Grant in Aid Applications The Village of Radium Hot Springs is welcoming applications for municipal grants in aid to community groups for endeavors, events or programs for the 2020 budget year. Applicants should pick up a guide to assist them in preparing a complete application. The deadline for applications will be February 14th, 2020. VALLEY NEWS Never-ending battle over Jumbo Glacier Resort . . . ends Ktunaxa First Nation buys out Glacier Resorts Ltd.’s Jumbo tenure for undisclosed sum

By Steve Hubrecht steve@columbiavalleypioneer.com The long-proposed Jumbo Glacier Resort project — and the attendant battle over the future of the Upper Jumbo Valley and surrounding area, which has raged for three decades — is officially over.

The Nature Conservancy of Canada, acting on behalf of the Ktunaxa First Nation, has negotiated a financial settlement to cancel all the leases and tenures Glacier Resorts Ltd. holds in the Upper Jumbo Valley and surrounding areas, marking the formal end of the proposed Jumbo Glacier Resort, and clearing the way for a Qat’muk Indigenous Protected and Conservation Area.

Qat’muk is the Ktunaxa term for the Upper Jumbo Valley, which the First Nation holds as sacred ground.

The fight for Jumbo has raged, often with unveiled and deeply bitter animosity, for literally 30 years, dividing much of the Columbia Valley (and a good part of the rest of the Kootenay region) into staunchly pro-resort and anti-resort camps, campaigning either for or against the long-planned international-scale, year-round destination ski resort.

“It’s a really huge deal. It sets the stage for what an Indigenous Protected and Conservation Area (IPCA) looks like in that area,” Invermere-based Nature Conservancy of Canada vice president Nancy Newhouse told the Pioneer, adding she could not disclose how much the buyout of the Glacier Resort Ltd. tenures cost.

“We can’t discuss that, based on the agreement,” she said, adding that “the idea of working with the Ktunaxa and supporting the creation of an IPCA aligns with our objectives as an organization. We are thrilled to be at this stage (having negotiated a settlement with resort proponents) of the process.”

As reported last summer, the federal government will give the Ktunaxa $16.1 million in funding over the next four years to help create the Qat’muk IPCA. This will be buttressed by an additional $5 million from the Wyss Foundation, the Wilburforce Foundation, Patagonia, the Donner Canadian Foundation and the Columbia Basin Trust for total project funding of $21 million.

The debate about Jumbo began, depending on your perspective, either in 1982 when a regional tourism study funded by the provincial and federal governments identified the Upper Jumbo Valley as an ideal area for a destination ski resort; in 1990 when Phedias Management Corp. (a company headed by renowned ski resort designer Oberto Oberti) started discussing the idea of such a resort in Jumbo with the B.C. government; or in 1991 when Phedias, on behalf of a consortium of investors called Glacier Resorts Ltd., formally submitted a proposal for Jumbo Glacier Resort.

The ensuing three decades saw the Jumbo conflict stretch to saga-like proportions, with a seemingly unending number of protests, countless hours of debate — sometimes cordial, sometime rancorous — in local and regional government chambers (with multiple narrow

votes by those governments), scrutiny and controversy at virtually each and every step as the proposed resort passed through a multi-decade, multi-faceted bureaucratic process (including several key B.C. ministerial decisions), and the eventual provincial creation of Jumbo Glacier Mountain Resort Municipality. There were two blockades, several watchdog camps, concrete foundations laid in the Upper Jumbo Valley, the declaration of the ground as sacred by Ktunaxa in downtown Victoria, and a fine-art performance piece-cum-protest that saw an entire 50-part orchestra decked in black playing on Farnham Glacier. Hundreds if not thousands of bumper stickers (many against, but some in favour of the resort) proliferated on vehicles across the Kootenay, and no less than four lawsuits were launched either against the resort or by resort proponents, one of which went all the way to the Supreme Court of Canada and another of which was scheduled to do so in the near future.

This past week, January 13 through January 19, the Columbia Valley RCMP responded to 30 calls for service. The following is a summary of some of the files our officers responded to as well as a call for community volunteers.

There were three traffic complaints, two breach of probation files, four false 911/alarms, two suspicious person/vehicle reports, three lost/found property files, two domestic disputes, one animal call, one disturbance, one motor vehicle incident, one intoxicated in a public place file, one Mental Health Act file, one noise complaint, one Coroner Act file, six assistance files and one 90-day driving prohibition.

In 2019, two volunteer groups were re-established, one in Fairmont Hot Springs and one in Radium Hot Springs. Combined, these group currently have sixteen volunteers and participate in the Citizens on Patrol program. The volunteers conduct random patrols of our communities and report any suspicious activity to the police for investigation. Both groups are looking for volunteers who would like to make a difference and have a sense of satisfaction in knowing they are contributing to safer communities.

Columbia Valley RCMP are also seeking interested volunteers for the Pleasure Craft Courtesy Check (PCCC) program to educate the public on boating safety and to enhance their enjoyment of boating.

Canal Flats council update

By Dean Midyette Special to the Pioneer The first regular meeting of the Canal Flats council in 2020 took place on January 13. There were two presentations made to council.

