25-year-old woman dies in crash

Ground broken for new high school

A fatal crash closed the Trans-Canada Highway for several hours near Mays Road in Duncan early on Dec. 16.

Just before midnight, the North Cowichan/Duncan RCMP were contacted by a passenger who advised they had just been involved in a collision. The passenger said they were currently trapped in the vehicle, and the driver had been thrown from the truck.

The police attended immediately and located the vehicle down an embankment off the southbound lanes of the TCH where it had come to rest on the driver’s side.

When officers arrived on scene they found four uninjured occupants still inside the vehicle who were unable to get out.

BC Ambulance Service and North Cowichan Fire Department personnel attended and helped remove the trapped passengers.

unicipal councils should not have to determine their own salaries.

I’ve covered local government council meetings on the Island for decades now, and one of the topics that seems to cause the most consternation amongst council members at these gatherings in all the municipalities is their responsibility to determine their own remuneration.

North Cowichan’s council had a discussion over the issue at the committee of the whole meeting on Dec. 6 after the municipality’s last council decided in 2018 that the next review of council’s remuneration be conducted prior to the next municipal election, which will be held this coming October.

But, as I expected, council members were hesitant to move forward with a review at this time, largely because if the review determined that council members should get a raise, it likely wouldn’t be perceived well by the voting public in North Cowichan with just months to go before many or all of them will be running for re-election.

It was pointed out by a number of councillors that the expected tax increase next year could be as high as

eight per cent, and with many voters still struggling with their finances as the COVID-19 pandemic continues unabated, giving themselves a raise might be seen as somewhat callous and could cost them a lot of votes.

They’re not wrong to come to that conclusion because anytime the topic came up over the years and I wrote about it, there’s always a lot of feedback calling council members “pigs at the trough” and much worse for even considering giving themselves a raise.

So council decided to kick the can down the road and it’s expected to be revisited early in the new year.

I should point out here that the mayor’s salary in North Cowichan is currently $77,854 a year, while councillors make $28,025, which is really not a lot of money compared to all the work they do.

I’ve heard it said that being a

council member is really only a part-time job, but I don’t think many people appreciate how time consuming and arduous these roles have become.

It’s not uncommon for the agenda for regular council meetings, which usually go on for many hours, to be more than 600 pages of dry staff reports on numerous projects and issues, schematics, diagrams, letters to council and much more.

I typically pay attention only to the reports that I think are of public interest and don’t spend much time reading about people looking for permission to add rooms to their dwellings, and other such applications to the municipality, unless it’s a contentious issue in the neighbourhood.

But council members have to read each and every report for council meetings, plus the agendas for the committee of the whole and other meetings which are sometimes as long as the ones for the regular council meetings, and be prepared to speak intelligently about them at the table in long meetings.

They are also required to attend events in the community, which often take place in the evenings and on weekends, and be prepared

to take calls from, and deal with, residents 24/7.

Council members typically have to work at least 40 hours a week, and some of them work much more than that, and the salaries they are now receiving don’t match up with the increasing demands the job requires.

I’ve heard it suggested that the Ministry of Municipal Affairs and Housing, or some other provincial organization, be given the task to determine the remuneration for council members in B.C.’s many municipalities and take it out of the uncomfortable hands of councils, but you can be sure that many would still see some sort of skulduggery even with that.

I think the best solution, and one that was brought up at the COW meeting, is to form a committee of citizens in North Cowichan and have it be responsible for determining council’s remuneration.

That would take the pressure off council members to make those decisions, and voters will feel they have a say in the process.

Safety and shelter for women in Cowichan is a year-round concern

The holiday season is stressful for many, and even more so for victims of domestic violence, says Adria Borghesan, the program supervisor for Cowichan Women Against Violence Society’s shelter and housing programs.

Borghesan said when COVID-19 first began, it forced many victims of abuse into staying at home, often trapping them with their abusers and without the help they need.

“It was a horrible time,” Borghesan said. “They don’t have their usual outlets and don’t have their usual support and for a lot of women they’re stuck at home with their abusers and there’s less opportunity to seek help and stay with other people.”

The restrictions eased and many sought the help they need but during the holidays, Borghesan said she sees a shift.

“Shelters are pretty quiet at this time of year,” she said. “It’s the one time of year families want to try again, will open doors, bring loved ones back, with a huge amount of stress though.”

At the same time, donations are at their peak.

“The response from community is incredible this time of year,” she said. “We get so much stuff, we end up drowning in stuff and it’s really

(Google maps) hard working with unhoused women where it’s almost too much at one time and it ends up that litter is being put back in the community because women have to carry it with them everywhere.”

What would be helpful, she said, is if those willing to donate would consider stretching it out over the year.

“Everything kind of dries up for February, March and onward,” she said. “How do we keep that motivation, momentum but spread it out over the year? Especially things like razors and underwear and just the bare basics.”

Inevitably though, the number of women needing shelter and/or services picks up again in the New Year.

“I think, especially for women, tensions are really high this time of year. There’s always so much expectation about the holidays and family stuff. With it brings all these feelings of failure and you’re not good enough and all these things. It’s so

much energy just to suck it up and get through it and do everything you need to do and then this huge crash after.”

That’s when the shelter begins to see more clients.

Thanks to COVID, capacity has been halved in the shelters, due to health protocols, Borghesan noted.

More and more people need the services but there’s not nearly as much room and funding for more isn’t as easy to come by as earlier in the pandemic.

“We had a pretty amazing response last year. Governments really stepped up, there was a lot of funding available for COVID support knowing we had less capacity,” she said. “It’s dried up this year, it feels like there’s so much less available. For unhoused women it’s actually worse right now than it ever was before. Long gone are the days you can go sit in the library or the community centre, even Tim Hortons to just get a break for a

couple hours to just warm up. We’ve lost all these places now.”

COVID and COVID-related staff shortages and cuts are simply closing doors.

The women’s shelter moved to the old VIU campus near Superstore in September but they’re only there until September 2022.

“It’s amazing. It’s totally transformed how we’re doing shelters,” Borghesan said. “It’s been life-changing for our women.”

Even so, the pandemic has put limits on capacity. Shelter staff are constantly looking for ways to do more outreach. The community really needs it, Borghesan said.

“There’s so little [housing] in the community right now. There’s such a disconnect and people aren’t seeing that. What’s really scary for me is that it’s not just the typical homeless people on the streets anymore.

Families are living in hotels. Everyone’s getting this push out because of high rental costs etc. It’s unbelievable how many people are getting affected but we are continuing to scapegoat the really visible perceptions of the drug addicted and people causing the problems, which is really 10 per cent of the overall picture. It’s just shocking. We’re seeing women and people in our community with horrible cases of frostbite. This should not be happening. We so desperately need more housing,” she said.

Residents on Vancouver Island woke to a magnitude 3.8 earthquake shortly after 4 a.m. Friday, Dec. 17.

The early morning shake was reported 17.3 km deep and 12 km northeast of Ganges, off the east coast of Vancouver Island, according to the U.S. Geological Survey.

Online reports show people feeling the rumble up and down Vancouver Island and as far as the Lower Mainland.

“I was checking my security cams half awake tripping out thinking someone knocked a door down somewhere and shook the foundation of my house,” one person posted on Reddit. Other people said they were roused by a sudden jolt or the sound of pictures on their walls and their closet doors rattling.

Earthquakes that fall between a 3.5 and 5.4 magnitude are often felt, but rarely cause damage, according to Earthquakes Canada. The possibility of damage to poorly constructed buildings usually begins at 6.0 and overall serious damage at 7.0.

Cowichan Tribes’ members to vote on education jurisdiction agreement said Stephanie Atleo, the First Nation’s education jurisdiction negotiator.

After 15 years of negotiating with the federal government, Cowichan Tribes members are voting on an education jurisdiction agreement and law-making protocol that, if passed, will return the inherent right to govern education to their community.

“This will allow us to create our own curriculum; meaning more culture, land-based learning and Indigenous ways of knowing,”

law-making protocol is the first step.

If approved, Cowichan Tribes will begin drafting laws outlining what on-reserve education will look like.

