ffordable home ownership — at least if you deem that at or below the median price of comparable properties — in downtown Whitehorse could be a possibility next year.

It was announced June 25 that Yukon Housing will provide $420,000 from the Housing Initiatives Fund to the 12-unit Lowe Street Affordable-to-Own Housing Development that Soulspace Design Build is pursuing.

The development will be built next to Riverside Grocery and is expected to be finished in 2020.

As Yukon Housing Corp. director of operations Marc Boucher explained, the proposal for funding was submitted by Soulspace Design in the second call for proposals issued by Yukon Housing. The fund is designed to support affordable housing initiatives that address local needs.

In this case, the sale price is required to be at or below the median sale price for similar Whitehorse units for the next 20 years. The most recent real estate figures available from the fourth quarter of 2018 show the median price for a condo in Whitehorse as $374,900.

Whitehorse council extends landfill contract Castle Rock Enterprises will continue to operate the city’s landfill until Nov. 30 after council approved a five-month extension to its current contract on June 24.

The extension is needed as the city has yet to put out a tender for a new fiveyear contract.

Geoff Quinsey, the city’s manager of water and waste services, told council at its June 10 meeting the tender hadn’t move forward due to staffing issues.

Families are leaving Burwash because students are unsupported, chief says Julien Gignac News Reporter

T

he Yukon Department of Education refused a request to place an additional teacher to instruct secondary students at the Destruction Bay school earlier this month.

The chief of the Kluane First Nation says the lack of support is forcing students and their families to uproot from the nearby community of Burwash Landing.

“We’re losing out capacity in our community,” said Chief Bob Dickson, adding that high schoolaged students are moving to Whitehorse or Haines Junction. “We lose our staff and we also lose our children, right? And the children don’t come back once they’ve gone away.

We’re trying to build a community and we keep having to send people away for school every year, that’s what the issue is.”

According to the Department of Education, only kindergarten to Grade 7 students have enrolled at the school for the upcoming school year.

It appears that students beyond Grade 8 haven’t been accommodated at the school, according to departmental data going back to 2003.

Department spokesperson Jason Mackey said the

principal at Kluane Lake School is able to assign one of the existing teachers to instruct students in Grades 8 to 12. This hinges on enrolment, he added.

That’s news to Dickson, who said he wasn’t aware the principal could do that.

“Now (Mackey’s) putting it back on the principal and saying it’s not them, it’s the principal. I think it’s odd that they’re changing the story at the last minute,” he said.

“We just got the email that they’re denying the position and now they’re saying that it’s always been there.”

A request for comment from the school’s principal wasn’t immediately returned.

The department shared the June 14 email with the News that rejects an extra teacher. It says the department can instead support current staff at the school to ensure secondary instruction during the upcoming school year.

As of May 31, 2019, 25 students self-identified as Kluane First Nation citizens at schools in Whitehorse and Haines Junction, Mackey said.

Broken down, this number includes 12 Kindergarten to Grade 7 students and 13 Grades 8 to 12 students.

There are roughly 100 Kluane First Nation citizens living in Burwash Landing, Dickson said.

“One of the teachers is qualified to teach secondary school curriculum,” he said in a written statement. “The school principal, with the superintendent, has the flexibility to determine specific teaching assignments based on the learning needs of the school each year.”

The News asked several times why an extra teacher was refused. Mackey parroted the email, saying that one couldn’t be provided at this time.

“These are ongoing conversations with the Kluane First Nation at gov-

ernment to government level,” he said. “We’re committed to continuing to discuss their children’s success.”

That a teacher was denied shows the department isn’t working with the First Nation, Dickson said.

“They should be able to make a decision on one position. What we’re all about is keeping our families and our people in our community so they don’t have to go away to (Haines Junction) or Whitehorse to go to school.”

The First Nation has another request. It’s one that’s over a century old.

Kluane First Nation has been asking for a school to be built in Burwash Landing for 102 years, said Dickson, adding that it was his great-grandfather who initially asked.

“We’re still dealing with the same issues,” he said.

Tracy-Anne McPhee, minister of education, told the News on June 24 that the old letter requesting a new school was found in 2017.

“We committed to working with them going forward to build a school and to determine whether it should be in Burwash,” she said. “That determination has been made. It

should be Burwash. The vast majority of kids going to that school live in Burwash, and we have been working with the Kluane First Nation going forward to determine how they would like that school to be built there, and what their needs and priorities are and how we can achieve that.”

She said there’s no timeline for the build because parties continue to deliberate. In terms of what grades the school would serve, that, too, is another conversation piece, McPhee added.

These issues follow the release of a recent auditor general report, a principal finding being that the education department can’t ascertain whether what it’s doing is improving outcomes for First Nations students, suggesting they’re being underserved.

It also says that not enough is being done to incorporate First Nations languages and culture in the Yukon’s school system.

Dickson blasted the Yukon government over the report last week, saying it has “failed” First Nations students.

McPhee has told this newspaper that these problems were present during the tenures of former governments.

The auditor general’s report includes seven recommendations to remedy issues. McPhee has said that all of them have been accepted.

harging the Yukon’s Green Party candidate is fighting for the environment and challenging what she characterized as a lackluster response from Prime Minister Justin Trudeau’s Liberals on the matter.

“It is, in fact, my top political priority,” said Lenore Morris, who announced on June 24 that she’s running during the federal election. “I’m concerned and distressed that no other national party, particular any of the ruling parties, and that means the Liberals and Conservatives, are

paying adequate attention to the environment or making it any kind of serious priority.”

A member of the Greens for 10 years and part of its riding association for six, if elected, it would be her first time holding office.

Since joining the party, she said there’s been a perceptible change in tone surrounding the environment.

“On one hand there’s been this exponential increase in awareness about environmental issues, we’ve seen that particularly in the last year,” Morris said. “On the other hand, what’s distressing is that things are actually worse from an environmental

point of view now than they were 10 years ago.”

Couple that with a slipshod response to the problem means humanity is playing catch-up, she said.

“We’re starting to do stuff about it, but we’re doing it so slowly that I don’t think we’re going to get caught up on this unless we have a more radical change and that includes having parties in government that have a much stronger position on environmental issues.”

