President’s Message
June is here, and we are finally enjoying the warmer weather that signals the start of a busy construction season. We recently wrapped up our Spring Parade of Homes in mid-May, and it was a tremendous success. While the weather gave us a little bit of everything throughout the weekend, that has become somewhat of a Parade tradition. Thank you to all the builders, associates, volunteers, and attendees who helped make this year's event another great showcase of our industry.
Looking ahead, we are gearing up for our 39th Annual PAC Golf Tournament on Tuesday, July 14, at Hawktree Golf Club. Registration is now open for four-person teams, and spots are filling quickly. If you'd like to register a team, please contact Dawn or Jennifer, or sign up through the BMHBA website. We encourage you to reserve your spot soon, as this event fills up every year.
We also invite you to join us on July 23 for a Member Appreciation Lunch in the back yard of the HBA office. Lunch and beverages will be provided for members and guests, and it will be a great opportunity to connect with fellow members and enjoy some time together outside of the jobsite.
The Board is excited to welcome Dave Ashley from NAHB to our next board meeting. Dave will share insights on membership growth, member engagement, and the many benefits available through our local, state, and national associations. Membership remains the foundation of the BMHBA's success, and we are committed to continuing to grow and strengthen our association. Government Affairs Update– HBA June Newsletter
The City of Bismarck has made an important change to its Utility Capitol Charge which will affect new developments approved after January 1, 2026. Since 2019, the city has collected a fee of $4,637 per ¾” water meter and $7,729 per 1” water meter used on new residential lots. The fee for new lots was proposed as a buy-in for the cost of the existing infrastructure and was paid up front by developers. Going forward, the fee will be paid at the issuance of the building permit. Builders are encouraged to review the full UCC policy on the City’s website and look up properties on the City’s GIS map to determine whether the property has a vested UCC fee prior to providing a construction bid.
Bismarck’s land development code has been substantially unchanged since the 1980s. The Community Development Department has been working with consultants and stakeholders in the community to revamp the code to improve housing variety, increase development flexibility, and enhance citywide compatibility. In addition, the city expects the new code to be more userfriendly, searchable, and easy to understand. Several members of the BMHBA served on the steering committee and we have strived to make sure that the new code helps to streamline the development process and does not create additional expenses for building or development. City planning staff have been open to modifications made on behalf of the industry to make the code more workable. I believe the new code will have a positive impact on building and development in the community while taking some of the confusion out of the development process. The new code is set to be implemented on June 1st. I would encourage our members to familiarize themselves with the new development code which is available on the Planning Department’s website.

Plant Life Cycle Event Blooms with Fun and Learning
The Bismarck-Mandan Professional Women in Building (PWB) Council recently had a wonderful time partnering with two local schools for our Plant Life Cycle event!
Students got their hands dirty as they participated in every step of planting their own flower pots - from filling containers with soil and planting flowers to learning how to care for them as they grow. The excitement was contagious as the students eagerly dug in, asked questions, and proudly created something they could take home and enjoy.
The day was filled with smiles, laughter, learning, and just the right amount of messiness. Events like these provide a fun opportunity to connect with local students while teaching valuable lessons about plants, growth, and responsibility.
A special thank you goes to Plant Perfect for generously providing the flowers and soil that helped make this event possible. We are also grateful to the schools, volunteers, and everyone who contributed their time and energy to create such a memorable experience
We loved spending the day with these amazing students and look forward to continuing to make a positive impact in our community through educational and hands-on experiences like this one.

Homeownership is the foundation of the American Dream! The North Dakota Association of Builders and the home building industry celebrate this by recognizing June as National Homeownership Month! The U.S. homeownership rate was 65.7% in the fourth quarter of 2025, according to the Census Bureau's Housing Vacancy Survey (HVS). Headlines across the country are highlighting the challenge of housing affordability. In 2026, 65% of U.S. households cannot afford a median-priced new home. At a median price of $413,595 and a 30-year mortgage rate of 6%, approximately 88.2 million households are priced out of the market.
Homeownership offers households one of the most reliable paths to accumulate assets and build wealth over time. Owning a home often builds equity that individuals and families can tap into for retirement, healthcare needs or unexpected hardships. Alleviating regulatory burdens and making sustained investments in workforce development are a snapshot of several issues our association and NAHB are advocating to make the dream of homeownership a reality!
Registration is now live for our Summer Social in Medora! Head to our website www.ndbuild.com/events to register. National Association of Home Builders (NAHB) Chairman of the Board Bill Owens will be our special guest. Meetings and the Social will take place on Tuesday, August 4th at the Rough Riders Hotel with a golf event on Wednesday, August 5th at the Bully Pulpit Golf Course. To celebrate America’s 250th anniversary, we will be taking a tour of the new Theodore Roosevelt Presidential Library while we are in town. With the summer season upon us, golf tournaments are about to be in full swing! Don’t forget to register for your local golf event. First up is the BIA-RRV’s first golf tournament of the summer on June 26th in Hawley, followed by MAB’s Hammers & Keys Classic at the Minot Country Club on July 13th. The BMHBA will host their annual Golf Tournament on July 14th at Hawktree Golf Club and on July 16th and August 13th the BIA-RRV will hold their second and third golf outings in Hawley. The summer concludes with the DAHBA Golf Scramble on September 10th at the at the Heart River Golf Course and the FORX Golf Outing on September 24th at the Valley Golf Course in East Grand Forks.
