New development

By Celeste Lodewyk Blenheim developer John Derry (Derry Properties) has announced plans for his next major project in Springlands, one he is confident will compliment his existing business, the Speights Ale House on Middle Renwick Road.

The planned development will take place on the property neighbouring the Speights Ale House, where Totalspan is currently situated, and will include a dine-in pizza establishment and bar, as well as a restaurant/cafe.

John says he will soon be applying to the Marlborough District Council for liquor licenses for both establishments, before announcing the start date for the development next year.

What he can confirm at this stage is that well known franchise Hell Pizza will be one occupant, while another will be a restaurant/cafe with a strong focus on Marlborough wines and specialty beers.

“The idea of having a bar is a new concept for Hell Pizza but one I think will work well, and what will be served

in the restaurant/cafe will be different to what we already have here at the Ale House.

“Both establishments will provide a mix of casual and upmarket dining which will compliment the Ale House well,” he says.

Upstairs there will be half a dozen office spaces, John says, but that number will depend on demand.

Ideally John says he would like to see the development begin next year, but it all depends on the liquor license application process.

“I don’t see there being a problem as there haven’t been any issues with the Ale House which has a license for 12.30am, though we are usually closed by then.

“Both restaurants will have early

closing and no late dining.

Another development that will start in January next year for John is the expansion of the Springlands Mall site, at a cost of over $2 million.

It will include a new post office and pharmacy.

The Countdown Supermarket will undergo its own expansion and refit after Easter to tie in with the development.

Car brings powerlines down The Nelson Marlborough Rescue helicopter was despatched around 5.00pm on Sunday for a motor vehicle accident near Rai Valley.

The accident occurred on SH6 about 5km out of the township.

The car lost control and hit a high voltage power line sending the pole to near ground level and blocking both lanes for about two hours until Marlborough Lines could make the road safe to east lane traffic.

Happy solution to blue cod rules at last Kaikoura MP Stuart Smith says he is happy there is now a solution to the blue cod fishing rules in the Marlborough Sounds, that is ‘scientifically sound and enduring to the future’.

Scrapping of transit and slot rules, as well as a legal minimum catch size of 33cm were included in the Government’s changes to blue cod fishing rules in the Marlborough Sounds.

“I have been in consistent contact with Primary Indus-

know they will affect a great number of locals,” he says.

“The Government has carefully considered its options and has taken the time necessary to perform the best scientific research it can, and to work with submitters and the public, in order to get it right.

“Managing the fisheries for today is just as important as managing it for tomorrow.

“It’s a pressing issue now, and it’s going to be an issue for the next generations here too.

We need to properly care for and preserve our local fisheries.

“I thank the Blue Cod Management Group for their work on this issue, and for their engagement with the community.”

The main changes are the removal of both the ‘transit’ and ‘slot’ rules, meaning there will be one set of rules across the whole of the Marlborough Sounds and Challenger East, as well as one minimum catch size of 33cm.

Members dug deep during a charity auction that was held during their annual conference held at Blenheim in June.

RCNZ chief executive Roger Parton says sponsors donated gifts for the auction, which members bidded on.

The money raised is then donated to St John in the region where the conference is held.

“Rural contractors have a great affinity for the work of St John around the country and RCNZ is proud to help support such a worthy and valuable charity that plays a vital role in rural communities such as Marlborough,” he says.

The sum raised in Marlborough now takes RCNZ’s total to over $100,000 raised over the past five years it has been hosting charity auctions.

Digging the dirt on digger theft A local businessman has been left in the lurch after one of his diggers was apparently stolen while out on hire.

Blenheim-based Nick James from Nick James Excavations has been hunting for his missing digger for six weeks after it disappeared without a trace.

The 1.6 tonne JCB 8016, worth $35,000, was meant to be returned by the middle of September.

But the distinctive yellow digger and 2.6 tonne trailer have not been seen since.

Mr James, who has reported the theft to police, is appealing for members of the public to keep their eyes open and report any sightings.