Morris wants adaptive strategies to be devised to stem climate change, which is acutely felt in the North. This means money, big money, has to be ear-

marked, she said.

“We’re not taking airyfairy concepts here, we’re talking about actual dollars and cents issues, one of the big issues here, almost certainly, is going to be forest fires.”

The Greens, led by Elizabeth May, want increased investment in renewables, to spark a National Housing Plan and patch up relations with Indigenous people, among other things.

Morris said her plans align with the overarching party platform, of course, but she pointed out one issue in the Yukon that she wants to tackle.

Yukon Energy Corp. pitched a new energy

plant last month, powered entirely by fossil fuels (the public feedback period ended earlier this month.)

The facility would be 20 megawatts, larger than six diesel rentals that are roughly two megawatts each, which are used during system failures. The new power plant would fill in during these capacity shortfalls, ramping up power supply, CEO Andrew Hall told this newspaper recently.

“There’s been a lot of people that have been unhappy about the fact that the only options on the table are fossil fuel options,” Morris said.

“We’re in a place where we have this huge geothermal

potential, as well as wind and solar. It’s very frustrating to see that there’s not being more effort made to develop that.”

Morris has lived in the Yukon uninterrupted for over 19 years. She has a law practice in Whitehorse, specializing in areas like civil litigation, family law and real estate.

She said she considers herself a capitalist. Holding a degree in business, Morris said she understands the role business holds in Canada, but that they can, and should, be part of the solution in transitioning Canada away from a fossil fuel-reliant economy.

ore federal funding to address homelessness is coming to the territory and that has the Yukon Planning Group on Homelessness looking for new members for its Community Advisory Board.

The board’s role is to administer the federal funding in the territory coming from the Reaching Home initiative, which aims to reduce homelessness by 50 per cent across the country by 2027/2028.

While it’s not clear yet exactly how much it will mean for the territory, advisory board chair Bill Thomas said in an interview June 26 he is fully expecting it could see funding in the low millions for the territory to address homelessness over the next five years.

Previously, federal contributions were fairly limited, allowing mainly for studies and paperwork looking at the issue.

For now though, it seems funding will be increasing in the more immediate future and that has members of the Yukon Planning Group on Homelessness hopeful the advisory committee will have more members to help implement the actions outlined in the Safe At Home Community Based Plan to End and Prevent Homelessness.

“The stars are aligning for the Yukon with the new Reaching Home federal strategy on homelessness,” Thomas said in a statement.

“We’re seeing new federal money, new goals, a local plan and an opportunity to have the community meaningfully involved in ending homelessness in the Yukon.”

The advisory board is currently made up of nine members largely from all levels of government and local NGOs. Thomas said ideally the advisory board would be made up of 15 to 20 members representing much more of the territory’s population and various sectors such as the Yukon Hospital Corporation, policing, youth and more.

most recent terms of reference adopted in May, though Thomas said the numbers have varied for the group over the years and seem to work best with between 15 and 20.

Thomas would like to expand the membeship in a way that would also mean having two co-chairs, given the increased work that could be coming its way.

The group meets at least six times each year and would be using the Safe at Home strategy to guide its work.

“Now is the time to ensure we are collaborating on solutions and ensuring we are being innovative,” Thomas said.

“We are anxious to work together with community members with lived experience, Indigenous leadership, business owners and others.”

Whitehorse council hands out community service grants A total of 18 organizations will get some help on their property tax bill after city council approved the final reading of the bylaw for the 2019 municipal charges and community service grants on June 24.

The grants for 2019 total $105,908.

As Lindsay Schneider, the city’s manager of financial services explained in a previous report to council, the grants are provided “to assist organizations in the payment of municipal property taxes and other specific municipal charges.”

Under the program, community organizations can receive anywhere between 50 and 100 per cent of property taxes owed up to the $50,000 cap the city has put in place that any one organization can receive from the city in a single year.

Property taxes are due July 2.

Adult day program closing after Yukon government ends funding Joshua Azizi News Reporter

W

hitehorse’s Helping Hands Adult Daycare is shutting down after the Yukon Department of Health and Social Services decided not to renew its contract.

Helping Hands opened in 1997 to offer services for adults with developmental disabilities, particularly those on a lower functional scale. It provides them with activities, events and volunteer work that specifically fits their needs.

According to owner Danny Lewis, the organization regularly renews its funding contract with the Yukon government during the spring — however, it often experiences delays from the government and receive short-term contracts before the renewal of a larger one.

The organization received a temporary contract from April to June this year, but officials were told in May that their contract would not be renewed after June.

“We had no indication that was going to happen,” Lewis said.

“We had signed a lease (on our property), we had staff that we had to inform, and we were wondering what was going to happen with the clients.”

The department has arranged for Helping Hands’ clients to attend two different services for adults with developmental disabilities instead — Teegatha’Oh Zheh and Inclusion Yukon.

In an interview with the News, acting director of communications for Health and Social Services Kendra Black described the decision to end the contract as based on financial efficiency.

“This was a decision that balanced client support needs and outcomes, while ensuring that public funds and resources are used responsibly, and it’s part of the department’s overall efforts to ensure our health and social system is sustainable for the years to come.”

Black said that the department notified Helping Hands in February its contract would not be extended past June, and that the temporary contract it received from April to June 2019 was “transitional.”

was transitional, he said the department frequently gives transitional contracts when it’s in the middle of renewing all contracts with different organizations.

“I’ve heard that phrase, like I said, every year,” he said.

He also said the department only told him that it were undergoing a departmental review and were still determining whether the contract would be renewed or not.

“At no time were we told that our clients were going to be transitioned over and that our contract would not be renewed at the end of it.”

Jeanne Reid has a son with partial trisomy 18 who has attended Helping Hands for six years. She’s been very satisfied with the program.

“It’s a small group, and I think that’s important for all clients, but certainly for my son anyway. I think he does better in the small group, and I’ve been very happy with it.”

Reid was “shocked” to hear that Helping Hands is shutting down.

“It was a pretty terrible thing to find out,” she said.

The government arranged for her son to attend Teegatha’Oh Zheh in Helping Hands’ place, but she’s so far been disappointed in the transition process.

“It’s non-existent, basically.”

