‘That stop-and-go – it’s not sustainable, it’s not working’

Seasonal shelters close, but need remains Tracy Holmes Staff reporter

The emergency weather shelter at Mount Olive Lutheran Church in South Surrey has officially closed for the season, logging 124 openings since late October.

In an update to members of the Peninsula Homeless to Housing committee, volunteer co-ordinator Kathy Booth said everything related to the shelter was moved out of the South Surrey site and back to Sunnyside United Church on Friday (April 1), as funding for the season has ended.

Booth lauded Mount Olive as “really wonderful hosts,” and said some 2,100 guests took advantage of the overnight shelter it offered from the cold and wet.

But just because funding has ended doesn’t mean the shelter is no longer needed, Booth noted.

There are “still people in the community out there now needing a place to stay,” she said.

Booth and others have been advocating for a “24/7, wraparound, year-round site” for more than a year now.

Meeting facilitator Adrianna Spyker agreed the current system, while helping, is just a Band-Aid. “That stop-and-go – it’s not sustainable, it’s not working,” she said.

Operators of White Rock’s daytime warming centre – set up in a mobile trailer in the Centennial Park parking lot from Feb. 1 to March 15 – have also echoed the call for year-round services.

“It wasn’t what we were hoping for, but I guess it’s going to take time for people to get back into feeling safe crossing the border,” she added.

Traditionally, Blaine businesses have relied on Canadians seeking cheaper gas and grocery goods across the border, but the closing of the border due to COVID-19 shut trade down for some 20 months.

Even relaxation of regulations in November, in which the U.S. allowed non-essential travellers in – and Canadians were allowed to cross into the U.S. for short visits and return home without being required to take a PCR test – failed to produce a significant bonanza.

“We’ve got our fingers crossed – (cross-border) business has been dead for the last two years,” Skye said.

Job promises to be ‘hands-on’ Continued from A1 “I’m very excited about it,” Cadieux told Peace Arch News on Monday, adding that, rather than a symbolic position, the job of Chief Accessibility Officer promises a hands-on opportunity to effect change towards making Canada barrier-free.

“That is my hope,” she said.

“It’s meant to ensure that government is moving forward on the objectives contained in the Accessible Canada Act. “After the act came into force in 2019, I knew the position was outlined in the act. When the opportunity came to apply for it, I did. I’ll have more to say about the role when I take it up.”

“Stephanie Cadieux’s wealth of experience will be a tremendous asset to the Minister of Employment, Workforce Development and Disability Inclusion,” Gould commented.

“With her support, the Government of Canada will continue to build an inclusive and barrier-free Canada where persons with disabilities have the right to greater equity in society, and to play a greater role in the economy.”

In her statement announcing her departure from provincial politics, Cadieux noted she leaves a legacy as the first woman with a disability to serve in the Legislature and executive council.

“I am happy to leave that

legacy, with high hopes that I will have inspired others to public service,” she said.

Currently, Cadieux serves as Opposition critic for Gender Equity, Accessibility, Inclusion and Sport. The MLA has also previously served as Opposition critic for ICBC and Finance and Advanced Education.

During the Liberals’ time in government, she served as Minister of Children and Family Development, Minister of Social Development, Minister of Community, Sport and Cultural Development, and Minister of Labour, Citizens’ Services and Open Government.

She told PAN she will take on the new job at the beginning of May. “I will have a month here to clear up current business and to make sure there is as smooth as possible transition for the files we are dealing with now.

And then I will jump head-first into the new position.

Cadieux said that she believes she will be able to continue to work from South Surrey in her new role, but with inevitable and frequent travel.

And while she tried repeatedly to bring forward a private members bill aimed at shining a light on gender pay inequities in the province, she is glad that the NDP government has finally proposed similar legislation.

“It’s been 13 years, four elections and three ridings,” she said. “It really does, in many ways, feel like forever, but in many other ways I can’t believe it’s been that long.

“I have mixed feelings about (leaving the Legislature). There are things about being an MLA that I will miss: relationships with colleagues, staff and people who worked with me in the community. But I believe this is the right time for me to move on.”

Cadieux said she is aware her resignation will mean a byelection for the Surrey South seat.

“I hope the premier will call that as soon as possible,” she said. “It’s an interesting time for the BC Liberal Party, with a new leader in a byelection for a seat in the house.

“I’ve no doubt some good people will step forward,” she added, while stopping well short of speculating on, or endorsing, any potential candidates.

“I leave it to the members of the various parties to pick people they would like to represent them,” she said.

Road closed for hours while police investigated crash

Life-threatening injuries in pedestrian-involved collision A serious collision involving two vehicles and a pedestrian shut down the busy intersection of 24 Avenue and King George Boulevard for hours on March 29.

According to Surrey RCMP, the incident happened just before at 4:30 p.m., at the height of the afternoon rush

hour, and sent one person to hospital with life-threatening injuries.

As of Peace Arch News’ press deadline Tuesday afternoon, the injured person was still in critical condition, according to police.

Police also noted via email that “the investigation into the factors that led to

the collision is ongoing” while adding that investigators are still requesting dash-cam or CCTV footage of the scene.

Anyone who witnessed the collision or has dash-camera footage is asked to contact the Surrey RCMP at 604599-0502.

