Nelson police ask for 7.8% increase for 2022

The Nelson Police Department has asked city council for a 7.8 per cent increase over last year.

That would increase the police budget from $3,748,946 in 2021 to $4,042,173 for 2022, an increase of $293,227.

Municipal police departments are required by provincial legislation to give their employer municipalities a provisional budget in the fall preceding the calculation in the spring of the city’s annual budget.

Chief Donovan Fisher, in his budget presentation to council on Nov. 23, said the bulk of the requested increase is for salaries and benefits, mostly for a new position of deputy chief and for the hiring of an additional officer.

The new deputy has already been hired. Fisher explained to the Nelson Star after the meeting that council and management staff had assured him earlier in the year that the money for the deputy would be available.

Also included is a pay increase for some administrative staff, along with anticipated increases for all officers once a past-due collective agreement is signed.

The city’s contract with the Nelson Police Association expired in 2019 and negotiations for a new contract have not started.

Nelson is one of 11 communities in B.C. that has its own police force. The Nelson Police Department is governed by the Nelson Police Board, of which the mayor is the chair. The police budget is part of the city budget.

COVID Grinch steals Christmas yet again in Nelson

Public health orders will once again play Grinch this Christmas in Nelson.

Restrictions due to COVID-19 and the resultant pandemic are combining to make the season of Yule the season of rules with a minimal slate of Christmas events planned for the next month.

Large gatherings are still restricted in size in Nelson and across the Interior Health Authority region, as are capacity levels in most restaurants and public spaces.

It will be a tough sled for Christmas for the second year in a row, said Nelson and District Chamber of Commerce executive director Tom Thomson.

“Stress levels have been high with owners and staff dealing with protocols and uncertainty, but our community has done a great job of supporting the local bricks and mortar locations as they have pivoted and shown resilience throughout this pandemic,” he said.

The chamber feels it is still a challenge to organize certain types of large gathering events, Thomson said, given the current public health order (PHO) restrictions.

“It is not impossible, but it has been challenging for event organizers to try and focus on pulling together events, and then having last-minute restrictions placed on the organizers,” he explained.

Councillor Keith Page asked Thomson if there were any major events planned for the winter season that would help give people some light at the end of the pandemic tunnel.

“Are we putting up a slate of activities that we can pull off in a COVID-safe way, in compliance with the public health orders, so that our community can get out a little bit and not be so isolated?” he asked. “Because that’s one of the manifesting issues we are seeing right now is that isolation is getting to people and we need opportunities for some fun.”

Thomson said nothing such as a winter fest has been planned, and the chamber gala has been scrapped for the second straight year.

“There was too much uncertainty and limits were still pretty restrictive and it just wasn’t quite right to be able to do it,” he said about the gala.

“It’s really tricky trying to plan an event right now because you plan and do all of the work and you don’t know if you are going to get shut down, or something else happens.”

But it will happen eventually, Thomson added, and major events in the region will come back.

Kootenay Lake ferry construction on schedule, new ferry by 2023

Looking through a wire panel fence on Nelson’s waterfront pathway, walkers become spectators at a major building site on the shore of Kootenay Lake just east of the Nelson bridge.

The workers building the new $63-million Kootenay Lake ferry make a point of interacting with the public on the pathway. The project’s safety officer Lyle Nesbitt says people are very curious about the project.

“We’ve had a really good connection with all of the people on the walking path,” says Nesbitt. “Being able to communicate with people that are asking general questions and wanting to know what’s happening next, and being able to have that connection, it’s gone really, really well.”

Nesbitt says he has talked to children who want to know how they can become welders and help build the ferry.

He says many passersby need to know that the structure currently on the shore is not the ferry, but a dry dock in which the ferry will eventually be built. And that the site will not be the ferry landing, but that the ferry is destined to run

One of those workers is apprentice welder Candace Green, who just completed the welding program at Selkirk College.

“I like the crew, and management is excellent – they are on top of their game. It is nice to work locally and know that I get to improve myself every day,” she says. “I’m really fortunate, super grateful, especially being straight out of school.”

In February, Nelson City Council approved the use of the site for the ferry construction, imposing some conditions about noise and traffic in response to public concerns.

Kevin Thorsen, construction manager at the site, told the Nelson Star that early in the project the company has responded to a complaint about the angle of the lighting at the project, and solved the problem immediately.

He said when he meets members of the public he gives them his card, asking them to call him if they have any problems with the project.

“We’re borrowing the land, basically,” he says, “and we don’t want to tread on anybody here. All we’re here to do is build a boat.”