Not only is she not sure if her son will have enough time to be accustomed to the new environment, but she’s not even sure when his first day there will be.

“We went for a quick sort

of hour-long discussion with (Teegatha’Oh Zheh) about a week and a half ago. They said something about maybe the middle of July, but we haven’t heard anything else since then.”

Lewis also expressed concerns about the rushed pace of the transition.

“Most of these clients are used to routine, and changing their routine is very difficult for them. So making sudden changes is hard. So if we were to make that process over a long period of time, say two or three months, it would be much easier for them.”

He’s also concerned that the new programs might be too big with some of his clients with “lower-functioning abilities.”

When asked if the department took into account the needs of individual clients during the transition process, Black reiterated that it would be more efficient to fund two organizations instead of three.

“This was a decision, as I said, that balanced client support needs and outcome while ensuring public funds and resources are used responsibly.”

She expressed confidence in the transition process, adding that a “successful transition” will be finalized on July 1st.

“Our understanding is that the new clients have all new toured their new day program and the transition is going well.”

However, she acknowledged that communications with Helping Hands could have gone smoother.

“We do appreciate the services that Helping Hands has provided and we’re committed to providing support to helping hands employees and clients during the transition.

We do regret any misunderstandings that may have arisen over the past several months in our discussion with Helping Hands. We’ll continue to work with the individuals to ensure the transition goes as smoothly as possible, And making sure that Yukoners have access to high quality programming as the priority of the government.”

The News reached out to Teegatha’Oh Zheh, but officials declined an interview request.

D

oes the idea of eating insects bug you?

Well, think about this: the United Nations predicts that by 2050, if current trends continue, the world’s population will reach 9.8 billion. As a result, global demand for food and feed is expected to increase by 70 per cent, putting additional pressure on already overexploited agricultural resources.

Global demand for meat in particular will continue to increase as dietary habits in developing countries change, due to rapid urbanization and economic growth.

The oceans are already over-exploited and climate change will have a profound impact on food production. Meanwhile, nearly one billion people worldwide suffer from chronic food deprivation.

Among the possible solutions, one is quietly making its way into the public’s attention: eating insects.

Alternatives to animal protein To meet current and future food challenges, the agri-food sector needs to be rethought. We need to find new ways to grow food, address inefficiencies and develop new approaches to production methods.

In addition to population growth, urbanization and the rise of the middle class in developing countries are increasing global demand for food, especially animal protein. The production of traditional feed ingredients such as cereals, fish meal and oilseeds must be reduced and substitutes found to make more efficient use of resources.

The billions of animals raised each year for food are putting increasing pressure on land and water resources and contributing to climate change and other negative environmental impacts.

Livestock farming for meat production puts considerable pressure on global land and water use. At present, a large proportion of the protein produced for livestock feed comes from sources that are sometimes unsustainable and harmful to the environment.

many fish species. In addition, insect larvae are generally high in protein and are rich in other beneficial nutrients such as fats, minerals and vitamins.

As a source of protein for direct human consumption, insects offer several advantages over traditional sources of meat. They have a significantly higher feed conversion rate than other livestock, which means they are more effective at converting the ingredients used to feed them into nutrients.

In addition, insect production is more environmentally friendly than conventional livestock production. Insects release much lower amounts of greenhouse gases and ammonia into the atmosphere per kilogram of meat than cattle or pigs.

Larvae that recycle Insect larvae, in particular, are efficient consumers of a wide range of organic materials.

They have the ability to “over-cycle” relatively low quality organic residues as feedstock into valuable proteins and lipids.

Although direct human consumption of insects is not widespread in Western countries, raising insects to transform organic waste streams offers an interesting opportunity to produce food ingredients for animal production. In

particular, the larvae of the black soldier fly has a nutritional profile that makes them a potential ingredient to replace traditional food ingredients intended for human consumption.

The cultivation of insects raised specifically for domestic animals and fish has been the subject of sporadic assessments for several decades. However, the widespread adoption and commercialization of these approaches remains difficult. The methods are still artisanal and have been mainly developed and deployed in emerging countries with limited resources.

However, a convergence of factors has revived interest in this area, particularly from a number of multinationals in the agri-food sector.

A combination of new municipal regulations limiting organic waste disposal and the need to find sustainable ingredients for animal feed have led to renewed interest in insects and their ability to transform organic waste into valuable food resources.

Shocking but sadly not surprising

A

s so often, Wyatt captured the whole complex issue perfectly in one cartoon on the Yukon News editorial page.

Its three panels each show the same fellow reading the newspaper, first as a boy in the 1990s, then a young man in 2009 and finally in middle-age in 2019.

The punchline is that the headline is the same in each year: “Educational outcomes differ between Indigenous and non-Indigenous students.”

In a telling flourish, Wyatt shows the passage of time by having the logo on the guy’s hat change from the Habs to the Oilers to 2019’s NBA champs.

A lot changes in the world, but not the auditor general’s opinion about the performance of the Yukon Department of Education.

The 2019 findings were

grim reading. Only 49 per cent of First Nations students entering Grade 8 graduated within six years, compared to 81 per cent for non-First Nations students.

That’s terrible news.

Even worse was what the department has been doing — or not doing — about it. The report has some devastatingly direct feedback.

“The Department made little effort to understand the root causes of gaps in student outcomes and had no strategy to close those gaps.”

“The Department did not do enough to create a partnership with Yukon First Nations.”

“Only five per cent of the (Individual Education) plans we looked at showed that the services and supports recommended by specialists or school staff were delivered.”

It’s hard to find a word to describe this situation.

“Surprising” doesn’t work. If you talk off-therecord with senior Yukon officials or politicians from any political party, you’ll find the performance of the Department of Education is one of the few things they all know about and agree on.

This isn’t the Department’s first audit, and ministers from multiple governments have found themselves dealing with the department’s fallout over the years.

“Unacceptable” doesn’t work either. As Wyatt’s cartoon acidly points out, we seem to have been accepting this for decades.

“Life-changing” is apt, and not in a good way.

It’s impossible to describe the effect of a poor education on a young person’s life story in one sentence, so I’ll just share one fact from last week’s Economist magazine.