The first was made by Carol Luttmer of Living Lakes Canada regarding a groundwater monitoring project.

The proposed monitoring would take place in the backup well which provides water to the village. Council was receptive to the project and later voted unanimously to support the installation of monitoring equipment.

The second presentation was made by Max Fanderl, local entrepreneur and internationally accomplished paraglider. Fanderl was seeking support for a plan to re-open a paragliding launch area near the summit of Mount Sabine (Baldy) directly east of the village. The launch was operational in the 1970s and can be accessed by an existing forestry road which currently is in need of some minor upgrades.

Fanderl noted the growing popularity of the sport, that safety training is usually done over bodies of water (in this case Columbia Lake) and that enthusiasts are looking for a variety of launch points in the Rocky Mountain Trench which already include Mount 7 in Golden and Mount Swansea near Windermere.

Fanderl also runs a program at Panorama Mountain Resort. Council indicated that they were strongly in favour of Fanderl’s proposal and that they would be open to further discussion.

Council received a report concerning the sewage treatment facilities in the village which showed that provincial standards were being met but that upgrades will be needed in the future.

Council voted to support the southern extension of the Westside Legacy Trail from Fairmont to Canal Flats which is being driven by the Greenways Trail Alliance.

Council voted to waive the village purchasing policy and authorize a contract with Canadian Timberframes, based just south of Golden, to design and construct a public pavilion with costs not to exceed $90,000. Paul Marcil, representing the Canal Flats Community Society that is championing the project, indicated that delivery of the materials could be expected as early as May 2020.

There are no public tax dollars supporting the project with the funds coming from the society and the Columbia Basin Trust.

Finally, council gave third reading to an Official Community Plan amendment bylaw and second and third readings to the Water Use and Conservation bylaw which stipulates water restrictions during arid times of year.

Kootenay Columbia MP puts a stamp on his Columbia Valley visit

By Steve Hubrecht steve@columbiavalleypioneer.com Kootenay Columbia MP Rob Morrison was in the Columbia Valley last week as part of an early year swing throughout his geographically enormous riding to try and get a handle on local issues in each of the area’s major communities.

In Invermere, he talked with Mayor Al Miller about some of the district’s infrastructure issues, such as the proposed roundabout by Sobeys as well as sewer and water upgrades on 13th Avenue. In Radium, Morrison talked with Mayor Clara Reinhardt about how complete closures of Parks Canada’s Radium hot pools (such as the one happening right now) affect the village. In both communities the

new MP talked with local leaders about the lack of affordable housing and general lack of available housing, especially as it relates to the tourism industry, which is a key part of both Radium and Invermere’s local economies.

While in the valley, Morrison also participated — along with officials from Parks Canada, Canada Post, the Village of Radium, the Ktunaxa and Secwepemc — in the unveiling in Radium of a special stamp commemorating the 100th anniversary of Kootenay National Park. The stamp features a sweeping vista of Floe Lake from Numa Pass, arguably the signature view of the iconic Rockwall trail, if not the entire Kootenay National Park.

By Dauna Ditson dauna@columbiavalleypioneer.com Every time Medical Assistance in Dying (MAID) comes up in conversation, I say the same thing: it should be available for those with mental illness.

The Government of Canada is currently seeking input on eligibility criteria and the request process for MAID. Their online survey is available at: https://www. justice.gc.ca/eng/cons/ad-am/index.html. The survey will remain open until Monday, January 27.

The preamble to the survey says: “Updating Canada’s MAID law will expand eligibility for MAID beyond people who are nearing the end of life . . . This questionnaire offers Canadians the opportunity to share their views with the Government of Canada.”

Whether or not you can envision using MAID yourself, your answers could make a difference on when and how some of your loved ones die. In the four years since MAID was legalized, over 6,700 people have chosen to meet their ends that way.

Survey questions include whether it’s important for both the patient and their practitioner to agree that the patient’s suffering is severe enough to use MAID and whether the patient should be made aware of all options – such as counselling – to relieve their suffering.

As someone who spent 15 years dealing with post-traumatic stress disorder, I firmly believe that people with mental illness should be allowed to access MAID. Because of my illness, I relived the worst moments of my life hundreds or thousands of times as if they were really happening again. I’m better now (and happy and well), but I personally paid over $100,000 for my recovery if you count giving up my salary when I had to leave a previous job. I was fortunate that I had the money, the time, the therapists, the meditation teachers and the opportunities to get better. Not everyone is nearly so lucky.

One thing I longed for when I was getting better was the chance not to. It was monstrously difficult to battle my illness. Knowing that there was a route I would never take but could – a secret escape hatch – would have made my suffering that much more bearable.

I saw the same thing with Rolf Heer when he invited me to his doctor’s appointment to beg for MAID when cancer left him in unimaginable pain. He wanted it so badly that he cried. But as soon as his doctor agreed, Heer changed his mind. Last time we spoke, he said he wants MAID at some point in the future, but for now the individual days have become more tolerable.

If you know you are allowed to stop hurting, living through suffering becomes easier. Let’s definitely give everyone considering MAID all the support they need, including unlimited therapy and love. But they also deserve to decide exactly how much they can bear. For those in the greatest pain, MAID might be a comforting end. For others, having MAID as a last resort could offer the solace they need to hold on.

