DFMWR Director’s Comments As we are getting closer to the end of the year, we can reflect on all the positive changes and growth at Family and Morale, Welfare and Recreation. I want to personally thank you for your participation and feedback at our summer events, grand openings and daily activities.

This summer we had two very successful summer camps near Ruidoso, N.M., that are designed to benefit the children of deployed Soldiers. We had 117 campers that participated in Operation Purple camp and 65 participants in Freedom Camp. These are just two of the many programs that we are continually improving and creating in order to support our Soldiers and Families.

Following this theme, in this edition of BlissNOW! you will find Child, Youth and School Services initiatives that provide children and youth the best possible programming. Included are afterschool programs, youth fitness opportunities, new facilities and much more. We want you to know that your Family needs and interest will always remain our focus as we strive to deliver innovative and market-driven programs.

Get out your running shoes and head over to Kelly Park Saturday, September 11 for the 17th annual German-American Oktoberfest Night Run, presented by FirstLight Federal Credit Union.

You don't have to be a runner to enjoy the event. Pre-race activities start at 4 p.m. and include the sale of German coffee and pastries, along with soft drinks, snow cones and more. Children's activities include a bounce house, games and the Kelly Park playground. Entertainment by the Big Fat Dixieland Band and the German Schuhplattler dance group

will run from 4-8:30 p.m.

The run starts at 6 p.m. and features an 8-kilometer race and 5-kilometer fun run/walk, along with an 8-kilometer military unit team division. Registration for individuals costs $15 until September 10; on the day of the race, registration costs $20 per person. Registration in the military unit team division costs $120 per team of five-10 people.

The top three male and female finishers and the top three runners per age group will receive awards. In the military unit team division, the firstplace team wins a $1,000 donation to

As the seasons

change, we at Family and MWR continue to be excited about the growth and progress that moves our organization. As more Soldiers and their Families arrive at what is expected to be one of the Army's largest installations, we at Family and MWR accelerate our focus on meeting the needs of the diverse community we serve. With 22,000 Soldiers on East Fort Bliss and another 9,000 Soldiers on main post, Family and MWR is growing to support the increased population, and we have a team of dedicated individuals working for you. The Directorate of Family and MWR offers a multitude of services and activities including fitness, recreation, entertainment, travel, child care and others that support the entire Army Family.

This past summer three facilities opened their doors: Soto Physical Fitness Facility, Milam School Age Center and the Milam Youth Activity Center.

Milam Youth Activity Center opened its doors for the first time August 23, providing cutting-edge after-school services to youth ages 11-18 in the Aero Vista housing area and

Ross Middle School. After school activities will include 4-H Clubs, Boys and Girls Club of America, sports, EDGE! activities, snack preparation, homework support, arts and crafts, and Garage Band rehearsals. The last Friday of each month the M-YAC will host Coffee House Night offering various forms of entertainment and “open mic” events. The public is welcome to attend.

Fort Bliss now has four school-age centers to bridge children between early child care and middle school and teen kids. One school-age center located on main post next to the YouthPlex, one next door to Bliss Elementary, one in the Logan Heights housing area and one across from Milam elementary, these centers offer a wide variety of child-directed activities, staff-directed activities, clubs, 4-H projects, field trips, presentations and visits from outside groups, special events and daily snacks.

Activities are planned in advance and outlined on a monthly activity calendar that Families can use for planning ( see www.blissmwr.com/sas ). For winter, spring and summer school breaks, various camps are offered to keep school agers busy and entertained while parents are at work.

More Child, Youth and School Services facilities will come online this fall while some of our older physical fitness facilities get facelifts courtesy of funds from stimulus dollars.

SKIESUnlimited has a variety of instructional classes for children ages 3 and up, including teens. SKIESUnlimited classes offered include cheerleading, martial arts, academic tutoring, swimming, language, tumbling, piano, guitar and so many more fun classes. Youth Sports and Fitness provides an outlet for children as young as 3 through the teen years in numerous organized team and individual sports such as wrestling, soccer, track and cross country, volleyball, football and basketball. After the departure of the Air Defense Artillery School last year, Mickelsen Community Library expanded by doubling in size from 7,000 square feet to nearly 14,000 square feet. The library now features a separate children's and teens' section.

The children’s side hosts Read Me a Story for 2- to 5-year-olds at 10:30 a.m. every Tuesday and Family Story Time for 2- to 6-year-olds at 10:30 a.m. each Saturday. Story hour consists of stories, songs and games, and simple crafts and usually lasts about one hour. Parents must remain with their children during story time.

New offerings in the community library space include a meeting room that can be reserved by units or community groups, a new teen section with age appropriate reading materials and furnishings, 30 additional computers for patron use, an audio book section and a DVD movie collection of general interest to the military community. • Little Picassos, $10 per session: Creative Kids has designed an early-access-to-art curriculum for children 3-6 years old. This specialized class gives children the opportunity to discover and express themselves through different activities that include art, rhythm, movement and even preparing their own snack. Bowling is a fun and competitive sport. It provides the best of both worlds and allows participants of all ages to practice, prepare and educate themselves and others. We have all at some point in our bowling careers visited a pro shop and had the feeling that we were overwhelmed or even scared.