“Each high-school graduate who does not go on to earn a certificate from a vocational or technical school, or a two- or four-year degree from a community college or university, misses out on US$1 million in lifetime earnings.”

That’s American data but the effect would be similar elsewhere in North America, including the Yukon. And that statistic is only about young people not completing post-secondary trades or university training. It doesn’t even cover the bigger social and economic cost of the kind of low high-school grad-

uation rates highlighted here by the auditor general.

There are plenty of troubling statistics linking dropping out of high school with higher rates of incarceration and other social ills later in life.

The auditor general focused on the disturbing and sustained gap between First Nations and non-First Nations students. But that doesn’t mean the report gave the department an A+ on the education it provides non-First Nations students.

One chart stands out.

The percentage of First Nations students who met or exceeded expectations in numeracy in Grade 7 was 44 per cent.

The number was less bad for non-First Nations students at 77 per cent.

Think about both those numbers for a minute. We are on the cusp of a massive digital revolution in our society and economy. There won’t be techies in the future, since nearly everyone will be using digital tools at work. And yet between a quarter and a half of our young people don’t have the numbers skills expected when they enter high school.

So what are we missing?

It’s not a shortage of money. A Statistics Canada study from 2015 showed the Yukon spent more than double per student what most provinces do.

It’s not a shortage of education officials at head office. The Department’s most recent budget has $3 million for “Administration,” $11 million for “Corporate Services” and $26 million for “Policy and Partnerships.”

Nor is it a shortage of strategic planning exercises. Flipping through the department’s annual reports over the period covered by Wyatt’s cartoon, we have seen a number of well-funded consultation and planning exercises that came up with new strategies.

For example, in 2005 we had the Education Reform initiative. In 2011/12, we had the “Accountability Framework.”

This included the “Pyramid of Intervention” and the “Yukon Assessment Matrix.” In 2015, the Department said “We have established a process and steering committee in order for us to work with our partners to collective-

ly build and implement a new vision for education in Yukon.”

And so on.

The department has accepted the auditor general’s findings and promised to work on them. We can expect a new public consultation and strategic planning exercise.

The department’s past record does not inspire confidence that the outcome will result in a different Wyatt cartoon in 2029.

So what does all this mean for Yukon students, parents and First Nations leaders who care about education? We should all hope the Department of Education responds more effectively to this audit than the last one. In the meantime, if you haven’t already, you would be wise to work on your own education initiatives at home or with your local school.

ly shocked and deeply disappointed by what seemed like very defensive comments made by my own mayor, which felt like an attempt to belittle and diminish everyone in that room by saying that they had come because a councillor had lobbied them to.

I did not keep my young son up late on Monday because of any lobbying. I did not skip making and eating dinner with my family because of any lobbying. I did not sit in that hot, overcrowded room, respectfully listening for over twohours because anyone else asked me to.

I was there because I wanted to be there. I was there because I want my son to have a future. I was there because I wanted to show my mayor and council that this is really, really, important to me, and that I wanted to listen.

I felt totally betrayed and frankly hurt by that comment, as if I was just some pion that showed up because someone asked me to, rather than a Whitehorse resident with her own mind and thoughts and important reasons for being there.

So far every person I

have talked to felt that same disrespect, and told me so before I said anything about how I felt about the meeting.

That incredible and hopeful crowd of Yukoners were extremely respectful on Monday, despite what I can only imagine that people might have wished to say out loud.

I hope that in the future our mayor can be less reactive and more thoughtful when addressing us residents who are not in a position to say anything in return. I imagine that being mayor is not an easy job, and likely super stressful, and I know that we are all human.

I would like to ask our mayor to please remember that we are all in this together and that people showed up on Monday to be part of something, and to listen, not to criticize or point fingers.

This motion isn’t about any one councillor, it’s about everyones future every single one of us.

I would like to thank mayor and council for all the energy, time and thought that has been put into discussion around this motion thus far, and I

look forward to continued discussion and hope that council can find a way to come together on this in September in a meaningful way.

Bad news climate change is only one symptom in the bad news spectrum that will affect or is affecting humanity and a myriad of other life forms.

The current economic model based on perpetual growth driven by consumption cannot last.

Either we come together, on a pan-global level, and dismantle our First World fantasy way of being, or the card house of fiat and crypto currencies, and the degradation of Earth’s eco-systems will fall on our heads.

We, as the current version of humanity, can either wake up to harsh realities and start to “turn the wheel” in humanity’s trajectory, or continue to offload our responsibilities onto future generations as we continue to bloat humanity with foolishness.

It might be possible to make those shifts without sacrificing authentic joys and a sense of hopefulness. A possibility but not a guarantee. Do we drown ourselves and the future in our status quo? Or initiate a multi-generational project to bring humanity together as a cohesive unit?

How do we start? First of all, by all of us being guides, teachers, and exemplars to all emerging versions of humanity. We don’t know how to do the future in a good way, but we might as a collective array of thought and spirit.

It needs to be coded into our deep cultural DNA. Councillor Roddick’s motion, the reducing-reusing-recycling movement, the Standing Rock pipeline resistance, the Occupy demonstrations, Occupy Wall Street, and a host of other social movements are all necessary efforts to shift our way of being on planet Earth.

It might take 100,000 years before we come out the other end. Or, we might be able to quick fixes of our foreground existential threats. Or… our hominid species, the life-form that carries the human spirit, might just end sooner, through our folly, rather than an accepted ending in a natural die-off. Everything has an end-point. No exceptions. It’s time to shift our gaze from the glare to the real.

LETTERS I came to council because I wanted to I had high hopes for the meeting Monday night, where our city council were to debate and vote on the motion for Whitehorse to declare a climate emergency.

Hopes and expectations are very different, and although my hopes were high, I also held my expectations in check and waited very patiently to hear each council member out, as did every single person in that packed council chamber.

I understood and even expected that that this motion could or would feel bold for some. Yet I truly hoped that after the report from the IPCC in September, and numerous subsequent papers released reporting that the climate is warming even faster than predicted in the IPCC report, after hearing concerns from a diverse range of Whitehorse residents, that our mayor and council would come together and support the motion as an important step in acknowledging the situation we are faced with, one that is growing and changing by the minute.

“Emergency” might appear to some to be a provocative term given that most of us are living in, what appears to be, a fairly safe and stable “bubble”.