The community will then have an opportunity to review, provide input and approve these laws.

Cowichan Tribes is one of 13 First Nations in B.C. that has been negotiating with Ottawa to return education authority to their jurisdictions.

Recycling centres in the Cowichan Valley Regional District are now able once again to collect glass, but the collection of Styrofoam is still suspended until further notice.

Starting Dec. 20, Recycle BC has resumed collection of glass at all Recycle BC depots, including Bings Creek, Meade Creek and Peerless Road Recycling centres in the CVRD. Due to the unprecedented flooding and resulting road closures, recycling centres in the Cowichan Valley announced on Nov. 22 they would be unable to accept glass and foam packaging for the time being.

With transportation corridors compromised due to road closures at the time, these materials couldn’t be moved reliably from receiving facilities to end markets.

Flooding had ceased operations at the primary glass recycling facility in the Lower Mainland, and had affected the availability of trucks for hauling materials, further compounding these challenges.

After last month’s catastrophic flooding along the Chemainus River on land belonging to the Halalt First Nation, the First Nation has taken action to help deal with future flooding events.

Speaking to North Cowichan council on Dec. 16, Mayor Al Siebring said that as part of efforts to mitigate water levels during flooding, the Halalt First Nation has asked that the E&N rail line that runs through the reserve be breached to allow more free-flowing water through.

He said Emergency Management BC agreed and two holes have been punched in the rail line.

“This was done under the understanding that the breaches will be rebuilt by the province under the engineering supervision of the Island Corridor Foundation [which owns the rail line] to standards acceptable to the foundation,” Siebring said.

“That work is now being engineered and may involve placing some culverts in the breaches to prevent the need to have to do this again.”

More than 175 millimetres of rain fell in the Chemainus area over a two day period on Nov. 14-15 as an atmospheric river made its way over southern Vancouver Island, causing the Chemainus River to overflow its banks and flood farms, homes and businesses and closing roads in the area.

Siebring said the two new breaches in the

rail line have created other issues in regards to flood mapping along the Chemainus River.

The Cowichan Valley Regional District has recently completed a flood-mapping exercise for the Chemainus River flood plain, but Siebring said that exercise was predicated on the rail line acting as a dam for some of the water flows.

“Now that’s no longer the case and with the culverts in place, it will continue to be no longer the case,” he said.

“The flood-mapping exercise may have to be redone. The CVRD is now in discussions with the province on who will pay for the next round of flood mapping.”

Too much Xmas?

M

ost of us look forward to this time of year.

Christmas carols, Christmas trees, events packed into every weekend, the lights, the food, the shopping and on and on.

But like a kid anticipating their birthday, sometimes it can become overwhelming, to the point where we find that during some of these things we’re supposed to enjoy we feel merely uncomfortable or even let down.

Sometimes we can feel obligated to try to pack in every event or tradition that we’ve ever enjoyed during the holiday season, plus the new things that look like fun. More is better, right? You’ve enjoyed these things in the past, so they should give you a warm and happy feeling again, goes the logic.

But we can take on too much, especially this time of year, leading to us barely remembering the holidays, let alone enjoying them.

It can be really difficult, but sometimes truly celebrating the season can mean paring down your to-do list. If there are too many great things on the list, they can quickly become not so great.

So if you’re feeling overwhelmed this Christmas, you’re not alone. Try just stopping for a few minutes to re-evaluate what you’ve got planned and how you’re feeling about it. If it feels more like an obligation than like fun, maybe consider crossing it off this year’s list.

It’s also a good idea to not put pressure on those around you to enjoy Christmas, or else. This time of year can be hard for some people who may not have jolly memories, or may be struggling with their present-day circumstances.

Acknowledging this and letting people feel how they feel is important. They may already feel out of step because of the constant messages about how we’re all supposed to be merry and bright. You don’t want to add to that.

Save big cedar on 1st Street in Duncan On my way to the airport to catch a flight to San Miguel when I received some disturbing news. The caller said that the giant cedar on First Street near Jubilee was going to be cut down as the developer’s arborist claims it’s hollow inside. The new tree bylaw allows for large trees to be removed if they are considered hazardous.

If in fact it is actually hollow, I don’t believe that necessarily constitutes a danger. The lifeblood of a tree flows through the cambium which is in the outside layer just inside the bark.

Bamboo,which can be stronger than steel, is hollow. In many parts of the world bamboo is used for scaffolding for tall building construction.

One of the largest trees in Western Australia is the red tingle. The inside of these trees is more flammable than the outside and after a forest fire all that often remains is the shell of the trunk plus the canopy. I went inside one that resembled a cathedral with a black, vaulted ceiling. They continue to thrive for decades.

The cedar on First has already been topped so there is no chance of it blowing over. It will just require selective pruning periodically to manage the weight on the lateral limbs.

Before developers start to build they like a clean slate. All vegetation and soil are removed. When the building nears completion, if you are curious as to where the gardens will go, just watch where all the construction rubble gets dumped. That will be the garden. I’ve observed this numerous times and once again after

the condo was built on Second Street a few years ago. The landscaper was planting maple trees directly on top of chunks of asphalt and concrete in about 10 inches of soil. After taking photos I questioned whether he felt those trees would prosper. He seemed perplexed and insulted that I would question his planting technique. He thought briefly, smiled and then cordially replied. “Don’t worry sir, I’m only planting trees with short roots.” According to Peter Dinter, on his CBC gardening program, the average lifespan for newly planted trees in harsh urban environments is eight years.

The elderly are very vulnerable in our culture. Be it trees, buildings or people. The future of this magnificent arboreal giant should be respectfully safeguarded. Alas, I fear that it will be gone by the time I return to Duncan. I already feel sadness and shame.

City ignores residents on homeless cabins Recently the City of Duncan voted on placing a homeless camp amongst a residential section of the city. A petition of 600 taxpayers was taken to the council meeting and a large number of taxpayers spoke at the meeting against this proposal.

The reason for the opposition is obvious to every citizen of Duncan who would not want this facility in their neighbourhood.

However, against the wishes of the taxpayers, who pay the cost of running the city, the councillors voted in favour of the proposal by a 6-1 margin, consisting of six councillors and the mayor. The only dissenting vote was Councillor Garry Bruce, himself a longtime

citizen of the city.

I wish to draw this to the attention of all of the tax paying citizens of Duncan so they know the council does not listen to the paying citizens of Duncan.

I hope people will keep this in mind when the elections come around in November 2022.

Fear for seniors in area of new homeless cabins I don’t understand the council not listening to their taxpayers.

I wrote this email to everyone on council except Garry Bruce, he understands the plight of the senior people living in the area of

Trunk Road. The area that council approved for the new homeless cabins is used every day by the seniors living in this area; they walk to town to shop and spend their hard-earned money that they worked for all their life. Now I am concerned for their safety when walking by 610 Trunk Rd. A petition with over 600 signatures did not sway the council. Thanks to Garry Bruce for understanding.

I attended the Zoom meeting of the Cowichan Housing Association.

I listened very carefully and agreed that the homeless need help finding housing. The idea of a house and three meals a day sounded really good. I agree with council member Brooks, they need a place to live, but right in the middle of heavy residential is not the place.

One question asked the Cowichan Housing Association was are they going to allow drug use on site, the lady answering tried to beat around the bush till a person said “answer the question,” which she said “yes”.

That put more fears in the area seniors.

Look at Bell McKinnon planning good idea I would like to express my support of Councillor Justice in asking the planning department for an opinion on the impacts of development around the new hospital site on Bell McKinnon Road.

Even keeping development of

this area to a compact version with homes for 2,400 people is going to have massive repercussions: increasing urban sprawl, the economic fortunes of other nearby urban centres, and the rural quality of North Cowichan — something that is central to our identity and highly valued by most citizens.

Judging by their full-page newspaper ads the pro-development lobby deems even this exponential growth to be insufficient. Their vision of North Cowichan’s future is through the lens of their bottom line, but growth at that level in this neighbourhood will jeopardize the very qualities that make North Cowichan special.