Highrises a growing fact of life in many parts of Surrey

H

ighrises are rapidly becoming a fixture in many areas south of the Fraser, including some neighbourhoods where they haven’t been seen before.

One of these is along Scott Road near 96 Avenue in North Delta, in the Townline neighbourhood. While there are other highrises in North Delta, a planned 29-storey building at 120 Street and 93A Avenue is the first for that area. It was controversial – it only passed final reading by a 4-3 vote on March 28. The development is clearly a milestone for North Delta.

Notable as part of the approval process is the fact that 50 units in an adjacent sixstorey building will be kept as rental units for at least 20 years, with 10 of them to be rented at below-market rates. Municipalities now have the power to dictate more rental use of new buildings. Child care for 30 children will also be provided in the development.

In South Surrey, highrises are being considered for the Semiahmoo Town Centre.

In White Rock, the Foster and Martin highrise development was officially opened on March 29.

While council has put some significant limits on highrise construction, several are already built and this is the latest one to open.

The 25-storey towers contain 229 residential units and 30 commercial units, with the first residents moving in this week.

Highrises are a fact of life for many Lower Mainland residents, and many more of them will be living in various neighbourhoods in Surrey, Delta and White Rock in the future.

Gesture was derisive

Time to get right with God

Editor: There was a recent exchange in the legislature between Nicholas Simons, minister of social development and poverty reduction, and Surrey-White Rock MLA Trevor Halford, where the minister mocked Mr. Halford who was speaking about children and youth in B.C. who have an autism diagnosis.

Instead of showing any knowledge or compassion on the subject, Min. Simons’ response was a derisive crying gesture, as if to say “cry me a river.”

As the parent of a teenager with autism and an intellectual disability I was more than offended by this immature, hurtful display and I wonder how the constituents of Simons’ Powell River riding feel about this?

Rather than keep a successful program that has been operating for 20 years, the NDP government is taking away individualized funding for children with autism and replacing it with a “one-size-fits-all” program that is doomed to fail all disability groups.

Kids with autism are mere collateral damage to the likes of Min. Simons.

By all means, the government should be addressing the needs of all neuro-diverse children in the province and Min. Simons and his NDP colleagues should be engaging in meaningful consultation with the autism community rather than showing a lack of empathy for vulnerable children who cannot speak for themselves.

Editor: I would surely not want to be the prime minister or premier. There are so many demands from groups who believe what they want is most important.

In this province, we need funds for schools, infrastructure (roads, bridges, hospitals) forest fires, flooding and a whole bunch of other things.

We talk about the gas prices and how little the province is refunding to us through ICBC. I know the price of gas affects some of us in a huge way and making ends meet is an enormous task, but that refund may be taking away money that could have done a lot of good in other places.

No matter what the province does there is going to be controversy.

There has been a lot of public protest about a number of issues, especially about getting COVID shots. Doesn’t it put things in perspective when you see what’s

We are also isolated from that part of the world, yet look how we are touched by what we see and hear. We wonder what can we do to help as Russia carries on with their aggression and where’s it going to stop.

Will there be another World War? We can pray for or donate money to help all those unfortunate folks fleeing for their lives. I guess if you were inclined, you could go over and fight or at least help in any way you could on the war front.

As we watch the incredible carnage over there we can be better people here. We can be kind and love our neighbour, we can be willing to help out those in need, we can say hi to people we pass on the street. If you’re in a lineup, talk to the people next to you and brighten their day. There are so many things

we can do to make living here more pleasant.

So many of us nowadays have forgotten about the power of prayer. What will happen when we die is something that may be crossing your mind as mention of nuclear war is in the news.

We have no idea of how far Putin is willing to go and if the rest of us are going to be drawn into this conflict. With that in mind, I certainly want to be right with God. Brian Lauder, Surrey

Disappointed by NDP’s largesse Editor: I have been an NDP supporter for over 50 years and I am very disappointed in their latest largesse. The NDP is supposed to help the working class and yet here they are pandering to all.

This $110 of our own money that we are going to get back – what a laugh. What is that supposed to do?

It costs over $200 just to fill my tank. Fortunately, I don’t need the money, but I know many do.

The fact that everybody gets it is ridiculous. Does Jimmy Pattison get it? Whats he going to do with it, light his cigar, perhaps?

I think the gov should give $500 to all families with an income under $60,000 then prorate it up to $100,000.

I suspect if you live in South Surrey/White Rock, you probably don’t need this money. I know I don’t.

I would gladly give the cheque to anyone with family income of less than $60,000 or sign it over to the food bank.

I believe this is going to cost $395 million.

How much good could that do to help the homeless or the drug-dependent or people with mental health issues? Come on, NDP, you can do better.

Move to survey commercial property owners defeated

White Rock council has stepped back from a committee-level decision to ask commercial property owners whether the annual Business Improvement Association levy is a worthwhile expense.

At the March 28 regular meeting, a majority of councillors voted against the measure, originally raised by Coun. David Chesney at the March 8 Finance and Audit Committee and approved to move to council for discussion and a final vote.

Chesney’s motion would have required the BIA to be endorsed by 50 per cent of commercial owners – plus one – for the levy and the organization to continue.

