Surrey city council is looking at new ways to tackle illegal dumping, which has increased by 15 per cent since the COVID-19 pandemic began.

“This is one of the most frequent complaints I’m sure a lot of us get up here during the course of our duties,” Coun. Doug Elford said.

“Illegal dumping is quite common. Certainly we need to get on top of this. We need better tools in our toolbox to be able to manage this.”

Coun. Linda Annis echoed that.

“I think we all share huge concerns about the amount of illegal dumping in around our neighbourhoods.”

A corporate report that council approved Monday, June 27 calls for the “enhancement” of enforcement and fines.

“Based on a recent assessment of illegally dumped waste, it has been determined that the types of materials that have increased during the pandemic include drywall, home renovation materials, appliances, and furniture,” the report reveals.

Who would fly the Pride flag in 2023?

British Columbia’s Premier John Horgan, who is cancer free following a cancer diagnosis and chemotherapy last fall, has announced Tuesday that he will not be running in the 2024 provincial election, and will be making way for a new leader of the BC NDP.

Surrey Pride once again took over Central City Plaza.

The annual festival was back in person for the first time since 2019 and president Martin Rooney said he was “stunned” by the turnout.

“That was the biggest concern coming out of COVID, how many people were actually going to come out,” he told the Now-Leader during the event outside Central City Mall in Whalley on Saturday (June 25).

“When we made the plans for the festival we were in COVID protocol, and protocols were in place. So instead of 100 booths, we cut it down to 40.”

“I still think we have as many people on the plaza now as we did at the end of Pride in 2019.”

While on the stage for the opening remarks, Rooney took the opportunity to ask Mayor Doug McCallum if he and his slate would fly the Pride flag in 2023 if they’re re-elected in the Oct. 15 civic election.

“Are you willing to commit to our community today if elected, reelected and your slate is re-elected that you’ll fly the Pride flag in June next year?” he asked.

McCallum, who is running for mayor once again with his Safe Surrey Coalition, said, “Let’s put it this way, we have a policy in the city that’s been for 30 years and it’s to every organization that comes.

“We have over 15 requests every year to fly different flags and organizations. Our policy has been the same for many, many years.

To that, Rooney replied, “Thank you, sir, so the answer is no.”

However, two other mayoral candidates and a sitting city councillor asked Rooney for a chance to also answer the question.

Brenda Locke, a city councillor and a mayoral candidate for Surrey Connect, said “absolutely.”

“Love is love. We will be putting a fourth flag pole and that flag pole will be for community … so every June we will be Pride because look around, what’s not to celebrate?”

Linda Annis, a Surrey First councillor, also said “absolutely.”

“Not only should the Pride flag be flying during the month of June but other organizations as well,” Annis said. “We need to respect the citizens of Surrey and we need to honour you folks. I can’t see any better way than doing it.”

And Jinny Sims, who recently announced her bid to run for mayor under Surrey Forward, said “yes, yes, yes, yes, yes.”

“Love is love and everyone needs to be celebrated. So no ‘we’ll think about it.’ No maybe, no ifs. Yes the flag will fly like other cities across Canada.”

Asking Rooney about the question afterward, he told the Now-Leader that people need to know where candidates stand going

into the election.

“Although it’s not the largest issue in this election, it’s still one huge issue we’ve been fighting since 2014,” he noted.

“The intention behind that was to get an honest answer, and Mayor McCallum gave us an honest answer.”

In 2014, Surrey city council voted to keep an existing policy in place allowing only the three government flags to fly outside city hall.

Then in 2016, the Pride flag was flown at half-mast for about two weeks in memory of those killed at the Pulse nightclub massacre in Orlando, Fla. on June 12, 2016.

Rooney added it’s 2022 and if Surrey is going to be the largest city in B.C. — and one of the largest in Canada — “it’s time for all the marginalized communities to find the one thing they have in common and come together and create a new majority.”

“I think it’s very important, particularly after what happened in the U.S. yesterday in the Supreme Court,” said Rooney, referring to the overturning of Roe v. Wade, allowing U.S. states to ban abortion.

“Fortunately for us in Canada it’s a slower process, but actually it can happen. We’re one election away from all of our rights being takeaway from us.

“They should never have had to have been given to us in the first place. We’re all human beings and we all have the right to exist.”