The bubble, unfortunately, is an illusion of denial or lack of a comprehensive big picture understanding. Councillor Roddick is doing noble work in championing the need to declare an emergency so that planning and resources can be put in place for when the “bubble” bursts or erodes around us. It WILL happen!

Devastation will either creep into our life-scape or come crashing in. Be it in the next few years, or decades, or hundreds of years.

Canada has ‘broad international coalition’ of support on China file: Freeland Kristy Kirkup Canadian Press

OSAKA, JAPAN anada is fortunate to have assembled a “broad international coalition” of countries who support Canada and believe arbitrary detentions are harmful, Foreign Affairs Minister Chrystia Freeland said Friday at the G20 summit in Osaka.

Freeland, who spoke to reporters alongside her cabinet colleague Finance Minister Bill Morneau, said China has been hearing about the detention of two Canadians from a range of countries, adding that efforts continue here at the summit.

The Prime Minister’s Office said Trudeau had “brief, constructive interactions” with Chinese President Xi Jinping on the first day of meetings at the gathering of major economies.

Video footage from a working lunch on Friday showed the two leaders sitting beside each other but not interacting for several minutes while cameras were positioned on them. Trudeau could be seen making an effort to interact with Brazilian President Jair Bolsonaro on his other side.

Trudeau and Xi greeted each other prior to the interaction in the footage, government officials said.

They could also be seen interacting prior to a cultural performance distributed by host broadcaster NHK. Canada has been open for a long time to having conversations with China in addition to discussions unfolding at some diplomatic levels, Freeland said Friday, adding it remains “very, very open” to having

At present, communication has proved to be difficult because the Chinese have indicated they have no interest in speaking with senior officials including Freeland or Trudeau.

To try to get through to China, Canada is now relying heavily on the influence of U.S. President Donald Trump to raise the issue in his own bilateral

meeting with the Chinese president on Saturday. The president committed to doing so following a meeting last week with Trudeau in Washington.

Freeland wouldn’t speak to whether Canada made specific requests of Trump going into the meeting, adding it is never prudent or appropriate to detail private meetings with partners.

In Osaka, it is important to see whether Trump does indeed raise the issue of the detentions, how he does that, and whether it has any impact, said Thomas Bernes, a fellow with the Centre for International Governance Innovation, a research think-tank.

Canada is doing everything it can to energize other heads of government to make a point to the Chinese that this is not an acceptable way to behave, Bernes said, adding it is helpful and important to remind China there is a body of opinion among world leaders.

“Having said that, unfortunately, I don’t expect any early resolution or fast action,” he said.

“We can make the points as we want, we can ask others to make their points, but unless somebody is prepared to put something on the table besides words, I think we’re not going to see very much action.”

Alberta Premier Jason Kenney and his B.C. counterpart John Horgan amicably agreed to continue to disagree on the pipeline expansion project that would carry Alberta oil to the West Coast.

Horgan even made a joke about being the lone New Democrat at the table with Kenney, Saskatchewan’s Scott Moe and Manitoba’s Brian Pallister, all leaders of conservative governments.

“I wore a blue suit so I could blend in,” Horgan said as he and the other leaders spoke to reporters at the end of the one-day meeting in Edmonton.

“I think Premier Kenney and I are off on the right foot.”

There has been friction between B.C. and Alberta over the pipeline project.

Kenney restated that Alberta is prepared to use provincial legislation to limit oil and gas exports to any province he sees as standing in the way of pipelines — a so-called turn-off-the-taps law.

Horgan said his government will push ahead with a legal challenge of that law, as well as a reference to the Supreme Court on whether the federal government had the constitutional jurisdiction to approve the pipeline expansion.

Horgan stressed B.C. has followed the rule of law and will continue to do so.

“We have been and will continue to issue permits as they are requested by the proponent, and we will continue to assert our jurisdiction and hold the federal government accountable,” said Horgan.

“This issue has not been, in my opinion, about British Columbia and Alberta.”

Kenney said, “I made it clear to Premier Horgan that if we see from any province obstruction of the movement of our products from this province in a way we think violates the Constitution, we will take action.

“I hope it doesn’t come to that and I believe we’ve begun a productive, professional and respectful relationship.”

But there were no fireworks at the closing news conference like last year, when the pipeline issue led then-Alberta premier Rachel Notley to opt out of signing a document

from the meeting.

The premiers did find common ground on issues such as economic corridors, reducing trade barriers and recognizing professional credentials from province to province.

“I think we agreed it makes no sense that a nurse or a doctor from B.C. shouldn’t be able to have that certification recognized in Alberta and vice versa,” said Kenney.

Kenney said the corridors include everything from electricity grids to natural gas lines, highways, railways and pipelines.

He said those plans will be pursued at the full meeting of premiers at the Council of the Federation in Saskatoon next month.

Pallister’s efforts to have the premiers unite against Quebec’s law banning civil servants from wearing religious symbols did not make it on the formal agenda of the meeting.

Pallister said he wouldn’t give up the fight.

So I’ll continue to have that view and I’ll continue to express it.”

On climate change, the premiers agreed to continue working on plans to reduce greenhouse gas emissions, but also push a process to formally recognize climate change initiatives the provinces and territories have already achieved.

“We have zero-emission wellhead sites operating in Saskatchewan and a 45 per cent methane reduction plan that is well in action,” said Moe. “How can we share some of what we have done in our different jurisdictions with one another and create a platform for premiers and provinces.”

Liberals look at short-term changes in strategies targeting rural Canada Jordan Press Canadian Press

Officials are also looking to rework some programs to make it easier for rural communities to benefit from federal spending as part of the related strategies.

But aside from specific targets to connect Canadi-

ans to high-speed internet service, the rural strategy is largely without benchmarks.

Rural Economic Development Minister Bernadette Jordan says the aspirational tone of the document reflects concerns from rural communities about a onesize-fits-all approach.

The government isn’t announcing any new spending, but ways to more efficiently dole out promised cash, including $6 billion worth of plans to connect every household in the country to high-speed internet by 2030.