It was, however, defeated 5-1, with Mayor Darryl Walker and Couns. Scott Kristjanson, Christopher Trevelyan, Anthony Manning and

“I guess we’re still in business,” White Rock BIA executive director Alex Nixon told Peace Arch News following the meeting. “We’ll carry on doing what we do to promote business in the community.”

Prior to the vote, Chesney said he had brought the matter up during budget deliberations because “there was not one single word said about the commercial property owners.”

“Commercial property owners in this community pay four times the tax rate of a residential property owner, and we never spent minute one addressing any concerns or any tax relief for them,” he said.

“I’m not against BIAs. I think BIAs do an incredible job. But I am surprised at the incredible push-back; the quick jump-to-the-mark… lobbying by a group that claims to think they have the support of the community… Most of the businesses don’t know and don’t believe they pay the levy.

“All I’m trying to do is get the community involved, the commercial property owners, the residential or business owners, whoever it is…to start ❝I’m not doing something to make against BIAs. I this community viable. Why think BIAs do is there such hesitancy to an incredible ask this question?”

“We have a lot of very engaged business owners in our community and a lot of very dis-engaged commercial property owners,” Manning observed.

“I am really disgusted by the disrepair we see along Johnston Road and along Marine Drive – storefronts that have been empty for years. White Rock is prime property, both uptown and the waterfront, and I don’t know what it’s going to take, but we need to get these people involved.

“You can’t push any more cost on the business owners – they already pay triple-net leases.

There’s no excuse for our waterfront to be as drab as it is in many parts.”

Kristjanson said that a number of commercial properties are in the hands of absentee owners who have “no interest in answering a survey,” or interest in developing the buildings or “worrying about them.”

“We’re not going to get a lot of these building owners to answer the survey – it’s a fait accompli, you’re not going to get your 50 per cent plus one,” he said.

“We cannot have a Sword of Damocles hovering above the BIA,” Trevelyan said.

“I completely agree – contact commercial owners when the term is up, and then we have this entire conversation and get on with it.”

Surrey taxpayers are facing a $46.62-million bill arising from the RCMP’s collective bargaining negotiations concerning back pay for Mounties.

The city, currently home to Canada’s largest RCMP detachment, is taking the largest hit in B.C. to cover its payment retroactive to 2017.

Canada’s Minister of Public Safety Marco Mendicino confirmed on March 30, that the government will help the municipalities that don’t have the funds.

“We are working very closely with municipalities as well as with provincial governments who contract the RCMP as the police of jurisdiction.”

He did not provide details, however. Coun. Doug Elford said because the bill was anticipated by city staff “to a certain degree,” most of the money was set aside. “However, it was a little bit of a surprise to some municipalities that it was more than what the RCMP had originally stated to project,” he said, “and that’s where some communities are struggling.”

Elford said he’s not against fair pay for fair work.

“I think they deserve that amount.”

However, he added, there “was a little bit of overage” that Surrey had to cover in its budget, “and that could potentially affect services,” but none that he “can be specific about.”

Elford said it’s “challenging” when Surrey as an employer doesn’t have a say at the bargaining table, and this is “one of the main reasons I think why the model had to change.

“Tell me any other company that hires a contractor but has no control over them. I mean, it doesn’t exist other than in this model. And so it’s important that the city transitions and that we’re in a position, through the police board, to negotiate the collective agreements in the future.”

‘Peace Walk for Ukraine’ draws crowd of 500 Alex Browne Staff reporter

C

hilly and windy weather didn’t discourage some 500 people from turning out in White Rock Saturday morning (April 2) for a “Peace Walk for Ukraine” on the waterfront.

Local residents wore the yellow and blue colours of the Ukrainian flag as they gathered at Memorial Park for the walk, which travelled to East Beach and back.

Some $33,000 donated for humanitarian relief for the people of the Ukraine was raised at the event – organized by the Rotary Club of White Rock in collaboration with members of the Vancouver-area Ukrainian community and other supporters – including a sizable donation delivered on behalf of customers at Langley’s Cascades Casino,by table-game supervisor Irina Odintsova.

The money will be sent directly by the club to Rotary organizations in Ukraine to be dispersed where it will do the most good,

Among those who spoke at the partfundraiser, part awareness-raising event were Ukraine’s Honorary Consul in Vancouver, Mr. Lubomyr Huculak, while members of the Ukrainian community offered stories of the suffering of friends and family members since the Russian invasion began on Feb. 24.

Participants also saw a performance by a Ukrainian children’s choir, participated in a silent auction and enjoyed traditional Ukrainian dishes from food vendors.

Event chair and White Rock council member Anthony Manning said such strong community support showed how much local people care and understand the plight of people in Ukraine, who have “suffered terribly.”

“It is heartwarming to see how the community responded so quickly and generously regarding events that are thousands of kilometres away,” Manning said.

Sangha commented that the purpose of the Peace Walk was to show support for Ukrainian people – whether they are fighting or fleeing the country.

He said some may wind up in Canada and perhaps right here on the Semiahmoo Peninsula.

“We must help them,” he said.

Also helping to stage and participate in the event were the City of White Rock, the South Surrey White Rock Chamber of Commerce, White Rock BIA, Peninsula Arts and Culture Alliance, Sources Community Resources Society and Moby Dick Restaurant on East Beach, where owners Oleksandra Makogonska and Yuriy Makogonsky have created a hub of fundraising activity and local support.

