Greetings BMHBA Members,
Construction season is finally getting fired up and is off and running! I hope everyone is busy and making plans for a great year!
We have our Summer 36th Annual PAC Golf Tournament coming up July 11th. A big thanks to all of you who are registered, as well as our sponsors for this great event! This is an event that fills up fast so next year be sure to sign up early!
The BMHBA is currently preparing for the 16th Annual Sporting Clay Shoot. This event is always a lot of fun! It’ll be held on August 3rd from 3:30 – 7:00 at the Capital City Sporting Clays. Be sure to get registered soon, as shooter registrations are limited!
Recently the BMHBA has been politically active regarding the proposed CO2 pipeline route and its proximity to our great community. If you are not aware of this issue, and its potential danger to our citizens, property values, etc., I encourage you to get educated and involved in making sure this pipeline, if it is built, is a safe distance from our cities, and their residences. A petition can be signed at www.moveco2pipeline.com. Additionally, I, along with NDAB’s President Jeff Sattler attended NAHB’s Spring Meetings in Washington DC as National Delegates for our Association and the State Association from our area. There were numerous Delegates from other parts of the State attending as well. We had productive meetings for NAHB, as well as visits to Capital Hill where we had visits on current building issues with both Senators John Hoeven and Kevin Cramer, as well as Representative Kelly Armstrong.
Let’s all have a great summer, and I look forward to seeing you out at our upcoming events!

The ladies of PWB were honored to recently take over Heavens Helpers Soup Cafe. In a busy, busy world, one of the biggest blessings we can give others is our time. As it is in giving to others that we receive the biggest reward. Our hearts are full.
Congratulations to one of our founding members, Nadine Schaff, on her retirement from Bravera Bank. Nadine has been an integral part of the success of PWB from the beginning and her dedication is invaluable. Congratulations Nadine, we are so happy for you! You make us #pwbproud!

Bismarck-Mandan|Washburn|Beulah MarkRoningen - Business
The City of Bismarck provides some flexibility to the developer in the selection of street widths and corresponding right of way widths during the platting process. Streets as narrow as 26 feet measured curb face to curb face are allowed in local residential neighborhoods. More common widths are the 32-foot or 38-foot variety.
When the City instituted this change in 2019, (more detail can be found on this ordinance change at https:// www.bismarcknd.gov/AgendaCenter/ViewFile/Item/4497?
fileID=10255), we also modified the location of the sidewalk within the right of way. The previous offset from the property line of 1.5 feet was revised to be 0.5 feet inside the property line to provide a wider boulevard for utility placement and snow storage. The change in sidewalk location combined with the change in street widths has created some confusion on where to construct the private driveway.
The previous direction from the City was when constructing the private driveway (all concrete driveway area located within the private property) to stop the driveway 1.5’ into the public right of way. The City’s concrete contractor would then construct the sidewalk and driveway connection within the public right of way from the street to the previously constructed private driveway.
Our initial hope was that we could finish up the remaining inventory of pre-2019 streets and homes using the 1.5’ offset and transition to the 0.5’ offset moving forward. However, it has become apparent that there will be a significant amount of overlap between these concepts (even within the same development, albeit in different phases) and it would become burdensome for both the City and the private driveway contractors to keep track of the streets and homes where these conditions apply.
Our solution is relatively straightforward. The private
driveway contractors should find the survey pins representing the front of the private property and construct the private drive to the front of the lot. Refrain from using the back of the curb as a point of reference when establishing where the property line is as there are too many variations of street width and right-of-way width for this to serve as a reliable source. There will be no need to construct any portion of the private drive within the right of way.
The City’s concrete contractor will be given direction by City staff on the appropriate offset to construct the sidewalk and the driveway within the public right of way and will tie into the private drive similar to our historical practices. Examples of the previous concept and our current concept are shown in the graphics accompanying this story.
We ask you to visit with any subcontractors who construct your private driveways and reach out to Chris DeLupo in the City of Bismarck Engineering Dept at 3551522 or cdelupo@bismarcknd.gov with any questions.

