Building a canal in Bridgeview is not currently on city hall’s radar, despite repeated comments from Surrey Mayor Doug McCallum that seem to suggest it is.

This week, McCallum’s canal pitch made

headlines for the second time this year after he told reporters the idea was proceeding at city hall.

But Coun. Jack Hundial told Black Press Media that he spoke with city staff on Monday (Nov. 25) and they “have no work plan before them right now to look at a canal project in

Bridgeview.”

The mayor has not yet returned requests for comment but the city’s communications manager Oliver Lum said that “in terms of whether there’s any documents, there’s nothing, no.”

“Basically, it would be something that would get formalized if redevelopment or new plans

are in the works for the area or a new park in Bridgeview,” Lum said Tuesday. “There’s nothing that’s in hard-copy at this point that I can send you.”

Kids at Treehouse Child Development Centre in White Rock have a thing or two to say to those who plan to tipple this holiday season – mainly, don’t get behind the wheel afterwards.

And as of today (Friday), their messages are going to be hard for anyone shopping at the city’s three private liquor stores to miss.

That’s because 3,000 brown-sleeve bags bearing stickers with colourful images of things important to the kids – family members and activities they like to participate in among them – along with ‘Think of Me’ statements, are to be distributed to customers starting Nov. 29.

It’s hoped the campaign gives those who are buying alcohol pause, and encourages them to think about potential consequences of not being responsible with it.

The kids were recruited to share the messages by Const. Chantal Sears, who spearheaded the ‘Think of Me’ initiative in collaboration with Families for Justice founder Markita Kaulius, the City of Continued on A4

City officials say ‘everyone wants to see it go ahead’

The construction of a pedestrian-controlled crosswalk at 152A Street and 16 Avenue has been delayed, however, the City of Surrey indicated that the project still remains a priority.

Pedestrian safety at the intersection has been a point of concern for White Rock resident Jacqueline Lewis after she helped a bloodied 74-year-old woman across 16 Avenue last year.

In July 2018, Elke Donschenko tripped on a gravel patch in White Rock, breaking her wrist and fracturing her finger. Lewis, along with another woman, helped Donschenko cross 16 Avenue, which Lewis described as dangerous due to motorists not slowing down.

Lewis, who lives in the neighbourhood and regularly crosses the street with her husband to access the Abby Lane Health Centre, said she frequently watches people “dodge” traffic to cross the road.

She also expressed concern for elderly residents with mobility issues who have to walk to the nearest pedestrian-controlled intersection, which is at 152 Street and 16 Avenue.

Last year, the City of Surrey emailed Lewis saying that the 152A intersection has been “flagged” for the installation of a pedestrian-controlled signal and that it was anticipated to be built this year.

Although there was a “hiccup” with securing a permit from the City of White Rock to install the pedestrian light, City of Surrey transport engineer Katarina Stevovic said the project is now in the hands of the contractor.

Stevovic explained Monday that the project was bundled with other contract work, which helps the city receive a “favourable” price on the work.

“And then it’s up to the contractor to go through and schedule all their work,” Stevovic said. “The work has been tendered, we’ve ordered the contract.”

Extreme-weather shelter opens its doors Tracy Holmes Staff reporter

With temperatures dipping below zero – and forecast to stay there for a few days, at least – volunteers with White Rock’s extreme-weather shelter hit the streets Tuesday morning to share word of a warm place to hunker down.

Shelter co-ordinator Joan McMurtry said a pair of volunteers spent “a couple of hours” posting advisories around town that the shelter would be open overnight “until further notice.”

The notices, aimed at reaching the community’s most vulnerable, share the shelter’s location and hours: 9 p.m. to 7 a.m. at Star of the Sea Hall (15262 Pacific Ave.).

“We’ve got a great system,” McMurtry said of the concerted effort that kicks

in whenever extreme-weather events are forecast or temperatures dip close to zero.

Operated by Peninsula United Church, the shelter has already opened “four or five” times this season, with as many as 17 people coming to stay.

McMurtry expected those numbers to increase this week due to the added chill.

“This week, I think we’ll begin to build,” she said. “It’s the coldest that we’ve had.”

Environment Canada issued a special weather statement on Monday afternoon advising of the impending mercury drop.

A rush of Arctic air was expected to hit the coast by Wednesday night, pushing temperatures to -5 and -10 C as the week goes on. In White Rock, the chilliest night of the week is to be Saturday, at -5 C. Wednesday’s forecast included a wind

warning, along with an anticipated overnight low of 2 C; followed by -3 C on Thursday, and -4 C tonight (Friday). There’s a chance of flurries overnight Sunday.

