A Word from Our President: The BMHBA Says Goodbye & Thank You to NDAB Executive Officer On June 19, NDAB Executive Officer Doreen Riedman submitted a letter of resignation to the NDAB board of directors.

She will be moving on to a position with AARP-ND. While we wish Doreen all the best in her new endeavors, I know her presence and abilities will be greatly missed by our state association.

Over the 16 years that Eric Brenden Doreen has served as the Board President executive officer of NDAB, she has accomplished many great things for our industry and our associations. When asked what she felt the highlights of her tenure at NDAB were, Doreen included the following: - “Being the first state in the nation to pass legislation to keep fire sprinklers from being mandated in homes through the building code process. Since that accomplishment during the 2009 legislative session, we’ve shared our resources and legislative language, and many other states have also worked toward this effort in various forms.”

- “Helping bring the Williston Area Builders Association into our NDAB family in April 2009.”

- “Seeing North Dakota as a national leader in NDABPAC and BUILD-PAC fundraising efforts has been very fulfilling. Our members have been generous in contributing to these efforts to ensure that we have friends in local, state and national offices.”

- “Establishing the NDAB as a strong and wellrespected partner in the housing industry has been

important. Working with various state agencies, regulatory groups, and housing partners to ensure that the interests of the home building industry were always represented effectively.”

- “Having great relationships with statewide officeholders, state legislators, and our congressional delegation has been very important. NDAB is wellknown and highly regarded by these groups, and I’m very proud of the grassroots support we’ve developed across the state.”

So, because of these things and so much more, we say thank you to Doreen Riedman for all her hard work and good luck in the future. The NDAB is in a very influential position with the state and local government, and I know that with the help of the new communications director, Stacey Lang, we’ll be able to maintain that position.

If you would like to wish Doreen good luck, she’ll be out at the golf tournament on July 16 at Hawktree still fulfilling her goal of getting more PAC donations. Hope to see you there.

Set Your Sights on the Sporting Clay Shoot Aug. 29

Do You Have a Home for the Fall Parade of Homes?

The 2013 Sporting Clay Shoot is set for August 29 at Capital City Sporting Clays. Join us for a day out on the course. There will be prizes for the bud bird station, as well as door prizes and lots of fun.

The day will conclude with a barbeque for all the participants.

The shooter fee is $75 per person. The registration includes target fees, shells, earplugs and the barbeque to follow.

Shooters can register as a member of a team or individually.

More information and registration will be available later this month.

Calling all builders! We want your homes in the Fall Parade of Homes. The Fall Parade of Homes is set for Thursday, September 26 through Sunday, September 29. This shorter Parade is a great way to showcase your home without having to work the home for 2 weekends.

Pre-commit forms will be sent out to all the builders in July with contracts to follow. The home information will be due on August 28, including home photos, descriptions and directions.

The cost to participate is $500 for the first home and $375 for each additional home. Only member builders are able to showcase their homes, and only member subcontractors/suppliers are allowed to advertise within the homes.

Advertising opportunities in the Fall Parade of Homes magazine will be available to members, as well. To find out more information about ad prices and availability, contact Deb Seminary at The Printers (255-3422).

Over 175 Members Attend Annual Picnic Over 175 BMHBA members attended the Annual Picnic at The Post again this year.

It was great to see everyone there and celebrate another successful year at the BMHBA on a beautiful summer night.

Thank you to everyone who attended and donated to the BSC Scholarship Fund through the 50/50 and grill drawings, silent auction and sign auction.

Annual PAC Golf Tournament Tees Off July 16 With the course maxed out at 144 golfers, the Annual PAC Golf Tournament is sold out. If you would like to get on the waiting list in case of cancellations, contact the BMHBA. The tournament, hosted by the BMHBA and BismarckMandan Board of Realtors, will be held at Hawktree Golf Course this year. Registration begins at 11 a.m. with a shotgun start at noon. Players are to be in their carts by 11:35 a.m. We ask that you please arrive before 11:30 a.m. for registration to ensure that all the teams can get out on the course and done in a reasonable amount of time. A dinner and awards at the clubhouse will follow the tournament. Tournament registration includes 18 holes of golf, free driving range. 2 carts per team, and dinner. Mulligans and hole-in-one contest entries will be available for sale during registration, as well.