Award for best Christmas card goes to…

A

s some of you may already know, I love getting snail mail. It just makes my heart happy to anticipate the arrival of and then to receive things addressed to me. It’s been a joy of mine for as long as I can remember. I don’t even particularly hate flyers. I mean I don’t yearn for them but they don’t bug me as much as they bother others.

Anyway, I got a Christmas card in the mail the other day and it is the one I look forward to most every year.

My cousin Kendall takes the time every season to draw a scene on the inside of the cards she sends, along with a handwritten account of three interesting facts pertaining to the holidays and traditions from around the world that she’s dutifully researched.

My sister told me she received hers as well and that it’s the only one her teenagers are ever excited to receive.

They’re very special and personalized cards and she sends roughly 40 of them out to friends and family each year.

I knew I wanted this column — my last one before Christmas — to be about the spirit of giving, but it didn’t occur to me until I sat down to actually write it that my cousin’s annual tradition truly fits the bill.

I don’t see this cousin much. In fact I don’t know when the last time it was that I saw her in person but I know

it’s been years. I’m touched she cares enough to send me a card at all! I texted her to thank her for the card and then, ever the reporter, I started asking her a ton of questions about it.

I mean who doesn’t want to be interrogated by their older cousin?

She told me this year she drew 40 cards.

Holy cow. Just writing “Merry Christmas” or “Happy Holidays” and then addressing 40 cards would take a considerable amount of time.

But doing them all so detailed and by hand? I couldn’t resist asking how long each one took.

“I didn’t time myself this year because I didn’t want to know,” she said with a laugh. “Previous years took a half an hour-ish? I watch Netflix while I do them.”

I did the math. So 40 cards at roughly 30 minutes a pop… I’m not a mathematician but I’m pretty sure that’s 20 hours. That’s a lot of time she’s putting in for the sole purpose

She starts working on them in October, which is way more organized than I am that’s for sure. This year on the afternoon of Oct. 31 I still didn’t have my son sorted with a Halloween costume. I can sincerely say I hadn’t yet thought about Christmas cards.

I asked her if she ever recycled the facts she’d used in previous years.

To my great surprise her answer was way more complex than I’d imagined.

“Nope. Not yet,” she said. “I have photos of previous years that I reference,” she explained. My dear cousin then went on to note that she does sometimes customize the messages depending on the recipients, though.

“If my facts are super gory and I’m sending them to people with kids, I’ll throw in a more family friendly fact,” she said. If she knows a family has a strong heritage from elsewhere in the world, she skips facts from

that region because she knows they likely already know the customs and traditions.

It sounds like a ton of work and I told her as much.

It all began in 2012, she believes, or at least that’s the oldest card she has record of.

“I don’t remember why or how it started,” she said, but it’s turned out to be one of the things she — and all of us that get one in the mail — look forward to most about the holidays.

It really is the little things, isn’t it?

“It’s my favourite part of Christmas,” she said. “Doing them is fun, and then I spend half my December getting texts from people saying how great I am,” she said. “It’s a win-win.”

With that kind of humour, I can definitely tell she’s related to me.

Have a very merry Christmas and a happy New Year, everyone. Thank you for your kindness (most of you) this year. I don’t take your pleasant feedback lightly. It means a lot to me. And I don’t take your negative feedback lightly either. It means more to me than it should. Here’s to adding more brightness to the year ahead.

Just a brief note to congratulate those who organized the third vaccination clinic” at the Community Centre last night. (Dec. 7, 2021).

Clearly something went wrong with the arrangements, as evidenced by the necessity for attendees to wait in the hundred yard line for over an hour to get our shot!

That would not have mattered but I am 82 years old and recovering from recent knee surgery, so it was a rather trying experience for me.

The saving grace was the extreme helpfulness of the volunteers who marshalled the lineup and recognized my discomfort by finding a chair for me to sit on in the lineup, and their clever method of letting disabled members of the public take seats ahead of their lineup position, until the queue caught up and the “patient “, who could be moved forwards again etc. They did this for several similarly disadvantaged people and it worked well.

That was a very humanitarian piece of administration, well and spontaneously executed by the volunteers and gratefully appreciated by myself, and many other age or physically disadvantaged members of the public in the lineup.

Well done and many thanks. It was an excellent demonstration of how many responsible and friendly people we have living in our community in Duncan.

Must be allowed to publicly express opinions “Anti-vaxxers should not be allowed to protest on city property”, (Citizen, Dec. 16).

We must tolerate the opinions of people we disagree with, and fight for their right to express them publicly and peacefully, if we hope to maintain that right for ourselves. We live in a time where (free?) speech is more tightly regulated by law than likely ever before. This is truly terrifying.

Our PHO, Bonnie Henry, was on record for quite some time stating that masks were ineffective, and later changed her opinion.

Over the recent weeks there have been articles published by reputable, longstanding, credible mainstream news networks, attesting to the idea that perhaps masks are not helping as much as we initially thought, and that we should consider re-examining our approach. Do they work? I don’t know, but the experts are questioning each other and so should we.

My point is that opinions are allowed to change, and SHOULD change, this is how actual science works, but we cannot create a society where debate is muzzled based on our fears. I want to leave my children a country where they are able to experience life as freely as I did (and still hope to), not one where they are told when and where they are allowed to express themselves.

Regional recreation going to referendum

The Cowichan Valley Regional District intends to put to a referendum a funding model that could finally deal with the decades-old issue of finding an equitable funding solution for recreation facilities in the region.

After reviewing a number of alternative funding models for nine significant recreation facilities in the area, the CVRD decided last year to move forward with a usage-based funding model that would better reflect the proportion of cost each municipality and electoral area should contribute to the ongoing maintenance and operation of each facility.

As part of the process, the nine recreation centres are now undertaking facility-usage studies to assist in the development of the new equitable funding model.

The facility-use data will inform a region-wide public referendum to implement a usage-based funding model to be held in conjunction with the next municipal election in October, 2022.

The nine significant recreation centres being studied include those operated by the CVRD, Municipality of North Cowichan, Town of Ladysmith,

They include the Cowichan Aquatic Centre, Cowichan Community Centre, Cowichan Lake Sports Arena, Cowichan Performing Arts Centre, Cowichan Sportsplex, Ladysmith Frank Jameson Community Centre, Fuller Lake Arena, Kerry Park Recreation Centre and the Shawnigan Lake Community Centre.

Currently, recreation projects and

complexes in the CVRD are planned, built and funded piecemeal by self-interested areas and municipalities within the regional district, rather than by the regional district as a whole.

This has led to years of in-fighting amongst areas within the CVRD competing for recreation projects and dollars, including funding for the maintenance and operation of

the facilities.

Ian Morrison, the CVRD’s director for Cowichan Lake South/Skutz Falls, said it has been a running joke in the district for some time that if you don’t want to get anything done, you should work on regional recreation projects.

He said that during the renovations at the Cowichan Lake Sports Arena 10 years ago, he saw a picture in the facility of local people and businesses coming together to build the centre decades before.

“There were no big grants and local communities came together to build a lot of these facilities, and that’s where local pride and ownership have come into play,” Morrison said.

“We’ve done a lot of work and the majority of the regions and directors now agree that if we are to do it [find an equitable funding model], it should be done this way. This is a regional initiative and there is a reasonable expectation that there could soon be a funding system in place that’s fair for all people in the region. It would be a solution to a 50-year-old problem.”

The facility-use analysis is ongoing until March 2022, and will be used in conjunction with a similar study

that took place in 2017.

The intent will be to average the two data sets to provide reliable results capturing the people using these identified facilities.

When the public drop-in at these recreation facilities between now and March 2022, they may be asked for their street address to be used for this purpose.

The results of the facility-use analysis will be released to the public in the late spring of 2022.

North Cowichan Mayor Al Siebring said the funding issue has been percolating for many years as people from across the CVRD use each other’s recreation facilities.

“We have people from North Cowichan going to Kerry Park Recreation Centre to go curling, people from Lake Cowichan going to the Cowichan Aquatic Centre and so on, so we really need to find a funding model that’s fair to everyone,” he said.

“There has been an increasing awareness of the inequities in funding for the facilities, and I think that the fact that it’s the will of the board to move forward with a new funding formula is a positive sign. It’s been a 50 year process and I’m optimistic we’ll get to the finish line.”