“The machine was hired to use at a job out in Seddon and Renwick by a man who told me

“It just never came back and after a while I realised it must have been stolen.

“I haven’t been able to speak to the customer directly about what’s happened and can only think the worst.

“It won’t be that easy to hide so I’m really hoping that someone, somewhere has seen it and will let me or the police know.”

He said the disappearing digger had already cost him in the region of $6,000 in lost revenue.

“There have been several occasions where I could have hired it out.

“I will also lose my no claims bonus too. I’m not happy at all,” he says.

Air Force squad may have wings clipped One of Marlborough’s oldest community groups is facing an uncertain future if vital support is not found soon.

The historic Air Training Corp (ATC) at the Royal New Zealand Air Force’s Woodbourne base is in jeopardy after 74 years.

Support Committee Chairman, Mark Davys, from 27 (Blenheim) Squadron said the group was “desperate” for more parental help.

He said: “I hope you can see the seriousness of this situation as it would be an

absolute shame to see the unit close when it is close to its 75th year.

We are desperate for some more people to come on board the squadron support committee.

If no one steps up the consequences for the squadron are not good.

It is a requirement there’s a support committee, if a support committee cannot be formed the squadron cannot operate which means it would be all over.

This is not a situation anyone wants to see happen.”

The digger’s disappearance has prompted Mr James to clamp down on security measures and he revealed he had considered putting tracking devices on each of his diggers.

“After this, it’s something I am going to have to look into” he said.

Anyone who believes they have seen the missing digger and trailer are asked to contact Blenheim Police.

Youth awards

The squadron, which currently meets on Tuesday evenings during school term time, teaches cadets a range of skills from map reading, orienteering, bush craft and physical fitness.

The popular group which is attended by up to 20 cadets a week also arranges camps and training trips.

The next Annual General Meeting will take place on October 20th and anybody who thinks they might be able to help out is invited to attend.

Marlborough Mayor Alistair Sowman has presented Youth Awards to eight young Marlborough students who are making a big contribution by volunteering across a range of areas.

Run by the Marlborough Youth Council, the Youth Awards are similar to the District Council’s Civic Awards and open to young people aged between 13 and 20.

Mr Sowman says it’s a way of publicly acknowledging young people who are making a difference in our community.

Law enforcement Dear Ed, Last week’s letter to you re traffic officers is loaded with ignorance and arrogance.

The use of traffic officers was abandoned in 1992 when the policing of traffic was handed over to the police.

The carrying of a drivers licence is mandatory at all times when at the controls of a motor vehicle.

A law enforcement officer can stop you at any time to check rego, warrant, drivers licence, breath check or any reason they deem fit.

That is their job.

Revenue gathering has got nothing to do with it and the fact that the driver wasn’t carrying a licence is serious.

It is not a them and us situation just a police force doing what it is employed to do.

As a police officer told me once the sector of society who are often the hardest to deal with are the elderly who think they know it all and are above the law.

Yes, I am also a senior citizen, have had a drivers licence for over fifty years but at an early age learnt to keep my trap shut when it came to being on the wrong side of the law and accept any punishment dished out.

Policing Dear Ed, In reply to last weeks letter re traffic officer.

This gentleman must be living in the past.

We have not had traffic officers for some 30 years.

If your friend was going walking on the Wither Hills she no doubt would have had her cell phone, slip the licence in the phone case.

With regard to the tail light, technically her vehicle was not up to WOF standard, and had she had an accident her insurance would have been null and void.

Don’t pick on the cops, just because you feel senior citizens should be given a break.

The rules are made for everyone.

Fairness ?

Dear Ed, Heartiest congratulations to the Ritual cafe who were recently given authority to lease two parking places in a very busy main road all day in a busy shopping area.

I applied a year or so ago to lease parking places after 5pm until closing outside my bar in Redwood Village.

After 5pm there is not much traffic about, and any cars who wished to park had eight plus areas to park within a 100 metre area, more space than would ever be needed at that time of the evening.

