A group of Surrey residents is challenging the constitutionality of a City of Surrey bylaw that prohibits displaying political signs on private property.

The petitioners have retained Farris LLP law firm to argue that the bylaw as amended on Oct. 18, 2021 presents an unconstitutional infringement on their freedom of expression under Canada’s Charter of Rights and Freedoms.

Their case was heard in B.C. Supreme Court in Vancouver on Tuesday and continuing Wednesday, after press deadline.

“On an overall,” she said, “I would say it is at our peril we will not listen to the ombudsperson. The ombudsperson is there to deliver fairness to British Columbia and Surrey residents deserve nothing less.”

Coun. Linda Annis told fellow council members she doesn’t think it’s council’s job to be telling the ethics commissioner how to do his job.

“I feel like we’re providing governance to him, who is supposed to be providing governance to us,” Annis said. “So I really struggle with that.”

Locke said Monday night she would not support “the fact that we are cutting off the public’s ability to scrutinize this council.”

No other council members spoke to the issue Monday night.

Public mischief charge

Mayor Doug McCallum’s pre-trial conference scheduled for Aug. 31 The next step in Surrey Mayor Doug McCallum’s court case on a charge of public mischief will be a pre-trial conference set for Aug. 31 in Surrey provincial court.

That date was confirmed by a Judicial Case Manager on April 21, as well as the Oct. 31 date for the start of his seven-day trial. A plea has still not been taken.

The mayor is charged with

one count of public mischief, stemming from an encounter last September between himself and a group that was gathering petition signatures outside the South Point Save-On-Foods store in

Surrey for a referendum on the policing transition. The mayor claimed a car ran over his foot.

“But in the long-term, I think SkyTrain to Newton and then eventually all the way to the south would be ideal. That’s something that we would be advocating for. I know the mayor has advocated for that before.”

The report notes that the 319 is the busiest bus route south of the Fraser River and service on this route will be upgraded to the planned R6 RapidBus route, with

service scheduled to begin in 2023.

The report notes that the idea is to also support “ongoing population and employment growth,” with planning to “commence immediately.”

The study area also embraces a large part of Royal Heights, as well as several blocks east from the flats to 72 Avenue, and several blocks north and south of 72 Avenue from

Scott Road to roughly 134 Street.

Besides containing residential, business park and industrial development the corridor also contains “sensitive” environmental areas including Robson, Cougar, Delta and Scott Creeks, Fraser River waterfront in South Westminster and several lowland drainage systems as well.

A flood risk assessment will also be done, given that parts of the corridor within the South Westminster Plan Area are prone to flooding, which the report notes has “implications on potential long-term development.”

This assessment aims to identify at-risk areas and potential mitigation strategies. The review will also ensure the city’s current policy “aligns with long-term flood risk” related to sea level rising, the Fraser River freshet and seasonal weather “events.”

city’s 1999 bylaw were passed on a 5-4 vote, with Surrey Mayor Doug McCallum and Safe Surrey Coalition councillors Allison Patton, Laurie Guerra, Mandeep Nagra and Doug Elford voting in favour and councillors Linda Annis, Jack Hundial, Steven Pettigrew and Brenda Locke voting against.

Rob Costanzo, Surrey’s general manager of corporate services, said at the time the changes sought to clarify where political signs may be erected as well as embrace “a broader range of political signs.

“The proliferation of election signage during an election period can be both distracting to motorists and place a significant burden on City resources, at the expense of taxpayers, to ensure compliance,” he stated in a corporate report.

The definition of “political sign” was also broadened to include signs related to issues, referenda, plebiscites, and initiative and recall petitions.

“It will also include signs supporting, opposing, or disapproving of candidates or issues,” Costanzo explained in 2021. “Currently, the definition only captures signs promoting voting at elections, the election of candidates, or the voting for or support of causes in an election.”

Advice was worth heeding W hat’s an ombudsman?

Sweden had the first, in 1809. The term is rooted in Old Norse and essentially means representative, or public advocate. A cursory glance at Wikipedia informs us such officials “aim to identify systemic issues leading to poor service or breaches of people’s rights.”

In B.C. we have an ombudsperson, Jay Chalke. On Monday, he took Surrey city council to task for amendments to the Council Code of Conduct Bylaw, one of which blocks the city ethics commissioner from processing any new complaints lodged against council mem-

bers until after the Oct.15 civic election, as of April 12.

In his missive to council, he used words like “disappointment” and “regrettable” as he urged council not to adopt the amendment.

