Smiles, whoops as Arrow Lakes residents get vaccine jab

Nearly 500 residents of the West Kootenay are a lot safer from the COVID-19 virus after a community vaccination clinic held in Fauquier last month.

The two-day clinic, held at the community hall, saw residents 18 and older from Fauquier, Edgewood and Burton and area getting the Pfizer-BioNTech vaccine.

Inside the busy hall six nurses worked steadily at work stations, while residents getting the vaccine whooped with triumph and threw socially distanced high-fives to other locals in the after-jab waiting area.

“We got our shots, yahoo!” said Ian Golds.

“Now that we’re finally vaccinated, we’ll be able to see our kids and grandkids, who we haven’t seen for almost a year. We know we still have to wear masks for the next couple of weeks, but after that we should have a little freedom here.”

For local Ken Rogers, getting the shot was a long time coming.

“It’s awesome, I’m glad we’re getting it done.

The sooner we get rid of this thing the better off we’re all going to be. We can start travelling again, getting back to normal,” he told the Valley Voice. While the region hasn’t had many cases of COVID to begin with, Rogers thinks it will still help. “It’s going to make it easier for everybody, a little safer. It will make you feel a little less anxious around other people.”

Many residents praised how easy and efficient the process was.

It was incredibly smooth coming in, very streamlined and a very quick, simple process.”

who was busy preparing shots for the other staff to administer, gave high praise to the community volunteers for coming to help out.

“We have some amazing volunteers here – they are busy directing people, cleaning surfaces, and we’re good!” she said. “Everyone has pulled together. It’s been an amazing turnout.

“It’s been very positive, a great uptake of the product, and the sooner we get people protected, the sooner we can go back to some kind of normality, whatever that may look like.”

It didn’t go completely smoothly, however.

Wi-Fi troubles on the first day snarled computers, slowing the process slightly. But with the help of Edgewood resident Bill Dummett, who lent the hall a Wi-Fi booster, the problem was cleared up for the second day.

In total about 480 residents of the southern Arrow Lakes communities were vaccinated. As the province ramps up its vaccination schedule, more West Kootenay residents will get the opportunity to get their shot.

In the North Slocan Valley, Mayor Leonard Casley announced an all-ages vaccine clinic would be held on April 19 and 20 at the Silverton Memorial Hall for the area from Hills to Enterprise Creek to Sandon. An all-ages clinic is also scheduled for Slocan Park for April 23. Interior Health was taking bookings for that clinic earlier this week.

Having now received their first shot, residents of the Edgewood-Burton area will have to return to the hall in four months’ time for their booster. And people who missed last week’s clinic should keep an eye on local notice boards for word on future opportunities.

In the meantime, many are just happy for the level of protection they have now.

“I feel we are blessed to get the shot,” said Tina Newell, relaxing in the waiting area after getting her jab. “It’s a more secure feeling, in helping us get through this. This is the light at the end of the tunnel.”

Revisiting a local park’s storied but forgotten past

First of four parts Although Grohman Narrows Provincial Park west of Nelson is a well-known destination for local outdoor recreation and nature appreciation, its storied past has largely slipped from collective memory. This series examines the property’s many different owners, occupiers, names and uses over its 150-plus years of recorded history.

Prehistory The property covers the river flats on the left (south) bank of the Kootenay River at what was once called the Narrows, a natural constriction of the river at the downstream end of the West Arm formed by beds of uneroded hard rock.

During periods of high inflow into Kootenay Lake, the constriction raised water levels upriver, causing flooding. The rich alluvial material deposited over millennia enriched the lower portions of the flats, yielding fertile soil, while the higher, unflooded portions remained largely exposed rock.

For centuries before white settlers capitalized upon its agricultural potential, First Nations encamped on the flats, as the Narrows created an ideal location for trapping fish. Its importance as fishing grounds also made it highly sought after, and it is thought to have been the site of a 19th century battle between the Sinixt and Ktunaxa over its control. In the early 20th century, many First Nations artifacts were recovered along the flats.

W.A. Baillie-Grohman In 1886, 50 acres of the flats were conceded to the Kootenay Lake Syndicate led by Anglo-Austrian author and hunter William Adolph Baillie-Grohman as part of a plan to blast out the Narrows, thereby lowering the lake level in order to drain and reclaim Creston Valley and Kootenay Flats for colonization and agriculture.

