RDCK board holds off on Slocan Valley cell service study

A plan to study the feasibility of the Regional District of Central Kootenay erecting its own cell towers in the Slocan Valley has been put on hold.

The proposed feasibility study on expanding cell phone service in the Pass Creek and Slocan Valley areas was referred in March to the board’s April meeting – the second time it’s been delayed.

We’ll have cell service – we’ll have accomplished what we want,” he says. “And if there are no telecommunication companies coming in to build a cell tower, then we’ll pursue the feasibility study.”

If they do, he says the end result could see the RDCK erect its own cell tower – or towers – along the 100-kilometre valley, filling in gaps in service.

“If it is feasible, we would entertain the idea of building a cell phone tower, and offer Telus, Rogers, Shaw or whoever the provider is, the opportunity to attach to the tower,” he says. “We would own the tower, but they would pay rent.

We would eventually – after it is paid off – it would be a revenue generator for Area I and Area H, subject to maintenance, etc.”

There’s been opposition to cell service expansion in the past in the valley, but Popoff says he thinks that culture is changing.

“The demographics have been changing, and my main concern is the safety issue – ambulance services, RCMP, etc,” he says. “When it was first proposed a few years ago, there were some people that were concerned about radiation from a cell phone tower. We would go with Health Canada’s regulations. Any tower built would have to comply with those standards.”

The board will re-visit the study proposal again this month, but it’s likely to be put off for several more meetings until the situation with other players is known.

However, there’s no quick fix. Popoff says even if they started the study now, it would be several years before any changes to cell service infrastructure would become a reality.

History

Doukhobor families came and went from Skalistoye

Third in a series on the history of Grohman Narrows Park Typically, one or two Doukhobor families were stationed at a time at Skalistoye, a farm west of Nelson purchased on behalf of the community in 1911. Often they would stay three or four years before being rotated back to larger Doukhobor settlements and another family was brought in to take their place.

When the census was taken in June 1911, no Doukhobor families were yet permanently living on the ranch.

By the time of the 1921 census (which referred to the property as “Quory” after its railway siding) the Famenoff (or Fominoff) family of 13, originally from Ootischenia, was living there. John and his wife Ahaphia, both 55, were listed along with their four sons and their families, namely Larion, 34, and wife Oprosia, 33, with sons Brilliant, 12, and Fred, 3; Wasil, 29, and wife Fedosia, 34, with daughters Mary, 10, and Polly 3; John, 25, and his son John, 5; and Savely, 16.

In 1924, the family of George J., 32, and Polly, 30, Rozinkin, along with their son Peter, 7, and daughter Lucy, 4, were re-stationed from Brilliant to Skalistoye. They remained on the ranch for five years, until 1929.

In August of the latter year, the couple were swept up in a peace protest of several hundred former Christian Community of Universal Brotherhood (CCUB) members from Thrums who marched past Skalistoye. George and Polly joined them, leaving their children at the ranch house while they trekked to Nelson.

Their granddaughter Sharon Hoodicoff of Kamloops recalls that her mother Lucy and brother Peter had no idea if their parents would return and, out of a sense of survival, began planting potatoes, although it was the wrong season.

Their aunt soon came and took them to their parents. Sadly, the family never returned to the ranch, being subsequently confined with 530 other protestors at Porto Rico, an abandoned CCUB lumber camp, until 1930.

By late 1929, another family was place at Skalistoye, that of Fred A., 23, and Polly W., 20, Konkin and their son Phillip, 1, formerly of Brilliant.

The family tended the ranch for two years before leaving the

CCUB and resettling in Thrums as Independent Doukhobors in 1931.

Life at Skalistoye was communal and revolved around the agricultural seasons.

In spring, the men pruned the orchard fruit trees, while on the cultivated land, the women planted annual vegetables and small fruit where perennial berries were not already established.

Throughout the summer, the men laboured to clear and break additional land on the property. By late summer, the entire family picked the fruit and berries grown at the ranch. These were shipped from the siding, initially to Nelson and after 1915 to Brilliant for processing in the CCUB jam factories.

A portion of the vegetables grown were retained by the ranch families for their own use, with the bulk redistributed among other Doukhobor settlements as needed or else sold at the Doukhobor market in Nelson. Over late fall and winter, the men worked at the CCUB sawmills or else sought employment from local ranchers.

The farm also served as an important stopping place for Doukhobor wagon teamsters travelling from outlying settlements.

By 1931, after 20 years of communal ownership and operation, the Doukhobors had more than doubled the amount of cleared land, with 30 acres in orchard at Skalistoye and another 30 acres under cultivation, with the remaining 65 acres of rocky outcropping used for pasture.

For all its rocks, the ranch generated significant produce and income for the CCUB during this period from the produce grown there, with the orchard yielding approximately 240 to 450 tons of fruit per year, and the cultivated land yielding about 2,000 cases of berries and 180 tons of potatoes and other vegetables per year.