Although the number of people using the library has dropped by 59 per cent due to the effects of the pandemic, the city-owned institution is asking for bump of five per cent more in its budget.

The library’s annual budget ask has gone up to just over $1 million to $1,044,175 for the coming year, but it is a minimal amount to cover the growing digital collection, said the Nelson Public Library chief librarian, Tracey Therrien, in her presentation to city council.

The pandemic and a reduction of library hours moved more people online to look for a book and that trend will continue to grow, she said.

“We’ve adjusted our budget to reflect this … but people expect a robust digital and physical collection,” Therrien said. “This is difficult because digital content often cost three to five times more than a physical item.”

People are still coming to libraries but they are just using them differently, she explained.

“It’s not just about checking books out anymore, it’s about the dynamic and how that has changed by adding a relational side to all of our processes,” Therrien said.

“The library is no longer being defined by how many books are on its shelves, but by how it is being used … It’s now about being a living space for our users.”

In comparing the numbers from 2019 to 2021 the only category that has risen in the last three years is online library usage — including ebooks, audio, online learning — to the tune of 54 per cent.

The pandemic created an opportunity for people to discover the online library resource, said Therrien.

“It was also an opportunity to discover other online library resources, such as our subject guides, developed and curated by library staff,” she said.

Each topic links to authoritative information, either by library subscription or free information.

By contrast, the number of people using the facility has dropped by 59 per cent, partially due to the fact the number of hours the facility is open to the public has decreased by 26 per cent.

However, Therrien noted that the number of visits increase as the library’s hours increase.

The drop in visits has not corresponded with a dramatic drop in the number of items borrowed, which has only slipped by 16 per cent in the last three years.

However, memberships has dipped slightly by six per cent — while events have dropped by 30 per cent — with two thirds of the memberships being held by city residents. Area F members (16 per cent) make up the second largest group, with Area H (11 per cent) and Area E (seven per cent) comprising the remainder.

Full capacity of seating has not been re-instated at the library due to COVID-19 restrictions.

Seven new COVID-19 cases in Nelson, Arrow Lakes areas

The Nelson area had seven new COVID-19 cases during the week of Nov. 14 to 20, according to the BC Centre for Disease Control.

The Arrow Lakes area, which includes Nakusp, also had seven new cases, followed by Grand Forks with four and one each in the Castlegar and Creston

areas.

There were no new cases in the Trail and Kootenay Lake areas.

Trail still leads the West Kootenay with 90 per cent of eligible people having two vaccine doses as of Nov. 23.

Castlegar is 80 per cent, followed by Grand Forks (76), Nelson (75), Arrow Lakes (75), Kootenay Lake (70) and Creston (70).

New survey asks for direction on future rec facility near Nelson, Castlegar

The Regional District of Central Kootenay is going back to residents for direction on a new recreation and entertainment facility to be built between Nelson and Castlegar.

Campbell Field, an 8.6-acre empty field next to Mount Sentinel Secondary School in Playmor Junction, will eventually be home to a building that could host everything from performances and gatherings to hockey and court sports.

The regional district is hoping a new survey will provide more insight from residents into what they want at Campbell Field.

In April, a preliminary survey of 1,090 households, 34 community groups and 89 students showed a preference for a large performance venue as well as a number of types of recreation.

Now the RDCK is asking residents for feedback on two concepts split by indoor and outdoor preferences.

Area H director Walter Popoff, whose electoral area includes the location of Campbell Field, said the final plan could include both indoor and outdoor options.

“That makes it unique,” he said. “Where do we have a facility that has a combination of both?”

Campbell Field has been planned for recreational development since it was donated by the South Slocan Sports Association to the district in 2016.

Popoff said it’s far too soon to speculate about when construction might begin, but he believes the next survey results will move the project forward.

“If we want to build what the residents’ vision is, it’s a long process.”

Stabbing altercation in Ootischenia results in seizure of drugs, weapons

A stabbing altercation in the early morning hours of Tuesday, Nov. 23 has led to the seizure of drugs and weapons from an Oo-

Castlegar RCMP Sgt. Monty Taylor reports that a home owner on Rosedale Road in Ootischenia answered a knock on their door and discovered a

43-year-old man covered in blood reporting he had been stabbed.

The home owners immediately called emergency services at 5:48 a.m. and provided first aid to the man.

Emergency services arrived and treated the man for multiple stab wounds. Police officers determined he was associated with a nearby residence.

Officers then went to that residence and located a second male, 31 years of age, who was taken into police custody for assault with a weapon.