Farmer says concrete road barriers could have saved a life

Kerry Sutton said the death of the 25-year-old woman who drove her vehicle off the Trans-Canada Highway near Duncan in the early hours of Dec. 16 should never have happened.

Sutton, who owns Sutton Ridge Family Farm, adjacent to the TCH, near Mays Road where the vehicle ended up on its side, said there have been 14 accidents in the same location during the past 11 years, but this is the first time there has been a fatality.

The accident is still under investigation by the RCMP, and the victim’s name and other details have not been released.

Sutton said he can’t explain why there are so many accidents at the site, located in the southbound lanes of the TCH just north of the Cowichan Exhibition, but it’s like a “bomb zone” that is still littered with debris from accidents over the years as vehicles plunge down an approximately 15-foot embankment into a heavily treed field.

Sutton said he has contacted the Ministry of Transportation and Infrastructure numerous times suggesting that concrete barriers be

placed for about 650 feet along the highway above the embankment, but to no avail.

“What’s a human life worth?” he asked as he walked through the debris trail from the accident on Dec. 16, that also left four uninjured survivors.

“If they had put in those barriers as I requested, that young lady would probably still be alive.”

Sutton said on top of the danger that not having the barriers in place poses to the travelling public on the TCH, the ongoing accidents at the site have impacted him and his farm as well.

He said he and his family feel that they can’t go anywhere.

“We’d be liable if some of our Highland Cattle that we raise on our farm got through the broken fence after an accident and ended up on the TCH and caused another accident, even if someone else took the fence out,” Sutton said.

A statement from the Ministry of Transportation and Infrastructure said ministry staff have spoken to Sutton and have committed to review the highway in the area of the crash to see if there are options for safety improvements that could be considered.

Living wage for Cowichan in 2021 is $19.13 an hour

The living wage in the Cowichan Valley in 2021 is $19.13 an hour according to Living Wage BC and Social Planning Cowichan.

That’s an increase of 5.4 per cent, or nearly a dollar, above 2019’s figure that was calculated to be $18.15 an hour.

Due to the uncertainty around the COVID-19 pandemic, Living Wage BC did not conduct a living wage calculation for 2020.

The Living Wage calculation is based on a standard formula across British Columbia for the minimum amount of earnings required to cover the costs of shelter, transportation, food, clothing, and other basic needs of two parents working full time with two children.

The living wage is a conservative estimate representing a bare minimum of what a family needs to earn in order to cover a very modest amount of expenses.

The living wage in Nanaimo in 2021 is $16.33, $20.46 for Greater Victoria, $20.52 for Metro Vancouver, $16.44 for the Comox Valley and $18.55 for Penticton.

Living Wage BC has calculated that the living wage in the Cowichan Valley in 2021 is $19.13.

He said paying staff a living wage benefits employers and the community at large in numerous ways.

“Studies have shown that in adopting a living-wage policy, businesses see improved job quality for their staff, better productivity and delivery of service to clients and customers as stresses on staff resulting from economic uncertainty are reduced with higher pay,” Watson said.

“This also leads to lower rates of absenteeism and a reduction in employee turnover, creating savings in hiring and training, which also help contribute to higher output. Businesses also

benefit from increased local spending in general, as much of the increase in income for staff will contribute to a stimulated, robust local economy.

Lastly, businesses paying a living wage experience a greater social responsibility and reputation as a respected employer of choice, which is key in attracting and retaining a talented and motivated workforce.”

Watson said that in the new year, businesses in the Cowichan Valley Regional District can become a certified Cowichan Living Wage Employer by adopting a living-wage policy for all employees and sub-contractors.

More than 5K lose power during storm

More than 5,000 BC Hydro customers were in the dark on Saturday morning, Dec. 18 in the More than 5,000 people were without power in the Cowichan Valley area on Saturday morning, Dec. 18, many in Duncan. (screenshot)

The biggest outages were more than 900 people in the downtown Duncan area, and almost 3,000 in an area stretching to Tzouhalem and Maple Bay roads. Just before 9:30 a.m. another large outage was reported, with almost 2,000 customers without power in the Somenos Road, Sherman Road

and Cowichan Lake Road area.

About 130 people in the Cowichan Station/Cobble Hill area were also down.

Causes were listed as wires down, with heavy snow affecting some areas, as well as winds that came with a promised storm that hit the area Friday night and continued into Saturday morning.

North Cowichan is one of eight municipalities in southern Vancouver Island that sent a joint letter to Minister of Public Safety and Solicitor General Mike Farnworth raising concerns about further downloading of costs from the province and Ottawa to local governments.

North Cowichan, along with Colwood, Ladysmith, Langford, North Saanich, Sidney, Sooke, and View Royal, have taken exception to the senior governments handing over the costs, which are in the millions of dollars, of RCMP E-Comm 9-1-1 to them for the first time.

E-Comm 9-1-1 is a multi-municipality agency that provides emergency communications operations for British Columbia.

The eight municipalities were informed of the pending download of 100 per cent of the costs for RCMP E-Comm 9-1-1 dispatch calls to their municipal budgets just over a year ago.

Currently, these costs are covered by senior governments, with 30 per cent coming from Ottawa and 70 per cent from the province.

The downloading of the costs, on which the municipalities say they were never consulted, is set to take effect April 1, 2022, well into the fiscal budget year for municipalities that begins Jan. 1.

In North Cowichan, the projected increase to costs of the three-year phase in would amount to an approximately two per cent tax increase over that time for the municipality’s tax payers.

In the letter to Farnworth, the municipalities say that with so many policing cost increases to local governments in recent years, including the additional costs related to the new RCMP contract, the local governments trust the minister can understand why another burden such as the one proposed by downloading the RCMP E-Comm 9-1-1 dispatch costs is untenable for them.

“Minister Farnworth, the reality is that this download constitutes a major financial burden for our communities, even with the proposed three-year phase-in,” the letter says.

“In the context of other financial pressures

(File photo) we are facing, this will place many of our jurisdictions in a position of potentially having to forego additional policing resources in our communities. This comes at a time when the public pressures for us to increase those resources continue to grow due to a variety of issues, including escalating street disorder brought on by the opioid crisis.”

The local governments also say they are disappointed that the south Island dispatch region is being unfairly singled out with the cost downloads, while other dispatch regions in the province will continue to have their costs for the service covered by senior levels of government.

The municipalities are asking Farnworth to delay the first phase of the downloading of the costs of the service to them for one year; that the phase-in of the download be extended from three years to a longer period of time to allow them time to more gradually absorb the additional costs; and that the issue be forwarded to the Local Government Contract Management Committee for further discussion.

“Minister Farnworth, we acknowledge these are challenging times, and we are all truly appreciative of the pressures under which you have been operating in recent months; pressures brought on by forest fires and then by flooding,” the letter said.

“We certainly don’t wish to add to the pressure you are facing, but this file is critical to us, to our budget-setting processes, and ultimately to our taxpayers.”

EXCITING CHANGES ARE COMING TO AMICA SOMERSET HOUSE

No vaccine mandate for Cowichan Valley School District staff

Teachers and other staff working for the Cowichan Valley School District will not face a vaccine mandate.

According to a press release issued by the district on Dec. 16, the board of education recently voted against a staff mandate “at this time” meaning the board has left itself the option to reconsider should the pandemic situation change or they receive further advice from health professionals.

“This was a tremendously hard decision to come to and the board deliberated on it for quite some time,” said board chair Candace Spilsbury. “We all want the safest environment possible for our students and staff and this decision balances what we heard from our Medical Health Officer and all of our partner groups with that primary goal of safety in mind.”

The release noted there’s a community vaccine goal of 90 per cent and school district staff are “well over that number” so “a mandate would have little effect on reducing any community or school-based spread of

The release cited the introduction of vaccines for children aged five through 11 and recent government-imposed restrictions on activities and access for those non-vaccinated as reasons the board felt it didn’t require a vaccine mandate.

“Community vaccine rates continue to climb and it is hoped that with that, a decrease in community and school-based cases will follow,” said the release.

