The City of Weatherford seeks an experienced, professional Texas Registered Municipal Clerk. The City Secretary must possess certain traits that are essential to success:

The City of Weatherford’s City Secretary should have a deep understanding of municipal government and proven municipal experience. The ideal candidate will possess strong interpersonal skills, maturity, character, and a calm and confident demeanor.

Essential Duties

● Serves as Custodian of Records for all City official records and documents and certifies accuracy of such.

● Prepares and maintains agendas, minutes, and other materials related to City Council, the Building and Standards Commission, the Planning and Zoning Commission, and the Zoning Board of Adjustments in an accurate and timely manner.

● Oversees the preparation and maintenance of agendas, minutes, and other materials related to the Municipal Utility Board, and all other boards, commissions, and committees appointed by the City Council in an accurate and timely manner. (The Assistant City Secretary is responsible for Municipal Utility Board; other City Staff are responsible for the advisory boards.)

● Maintains ordinances, resolutions, legal documents, deeds, easements, contracts, annexation records, annual budget and financial report information, and various other types of documents, books, and materials in an accurate, timely, and systematic manner, ensuring proper maintenance and storage standards for said materials.

● Edits and revises routine ordinances, resolutions, and other types of official documents in an accurate and timely manner; coordinates with legal representative for compiling ordinances and resolutions.

● Compiles, composes, types, edits, and revises official proclamations for the City Council in an accurate and timely manner.

● Serves as City Election Administrator in a professional manner.

● Maintains and updates City of Weatherford Municipal Code of Ordinances book and online versions in an accurate and timely manner.

● Prepares special reports as requested by City Manager, City Council, and other Boards.

● Processes and oversees accuracy of legal publications regarding ordinances, Building and Standards Commission hearings, annexations, and/or other official publications as mandated by Federal, State, and Local laws and regulations.

● Serves as Records Management Officer for the City and maintains current retention schedules from the State Library and Archives Commission. Receives and processes records destruction/disposition logs. Schedules annual purge of City records. Trains identified Records Liaison Officers in each City department and assists them in departmental retention and destruction efforts.

● Receives, processes, and ensures timely, accurate, and transparent production of records in response to requests for public information and legal requests such as records subpoenas and business records affidavits.

● Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.

● Compiles, composes, types, edits, revises, copies, and distributes correspondence such as letters, memos, forms, etc. in an accurate manner; letters and correspondence may include responses to requests from State or Federal organizations, entities, and officials.

● Maintains accurate service records including terms, training, statements of official, and oaths of office for all Council, board, commission, and committee members. Coordinates with staff and Council recommendation committee for all appointments and reappointments.

● Ensures all Council, board, commission, and committee members, as well as key identified staff members, maintain compliance with the Open Meetings Act and Public Information Act training requirements. Promotes government transparency.

● Receives, processes, and certifies TABC alcohol license applications in accordance with State law and City ordinances ensuring City distance requirements are met, in an accurate and timely manner. Receives and coordinates requests to City Council for variances/ exceptions to the distance requirements.

● Creates and maintains necessary City Secretary Web pages on the City’s Web site in accordance with applicable State law.

● Receives and processes petitions for annexation into the City. Coordinates with necessary departments for the development of service plans. Publishes and records necessary documents. Communicates with ESD’s regarding buyout of portions of debt associated with newly annexed areas and processes payment for said buyout.

● Maintains, types, edits, revises, copies, and distributes City Council Rules of Procedure.

Knowledge, Skills, & Abilities

● Advanced knowledge of laws and regulations affecting cities and the City of Weatherford such as Local Government Code, City Charter, City Codes, State and Federal regulations.

● Considerable knowledge of Election Law, the Open Meetings Act, and the Public Information Act.

● Considerable knowledge of management skills, practices, and procedures.

● Considerable knowledge of recordkeeping requirements, practices, and procedures.

● Ability to read and understand local government codes.

● Ability to write reports, records, letters, correspondence, memos, policies, and proclamations; good grammatical and composition skills.

● Good knowledge of basic mathematical functions including addition, subtraction, multiplication, and division.

● Skill in effectively interacting and communicating with people of all cultural and educational backgrounds.

● Working knowledge of the operation of word processing software, spreadsheet software, personal computers and peripheral office equipment.

● Skill in establishing and maintaining interpersonal relationships with co-workers and visitors to the department.

Education & Experience

● Bachelor’s Degree in Business Administration or related field.

● Three (3) years of progressively responsible experience in a Deputy or Assistant City Secretary position.

● Any combination of training and experience leading to the above described level of knowledge and skill.

● Must have Texas Registered Municipal Clerk Certification or the ability to obtain Certification within six (6) months of appointment to position.