The White Rock shelter has room for 25.

While it exceeded capacity on a couple of the 90 nights it opened last season, McMurtry said there are no plans to add beds.

The volunteer roster is also at a comfortable level, she said, with 60 people signed on to help – including about 15 new faces – as well as a waitlist.

“It’s a very good problem to have,” she said of the community’s interest in helping.

“People are very genuine and very concerned about what’s happening in the community.”

White Rock director of engineering and municipal operations Jim Gordon told PAN Monday that the Surrey contractor was set to start in August, but there was other construction activity in the area.

“We asked that they wait until that finished, which was some time ago. There’s no reason why they can’t be going now,” Gordon said.

Gordon indicated there are a number of complexities with permitting multiple unrelated construction projects to take place in the same area at the same time “You want to make sure there’s only one contractor in the area and that contractor can take responsibility for the traffic control, pedestrian control and WorkSafe.

“If you have contractors overlapping, you know, it can be unclear as to whose jurisdiction the project is,” Gordon said.

Lewis said she blames the City of White Rock for the delay.

“I’m finished with this, I don’t care anymore.

Because if I have to stand there in the middle of the road and stop the traffic when I go across there again, then that’s what I’ll do,” Lewis said.

Tuesday morning, Lewis told PAN that Gordon phoned her to explain the delay, and said that the plan is to have the crosswalk built by spring 2020, weather permitting.

Warning issued over clinic Fraser Health is advising the public to discard products purchased from Dutta Health Centre Ayurvedic Clinic in Surrey after product tests found some items contain “higher than acceptable levels of heavy metals,” including lead and mercury.

Other products were not licensed as natural health products by Health Canada, the health authority reports.

Fraser Health warns that products sold by the Dutta Clinic, located at 109-12888 80 Ave., could pose serious health risks.

“Fraser Health is aware of one individual becoming ill from lead poisoning after consuming ayurvedic products from the Dutta Clinic,” the health authority warned in a release.

“Consuming products that contain high levels of heavy metals can lead to severe illness and even death.”

Anyone who has bought or consumed products from the clinic is advised to see a doctor.

Tuesday, seven of the kids whose designs are among 23 that were made into stickers helped affix a handful of the messages onto a stack of the brown bags.

Adriana Delgatty’s sticker bears the words ‘Please don’t Drink and Drive,’ above a picture she drew of her family and a Christmas tree.

She said she picked the image because her mom likes to take family photos and, “because I like opening presents.”

Alexandra Cox’s sticker reads ‘Think of Me Don’t Drink and Drive’ above an image of snowmen, because she and her family like to build snowmen in Bakerview Park.

Treehouse manager Lisa Belanger said prior to creating their designs, she and the children talked about

“appealing to people’s hearts” and how to get across to those who choose to drink and drive that “they were affecting innocent people.”

Delgatty put it in simple terms: “Innocent people get hurt by people who choose a wrong decision,” she said.

According to ICBC, there are an average of 1,400 impaireddriving-related crashes in the Lower Mainland every year.

The incidents kill around 17 people and injure another 860.

Belanger told Peace Arch News she is familiar with “the terrible things that can happen around drinking and driving.”

When she was a teenager, her parents spoke of two incidents impacting their friends, she explained.

In one, a young man lost his leg; in the second, the adult son of another couple was killed when he was struck by an impaired driver while crossing a Langley road.

Sears – whose son, Grayson, was among children to create this year’s sticker designs – said she is optimistic the children’s sticker messages will sink in.

“I sure hope so,” she said.

The bags initiative is not the first time that Peninsula children have been asked to help raise awareness through ‘Think of Me’ campaigns.

Past efforts include getting White Rock and Peace Arch Elementary students to decorate 300 brown-sleeve liquor bags for distribution in 2012.

Their messages included “Rudolph will know you did it” and “We are not cats, we only live once.”

As well, at the start of this school year, Surrey RCMP launched a ‘Think of Me’ campaign at Crescent Park Elementary, to remind motorists to take extra care in school zones. In that effort, volunteers stopped every vehicle in front of the school to hand motorists cards designed by students that included tips for both pedestrians and drivers.

Tuesday, Belanger said it’s important for children to know they have the power to effect change, at any age.

“Never think that it’s too young to start talking about things like this,” she said.

Three elementary schools placed in hold-and-secure Aaron Hinks Staff reporter

Students, teachers and staff at two White Rock elementary schools and one South Surrey school were told to “hold and secure” Monday morning while police dealt with a nearby incident involving an individual under the mental health act.

Surrey RCMP Const. Richard Wright said the police incident took place shortly before 10 a.m. near the 160 Street and 16 Avenue intersection.