Government and corporations are not the solution Dear Editor: This opinion is inspired by all those who think that telling the government and corporations what to do to save the planet is the solution.

Every person on this planet is responsible for its cleanliness. This is our house. There is no government (we are the government), no corporation (we are the consumer) or saviour in any form that will solve the problem. We must do this. We, individually, personally, must be accountable and do everything possible to clean the earth (our house). When we choose to change our consumption habits, all production of consumable products will change to suit us and that will impact our planet. Single-use plastics are a problem beyond measure, as Sandra Laville wrote, on Wednesday, May 15, 2019 in The Guardian: “In 2019 the lifecycle of global plastic production – from extraction to disposal – was equivalent to the impact on the climate of 189 500MW coal-fired power stations.

By 2050, the report predicts, the global plastic footprint will be equivalent to 615 coal plants running at full capacity.”

The solutions are many. Begin very simply by

looking in our own homes at what we can change.

Eliminate plastics consumption by taking our own containers to the store. Not just shopping bags, but containers for detergent, shampoo, cleaners, water, etc. Instead of buying packaged lunches, we can buy a lunch on washable plates at six or more different restaurants in the District of Invermere for the same price. We can drive less. Let’s go to town, park in one place and walk to all of our destinations. We can use public transit and it will improve the more we do. We can ride bicycles. We can buy locally and regionally.

We can buy what is in season and preserve it for later.

Nothing will improve unless we change our habits in our daily lives, each of us, one by one. When we find a solution that works and share it with our neighbours, the positive effects multiply.

Let’s begin by making and sharing a continuously evolving list of effective suggestions and solutions. We can spread our success at this project all over the world.

We must do something instead of talking about it. We must lead by example. We are the solution.

Alberta health referrals Dear Editor: I’m so tired of hearing stories that ‘Alberta has shutdown services to B.C. patients’ that I’d like to share my experience. On October 15, 2018, I received the results of my breast biopsy at the Invermere clinic. My regular doctor was away so I was seen by a locum doctor from Alberta. After delivering the news that I had cancer, she informed me that it was her understanding, from the clinic staff, that Alberta has not accepted cancer patients from B.C. for years. When I expressed my desire to go to Alberta for treatment she said she would send a referral to Alberta as well as Kelowna. I went home and anxiously awaited. Kelowna called me in just two days to inform me that they had received the referral and would call within a week to set up an appointment for a consult with a surgeon, which is the next step.

Alberta called me within a week to set up an appointment to see a surgeon. When I expressed my gratitude to the referral department, letting them know how much I appreciated being seen in Alberta, this is her answer and this is a direct quote: “I don’t know how that rumour started that we don’t see B.C. patients. I have worked in this department for 20 plus years and we have never turned B.C. patients away; we have always seen patients from that entire Columbia Valley.”

To sum up my treatment: • October 15 – Cancer diagnosis.

• October 30 – Consult with surgeon.

• November 21 – Surgery.

• December 6 – Pathology results. (Results were very good.)

• February 1 to 28 – Radiation treatments.

• Several follow ups, all in Alberta as per protocol.

• I have continued to have all my mammograms in Alberta.

During my month-long treatment of radiation I read many brochures and wall plaques explaining expansions of the Foothills Hospital. Many times over it was claimed that the Foothills Medical Centre is committed to serving Southern Alberta, Southern Saskatchewan and Southeastern B.C..

I was treated so well that I have a hard time accepting the bad publicity that Alberta Health Services is getting. For example: my oncologist was so concerned about us having to make an extra trip for pre-testing before radiation that he made last-minute arrangements to have them done on my initial appointment even though it wasn’t scheduled that day. He was also personally concerned about where we would stay for the month and made sure we knew about the out-of-town patient accommodation they offer right on sight for $40 per night. (This is in the old Dr. Residents building right across from the Tom Baker Cancer Centre.) I had a very positive experience with all the professionals I saw during treatment. Many of the other hospital staff commented on how nice it was to have a B.C. patient to chat with about the Columbia Valley. When I told them the rumour that AB no longer sees B.C. patients, they seemed shocked and had never heard that; they had assumed that Kelowna was able to get them in quicker so they were going there now.

My feeling was, as many of you already know, Alberta loves this valley and the people in it.

My husband just had knee surgery in Banff and there were no problems whatsoever; his physiotherapist referred him directly.

I realize every case is different and there is no one answer for all. In the case of a patient requiring urgent surgery and Kelowna is able to accommodate them sooner then it makes perfect sense to go to Kelowna. My ex co-worker in Calgary had a cancer diagnosis the same time as mine; hers was very advanced and she went to Red Deer for surgery since they could get her in right away.

I would highly recommend asking your doctor to refer you to Alberta, if that is what you want, and you should find out first-hand from Alberta Health Services if you are declined. Ask for a copy of the referral so you know who to contact if you don’t hear from them in a reasonable amount of time. Thanks for hearing me out!

The face of retirement is changing. Canada’s new retirees are younger, more active and enjoy greater longevity than those before them. Due to these factors, an increasing number of people are planning to work in retirement.