Phase I in a series of 10 new Child, Youth and School Services facilities came on line this summer. Four state-of-the-art facilities have been completed, including the Milam School Age Center, located on East Fort Bliss in Bldg. 11898 on Haan Road, which opened June 21. The Milam Youth Activity Center, located on East Fort Bliss in Bldg. 10960 on Haan Road, and the Logan School Age expansion, located in Bldg. 3509 behind the SKIES building in Logan Heights, both opened August 23. The Bliss School Age Center, located in Bldg. 2012 on Sheridan Road, next door to Bliss Elementary School, is scheduled to open September 1. These four new permanent facilities of Phase I accommodate a total of 130 youth ages 11-18 and 390 children ages 6-10.

Phase II is well under way and consists of six permanent facilities. Construction is close to completion on the 232-capacity Milam Child Development Center located next door to the new Milam School Age Center. Foundations are set for a 338-capacity child development center on East Fort Bliss, and a 232-capacity child development center and 150-capacity school-age center co-located next to Replica Aquatic Center. Groundbreaking is projected to begin in September for a 30-capacity hourly child development center next door to the Stout Physical Fitness Center and a 150-capacity youth center in Logan Heights.

Ten schools. Seven deployments. Four countries. With these circumstances, is the word "stability" even in a military child's vocabulary, or are these kids forced to live in an extremely inconsistent world?

Many see the constant moving and multiple deployments and think, because that's the lives these children live, they are used to it. And yes, that is true to a certain extent.

But that doesn't make it any easier to say goodbye to a best friend or shed fewer tears when a parent deploys. If anything, it makes it harder because of the constant wear and tear it has on the children.

All of this is evidence proving "Kids Serve Too," the theme of Operation Purple. The National Military Family Association's Operation Purple camps are a time of having fun, making friends and reminding military kids they are the nation's youngest heroes.

War takes a toll not only on the service members who fight in the field, but also on the Families who wait and worry at home.

Nearly 234,000 kids have at least one parent who is deployed to Iraq and Afghanistan.

Fort Bliss youth affected by deployment had the chance to experience Operation Purple camp June 28-July 3 at Lone Tree Ranch in Capitan, N.M. The campers had the chance to spend time with other military children who understand their situation better than anyone else in the world – because they're experiencing the same things.

The week-long camp pushed the mili-

tary youth to build upon not only their leadership skills, but also their ability to communicate efficiently with their peers, through high-adventure activities. The social aspect of this camp allowed the youth to form bonds and build trust, which allowed the kids to share experiences

they’ve encountered while dealing with deployment and other unique aspects of what a military child has to go through.

FAP provides support to build stronger Families, prevent abuse

The Family Advocacy Program at Fort Bliss Army Community Service provides a wide range of services that strengthens families and enhances relationships. FAP focuses on spousal and child abuse prevention through education, training and support groups by promoting positive parenting methods and a better understanding of the stages of child development.

Kimberly Cook-McDaniel, Fort Bliss' FAP program manager, described the mission of the program: “We are a fivefaceted program: We are prevention, we are education, we are intervention, we are assessment and we are treatment."

The Department of the Army’s policy is to prevent spousal and child abuse; to protect those who are victims of abuse; to treat those affected by abuse; and to ensure personnel are professionally trained to intervene in abuse cases. FAP was designed to break the cycle of abuse by identifying abuse as early as possible and providing treatment for the affected Family members.

FAP promotes public awareness within the military community and coordinates professional interventions at all levels within the civilian and military communities, including law enforcement, social services, health services and legal services.

Cook-McDaniel expresses that she, through FAP, would like to prevent domestic violence, child abuse and sexual assault.

And through educating the public – by identifying some of the risk factors – prevention could be achieved by providing annual training to make sure child care workers are fluent in risk factors and signs that reveal abuse. Educating the parents in how to deal with stressful situations is another way to further prevent child and spousal

abuse, which is why FAP offers parenting and life skills classes. This year’s AFAP conference will take place October 18-22, and opportunities abound for those wanting to make a difference in the Fort Bliss community, and for the Army Family worldwide.

Army Family Action Plan is an Army-wide program to improve Army quality of life. Through AFAP, all members of the Army Family – including active, Reserve, and National Guard Soldiers, Family members, retirees, surviving spouses, and Department of the Army civilians – have a forum in which they can voice their concerns to Army leadership and make recommendations for change.

Volunteers who submit issues and take part in the conference are an essential part of the process. Without people who give their ideas, time and talents to the cause, the conference couldn’t take place, said Helen Barrientes, AFAP program manager. Volunteers submit the issues the conference addresses, and serve as the conference’s delegates, who address the issues and prioritize their importance.