Surrey City Council approves the renaming of 175a Street to ‘Guru Nanak Village Way’

The name change was approved by the City Council on Monday, June 27th 2022 and the new commemorative sign will be installed in July 2022. The official name of the road would remain 175A Street and would be used for addressing and all documentation, including business licensing, permits etc. The commemorative name sign will be installed in both English and Punjabi, on the corner of 64 Avenue and 175A Street.

Mayor McCallum and the city council have also issued the Development Permit so that the important community project is completed on time and our seniors can avail the services.

The Hockey Shop’s 33-year run in Surrey will come to an end with a move to Langley this fall.

“Our new store will be bigger and better in every way,” shop operators told customers in an email Monday (June 27). “It is literally being built in order to serve you better.”

In Langley, the new Hockey Shop will be located in 34,000 square feet of space on 66 Avenue, just east of 200 Street, between The Home Depot and Best Buy stores.

The sports retailer’s move has been in the works for many months, and word leaked out prior to this week’s official announcement.

Shop co-owner Chad Purdy said the family-owned business is excited for the future.

“The area’s been good to us for a lot of years, but the last couple there’s been a noticeable decline,” he said during a recent interview. “I’m spending a half hour, an hour, cleaning the parking lot every day, finding everything you can possibly imagine. It’s just dangerous.”

In an email Monday, Purdy said the landlord of the shop’s Whalley site “confirmed we’ll be terminating our Surrey lease no later

The award-winning Hockey Shop opened for business in Whalley in 1988. The current location on City Parkway is the company’s third, starting in 2010, in the former A&B Sound location directly across from Surrey Central SkyTrain station.

The shop website features milestone events at The Hockey Shop, including visits by NHL stars, awards and news of the 2017 fire that temporarily closed the shop and put its future in jeopardy.

A new “Source for Sports” logo has also been unveiled, as a tie-in with the national buying group.

Coun. Laurie Guerra, whose aunt died during last year’s heat wave, said the alert app is “fantastic,” easy to download and “something very important to have.”

During a Level 1 alert – Heat Warning – the city will advertise

where and when city-owned facilities will be available for relief from the heat, and check-ins will be done on those identified as more vulnerable to the heat event.

At a Level 2 alert – Extreme Heat Emergency – the city will continue with level 1 but also conduct community outreach that focuses on high-risk populations and groups supporting them, extend the hours “as required” for city-owned facilities where people can shelter from the heat, distribute water and other resources to the public, such as water, and also increase the availability of on-duty first responders.

High water on the Fraser River means service changes for the Barnston Island ferry.

The Ministry of Transportation and Infrastructure says ferry service between Barnston Island and Port Kells will be adjusted based on river water levels, and in support of any flood-related evacuation alerts and orders that may be issued for Barnston Island.

The advisory was announced Tuesday morning (June 28) at 9:30 a.m.

Illegal dumping up 15 per cent Continued from A1 Written by Scott Neuman, Surrey’s general manager of engineering, and Rob Costanzo, Surrey’s general manager of corporate services, the report also notes that the City of Surrey prior to 2015 responded to roughly 10,000 illegal dumping incidents each year, costing $1 million annually in cleanup with mattresses, furniture, household garbage, yard trimmings, scrap metal, hazardous household items, electronics, and construction materials, being the most frequently dumped items.

The city has reduced illegal dumping and its associated costs by 30 per cent annually, on average, by streamlining operations, hosting dropoff events offering Surrey residents free disposal of large items and renovation materials, updating the Large Item Pickup Program (“LIPU”) and implementing it at apartment buildings, and launching the Love Where You Live Campaign to encourage community cleanups.

“However, since the COVID-19 pandemic, illegal dumping has increased by approximately 15 per cent,” the report states.

City staff recommended that the bylaw be expanded to prohibit “an owner, registered owner, lessee or operator of a vehicle from causing, permitting, or otherwise allowing their vehicle to be used for illegal dumping.”

Also, city staff recommend to council that commercial waste dumpsters at businesses be locked at all times “when not used by the owner.”

These provisions, Neuman and Costanzo note, will “help prevent scattered garbage from falling onto city property while also preventing access to the contents of the dumpster. These measures will also help with reducing illegal dumping and unwanted activity on the property. Enforcement of

the provisions would occur at businesses that are consistently non-compliant.”

Meantime, a new Central Surrey Recycling and Waste Centre at 6711 – 154 St. is expected to open this summer to provide residents and businesses with a year-round place to drop off recyclables and garbage.