The 31-year-old man also had injuries consistent to being stabbed.

Both men were taken to hospital for treatment and later released.

High streamflow advisory issued for Kootenays, Upper Columbia region

A high streamflow advisory has been issued for the Kootenay and Upper Columbia region due to a high volume of forecasted rainfall across the B.C. Interior.

The advisory covers waterways and tributaries such as the Elk River, Duncan River and St. Mary River in the East Kootenay, as well as lower elevation and valley bottom tributaries in the West Kootenay and Upper Columbia regions, including Revelstoke and Golden.

The advisory was issued by the BC River Forecast Centre on Saturday evening, as another atmospheric river moves from the coastal areas through the interior.

“River levels are expected to rise Sunday into Monday, with the potential for second peaks into later next week as the second system drops precipitation on the B.C. Interior,” reads the advisory.

“Warming temperatures during these events is anticipated to lead to significant snowmelt at lower and valley bottom elevations, leading to rain-on-snow runoff in smaller tributaries.”

Other parts of the province, particularly Vancouver Island, the Sunshine Coast and the Sumas Prairie are under flood watches or flood warnings.

The Regional District of East Kootenay is urging residents to use extreme caution around local waterways.

“With the forecast calling for a series of rain events over the next few days, it is critical that residents be aware and prepared,” said information officer, Loree Duczek. “From staying away from local creeks and waterways, to making sure you are registered for the Regional Evacuation Notification System, sandbagging if you live in flood-prone areas, and having a grab and go kit and emergency plan ready, there are several things we can do to be proactive in the event we experience localized flooding as a result of the forecasted rain.”

School District 8’s secretary-treasurer resigns

School District 8 secretary-treasurer Michael McLellan has announced his resignation.

McLellan said in a statement Wednesday that he will be moving to the same position within School District 10 in February.

“I would like to express my immense gratitude to School District No. 8 for the opportunity to work in such a fine organization, serving students and families of the West Koo-

tenay Region,” said McLellan.

“This change will bring a new career challenge for me, and also allow my family to pursue other opportunities that have arisen.”

McLellan had served as secretary-treasurer since July 2018.

His departure is the second among SD8 leadership to occur this year after superintendent Christine Perkins resigned in April to take a job with Vernon’s school district. Bears may still be active in December, so watch your food waste ROSANNA

ocal bears are getting ready to bed down for the winter and are busy looking for last-minute meals before they hibernate. Sadly, some of these meals are being provided by residents as there have been recent reports of local bears accessing human food sources in Nelson and the surrounding areas.

A familiar pattern in the Nelson area is bears coming down from the mountains to access fruit in the fall and then, once the fruit is gone, staying to access other foods, such as compost, garbage, livestock and bird feeders. WildSafeBC is asking residents to secure their wildlife attractants, thus encouraging bears to seek what natural foods are left and then bed down for the winter.

as a way to conserve energy in the winter when food is in low supply. During a period called hyperphagia (meaning extreme eating), bears prepare for winter denning by eating three times as much in the fall as they do in the summer.

In the fall, bears need about 20,000 calories per day to gain enough weight to survive and nurture young through the winter. In some areas, food-conditioned bears that are accessing high calorie human food, such as garbage containing organics, may remain active late into the season or may not seek out dens at all.

Bears that remain active in communities are more likely to have negative encounters with people and lead to safety concerns for the neighbourhood.

When sources of food are left unsecure, we teach bears to associate humans and our activities with food rewards leading to food conditioning. Food-conditioned bears may cause human

injury, have negative interactions with our pets, or cause property damage.

As a result, they are at risk of being lethally removed by the Conservation Officer Service.

Relocation of bears is seldom effective as they often return and get into conflict again. A bear that has learned to access unnatural foods in the fall may emerge from their dens and seek out these easy food sources in the spring. By securing our attractants we not only ensure our safety but that of our wild neighbours.

Most black bears and grizzly bears den for four-to-six months in the winter, from November or December until March or April.

Bear cubs are born in the den during this period. Bears do not go into true hibernation because their body temperature and metabolic rate do not decrease as much as in other hibernating species, and they may wake up relatively easily during their winter sleep. It is best to avoid areas

Wood smoke’s toxic embrace Only weeks ago, we were spared from breathing wood smoke day and night and we could once again venture outdoors. But that dreaded smell returns! Only now, the smoke isn’t from ignited forests; the plumes rise and fall from our homes. We are choosing to smother our community in wood smoke’s toxic embrace.