In 1889, Grohman’s engineer Leslie Hall and his crew set up camp on the flats, detonating tons of dynamite against the obstructing rock at the Narrows, but the rock did not yield.

By 1894, the scheme was a bust and the land reverted to the Crown. More enduring were the names left behind in the form of Grohman Narrows and Grohman Creek, opposite the property.

Early Miners and Ranchers In 1891, the CPR’s Columbia and Kootenay Railway line was built through the north edge of the property, close to the river, opening it up for mining and later agricultural development.

By 1898, Dr. E.C. Arthur of Nelson staked the Recluse mineral claim on the property, receiving certificates of work in 1903 and a grant of mineral rights in 1905 as Lot 4228.

Dr. Arthur still owned the claim as of 1908, but it was sold for unpaid taxes soon thereafter. A brickyard also reportedly existed in the vicinity, but it’s not clear who operated it.

Meanwhile, in 1901, New Brunswick native Alfred Bunker (1855-1937) received a Crown grant for the 50.6-hectare (125-acre) property (Lot 5180), subject to the mining claim, for $125. It thereafter became known as the Bunker Ranch. By 1902, Bunker cleared some 10-12 acres and planted about 1,000 fruit trees on the ranch, including cherry and pear, and cultivated

RDCK partners with Kootenay Conservation Program Submitted by the Regional District of Central Kootenay

The threat to the grizzly bear and other wildlife populations across Canada is significant. Loss of habitat, human interaction, climate change, and access to foraging/roaming areas top the list of reasons why.

In the Kootenay Lake region, Meadow Creek is an important corridor to help maintain the connection of grizzly bear populations. However, to ensure the safe passage of grizzly bears, work must be done to deter the bears from foraging on local food (agricultural crops, chickens/sheep and beehives). That is where the Kootenay Lake Local Conservation Fund (KLLCF) helps out.

This year electric fences (50 per cent of the cost is covered by the KLLCF), will be installed by landowners, with the assistance of Grizzly Bear Co-Existence Solutions, on 15-to-20 properties to protect livestock and crops.

Within the Regional District of Central Kootenay, the ecological values of Kootenay Lake and surrounding areas have been impacted, just like much of B.C. To address the impacts, the KLLCF was created in partnership between the RDCK and the Kootenay Conservation Program (KCP) to provide grants to support Kootenay Lake area conservation efforts focused on water and aquatic systems, as well as wildlife and habitat.

“This local government service focuses on protecting our quality of life.

Fish and wildlife habitats and water are important for local residents and why many people live here,” said KCP program manager Juliet Craig. “People appreciate conserving these values and this fund supports projects that contribute to these values.”

Established by a referendum in 2014, the KLLCF is an RDCK service for Electoral Areas A, D and E. Residents in these electoral areas pay a parcel tax of $15 per year towards this dedicated fund for conservation projects within the service area. On average, the fund contributes approximately $65,000 to $75,000 per year to project grants. The KCP works in partnership with the RDCK to administer the fund within the terms of reference.

“This is a dedicated fund strictly for conservation,” said Craig. “It is only used for projects that are within the fund’s themes including aquatic systems, water conservation, and wildlife and habitat conservation.”

“For our communities, these are very important projects that make a direct impact on the natural environment we value,” said Area E director Ramona Faust. “The contribution through taxation has leveraged twoto-five times the funds coming to the region and has been integral to continue conservation efforts in our own backyard.”

To be eligible for grant funding, projects must be delivered by a registered non-profit organization, local government or First Nations Band or one that is partnered with a qualified eligible organization to apply.

As well, the project must meet one

of the International Union for Conservation of Nature threats to biodiversity. These threats include climate change, habitat loss and degradation, pollution, and invasive species.