Unlike their parent’s generation, many baby boomers feel that retirement is about more than simply not working. In fact, a recent poll by Harris Research & Analytics found that 76 per cent of working baby boomers said they’d like to semi-retire by having a more flexible work schedule, with 60 per cent saying they would prefer reduced work hours and reduced benefits. Further, some people choose to retire because they no longer want to do the job they have done for their entire lives and would like to try something new.

More income For many people, earning additional income is necessary in retirement. For others, it can be a way to continue building their investment portfolios rather than drawing from them. This can be particularly important to young retirees who expect to have a long, healthy retirement.

Some retirees consider the improvements that working can make in their lifestyle. If picking up part-time work allows them to enjoy extras such as travel, many people are happy to do so. In most cases when people are generating more income, they can spend more freely.

Keeping busy Many retires don’t realize how much of their time is spent working a regular 9 to 5 job. As a result, they are often surprised at the amount of free time they have when retired. For people with limited hobbies or personal interests, it can sometimes be difficult to find enough things to fill their days. Additionally, people who like to keep busy can sometimes feel that their skills are un-

derutilized out of the workforce.

Keeping busy is an important component of remaining sharp and healthy at any age and can be especially meaningful in retirement. Taking a part-time job is a good way for people to keep themselves active both physically and mentally. For those who don’t want to work, participating in hobbies, volunteerism and social activities are essential.

Feeling useful Most people find that their greatest satisfaction in life comes from their families, personal achievements and work accomplishments. In retirement, it can sometimes be difficult to duplicate the fulfilment a career can provide. This can be especially true for those who feel their identity is closely tied to their work. These people might consider continuing to work in their career field but in a part-time capacity or as a consultant.

Self-employment Self-employment offers unique benefits to retirees.

With the right employees in place, they can continue to work as much or as little as they choose during retirement and keep the satisfaction of vocational achievement if they own their business. They also enjoy the advantage of earning income and perhaps even growing their business as they phase out of work.

Sometimes people start a small business as a retirement project. This can be a nice way to keep busy, provide extra income and have fun. Those who have friends or family with similar interests might consider starting a business together to pool ideas and strengths and enjoy each other’s company.

Enjoying retirement With or without work, retirement should be the best years of one’s life. Careful and realistic planning should be done to ensure that retirement is all one wants it to be.

Whatever a person decides to do, they should feel that they have a sense of purpose, which will help them to enjoy a long and healthy retirement.

Former Olympian inspires

By Leah Scheitel Special to the Pioneer For Columbia Valley local, Doug Anakin, staying fit isn’t a chore but something to enjoy. The 89-year-old former Olympian says his desire to be outside has been a driving force behind remaining active at his age.

“It’s my love for the outdoors for activities,” he says.

“And now I have to do them so they are appropriate for my age and abilities. When we go up to the ski hill . . . I see these youngsters that are whipping around and there I am slowly going around, wiggle wiggle.”

Originally from Ontario, Anakin has called the Columbia Valley home for nearly three decades. The mountain lifestyle was a major attraction to him and his wife, Mary Jean.

“There are other big things we wanted to do in life and one of them was to live in the Rocky Mountains,” he says of their decision to move out West.

But his love of the outdoors and adventurous spirit have been evident his entire life; he was an outdoor education teacher at John Abbott College in Montreal,

teaching hundreds of students about outdoor activities, such as rock climbing and canoeing for his entire career.

And, of course, it is evident in his Olympic gold medal from the 1964 Games in Innsbruck, Austria.

Now, Anakin stays fit through a variety of activities, including cross-country and alpine skiing at Panorama, weight-training a few times a week and swimming about four to five times a week.

For his advice to others on how to stay active, he suggests adding a social element to make it more fun.

His wife frequents exercises classes with her friends and goes out for coffee afterwards. Another option is skiing with the Mountain Friends program at Panorama, where a local guide will personally show groups of skiers around the mountain for free.

“They show you where to go and when to go and how to have the best ski time when you’re there,” he says of the program, which he founded and volunteered for up until six years ago.

After 27 years using the Columbia Valley and the Rocky Mountains as his playground, Anakin shows little signs of slowing down, only adjusting for his capabilities.

Valley hot springs remain closed

By Pioneer staff The Radium Hot Springs pools were closed on January 11 due to safety concerns with the subfloor between the change rooms and the pools. According to a Parks Canada press release, the closure could last four to six weeks.

The pools at Fairmont Hot Springs Resort are also closed for safety reasons. According to the resort’s updates, the issue is that “as our pools use natural mineral water from our hot springs, there is a concern with current flow rates that could potentially pose a safety risk to our guests.”

The resort doesn’t have a timeline in place for reopening the pools, but updates can be found online at https:// www.fairmonthotsprings.com/hot-springs/.

Kootenay National Park is turning 100 in 2020, and Parks Canada will be celebrating the big birthday all year long. The first of the parties started on Monday, January 13, with an opening ceremony, a dance performance by Shuswap Indian Band youth, and a present for the park: a new postage stamp honouring its beauty.

“We were just really thrilled with the involvement of the local Secwepemc and Ktunaxa people,” said Rick Kubian, field unit superintendent for Lake Louise, Yoho and Kootenay national parks. “That just added a super special element to the launch.”