One thing pink dogwoods have in common with pink cherry trees is that they are eminently suited for the front gardens of our houses. I’m not talking about five-acre lots. Even one-acre lots can accommodate one of those forest giants: cedar or fir trees.

As I see it, the cedar and the Douglas fir belong to the forests. They’re wonderful, beautiful trees, and, yes, they are good to help fight climate change.

And no, you’re not allowed to cut one of those forest giants down if you don’t like the way their shade interferes with your tomatoes and cucumbers and other delicious produce that you’re cultivating in your backyard.

The city won’t let you.

Earl Marriott Secondary’s grad fashion show is returning to the runway.

The event – set for April 20 – is a fundraiser for the EMS Dry Grad, which “provides the Grads a safe environment to celebrate their accomplishments with their friends after the Formal Dinner and Dance.”

According to a news release, the theme for the fashion show is ‘Back to the Future,’ and will feature more than 120 students strutting the catwalk in apparel from 16-plus clothing retailers.

The student models have been split into 18 groups. More than two dozen additional students are participating in supportive roles, including as MCs; lights and music techs; videographer and photographer; ushers; and for set-up and tear-down.

Tickets go on sale this week for the Earl Marriott Secondary grad fashion show, set for April 20, 2022. (File photo) The show – the first official grad event of 2022 – will open with the help of some four-legged friends, the release adds.

As well, the evening isn’t limited to fashion. There’ll be a a 50/50 draw and raffle, as well as a concession and silent auction featuring items donated by area businesses and EMS families.

Tickets go on sale Wednesday (April 6) at the school (15751 16 Ave.). Cost is $15 in advance, and $20 at the door.

Doors open at 6 p.m. on April 20, with the show to get underway at 7 p.m.

After two years of pandemic-induced changes, the annual Hike for Hospice is gearing up to return live at Blackie Spit Park.

In a news release, organizers confirm the 19th annual fundraiser is set for 9 a.m. till noon on May 1. The hike itself is to begin at 10 a.m.

“Not only will we be celebrating being able to come together in-person again, but this year also marks our 40th Anniversary of serving the South Surrey and White Rock community,” Amanda McNally, executive director of Peace Arch Hospice Society, said in the release.

Held the first Sunday of every May, the hike is one of the society’s biggest fundraisers, supporting its palliative and grief-support programs and services.

Darts Hill Garden open for spring-summer season One of South Surrey’s loveliest gardens is once again welcoming visitors.

Darts Hill Garden Park is open on Fridays, Saturday, and Sundays from 10 a.m. to 4 p.m. until July 31.

The garden offers visitors and ideal place to unwind, connect with nature and take in an amazing collection of rare and precious plants from all over the world, notes a release from the City of Surrey.

The garden will close again for the peak of the summer and will reopen again in the fall. Entry is by donation.

“With spring in full bloom, Darts Hill Garden Park is the perfect place to visit with your family and friends,” said Mayor Doug McCallum. “I am also glad to note that visitors can once again drop-in and visit as we move beyond the pandemic.

Darts Hill Garden Park is a 22.5-acre plantsman’s garden situated in South Surrey containing countless species and varieties of plants from all over the world. Entrance is off 16 Avenue, just east of 168 Street.

The garden was gifted to the residents of Surrey in 1994 by Francisca and

Edwin Darts, who wanted to ensure their garden was available for residents, as a place to enjoy and learn more about horticulture in Surrey. It is jointly operated by the City of Surrey (Park Partnership Section) and the Darts Hill Garden Conservancy Trust Society.

Darts Hill Garden Park and The Glades Woodland Garden are the City of Surrey’s two feature gardens.

COVID-19 cited for drop in canned, bagged donations

A Surrey cat shelter is appealing for donations to help fill the shelves of its food bank.

On Facebook March 29, the Surrey Community Cat Foundation (SurreyCats) said that COVID-19 put a damper on donations “and people are struggling to feed their cats and the strays they feed.”

“COVID-19 has been tough on both people and animals,” SurreyCats program manager Lubna Ekramoddoullah said in a news release.

“The pandemic has prevented people from regularly donating to our pet food bank, which has caused our food stock to be dangerously low.”

The foundation partners with the Surrey Urban Mission and local stores to assist cat guardians who need help to feed the animals in their care.

Cats that don’t get enough to eat are at a higher risk for illness and death, Ekramoddoullah noted.

“We’re asking the public for cat food donations to feed these starving animals. Through their donations, community members can have a direct impact on improving the health and welfare of these cats.”

Appreciation event marks second anniversary of short-lived practice

Two years ago, at the dawn of the COVID-19 era, the banging of pots and pans – particularly in the early evening – became a ritual celebration of the hard work of our health care workers in the midst of a galloping global pandemic.

But while the custom has since subsided among a COVID-weary population, it returned – with suitable clangour – to the grounds of Peace Arch Hospital on Wednesday morning (March 30).

Members of the Peace Arch Hospital Foundation joined sponsor Oceana PARC/PARC Retirement Living, and co-sponsor Green Coast Coffee in a symbolic coffee and pot-banging appreciation event just

outside the hospital’s McCracken Courtyard.