Jordan said in an interview. “In reality, rural communities haven’t said, ‘We want you to come in and fix our problems.’ What they’ve said is, ‘We want to work in partnership with you,’ and that, going forward, is the biggest takeaway for us — is how do we make sure that we are working in partnership with rural Canada, how do we make sure that everything we’re doing is looked

at through a rural lens?�

Jordan said what was needed was a way to pull together all the different spending programs that provide money to rural communities. Sometimes small municipalities can’t get past hurdles such as complex application packages for federal funding.

Rural Canada comprises an estimated 30 per cent of the national economy but accounts for a smaller percentage of the national population.

The 2016 census showed that 82 per cent of the Canadian population lived in large and medium-sized cities, one of the highest urban concentrations among G7 nations, but percentages

Rural communities tend to have higher percentages of Indigenous residents, fewer newcomers to the country and older populations than urban centres do.

While housing affordability is a major concern in rural communities, the top one is connectivity. About 37 per cent of rural households had access to internet connections with download speeds of 50 megabytes per second, compared to 97 per cent of urban homes.

nections by finding ways to identify infrastructure projects where fibre-optic cable can be laid at little cost, such as when a rural community reconstructs a road.

A major cost of building and operating broadband networks comes from poles, underground ducts and towers, and piggybacking on planned construction work could halve federal costs, officials say.

Places like municipal offices, libraries, schools, and hospitals will be given priority for any projects, the rural broadband strategy says, because there are more people using connections at once. When such a community institution is being connected, that can also help make the case to extend broadband to surrounding homes, the government says.

The strategy also says that federal officials are looking at ways to provide a secondary market for wireless spectrum, to grant licences in small areas and provide better cellular service.

Canada adds right-wing extremist groups to terrorist list Jim Bronskill Canadian Press

OTTAWA or the first time, Canada has placed right-wing extremist groups on the national list of terrorist organizations.

Blood & Honour, an international neo-Nazi network, and its armed branch, Combat 18, have been added to the roster, opening the door to stiff criminal sanctions.

They join more than 50 other organizations on the list including al-Qaida, the Islamic State of Iraq and the Levant, Boko Haram and the Liberation Tigers of Tamil Eelam.

A group on Canada’s terrorist list may have their assets seized, and there are serious criminal penalties for helping listed organizations carry out extremist activities.

Blood & Honour, founded in Britain in 1987, has established branches throughout Europe, executing violent attacks there and in North America.

lic Safety Canada says members of Blood & Honour and Combat 18 firebombed a building occupied mostly by Romani families, including children, in the Czech Republic in 2012.

In addition, four Blood & Honour members in Tampa, Fla., were convicted in 2012 of the 1998 murder of two homeless men who were killed because the group considered them “inferior,” the department says.

The listings are recognition of the growing concern about the presence and influence of far-right groups in Canada.

In its latest public report, the Canadian Security Intelligence Service said it is increasingly preoccupied by the violent threat posed by those looking to support or engage in violence that is racially motivated, ethno-nationalist, anti-government or misogynist in nature.

The Liberal government also added three organizations aligned with the Iranian regime — Al-Ashtar Brigades, Fatemiyoun Division and Harakat al-Sabireen — to the terrorist roster.

“Whatever the source or

SAN FRANCISCO resident Donald Trump’s next tweet might come with a warning label.

Starting Thursday, tweets that Twitter deems to involve matters of public interest, but which violate the service’s rules, will be obscured by a warning explaining the violation and Twitter’s reasons for publishing it anyway. Users will have to tap through the warning to see the underlying message.

Twitter said the new policy applies to all government officials, candidates, and similar public figures with more than 100,000 followers.

The new stance could fuel additional Trumpian ire toward social media.

The president routinely complains, without evidence, that social media sites are biased against him and other conservatives.

Twitter’s rules prohibit threatening violence against a person

or group, engaging in “targeted harassment of someone,” or inciting others to do so, such as wishing a person is harmed. It prohibits hate speech against a group based on race, ethnicity, gender or other categories, and disallows the threatening or promoting of terrorism.

The company has long exempted public figures from many of its usual rules, contending that publishing controversial tweets from politicians encourages discussion and helps hold leaders accountable .

But there have been longstanding calls to remove Trump from the service for what activists and others have said is abusive and threatening behaviour. This week, for example, the president posted that an attack by Iran “will be met with great and overwhelming force. In some areas, overwhelming will mean obliteration.”

Trump has used Twitter to attack his enemies, issuing many tweets that may violate these poli-

cies, including calling a former staffer a “lowlife” and “dog,” tweeting a video of himself beating up a man with a CNN logo replacing his head, and retweeting seemingly faked, inflammatory anti-Muslim videos.

Twitter’s new policy doesn’t apply to past tweets.

Twitter said it is still possible for a government official or other figure to tweet something so egregious that it warrants removal. A direct threat of violence against an individual, for instance, would qualify.

The company said warning-label decisions will be made by a group that includes members of its trust and safety, legal and public policy teams, as well as employees in the regions where particular tweets originate.

When a tweet gets such a notice placed on it, Twitter said it will not appear in the site’s “safe search” mode, notifications tab, the explore section and other places Twitter promotes or highlights tweets.

OTTAWA efence Minister Harjit Sajjan is remaining mum on details of the government’s settlement with Vice-Admiral Mark Norman, citing confidentiality provisions in the deal.

retiring after negotiating what they described as a “mutually acceptable agreement.”

The deal, negotiated over the past two weeks, followed Crown prosecutors dropping their case last month against Norman, who had been charged with breach of trust for allegedly leaking government secrets about a shipbuilding deal.

But details of the deal, including the amount and whether there are

any provisions forbidding Norman from talking publicly about the politically charged case, remain shrouded in mystery.

In an interview from Brussels where he was attending a NATO meeting, Sajjan declined Thursday to fill in any of the blanks in what he described as “good-faith” talks between Norman and the government.

“Unfortunately, because of confidentiality, I can’t provide those details

out of respect for the discussions we had there,” he said.

“We can’t discuss the details because of the good-faith agreement that was made.”

The Opposition Conservatives have accused the Liberals of trying to buy Norman’s silence ahead of the fall federal election given the grief the case had caused the government.

Sajjan did not say why the details of the settlement are covered by confidentiality nor would he comment on Norman’s retirement after the vice-admiral had indicated he wanted to return to service.