In addition to celebrating the 100 years since the federal and provincial governments reached an agreement that led to the formation of the park, guests also were treated to an indigenous Creation story that hearkened back ages before the park’s borders were drawn.

“We are definitely celebrating the history of the last hundred years of Kootenay National Park, but we’re very much looking forward to the next hundred years and we’re

looking forward to a time that we’ll be able to celebrate the indigenous linkages to this place and hopefully have a place that is welcoming to all peoples,” he said.

In a press release, Jonathan Wilkinson, minister responsible for Parks Canada, said: “The story of what is now Kootenay National Park also extends well beyond the past century and includes the relationship indigenous people have with this land. In 2020, we invite visitors to enjoy the many special activities and events that will commemorate the park’s establishment and reflect on the special nature and history of the area.”

Throughout 2020, Parks Canada will be hosting activities and events in Kootenay National Park to celebrate the centennial. Featured activities will include photo and activity challenges, a party at the Radium Hot Springs pools, a school-trip contest, a midnight snowshoe event and more.

“We have an opportunity to celebrate the natural beauty as well as the stories that are associated with our national parks and historic sites,” Kubian said, adding that almost everyone at the event had a personal story to share about their experiences in the park.

“Enjoy and celebrate Kootenay and get out there and build on those memories we all have already – just get out and enjoy the place.”

Minor hockey minute Submitted by Windermere Valley Minor Hockey Society The Peewee House team played a tournament in Golden. First game was against Okotoks which they tied 1-1. The goal was scored by Hunter Wood. The second game was a tough loss against Olds. In the third game against High River, the score was tied at almost the end of the third, with the boys losing 3-2. Goals were scored

by Chase Kinsey and Tegegn Booth. Jesse MacIntosh was excellent in goal.

The Peewee A team played a league game against Golden on Sunday in Canal Flats.

Everet Freisen opened the scoring with a beautiful backhand top shelf from a Caden Williams pass.

Brayden Roe scored the next two including the game winner with the Rockies winning 3-1. Cohen Larwick made some huge saves late to preserve the victory.

The Atom House team played strong in their home tournament this weekend. Although unable to secure a win, they fought hard, putting pressure on their opposing

teams and earning every one of their goals. The Atom B faced the Banff Bears twice including playing for bronze on Sunday losing 4-2. A strong defense was led by Kade Shaw and Joey Burt who secured their blue line. Maya Eccles, Kadie Schick, Jaecie Chursinoff, Sydnee Brooks and Zoe Knight, the all-girls forward lineups, were on fire, getting dozens of shots with Zoe Knight scoring. Another stand-out player of the weekend was Colin Kakuno who had immense speed catching his opposition for the puck steals. The real heart pounder of the weekend was during the last three minutes of the bronze medal game. The Rockies were down 4-2 and on a power play, when they pulled their goalie for the last three minutes to give an extra advantage of 6 on 4. Congratulations to the whole team and to the fantastic goaltending.

In the game against Okotoks, Memphis Martin scored on a great pass from Cooper Cote. Then Cooper scored on a pass from Liam Galloway. Lane Warriner scored the next two and Tobin Donahue completed the scoring on a pass from Jake Gramlich. Final 5-1. In the Canmore

game, Chayton Martin scored on a pass from Cooper, Tobin scored on a pass from Jake, and Liam scored on a pass from Gage Nyuli. Final 5-2. In the gold medal game, Canmore was out for revenge, and Tobin scored on a pass from Jake, but the team lost in a shoot-out, coming in second in a heartbreaker. The defence of Ryker Chasse, Tyler Mcgowan, Gage, and Lewis Turgeon, and goalie Myan Twogood were stellar all weekend.

The Midget Girls travelled to cold Alberta where they played the Lacoka team. The girls played an amazing game, winning 3-2. Goals were scored by Sarah VanHoek, Pressly Irons, and Maddy Roe. The girls then travelled to Red Deer where they lost 4-1 in a hard fought game. Sarah scored the lone goal. The girls host their home tournament next weekend.

The Bantam Zone team has had some real travel in the past 10 days, travelling to Yellowknife to play the Yukon/Yellowknife team last weekend where they won both games.

This weekend, they flew to Prince George, where they won their first game and tied the second game.

P IONEER C LASSIFIEDS S OBITUARY S Mattmann, Hans Anton 1941-2020 It is with heavy hearts that we announce the passing of Hans Anton Mattmann. He was born July 1, 1941 in Switzerland. He went on his journey to a peaceful place on January 13, 2020 where there is no MS and pain.

He leaves behind his two sons, Werner and Marcel, their families, granddaughter Katrina, best friend and companion, Eva. He is also survived by his brother Tony and many friends in Switzerland and Canada.

As a young man, Hans made his way to Canada and eventually ended up in Invermere. He owned and operated Alpen Meats and Deli in downtown Invermere and retired in 1997.

His greatest passion was his cabin at Dunbar Lake where he spent many hours on the lake swimming, sailing, sunbathing, and entertaining.

Fiddler, Ted (Edward) 1935-2020 It is with deep sadness we announce the passing of Ted Fiddler on January 13, 2020.