Hospital workers took a brief respite from work, in the morning sunshine, to line up for complimentary coffee and a symphony of pots and pans wielded by senior Oceana PARC management and residents of the complex.

Foundation corporate and community philanthropy officer Elodie Bezubiak told Peace Arch News the event was an opportunity to share with the community that, while many believe that COVID is something we can now put behind us, “it’s very much alive here and around the world every day – the work of fighting it continues.”

A clothing drive to mark Prevention of Violence Against Women Week (April 1016) is underway in White Rock, and there are a handful of locations set up to accept donations.

The Violence Prevention Women’s Clothing Drive is hosted by White Rock RCMP Victim Services in partnership with Sources Women’s Centre, Sources Community Resource Centres and the City of White Rock.

Through April 22, donations of new and gently used women’s clothing and accessories are sought, to assist women of domestic and gender-based violence to get back on their feet.

Donation bins have been placed at White Rock RCMP Detachment (15299 Pacific Ave.), White Rock Community Centre (15154 Russell Ave.) and the Kent Street Activity Centre (1475 Kent St.).

Items needed include comfortable shoes; new underwear and socks; gently used or new bras; rainwear and light jackets; unopened toiletries and personal-hygiene products.

As well, a drive-thru drop-off and information booth will be set up at the detachment on April 13. From 10 a.m. to 5 p.m. on that day, victim services staff and volunteers will be on-hand to accept donations, and provide information on the prevention of gender-based violence, referrals for community programs and resources that assist with resiliency and empowerment of women.

All items collected through the drive are to be donated to Sources Women’s Place clothing-exchange program, and distributed as needed throughout the community.

Autism research at Surrey Memorial gets $1M boost Lauren Collins Black Press Media

A Simon Fraser University researcher is part of a group that has received nearly $1 million for a study that “could set the stage for new therapies to help children with autism,” according to a release from the university.

Dr. Teresa Cheung, a researcher with SFU’s ImageTech Lab at Surrey Memorial Hospital and Dr. John Welsh, a neuroscientist at the Center for Integrative Brain Research at Seattle Children’s Research Institute, are the recipients of a nearly $1-million Canadian Institutes of Health Research (CIHR) grant.

“This is a strong commitment to study autism in a unique way that is not replicated anywhere in the world,” said Cheung, who is also a clinical neuroimaging scientist with Fraser Health and assistant professor of professional practice at Simon Fraser University.

“There has been little study of human brain circuit function because the methodologies and technology haven’t been widely available.”

Cheung and Welsh will carry out the research at SFU’s ImageTech Lab at Surrey Memorial Hospital.

The project will be a four-year study that uses eye blinking to establish links between a child’s ability to show associative

learning and various neurological conditions, such as autism and motor and intellectual disability.

“All we need children to do is sit and watch a fun movie while we measure the magnetic fields created by their brain,” Cheung said. “We can involve children of all abilities – not just those with the highest abilities – because the activity is relatively passive.”

Welsh, who is also a professor of pediatrics at the University of Washington, said new technology has opened up many possibilities.

“We now have tools with the sensitivity to record activity deep in the brain at the speed that the brain actually operates – more than 100 times every second,” he said.

“This is what has been sorely needed and opens up a new frontier.”

Autism affects the development of the brain and changes how a person communicates socially, their sensory experience and how they learn and behave.

It can be evident as early as two years old, according to Fraser Health.

April is World Autism Month and April 2 was World Autism Awareness Day.

Surrey council awarded $7.3 million in road project contracts on March 28, including two major road network paving packages and a third contract related to intersection improvements.

The city’s engineering department recommended that council award BA Blacktop Ltd. $6,009,110.39 in contracts.

The first is for $2,740, 290.92, with a set spending limit of $3,050,000, for arterial road paving at 152 Street between 78 Avenue and 79 Avenue, and on Fraser Highway between 152 Street and 160 Street and 195 Street to 196 Street.

Scott Neuman, Surrey’s general manager of engineering,

said the projects along Fraser Highway won’t be impacted by the Surrey-Langley SkyTrain project.

The contract work is expected to begin in April and be completed by June with construction permitted for both packages between 7 a.m. and 10 p.m. Monday through Friday.

The second contract is for $3,268,819.47, with a spending limited to $3.6 million, for collector road paving at 60 Avenue between 168 Street and 176 Street, and arterial road paving at 140 Street between 84 Avenue and 88 Avenue; 144 Street between 60 Avenue and 64 Avenue; and on 16 Avenue between 144 Street and 152 Street.

“The construction package

related to this contract consists of repaving of arterial and collector roads to maintain a state of good repair,” Neuman states in a corporate report to council.

The work is expected to begin in April and be completed by August.

Meantime, council awarded $1,308,948.90 to Cancon Construction Ltd. for intersection improvements, with the expenditure limit set at $1,440,000.

This is for new traffic circles at 63 Avenue and 166 Street, 60 Avenue and 166 Street, 63B Avenue and 190 Street, and intersection improvements at 168 Street and 64 Avenue.

All told, the contracts before council totalled $7,318,059.29 with a combined expenditure limit set at $8,090,000.

Surrey city council recently authorized nearly $13 million in public works expenditures for pump station upgrades in Newton and sanitary and drainage improvements for Whalley, Port Mann and Ocean Park.