He argued that the principles of transparency, accountability and integrity “should always be promoted, not just in non-election years.”

Nevertheless, the Safe Surrey Coalition majority on council approved final adoption of the contentious amendments on Monday, despite Chalke’s same-day counsel.

In February, Ryerson University conferred on Surrey council a dishonourable men-

tion in the civic government category of the 2021 Code of Silence Award for Outstanding Achievement in Government Secrecy. The Code of Silence Awards are designed to draw public attention to government or publicly-funded agencies “that work hard to hide information to which the public has a right to under access to information legislation.”

Perhaps a new category should be created for councils that ignore the advice of provincial-level public advocates such as Chalke.

The only mystery is, would Surrey council win, place or show?

‘On-shoring’ may increase reliability of B.C.’s supply chain PoliticalAffairs Bruce Cameron

Think global, act local. It was a phrase often heard in the 1970s and 1980s. But that phrase is about to be turned on its head.

Increasingly, we see the downside to having become too dependent on faraway sources for essential ingredients of our economy, from microchips to wheat.

As the world economy enters another period of turmoil, the impetus to turn to local rather than global sources is strengthening.

In the pre-pandemic era, there was no better illustration of how interdependent the global supply had become than the tiny microchip. Despite the fact microchips

individually cost a dollar each, there are up to one thousand used in an average internal combustion engine vehicle and double that number in an electric vehicle.

Microchips are also essential in all forms of electronics, from computer gaming consoles to smart appliances and smart phones. The tiny microchip has even taken a leading role in high stakes international diplomacy, with the U.S. threatening to cut off Russian supplies of microchips if it proceeded to invade Ukraine.

The recent worldwide shortage of microchips resulted from a perfect storm of circumstances.

First, the pandemic prompted an increase in demand for the chips as the world shifted to remote meetings and electronics sales soared. Widespread disruptions to supply and shipping followed during a worldwide shutdown.

And a major chip-making plant in Japan was shut down due to a large fire in 2021. Now, reports of a serious COVID-19 outbreak in China threaten to shut down ports through which flow most of the world’s microchips.

On the macro level, Canada has always been an exporter of commodities like oil and wheat, most of which pass through B.C.’s ports to Asian markets. The Russian invasion of Ukraine has immediately impacted those commodities, positively and negatively.

Oil prices skyrocketed. While that geopolitical shock may benefit Alberta producers, it is costing B.C. drivers dearly and pushing up the cost of transporting goods, contributing to inflation.

With access to Ukrainian and Russian wheat restricted due to war, Canadian wheat has risen in price. Assuming Canada avoids

another devastating drought like in 2021, we can grow and ship more wheat. China relied heavily on Ukrainian wheat in 2021 and Canada can step in to fill the gap. Yet there is rising uncertainty about China’s potential as an export market, at least in the short term.

Why should we care in B.C. about wheat and microchips?

Two reasons. First the cost of many common goods, especially anything with embedded electronics, is going up. The sky-high cost of used vehicles in B.C. is caused in part by the lack of new car availability. And since wheat is one of the most basic commodities in the world, expect food costs to rise.

Second, as a major Pacific hub for shipping, any disruptions felt in global supply chains will be accentuated in Vancouver. This will create short-term challenges but also present some enticing oppor-

tunities for an economy like B.C. Get ready to hear more about “on-shoring” in the months ahead, a process by which major companies, incentivized by governments, move to manufacture items previously shipped here, like batteries, microchips, and other key ingredients of a modern economy.

While “on-shoring’ may make some of the essential ingredients of the economy more expensive, it will also dramatically increase the reliability of our supply chain.

On-shoring may even create a boom of new high-tech manufacturing opportunities.

Think local, act global.

A message from the Surrey Teachers’ Association

Workers killed or injured on the job will be remembered during an in-person ceremony in New Westminster on Thursday morning, and also online in a WorkSafeBC stream of a similar event held in Vancouver.

April 28 is recognized as the Day of Mourning in B.C. and the rest of Canada.

Annually, workers, families, employers, and others come together to remember those who have lost their lives on the job, notes a post on dayofmourning.bc.ca, “and to renew our commitment to creating safer workplaces.”

Starting at 11 a.m. in Westminster Pier Park, Thursday’s event is co-hosted by the New Westminster & District Labour Council (NWDLC), which represents workers in 14 local municipalities, including Surrey, Delta, Langley, Maple Ridge

and others.