He passed away peacefully, with his three daughters and brother, Joe, by his side.

He leaves behind his wife of 63 years, Louise Fiddler. Louise is currently at the F.W. Green Home in Cranbrook if you would like to visit her.

He also leaves behind his four children and their families, Stan McKenzie (Melody and their children), Suzanne Fiddler (Cole), Sharon Penney (Russell, Matthew and Brennan), and Sheila Hansen (Ken, Rebecca and Curtis).

Ted is also survived by his one sister, Rose Marie Schneider, and his two brothers, Joe (Alex) Fiddler and Clayton Fiddler.

Ted was born on June 7, 1935 in Prince Alberta, Saskatchewan.

On November 16, 1957 he married Louise in Prince Albert, Saskatchewan. In November 1969 they moved to Kimberley with their four children. Ted worked for Crestbrook Forest Industries in Canal Flats until his retirement in 1989. Ted and Louise moved to Cranbrook to be closer to their family in 1992. He loved hunting, fishing and camping. As much as the fish at Whiteswan won’t miss Ted, all of the rest of us will.

There was a Celebration of Life at McPherson Funeral Services on Friday, January 17, 2020, at 1 p.m. In the spring, Ted’s ashes will be placed in Serenity Gardens where he will wait to be joined by his love, Louise.

Jackson, June 1925-2019 It is with heavy hearts we announce the passing of June Jackson on December 19, 2019 at the age of 94 years.

June is survived by her children Ron (Shelly), Don (Janice), Robert (Lori), Les (Marianne), Margaret (Ron) Matheson and BettyMae (David) MacLean. Thirteen grandchildren Wanda, Jenessa, Shane, Derek, Natasha, Miranda, Brock, Drake, Reid, Rhonda, Tyson, Benjamin and Erin. Fifteen greatgrandchildren Justin, Kaylee, Kayden, Ellis, Parker, Sawyer, Cash, Casey, Claire, Keira, Kate, Kaisen, Landon, Colby, and Shelby.

Three great-great grandchildren Kayda, Syler and Weslee. She is also survived by her sisters Mae Papp and Audrey Clarke.

June was predeceased by her husband Louis Jackson, greatgrandson Carter Dechant, brother George Currie, sister Marguerite Jackson, as well a number of brother and sister inlaws.

June was born on July 5, 1925 near Grande Prairie, Alberta to parents Roberta and Hardie Currie. Her family moved to the Hotchkiss area in the fall of 1930. June made Northern Alberta her home for most of the next 50 years. She married Louis Jackson on March 10, 1945 and they began to raise a family in the Keg River area. In the early 1960s they moved to Manning where they lived until 1972 at which time they moved to High Level. Louis passed away in August 1975 and June stayed in High Level where she opened a little store (Handy Dandy Crafts). In 1984 June retired to the community of Invermere, B.C. where she spent the next 30 years. In 2015 she returned to Manning to be closer to family as she aged.

June was a very active lady which kept her younger than her years. She was an avid sports fan: she loved to watch hockey and football and enjoyed both watching and participating in curling and golf for many years. She made many long lasting friendships through her love of sports. She also enjoyed the game of bridge, both with her club in Invermere and also with her siblings with whom she was always very close. She loved to do needlepoint as well as knit and shared her creations with everyone.

June was fortunate to travel to many different places throughout her years and she enjoyed a few winters in Arizona later in life. June lived a long life and saw many changes throughout her lifetime. She was always one to embrace new ideas. June had many friends as she crossed many paths throughout her life and she truly enjoyed all of these relationships.

She will be missed.

January 23, 2020 . . . ‘The never-ending battle’ from page 3 When news the federal government had earmarked $16.1 million for a Qat’muk IPCA became public last summer, many local residents wondered if the four-year timeline was overly optimistic and was bound – given the Glacier Resorts Ltd. tenures and leases in the Upper Jumbo Valley – to drag out for years if not decades in a quagmire of legal wrangling.

The announcement of the negotiated settlement means this will not be the case, and effectively comes as the final salvo in the long-running Jumbo battle, as far as a ski resort development is concerned.

The Pioneer attempted to call Oberti for comment on the matter, but was unable to reach him prior to publication deadline. Glacier Resorts Ltd. posted a statement on its website confirming that it has relinquished all its development rights and interests for the Jumbo Glacier Resort projects and terminated the project’s Master Development Agreement (MDA) with the provincial government.

“We worked for many years to develop a project that would be transformational for tourism in B.C.,” said Glacier Resorts Ltd. board chair Celso Boscariol in the statement. “However, we believe as a conserved (protected) place, the Jumbo Valley will still provide inspiration and joy to those who will visit it to explore nature.”

There was no direct information on the next steps in creating the Qat’muk IPCA at the time of the announcement, but previously government officials had outlined that potential early steps, aside from dealing with existing tenures and leases, would likely include determining boundaries and conducting studies to assess ecological, cultural and spiritual values.

“Work will be ongoing over the next few years.

There’s a lot of of momentum now, and the Province and the Ktunaxa are eager to keep it going,” said Newhouse. “I’m personally quite excited to learn more about what Ktunaxa natural law and stewardship principles are.”