This year, $71,000 was distributed among eight different projects as part of the KLLCF. Projects included: • Grizzly Bear Coexistence Solutions – funding for the purchase of electrical fences in semi-rural/urban areas to prevent bears for foraging

on residential gardens and livestock • Land securement for conservation purposes of Cottonwood Lake • Harrop wetland restoration monitoring and assessment project at Sunshine Bay Regional Park • Bat conservation and the battle against White Nose Syndrome (an invasive fungal disease that has reduced many bat colonies) • Western Toad Mortality Mitigation – building of culverts to allow

toads to cross Highway 31 • Habitat Restoration for Beavers along the Duncan Lardeau River Floodplains • Wildflowers for Pollinators – supporting the conservation of native pollinators (bees and butterflies) and wildflowers • North Kootenay Lake Water Monitoring Project (which recently rebranded as Kootenay Watershed Science) Each year proposals are reviewed by a team of volunteers, known as the Technical Review Committee (TRC), who are local experts in their field, including biologists, environmental scientists, and forestry professionals.

This group provides recommendations to the RDCK Directors in the KLLCF service areas based on technically sound projects with scientific merit, which can make an impact and address important issues or problems in the area. From there the three directors make the final decision on which projects will move forward to the board for final approval.

As co-administrator for the program, KCP hosts the TRC meeting and prepare the recommendations, meet with the area directors, and track the project reporting. Once funding is approved by the board, the development team prepares service agreements and each project will receive 80 per cent of the grant up front. The remaining 20 per cent is held back until an interim and final report is submitted.

“It is about creating balance in the ecosystem,” said Sangita Sudan, RDCK general manager, development and community sustainability services. “It is hard to measure, but that is why it is important to allow local scientists to work in this area.

Habitat conservation and restoration of local areas help manage the ecosystem balance, supporting biodiversity and ecosystem management. A healthy ecosystem cleans our water, purifies our air, maintains our soil, regulates the climate, recycles nutrients and provides us with food.”

The simple act of creating a culvert for toads to cross a highway can help ensure a balance in the ecosystem.

“If you remove animals from an ecosystem there is a trickle down effect in the food chain,” said Sudan.

The fund has been instrumental in leveraging additional funding and in-kind support. The money in the pot from local resident’s results in more funding, which in return equals more conservation work being done.

One example is the recent acquisition of land around Cottonwood Lake.

“This is an important legacy,” said Sudan. “We are happy the KLLCF contributed to the purchase of this land by the Cottonwood Lake Preservation Society as it is a critical watershed in the region and an important habitat for at-risk species, including bears.”

Spirit of song connects singer Shawn Hook and Selkirk College SOAR students Submitted by Selkirk College

Students in Selkirk College’s SOAR Program and Canadian recording artist Shawn Hook connected virtually earlier this month in a shared passion for the power of music.

The Steps to Opportunities, Academics and Readiness (SOAR) Program includes hands-on, experiential education designed to prepare students for success in a variety of workplace, volunteer and community settings. With classes in Trail, Grand Forks, Castlegar and Nelson, one of the weekly activities learners engage in is the SOAR Signing Glee Club.

After recording a video of the club’s sign language interpretation of Hook’s latest single “Take Me Home,” the class reached out to the West Kootenay-born musician to share their work. Impressed, the gracious pop star accepted an invitation to connect via Zoom for a chat about his life growing up in the Slocan Valley and a career that has taken him around the world.

made the students feel really special and getting to ask him questions was so great,” says Nelson SOAR Instructor Alison Roy. “The students really felt like he appreciated the work we put into preparing this song for glee club. It really felt like he is also a fan of ours and that is very sweet.”

A talented high school musician, Hook attended Mount Sentinel Secondary and then went on to study in Selkirk College’s School of University Arts and Sciences. Releasing

his first album in 2006, Hook has enjoyed a successful career as a singer, songwriter and producer. Currently splitting his time between Los Angeles and Vancouver, he released his latest album Take Me Home in October 2020.

Connecting virtually with students in the first week of March from his place in California, SOAR students from across the region spent more than an hour asking a variety of questions. Topics ranged from who he would most like

to tour with, what instruments he plays, how the pandemic has impacted him, his favourite place to perform, how long it takes to produce a music video and how he managed to get his dad’s vintage Firebird for the “Take Me Home” video.