This was done without debate.

Council awarded a $6,145,131.30 contract to the Tritech Group Ltd., and set the expenditure limit at $6,759,700, for mechanical and electrical upgrades to the Newton Pump Station at 6275 128 St., Newton Reservoir Park.

The pump station was built in 1983.

“The upgrades will improve

the pump station’s efficiency and reliability through the installation of new, high efficiency pumps that are controlled using modern instrumentation and electrical equipment,” Scott Neuman, Surrey’s general manager of engineering, explained in a corporate report to council.

Work on this project is expected to start in March and be finished by spring 2023. The contract allows for construction from 7 a.m. to 10 p.m., Monday through Friday, in compliance with the Surrey Noise Control Bylaw.

Council also approved a $5,656,490.96 contract for Cote & Son Excavating Ltd., with an expenditure limit of $6,222,140 to replace aging

and undersized infrastructure.

Work will include 437 metres of storm sewer upgrades on 124A Street and 124B Street from 99A Avenue to 100 Avenue, on 100 Avenue from 124 Street; 1,460 metres of sanitary sewer upgrades 103 Avenue to 104 Avenue, 124A Street to 127B Street; and 765 metres of sanitary sewer upgrades on 100 Avenue between 124 Street and 125 Street.

In Port Mann, work will be done on the Roxburgh Odour Control Unit on Roxburgh Road and in Ocean Park will see 78 metres of sanitary sewer upgrades on 127A Street from 1914 to 1941.

Construction is set to start in April and be done by the spring of 2023.

Surrey youth showcase goes June 3 An annual showcase to highlight “the positive impact youth have on the city” is set for June 3 at Surrey City Hall.

The Surrey Steps Up event will feature groups who received community action project grants, demonstrating how they have used the funds to ‘step up’ in their communities.

As part of the 2022 initiative, Surrey Steps

Up partnered with Equitas to provide five $500 grants.

Applications are being accepted through Thursday (March 31) at the Surrey Schools Protecting Surrey Schools Together website (psst-bc.ca/ssu22), and groups will be selected on April 1.

PUBLIC INFORMATION MEETING 1164 Elm Street — Hosted by Ciccozzi Architecture (Applicant) The purpose of the meeting is to introduce a Rezoning and Major Development Permit application which, if approved, would enable the construction of a multiunit residential building consisting of 12 dwelling units (7 townhouse units and 5 rental units) at 1164 Elm Street. Surrey Pride Festival will return this summer as an in-person event at Central City Plaza.

On Saturday, June 25, the festival promises an eclectic lineup of entertainment for 2022, with Prospera Credit Union confirmed as the presenting sponsor.

“It is our vision to host events throughout the month of June in each of our city’s town centres, culminating with the festival,” event organizers say.

“This year our entertainment is ALL local talent,” adds a post on Facebook. com/SurreyPrideBC. “We really don’t realize how much talent resides within the city of Surrey. From rock n roll, to country, to hip hop, to disco and many other genres – yes, you will get to see them LIVE and in person on June 25.”

The goal is to make Surrey Pride 2022 “the most inclusive and accessible Pride to date.

The booths will be set up on 102 Avenue, directly in front of the Surrey Central/ SFU Plaza, for a festival that will run from 4 to 9 p.m. on June 25.

ther Desert Cities might seem to be a play all about conflict – but director Julianne Christie says it’s really all about love.

Jon Robin Baitz’ dramatic, yet often darkly comedic, Broadway hit tells the story of a family who are deeply divided by political beliefs and a shared history of tragedy, but still share bonds of love.

The latest offering of White Rock Players Club – produced by Dianna Harvey – Other Desert Cities runs until April 23 at the White Rock Playhouse, 1532 Johnston Rd. Set in Palm Springs in 2004, during the Iraq War, it shows what happens when liberal writer Brooke Wyeth returns home to visit her family during Christmas.

Her father Lyman Wyeth (a cowboy actor who later served as a U.S. ambassador) and her perfectionist mother Polly are staunch Republicans – part of the Ronald and Nancy Reagan circle.

Her brother Trip is a Hollywood producer of ‘reality TV’ and her aunt Silda Graumann is an alcoholic prone to highly erratic behaviour.

Brooke, herself, is coming home after six years away – some of which she spent in a mental hospital, trying to come to terms with the past.

And she has a bombshell to reveal to her parents – she has written a tell-all memoir guaranteed to open bitter wounds about the circumstances of the death of her beloved older brother Henry.

“That’s the thing about emotional luggage – you always end up taking it home with you,” Christie told Peace Arch News.

Despite loss in PJHL Stonehouse Cup final, ‘expectations go up’ says coach

The White Rock Whalers’ Pacific Junior Hockey League season ended last week (March 30) after their opponents, the Langley Trappers, scored the leaguechampionship clinching goal with just 35 seconds left in what was to that point a tie game.

A day earlier, it was White Rock that was on the receiving end of some puck luck, winning Game

4 – and avoiding a four-game sweep – after a would-be Trappers goal, that would have tied the contest, was waived off with just 16 seconds left in the third period due to a penalty being called on the play. “(Langley) did a good job. They found a way to score late… and we’ve been on the other ends of that during the playoffs, too,” said Whalers head coach Jason Rogers.