During a Ktunaxa celebration in Cranbrook on Saturday, January 18, marking the settlement announcement, a long-time Jumbo Resort opponent replied to a query about the foundation by saying he thinks it should remain where it lies, as a monument to financial waste and to the environmental damage caused by the heavy machinery that created the clearing (for the foundation) in the forest.

FAITH God’s plan for you in 2020

By Pastor Wayne Frater Radium Christian Fellowship Here we are about three quarters of the way into the first month of 2020, and if you are like 40 per cent of those who make New Year’s resolutions, you have already broke some or maybe all of them, and by Valentine’s Day, according to statistics, another 35 per cent will follow.

Most of us have good intentions about following through on our resolutions. Good intentions fail to change us or improve our lives without action. It’s normal to make resolutions, have good intentions to keep them, maybe even keep them for a while, but ultimately let them slip away. So the question is: how can we follow through? How can we succeed?

Maybe we are trying too hard; maybe we have to learn to let God be God. Maybe we need to focus on one solution to our problems and quite trying to do it by ourselves.

Maybe we need to ask: “What is the one thing that I want to be different in my life this year?” Rather than focusing on many things, maybe we need to focus on one thing. Maybe we need trust God’s wisdom and direction.

Maybe we need to ask and seek God’s help in finding what He would like to have changed in our lives. Maybe that one thing is a closer relationship with God. David tells us in Psalm 27:4 that: “One thing have I desired of the Lord, that will I seek after; that I may dwell in the house of the Lord all the days of my life, to behold the beauty of the Lord, and to enquire in his temple.”

The Bible describes David as a man after God’s own heart, and this verse goes a long way in revealing why.

Whether in good times or bad times, David knew what he needed most: to feel God’s presence through worship.

What is the one thing that you desire from God? Maybe someone close to you is not a Christian, and the one thing you want is for God to use you in bringing this person into a saving relationship with Christ.

Maybe you are struggling with an addiction or sin, and it’s keeping you from deepening your relationship with God. Or perhaps when you look at your marriage, you know it’s not where God wants it to be. You might be tempted to ask God to fix the other person in that relationship. Instead, consider praying: “Lord, please change my heart. Please make me the person you want me to be.

As much as it depends on me, please give me the grace to live peacefully with my spouse. Please heal our marriage.”

We mustn’t lose the hope of a promise that God has given us. It may not look like we expect it to look (who expected Jesus – God, our Saviour – to be born in a manger?), or arrive when we want it to arrive (who knew Abraham and Sarah could have a child in their old age?), but God is always faithful to his Word.

Paul tells us in his letter in Romans 8:28-32: “And we know that all things work together for good to them that love God, to them who are called according to His purpose. For whom He did foreknow, He also did predestinate to be conformed to the image of his Son, that He might be the firstborn among many brethren. Moreover whom He did predestinate, them He also called: and whom He called, them He also justified: and whom He justified, them He also glorified. What shall we then say to these things? If God be for us, who can be against us?

He that spared not His own Son, but delivered Him up for us all, how shall He not with Him also freely give us all things?”

The long saga of Jumbo Glacier Resort

tium of investors called Glacier Resorts Ltd., formally submits a proposal for the resort under the B.C. Commercial Alpine Skiing Policy (CASP) process. Over the next several years local residents express strong opinions and form groups both in opposition to and in support of the project. Campaigns for and against the resort continue from then up until the present, with both sides of the debate claiming the support of the majority of valley residents.

1993

• After a request for proposals, the B.C. government selects Glacier Resorts Ltd. as project proponent and signs an interim agreement. CASP process for Jumbo is put on hold while the Commission on Resources and the Environment (CORE) process (which was initiated in 1992 and includes a specific land use decision on the Upper Jumbo Valley) is conducted.

1994 • East Kootenay CORE process wraps up. The Upper Jumbo Valley area is zoned as a special management area, with provision for the proposed resort, subject to a review under the then-pending B.C. Environmental Assessment Act.

1995 • Resort proponents begin an environmental assessment review, conducted by the provincial Environmental Assessment Office (EAO).

1996 • Regional District of East Kootenay (RDEK) board of directors votes to request the province designate the Upper Jumbo Valley as a mountain resort municipality.

2004 • EAO review of the Jumbo project concludes. The B.C. government (on October 12) grants Glacier Resorts Ltd. an environmental assessment certificate for a five-year period. The certificate contains provisions that proponents must get zoning and approvals from the RDEK prior to construction.

2005 • RDEK board of directors votes to rescind its 1996 resolution asking the provincial government to create a Jumbo municipality.

by Glacier Resorts Ltd. to construct a new road to the Farnham Glacier and a temporary platter lift on it.

• Resort proponents complete Impact and Benefits Agreement with local Shuswap Indian Band.

• A random digit dial telephone survey of 910 Kootenay residents conducted by independent company McAllister Opinion Research finds 63 per cent of respondents opposed to the proposed Jumbo resort. Critics slam the survey’s small sample size and for being commissioned by environmental group Wildsight.

2009 • B.C. government extends resort proponent’s environmental assessment certificate for a further and final five-year period, leaving an October 12, 2014 final deadline for the start of “substantial” construction on the project. No clear definition of what constitutes “substantial” is given.

