President’s Letter

H

ello members,

Thank you for the opportunity to serve as your local HBA president over the next year. Although this new role may seem daunting at times, Shannon’s enthusiasm and leadership this last year minimizes that trepidation. Thank you Shannon.

I’d also like to compliment our Board of Directors. The disciplines represented by the board members includes considerable construction experience, familiarity with building codes, and expertise in the areas of engineering, law, marketing and finance. This diversity of experience, thought and the freedom to comment and share ideas promotes a comprehensive and effective leadership team. Our Executive Officer Dot and Membership Services Rep Tracy deserve acknowledgement as well. Their administrative skills, enthusiasm and attention to detail make our association stronger and vibrant.

Our industry has a major impact on our community, like no other. One of the most fundamental needs for everyone is shelter. After leaving your parents’ home, college or rental unit, we look for our own home. A place to retreat to, have our own space, raise a family and build financial security.

The impact of our industry is significant. Consider the number of people employed and the resources it provides. Contractors, excavators, plumbing and heating, framers, electricians, finish carpenters, numerous installers and suppliers. During this process you also have the involvement of bankers, title companies, appraisers, city and county inspectors and staff. Beyond this, the impact continues to remodeling, updating of furnishings and fixtures.

Our association was created to promote home ownership. Membership allows you to make business contacts, help shape the building industry, obtain educational material and be part of a larger group that advocates on your behalf at local, state and national levels. The benefit of active involvement in our association may be best illustrated by a short article by Bruce Barton, titled “The Two Seas in Palestine”.

“There are two seas in Palestine. One is fresh, and fish are in it. Splashes of green adorn its banks. Trees spread their branches over it and stretch out their thirsty roots to sip of its healing waters. The River Jordan makes this sea with sparkling water from the hills. So, it laughs in the sunshine. And men build their houses near it, and birds their nests; and every kind of life is happier because it is there. The River Jordan flows on out into another sea. Here there is no splash of fish, no fluttering leaf, no song of birds, no children’s laughter; just a white salt colored shore. The air hangs heavy above its water, and neither man nor beast nor fowl will drink.

What makes the mighty difference in these neighbor seas? Not the River Jordan. It empties the same good water into both. Not the soil in which they lie; not in the country round about. This is the difference. The Sea of Galilee receives but does not keep the Jordan. For every drop that flows into it another drip flows out. The giving and receiving go on in equal measure. The other sea is shrewder, hoarding its income jealously. It will not be tempted into any generous impulse. Every drop it gets, it keeps. The Sea of Galilee gives and lives. This other sea gives nothing. It is named the Dead Sea.” This story not only has personal implications, it applies to our association as well. As members, our involvement and promotion of the HBA benefits not only ourselves but other current members, new members and our community. The vitality, growth and impact of our HBA is accomplished and advanced by our involvement. Shannon’s theme last year was “All Hands on Deck.” Let’s continue that spirit with “Row Together”. Once we get in the boat, we’ll get a lot farther if we put all oars in the water and row together. We have two options, we can just float along and end up somewhere downstream or if we focus on our destination and put all oars in the water we’ll accomplish more and get there faster. Here’s to a tremendous 2018

CITY & COUNTY ‘CITY CURRENT’ KEEPS RESIDENTS INFORMED Reprinted from the Mandan Messenger The City of Mandan works in conjunction with Dakota Media Access to keep residents informed about city services, policies and other happenings. City Commission meetings are broadcast live on cable channel 2, but another way to stay up to date is through the “City Current” television and radio program.

Hosted by Dakota Media Access Executive Director Mary Van Sickle, the program provides in-depth discussion with city officials. The show focuses on city government issues, City Commission actions, department activities and where citizens can go for more information. Every Wednesday following a Mandan City Commission meeting, City Administrator Jim Neubauer, other staff members or commissioners appear to provide a 30-minute recap of the previous evening’s meeting and other pertinent information. “City Current” airs on the Government Access cable channels 2 and 602 HD, KDAK 102.5 FM and at www. dakotamediaaccess.org.

A development project that could potentially bring more residential units for Mandan’s rising population is in the works. The Mandan Hill addition developer, Koch Construction, installed water and sewer lines in the summer of 2017.