Wednesday afternoon, White Rock RCMP Const. Chantal Sears said the hold-and-secure lasted for about 30 minutes.

“Classes continued as per the norm with what a holdand-secure is, and the holdand-secure was removed prior to the first recess,” Sears said.

Surrey Schools communication manager Ritinder Matthew initially told PAN the schools were “in lock-down,”

however, she later confirmed to PAN it was a hold-and-secure.

A lock-down, according to district documents, is called in response to a perceived life-threatening emergency either inside or close proximity to the school.

A hold-and-secure, according to the district, is typically called in response to a danger that has been identified outside the school or in the surrounding school community.

Matthew said it’s up to the principal’s discretion whether or not to alert parents of a hold-and-secure.

Call for wider cellphone competition The Competition Bureau is asking the Canadian Radio-television and Telecommunications Commission to help small wireless carriers expand across the country.

In a Monday morning news release, the bureau said prices for wireless phone plans are cheaper in places where regional carriers like Freedom Mobile and Videotron offer services.

In areas where Telus, Bell and Rogers operate

unchallenged, prices are higher.

“In regions with wireless disruptors, prices can be 35 to 40 per cent lower,” the bureau said.

The watchdog is recommending the CRTC pursue a “mobile virtual network operator” policy where the big three would need to sell temporary access to their networks to regional carriers planning to expand their own networks.

Kindness crucial but not enough

T

he balmy days of early fall are long gone and we are starting to feel the chill of oncoming winter.

And in communities across the province, people living on the street are no doubt wondering – as we saunter over to the thermostat and turn the heat up a notch – how they are going to stay warm.

Many kindhearted people and organizations are trying to help, by supplying hot meals, collecting warm clothing for redistribution, operating shelters or trying to create more housing.

This is important work, but it’s not enough. All it adds up to is putting a Band-Aid on a gaping wound.

Let’s be thankful those people are doing this work because, without their helping hands, the situation would be a lot worse.

But it’s too easy to dismiss street-entrenched people as somehow having got there themselves – they didn’t work hard enough, they abused alcohol or other drugs, etc.

If simple compassion isn’t enough to drive change, the fact that a large portion of the population is only a few paycheques away from joining them should be scary enough for people to demand a better socialsafety net.

There are a great many calls on our tax dollars, some very necessary like health, policing and education. But there are more basic needs that our society also needs to focus on, like making sure that everyone has at least a minimum of food, clothing and shelter to survive.

Building a new arena complex, cultural centre or whatever other luxuries come to mind should come after that. Besides the humanity of making sure everyone is cared for, the practical side is that it will reduce costs for health care and policing.

The other side of the equation is that society has to attack the causes of the problems, not just the effects. That won’t be easy, nor will there be a simple solution. People end up on the streets for all sorts of reasons, but without addressing those reasons, we will continue to see the problem grow.

There are no easy solutions. Reversing the trend of homelessness is going to require investment from all levels of government and the society-at-large. But next time you feel the touch of cold weather and go to turn up the thermostat, give a thought to what it must be like for people living in tents. – Black Press

After some conversation about the weather, he said his friends owned the place, they were ‘very smart businessmen’ and could ‘take care of me’ if I chose to come over and ‘work.’ When he realized I was a guest at the hotel, he ran faster than any man I’ve ever seen. It’s a measure of your relationship with family when you can arrive home and announce, ‘Hey, I was mistaken last night for a sex-trade worker.’ The eldest son rolled his eyes and said: “Again?�

The moral of the story is two-fold.

There is nothing wrong with being a sex-trade worker, as long as one is safe.

And, you simply can’t judge a book by its cover – no matter how dark it is.

Individual ‘Thrown under efforts add up the bus’ Editor: Re: Phone, don’t fly next time, Nov. 13 letters A recent letter suggested that our political leaders should express their commitment to control fossil fuel emissions by not flying all over the country.

I agree completely.

But then I thought, what about the likes of Andrew Scheer, Jason Kenney, Scott Moe, et al. who don’t appear to accept the science behind climate change, nor the urgency, and are quite happy to continue on the path of threatening life on the planet as we know it. Do they get a free pass?

But then I thought, there’s no need for any of these political leaders to fly either.

Every riding has local candidates.

Isn’t it their job to represent the party? Plus we have televised debates, the internet, podcasts, etc.

Very easy for us voters to get the info we need.

And then I thought, all the political parties could take the money they would have spent on flights, hotels, and meals and donate it to some useful cause – maybe homelessness, child poverty.

There are lots to choose from. It would be money well-spent.

And then I thought, the recent letter does not go far enough. Not only our politicians, but we all need to fly less.