• RDEK board of directors votes 8-7 in favour of another motion by Wilks to reinstate the request that the province designate a Jumbo municipality.

Ktunaxa were not properly consulted and that the resort would infringe on Qat’muk, which they hold sacred, and consequently on their freedom of religion.

• The Sinixt First Nation, which the federal government declared extinct in 1956, release a statement opposed to the Master Development Agreement, and claiming the Jumbo area, which they call Piq-s-mx_ikn (Place of the White Female Grizzly) as part of their own traditional territory. Some Sinixit continue to support Ktunaxa efforts to protect Jumbo, but some Sinixit later request that no land use decision be made in shared territory until the extinction issue is resolved.

2013 • West Kootenay Ecosociety launches a legal case against the incorporation of Jumbo Glacier Mountain Resort Municipality, just one day before the municipality’s first council meeting (which draws crowds of protestors outside council chambers).

• Jumbo council passes its first zoning bylaw, allowing construction in the Farnham Glacier part of the planned resort.

• Anti-Jumbo protest takes on a new tone, literally, as local Jumbo opponents with musical aptitude volunteer to be part of an orchestra art installation-cum-protest on Farnham Glacier.

• Other anti-Jumbo protesters set up a watchdog camp on the access road to Farnham. Developers attempting to conduct soil testing allege campers are blockading them and seek an injunction in court. The injunction is shelved indefinitely, with the end result that protesters can remain camped on the road and developers can access the Farnham Glacier unimpeded.

2010 • Ktunaxa First Nation members 2014 travel to B.C. legislature in Victoria to make the Qat’muk Declaration, outlining the First Nation’s spiritual, cultural and ecological ties to the Jumbo Valley and surrounding area, a territory they call Qat’muk.

2012 • B.C. Premier Christy Clark and Minister of Forest, Lands and Natural Resource Operations Steve Thomson sign a Master Development Agreement for the project with Glacier Resorts Ltd. • RDEK board of directors votes 8-7 against a motion by Area G director Gerry Wilkie to rescind its 2009 resolution on a Jumbo municipality.

• Following amendments to the provincial Local Government Act, B.C. Community Development Minister Bill Bennett announces the creation and incorporation of Jumbo Glacier Mountain Resort Municipality and appoints Greg Deck as mayor along with two councillors.

• Ktunaxa Nation files lawsuit against the province over the project, alleging the

2015 • EAO determines that the foundations are partially within an avalanche hazard zone and consequently not compliant with the project’s environmental assessment certificate.

• Ktunaxa appeal of the 2014 ruling in their legal case is heard in B.C. Court of Appeals. Court of Appeals upholds the initial ruling. Ktunaxa vow to take the matter to the Supreme Court of Canada.

• B.C. Environment Minister Mary Po-

lak rules that Glacier Resorts Ltd. did not achieve the required substantial start and that consequently the project’s environmental assessment certificate has expired, and that a new certificate is needed for the project to continue at the proposed scale.

• Patagonia-sponsored Jumbo Wild documentary released. International attention to the Jumbo issue increases, and over the next few years, the number of hikers and skiers visiting the Jumbo Valley soars.

2016 • Glacier Resorts Ltd. launches lawsuit challenging Polak’s non-substantial start decision.

• Supreme Court of Canada hears the Ktunaxa’s legal case and begin deliberations.

2017 • Supreme Court of Canada releases ruling in Ktunaxa case, dismissing the petition. All nine judges agreed the Ktunaxa had a deep spiritual connection to Qat’muk/Jumbo, but ruled 9-0 the First Nation had been properly consulted, and 7-2 that building a ski resort would not transgress the Ktunaxa’s freedom of religion.

• Sinixt First Nation members begin a legal case that, in effect, would have their existence recognized, in an attempt to resolve the ‘extinction issue.’ As of 2020 the case was pending in the Supreme Court of Canada.

2018

• B.C. Supreme Court rules in favour of Glacier Resorts Ltd.’s legal case against the Polak decision, essentially overturning the non-substantial start verdict.

Glacier Resorts Ltd. asks B.C. Ministry of Environment to re-instate the project’s environmental assessment certificate. The ministry instead appeals the court ruling.

2019 • B.C. Court of Appeal panel of judges rule 2-1 to overturn the 2018 B.C. Supreme Court ruling in Glacier Resort Ltd.’s case against the Polak decision, effectively re-instating the non-substantial start verdict. Resort proponents vow to take the matter to the Supreme Court of Canada.

• Federal government earmarks $16.1 million in funding for the Ktunaxa to help establish an Indigenous Protected and Conservation Area (IPCA) in Qat’muk/Jumbo.

2020

• The Nature Conservancy of Canada, on behalf of the Ktunaxa, negotiates a buyout of Glacier Resorts Ltd.’s tenure in the Upper Jumbo Valley and surrounding areas for an undisclosed sum, clearing the way for a Qat’muk IPCA. The company relinquishes all development rights and terminates its Master Development Agreement, permanently quashing plans for a Jumbo resort. The future of the concrete foundations in Jumbo remains unclear.
