Subject: Resident Initiatives in Wielewaal Extremely Valuable for Now and in the Future As a national network of around 2000 resident initiatives in the field of Welfare, Care, and Housing, we encourage, support, and facilitate residents of neighborhoods and villages to work towards caring communities. Each resident initiative remains autonomous, and the existing talents, skills, knowledge, and involvement determine their current and potential activities. This includes the residents’ organization in the Wielewaal district in Rotterdam.

Caring communities are built around the principle that the local community, on a voluntary basis, organizes exactly what the community needs. Various caring communities know how to translate the value of their voluntary efforts into euros and thereby successfully appeal to the municipality, housing association, or funds for funding. The latter is challenging, as was evident during our visit on June 16th to the Wielewaal district.

At the request of the district cooperative board, I would like to provide further substantiation of the social and economic added value of a caring community.

A caring community has several elements: • They organize mutual help and support within the community, based on voluntarism and, if necessary, supported by professionals.

• They strive for an inclusive community. Not only focused on people who need support but also on active residents, informal caregivers, and residents who are supportive. Social cohesion in Wielewaal is an important goal in itself.

• Here, the self-organization of active residents with an emphasis on autonomy and a personal program is central.

Why is stimulating, forming, and supporting a caring community in Wielewaal so important?

• The average person in modern society is getting older. The number of seniors is expected to double in the next 20 years.

• We are moving towards a ‘four-generation society.’ Not the grandparents but the great-grandparents become the oldest generation. The third generation (60-80 years) is more vital and wants and can still make a very significant contribution to social services in the neighborhood. This is based on involvement, meaning, and existing skills and talents.

• People are living increasingly unhealthy lives. The average dietary pattern has not improved. Roughly half of the people in the Netherlands are overweight. Activities in the field of sports and exercise are highly desirable. Growing older with an unhealthy lifestyle leads to prolonged treatments with various specialists and healthcare institutions. Residents increasingly need care more often and for longer periods. Calculate what this means for the total healthcare budget.

• It is demographically not possible to support this exclusively by professionals/institutions. Aging, also in the Wielewaal district, will reach its peak in the coming decades. Without intervention or change, 1 in 4 working individuals will need to work in healthcare to provide the necessary capacity. Another reason to take up the reins on healthcare together with caring communities.

• Personal networks of informal caregivers and family members are thinning out. Families have become smaller over the years; children live further from their parents, and societal perceptions of the role of the family have changed as society has become more individualistic. That’s why it’s essential to build social networks in the neighborhood.

There are undoubtedly more considerations for why working on a caring community is so important. In a broader sense, based on many studies and practical experiences, it has been shown that high social capital and a developed neighborhood network contribute to prosperity and well-being in the area. A common misconception is that neighborhoods with highly educated and high-income residents have high social capital. The Atlas of Detached Netherlands shows that this is much more nuanced.

There is much more to tell about the added value of caring communities, about good examples elsewhere in the country, about developed policy instruments, but to conclude in this letter, I would like to make one statement: Our society faces an enormous challenge to sustain our healthcare system. The necessary mutual support comes into its own when resident initiatives in the field of welfare, care, and housing have gained ground with the government, health insurers, care providers, and housing associations and when caring communities have become the new normal, recognized as such. Preconditions for the new normal are: • A good social infrastructure in Wielewaal, • Institutional partners genuinely participating, • New, fitting governance structures, • The district cooperative gets the chance to mature, • A good (social) infrastructure in the region and in the country, • A transfer of resources (money, control) takes place.

To achieve a sustainable society by 2040, it is essential to enter into a reciprocal connection with caring communities. So, engage and continue the conversation with the district cooperative De Wielewaal and work together on the above conditions.

Medisch Punt Charlois consists of a general practitioner team, a physiotherapy practice, and a pharmacy and will also be able to practice at a new location. The health boulevard will be available on the village square in the heart of the neighborhood (more details will follow later) and will include a general practitioner’s office, a physiotherapy room, a pharmacy, a center for social and home care.

VILLAGE SQUARE, COMMUNITY CENTER The village square in the residential courtyard of Wielewaal is the heart of the community where residents go for basic needs, socializing, relaxation, and entertainment. The village square is spacious, partly paved and planted with fruit trees, providing access to various amenities and featuring a terrace. The square is designed to give a distinctive character to the services and facilities housed in the community center. Another part of the square is designed as green space, including a food forest, vegetable garden, orchard, and play areas for children.

The community center is a multi-purpose building housing after-school care, homework assistance, education, medical care, social support, financial and legal services, course and training activities, a coffee and lunch corner with its own kitchen, a mini-supermarket, personal care services, laundromat, entertainment, overhead and meeting facilities, and accommodation. Activities initiated by the cooperative residents’ organization are reimbursed at cost where possible, with limited commercial activities. Oversight is maintained through cooperative discussions.

LOCATION The village square will be centrally located in the same area where the shops were once situated (the area bordered by Rollostraat, Eelkmanstraat, Marjoleinstraat, and Minkestraat), restoring its original function at the heart of the neighborhood. LETTER TO THE CHAIR OF THE COMMITTEE ON BUILDING, HOUSING, AND OUTDOOR

Dear residents of Wielewaal, Caring for each other and the environment Care and housing are heading towards a red alert. This situation needs to be prevented by all of us, and it can be achieved with well-anchored social policies.

In Rotterdam, I observed that housing policies focused on the social sector took a nosedive in recent years.

Support for the most vulnerable in society fell severely short. This group is growing steadily (teachers, nurses, police officers), and a turnaround is not yet in sight. We must also dare to face the downside of great prosperity.

Precisely the social housing that is urgently needed is being demolished or liberalized, and new additions remain far below the standard. Healthcare is hollowed out and reaching an impasse.

I conclude that our society can only sustain itself if we think more carefully about sustainable solutions. Recently, I saw in Vienna how well society can function when the municipality guarantees democratic housing policies.

The present document from the residents’ organization Wielewaal hits the mark. I am very enthusiastic about the well-thought-out plans they offer to the municipality and convinced that Woonhof Wielewaal has a very good chance of success if it receives the attention it deserves! Municipality of Rotterdam, make this beautiful housing-care concept a reality, creating living space, relieving care, and restoring the human scale to society.