According to a study conducted by Skynova of over 200 small business owners, 53% of those business owners reported having at least one unexpected employee cost/expense. What was that cost for the majority?
Health insurance.
At North Dakota Association of Builders, we take our job of representing the homebuilding industry seriously. We wanted to put together a member benefits package that would help our members in a new and more efficient way. So, we asked ourselves one question: What can we do to help our members run their businesses so they can spend more time on the worksite?
Enter the NDAB Builder Business Collaborative.
The majority of our members are small, locally run businesses that are spread thin and cannot afford to hire an HR Specialist, an IT and cybersecurity expert, and a payroll professional. The collaborative brings all these business needs together under a single point of contact service so that you can get back to what you love. Plus, our working relationship with Farmers Union Insurance ensures that local agents will be on hand to work with you to assess your business’ requests.
We took a look at the six Core and Ancillary Benefits: Medical, Dental, Vision, Life, Disability and Supplemental. Finding programs that offer great benefits with real cost savings was our objective, and we think we’ve found some great options!
Check out the Builder Business Collaborative at https://www.ndbuild.com/bbc and take a minute to fill out the assessment to see what the program has to offer. We appreciate you and your membership.
What do you have to lose…besides some extra work! Request a free assessment today, a benefit of being an NDAB member!

Jeepers Sweepers was founded 20 years ago by Dale Miller of Bismarck. Dale was an entrepreneurial driven individual who strived to seek excellence with every job while building the company on quality not quantity. Upon Dale’s passing in 2020, Tom Reineke took over the day-to -day Operations. Tom has been with the company since its inception and continues to grow the business in the Bismarck/Mandan area and Around North Dakota.
Tom Reineke grew up in Braddock, ND and finished his high school years in Elgin ND. Tom is married to DeRicci Reineke and together they share a daughter Elizabeth Fischer.
Jeepers Sweepers LLP Is a Full-Service Parking Lot Sweeping and Maintenance Company
When meeting the customer, give them the best advice on what their parking lot needs and commit to those needs.
My typical day starts at 4:00 am and ends around 5:00 pm, I schedule Jobs to be done on a day to day basis, meet with our clients and give them advice on what their Parking Lot requires.
I think I would still be out on the job with our crew, which I do on occasion, sometimes I get out and help them with either crack sealing or striping.
Keep the vision that Dale had when starting this company, take care of the customers parking lots and help keep their investment looking great!
Inspiration came from Dale Miller, he was my neighbor and wanted to start a sweeping business, to help business owners make their parking lots clean and maintained.
Jeepers Sweepers takes more pride on the customers parking lots, most Sweeping companies just use a sweeper to clean and that’s it, not Jeepers sweepers we use back pack blowers and blow down every inch of the lot along with using the sweeper.
My Favorite part is bidding jobs, visiting with the customer and giving advice on what their parking lot needs, and what we can do on their budget, to make their lot look like a door mat for their business.
In my spare time, my wife and I along with our 2 morkies spend our time at our cabin at Beaver Bay west of Linton, ND.
Being able to enjoy the beauty that our state has to offer and family time.

The annual State of the Nation’s Housing report from the Harvard Joint Center for Housing Study (JCHS) highlights the growing housing affordability crisis, despite a slowdown in housing prices.
“Rent growth slowed over the past year, and home prices declined in a number of areas,” said Daniel McCue, a JCHS senior research associate, in a press release. “Nonetheless, housing costs remain well above prepandemic levels thanks to the substantial increases over the last few years.”
McCue noted that although home prices grew 1%, compared to 21% in 2022, they are still nearly 40% over prepandemic prices. Rent growth followed a similar pattern, with 4.5% growth in 2023 compared to 15% in 2022, but up 24% since the pandemic.
Higher interest rates have also eroded housing affordability in the past year, with payments on the medianpriced home increasing from $2,500 to $3,000. As a result, mortgages originated to first-time home buyers dropped 22% in 2022, including a 40% year-over-year drop in the fourth quarter.
Inventory has also had an impact on home prices, as single-family housing starts dropped 10.8% last year. Although multifamily construction has remained strong, the JCHS report indicates that rising vacancy rates, along with higher interest rates and tighter lending standards, suggest a forthcoming slowdown in multifamily construction.
NAHB Chief Economist Robert Dietz highlighted the key factors contributing to these issues in a recent press release.
“Shelter cost growth is now the leading source of inflation, and such costs can only be tamed by building more affordable, attainable housing – for-sale, for-rent, multifamily and single-family,” he stated. “By addressing supply chain issues, the skilled labor shortage, and reducing or eliminating inefficient regulatory policies such as exclusionary zoning, policymakers can play an important and much-needed role in the fight against inflation.”
Panelists during JCHS’ report release event also echoed these messages with a call not only to invest in housing and the skilled labor shortage, but to address burdensome regulations that may prevent or hinder development.
“Housing crises don’t just naturally happen,” stated California Sen. Scott Wiener. “The housing crisis in California was engineered because of layers of bad policy.”
“Housing is a crucial engine of economic growth, and investments in this important sector pay broader dividends,” Chris Herbert, JCHS managing director, noted. “As the pandemic highlighted, high-quality, stable, and affordable housing is foundational to widespread well-being and, as such, both merits and necessitates greater public attention.”