The funding for the work came from fundraising events, individual donations, and a $50,000 contribution from the Cowichan Valley Regional District’s regional grant-in-aid program.

In 2019, the society again hired engineers to visually assess the pier’s condition for insurance purposes.

The results were unfavourable and the pier was considered unsafe for public use and has been closed ever since.

“Culturally, rehabilitation of the heritage pier will preserve a significant piece of the community’s history; not only the heritage structure of the pier, but also the historic displays it houses, as well as the wealth of knowledge found in the centre and Cowichan Wooden Boat Society’s records, members and volunteers,” Berryman said.

“Environmentally, rehabilitation of the pier ensures the structure will not fall into a derelict state. Its conservation will protect the sensitive fish and wildlife habitats found in the Cowichan Koksilah estuary.”

“It is too early in the investigation to speculate on the cause of the collision,” said RCMP Sgt. Chris Manseau.

“The Integrated Collision Analysis and Reconstruction Service is investigating this collision. The highway was closed for approximately four hours before reopening early this morning [Thursday, Dec. 16].”

The black Ford F150 has been removed from the scene and has been seized for further examination.

The three-storey, 11,975 square-metre, seismically safe school, will incorporate a lot of wood and natural light, as well as room for 1,100 students initially — with the potential to accommodate up to 1,500.

The new school is replacing one that was originally built in 1950 and had several additions until 1998. The new school will incorporate aspects of the Cowichan culture, heritage and design, with breakout spaces to foster innovation and creativity, outdoor gathering spaces, natural lighting and views, and extensive use of wood.

The Government of B.C. is providing $83.8 million for the replacement of Cowichan Secondary School as part of the province’s Seismic Mitigation Program, while the Cowichan Valley School District is providing $2.2 million.

2-year hiatus over as Musical Society presents blockbuster musical ‘Beauty and the Beast’

A tale as old as time. A pandemic as old as 2019. It’s Beauty and the Beast, COVID-19 style!

After a two-year hiatus thanks to the circumstances, the Cowichan Musical Society is “thrilled and honoured” to be back and presenting Disney’s Broadway hit musical, says Irwin Killam, the society’s president and production manager.

It’s been a bit of a Beast to get Beauty to the stage, Killam admits.

“Performing arts is very essential for some people mentally and the theatres being dark for such a long time had a profound impact,” she said, adding she gets teared up thinking about the long journey with this show and is “extremely proud of the whole cast and crew” for their resilience and hard work.

“We have worked extremely hard to put on a quality musical and it is

Chock full of local talent, one standout is the versatile Grant Mellemstrand, who has starred in many shows including Oliver and Anything Goes.

Mellemstrand is not only playing the integral role of Lumiere, but he’s stepped up to direct the show as the previous director moved away.

“He is an extremely talented man and the cast is delighted to work with him,” Killam said. “He is doing an incredible job. He knows the show well and understands the complexity of each character and has brought it out in each actor.”

Also featured in the production are Jamieson Wickham as Young Prince/ The Beast. He was last seen in the

Cowichan Musical Society’s Mamma Mia! presentation two years ago.

Already part of 12 musicals in her career, award winning actress, dancer, and singer Alora Killam has taken on the role of Belle.

Belle’s father, Papa Maurice, is played by none other than Graham Brockley, who is not only a doctor but an accomplished award winning singer. He was also last on stage two years ago for Mamma Mia! and also played Curly in the group’s production of Oklahoma.

The all-star cast list goes on: Arrogant Gaston is played by Cowichan school teacher, Jordan Heath.

Simpleton, LeFou, is Sam Mellamstrand who is anything but simple.

“Not only has he been in musicals but has also represented Cowichan Valley in the B.C. Performing Arts Provincials for voice,” Killam said.

“Cogsworth the clock is Jim Cleough, who not only graces the

stage for musicals but also plays at the Mercury Theatre,” Killam added.

Also playing roles as objects in the castle are: Christine Fagan (Madame De LA Grande Bouche), Amy Hovey (Babette the feather duster), and young Theodore Perkyns making his stage debut as Chip the Tea Cup. And finally, also doing double duty is Georgie Weeks Heyd, who not only plays Mrs. Potts, but also took over as head costumer.

“The costumes in this show are difficult and extensive and the Cowichan Musical Society is extremely grateful to Georgie and her team of sewers including Wanda Chow, Jennifer Cleough, who helped design,” Killam noted.

“The chorus is made up of local talent from singers, dancers and actors who have been working extremely hard under the vocal direction of Connie Masson,” Killam added.

ham and Candace Ammerman while the set is designed by Gregg Perry with Cliff Braaten.

One of the first large-scale musicals to open in all of Canada, Killam hopes the community will rally “for much needed support.

“We have six shows, which is more than normal but that is because I had no idea when I booked the theatre, as to what capacity the audience would be allowed at,” Killam explained. “It is more difficult to do more shows financially as the costs are more and we really need to fill the seats but the cast are happy as it gives them more chances to perform.”

The show runs at the Cowichan Performing Arts Centre Jan. 14, 15, 21 and Jan. 22 at 7:30 p.m. and Jan. 16 and Jan. 23 at 2 p.m.

Tak recently composed a piece for a Canadian Veteran titled “Soldiers in Nova Scotia.” His composition was part of a Remembrance project that included 33 veterans across Canada receiving original compositions in recognition of their military service. Tak is a quick learner and dedicated piano student with loads of musical potential. We all enjoyed the CBC news coverage of Emily’s piano students and their Remembrance Day projects.

Christmas village in Youbou open between Christmas and New Year

Donna and Dennis Jones are thrilled to be showing off their massive Christmas village in Youbou at Cassy’s Coffee House once again this season, and are urging people to beat the doldrums between Christmas and New Year’s with a visit.

The display has traditionally closed just before Christmas, but this year is being extended to open from Dec.

28-31 from 10 a.m. to 2 p.m.

Entry is free, but donations are being accepted which will go to Cowichan District Hospital.

“I have had cancer three times and that’s why we give the donations to cancer treatment at the CDH,” Donna said.

“We like to give back to the community. We also love to hear what people say about the display and the Lorelei Rondeau looks in shop windows at the Christmas village at Cassy’s Coffee House in Youbou. (Andrea Rondeau/Citizen) children are just amazing.”

Shea Butter Market uses ancient methods to keep skin looking healthy and young

At the same time, she is helping to support the women from Ghana, her former homeland, who make the shea butter she uses in her products.

She said her certified organic shea butter comes from the edge of the Sahara Desert in West Africa where pure shea butter has been used for more than 2,000 years.

•••• The Duncan Cowichan Chamber of Commerce is taking exception to some parts of the Municipality of North Cowichan’s draft official community plan.

In a letter to the municipality, the board said it has concerns with a statement in the OCP that says despite the OCP being drafted during the pandemic, the consultant was “able to complete broad and far-reaching community engagement.”

Among their numerous concerns, the board said that public webinars with 56 participants and limited survey responses, that at best total four per cent of the population, less those participants who are not residents and/or businesses in the community,

indicate a lack of response and engagement by the community.

The board said it is concerning that only four per cent of survey responses is shaping the updated OCP. “One of the principles of the OCP recognizes community engagement and the need to ‘actively seek out and listen to quieter community voices so that input is representative of all community members’,” the letter said.

“We do not feel there has been adequate engagement and, while this OCP means to set the vision for the next 15 to 20 years, most residents and businesses have not participated to have their voices included. We urge you to extend the timelines for public input and allow more time for participation and engagement, especially now that the Public Health Office is allowing more in-person meetings.”

Union is donating $25,000 to help British Columbians impacted by the recent flooding, mudslides and power outages.

Of that amount, $15,000 is going to United Way British Columbia -Central & Northern Vancouver Island Region, to support much needed community rebuilding and recovery services across the Islands.

The Canadian Red Cross will receive $10,000 to help them provide humanitarian assistance quickly to all affected areas in B.C. “Our hearts are with everyone impacted by these devastating storms,” said Allyson Prescesky, senior manager of community and communications for the CCCU. “We’re joining credit unions across the country in encouraging people to support the Red Cross’s flood relief and recovery work throughout the province. There’s no better way to do that than by making our own donation.”

