Council listens to the people The $24 million Blenheim cultural precinct with a new library and art gallery will be shelved for three years. Mayor Alistair Sowman said council agreed to push back the Taylor River development after earmarking more than $23 million for water schemes in Seddon, Renwick and Havelock. Focusing on core water infrastructure meant something had to give, Sowman said. The big winner has been the CBD which will receive a $2m revitalise budget.