“Over the past two years, we have lost friends, colleagues and family members to the pandemic, many of whom got sick at work,” said Janet Andrews, the labour council’s secretary-treasurer.

“Others are still dealing with the effects of longCOVID, and still more workers have died or been injured in preventable workplace accidents. This has grave consequences for workers, their families and our communities.”

Speakers in New Westminster will include NWDLC president Coleen Jones, New West Mayor Jonathan Cote and union members. The ceremony will also feature the New Westminster Fire & Rescue Services Honour Guard, a member of the City of New Westminster Pipe Band and ILWU members on the Fraser River ending a moment of silence with a blast from tugboat horns.

The labour movement’s focus this year is “clear and direct,” according to a news release from NWDLC: “Every worker should go to work without fear. Workplace deaths and injuries are preventable – even in a pandemic. We call for better workplace protections for our families, friends, and coworkers. The right to be safe at work is a fundamental right.”

The regional labour council represents close to 60,000 union members from more than 100 affiliated local unions, “continuing the proud union tradition of workers speaking out on issues affecting them in their workplaces and in their communities,” the website says.

One very large collection of vinyl records and DVDs is being moved from one Surrey house to another.

Musician John Cody is masterminding the transit of his treasure trove of music and movies, now that his family is vacating their former home.

It’s a rather big job involving Cody’s significant collection.

“It’s hard to say what the exact number is, and I’ve never counted every single one of them, but it’s around 200,000 records – that’s probably close,” Cody explained.

“That’s vinyl and CDs together, probably,” he added. “I don’t know.

There are other rooms in this house that have records, and there’s stuff underneath us, downstairs. The music room in the new place will be double the size of this one, in a freestanding building.”

A freelance drummer, Cody teaches music in the room that currently stores all those records and DVDs. Among his nearly 200 band gigs over the years is the current one led by his wife, Ontario-born singer Lee Aaron, whose hard-rock and metal career began in 1980.

“She gets overwhelmed by all of this, and she’s not a collector at all,” Cody revealed. “Karen (her real name) doesn’t have any of her old stuff, unless people send it to her, and I’ve tried to collect some of it, but we’re missing all sorts of her music in here.”

(Photo: Tom Zillich) that tells the story of how he scooped up the vinyl from the collection of legendary Vancouver DJ Jack Cullen, and more from CKLG/CFOX when those radio stations transitioned to CDs. “I’ve always collected things, since I was a kid,” Cody elaborated, “and this collection really started to grow in the 1990s. I’ve been on the road pretty much my whole adult life, and when we travelled I always went to the local record stores when the band had break-

fast. So every day I’d buy a couple of albums and bring them back home. I really had a massive collection starting in the 1980s.”

The old CFOX collection included “some interesting stuff,” he recalled.

“DJs had written on some of the jackets, sexist stuff,” Cody said. “I gave Joey (Keithley) from DOA one of their albums and it had the words ‘Never play this’ written on it – you know, ‘it’s crap,’” he added with a laugh. “Some of the vinyl,

they’d just put pen (ink) on the songs they didn’t want played.”

The collection in Surrey includes a wide range of music styles – “almost everything,” as Cody puts it.

“I don’t collect opera,” he noted.

“I’ve got a minimum of classical records, even though that’s the kind of music I started playing growing up, orchestral percussion, with Delta Youth Orchestra. But I say ‘minimal’ and it’s more than most peoples’ entire libraries. I have around 500 classical albums, right.

That’s minimal for me.”

A lover of silent films, Cody and his family can always find something to watch.

“My kids love it,” he said with a smile. “Once a week we have a family movie, and Karen and I watch a lot of stuff. There are a lot of options.”

The future is not clear for all those records, DVDs and books, as Cody has no firm plans for what must be among the largest private collections of vinyl records, and is in no hurry to sell, either.

“I love the collection together,” he said, “so if I get rid of anything it will be minimal. My son, he’s getting more and more interested in collecting, so maybe one day he’ll take them. Ultimately I’d like it all to go together to one person who’d appreciate it, it’s not so much the money.”

Cody says he’s never really talked publicly about his record collection, until this year.

“I don’t advertise it, and they got in touch with me,” Cody said of the “Record Collector” magazine story.

“I’m not on collecting forums, and oddly enough I don’t really relate to collectors, even though I’m worse than any of them, probably. I know one day I’ll get rid of it and it won’t be a big deal, it’s more about the music I love or the film I love, that’s all it really is.”

Sharry Mann is set to return to Surrey for a May 8 concert at Bell Performing Arts Centre.

