

4. Would my monthly rate go up if a curbside recycling program went into effect? Yes, it is quite likely a curbside recycling program will require a rate increase.

The City Commission will consider this and whether the whole process is financially feasible when making a decision.

5. If the City does not go with a curbside recycling program, will other recycling services be available? If it is determined that a curbside recycling program is not financially feasible, the City will look at either expanding existing recycling services or providing other recycling options.

BMHBA Board Member Attends NAHB Fall Boards

Board Second Vice President Vance Vetter represented the Bismarck-Mandan Home Builders Association at the National Association of Home Builders Fall Board Meeting in Austin, Texas from Sept. 12-15. At the meeting he was able to be a part of meetings on everything from membership to the economic state of housing in this country.

Vance said that while NAHB reported that the current state of housing in the U.S. is worse than it was in the Great Depression, the outlook for the industry is a positive one.

There are more pockets of prosperity popping up around the country each month, and there are surely more on their way.

One of the main concentrations of NAHB is to get people more involved in their local associations through committee work. These committees should have a set purpose and timeline. The BMHBA currently has five active

committees you could get involved with.

According to Vance, they also wanted to make sure our members know about some of the great national benefits available to them, such as free legal consultations on construction-related business.

NAHB is also encouraging the membership to attend the International Builders’ Show in Las Vegas, Jan. 22-24.

While it is an amazing trade show, there are also great educational courses you can take in while you’re there.

There are just under 100 courses offered throughout the show on everything from marketing to lean building techniques to money management. They are also offering some free educational courses this year, as well. For more info on IBS, go to www.buildersshow.com.

National News: What Are NAHB’s Priority Issues?

Preserve Affordable Downpayments and Mortgages (a series featuring different priorities in detail each month)

As you all know, your membership in the BMHBA is a tri-fold membership including the NDAB and NAHB. Your membership dues and PAC donations support advocacy efforts on the national scale. That is why you should know what NAHB’s top priorities for 2012 are. This article continues an explanation of the top seven NAHB priorities.

5. Preserve Affordable Downpayments and Mortgages Six federal agencies are proposing a national Qualified Residential Mortgage (QRM) standard that would require a minimum 20% downpayment, which would keep homeownership out of reach of most first-time home buyers and middle-class households.

In addition, the QRM plan includes several other bad ideas that would seriously impact the average family’s ability to obtain a home of their own. It would mandate restrictive debt-to-income ratios to qualify for a home loan and prevent 25 million current home owners from refinancing to lower mortgage rates because they lack the required 25% equity in their homes. High downpayment and equity rules along with excessive underwriting requirements will not have a meaningful impact on default rates, but it will tighten lending rules to the point where millions of creditworthy home buyers won’t be able to qualify for a mortgage.

A 2012 study by the UNC Center for Community Capital and the Center for Responsible Lending found that the proposed rule could push as many as 60% of creditworthy

borrowers into high-cost loans or entirely out of the market. The study also found that the provisions of the Dodd-Frank financial reform legislation that bans loans with the highest risk, such as those with prepayment penalties or no requirement to document the buyer’s income, would adequately address the bad underwriting at the root of the housing crisis.

NAHB estimates that it would take 12 years for a typical family to save enough money for a 20% downpayment on a median-priced single-family home and other research has found it would take even longer. Borrowers unable to make a 20% downpayment would be expected to pay a premium of up to two percentage points for a loan in the private market to offset the increased risk to lenders, according to NAHB economists. This would annually diqualify about five million potential home buyers, resulting in 250,000 fewer home purchases each year.

If buyers are denied access to affordable housing credit, the shadow inventory of foreclosed homes will not be drawn down, a housing recovery wil not take hold and economic growth will stall.

The NAHB Fall Board of Directors meeting took place in Austin, TX in mid-September. Some of the key issues of the meeting included:

 After much rejection, representatives from two Nebraska local associations withdrew three proposed bylaw Eddy Mitzel amendments that would have broken up the federation’s three-in-one membership model by pulling state associations out of the equation.  Approval of the 2013 NAHB budget, including funding for student chapters and the Home Builders Institution (HBI), two programs that were facing major cuts.  North Dakotans met with Ed Brady, candidate for NAHB 3rd Vice Chairman. Ed is a builder from Bloomington, IL, who’s election will be held at the 2013 International Builders Show.  The Area 10 Caucus (ND, SD, MN, IA and WI) is planning to meet in the coming months to review NAHB products and services, and provide input to NAHB on our caucus’s recommendations.

What Advocacy Means in Dollars

As a member, you have invested in your local, state and national associations, and those associations work hard every day to support the housing industry and save money for your Doreen Riedman business. NAHB’s advocacy efforts alone saved the industry $5.7 billion in 2011. Here are a few examples:  Restoration of higher FHA-backed mortgage loan limits Industry Savings = $1.9 billion  EPA’s withdrawal of its revised Effluent Limitations Guidelines (ELG) Rule Industry Savings = $1.167 billion  EPA’s removal of a proposal to require additional testing requirements to the Lead Remodeling Rule Industry Savings = $240 million  Elimination of burdensome reporting requirements and increased issuance of 1099s for every corporate purchase over $600 Industry Savings = $140 million

Plus, think about the savings that come from state legislative efforts: removal of the fire sprinkler code mandate, easing of architect services requirements, appraiser reforms that are intended to address the timeliness of appraisals in our state...and much more.