Buy less.

And think about every action you take and ask yourself, can I do this in a less environmentally toxic way.

Of course, with current technology, none of us can divorce ourselves from fossil fuels completely. And, one person alone cannot save the planet by changing their habits.

And, I get it.

With, for example, some countries still building coal-fired power plants, are my efforts meaningless?

At least fewer countries are doing so. Change is painfully slow. It will come.

Individually, we can only control what’s in our power, but if your efforts are part of the efforts of millions of individuals, that does make a difference.

These are thoughts from a 71-year-old who understands the science of climate change, sees the impact (hard not to), is very concerned for the younger generations and about what the future has in store for all of us.

As has been stated in the media and letters to mayor and council of White Rock, Fraser Health, B.C.’s health minister and others, we feel very strongly that the reasoning behind changing the program is unfounded.

We, the many members, have all been sent by our doctors to attend the varied classes involved with this program due heart attack(s), pacemakers, open-heart surgery, bypasses, etc.

We have all faithfully been involved, starting with different classes re: diet, exercise, commitment and have dedicated ourselves to stay as healthy as possible.

We appreciate the trained and caring Fraser Health professional instructors, who constantly help us stay focused and energetic. We trust them to monitor us and continually improve our capabilities, and, therefore, our overall health.

If class hours, as rumoured, are put in disarray, and some available gym space removed, many senior and fragile members will be forced to arrange transportation in the “dark hours.” We individually pay our monthly dues to maintain these classes and, to be honest, feel that we are being “thrown under the bus” to satisfy some unknown requirement by Fraser Health to change the status quo.

As also stated by others, many of us still have active careers, or other time-specific responsibilities to others. The camaraderie we share is vital to our well-being, and as one writer wrote, we “do not want to simply stay home and sip tea.”

If the plan to disassemble is successful, the ensuing problems that will arise may be insurmountable for many.

We, and others in class are definitely stressed. Remember, we do vote and so do our many friends and relatives.

As a driver who is supposed to contend with a multitude of road signs and school zones, check intersections, even when the traffic light is in their favour, check two blocks ahead in cities, I am wondering how much time will be left to observe such potential road dangers.

City’s declaration ‘meaningless’ Editor: The City of Surrey has declared “a climate emergency” – a meaningless statement to placate its gullible followers and brain-washed children. Do they even have a plan, other than to tax us more?

City council could better use its time by focusing on specific things that might actually help the climate.

Have they looked around them and noticed how many beautiful trees are being felled to make way for huge houses? This is happening all over the neighbourhood.

One mansion now under construction in my area is around 20,000 square feet in size, concreting over what was once a beautiful green lot.

While destroying a valuable carbon sink, these huge homes also bring many more polluting vehicles and consume more energy.

Transit is another problem. There is very little bus service, if any, through local subdivisions. At the start of the school day and in mid-afternoon huge numbers

of cars, many of them SUVs, are lining up to either deposit or collect one or two children from school.

Where are the school buses? It doesn’t make sense to have each child picked up by a different vehicle, which has often sat idling. At least encourage parents to car-pool. Or better yet, maybe promote a program where parents could take it in turns to walk a group of children to school in good weather, thus improving everyone’s fitness.

There are more and more people moving into Surrey each month with a resulting increase in the number of vehicles, energy use and pollution.

Why not solicit ideas from the public on what could be done to improve the climate, encourage people to plant trees and take care of those that are already part of our heritage, and put a limit on the size of buildings in proportion to the size of the lot to allow the preservation of green space?

Hundial said he thinks the talk of a canal is a “ruse” to get people’s attention off the shortfall in the budget and the policing transition.

Asked if he thinks it’s working, Hundial said he knows “people are smarter than that.”

“When you look at this police plan and how it’s going to cannibalize the entire budget, that’s going to come at the sake of youth facilities such as rec centres, services,” he said.

“We need to look at all of those things going into the budget.”

Coun. Linda Annis said the canal project is not in the fiveyear budget nor the five-year capital plan.

in the Metro Vancouver region. Another factor is transportation – there are just two small oil refineries in B.C., one in Burnaby and one in Prince George, so most fuel sold here is refined in Edmonton or Washington.

Fuel prices seem to remain stubbornly high in many places, particularly more remote areas. Recently, Squamish residents mounted a protest against high prices in their community, which is just outside Metro Vancouver.

Powell River residents also say that prices there remain stubbornly high.

This may at least be partially due to reduced competition and the fact that two ferry rides are needed for fuel to be delivered there.