Although chimney smoke isn’t as thick and oppressive as wildfire smoke, it is pervasive: I inhale it whenever I’m outside. Smoke breach-

es my home whenever my front door opens.

On most cold nights, smoke submerges my house and neighbourhood. Smoke season has no end in Nelson.

On The Canadian Lung Association’s website, they “recommend that you don’t burn wood in a residential setting.” And according to Doctors and Scientists Against Wood Smoke Pollution (DSAWSP): “Wood burning creates large quantities of localized outdoor air pollution, which has been declared a Group 1 human carcinogen by the International

Agency for Research on Cancer.” Yet, we burn and burn and burn.

The Medical Journal of Australia has a study on mortality and the financial health costs of wood heater pollution in an Australian city: “In Armidale… fourteen premature deaths per year are attributable to air pollution from wood heaters … at an estimated cost of $10,930 per heater per year.”

But wood smoke doesn’t just imperil our breathing; wood smoke contributes to anthropogenic climate change too. According

to a scientific paper in IOPscience, “wood has approximately the same carbon intensity as coal, and combustion efficiency of wood and wood pellets is lower … Consequently, wood-fired power plants generate more CO2 per kWh than coal.”

For now, it’s our decision if short-term pleasures derived from some of our perceived entitlements are worth their short and longterm debts. Personally, I’ve decided that burning wood just isn’t worth it anymore.

The man who saved (and coined) Kootenaiana

Ron Welwood, a noted local historian who was by turns head librarian at Notre Dame University, David Thompson University Centre, and Selkirk College, has died at 81.

In all of those roles, Welwood helped preserve a vast trove of Kootenaiana, a term he coined to describe artifacts and ephemera from this region.

“I have known a number of college librarians in my time in the academic world but Ron stands head and shoulder above them all,” says friend Brian Holmes.

“I saw him as very intelligent, methodical and even handed with encyclopaedic knowledge of source materials and great dedication to history – especially of the Kootenays. He seemed to know something about almost everything.”

Over the past 50 years, Welwood wrote on such topics as Nelson jeweller/ optician J.O. Patenaude, William Baillie-Grohman’s Kootenay River diversion project, and prolific but controversial newspaper publisher Robert T. Lowery. His articles won several awards.

Welwood spent nearly 20 years on the city’s heritage advisory group, developed a series of historical walking and driving tours about Nelson and its cemetery, and often led tours himself.

For a decade he was on the BC Historical Federation council and was its president from 1997-99. He was

later named an honorary life member. He and wife Frances (also a historian) were regulars at the federation’s annual conference and were instrumental in bringing the event to Nelson in 1997 and 2009.

He further served as volunteer archivist for the Roman Catholic Archives of Nelson.

Longtime family friend Bill McDonnell lauded Welwood for his “calmness and ease of character” as well as his generosity with other historians. “[He was] highly knowledgeable, professional, a passionate researcher and writer of many articles, had a great voice and beard, and a willingness to share with newbies,” McDonnell said.

Ronald Joseph Adrian Welwood was born in Penticton on Feb. 14, 1940, and raised in Port Alberni.

He graduated from UBC and worked as the head of the newspaper section at the National Library of Canada until 1969 when he and Frances moved to Nelson, where he became librarian at Notre Dame.

He recalled that he took the job because it was a chance to return to B.C., and “the ultimate goal was to eventually move up the provincial academic library ladder.”

However, “within hours of completing the Ottawa-to-Nelson cross-Canada drive in a tiny Datsun, we crossed the Nelson bridge and never looked back.

After the end of DTUC, Welwood went to work at Selkirk College in Castlegar, retiring as head librarian in 2000. There he continued to add local history materials to the college’s Minto Room.

In 2010, Welwood and the late Don Lyon convened the Nelson History Interest Group, an informal club that met monthly in the courthouse to hear presentations on local topics.

Welwood was also active with the Learning in Retirement group and lent his bass voice to the Heritage Harmonies Barbershop Choir.

The City of Nelson presented the Welwoods with a special citation in 2019 recognizing their outstanding contributions to preserving and promoting the city’s cultural heritage.

Ron Welwood died on Nov. 21 following a battle with lung cancer. He initially recovered well from surgery, but his health declined in the last few months. His survivors include Frances, his wife of 55 years; sons Gregory and Ed; granddaughter Meela; brother Ken; and his 105-year-old mother Alice.

A funeral and celebration of life will be planned later.

Welwood’s family asks that donations in his memory go to the Osprey Foundation or Touchstones Nelson.