Prescesky also noted that as an Island-based organization with deep roots in local communities, it’s important to CCCU to help Islanders deal with the aftermath of the recent floods.

“We chose to donate to the Central & Northern Vancouver Island chapter of the United Way to support their work in helping our Island communities recover from these severe storms.”

Signy Madden, regional director for United Way British Columbia-CNVIR, said the CCCU deeply cares about Island communities, and the United Way wants to thank them for this incredible gift in this time of need.

“Their contribution will help us address important social needs like shelter, food assistance, trauma and mental health supports, and the rebuilding of social infrastructure — and will stay right here on Vancouver Island.”

This is the 60th year for the Charity Appeal which has brought much needed funding to local charities.

This year’s first prize is $60,000, second prize is $40,000, and there are more cash prizes.

3 Cowichan teams in the mix at Age-Grade Rugby Championships U13 boys place 1st, U14 and U16 girls are 4th

Three home teams were in action as the Cowichan Rugby Football Club played host to the BC Rugby Vancouver Island Age-Grade Finals on Sunday, Dec. 12.

Cowichan’s U13 boys capped off their undefeated season with a win in their gold-medal match, while the U14 and U16 girls teams were defeated in their third-place games.

The U13 boys beat their rivals from Comox’s Rapids Rugby club 63-24, a well-deserved victory for the Cowichan players according to coach Peter Kis-Toth.

“The team was made up of players who have worn Cowichan green and black since they were tiny little kids and a large contingent of boys who were new to rugby this year,” the coach noted. “They learned to play well together under the leadership of the more experienced players and they improved every time they played.

Every player contributed to Sunday’s win; there were tackle-breaking runs, passes to players in space and try saving tackles. Cowichan won Sunday’s game by following the rugby principles of going forward, keeping the ball, and taking it back when they didn’t have it.”

The U14 girls lost to the Rapids in their third-place game.

“Although Comox came away with the victory, Cowichan continues to show tremendous progress on learning the fundamentals of the game and the specific skill sets,” coach Steve Hall said. “The kids always have fun playing Comox as they always show great sportsmanship. Our team is on the younger side of the age group

by Sedona Bond who continues to lead by example. It is very hard to identify outstanding performers as all of the players have made huge progress in their own way and I think all of the players are looking forward to returning in 2022.”

Cowichan’s U16 girls played to a close 35-22 loss to Westshore.

“The girls had a rematch against Westshore,” coach Sherry Spence said. “This was such a great showing of the talent these players have. It was a back-and-forth game, with great running by Maggie Mycroft and Bella Teasdale-Anderton. It wasn’t until the last 10 minutes that the Westshore team put back-to-back tries on, and when the final whistle blew we lost 3522. The growth amongst this group has been tremendous. With such a young group the future is bright.”

The Junior Piggies program is now taking a break until late January, when the U15 and below age groups will resume play until late May, while older players will look toward the high school season. The CRFC is always open to new players.

“The spring is a great time to try rugby, as the focus is on skill development and the weather improves every week,” U13 boys coach KisToth advised.

Caps split with Clippers

It may be a small sample size, but it still defies explanation.

The Cowichan Valley Capitals have won two out of three games against the Clippers in Nanaimo, while the Clippers have won both games between the B.C. Hockey League arch-rivals in Duncan.

So much for home-ice advantage. It’s got Caps head coach Brian Passmore, for one, perplexed.

“I wish I had the answer to that one,” he said with a laugh.

Passmore did have a couple of ideas for why the teams split their two games last week, with the Clippers winning 6-3 at the Cowichan Arena on Wednesday and the Caps prevailing 3-1 at the Frank Crane on Friday.

“Their powerplay was hot on Wednesday night, and we couldn’t keep up with it,” Passmore said. “Friday was a good game in their rink. We outlasted them.”

The Clippers went 3-for-6 with the man advantage on Wednesday, while the Caps were 2-for-5 in a typical penalty-filled game.

“It was a game where it was hard to get going 5-on-5,” Passmore acknowledged.

The Clippers were up 3-2 after the first, and no one scored in the second, although the Caps registered 22 shots in the middle frame. Nanaimo added two more early in the third, including one right off a faceoff that Passmore conceded was “kind of the dagger.” The Caps got one more, then Nanaimo scored into an empty net. Luke Haymes had a pair of goals for the Caps, and Aidan Cobb scored the other. Evan May made 36 saves as the Caps outshot the Clippers 46-41.

“It was closer than the final score,” Passmore said. “The boys played pretty hard. If we eliminated some of the mistakes it would have been a better result.”

There were a lot of penalties again in the rematch; both teams were assessed 19 minutes worth of infractions and things got especially heated late in the third, but the Caps held

Nanaimo scoreless in four powerplay opportunities while going 0-for-3 themselves.

“Our PK was better on Friday,” Passmore said. “That was the difference.”

Brett Fudger scored in the first and Shane LaVelle put the Caps up 2-0 in the second before the Clippers got on the board. Defenceman Connor Elliott added one more for the Caps in the third, his second in four games with the Caps after going without a goal in 16 games with Prince George. McCoy Bidewell made 31 saves as the Caps were outshot 32-26.

Fudger has been suspended for five games as a result of an incident late in the third period for which he was assessed a roughing penalty and a gross misconduct. He will be eligible to return on Jan. 11 when the Caps play host to the Alberni Valley Bulldogs. It is the Caps’ fifth suspension of the season and Fudger’s second; the captain was previously suspended for one game in early November.

Passmore didn’t know exactly what provoked the suspension.

“I don’t know what it was,” he said. “I didn’t see it. The ref wrote it in his report, but I have no inkling of what it was.”

Losing their captain for five games just as the Caps are gaining some momentum is not ideal.

“It’s had timing,” Passmore said. “We’ll need him when we get back. It will allow someone else to step up and get that ice time. We’re gonna miss him.”

The Caps sit ninth in the Coastal Conference with seven wins, 18 regulation losses and one shootout loss, but they are 4-2-0-1 in December and sit just two points out of a playoff position.

Nine of their last 27 games are against the Coquitlam Express and Powell River Kings, who they are chasing in the standings, so the team has a chance to make up some ground.

The Caps are on a nine-day break before they visit the Alberni Valley Bulldogs on Dec. 29. They will play host to the Bulldogs on Jan. 1 at 7 p.m. and the Kings on Jan. 2 at 2 p.m.

“It’s a good break,” Passmore said. “It’s just long enough for the players to be, ‘OK, I’m ready to get back.’ It’s needed for everyone.”

It might be called “Starlight Stadium,” but you can’t play under starlight alone.

So when the lights went out in the 44th minute of Cowichan LMG’s Div. 1 men’s soccer match against Vic West last Friday night, the teams had to go to their dressing rooms for an extended break.

Cowichan’s dressing room was unheated, but the team came out hot, scoring three times in the second half in a 3-0 win to snap a four-game losing streak and five-game winless streak.

Kwasun Cook opened the scoring with a free kick in the 67th minute, ending a two-game goalless drought for the club and putting a smile on the face of everyone except coach Ryan Flynn. In such a jubilant moment, the players on the bench had to ask Flynn why he wasn’t smiling.

“I told them it’s not that I didn’t care about that goal going in,” he recalled. “I care about the next goal that’s going in.”

The next goal, and the one after that, came from Mike Daniels, who had another outstanding game after being named Man of the Match a week earlier.

“He wanted the hard hat back, but he didn’t get it, even though he scored two goals,” Flynn said of Daniels.

The hard hat instead went to the reliable Govinda Innes.

“He had a great game,” Flynn said. “Playing defence, he was more confident about his game.

It felt like an easy game for him. He feels he’s pretty close to where he wants to be.”

Other standouts included team captain Colin Knight, and Mateo Kostering and Jordan Korven at centre back. Darian Achurch, called in from the Cowichan 49ers, earned his first Div. 1 shutout of the year to go with six in the O35 league — although he only had to make one save in each half.

Cowichan goes into the break with six wins, two draws and five losses on the season. The team’s next game is a home test against Powell River at 2 p.m. on Jan. 16.