City Beat: City of Mandan Received No Valid Bids for a New Construction Concrete Contractor The Mandan City Commission voted May 21 to notify residents and residential developers that it did not receive any bids for construction of new sidewalks and driveway aprons for 2013. The lack of bids means residents and developers need to do the concrete work themselves or contract directly for their project and finance it themselves. Private parties are often able to contract for the work at a lesser cost than the rate charged through a public bid process, but without a public bid, the City cannot special assess the cost of the projects to the subject properties.

As in past years, City of Mandan engineering department staff issued a request for bids for concrete work in March. The request was for bids for both new construction and removal and replacement of existing sidewalks and driveways needing repair.

As of the April 1 deadline, the City received only one bid for the work. The bid was 57% higher than the engineer’s estimate. According to state law, a governing body may not award the contract to any bidder if the cost of the work exceeds the engineer’s estimate by

40% or more. The Commission had to reject the bid and authorized rebidding the project and splitting it into two separate contracts, one for new construction and one for repairs.

Bids were due May 3. The City received no bids for construction of new sidewalks and driveway aprons.

The City received a bid for repairs from Alliance Concrete and awarded that bid. The City Commission will consider whether to continue to bid this work out in the future or bid the project earlier for the 2014 season with hopes of securing viable bids. An option may be splitting quantities of new concrete work into smaller contracts.

Concrete work in the right-of-way may be executed by the property owner or a licensed and bonded contractor of their choice. A $20 permit from the Engineering Department is required. The work must comply with department specifications. Engineering staff will inspect the project before cement is poured to make sure it meets specifications. Doug Lalim is Mandan’s new assessor and building official. Lalim previously served as the building official in the City of Williston for 15 years. He brings experience in the building inspections area in construction, building regulation and compliance, and planning and zoning.

Lalim met with the BMHBA Board of Directors on June 25 to get to know each other. We are looking forward to cultivating a strong relationship with Lalim and

continuing to work to create a strong building industry in Mandan.

Lalim succeeds Richard Barta, who is retiring after 36 years of employment with the City of Mandan.

NDAB Says Hello & Goodbye

Welcome Stacey Lang, New NDAB Communications Director

NDAB has named Stacey Lang as their new communications director. Stacey will be responsible for education, marketing, public relations, event and meeting coordination, website and social media management, publications, records management, and member relations.

The BMHBA welcomes Stacey as the newest addition to the North Dakota Association of Builders family. If you have any questions for Stacey, you can contact her at stacey@ndbuild.com or call 222-2401.

Prior to joining the North Dakota Association of Builders, Lang had been employed as the marketing manager with the Bismarck Tribune for the past 10 years. She is a graduate of the University of Mary, and is a native of Turtle Lake, North Dakota.

NDAB Executive Officer Doreen Riedman Resigns After 16 Years

After 16 years as the Executive Officer of the North Dakota Association of Builders, Doreen Riedman has accepted a new position as Associate Vice President - Community Outreach for AARP of North Dakota.

Doreen’s last day at NDAB will be July 19.

We thank Doreen for all the hard work she has put in to our state association over these past years, and wish her the best of luck in her future endeavors.

Find Out How You Can Contribute to That Voice Frequently Asked Questions What is BUILD-PAC? BUILD-PAC, or Builders United in Legislative Decisions Political Action Committee, is the political action committee of the National Association of Home Builders (NAHB). BUILD-PAC is bipartisan – supporting both Democrats and Republicans – and helps elect qualified pro-housing, pro-business candidates to federal office.

Who can contribute to BUILD-PAC? Legally, only NAHB members can be solicited for BUILD-PAC contributions.