No was the emphatic reply, you would be depriving customers of a parking space.

All we have now is a 60 minute stay which is useless for anyone having their hair done or trying to enjoy a meal or drink at the bar.

As it is I have to pay a fee to have three small tables outside, after having been told that my previous tables were too large and had to be smaller as this impeded pedestrians.

When I pointed out the 4 x 4s and other cars had the front end nearly a third over the pavement when their wheels were touching the kerb, this was of no consequence.

Let’s have a level playing field.

Public excluded?

Dear Ed, With various subjects hitting the headlines recently about decisions taken by our elected councillors in “Public Excluded” meetings I took a peek at a couple of sites disclosing board meetings and council meetings.

Seems the NMDHB present at the start of each board meeting a schedule titled Registrations of Interest disclosing the various interests board members have external to the DHB. Full disclosure, open, honest and transparent.

They also have public excluded meetings to protect sensitive personal health issues.

Fair enough.

Why then does our council not publish such disclosure so we know who has an interest in what?

Seems there’s no harm to be done if there is nothing to hide.

What goes on at public excluded meetings that we, ratepayer, are too immature to understand and know about?

Is it really all that sensitive?

Such disclosure may have avoided the now public proposal to appoint the retiring Council CEO to a job on the Board of Port Marlborough, itself a 100per cent owned subsidiary of the council.

It may also have resulted in a different outcome for the location of the Speights Ale House which has been relegated to a picturesque view over Middle Renwick Rd had the Deputy Mayor not spoken against it while holding an interest in a similar type of establishment very close by.

Seems the concept of openness, honesty and full transparency may be just wishful thinking?

I didn’t vote for this particular style of governance.

Relief at last Dear Ed, Recreational fishers and in particular the Marlborough Recreational Fishers Association (MRFA) will have breathed a big sigh of relief that the Marlborough Sounds blue cod slot and transit rules will be gone on December 20.

Seven long years of battling by MRFA with successive fishery ministers (Anderton, Heatley, Carter and Guy) has brought success.

Praise to current Minister Guy for at last listening to the public and restoring some common-sense.

Former local MP Colin King and current MP Stuart Smith deserve praise too.

But there are still areas of concern.

The size limit and four month closure for cod spawning is based on guesswork and not science, science that should have been well underway in the seven years.

The reduction in recreational bag limit (three to two) in the eastern Challenger area of which the Sounds is a part, applies to recreational fishers on the east Marlborough coast.

The 33 per cent reduction in recreational allowable catch should apply to commercial if the Minister is sincere in his shared fishery policy.

Recreational fishers can thank persistent lobbying and campaigning by the Marlborough Recreational Fishers’ Association as a major influence in getting rid of the damaging slot and unfair transit rules.

Now with some degree of fairness restored to the recreational catch of blue cod, there still remains issues of discriminatory rules surrounding recreational set netting for moki and butterfish.

Rural recycling proves it’s not rubbish

Marlborough District Councillor Cynthia Brooks said she was delighted.

A special rural recycling scheme is in line for a top award after being short listed in a national competition.

Marlborough District Council’s rural recycling scheme is a finalist in the WasteMINZ Awards for its innovative rural programme which has seen custom made recycling containers placed in townships across Marlborough.

The initiative has seen more than 150 tonnes of packaging recycled since the scheme was first introduced in Rarangi and Renwick at the end of 2014.

It has proved so successful that other parts of the country have already adopted the initiative.

Marlborough District Councillor Cynthia Brooks said she was delighted the scheme had been recognised for the way it had taken recycling out to smaller rural

communities.

“It’s a sensible solution.

A lot of people who live rurally have embraced using these recycling bins, which of course means less waste going to land fill.

This council does lead in a lot of areas and this has been one of them.

An unexpected bonus to these bins has been the social benefit they have also brought.

It’s really cool, people catch up when they drop their recyclables off”.

The project is one of the finalists for ‘Best project or initiative in the commercial or public sectors’.