“They’re very structured, very similar to us in a lot of ways. It was a good series. We would have liked for it to have gone a little bit longer,

but that’s the way it goes.”

Rogers noted that though his squad played well, their inability to score more than twice per game was ultimately their undoing.

“That was the struggle for us, getting over that hump (offensively)… three goals seemed to be enough to win a game.”

In Game 5, Chris Fortems opened the scoring for White Rock 7:22 into the first period to give the visitors an early lead, but in the second period, the Trappers – who also won the PJHL regular-season

title, with just nine regulation-time losses in 44 games – tied the score on a goal from Nicholas Cormack, who scored on a rebound.

White Rock still led after 40 minutes, however, thanks to a goal from Cole Svendson – who also assisted on Fortems’ tally – but in the third, Langley was the only team to score. First, Ryan Tong tied the game 4:08 into the period, and then Anthony Bosnjak scored the series winner with 35 seconds left to secure the win and the Stonehouse Cup.

The Whalers played their two home games in the series at South Surrey Arena, rather than their usual home at White Rock’s Centennial Arena, due to the ice being taken out of the latter rink. The team went 1-1 in their unfamiliar new home, and Rogers said it wasn’t an issue, despite the fact that South Surrey’s ice sheet is Olympic sized, compared to the smaller sheet at Centennial.

The Surrey Eagles find themselves in a hole after losing the first three games of their BC Hockey League playoff series against the Nanaimo Clippers.

The two clubs opened the first-round, best-of-seven series Friday at Nanaimo’s Frank Crane Arena, with the Clippers edging the Birds 3-2. Game 2, played Saturday night in the Hub City, was a wild, offence-filled affair, with the home team scoring in bunches en route to a 7-4 victory.

The series moved to South Surrey Monday night, where the Clippers won 3-1 to take a commanding 3-0 lead in the first-round showdown. Game 4 was played Tuesday night at South Surrey Arena after Peace Arch News’ press deadline.

In Saturday’s 11-goal outburst, Surrey scored first – White Rock’s Buddy Johnson notched his first of the playoffs – but Nanaimo responded with three unanswered goals to take 3-1 lead at the first intermission. “Battling back is a crucial part of playoffs… We just need to establish a lead early and find our game before they do,” he said.

Bayside to host provincial ‘We’re proud of what we’ve done’ club rugby championships Nick Greenizan Staff reporter

The main event of the provincial rugby club season will be held on the Semiahmoo Peninsula later this spring.

On Thursday, BC Rugby announced that South Surrey Athletic Park – and the Bayside Sharks rugby club – will host the 2022 BC Rugby Senior Club finals on May 7.

In total, the day will feature seven different championship games from the association’s senior leagues, highlighted by title tilts for both women’s and men’s premier divisions. The busy day of competition, a news release notes, will also be an opportunity for Bayside to show off its long-awaited, newly built clubhouse, which is located on the west side of the park’s two rugby pitches, just south of 20 Avenue.

A beer garden will also be set up for the event.

Before White Rock and Langley squared off, Whalers owner Ronnie Paterson heaped most of the praise for the team’s rapid success on head coach Jason Rogers and his staff.

“We knew that we could ramp it up fairly quickly. We didn’t really give ourselves a timeline but we know how passionate and dedicated our coaches are, so I was always confident we could raise our standards relatively quickly,” he told Peace Arch News.

In speaking with his players after

the final game, Rogers said he was sure to note how far the team had come in such a short period of time.

“It’s hard emotionally, because you just lost a heart-breaker in a final series… and it might sting a bit more for the 20 year olds who won’t be back next season, but these guys who’ve been around a long time – Butch (La Roue) and (Matthew) Burry – I think it’s important for them to be proud of what they accomplished,” Rogers said.

“Because we’re proud of what we’ve done. It’s hard to get better and better every year, but that’s the goal and we’ve managed to do that so far. And the guys who helped build that culture and that environment should be proud of that… even if it’s hard for them to hear it right now.”

Though the team will lose a number of graduating players, there is potential for the team to return a core group of as many as a dozen players next season, Rogers said.

But though the players may return, one thing has changed, he noted.

“Now, expectations go up, because we’ve been there before.”

Mary passed away suddenly on March 25th in her 73rd year.

Mary leaves behind her twin sister Frances, 2 brothers Michael and Roger, 3 children Guye (Kim), Melodie (Steve), and Teeka, 5 grandchildren Dani, Ty, Marek, Rajka and Jett, her 2 beloved cats Neko and Chester, 1 nephew Chris (Erin), 2 nieces Melissa and Merina, 2 great nieces Makenna and Harper as well as many relatives and friends around the world. Mary was pre-deceased by her Mum Nora, son in-law Alvin and her special friend David “Russ”.

In loving memory of Garrett Patrick Gable born Feb. 23 1953. Gary passed away November 19, 2021 surrounded by love. Gary was a loving husband, father, grandfather, brother and uncle. He will be missed and in our hearts forever with love.

Funeral Mass was held at Good Shepherd Catholic church in South Surrey on April 6th.