Why should I contribute to BUILD-PAC? BUILD-PAC is your voice at the national level. BUILDPAC has strength in numbers – the more members who support BUILD-PAC, the stronger our voice is in the political process.

Why can’t BUILD-PAC use my dues money?

Under federal law, the use of member dues to help elect candidates to federal office is strictly prohibited.

Those who contribute, contribute voluntarily.

Additionally, BUILD-PAC can only accept personal contributions and dues are often paid with corporate funds.

Who determines which candidates receive BUILD-PAC support?

Members like you. A 100+ member Board of Trustees decides which candidates receive BUILD-PAC support.

Trustees are nominated by State Presidents.

Can BUILD-PAC accept corporate checks?

It is against federal law for a political action committee to contribute corporate contributions to candidates. Corporate contributions will go towards BUILD-PAC’s administrative expenses.

PAC Goals Double for Number of Contributors Each year, NAHB sets goals for PAC contributions for each state, which is then passed down to the local associations. The goal for every state by next year is “2x2014,” as in the number of contributors needs to double for each state by 2014. North Dakota had 119 donors in 2012, so our goal as a state is 238 by 2014. To meet this goal, we need your help! North Dakota stands as one of the top contributors in the nation, but we need to keep it that way.

How can you donate? There are multiple donation levels for BUILD-PAC and payments can be made with cash (<$100), personal check or credit card. The annual donation options are:

National News: Builders and Lumber Dealers See Shortages of Key Building Materials

NAHB - Home builders and lumber dealers are reporting significant shortages of key home building materials such as lumber and wall board, according to recent surveys by the National Association of Home Builders (NAHB) and the National Lumber and Building Material Dealers Association (NLBMDA).

“Supply constraints are one of the barriers to a more robust recovery,” said NAHB Chief Economist David Crowe. “The shortages and price increases reported by both home builders and lumber dealers are particularly concerning given that the current rate of construction is still far below what would be considered normal or necessary to meet underlying demand.”

Among builders, the highest incidence of shortages was for oriented strand board (OSB), with 22 percent of builders reporting shortages, followed by wall board (20 percent), framing lumber (18 percent) and plywood (18 percent). The builder results come from special questions added to the monthly survey that serves as the basis for the NAHB/Wells Fargo Housing Market Index (HMI), which is widely viewed as a key indicator of the overall strength of the home building market.

With the exception of wall board, the lumber dealers reported greater shortages of these products than the home builders. Among lumber dealers, 27 to 28 percent reported shortages of OSB and plywood, 36 percent reported shortages of framing lumber and 12 percent reported shortages of wall board. The dealer results come from a special survey of NLBMDA's members, who operate single or multiple lumber yards and component plants and deal in many of the same products that NAHB members purchase.

Both the builder and lumber dealer surveys asked about shortages of 24 specific building products and materials. For most of the products, the share of builders reporting a shortage was considerably higher in May of 2013 than in 2011 or 2012. The only exceptions were copper wire, vinyl siding, HVAC equipment, insulation and structural insulated panels.

“The shares of reported shortages are not as high now as they were in 2004 or 2005, but the increases since 2012 are quite significant, especially when you take the early stage of the housing recovery into account,” said Crowe. “In 2004 and 2005 the home building industry was producing over 1.8 million new homes a year, while the current rate of new housing starts is still below 1 million.”

With the exception of concrete-related products, a

larger share of lumber dealers than builders reported price increases in building materials over the past six months. On average, builders reported a 5.17 percent increase in the materials that go into a house over the past six months. Most lumber dealers reported that the prices of the products they handle had increased on average by 10 percent or more over the past six months.

“While a nascent housing recovery is underway, as reflected by the modest increase in sales by dealers, it’s clear that the ongoing material shortages and price increases being reported by dealers continue to be a cause for concern as we move into the latter half of 2013,” said Michael O’Brien, NLBMDA president and CEO. The reported results reflect survey data collected from NAHB builders and NLBMDA dealers during the first half of May; 383 builders and 230 dealers provided responses.