The government wants to move rapidly to carbonfree transportation (it has a goal of banning the sale of new gas-powered vehicles by 2040). The reality is most people require gasoline or diesel fuel to power their vehicles. Horgan’s government may be on to something – but they also should consider that fuel prices in Quebec and the Atlantic provinces, which regulate gas prices, are sometimes among the highest in Canada. This is despite the fact that Canada’s largest oil refinery is Irving Oil in Saint John, N.B. Mixing oil and politics can become messy.

New warden shares his rehabilitative vision for B.C.’s largest correctional facility

A

group of correctional officers smile and share pleasantries as a tour of Surrey Pretrial gets set to begin.

Those smiles quickly fade and the officers sprint away as the sound of an alarm pierces through their laughter.

“Code yellow is a standard emergency,” explains Correctional Supervisor Jason Hafso, as the others rush to respond. “It’s an officer in need of assistance due to threat of violence, or violence. It can range from anything like inmates fighting to a staff assault.”

As the officers disappear down the hall, Hafso begins the tour of the maximumsecurity remand centre, the largest in the province, which sees 17,000 “movements” annually. An average of 400 inmates are housed on a typical day, though it has capacity for more than 750.

Through locked door after locked door, the drab walls and long hallways are what one might expect to find inside a prison.

“We are a bit of a maze at times,” says Hafso.

Stopping, he points out a window to the original tower built in 1991 that he estimated originally held about 200 inmates decades ago.

An expansion opened in 2014 that added more than 200 cells through two “pods” – one east, one west.

“The pod system was designed as essential control with units surrounding it,” Hafso explains, standing in this command centre, which provides an almost bird’s eye view of the various living units.

“Each pod has a supervisor, each pod has support staff assigned to it, then you have the unit officer. Pods are the larger units at Surrey Pretrial, there’s the potential to have a staff ratio of 72 inmates to one officer.”

The system is modelled after those created in the U.S., he says, designed to limit the amount of time inmates spend outside their units.

“When inmates are moving around unsupervised or in corridors where there’s the potential they could bump into inmates not in their unit, there’s an increased chance of conflict. So the initial design was for that. As a result, in the pod units, each unit has its own programs room where they can conduct any sort of programming ranging from substanceuse management to yoga.”

The pods also have a concrete, connected yard for inmates to run laps and play games, as well as a small weight room.

Hafso says corrections has “really shifted toward rehabilitation” since the original centre opened in 1991, “pushing towards giving these guys something they can work with when they get back out.”

He says they’ve also “put it back on the inmates” in Surrey, with men in two units pledging to resolve their differences without violence.

Correctional Supervisor Jason Hafso looks down on one of the many living units inside Surrey Pretrial, B.C.’s largest correctional facility.

“There’s a focus on mediation if there’s arguments or issues that are happening on the unit. We’ll attempt mediation instead of seeking more of the traditional disciplinary approaches like segregation.”

Hafso laughs when asked what led him to join corrections.

“Do you want the real answer?” he replies, explaining his career began soon after graduating from the University of Victoria in 2008 with a bachelor of arts in psychology.

He had trouble finding a government job, and stumbled across a newspaper ad for BC Corrections.

“I thought my background in psychology might come in handy here, maybe I can help change some lives. I put my name in and, to my surprise, I was successful. Here I am now, 12 years later, so it was very much by accident.

“There’s bad days and there’s good days,” he muses. “As correctional staff, we have a very dark humour, a jaded kind of look on a lot of things but at the same token, this is life.

“It’s interesting, there’s always something new you have to deal with. Ultimately, you’re working with people, so it’s very dynamic.”

Officer Taylor Hammond says before joining corrections he had a vision of what jail was.

“We all watch TV or have heard stories about what happens within these walls. We make up ideologies in our minds that inmates

are locked up for 24 hours a day, they eat meatloaf three times a day, are placed in segregation for speaking out of turn, and although we have protocol and a strict lockup schedule, I can assure you this is nothing like the TV show 60 Days In or Beyond Scared Straight.

“We are no longer a warehouse.”

••• The tour is rather unique for the correctional facility, Warden Lyall Boswell explains.

The warden has opened the jail doors to Surrey’s mayor and council and many community partners in the hopes of creating more partnerships.

“When the whole gang discussion was going on and the city was setting up its task force and everything, we realized we’re not part of this discussion, and that’s not a criticism of the city. It’s a criticism of us.

We haven’t reached out and made ourselves known to people,” Boswell says, sitting in his office at 14323 57 Ave. “They leave through that front door,” he says, pointing, “and you see them going on the street and sometimes you think, ‘I don’t think that’s going to go very well,’ and other times you think, ‘OK, it’s good to see him going, he looks happy and that’s great.’ But our mandate is to keep communities safe.

actually being a better partner to the city.”