As for the property itself, the Doukhobors do not appear to have made any substantial improvements or addi-

tions to the buildings over this period, their value depreciating from $1,500 in 1911 to $800 in 1931. An inventory conducted in the latter year listed “Two dwelling houses, one barn and other small buildings,” valued at $800. And despite significant improvements made to the land in terms of clearing, the property value increased only modestly after 20 years from $10,000 in 1911 to $15,450 in 1931.

However, by this time, Skalistoye no longer held the strategic and locational value to the CCUB it once had, with the organization owning over 3,500 acres of bearing orchard and another 10,000 acres of small fruit and vegetables at larger, more centralized tracts elsewhere in the Kootenay and Boundary. Accordingly, then-president Peter

P. (Chistyakov) Verigin arranged to sell the isolated and remote ranch to Doukhobor John George Evin in March 1931.

Evin was a founding member of the board of directors of the CCUB following its federal incorporation in April 1917. By 1921, he relocated from Brilliant to the CCUB colony at Cowley, Alta. where he remained until at least 1926.

However, by 1930, he left the CCUB to live and farm as an Independent Doukhobor at Blaine Lake, Sask.

Evin subsequently returned to the Kootenay with his family of five. However, if they lived at Skalistoye, it was exceedingly brief, as from 1933 on they were living at Slocan Park although they continued to own the property.

Man who took wild bear cubs to a Grand Forks motel may face charges

Conservation Service Officers in Grand Forks are considering Wildlife act charges after two bear cubs were recently taken from a logging road north of the city.

Conservation officer Mark Walkosky said the cubs, now at an accredited wildlife facility, would likely be with their mother had it not been for the well-intentioned but misguided actions of a man who took

News Selkirk College Fine Woodworking Program students dazzle panel of legendary judges Submitted by Selkirk College

Pushing burgeoning skills to the limits, students in Selkirk College’s Fine Woodworking Program had their design ingenuity and presentation abilities put to the test before an all-star industry panel of judges.

Based out of Nelson’s Silver King Campus, the nine-month program entered its final weeks with the fifth annual Student Design Competition that challenged teams of learners to come up with an original piece of sculptural furniture.

After weeks of teamwork in the shop, five student teams virtually presented outcomes to a panel of judges that included legendary Canadian fine furniture maker Michael Fortune, esteemed California furniture maker and educator Wendy Maruyama, Fine Woodworking magazine editor Jon Binzen, Woodsong Studio owner Kelly Parker and Spearhead general manager Daniel Rempel.

Saluting community social services volunteers Submitted by Kootenay Boundary Community Services Cooperative

Kootenay Boundary Community Service Co-operative (KBCSC) supports 18 non-profit community-based social service societies operating in communities throughout the Columbia Basin, West and East Kootenay, and Boundary region.

It is also celebrating National Volunteer Month by launching a board member/volunteer recruitment campaign throughout the region.

Board volunteers are both a resource and an asset to the strength of an organization. Volunteers get the opportunity to enrich their life, access experiential learning for future employment, expand both their professional and personal networks and give back to their community through volunteering.

“I truly believe everyone has something to offer,” says KBCSC board chair Lena Horswill.

KBCSC member agencies are varied in their programs, services,

and regions and their boards need to reflect those differences.

Marta Abel, board volunteer of Nelson Community Services, says, “It’s so rewarding to be part of a board, an organization, a community and a larger network that works for meaningful social change.”

This campaign aims to highlight the vital work of local non-profit

community service agencies, showcase the diversity of current board members and their agencies, and educate and increase awareness about the importance of volunteers and the community-based social service agencies they support.

The campaign includes a series of short videos of existing board members shot by Watershed Productions. These will be available on the KBCSC and member agencies’ websites. The videos highlight the diversity of the existing boards as well as board members’ individual motivations for volunteering on boards and the variety of benefits from those experiences.

Slocan author a finalist in historical writing competition Submitted by British Columbia Historical Federation

The British Columbia Historical Federation is pleased to announce this year’s finalists for its annual historical writing competition. The 2021 book awards gala will take place online this year on June 5 at 7 p.m.

The award celebrates books that make significant contributions to the

historical literature of British Columbia. Congratulations to all the finalists whose works keep British Columbia’s rich history vibrant and relevant.

The finalists include Peter Smith’s book Silver Rush: British Columbia’s Silvery Slocan 1891-1900.

The BC Lieutenant-Governor’s Medal for Historical Writing will be awarded together with $2,500 to the

author whose book makes the most significant contribution to the historical literature of British Columbia.

The second place winner will receive $1,500 and third place, $500.

A book will also be awarded the Community History Award and $500.

Certificates of honourable mention may be awarded to other books as recommended by the judges. New this

year, there is will be a people’s choice winner selected by the audience in real time during the awards gala.

South Okanagan-West Kootenay Conservative Riding Association Helena Konanz has been acclaimed as the South Okanagan-West Kootenay Conservative candidate for the next federal election.

Helena represented the Conservatives in this riding in the 2019 election and came short by a slim 796 votes to the incumbent, NDP MP Richard Cannings, in one of the closest campaigns in the country.