The project would be a multi-phased development covering about 74 acres. A proposed master plan calls for 97 single family lots, 50 twin home lots, 10 multi-family lots and 3 commercial lots. The area designated for commercial development is closest to where a future extension of Division Street would connect to Mandan Avenue. NORTH DAKOTA DOLLARS FOR SCHOLARS ACCEPTING SCHOLARSHIP APPLICATIONS North Dakota Dollars for Scholars is accepting scholarship applications from North Dakota high school seniors and college students. Scholarship awards range from $1,000 to $2,500 each for the 2018-2019 academic year. Applicants must be from a North Dakota community with an active Dollars for Scholars chapter to qualify. Students from a wide range of backgrounds are encouraged to apply. Scholarship offerings cover a variety of categories including vocational/technical schools, military family, community service and continuing college students.

The application deadline for all North Dakota Dollars for Scholars scholarships is April 1, 2018. Scholarship details and the online application are available at goo.gl/TU6ZEW.


CITY & COUNTY UNITED AIR SERVICE EXPANDS TO CHICAGO-O’HARE Last week, it was announced that United Airlines would be adding two daily flights between Bismarck and Chicago-O’Hare on June 7. One of those flights will depart in the early morning and the other around midday. Additionally, the planes being used for the flights are ERJ-145s which are a comfortable, 50 seat regional jet. A desire for more air service options and destinations is something we’ve heard from the business consistently and this announcement will go a long way toward addressing that demand.

HOW TO RENEW A CONTRACTOR’S LICENSE The application for a certificate of renewal must be submitted to the Secretary of State on or before March 1 of each year. In order to obtain a certificate of renewal, the following must be completed.

1. File with the Secretary of State a Contractor License Renewal Application (available through the Business Records Search), which includes:

a. A listing of each project, contract, or subcontract completed by the licensee during the preceding calendar year in North Dakota over the amount of $25,000 per job; b. The nature of the work of each project, contract, or subcontract; and

c. A certification (contained in #14 on the renewal application) that the applicant has submitted all payroll taxes including North Dakota income tax, workers’ compensation premiums, and unemployment insurance premiums due at the time of renewal.

2. A certificate of insurance indicating liability coverage as proof that the applicant has secured liability insurance. 3. The appropriate filing fee made payable to the Secretary of State. Visa, MasterCard and Discover are also accepted.

The Bismarck-Mandan Chamber of Commerce (Chamber), Bismarck-Mandan Board of Realtors (BMBOR) and Bismarck-Mandan Home Builders Association (BMHBA) are cohosting a campaign training session for those interested in seeking public office. BMBOR Executive Director Nancy Deichert said, “We are excited to be part of a joint effort to bring this opportunity to people who are interested in seeking election to a public office. The session is chockfull of information on what it takes to run for office, advertising, online presence, fundraising, and much more. And, the attendees will have direct access to two experts in the field of election campaign strategies.” The Candidate Training Academy is scheduled for Thursday, Feb. 22 from 9 a.m. to 4 p.m. at the Chamber. Made available by the National Association of Realtors, the Academy is facilitated by campaign experts from Cornerstone Solutions. Local representation includes Jim Silrum from the Secretary of State’s Office, Burleigh County Sheriff and District 32 Rep. Pat Heinert and Mandan School Board member Marnie Piehl. “One of the strategies laid out in our 2017-2019 Strategic Plan is to continue to develop an effective local political education program for Chamber Members,” said Chamber President Brian Ritter. “The Candidate Training Academy is the perfect way to do just that,” he added. Any resident of Bismarck-Mandan and the surrounding area considering a run for public office should attend this session.

“Our goal is that this training will turn prospective candidates into active candidates on upcoming ballots,” said BMHBA Executive Officer Dot Frank. “The session will provide basic information about running for office, but most importantly will allow attendees to ask questions of people who have served or are currently serving in an elected office.” The cost is $25 and includes both lunch and course materials. Jan. 25- the BMHBA said bon voyage to 2017 with a celebration of nautical proportion at the Annual Dinner. The night was dedicated to thanking the Board for their dedication, outgoing President Shannon Reichenberg for his leadership, welcoming incoming President Lynn Klein. Guests enjoyed dinner, drinks and the antics of special guest, Captain Jack Sparrow. A new year means new games and prizes, including a gun, brought home by Past President Eric Brenden. Brandon Brandt with Aspire Homes will be enjoying a Dyson vacuum, courtesy of the OH SHIP activity.