The Punjabi singer/writer “is one of the most talked-about names in the Punjabi music industry,” according to a post on the website, sharrymaanlive. com.

Mann, whose Sharry Mann birth name is Surinder Singh Mann, will perform at the 1,100-capacity Bell theatre with Raj Ranjodh, a lyricist-singer.

Apna Punjab Productions presents the concert, tickets for which start at $43 and rise to $200 for VIP seats.

Mann’s songs include “3 Peg,” one version of which boasts more than 682 million views on YouTube.

He is said to have over 1.5 million monthly listeners on Spotify, and some of Mann’s other hit songs include “Hostel,” “Dil Da Dimaag” and “Roohafza.” He’s also made some movies.

Almost three years ago in Surrey, Mann was booked to headline Surrey Fusion Festival in 2019 but his performance was cancelled days earlier, due to the death of his mother.

Later this spring, Diljit Dosanjh, billed as “India’s leading star,” launches a “Born to Shine” world tour scheduled to stop at Vancouver’s Rogers Arena on Sunday, June 19, a year after his hit comedy movie “Honsla Rakh,” was filmed here.

GO! Bard on the Beach returns with summer ‘Dream’ After two dark summers, Vancouver’s Bard on the Beach Shakespeare Festival is back in business.

The festival’s Vanier Park stages will offer three plays from June 8 to Sept. 24, including the popular comedy “A Midsummer Night’s Dream” on the main stage.

The Howard Family Stage gives audiences “Harlem Duet,” Djanet Sears’ Governor-General’s Award-winning drama (June 15-July 17), and also “Romeo and Juliet,” the timeless story of two young people in

He averaged 16.2 points and 7.1 rebounds on 30-of-60 shooting from three-point territory in just 23.3 minutes played per game.

Starting this spring he’s looking to play for the Bandits at the team’s home arena, Langley Events Centre. He’s signed a rookie contract with the pro league’s westernmost club, but still needs to make the 10-man roster.

“There’ll be a training camp, and I will take every opportunity I can to improve and train,” Sandhu said Thursday (April 21).

Prior to the CEBL draft, Bandits president Dylan Kular reached out to Sandhu to see if he’d be keen to play for the Langley-based team.

On Thursday (April 21), the Bandits announced the re-signing of fellow Surrey-raised player Adam Paige, currently with Alberta Golden Bears.

The 2022 CEBL season will be Paige’s second with the Bandits, who drafted him ninth overall in 2021.

In the draft, the Bandits also selected 6-foot-9 forward Thomas Kennedy, from the University of Windsor, with the seventh pick in the first round.

Both Sandhu and Kennedy “have proven that they are two of Canada’s most skilled college or university players,” Kular said in a news release, “and I am looking forward to watching them develop and showcase their talents this summer.”

Kular said he sees the CEBL U SPORTS Draft as “an important opportunity for us to identify emerging players and we are committed to giving

student-athletes a rewarding experience before they return to school or embark upon the next chapter of their young professional careers.”

The Bandits’ home arena is familiar to Sandhu, whose Tamanawis Wildcats placed third at the B.C. high school basketball championships played at Langley Events Centre back in 2014.

“With provincials held there, basketball is becoming just much more ingrained in the community and we’re building a culture of developing talented players for a higher level,” Sandhu noted. “Hopefully local people will come out and watch and celebrate that. Me being one of the local guys on the team, it’s exciting.”

Previously based in Abbotsford, Fraser Valley Bandits open their fourth CEBL season on the road Wednesday, May 25, against Ottawa BlackJacks. At UBC Sandhu studied psychology, and he will shoot for a career in that field eventually.

“The mind and behaviour is something that really interests me, something I find is engaging to me,” explained the Newton resident. “I would like to tie psychology and sports together and find a career path there, just the motivation and behaviors and fears, everything that goes into that mental-preparation side is such a big part of being an athlete. That’s something I’d like to do for a career post-basketball.”

More changerooms are coming to Newton Athletic Park in the form of a fieldhouse priced at more than $1.78 million.

Soccer teams need the additional space to prepare for games, according to a report before Surrey city council on Monday (April 25).

Newton Athletic Park features 11 full-size soccer fields served by four changerooms in the pavilion there.

“The construction of a new fieldhouse in the southern portion of the park will provide an additional four changerooms to that area, as well as public washrooms.

This will provide direct support to the surrounding fields.”

Facility design is anticipated to start

by May 1, the report says, with construction planned to start in mid-September and project completion by February 2023.