Boswell acknowledges that there can be “a lot of darkness” inside the prison’s walls.

“We have a lot of people with severe mental challenges, and the courts place them here because there’s often nowhere else for them to go. We have a mental-health team, we deal with everything. If there’s been any serious crime south of the Fraser River and they’re arrested, they come into custody here.

Everyone. That’s the full gamut all the way up to the most sensational awful murder.”

And of course, that list includes those involved in gang life.

“It’s a very different dynamic from someone who’s had a tragic life of abuse and is now coping with trauma through drugs,” he says.

“A lot of the gang people tend to have very antisocial personalities. And so we need to make sure that those antisocial personalities are addressed, but also not allowed to infect the rest of the jail.”

The prison sees an over-representation of Aboriginal men, and the overall population tends to spike in the winter months, as a warm bed and three meals a day is a better option for some who live on the street.

Challenging, but rewarding

Continued from A11 money. Boswell explains he sees the remand period as the “prime time to intervene” and offer this programming.

“It could be learning a foreign language. It could be knitting…. We need the community’s help. We need to network ourselves. It can help make sure that the next time they get out, they’re more successful. And of course, the more successful they are, then society benefits,” he says.

“Yes, people come and go and come and go. Our job is to make sure as much as we can that the next time they go it’s going to be more successful and hopefully they won’t have to come back.”

Recruiting officers is another goal of the warden, who’s officially been at the helm since the summer of 2018 after serving for an interim period.

“We offer fabulous, challenging, rewarding jobs here and they’re in Surrey.

We want people who’ve never thought corrections was for them. I could recruit 20 more people tomorrow if I could find suitable, mature

candidates,” he says.

Boswell doesn’t play down the challenges of the job, but said it can be incredibly rewarding as well.

“You’re a part babysitter, part psychologist, part school teacher, part therapist.

You’re part law enforcer because there are times when things get nasty here. It’s such a diverse range.

“You can’t feel challenged without having challenges.”

Dean Purdy is a union representative for B.C.’s correctional officers and says recruitment and retention are problems.

“We’re running a campaign to look at the violence – inmate on correctional officer, and inmate-oninmate violence at all seven maximum-security prisons.

Surrey Pretrial is right at the top of the list when it comes to assault on correctional officers,” says Purdy.

“There were 124 assaults on correctional officers in 2018, that’s a record year for B.C. The Surrey Pretrial Service Centre alone had 29, which was a record year for them.”

Purdy said this is on top of traumatic incidents officers

witness, such as overdoses, suicides and vicious assaults with homemade weapons.

Prior to 2002, the provincial government capped the officer-to-inmate ratio at 1:20, but today those numbers go as high as 1:72.

“Those numbers just aren’t workable in today’s environment. We have more and more inmates with mental-health issues, gang members, inmates who have to be housed alone, and the drug situation inside our jails is just at (an) all-time high.”

Purdy says two officers per living unit would be a better ratio.

He categorizes working at a maximum-security jail as “probably the most stressful out there.” He says rates of PTSD among correctional officers are “on the rise sharply.”

Inmate-on-inmate “slashing” incidents with the use of razor blades inside jails is something that’s “trending province-wide” right now, he notes.

“It’s all very challenging.

Recruitment and retention challenges are severe, to say the least.”

It’s been a tiring time for an ‘optimistic believer’ I

’m late turning in my column this month. I’ve known what I wanted to write about since just before Remembrance Day – it’s what everyone’s been writing and talking and arguing about – but each time I sat down to type out my thoughts, I felt tired.

Was this writer’s block? Were my words stuck somewhere between my brain and my fingers (because that is the true definition of writer’s block)?

Nope. I had the words. I was just tired of thinking them and saying them and having them rebutted by people who are unaffected by the microaggressions that others face.

I hope the bitter taste of sour cherry that permeated this year’s Remembrance Day is not the thing we remember next year. Maybe between now and then, we can all reach out a little more and try to learn why people came to this country, what they left behind, what they face as they navigate a new culture… and why they work so hard to make Canada a home. Maybe we can remember that unless we are First Nations people, somewhere in our family history, there was someone who did the same thing.

The re-birth of Operation Red Nose for Surrey and Langley residents is also good news for those who have one, two – or even a few – too many and call White Rock home, officials confirm.

Langley Minor Hockey Association announced in October that they had taken over the reins of Operation Red Nose for the 2019 holiday season, and would be offering the volunteer ride service in Langley and Surrey.

This week, group administrator Jennifer Kingwell confirmed community support since the announcement means “we can absolutely offer this campaign to residents of White Rock.”