WasteMINZ is the body representing New Zealand’s waste and resource recovery sector with more than 1000 members nationwide.

The Marlborough entry is a joint effort by the Council and the Packaging Forum which helped fund the recycling containers that were custom-made for Marlborough’s townships.

The scheme began in late 2014 in Renwick”and Rarangi before being extended to Grovetown, Spring Creek, Tua Marina and Rapaura.

Marlborough District Council Solid Waste Manager Alec McNeil said it was great to see a local innovation being acknowledged nationally.

Val’s charity mission Val Tringham feels most at home in the garden and she makes sure her passion benefits the Marlborough community.

Val talks to Sun reporter Jacob Page about what motivates her to buy plants in the winter to sell in the spring all for a good cause, why she refuses to downsize from her 1300 square metre section like most people her age and what major family event will take place at her garden at Christmas time.

Val says she likes to sell hosta plants during her fundraiser.

“I have around 70 hosta plants and they are a beautiful plant and I have all kinds of perennials.”

“I’ve gone through three trailer loads of potting mix.”

“I like cool growing plants… I really enjoy a spring garden.

“Everything comes back to life in spring.”

Val will continue to work hard on the garden for a special family event.

“My granddaughter from London has rung me and asked if she could be married in my garden at Christmas time.

“She and her brother lived in Wellington but came down here for her holidays.

Val will open her garden at 19 Purkiss Street on Saturday and Sunday from 8.30am.

“In the past, people have come on Saturday morning and then there are only scraps left on Sunday so it is best to be quick.

“I like people to get a bargain and I think the prices at the nurseries are shocking so I think if people come here and buy more then more money will be raised for a good cause.”

“I think the garden is what has kept me healthy… I try every day to spend a few hours in the garden.”

Arthur promised Val he would bring her back to Marlborough when they retired.

The duo bought the house in Blenheim and then went mussel farming for nine years.

“We loved living on the boat three days a week.”

Val says her garden is part of who she is.

“You walk through my garden and it has an orchard and has a personality, that’s what I like about it…

Val Tringham has been inviting fellow-garden enthusiasts to her Purkiss Street property for almost 30 years, ever since her and her late husband Arthur built their house in 1982.

She will open her garden named Leithwood to the public again this Saturday and Sunday as she sells hundreds of plants all in an effort to raise money for the Cancer Society.

“I like working for charity and I like to give something back,” Val says.

“I’m 84 and in good health but I have friends who have cancer at the moment, I enjoy doing this because I can do it in my own time.

“Over the years I’ve had times when the garden has been in Garden Marlborough but now I do this to raise funds.

“I want to keep doing this for as long as I can while I have my health.”

Val says she had been told she should down-size after Arthur passed away four years ago but she is not keen to do so.

“I lost my husband and people said I should down-size because it would be too much work on my own but we were both so happy here and I really enjoy it.”

Kaikoura MP Stuart Smith is encouraging everyone in Marlborough to sign up for and participate in the upcoming national earthquake drill, ShakeOut, on Thursday 15 October.

“Earthquakes can happen anywhere and at any time, so it is vital that everyone in Marlborough gets involved with ShakeOut 2015 next week.

The last drill in 2012 had the highest participation rate of any country, beating the US, Canada and Japan.

Recent news reports of two couples who were fleeced of $50,000 between them in separate but nearly identical scams – one involving the fake sale of a campervan and the other a caravan – proves that caution rather than trust must be the rule applied when considering expensive vehicle purchases.

AA Motoring Advisor Cade Wilson says the two incidents highlight that there are duplicitous people willing to take advantage of others’ trust.

After making contact with the fake seller, they then transferred funds to an offshore bank account without even seeing the vehicles.

The vehicles were to be transported from Dunedin.

The fake seller then requested more money for insurance.

Mr Wilson says sometimes people do advertise a vehicle with a low price, often because they need to dispose of it quickly.