In their time together, SOAR students found out that Hook is a passionate Vancouver Canucks fan, one of his favourite bands is The Beatles, that his most memorable performance was at Red Rocks in Colorado

before 9,000 fans, that Yum Son in Nelson is one of his go-to restaurants, and that his hobbies are hockey and cooking. He told SOAR students about the time he and some friends started a boy-band at Mount Sentinel, but after rehearsing were too scared to perform live.

Asking almost as many questions of the students that were asked of him, the Zoom session was bubbling with excitement for all involved.

“I was really impressed by the signing glee club’s performance of my song ‘Take Me Home,’” says Hook. “As a former Selkirk College student, it brought back fond memories of my college days in the Kootenays.”

The SOAR Signing Glee Club is in its fourth year of practicing/performing and prior to the pandemic, it was only the Nelson-based learners who participated. One of the unexpected benefits of the shift to a hybrid model of learning that mixes in-person with online, is that over the last year all campuses have gotten involved.

“The glee club builds a sense

of community, we come together in a unified group with a common goal,” says Roy, who leads the club with fellow instructor Lisa Young. “It’s a great outlet for students to just move their bodies, laugh together, smile together and be proud together.”

Though the glee club has performed songs from artists like Ed Sheeran, John Lennon and Sister Sledge, it will be hard to top the experience they had meeting a performer who shared genuine excitement for their efforts.

“Many of the students were big fans of his music and they were pretty stoked, they feel he is a real gem from this area and meeting him was pretty special,” says Roy, adding that the video for Hook’s latest song features locations from around the West Kootenay, which really resonated with the class. “After spending that quality time with Shawn, the students who didn’t really know him very well before this are really big fans of his now.”

Get out and get a trout with the Kootenay Lake Angler Incentive Program Submitted by B.C. Wildlife Federation

The Kootenay Lake Angler Incentive Program is designed to help the iconic kokanee salmon population recover after their collapse in 2013. In 2017, only 12,000 spawners were estimated in the main lake.

Conservationists have been trying to reverse the decline by conducting kokanee egg plants and fry release for the past five years.

The high in-lake abundance of rainbow and bull trout is suppressing the survival of the kokanee, the primary food source of these predators. The incentive program encourages anglers to catch and retain rainbow and bull trout while giving the juvenile kokanee a chance to grow.

In June, one lucky winner will be drawn from the rainbow and bull trout submissions to win a $50,000 Kingfisher boat and trailer package. The March, April and May $1,000 gift certificates are still to be drawn too –

there are plenty of opportunities to win!

Guy Rook from Sanca Creek on the east side of Kootenay Lake took home the February monthly draw for $1,000 worth of gift certificates from the Kootenay Lake Angler Incentive Program. Rook’s been fishing on the lake since 2017 and gets out about 20 times a year. He submitted six heads to the Wynndel Foods and Outdoor depot.

“We had a really fun late spring fishing with lots of action and then recently a couple of weeks ago the fishing was very active,” Rook said. “I haven’t noticed a change in fish size over the past couple of years, and we have definitely caught more fish, but maybe it’s because I learn something each time I’m out!”

West Arm Outdoors Club president Gord Grunerud said, “The sports fishery on Kootenay Lake was once renowned for its stock of large Gerrard rainbow trout and kokanee

salmon. We want to get back to a robust sports fishery in our region. Our goal with this three-year incentive program is to restore a balance in predator/prey relationships to allow kokanee abundance to increase.”

The number of main lake kokanee spawners typically ranges between 250,000 and two million. Low survival rates of kokanee in the main lake have reduced spawner numbers to less than 40,000 in recent years, with approximately 90,000 counted in 2020.

The January 2021 Kootenay Lake Kokanee Recovery Update, published by the Ministry of Forests, Lands and Natural Resource Operations and Rural Development, Kootenay-Boundary Resource Management Unit stated, “Once kokanee survival improves as a result of fewer predators, kokanee abundance will increase quite rapidly. We need Catch a Kootenay Lake bull trout like this one and get entered for a prize to continue harvesting predators until we from the Kootenay Lake Angler Incentive Program. Partnerships, leadership cited as keys to North Kootenay economic growth

The North Kootenay Lake region is going to need strong leadership and good communication if it is going to overcome barriers to economic growth, a new report on the region’s economic development says.