“The facility will have a pivotal role in reducing illegal dumping and diverting waste from the landfill,” Neuman and Costanzo advised council. Mattresses, electronic equipment, drywall, furniture, appliances, paint, textiles, books, and “green waste” will be accepted there.

Coun. Mandeep Nagra asked staff to add video surveillance cameras to “some of our frequent sites, so that will make it easier for the bylaw department to catch those guys.”

Much to celebrate July 1st S cotland’s Saltire is considered to be the world’s oldest national flag, first flown in the year 832.

Our Maple Leaf, of which we’ll be seeing a lot of on Friday as we collectively celebrate our nation’s 155th birthday, is a wee infant in comparison, having first been unfurled on Feb. 15, 1965. But it’s ours, held dear by multi-generation Canadians and recent immigrants alike. While looking at our flag, waving it or saluting it, we are hopefully reminded of what unites us.

Sadly, we are seeing a trend where nations’ flags, ours included, are being co-opted for political reasons that, inten-

tionally or not, tend to divide rather than unify. Nobody gets to lay exclusive claim to the Maple Leaf; it belongs to all Canadians.

No country is perfect, ours included, with recent history revealing the horrors of residential schools, the Trudeau government’s invocation of Emergencies Act for the first time in our nation’s history to quell “freedom” protests in Ottawa, and a general erosion of civility daily witnessed on the likes of Twitter and other social media platforms.

Yet, we still have much to be thankful for. We can vote, for instance, even though too many Canadian citizens do

not avail themselves of that significant responsibility.

The politician John Thune, though specifically speaking about the U.S. flag, is credited with making a profound statement that easily applies to our own Maple Leaf: “I believe our flag is more than just cloth and ink. It is a universally recognized symbol that stands for liberty, and freedom. It is the history of our nation, and it’s marked by the blood of those who died defending it.”

The Maple Leaf is not a tool to be wielded in anger, or to be feared for similar reasons. It’s yours, mine, ours – this July 1st and every other day.

As was seen last November on Sumas Prairie in Abbotsford, this can also occur after the growing season. Flooding there caused extensive damage after water from the U.S., combined with heavy rain, poured onto the former Sumas Lake bed.

In addition to that, many farms in Surrey that once produced a wider variety of vegetables have been converted to other agricultural uses. There are far fewer acres devoted to vegetable crops than there used to be – which is a constant theme in agriculture, as markets are constantly changing.

This land is not within the ALR. Even if it were, the federal government and some companies under its jurisdiction are not subject to

A good example of this is in Pitt Meadows, where Canadian Pacific Railway has bought a large section of productive farmland within the ALR with plans to convert it to an intermodal terminal. As it is a federally-chartered railway, it can do so and B.C.’s Agricultural Land Commission has no say.

A further wrinkle is the fact that both federal and provincial surplus land is frequently used to help resolve land claims by First Nations.

In Richmond, the federally-owned Garden City Lands faced an uncertain future for years, after being declared surplus.

Eventually, an agreement was reached so the city could buy the land (also very productive farmland) but the Musqueam First Nation had to be involved.

Surrey farmland could become an industrial park, as is happening to the immediate south and west.

There is no question that industrial land is badly needed, but with issues of changing climate and the growing importance of food security, the highest and best use of this property is as a productive farm.

Local politicians have weighed in, but they have no say in what happens to this land.

What is important now is that the public speak up. A petition on change.org had over 30,000 signatures as of early this week. Residents also need to bring the issue up with MPs, MLAs and local council members to ensure that community concerns are heard.

That occasion was Inclusion BC’s annual conference, this year’s titled “Everybody Belongs.”

Participants shared their stories, passed on their skills and teamed up to strategize about how to make their communities fully inclusive for persons with intellectual disabilities.

The solidarity and the passion for inclusion were unmistakable.

More subtle, but still present, so was the irony. That is because in Surrey, not everybody does belong.

This was apparent last year when Surrey’s city council rejected the proposal for Harmony, an inclusive, affordable, and accessible housing initiative that would have enabled dozens of persons with disabilities and other housing barriers to live

The college says that “in the context of the new investigation” started on May 15, the inquiry committee panel reviewed the investigative material gathered by the college and Titchener’s submission. The notification adds that he “denied the alleged conduct.”