“There are legitimate reasons for a too-good-to-be-true price and buyers can benefit from that, but do your due diligence to ensure the deal is real,” he says.

“For lots of reasons it’s risky buying a vehicle sight unseen, even if the deal is valid.

Pictures don’t show everything and even a quick inspection can determine if there are any issues that might warrant a lower price.”

Mr Wilson says an AA Vehicle Inspection prior to purchase is a good tool to determine you’re getting what you expect to.

“If you must buy something sight unseen, then a pre purchase Vehicle Inspection is a good way to get peace of mind and it also proves the vehicle is in the hands of the seller you’re dealing with.

If the seller is reluctant to allow access to the vehicle for an inspection, then walk away from the deal.”

Additional checks such as an AA Vehicle History Report will also provide information including current and previous owners, finance owing or police interest.

Lower levies for motorists considered Another reduction in ACC levies would be welcome news for motorists, says the Automobile Association.

ACC began consultation yesterday on potential changes to its levies for next year. The average motor vehicle levy would reduce from $194 to $130.

Following on from the risk-based reductions introduced in July it would mean the average levy for motorists would have dropped close to $200 over two years.

“It’s really pleasing to see the Government and ACC looking at how they can reduce levies so that motorists aren’t paying more than their fair share,” says AA Principal Adviser Mark Stockdale.

“The changes being consulted on reflect the vehicle account now being fully funded and would help cut the costs of motoring and leave people with a few more dollars in their own wallet.”

ACC levies are paid for through the annual vehicle licensing fee (“rego”) that vehicle owners pay as well as a levy added on to the price of petrol at the pump.

The consultation is considering reductions in both and the AA will be looking at what is the best mix between the two.

The AA is also pleased that ACC is seeking feedback on the idea of adding levies to Road User Charges, paid by diesel vehicles, at some stage in the future. This would mean that petrol and diesel vehicles would have the same annual licensing fees.

The AA supports this move as it would be a fairer way to apportion costs to diesel vehicles, particularly those that only travel low kilometres each year and pay more than their fair share under the current system.

Currently petrol and diesel vehicles pay different amounts and this has been a frequent source of confusion and frustration for motorists.

Youth given taste of great outdoors

Three hundred and fifty young people from throughout the top of the south will get a free taste of the great outdoors after Sport Tasman secured government funding to run an expanded school holiday programme.

For a week during either the Christmas or Easter term breaks, the selected 11 to 17 year-olds will do activities ranging from snorkelling and kayaking to orienteering and tramping at no cost to them.

It is part of the Break-Away School Holiday Programme funded by the Ministry of Social Development since 2010 to provide 30,000 opportunities each year for young people who would not otherwise have access to them.

Sport Tasman has partnered with Sport Southland which secured a contract from the ministry to provide 1400 placements to distribute around

the South Island, with an initial 350 spots earmarked for the top of the south.

It is the first time Sport Tasman has been involved with the Break-Away programme, with project manager Jody Maru saying it is a chance to improve the lives and experiences of those young people who might otherwise miss out. ``Many young people lack access to positive and interesting activities during holiday periods through a lack of services or because of cost barriers. This funding will address both of these barriers.”

She says the activities will be provided by Sport Tasman and a range of suitable community organisations who meet the required standard of care.

The Gavin Roberts 12th Grade Boys and 12th Grade Girls South Island Football Representative Tournaments took place at A&P Park over three days last week Thursday to Saturday.

With 24 teams visiting from out of town it was a busy three days.

Nelson Royal took out the 12th Grade Boys competition with a 1-0 win over Otago Gold, whilst Canterbury Black battled it out against Canterbury Red in the 12th Grade Girls final, with Canterbury Black winning 2-0. A former Blenheim man has completed a gruelling 3872km cycling challenge to raise money for sick children. Ben Walker took to the road for the Make A Wish Foundation. Ben, who was supported in his quest by his Blenheim-based father, Alan, cycled from Perth to Bondi Beach over 20 days. He raised $14,000.