“This is GREAT news!” White Rock RCMP exclaimed in a Nov. 26 tweet that followed the news.

Operation Red Nose offers bydonation rides home to party-goers.

Named in honour of “the most famous reindeer of all,” it first arrived in B.C. in 1996.

A team of three volunteers will pick up callers and drive them in their own vehicle to the destination of their choice. One volunteer drives, a second navigates and a third follows in an escort vehicle to pick up the volunteers – all free of charge.

“There is no expectation other than people can have the option to donate if they want,” Michelle Cowan, vice-president of operations for LMHA, said.

Funds raised through donations, tips and sponsorships will benefit the host organization.

Students at Tamanawis Secondary School are busy preparing to host the 22nd annual “Christmas Community Dinner.”

Set for Dec. 5, organizers say the event is held “to support less fortunate families throughout the Surrey community and provide them with a traditional turkey dinner and to provide presents for the children.”

“Our main purpose for the dinner is to give them a memorable and joyous holiday experience,” organizers add.

all the children in attendance and entertainment for an expected 300 guests. The night’s entertainment will include performances by the Tamanawis Dance Team, as well as the school’s jazz band and choir.

Other activities that are planned include a visit with Santa, a hot cocoa and s’more station, arts and crafts, and “DIY decorated desserts.”

This year’s theme is the movie Elf, chosen through a student vote, and there will be a “selfie with Elfie” station set up.

Grade 10 student Destiny Amadin is part of the leadership class organizing the 2019 iteration of the event.

“It’s a lot of work,” she said. “There’s a lot of stuff you have to do both inside and outside of school to make the event happen.”

Amadin said the evening “has a very significant impact” on families in the community.

“Through doing it, you’ll feel pride knowing you were able to help people who are in need, or who just want to come out and have fun. It’s a nice celebration for Christmas – an early Christmas.”

Leadership teacher Debbie Mackenzie explained that the event was started by students, on a much smaller scale, with about

150 people attending in the early years.

It’s grown to now serve 300, with tickets provided through Options Community Services. Mackenzie said Tamanawis works with some of the “neediest” elementary schools in the area and Options helps find the families to serve at the dinner.

“One year we had over 400 people show up, and we were carrying tables in. It was a bit hectic, so that’s why we’ve had to limit it to 300,” Mackenzie explained.

Like last year, there will be two seatings of 150, the first at 5 p.m. and the second at 6:30.

Mackenzie said she’s “really impressed” with this year’s group of student organizers.

“They’re a strong group of kids. They have to apply to be into the program, so they’re some of our best, for sure. They’re definitely taking their leadership roles very seriously.

It’s a stressful process for sure.”

The students plan everything, she added, from picking a theme to eliciting donations.

Clothing campaign helps Surrey families ‘Bundle Up’ Lauren Collins Black Press Media

More than 100 newcomer families in Surrey registered for a winter clothing campaign with DIVERSEcity Community Resources Society.

That includes about 237 adults and 261 kids, said DIVERSEcity’s ‘Bundle Up’ campaign co-ordinator Rana Alahmad.

But that number, she said, changes every year.

The Bundle Up campaign is an annual donation drive for refugees and higher-need clients to prepare them for the fast-approaching cold, winter months.

FVGSS A Musical Theatre Company kicks off this year’s Christmas pantomime season with an enduring favourite, featuring an entire score of evergreen hits from the ’70s.

Cinderella continues tonight (Nov. 29) at 7:30 p.m. on the main stage of Surrey Arts Centre, 13750 88 Ave., followed by 2:30 p.m. matinees on Saturday (Nov. 30) and Sunday (Dec. 1).

Other performances in the brief run of the show – guaranteed to entertain with its energetic cast of newcomers, panto veterans and young, but already familiar, players – are at 7:30 p.m. on Dec. 4, 5 and 6; plus 2:30 p.m. matinees on Dec. 7 and 8.

For the Matheson Mustangs, it was the first time in 50 years that a team representing the school had made a provincial final in any sport, according to coach Manmeet Sahota.

“Obviously, it’s a really big deal for the school to make it this far,” he said.

In the provincial semifinal last season, the Mustangs lost 1-0 to Panorama Ridge, who scored with about a minute left in overtime.

Junior bantams to play Saturday

The football season has come full-circle for the White Rock-South Surrey Titans.

Back in the summer – before the regularseason had even officially kicked off – the Titans junior bantam squad hit the field at the North Surrey Football Association’s Bronze Boot tournament, defeating the Chilliwack Giants in the championship game.

Now, months later, the two teams are set to square off again – this time for a provincial title.