The facility will be located inside a recently completed walking track and next to a new soccer field, on 72 Avenue near 126 Street.

The 22-hectare Newton Athletic Park is “a premiere destination sporting and athletic park in the lower mainland,” according to a post on surrey.ca.

“The City is currently investigating opportunities for a new indoor soccer warm-up facility,” the post notes.

In March, the athletic park was the busiest of sites for the Surrey Mayor’s Cup soccer tournament. Following a two-year break due to COVID, 287 youth soccer teams were in Surrey for the huge tournament, co-hosted by Surrey Football Club, the City of Surrey and Sport Surrey.

B.C.’s junior hockey world is mourning Wayne Hubbard, longtime trainer for several teams in the province.

Known as “Wayner the Trainer,” Hubbard died Tuesday (April 19) while in hospice care, according to Delta Ice Hawks owner Eduard Epshtein, after a twoyear battle with leukemia.

A Surrey resident, Hubbard retired from hockey in February 2020 at age 73, after five decades of sharpening skates, bandaging wounds and otherwise caring for teen hockey players and their equipment.

He’d been working dressing rooms and benches at one B.C. rink or another since the 1969-70 season of the Kelowna Packers. In his final four years, he was with the Ice Hawks of the Pacific Junior Hockey League (PJHL).

In loving memory of John Glendon Todd December 20, 1946 – March 27, 2022 John Glendon Todd, of White Rock, BC, passed away surrounded by his family on March 27th, 2022. He was 75 years of age.

Glen (aka Mr. T, Dad, Pops, GT, Partner) is survived by his daughters, Shelley (Mike) Bancroft, and Dana (Jason) Barker, grandchildren, Dawson Bancroft, Lincoln, Declan and Fisher Barker, sister Diane, and Mario (Rebecca) Gutierrez and was predeceased by his wife Sandra in 2007. His extended family spans near and far as Glen touched many and treated them all like family, especially through the horse and softball worlds he was so closely attached to. Glen was a father, grandfather, mentor, business leader and friend to so many.

Glen had few loves in his life besides his family, but those loves were deep and proven through his dedication to softball, and his over 50-year love of horses and horse racing. Parents, Jack and Eileen Todd met at Hastings Park in 1939, and Glen grew up around horse racing. The passion was instilled upon him from a young age, and he continued to love the animals and the sport with such commitment, it garnered him the accolades of being an industry leader and long-time advocate for the thoroughbred racing industry. Glen said after Mario rode Five Star General across the line to win the 2019 British Columbia Derby, it was his best day in 50 years in the racing industry. He shared that moment with his daughters Shelley and Dana and all his grandchildren. Mario, a member of the Todd Family, thrived as a jockey through Glen’s mentorship, successfully riding worldwide with Kentucky Derby and Preakness wins, and of course, making his local debuts at Hastings Park.

In the local community of South Surrey and White Rock, Glen was the original founder, President, and coach of the first-ever White Rock Renegades team, which started in 1986.

His journey began because of his daughters Shelley and Dana, who both played for the Renegades. The Todd residence had a custombuilt practice ball diamond in their backyard and ironically was named Franks Field, because it was Frank’s home, a retired racehorse which Glen could not bear to part with, so he resided for the rest of his days at the family home.

Even when the girls hung up their cleats, he continued by creating the world-renowned Canada Cup Women’s Fastpitch Tournament and gained acceptance of fastpitch as a contending sport in the Olympics. Inducted into the BC Sports Hall of Fame, a member of Softball BC, Softball Canada, and was welcomed to the World Baseball Softball Confederation (WBSC) Hall of Fame in 2016.

We cannot go without mentioning that the Todd Family are Yankee fans to the core.

In 1981, Glen took over the reins of the family customs brokerage businesses, which his parents, Jack and Eileen, founded in the mid-fifties. Under his guidance, the group of companies grew in both services and size.

Glen was so proud of his companies and staff of 300. His much-loved employee Christmas Gala was highly anticipated and loved by all.

He took great care in ensuring the staff felt

Glen created a feeling for those that had the privilege to be a part of his passions or his business ventures that you wanted to be and do your best for him, always in search of that occasional wink or pat on the back as he walked by.

The right candidate must have excellent communication and organizational skills. Your attention to detail, problem solving skills and ability to work with minimum supervision set you apart from other applicants. Working knowledge of Word and Excel is required. Valid BC Driver’s license, reliable vehicle and vulnerable sector criminal record check are mandatory requirements.