Early goals, late penalties cost Nelson Leafs in loss to Kimberley

Everything could have been different if Rhett Hamilton scored at a critical moment Friday night.

The Nelson Leafs were trailing 4-3 in the third period when Hamilton was sprung on a breakaway. If he scores, the Leafs tie the game and maybe even go on to beat the Kimberley Dynamiters.

But Hamilton’s speed was matched

Cranbrook Bucks forward Noah Quinn commits to NCAA Div 1 school

Cranbrook Bucks forward Noah Quinn has signed up to play for one of the top American university hockey teams.

The Nelson native has committed to the Bemidji State University Beavers, who compete in the NCAA’s Division 1. Quinn will play one more season in the BCHL and join the Beavers in 2023.

The Beavers are currently ranked 20th overall among NCAA men’s hockey teams.

Last season they were one win away from competing in the Frozen Four, only to lose to eventual national champions Massachusetts.

Quinn, an 18-year-old centre, said he was approached by one of the Beavers’ coaches after a Bucks game, then made a brief trip to the university’s campus in Minnesota. After that he was sold.

Nelson’s Levi Taylor won gold at the B.C. Junior Weightlifting Provincial Championships in Port Moody.

Taylor finished atop the podium in the under-17 men’s 67 kilogram category on Saturday. His 100-kg snatch broke his previous provincial record of 96 kg set in August.

Taylor was also named Best Youth Male Lifter at the event.

He’s the latest of the Taylor children to capture weightlifting honours.

His sister Emily won bronze at the junior national championships in January 2020, while his other sister Lily took gold at the Ogopogo Open in 2019.

Gallery exhibit chronicles Nelson’s cannabis history

Touchstones Museum’s new exhibit The Grow Show is rich in dramatic stories about Nelson’s cannabis history.

The written and spoken words of growers, activists, artists, politicians, cannabis workers, retired police officers, lawyers, and business people are displayed in text panels throughout the gallery, offering a deep historical dive into an often misunderstood part of Nelson’s economy and history.

The stories are interspersed with photos, paintings, video, and news clippings, exploring cannabis culture in the West Kootenay through many different lenses, including agriculture, economy, culture, politics and community perspectives.

The exhibit opened at Touchstones on Nov. 26 and runs until Feb. 27.

Many of us underestimate the role of cannabis in the culture and economy of the West Kootenay over the last 60 years, Fay says.

Everyone in the West Kootenay is connected to the cannabis economy, “whether happily or not, or whether they profit or not. We have been this enclave for so long, and have really been supported by this industry.”

Or, as commentator Clayton McCann put it in a statement on the gallery wall, “Communities had a vested interest in producing it. Once it became profitable, the cash economy meant properties could be purchased, restaurants could be opened – how many small towns like Nelson do you know of that have more than 30 restaurants? – arts could be funded, festivals launched, ski hills supported.”

A centrepiece of the exhibit is the story of Nelson’s Holy Smoke Culture Shop, started 25 years ago as a focus of activism that stood at the forefront of legalization efforts.

The exhibit chronicles the owners’ time spent in custody, in court, and with their like-minded community, including a reminiscence from the lawyer who represented them.

Nelson photographer Kathryn Gardner has won two provincial awards for images she took of a bald eagle and a landscape.

The Professional Photographers of Canada selected Gardner’s “The Eagle is Landing” for its exceptional animal image award, as well as “Sentinel Pass” in the pictorial-floral class.

Gardner also received an honourable mention in the editorial image category for “Riding the Chilcotin Highlands.”

The 76th annual awards were part of the BC Image Salon exhibition, which included 22 different categories.

“Success in the PPOC-BC competition highlights the makers’ talents and ability to create outstanding images for their clients,” said image competition chair Ross Outerbridge in a statement.

Nelson residents are invited to join us for a virtual candlelight vigil to mark the National Day of Remembrance and Action on Violence Against Women.

Dec. 6 marks the 32nd anniversary of Montreal’s Ecole Polytechnique massacre when 14 women were murdered, because they were women. Ten women and four men were also injured in the attack.

Slocan Valley Cheer Campaign promotes local events and businesses Submitted by Slocan Valley Economic Development Partnership

This December, the Slocan Valley Economic Development Partnership (SVEDP) aims to bring people together with special holiday events, promotions, markets and giveaways through a new buy local campaign called Slocan Valley Cheer.

People from around the Kootenays are invited to experience holiday cheer Slocan Valley-style and support local businesses and artisans.