The Titans, who are made up of 12and 13-year-old players, advanced to this weekend’s final – which will be played at Langley’s McLeod Park at 11 a.m. – after a 24-16 victory over the Nanaimo-based South Side Dawgs last Saturday on Vancouver Island.

“It was pretty special,” Titans head coach Ryan Quintana said of the team’s semifinal win.

“We weren’t expecting to have this good of a team when we started putting things together in July, but as we started getting rolling, they just started winning and it just went from there.

“When we went to the Bronze Boot, we went in knowing we’d be up against some really strong teams, but we won and then we were like, ‘OK, maybe we should move up our expectations for this season a little bit here.’”

The team finished its Vancouver Mainland Football League regular season with a winloss record of 8-2.

Maya Kobylanski to compete in steeplechase, cross-country at University of Idaho

South Surrey runner Maya Kobylanski is headed to the United States to continue her athletic career.

The Southridge School Grade 12 student signed last week with the University of Idaho, where she’ll join the track-and-field program and run middle-distance races and the steeplechase.

Kobylanski is a multipletime podium finisher at B.C. High School Track and Field Championships – she won gold in the 1,500-m steeplechase in 2017, silver in 2018 and last June, bronze. She also won bronze in the 3,000-m in both ’17 and ’18.

At the national level, she won bronze at Canadian Youth Track and Field Championships in 2017.

Kobylanski is also an accomplished cross-country runner, and earlier this month placed sixth in the senior girls race at provincial championships – held Nov. 2 in Abbotsford. In October, she won the senior girls race at South Fraser regional championships, which were held at Crescent Park.

Relay teams land on podium at B.C. swimming championships

It was top-five finishes all around for the Earl Marriott Secondary swim team earlier this month at high-school swimming provincials in Richmond.

At the Nov. 15 meet, the South Surrey team – which featured 42 swimmers, all of whom qualified for B.C. championships by virtue of strong performances at South Fraser regional championships in early November – finished fourth overall as a team, and second

among B.C. public schools.

Breaking it down further, Marriott’s boys placed third overall, while the girls were fifth.

Three EMS relay teams won medals at provincials.

One group – Anya Prokopich, Emma Van Veen, Georgia Springate and Veronica Phillips – won gold in the girls 400-m freestyle, while a second team also finished first in the mixed 200-m freestyle relay. That team was made up of Alan Deng, Cameron Cooke, Phillips and Prokopich.

Rounding out the relay medals were a pair of third-place performances by one of the school’s boys teams – Deng, Cooke, Quinn Davies and Josh Seto.

Two weeks prior to provincials, at South Fraser championships – also held at Richmond’s Watermania pool – EMS had 67 swimmers in the pool.

At that event, eight relay teams won gold, eight won silver and four won bronze. Nine other teams finished just off the podium, in fourth.

Gordon William Zelt With great sadness we a n n o u n ce t h e s u d d e n passing of Gordon William Zelt on Nov. 24, 2019 at age 89. He is survived by his loving wife, Eileen, of 63 years, his four children (David, Ronald, Brian, Charlene), 13 grandchildren and brother, Harold. Gordon was born in Nisku, AB on Aug. 22, 1930. He graduated from UBC Engineering in 1953 and worked for Imperial Oil Ltd. for 33 years moving between Sarnia, Toronto, Montreal, Edmonton before finally retiring in White Rock. He was a devoted husband, father, grandfather, brother, and uncle. He will be sorely missed by his family and many friends. A service for Gordon will be held at St. John’s Presbyterian Church Nov. 30 at 1 pm.

SMIT, Henry “Hein” Henry was born in Apeldoorn, the Netherlands, in 1930. He passed away at home in South Surrey on September 17, 2019.

Henry is predeceased by his wife, Mary “Toos”, in 2004.

Survived by and keenly missed by his daughters: Mary, Kathleen (Doug), Joanne Brocklebank (Mike), Frances (Nigel), Grandchildren: Janean Kinnear (Andrew), Alex Brocklebank (Cory), Chris Brocklebank and Great Grandchildren Brooklynn, Brianna and Dillon Kinnear. Also survived by and sadly missed by his sisters, Betsy Elders and Fien Reijns (Rein) and brother Geert (Jacqueline), Mary’s brother Theo van Neerven (Ans) and many other relatives and friends in both Canada and the Netherlands including Fern Crossman.

Predeceased by his brother Joop, sister Marietje van der Linde, Annie de Haan and Nollie as well as by Mary’s brother, Nol van Neerven and her sister Tonnie Giesbers.

Henry will be laid to rest next to Mary at the Gardens of Gethsemane, Surrey, BC at a private family service.