The Div. 1 team has signed Connor Crichton for the rest of the season after five appearances as a call-up from Div. 3 Cowichan Oak FC. The Oak played to a 1-1 draw with Saanich Fusion Matadors at Lochside turf last Sunday, and coach Jonas Golf-Myers wished he could have given the former captain a better send-off.

“We are really going to miss his leadership and quality both on and off the pitch,” Golf-Myers said. “He did manage to snag a lovely tuque at our team Secret Santa, though it does have a pretty regrettable team crest on it…”

Saanich opened the scoring with a header in the 25th minute, and Stevan Zoric replied in the 70th with a volley over the keeper.

“We controlled the game but in the end just couldn’t find a second,” Golf-Myers said.

New signings Jacob Ready and Logan Kits fit in seamlessly in their debuts with The Oak, who are in the middle of the Div. 3 pack with six wins, four draws and five losses. The team will visit JDF Kings at Royal Bay Secondary on Jan. 16.

In Div. 4, the Cowichan Fury had their match against Cook Street United postponed because of snow on the Sherman Road turf. The Fury will return with a road game on Jan. 16.

Duncan motocross riders shine on VIMX circuit

Charlotte and Jaxson Jardine were two of many Cowichan Valley residents — of all ages — who competed in the Vancouver Island Motocross Association Fall Series Championship this year.

The Duncan siblings, who attend Bench Elementary School, had tons of success on the VIMX series, which included two stops each in Port Alberni and Nanaimo and one in Campbell River between early September and the middle of November.

Charlotte, 11, was one of the top racers in the Ladies 7-11 division, a new category this year, racing to two first-place finishes and two seconds as she competed in four of the five events on the series. Charlotte ended the season third overall while riding her 2018 Yamaha TT-R210 against other girls on two-stroke 65cc or 85cc bikes.

Cloe David of Duncan finished second overall in the division, with one first-place finish, and Sada Bennefield of Cowichan placed fifth overall.

“All the girls displayed great skill and extreme competition between them,” said Charlotte and Jaxson’s dad, Troy Jardine.

Jaxson, 7, earned a second-place trophy in his final race of the year, and finished sixth overall, with lots of excitement and confidence on his 2020 Honda CRF50.

“Watching all the kids progress and develop their skills just in these five races alone was amazing,” Troy said.

Both Jardine kids will be stepping up to bigger bikes when riding resumes in about five months: a KTM 85 SX and KT 50 SX, respectively.

Troy talked about the many joys of being part of the motocross community.

“The group of people are always helpful and supportive; a great family environment,” he said. “More people need to join and enjoy the excitement. An event means camping, practice day and then race day. A very busy and exciting weekend for all ages to enjoy.”

Kraken head into holiday break on a high note

With two more wins last week, the Lake Cowichan Kraken cruised into the Christmas break on a high.

The first-year Vancouver Island Junior Hockey League team went into the break with three wins and an overtime loss in their last four games, and a 4-2-1 record in the month of December, putting them near the .500 mark for the season.

The Kraken won 4-3 over the Buccaneers in Nanaimo last Thursday, then returned home on Friday to defeat the Port Alberni Bombers 3-1.

Head coach Dan Whiteford was pleased with his team’s play in both games. On Thursday, the Kraken held off a late push from the Bucs to claim victory.

“We out-chanced them; our PK was good: we got into some penalty trouble, but our PK took care of it,” Whiteford said. “We let them back in toward the end, but we controlled the majority of play and deserved to win.”

Rowan Zapisocki opened the scoring with a first-period powerplay goal, but the Bucs scored twice in the second to pull ahead before defenceman Dylan MacTavish made it 2-2 with his third goal in eight games since joining the Kraken. Captain Donovan Griffin put the Lake Cowichan in front with his team-leading 15th of the year, and Kellan Brienan added an insurance goal that proved vital when Nanaimo

Isles skid into Christmas break

With two more losses last weekend, the Kerry Park Islanders went into the Vancouver Island Junior Hockey League’s Christmas break on a four-game winless streak.

The Isles lost 3-2 to the Saanich Predators on Friday, in the second game of a home-and-home series that started with a shootout loss at Kerry Park Arena the previous Tuesday. Back in Mill Bay on Saturday, the Isles suffered a 4-0 loss to the league-leading Campbell River Storm.

After a scoreless opening period, the Predators took over with three goals in the second, including two on the powerplay. The Isles responded with two from Colten Thompson in the third, the second shorthanded, but they couldn’t close the gap.

Thompson’s pair gave him 16 on the season, tied with Brady Estabrook for the team lead, while his three shorthanded markers are

the most on the Islanders and tied for second in the VIJHL. Dryden DeMelo made 28 saves as the Isles outshot the Predators 35-31.

The following night, Nick Peters stopped all 30 of the Islanders’ shots for his second shutout of the season. DeMelo was solid in the Kerry Park net once again, making 28 saves on 32 shots.

Shawnigan Lake School grad Riley Billy had two goals and one assist for Campbell River, and Duncan’s Kal Nagy had an assist.

Kerry Park is now fourth in the VIJHL’s South Division, 10 points back of the Westshore Wolves and eight ahead of the Predators. The team is currently holding down one of two wildcard spots for the VIJHL playoffs.

The Isles will close out 2021 with a home-and-home series against the Peninsula Panthers.

The teams will meet at Panorama next Wednesday, then again at Kerry Park Arena on Thursday at 7:30 p.m.

The Bombers are chasing the Kraken for fourth place in the North Division, so the Lake Cowichan players definitely knew better than to take their expansion cousins for granted.

“They’re a little bit more of an offensively gifted team,” Whiteford said.

“But I thought it was one of our better 60-minute efforts of the season.”

The teams battled back and forth in the first, and the Bombers opened

the scoring with 41 seconds left, but the Kraken pulled away in the second.

“That was part of our game plan,” Whiteford said. “We know they have a couple of guys in the top 10 or 20 in scoring in the league, and there are certain guys we’ve got to watch.

We did a better job of knowing who we’re on the ice against. We knew we needed to be heavy against them and pressure the puck as much as we can.

We wore them down.”

Zapisocki tied the score with a powerplay goal early in the second, and

Brienan and Mitchell Billings had shorthanded goals to take the lead.

Jake Hebert made 32 saves as the Kraken outshot the Bombers 35-33.

The Kraken finish the 2021 portion of their first season with 15 wins, 17 regulation losses, one OT loss and one shootout loss. Their 32 points are four back of the Comox Valley Glacier Kings and five ahead of the Bombers.

Whiteford is proud of the growth of the team from when he joined the team just in time for its first game in mid-September.

“We had some kids that could play hockey, for sure, but there’s been improvement in the structure, the compete, the buy-in,” he said. “It’s a good group of guys. After our first game of the season, when we lost 3-2 to Victoria, I had messages from hockey buddies saying that the guys didn’t give up or quit. I haven’t had to get on this team about working hard.”

The challenge now is for the players to find a way to keep their mojo up over a span of 23 days between games.

“It’s a big break for us,” Whiteford acknowledged. “It will be tough. I think it’s a good time for a break; the guys needed a break. But as a coach, it’s not the ideal time. We’ve been playing some of our better hockey the last little while.”

The Kraken will be off until Jan. 9, when they play host to the Campbell River Storm at 5:30 p.m.

With eggnog only: the Christmas movies you’ll want to avoid this season Tyson Whitney watched these ‘classics’ so you don’t have to

h, Christmas season. One of my favourite things about the month of December is having a large glass of “eggnog” and munching on some sugar cookies while watching classic Christmas films like Home Alone and Jingle All The Way to help celebrate the holidays.

But what about all the terrible Christmas movies that don’t get much love and simply aren’t remembered?

Well, look no further.

Here’s a list of 10 (actually 14) Christmas films that are so incredibly bad they go past being bad all the way back to being good again.

Or, depending on your tastes, maybe they just stay bad?

Before we get started, just a quick note. I left all the cheesy Hallmark Christmas movies off this list as there’s just way too many of them to go through. Let’s just call them all “aimed at a particular audience” and move on.