“This is decision based on him and the discussions that he has with his family and we have to respect that,” Sajjan said.

“But one thing I can assure you, from the time we were able to re-engage, this was done in good faith to come to this point that’s comfortable for Vice-Admiral Norman as well.”

Norman was suspended from the military in January 2017 and later charged with breach of trust for allegedly leaking government secrets to put pressure on the government to approve a $700-million

The former navy commander, who was vicechief of the defence staff when he was suspended, denied any wrongdoing and his lawyers accused the government of political interference in the case.

Following months of pre-trial hearings in which Norman’s lawyers fought for access to thousands of pages of secret government documents, including some from Prime Minister Justin Trudeau, the Crown stayed the case on May 8.

Prosecutors said at the time that new information

uncovered by Norman’s legal team had left no reasonable prospect of a conviction. Norman said then that he wanted to return to duty, a plan that was welcomed by defence chief Gen. Jonathan Vance.

Instead, Norman and the government said in that joint statement the Department of National Defence released Wednesday that “after consulting with his family, his chain of command, and his counsel, Vice-Admiral Norman has decided to retire from the Canadian Armed Forces.”

A date has not been set for his retirement.

Russian student cries foul after denied visa to attend conference in Canada Teresa Wright Canadian Press

OTTAWA Russian student who was invited to present her research at an upcoming academic conference in Canada says she believes her visitor visa was unfairly rejected — an issue scholars say is a growing problem for academics from certain areas of the world trying attend conferences in Canada.

Marina Dubova was all set for a conference on cognitive science and artificial intelligence in Montreal next month, but was recently informed her application for a visa was rejected.

Canadian officials indicated they were unconvinced she would return to her home country at the end of her visit because she has no children, owns no property in her home country and has limited employment.

She said friends and colleagues warned her not to bother applying at all, as she was told single women without children are often rejected for these

reasons. But as a student of cognitive science, this conference is the biggest in her field and important for networking and seeing the latest research being explored by her international colleagues.

Dubova believes the fact she’s coming from Russia — a country with a number of diplomatic tensions with Western nations — is a major reason why her application was rejected.

“I think it’s just lottery of birth and some additional conditions — that I’m not married and I don’t have kids and I’m young.

But it is a stereotype that people from less-developed countries want to stay illegally,” Dubova said in a telephone interview from Russia.

“People with high education, with career goals, are not going to stay somewhere illegally. It’s really frustrating to have to prove this every single time.”

Her experience is not isolated.

After expressing frustration about her situation on social media, Dubova received a long list of

responses from other academics and students from around the world who’ve also encountered visa problems when trying to attend conferences in the U.S. and Canada. Some were outright refused while others complained of delays so long that they didn’t receive approval in time to attend their events.

Many echoed her concern that people from certain countries face greater scrutiny by Canadian visa officials.

“I was very surprised,” Dubova said of the responses she received.

“I found it very, very unfair that many people have to struggle with limited opportunities just because they were born in the wrong country.”

The Immigration Department said decisions about visas are made on a case-by-case basis and if an applicant is refused, it is because he or she does not meet requirements — not merely because of his or her country of origin.

Political instability in a country can be a factor in determining visa eligibility, but overall, all applications

are measured against the same standard, a department official said.

But concerns about visa rejections for academic conferences continue to arise.

In March, a number of delegates planning to attend an International Studies Association conference in Toronto encountered so many visa denials and processing delays, it prompted outcry from participants. The association to set aside $15,000 for partial reimbursements to conference participants who lost money as a result of visa concerns.

Ed Schatz, a professor of political science at the University of Toronto, attended that conference and said the number of no-shows due to visa issues “materially affected the discussions.”

He has encountered similar instances of visiting academics refused entry to Canada for conferences over the years, particularly from developing nations and countries without robust consular services.

It’s a major deterrent for those trying to organize and ensure a diversity of voices and experiences at academic conferences in Canada, Schatz said.

“If we are to build our knowledge as scholars using the best work that’s out there, increasingly the best work that’s out there may be outside of North America,” he said.

“If Canada is going to be in the business of hosting these conferences — and I very much think that we need to because we need to be at the forefront of scholarship and research — we need to figure out a way to solve this problem because it’s a serious deterrent on the front-end and it’s a real frustration for organizers and participants.”

Mathieu Genest, a spokesperson for Immigration Minister Ahmed Hussen, said his department understands that conferences and other academic events must be able to attract leaders in their fields. The department is committed to working with organizers to help facilitate processing

travel documents, he said.

But he also noted that visa decisions are based on the specific facts presented by applicants in each individual case and that these decisions are made independently of political or ministerial involvement, in accordance with Canadian immigration law.

“Our government believes in the power of science to address global challenges. Increased international collaboration will help foster new breakthroughs and ensure Canadians and people all around the world benefit from science,” Genest said in a statement.

In the United Kingdom, concerns about visa refusals for visiting academics led to accusations in that country of institutional racism and discrimination.

Those concerns have led to a parliamentary inquiry on visa refusals by British MPs.

Canada, California plan to work together to make cleaner cars, cut emissions Mia Rabson Canadian Press

OTTAWA nvironment Minister Catherine McKenna signed a vehicle-emissions agreement with California Wednesday that the state’s governor and auto industry experts see as a signal that Canada is going to side with California in a U.S. dispute over emissions standards.

The agreement is aimed at harmonizing efforts to cut pollution from cars and pickup trucks, including emissions standards, accelerating the adoption of electric vehicles and collaborating to make fuels that are used burned more cleanly.

“In terms of Canada, 25 per cent of our carbon pollution comes from transportation,” McKenna said. “To change that we need cleaner cars. Working with California is a way forward.”

The agreement comes as U.S. President Donald Trump is preparing to roll back emissions standards set by former president Barack Obama. Trump’s plan would take away California’s long-standing legal authority to go its own

route on vehicle emissions.

California is pushing back hard against those changes, including in court, and Gov. Gavin Newsom indicated Wednesday California has no intention of backing away from that fight.

The Obama standards would have required vehicles to become more fuel-efficient every year between 2017 and 2025, so that by the end of the period, cars and trucks would burn 50 per cent less gasoline and emit 50 per cent less carbon dioxide.