The 2013 Legislative Session is right around the corner, and the NDAB’s Governmental Affairs Committee is meeting in October to discuss and prioritize potential issues. If you have issues you would like to see addressed, please contact me or your local builders association.

Schlomer State BEAM Award Winner

Dana Schlomer, a former NDAB Board member and builder in Mandan, is North Dakota’s state BEAM Award winner for 2012!

BEAM stands for Builders Engaging Associate Members, and is an award established by NAHB’s Associates’ Committee. The BEAM Award is bestowed on one builder who is someone who best exemplifies the motto “it’s good business to do business with a member.”

Schlomer will compete with other builders around the country for the national award which will be presented at the Associates’ Awards Breakfast during the International Builders’ Show (IBS) in January 2013.

Housing Needs Assessment Released North Dakota will grow by more than 25 percent from 2010 to 2025, according to the recently released North Dakota Statewide Housing Needs Assessment. The state’s population will reach about 841,820 people, up from the 2010 Census figure of 672,591.

The North Dakota Housing Finance Agency (NDHFA) commissioned the assessment, which projects significant population growth and increased demand for housing through 2025.

All areas of the state are expected to see growth, but the energyimpacted areas are projected to see the most significant increases.

Ten counties in the oil patch are expected to grow by more than 50 percent. The state’s largest cities will also see robust growth.

“An increase in population will mean continued demand for housing,” said Mike Anderson, NDHFA executive director.

The number of households is expected to increase by 83,429 or 30 percent from 2010 to 2025. Nearly 55 percent of that growth is expected to be households at or below 80 percent of Median Family Income. Residents age 65 and older are projected to increase by 52 percent (50,583) and working age adults (25 to 44) are projected to

increase by 42 percent (69,279).

“This assessment gives us a clear picture to make good planning decisions for the affordable housing future of North Dakota,” said Anderson.

The assessment, completed by the Center for Social Research at North Dakota State University, considers population, housing supply and demand, special populations and substandard housing and other factors on a statewide basis, as well as by planning regions, counties, American Indian reservations and the 12 largest cities.

An update to a 2004 report, the assessment was sponsored by NDHFA and its partners including the ND Department of Commerce, the cities of Fargo, Grand Forks, Bismarck and Williston, CommunityWorks ND, the ND Chapter of the National Association of Housing and Redevelopment Officers, the Grand Forks Housing Authority and the ND Association of Builders.

Thank you to everyone who participated and to the Parade of Homes Committee for all the hard work!  Oktoberfest will be held October 11th at the Doublewood Inn. We will be awarding parade builders with “People’s Choice Awards” and “Judges Choice Awards.” If you haven’t RSVP’d already, please do so today!  We are also accepting nominations for our 2012 Builder and Associate of the Year! Irene Schafer, Executive Officer 701-483-0044 dickinsonareabuilders.com  Dickinson Area Builders started our general membership meetings this fall at the Eagles Club. We enjoyed two guest speakers: Bill Anderson presented a program on a new Boy Scout Explorer Post that will be a combined effort with our local association; and Cathy and Dave Logosz presented plans for a Stark County Veterans Memorial. The eleven panels will have room for Stark County veterans names dating back to the Civil War.  Our Builder of the Year is Steve Schwab and our Associate of the Year is Etta Fox.  We also added three new members this month.

Minot Association of Builders Vicky Flagstad, Executive Officer 701-852-0496 minotab.com  October 9th is the date for our 49th Annual Meeting & Awards Banquet at the Grand International.  On November 15-16, the MAB Executive Officers will be attending the NDAB Annual Meeting & Awards Banquet in Fargo.  Dec. 14th will be our annual Holiday Open House at the MAB Conference Center. North Dakota Association of Builders

Forx Builders Association Betty McDonald, Executive Officer 701-746-4536 forxbuilders.com  October General Membership Meeting will be held at Muddy Rivers on October 16th. Dan Hammer, the voice for Midcontinent Communications UND sporting events, will be the guest speaker. Builder and Associate of the Awards will be presented.  Plans for the November “Builder After Hours” are will be provided soon.  The December “Business After Hours” will be hosted by The Lighting Gallery on December 13th, and The Lighting Gallery will be all decked out for Christmas.

Home Builders Assoc. of Fargo-Moorhead Bryce Johnson, Executive Vice President 701-232-5846 hbafm.com  The Fall Parade of Homes was held Sept. 8-9 and 15-16 and featured 28 homes by 17 builders. New this year was the Remodeled Home Tour, which ran in conjunction with the last weekend of the Parade and featured seven entries from four member companies. The HBA was thankful for such a good turnout and for good fall weather!  The HBA’s October GMM and Annual Meeting will be Oct. 9 at the Ramada Plaza & Suites of Fargo.

Members who have been with the association for 25 years will be recognized, Builder and Associate of the Year awards will be presented, and the 2013 HBA of F-M Board of Directors will be announced. Business attire is requested.