Slocan Valley Cheer takes place from Dec. 1 to 21 from Crescent Valley to New Denver. There are eight different markets and events that involve local artisans, delicious food and music. Ten businesses are offering special Slocan Valley Cheer promotions which include giveaways and gifts with purchases.

Slocan Valley artisans will be featured throughout the month. Finally, a social media giveaway will take place where the lucky winner will receive a $200 credit to spend at their favourite Slocan Valley business plus SVEDP will donate $200 to the Slocan Valley community group or non-profit organization of their choice.

“A campaign like Slocan Valley Cheer couldn’t come at a better time,” said Ron LeBlanc, Slocan Valley economic development co-ordinator. “It’s time to celebrate our local

businesses and come together as a community after a challenging year.

With the recent supply chain disruptions, it’s clear that now is the time, if people haven’t already, to realize the immense value of local products and local food.”

“Our businesses are providing unique one-of-a-kind products and services and amazing deals through this campaign,” said Karen Kornelsen, business support advisor for the SVEDP. “The artisans are a focus for us as well because they’re really the heartbeat of the Slocan Valley. There are so many amazing artisans, artists and makers toiling away in their humble valley abodes, and we want to bring attention to them as the holidays are a key time for their sales. They provide so much cultural and creative value to our community.”

The Slocan Valley has been experiencing an influx of new businesses over the last two years, despite the challenges of COVID-19, wildfires, and restricted tourism. Nelson Amnesty to hold annual Write for Rights event Submitted by Amnesty International Nelson

Twenty years of pens, letters, and human rights. Nelson’s Amnesty group is once again inviting the community to join in Amnesty International’s 20th annual Write for Rights campaign, a global letter-writing campaign around International Human Rights Day. Last year, despite the COVID-19 pandemic, Amnesty supporters took more than four million actions that day and this year we’re hoping to replicate that.

This year’s event takes place on Saturday, Dec. 11, at Nelson Public Library from 10 a.m. to 3 p.m.

“When hundreds of thousands of people around the

world get together and send a clear message demonstrating they will stand by a person or group whose human rights are being violated, the impact is huge.

It gives people the strength to keep going”, says Mike Chapman, Nelson Amnesty organizer.

“It also sends a message to those who are violating human rights that they cannot keep their crimes secret.”

Phyoe Aung of Myanmar, a beneficiary of an earlier campaign, wrote: “Thank you each and every one of you. Not just for campaigning for my release, and the release of other prisoners, but for helping to keep our hope and our beliefs alive.”

Among the 10

cases selected this year, Amnesty International is highlighting the case of Bernardo Caal Xol, a Mayan Indigenous leader who was unjustly imprisoned for protesting the construction of hydroelectric power plants in Guatemala. Another case is that of Zhang Zhan, a citizen journalist who is facing a four-year prison sentence in China for reporting on the COVID-19

outbreak in Wuhan.

Wendy Galarza is yet another case, a childcare worker and feminist activist who was shot after police opened fire on a crowd of people protesting violence against women in Mexico.

1940 ~ 2021 Ronald Joseph Adrian Welwood was born in Penticton in 1940, raised in Port Alberni, but leaves his heart and legacy in his adopted Home of Nelson, BC. Ron was the eldest child of Roy and Alice (Bonthoux) Welwood of Port Alberni and Chilliwack. He is survived and deeply missed by his 105-yearold mother (that’s right, 105 years!), brother Kenneth (Pamela), and two Nelson-born sons, Gregory (Tracy Mah), and Michael “Ed” (Karen), and his precious granddaughter, Meela.

Ron shared his enormous interest and knowledge of Kootenaiana (a term he created) with his wife of 55 years, Frances (nee Clay). Together they “discovered” Nelson in August of 1969 when Ron left the National Library of Canada in Ottawa to become the Librarian of Notre Dame University of Nelson.

Despite the demise of NDU, Ron remained on Campus as Librarian at David Thompson University Centre, then as Librarian at Selkirk College Castlegar until his retirement in 2000.

His enthusiasm for Kootenay life and culture soon identified Ron as a Kootenay voice within the 100-year-old B. C. Historical Federation (of which he served two terms as Chairman).

Ron assembled the Kootenaiana Collection of volumes and documents that is the basis of West Kootenay research and history.

He received many awards for his historical writing and was cofounder of an eclectic band of history buffs – Kootenay History Interest Group. ‘The Friends of B.C. Archives’, ‘Communities in Bloom’, ‘Heritage Walking, Motoring and Cemetery Tour’ Brochures, Archivist for the Roman Catholic Archives of Nelson, singing basso with the ‘Heritage Harmonies Chorus’, skiing at Whitewater, and digging in his mountain-side garden further occupied his “Kootenay Time”.