The panel was “satisfied that extraordinary action was necessary to protect the public in the interim pending the outcome of the investigation.”

Meantime, a discipline hearing document on the college’s website notes Titchener was to attend a hearing Sept. 24 and Sept. 27, 2021 to determine whether he engaged in professional misconduct.

The document notes that on Nov. 12, 2020 that Titchener provided treatment to a complainant for neck, back and shoulder pain.

“At or towards the end of the treatment session, while the complainant was laying prone on the treatment table, the respondent asked her to squeeze his finger,” reads the document.

“Instead of providing his finger to the complainant, the respondent placed his penis on the palm of her hand.”

Surrey lawyer Mohammud Massood Joomratty has been barred from practising law for 12 years after he admitted to misappropriating $450,000 of his client’s funds.

According to a news release issued by the Law Society of British Columbia, issued on June 23, Joomratty also “improperly” transferred $370,000 of a client’s funds, “failing to independently confirm information about his client provided to Service Canada; acting in conflicts of interest without his client’s consent and without advising and ensuring that the client obtained independent legal counsel; and preparing, signing and sealing a misleading letter to a foreign bank that prompted the bank to release the client’s funds to the lawyer’s Canadian trust account, among other situations of misconduct.”

Joomratty repaid the misappropriated funds and did not have a prior discipline record.

A Surrey man accused of forcing a woman to engage in “sexual activity” with his dog, among other crimes, is set to be sentenced Sept. 7 in B.C. Supreme Court for sexual assault and assault.

Anthony Louis White lost his application in March to exclude evidence based on alleged violations of his rights under the Canadian Charter of Rights and Freedoms.

He was charged with assault, unlawful confinement and sexual assault related to incidents in late 2018/early 2019 at a two-room apartment in Surrey.

There is a publication ban

on information that could identify the complainant.

Justice Paul Riley noted in his ruling on White’s application, which he dismissed on May 16, that White is alleged to have forced the woman to “engage in sexual activity with his dog, and also had forcible, non-consensual sexual intercourse with her.”

At issue was a video-recorded statement White had made following his arrest.

“Mr. White alleges that the police violated his rights by failing to properly advise him of the reasons for his arrest, and failing to provide him with an opportunity to consult counsel without delay,” Riley noted in his ruling on the application.

“Taking into account the

whole of the evidence, I find that the police provided sufficient information on which a reasonable person standing in the shoes of Mr. White would have been able to make informed decisions in relation to the arrest and the exercise of the right to counsel,” Riley found.

White was originally charged with sexual assault, unlawful confinement, breach of undertaking and two counts of assault.

He pleaded guilty to the breach charge early on. His trial concluded on June 8 with him being found not guilty on the unlawful confinement charge. One of the assault charges was stayed.

He was convicted of sexual assault and assault.

The Integrated Homicide Team has arrested a Surrey man in connection with a 2021 fatal stabbing in Whistler.

On June 22, 2022, with help from E Division Major Crime’s integrated surveillance team and support from the Richmond RCMP, IHIT investigators arrested 22-yearold Dedaar Jhooty.

IHIT noted it was further helped by Sur-

rey RCMP after the arrest.

Jhooty has been charged with manslaughter for his involvement in the stabbing of 26-year-old Henry Garcia Molina.

Molina died in the early morning hours of Aug. 14, 2021 at the Whistler Medical Clinic from stab wounds.

“Henry Garcia Molina’s death was a shock to his family and the Whistler community,” said Sgt. David Lee of IHIT. “We hope that this arrest provides some closure and solace to his family.”

‘Beyond King Tut’ coming as another ‘immersive experience’ An exhibit hyped as “North America’s first immersive experience focused on King Tut” is coming to Vancouver this fall, in another immersive-technology showcase in the Lower Mainland.

National Geographic Society’s “Beyond King Tut” aims to commemorate the 100th anniversary of Tut’s tomb discovery in Egypt, considered one of the greatest archaeological discoveries of all time.

In October, Vancouver will be the first Canadian city to host “Beyond King Tut,” at Vancouver Convention Centre East.

Tickets are available on the website beyondkingtut.com.

The exhibit will be shown at venues in Boston and Washington this summer, according to the event website.

“Beyond King Tut” promises to take visitors on “a time-traveling journey flooded with sight, sound and intrigue through the world of King Tut, the boy who reigned as pharaoh of Egypt more than 3,000 years ago, and the discovery of his tomb and treasures in 1922.”