Jean Douglas October 6, 1919- March 29, 2022 It is with great sadness that our family announces the loss of our Mother, Grannie and Grannie-G. She remained engaged and alert for her 102 years for which we are grateful. Jean, who was predeceased by her husband, Gerry, passed peacefully after a short stay in the Peace Arch Hospice tended by their compassionate staff She leaves behind her loving daughters Lynda Brown (the late Jack), Bobbie Farquhar (Donnie) and Arlene Morris (Jamie) and 7 adored grandchildren and 19 greatgrandchildren. Our 40 strong clan benefitted from Mom’s positive and cheerful outlook on life; her sage advice only when requested and her unwavering belief in us. Mom was born in London, England and spent most of her youth in Edmonton, later moving to Vancouver where she met her beloved Gerry. For many years, Jean lived and volunteered in White Rock, BC, and worked in several small business environments while participating in a variety of activities in the community. She loved to cook, sewed beautiful dresses for her daughters’ special occasions and knitted sweaters for her grandchildren. Later she was fortunate to spend the next two decades in a townhouse complex where family, friends and neighbours infused her life with affection, generosity and laughter. Our family offers heartfelt thanks to the many Fraser Health nurses who helped her over these last few years. If you wish to make a donation in memory of Jean, please do so with your favourite charity. A family graveside service will be held at a later date.

JARVIS, Marcus Dennis BRIAN May 22, 1928 – March 27, 2022 Brian was born in Croydon, England to parents Frederick and Muriel, younger brother David and older sister Jennifer who have both predeceased him.

As many of that g e n e r a t i o n d i d, h e emigrated to Canada in 1951 after the Second World War, eventually ending up in Vancouver where he married Minka, a fellow émigré from Holland, in 1954. She sadly passed away in 2007.

Together they had six children: Michael (Diane) deceased, Anne (Randy), Richard, Philip, David, Vincent (Julie), four grandchildren Lindsay (Brandon and great-grandson Nolan), Stephanie (Adam), Austyn and Keigan.

Brian’s lifelong career in the airline industry began with Dehavilland and A.V. Roe Canada and ended with Canadian Pacific and CPAir as the Manager of Line Maintenance, International.

Through the years he and Minka enjoyed travelling, attending many concerts performed by the Vancouver Symphony Orchestra, and sailing his self-built Fraser 30. He was an avid gardener always looking forward to spring and the next planting season for his beans and prize tomatoes, as well as his many roses. He was also a great cook, making canned salsa and tomato sauce from his abundant crop, and was the family authority for making pastry, especially his sausage rolls and Cornish pasties.

The family is thankful he was able to remain in his home largely independently until the final months with help from family, caregivers and the Fraser Health team. th

In loving memory of Alfred Clement DuMont August 20, 1930 - March 29, 2022 Although profoundly saddened, it is with joy that we celebrate and remember the life of Alfred Clement DuMont.

Devoted husband, father, grandfather and brother, Alfred passed away peacefully at home on March 29th in White Rock, BC at the age of 91.

He will be forever remembered by his beloved wife Marguerite, with whom he recently celebrated 61 years of marriage, his children Denise (Gim), Lisa (Ken), Alison (Scott) and Marc, and his grandchildren Kristina, Bryce, Lucas, Christian, Jennifer, Sarah, Kate, and Noah.

He is predeceased by sisters Sr. Rosalie C.S.J.P., Helen, Elizabeth and Isabelle and brothers Mark, Robert, Carl, and Paul.

Born in Nakusp, BC on August 20, 1930, Alfred was the 9th child of Marc Aurele DuMont and Elizabeth (nee Wellie). Alfred travelled to Vancouver in 1943 to attend Vancouver College and graduated from UBC in 1953 with his Bachelor of Science, Forestry. Alfred maintained lifetime friendships with many of his Forestry classmates.

In 1959, Alfred met his Marguerite while she was working as a lay apostle for Bishop O’Grady in Terrace, BC. They married in 1960 and theirs was a marriage rooted in deep love, faith, mutual admiration, and respect. Alfred’s entrepreneurial spirit and sense of adventure led him to work in Terrace, BC, Hudson Bay, SK, Abbotsford, BC and western and southern Turkey. He founded Westree Custom Cedar Products in 1982 in Abbotsford, BC and grew the business for over 3 decades with his son

Marc. While most of his career was devoted to forestry, Alfred’s passion for flying small aircraft led him to own and manage Abbotsford Air Services at the Abbotsford Airport from 1973-1980 where he also served as a director of the Abbotsford Airshow.

Alfred was a wonderful father. He had a great curiosity about virtually everything and took a keen interest in all of his children’s pursuits.

Hunting and fishing were two of his favourite pastimes.

In later years, Alfred and Marguerite divided their time between their homes in White Rock, Peachland and Indian Wells, CA. Alfred served his communities in many ways including as a Rotary and Board of Trade president, and a Grand Knight in the Knights of Columbus. Both he and Marguerite were ushers at Good Shepherd Parish in White Rock for 17 years.

He lived his life guided by a deep and abiding faith. He was a man of tremendous integrity, and many experienced his quiet generosity in times of need. He will be missed by everyone whose life he touched.

Mass of Christian Burial will be celebrated at Good Shepherd Parish (2250 150th Street, Surrey) on Thursday, April 7th, 2022 at 11:00 am. Reception to follow. Burial will be at The Gardens of Gethsemani at 2:00 pm.