In January 2019, Ron and Frances were granted a Special Citation by the City of Nelson in recognition of their outstanding contributions to the preservation and promotion of the City’s cultural heritage.

Donations in Ron’s memory might be given to the Nelson Osprey Foundation or Touchstones Nelson.

“A young man’s dreams fulfilled with skill, love, loyalty, and hope.”

A funeral and celebration of Ron’s life and legacy will be held at a future time.

Eileen Epp, at the age of 90 years old, passed away peacefully at Mountain Lake Care Facility on November 25th, 2021.

Eileen was born in Eldred, Saskatchewan, and later grew up in Laird, Saskatchewan.

This is where she met her loving husband of 61 years, Harold. They spent many years in Saskatoon, eventually moving to Nelson in 1971.

Eileen worked for many years at CIBC. She was also a very active member in the Ladies Auxiliary of the Fraternal Order of Eagles, and was part of the Auxiliary Executive.

Eileen took joy in sewing and quilting with never a stitch out of place. She was an exceptional baker and always had her kitchen stocked with freshly baked cookies, treats, and homemade buns (“grandma buns”). She lived her life with kindness and grace, and will be missed by many.

Feelingsteamrolled,levelled,unhinged even? Yes. Good. I can feel it too in the nearly whispered ethically-minded social preludes: “I’m twice-vaxed”, “I’m not”, “It’s OK, we’re outside,

and we’re both masked”. The wellintentioned vigilance in these exchanges,ersatzpolitenessabounding, are now becoming the de rigueur self-disclosures. 18 months in, our reality has seeped not only into our customs, but our language is a crisis catalog glossary: contact tracing, flattening the curve, lockdown, patient zero, respirator, Remdesivir, Ivermectin, person-to-person transmission, anti-vaxxer. Even souls who hold non-mainstream views birthed slang like: V, vaselined, vaxxed, jibby jab. These incursions into the words we breath, embed our lived experiences into sonic hieroglyphs for covid times. As I watch myself standing, masked, outside my kid’s school colony, monitoring how the children play, I silently ask myself: “am I doing the right thing sending him out there?” Gone are simple inalienable certainties. Toward the end of the Second Indochina War – a war which lasted 20 plus years, not 18 months – at a time when North Vietnamese-Viet Cong community built “tens of thousands of miles of tunnels underground”; these tunnels housed troops, yes, and also, civilian refugee families with children.

They dwelled there formidable and industrious, borrowing from ants a way to survive the bombing campaigns. In this colony, the children played indoors, in the dark. Mothers whistling them back home to their carved out “room” to eat and sleep on straw bedding, huddled, the low cave ceilings vibrating above their heads. One family lived like this for 6 years, under the blanket of complete darkness. And, one day, the shelling stopped. They emerged, drenched by sunlight, pulling out their nets, fishing freely again, cooking up the spoils of freedom, oceanside at sunset. It was finally over. On dusty ground, hands reached for bamboo, the time for rebuilding had begun.

Winter Tales - A community extravaganza When the days get colder, a winter’s tale is just the thing to warm us up.

The Capitol Theatre is excited to invite the community and our patrons to join us for a very special and very different take on our winter fundraising event. Winter Tales take place on Saturday, December 4th at 7:30pm.

Modelled after podcasts and live shows such as The Moth or The Vinyl Café, Winter Tales is an evening of stories, poems, music and community. It is a show that invokes the feeling of being cozy around the fire with your close friends and family, sharing stories that are each different, mysterious and yet connected by the theme of winter and community.

Each of the twelve stories is told by a Nelson resident and they are stories you have never heard before! Stories with moments of laughter and tears, poems that bring with them the feeling of winter, songs that will draw you into the folds of the community.

We all have a relationship with winter. It governs a big part of our year, and we all have stories to tell about it. And winter is a time to tell stories: long nights, warm drinks, time for reflecting. The original concept for Winter Tales came from missing the chance to get together with groups of friends, sit around a fire, share drinks and food and just tell each other about the crazy, maddening, funny, wonderful things that happened or that we remembered since we saw each other last. One person’s tale

sets off the next person’s tale.