The report, “‘Community Economic Development Strategy: Co-ordinated Leadership” by Factor Five consultants was released last month after more than a year of study, consultation, and research – with a pandemic thrown into the middle that took researchers in different directions.

“A strong, resilient economy is vital to the quality of life of the residents, workforce and visitors in North Kootenay Lake,” the report says. “How the economy changes over the next 10 years will affect all facets of the community, including the types of jobs, local business and investment opportunities, and the movement of goods and people to and from North Kootenay Lake.

“It is critical to proactively steer the direction of these changes to shape a future that reflects the aspirations of the people.”

To do that, the report says its goal is to focus on the development of a long-term community economic development

strategy in consultation with local and regional partners, supported by dedicated staff.

That strategy is “intended to provide a lens through which the [Kaslo and Area D Economic Development] Commission can lead economic development in a way that is deeply rooted in North Kootenay Lake values, responds to the unique challenges of the current pandemic and builds the longterm capacity of the community.”

Customizing need The report says the strategy they’ve come up with hinges on an ongoing problem.

“Local businesses and organizations need market intelligence to confidently expand and innovate in the marketplace, while governments readily fund market studies that all too often sit on shelves,” the report says.

The goal of the strategy, then, is to customize those studies to the specific needs of local businesses, and provide them with support to turn theory into action.

Good information will allow local business to see just how big their markets are, and if it makes sense to them to expand to meet what demand actually exists. Determining this economy of scale is one of the big hindrances to local business at this time, the report says.

The result of better

communication and information “will be vibrant, successful local businesses and organizations that thrive by solving local and regional problems through economies of scale that match the size of the market,” the authors say.

Partnership To tackle this problem, the Economic Development Commission and local Chamber of Commerce are joining forces, each playing a “crucial and distinct role” in the execution of the strategy. The Commission should hire an economic development co-ordinator to provide “timely, relevant and customized market studies to identify economies of scale,” the authors say.

The co-ordinator’s work would include arranging workshops for businesses, writing grants, planning projects, doing surveys and raising public awareness. For its part, the Chamber would communicate with local business to determine priorities and needs, conduct business surveys and provide support to implement strategies.

“Success of the Co-ordinated Leadership Strategy will build the capacity of the Chamber to play a vibrant role in the business community, foster collaboration between local, regional and provincial organi-

zations and empower local businesses and organizations to solve community problems,” the report predicts.

That would bring businesses and organizations the capacity to respond to economic changes “leading to economic resilience in the face of adversity and self-reliance that fosters community prosperity.”

The Columbia Basin Trust is seen as a key partner in helping finance the initiatives, and the report points out CBT’s five-year plan outlines several goals that are aligned with the strategy. Other important players include the local community forest society, Kaslo infoNet, the Kaslo Food Hub, local tourism, and regional community development groups, like the Lardeau Valley Opportunity Links Society.

“The key to success in North Kootenay Lake is working together to turn shared problems into shared solutions through community-led economies of scale,” the authors say.

Values and barriers “As a small community composed of hamlets dispersed around a village, the capacity to lead economic development activities is limited, requiring carefully targeted use of resources,” the authors say.

The unstable power grid, small labour market, limited housing,

competition between organizations for funding, and overall capacity are other nagging issues in the region.

However, the report also says they heard time and again from participants about local community values that can be tapped for growth. Those values include resilience, self-reliance, community, and natural beauty.

“It is important that economic development activities focus on these values, and attract investment, residents and visitors that share them so that North Kootenay Lake flourishes while maintaining the integrity of what makes it so special,” the authors say.

First steps The report outlines what has to be done to keep it from gathering dust on a shelf. It recommends hiring a community economic development co-ordinator for stewarding the strategy; engaging key local partners and building both the Commission and the Chamber of Commerce’s effective membership; and helping local partners with planning that’s in line with the strategy, and working with funding partners on shared priorities.

Some action has already been taken to implement the strategy. Earlier this month, funding was announced for three projects: a digital marketing and

e-commerce adoption project to get more local businesses online; a secure supply chain project to help business with procurement issues as they arise; and an agriculture capacity incubation project to provide farmers and entrepreneurs with the necessary community facilities and business supports to grow, harvest, preserve, store, prepare and distribute food.
