The ladies of PWB were honored to recently take over Heavens Helpers Soup Cafe. In a busy, busy world, one of the biggest blessings we can give others is our time. As it is in giving to others that we receive the biggest reward. Our hearts are full.

Knife River is a full service aggregate-based construction company, providing ready-mix concrete aggregate sales and delivery and concrete construction services. We provide services throughout North Dakota for public, private and commercial construction projects.

The previous offset from the property line of 1.5 feet was revised to be 0.5 feet inside the property line to provide a wider boulevard for utility placement and snow storage. The change in sidewalk location combined with the change in street widths has created some confusion on where to construct the private driveway.



The City of Bismarck provides some flexibility to the developer in the selection of street widths and corresponding right of way widths during the platting process. Streets as narrow as 26 feet measured curb face to curb face are allowed in local residential neighborhoods. More common widths are the 32-foot or 38-foot variety.

The previous direction from the City was when constructing the private driveway (all concrete driveway area located within the private property) to stop the driveway 1.5’ into the public right of way. The City’s concrete contractor would then construct the sidewalk and driveway connection within the public right of way from the street to the previously constructed private driveway.

Our initial hope was that we could finish up the remaining inventory of pre-2019 streets and homes using the 1.5’ offset and transition to the 0.5’ offset moving forward. However, it has become apparent that there will be a significant amount of overlap between these concepts (even within the same development, albeit in different phases) and it would become burdensome for both the City and the private driveway contractors to keep track of the streets and homes where these conditions apply.
Our solution is relatively straightforward. The private driveway contractors should find the survey pins representing the front of the private property and construct the private drive to the front of the lot. Refrain from using the back of the curb as a point of reference when establishing where the property line is as there are too many variations of street width and right-of-way width for this to serve as a reliable source. There will be no need to construct any portion of the private drive within the right of way.

The City’s concrete contractor will be given direction by City staff on the appropriate offset to construct the sidewalk and the driveway within the public right of way and will tie into the private drive similar to our historical practices. Examples of the previous concept and our current concept are shown in the graphics accompanying this story.

Jeepers Sweepers was founded 20 years ago by Dale Miller of Bismarck. Dale was an entrepreneurial driven individual who strived to seek excellence with every job while building the company on quality not quantity. Upon Dale’s passing in 2020, Tom Reineke took over the day-to -day Operations. Tom has been with the company since its inception and continues to grow the business in the Bismarck/Mandan area and Around North Dakota.
Tom Reineke grew up in Braddock, ND and finished his high school years in Elgin ND. Tom is married to DeRicci Reineke and together they share a daughter Elizabeth Fischer.

Jeepers Sweepers LLP Is a Full-Service Parking Lot Sweeping and Maintenance Company
When meeting the customer, give them the best advice on what their parking lot needs and commit to those needs.
My typical day starts at 4:00 am and ends around 5:00 pm, I schedule Jobs to be done on a day to day basis, meet with our clients and give them advice on what their Parking Lot requires.
I think I would still be out on the job with our crew, which I do on occasion, sometimes I get out and help them with either crack sealing or striping.
Keep the vision that Dale had when starting this company, take care of the customers parking lots and help keep their investment looking great!
Inspiration came from Dale Miller, he was my neighbor and wanted to start a sweeping business, to help business owners make their parking lots clean and maintained.
Jeepers Sweepers takes more pride on the customers parking lots, most Sweeping companies just use a sweeper to clean and that’s it, not Jeepers sweepers we use back pack blowers and blow down every inch of the lot along with using the sweeper.
My Favorite part is bidding jobs, visiting with the customer and giving advice on what their parking lot needs, and what we can do on their budget, to make their lot look like a door mat for their business.
In my spare time, my wife and I along with our 2 morkies spend our time at our cabin at Beaver Bay west of Linton, ND.
Being able to enjoy the beauty that our state has to offer and family time.