We’ve all got great stories about Winter and our storytellers have graciously agreed to share theirs on the Capitol stage. We promise that you will leave this evening with a full heart and inspired to share your own stories within your community. This show is a Capitol Theatre fundraiser event and is suitable for all ages. We encourage you to bring your entire family to enjoy this evening. Exploring the Archives in 20 Objects Nelson, BC (November 29, 2021): In 2015, the Museum exhibited 60 Years/60 Objects, which highlighted some interesting, whimsical, and culturally significant objects from the Museum Collection. Six years later, we are revisiting the idea of opening up the Collection and exploring more unknown gems.

From antique dolls to a Central School desk, 20 Objects is sure to contain something to delight all visitors.

This exhibition is par ticularly poignant, as two of the items were chosen by members of our community who have recently passed away; Shawn Lamb, who was an integral in creating the Nelson Museum, Archives and Gallery and whose legacy lives on in the Shawn Lamb Archives; and Ron Welwood, a dear friend and philanthropist, who over t h e d e c a d e s h a s s u p p o r te d the Museum alongside his wife Frances, in countless ways.

“We have been honoured to work alongside some of our community’s recognized historians, including Shawn and Ron, for this exhibition,” says Executive Director Astrid

Heyerdahl. “Their dedication and contribution to the Museum will forever be held with the utmost respect.”

“For the last three decades, and especially in the last three years, museums around the world have taken steps towards changing their practices and undoing the wrongs that have been done through their methodology, collections practices, archives, and artistic r e p r e s e n t a t i o n s ,” H e ye r d a h l adds. “The Nelson Museum has been under taking impor tant decolonization and reconciliation work as we continued to strengthen our relationships with the Sinixt Confederacy, the Ktunaxa Nation, and the West Kootenay Métis Association. We are excited to be partnering with the Nations in order to develop a new museum exhibition that fully aligns with UNDRIP, the TRC Calls to Action, and the First Nations Principles of OCAP, as well as celebrates all of the diverse voices of our shared history.”

Betty Anne Marino joins Columbia Basin Trust Board

The Columbia Basin Trust is saying goodbye to one board member and welcoming another.

Betty Anne Marino, a nominee of the Regional District of Kootenay Boundary, joins the Board effective Jan. 1, 2022, and will succeed Murray McConnachie whose term comes to an end on Dec. 31.

Marino’s family’s history in the Kootenays dates back to the 1800s.

She was born and raised in Trail and is currently living in Warfield.

Marino is an executive coach and has provided leadership across a wide spectrum of community engagement, health care, corporate and volunteer initiatives. She has been involved in major fundraising campaigns and various community enhancing projects, marketing strategies and engagement programs.

“Betty Anne has a solid background of aiding people in the region through her work and volunteer experiences, and I look forward to seeing how she applies her skills to supporting the efforts of Columbia Basin Trust,” said Katrine Conroy, Minister of Forests, Lands, Natural Resource Operations and Rural Development, and Minister Responsible for Columbia Basin Trust.

Kootenay Boundary Regional Hospital (KBRH) Health Foundation was presented with a donation of $40,240 from the proceeds of a fundraiser called Operation Owatz. This fitness challenge honoured the late Dr. Todd Owatz, a Rossland father, husband and cherished member of the community who advocated for healthy habits with his patients. This donation will support the purchase of a gastroscope for the KBRH Ambulatory Care Department where Dr. Owatz worked as a general surgeon. Fundraiser in memory of Kootenay Boundary surgeon raises over $40,000

The number is in — and it’s a healthy amount — for a very special fundraiser called Operation Owatz.

“The donations are all counted and the pledges have been totalled, drum roll please,” organizer Lindy Welsby said, before announcing that upwards of $40,000 had been raised earlier this fall.

“That is more than double our goal! Double,” she said. “Words cannot adequately express how grateful we are for the level of participation, from the hard work you did in collecting pledge dollars from your networks — all to honour and pay tribute to Dr. Owatz. What a success.”

On behalf of Operation Owatz, Welsby thanks everyone who participated and contributed to this cause.

“With this extraordinary support, the full

cost of a gastroscope will be covered ($36,500) and the balance will go toward other essential equipment in the Ambulatory Care Unit at Kootenay Boundary Regional Hospital,” she said. “Thank you again. We could not have done this without all of you.”

Welsby chose to organize a movement challenge in memory of her friend, Dr. Todd Owatz, as it was a meaningful way to pay tribute to the good doctor through strength building and endurance.

The six-week fundraiser — held virtually from Sept. 6 to Oct. 15 — had participants tracking their movement activities online and competing against others in fitness challenges.

Owatz worked in the Ambulatory Care Unit at KBRH before he passed away on Oct. 15, 2020, at the age of 49 years, leaving behind a legacy of care and service to his patients and colleagues.