Kathryn Keane, vice-president of public experiences for the National Geographic Society said new technologies are making it possible “to fully immerse people like never before in important stories from our past, allowing us to develop connections and understand history’s influence on our present and future generations.”

The exhibit is produced by Immersive Experiences and Paquin Entertainment Group, whose portfolio includes the “Beyond Van Gogh” and “Beyond Monet” exhibitions.

National Geographic is commemorating the 100th anniversary of the discovery of King Tut’s tomb in November 2022 with content including a documentary and magazine feature.

Since 2021, several “immersive” art exhibitions have played at venues locally, including “Imagine Van Gogh” at Vancouver Convention Centre and the current “Stargazer – An Immersive Universe” at Tsawwassen Mills, which also hosted “The Da Vinci Experience” last year.

An all-American championship final capped off this year’s Canada Cup softball tournament in South Surrey.

On Sunday night, the women’s international division gold-medal game was held at Softball City, with Team USA defeating Triple Crown Colorado, a U.S. club team, by a 5-1 score.

The game was the third between the two clubs during the tournament, with Triple Crown winning the first two.

The Netherlands placed third.

Team Canada, which this year featured a number of new faces along with seven Olympic-team returnees, rolled through the round-robin portion of the tournament undefeated. They beat the Netherlands 11-3 Wednesday and Mexico 8-1 Thursday, but ran into the United States on Friday night in playoff-round action, losing 9-2.

Canada was the two-time defending champion at the tournament, winning in both 2018 and ’19. The event was cancelled in both 2020 and ’21 due to the pandemic.

In the Futures Gold (U19) division, Team BC earned top spot, with a 6-0 win over Pacific Elite U19 in the championship game Sunday afternoon. Team BC will compete at the Canada Summer Games this summer.

Five Surrey-based soccer teams were crowned provincial champions over the weekend, including two now headed to nationals.

BC Soccer’s 2022 Premier Cup games were played at Minoru Park in Richmond on Saturday and Sunday (June 25-26), with 12 trophies up for grabs in boys and girls divisions.

Three Surrey United teams were winners, including the U17 girls, U17 boys and U18 girls.

The club’s two U17 teams will now compete for national championships in Surrey this October, during the Toyota National Championships hosted by Canada Soccer. After burning up the college courts in Boston, Surrey native James Karnik has made his pro debut back home with Fraser Valley Bandits.

The basketball player bolstered the frontcourt when the Langley-based basketball team beat the visiting Montreal Alliance on June 24.

“What we like about James is his size, physicality, and his athleticism,” stated Bandits head coach Mike Taylor.

“It is great that James is a B.C. kid and can come home and play in front of family and friends. Hopefully, he can attract a lot of interest from the area and show the next generation of kids that they can be a Bandit, too.”

In his first game with the Bandits, Karnik scored 16 points to help the Bandits win 97-81 over the Alliance at Langley Events Centre.

Hundreds of teams from across B.C. laced up their cleats on the Semiahmoo Peninsula earlier this month, as the White RockSouth Surrey Titans hosted flag-football provincial championships over three days at South Surrey Athletic Park.

In the end, six teams were crowned champs of the British Columbia Provincial Football Association, and five will now advance to nationals, which will be held across at various locales across the country, depending on age.

The hosts from White Rock – who had a total of 30 teams and more than 350 players taking part across all divisions – earned one championship, as the association’s Bombers team won the under-12 division. Other champions included the North Delta Gators (U19), North Surrey Destroyers (U16), Coquitlam K9s

Maxine, as she liked to be called, was born on February 20th, 1935, in St. John’s , NewFoundland.

She was born to David and Etta Maude (Manning) Gant and was the younger of the siblings of David, John, Alfred, Roy, Nadine and Doreen (predeceased).

Finding her sweetheart, Charles Randall, at the age of twenty-one, they married in 1957 and they remained by each other’s side until her passing.

Maxine gave birth to her only daughter Patricia (Klahm) in 1958 and remained a devoted housewife and mother until 1982, when she became a grandmother to her only grandchild, Amber (Klahm).

A fiery red head to match her personality she was also a generous, caring soul who loved animals and her family. Anyone who met her came away with a smile and a laugh.

Thank you for your love and heart and may you be enjoying a cup of tea.

A celebration of Life will be held at a later date.