10. Santa With Muscles (1996) What better way to start this list off than with a Hulk Hogan Christmas movie? Hogan plays an evil millionaire who believes he’s Santa Claus after an accident leaves him with amnesia. This movie is so incredibly

bad it could actually ruin the entire Christmas season for you. Be careful if you do decide to give it a chance, you may turn into the Grinch after viewing it.

9. Home Alone 3, 4, 5 (1997, 2002, 2012) With the sixth Home Alone film (Home Sweet Home Alone) recently being released on Disney+, you could be brave and try to make it through the three worst movies in the entire series before putting it on. Be forewarned though, with no Macaulay Culkin, Joe Pesci, or Daniel Stern in sight to save these three from stinking up the joint, you’ll wish you hadn’t actually been brave enough to put them on in the first place.

8. Santa’s Slay (2005) Another Christmas movie starring

a wrestler, this time Bill Goldberg, who plays an evil Santa that is actually a demon in disguise. Terrible filmmaking all around, but it’s not totally without its charms if you enjoy cheesy B-movie horror.

7. Trapped in Paradise/The Family Man (1994, 2000) I’m a huge fan of Nicolas Cage, but I couldn’t choose between these two Cage starring holiday films, so I picked them both. Trapped in Paradise is a bland crime comedy where Cage and his two dumb brothers plan to rob a bank on Christmas Eve. It’s an okay watch on a quiet December afternoon, but I guarantee you won’t remember it afterwards.

The Family Man on the other hand, is actually a pretty touching story that takes place during Christmas, where Cage, who plays an arrogant millionaire, gets sucked into an alternate universe that shows what his life would have been like if he’d gotten married to his former flame. There’s flashes of Cage Rage in it, but for the most part he plays it pretty straight and it’s surprisingly effective, yet despite this, it’s still definitely a bad movie full of preachiness.

6. I Believe in Santa Claus (1984)

This godawful French Christmas movie has to be seen to be believed.

The plot follows Santa having to rescue hostages in Africa with the help of child soldiers, a fairy princess and an ogre. I definitely had a few too many eggnogs while watching this one last year. You can watch it for free on Tubi, but only do so if you have enough eggnog on hand to dull the pain.

5. Santa Clause 3: The Escape Clause (2006) While the first Santa Clause is an absolute classic and the second one is a decent follow-up, the third one in the series is painstakingly bad, with only Martin Short’s ridiculous performance as the villainous Jack Frost trying to take over Christmas bringing some laughs.

4. Surviving Christmas (2004) Ben Affleck plays a lonely rich man who decides to rent Tony Soprano’s family as a replacement for his own during the holidays. What could go wrong? As it turns out, a lot. Okay, I know I’m in the minority here, but I love this movie. I think it’s hilarious.

Affleck and James Gandolfini really are a great comedy duo.

3. Santa Claus: The Movie (1985)

A mean toy manufacturer tries to take over Christmas, causing the legend of Santa Claus to be put in jeopardy. Not particularly memorable or entertaining, but John Lithgow does, as per usual, steal the show as the villain.

2. I’ll Be Home For Christmas (1998) Jonathan Taylor Thomas and Jessica Biel look embarrassed to be seen in this one. Thomas plays a trickster college student who’s avoiding his family for Christmas, but when his father promises him a Porsche if he comes home for the holidays, he’s determined to make it. He learns the error of his ways in the end, but nobody really cares by that point.

1. Ernest Saves Christmas (1988) Can’t go wrong with some Ernest P. Worrell for Christmas. Unless of course you hate the character of Ernest P. Worrell, in which case, he won’t be saving Christmas for you, he’ll be destroying it. This one is definitely a “love it or hate it” kind of movie. I personally fall into the “love it” category, so I won’t rip on it too much.

(Visit your local newspaper website, obituary page) In loving memory of Hielkje de Haan June 17, 1934 – December 16, 2021 Hilda de Haan, born in Eestrum, Netherlands to Jan and Hinke Vissia on June 17, 1934, passed peacefully into the presence of her Saviour on December 16, 2021, at 8:35am, at the age of 87.

We mourn the loss of our dear mother, mother-inlaw, sister, sister-in-law, grandma, great grandma, great-great grandma, aunt and friend, but we are relieved that her passing was peaceful and she is no longer suffering. We have lost the Matriarch of our family and she will be missed by all who knew her, but she will live on in our hearts eternally.

Hilda was predeceased by her husband Jan de Haan, her brother Harry Vissia, brother in laws Bill Weening and John Stevenson, her son Bill de Haan, her son-in-laws Darreld Rayner and Marc Dupont, and her daughter-in-law Daneen de Haan.

She will be lovingly remembered by her siblings Dorothy(Gerry), Ron(Willie), Gerry(Cheryl), Mike(Juliette), Theo(Alice), Linda, Judy(Jim), Helen and Nick; her children Hinke, John(Sabine), Jinny(Harry), Arnie, Ann, Renita(Mark), Shawn(Kelly), daughter-in-law Deborah, and numerous (too many to list) grandchildren and great-grandchildren, nieces and nephews and friends.

Proverbs 31:28a Her children arise and call her blessed; Mom was our first mentor, our loving teacher, the rock that held us altogether, bringing such immense love and light into our lives.

She loved the Lord, loved serving Him in all she did, and loved reading her Bible. Mom sacrificially served and cared for others and her gentle and compassionate spirit touched so many generations of lives. She began each day listening (participating) to hymn singing, and ended each day listening to Dr. David Jeremiah.

She was one of the strongest and wisest people

we have ever known, going above and beyond to keep unity with everyone she knew. She never judged anyone and accepted you for who you were. She had such amazing faith, setting the example for all of us. Mom loved everyone, and always chose to see the best in people.

Her faith and courage during her life was a constant and it was remarkable to see her unwavering faith right up until the very end. This unwavering faith in her Savior is such an encouragement to us as she lived through the pain and suffering, always saying her work for the Lord must not be done yet. While our hearts are broken, we are so thankful that she is free from pain and enjoying the reality of salvation in the presence of her Savior, Jesus Christ. We can rest assured that, as we keep talking to Jesus on earth, Mom will be talking to Jesus face to face.

A Celebration of Life will be held at 1pm, on Thursday, December 30th, 2021 at New Life Church, 1839 Tzouhalem Road, Duncan, BC. Due to COVID restrictions, no reception will follow.

Special thanks to Dr Burger for keeping Mom the Captain of her own ship; Dr Adzich for his compassionate visits; Cowichan Hospice House for all your support and care for Mom, and our whole family; Homecare Nurses - Kate, Brandy, Bonnie to name several; Homecare Aids – Grace, Marilyn and the others; Jason and the staff at Mann’s Pharmacy who went above and beyond providing her pharmaceutical needs.

In loving memory of Wilma Slater October 4, 1926 – December 1, 2021 Wilma was the youngest of Nellie and Sydney Douglass’s 6 children - her three older Westrom siblings, Lawton, Lucille and Beryl and the three Douglas girls, Vera, Edythe and herself.

She talked fondly of growing up on the family farm just north of Veteran, Alberta, riding horses and helping to milk the cows.

She moved to Calgary after high school and met and married Jim Slater. Wilma took on raising Jims children, Ronald and Sharon, from his previous marriage and their daughter Elaine was born in 1953.

They family moved to Coronation AB, where Wilma worked at the Alberta Treasury Branch and the Co-op store. She started a greenhouse and raised and sold bedding plants.

In about 1974 they moved to Duncan, BC, and bought an acreage where the raised quarter horses, ornamental birds and Wilma’s beloved mini horses.

After Jim passed away in 1995, Wilma met her long time partner Moe Bennett.

Wilma and Moe lived between Alberta and Duncan for several years, raising and showing her pampered mini’s.

Her final years were spent comfortably together with Moe at Sunridge Care home in Duncan She was pre-deceased by husband Jim Slater, children, Ronald, Sharon, and Elaine, her siblings Lawton, Lucille, Beryl, and Vera, and her companion Moe Bennet.

She is survived by her sister Edythe.

Grand children - Ron’s children Ron and Jennifer, and Elaine’s children Dawna and Derek and their families. She also leaves behind many nieces and nephews.