Past president Greg Zenker addressed the crowd of over 100 to call attention to the importance of unity in a time where the building industry faces new challenges. Zenker recently announced his candidacy for Bismarck City Commission and is dedicated to protecting the interests of the BMHBA and its members. In the spirit of Shannon’s moto “All Hands on Deck,” Lynn Klein will continue to encourage member engagement as we all row together into 2018. Congressional action in 2017 came to a close with the passage of landmark tax reform legislation and the NAHB Federation was an integral part of the legislative process. One grassroots element of the effort was a targeted congressional fly-in, bringing over

REVISED CRITERIA FOR APPRAISER QUALIFICATIONS

NEW TOOL DEMONSTRATES THE IMPACT OF HOUSING

The Appraiser Qualifications Board (AQB) of The Appraisal Foundation (Foundation) adopted revisions to the Real Property Appraiser Qualification Criteria (Criteria). These changes will provide additional methods for entry into the real property appraisal profession in the United States. The Criteria will become effective on May 1, 2018.

The changes include a number of options for entry into the residential appraisal profession. Additionally, the number of experience hours and timeframe for obtaining that experience have been modified.

In the coming months, the AQB will further develop a concept that was outlined in previous exposure drafts: Practical Applications of Real Estate Appraisal (PAREA). PAREA will provide an alternative method for appraisers to gain experience towards obtaining a real property appraiser credential by performing USPAP-compliant appraisals on real properties as well as virtual properties via emerging classroom technology.

NAHB’s State and Local Government Affairs Committee met during the 2018 International Builders Show and approved dispersements from the State and Local Issues Fund (SLIF). The committee approved funds to assist with passing legislation dealing with employee classification issues and construction defect notification, as well funding for a candidate training and education program.

In 2018 there will be a flurry of housing-related legislation, regulations, studies and ideas introduced from the Anchorage City Council to the Kansas Legislature to Congress. The new NAHB Housing Portal is an interactive tool to help members and HBAs make the case for why housing and home building is important to their local communities. The website features economic data and public opinion polling at the national, state and congressional district levels.

Changes were the result of a nearly three-year process of deliberations, which included the issuance of a discussion draft, concept paper, and four exposure drafts. The proposed changes were publicly vetted at a formal hearing, focus group session, and at several public board meetings. The proposed changes generated over 1,300 comment letters.

The show offered three exciting days of over one million square feet of exhibit space featuring new products and trends for 2018, outstanding educational sessions, and events so members may network with Dan Lindquist key business partners. Because NAHB President holds its key meetings and events in conjunction with IBS, it’s a great way to gain a wealth of knowledge on every level, and in a short amount of time making it a valuable investment in your business. If you missed it, I encourage you to attend next year in Las Vegas, February 19 – 21. NDAB Associate member Dawn Cruff, Dakota Plains Realty, Home Builders Association of Fargo Moorhead; and member Ken Callahan, MDU, Williston Area Builders Association were two of seventeen finalists for the NAHB 2017 Associate of the Year award. Volunteering at the National Level As we return from Orlando and look back at our week of warmer weather, great company, lots of steps and new information we are reminded of all the great opportunities to be involved at the national level with National Kim Schneider Association of Home Builders. NDAB memCEO bers from across the state and representing each of the six local associations traveled to Orlando to be a part of NAHB Board of Directors meetings and the International Builders Show. Annually, NAHB hosts the International Builders Show (IBS) and next year will be doing so again in Las Vegas, February 19-21, 2019. At these meetings, committees made up of Builders and Associates meet to discuss what is happening in the building industry, discuss membership numbers and how to increase, discuss issues across the nation, BUILD-PAC, they recognize their peers with various National awards for the work they do and they have an opportunity to network.

At NAHB meetings, it is always a great opportunity to reconnect with old and new friends, network, and gather new ideas and information. Another fun gathering at IBS is the North Dakota Reception. We are pleased each year to invite North Dakota attendees and our friends to a reception with great food, drinks and of course fun company. We have around 200 people stop by and we recognize the student chapter attendees for their hard work and the competition they participate in. For the past two years, NDAB has teamed up with members from the Area 10 Caucus to co-host a fun evening.