Trump intends to freeze the standards at 2020 levels.

Canada has long harmonized its vehicle emissions standards with the United States, both an economic and environmental necessity born of the deep integration of the U.S. and Canadian auto industries. When Trump said last year he intended to roll back the targets, Canada launched its own review of the emissions plan.

McKenna indicated Wednesday Canada isn’t likely to announce its plans for vehicle emissions standards until after the White House makes its final decision on the matter.

She said the ideal result

would be for the U.S. to continue with one national standard but acknowledged right now it looks as though there will be two — one national standard and one followed by California and at least 13 other states that have joined California’s fight.

If that happens, Canada is leaning towards California.

“If there are two choices in the U.S. our focus is about how do we get meaningful cuts to climate pollution,” McKenna said.

Newsom and California Air Resources Board chair Mary Nichols perceive the agreement with Canada that way. The two joined a news conference call with McKenna Wednesday, in which Newsom said the agreement “reinforces our efforts and reinforces our commitment and resolve” to push on with the Obama standards.

Nichols indicated the agreement will even help in the battle with Washington.

“The auto industry is looking for leadership here and having Canada signalling that it is in general alignment with us on these issues can only be helpful in this broader debate,” she said.

But Canadian auto-industry officials warn McKenna not to be so hasty.

They say picking a side in this fight will undermine the work of negotiating the auto chapter in the new North American free-trade agreement.

Huw Williams, director of public affairs for the Canadian Automobile Dealers Association, said the agreement with California is “premature.”

“Canada should focus on one standard in the U.S. as opposed to looking like the 51st state,” he said.

Mark Nantais, president of the Canadian Vehicle Manufacturers Association, said the biggest environmental and economic benefit to Canada will be to align with a single national standard in the United States. He said Canada should be pres-

suring California and the U.S. federal government to resume their talks to keep a single standard rather than throwing its eggs into California’s basket.

“We have to ask ourselves why would want to support a bifurcated market or standard for vehicle emissions,” he said. “We spent just two years negotiating the new NAFTA, which is really designed to reinforce the integrated economies.”

Nantais, whose association represents the Canadian arms of Fiat Chrysler, Ford and General Motors, said if the U.S. splits its standard and Canada picks a side, it could raise prices of vehicles here or limit available car models as companies simply refuse to produce cars that meet Canada’s and California’s demands.

ENVIRONMENT ‘Man camps’ may be a threat to Yukon Indigenous women and girls, say advocates Lori Fox Special to the News

T

he Missing and Murdered Indigenous Women and Girls (MMIWG) final report was released June 3. It’s findings — including a formal declaration of genocide — included conclusions around the relationship between resource extraction-linked “man camps” and the danger of sexual and domestic violence for Indigenous women and girls living in adjacent Indigenous communities.

The report’s statements on man camps does not specifically mention the territory, but the Yukon has similar conditions to other regions in northern British Columbia and Ontario, such as remote resource extraction and isolated Indigenous populations, which begs an important question: Have mining and resource extraction, the man camps associated with them and culture which surrounds them damaged Indigenous women and girls in the territory the way the report found they have in the provinces, and do they continue to do so now?

Yes, say both a First Nations and women’s issues expert in the territory. They have and they do.

“In the development of the Yukon, we have had a wave of exploration, a wave of mining, a wave of highway builders. Throughout those waves, Indigenous women were abused,” says Marilyn Jensen, member of Carcross-Tagish First Nation, and founder and leader of the Dakhká Khwáan Dancers.

“We were not safe when that highway was built,” she says. “Elders have told me, if you went out by yourself (as a woman) you were going to get raped. It was as straightforward as that.”

Jensen says her work teaching First Nation governance with Yukon College has allowed her to interview First Nations Elders and women across the territory, many of who speak about the sexual and domestic violence surrounding resource extraction and temporary work projects, including the Alaska Highway, which spawned what they refer to as “the highway kids.”

These were children were the product of sexual unions — consensual or non-consensual — between non-In-

digenous highway workers and First Nations women.

When the highway was built the men went, leaving these children to grow up without a father, further damaging the community, she says.

These kinds of pregnancies and abuses happened where the military was involved in the territory as well, she notes.

Jensen says her “mother’s generation and grandmother’s generation were just not safe,” much of the time, and that even now, as an Indigenous woman, she often feels she has to be on alert. Indigenous women are viewed as being “lesser than” other people, she says.

“People say ‘it’s just an Indian woman, who cares?’” she says. “It’s a kick in the stomach.”

According to the MMIWG report, “the National Inquiry heard testimony and examined evidence that suggested resource extraction projects can exacerbate the problem of violence against Indigenous women and girls. Expert Witnesses told the National Inquiry that resource extraction can drive violence against Indigenous women and girls in several ways, including issues related to transient workers, harassment and assault in the workplace, rotational shift work, substance abuse/ addictions, and economic insecurity. They argued that resource extraction can lead to increased violence against Indigenous women at the hands of non-Indigenous men, as well as increased violence within First Nations, Métis, and Inuit communities. “ These findings are “definitely” applicable to the Yukon and Yukon First Nations as well, says Aja Mason, co-director for the Victoria Faulkner Women’s Centre in Whitehorse.

There are two main prongs to the issues surrounding man camps, Mason says. Firstly the “fly in and fly out ethos” which surrounds remote resource extraction means that workers, mainly men, come into remote areas about which they know relatively little and in which they are not invested in as community members.

“There’s no buy-in as a community, no sense of ‘this is my home,’” she says. This means that nearby communities are “the place you go to drive to work, the place you go to buy your fifteen

A 2017 report by the Firelight Group entitled “Indigenous Communities and Industrial Camps: Promoting Healthy Communities in Settings of Industrial Change,” produced in co-operation with Lake Babine Nation and Nak’azdli Whut’en, found similar results, citing “an increased influx of alcohol and drugs coming into Indigenous communities as a result of higher disposable incomes of workers in industrial camps. Workers with time off may choose to party, drink, and socialize with community members, while under the influence.”

During an exclusive interview on June 12, chief commissioner of the MMIWG inquiry, Marion Buller, told the News she wasn’t aware of problems associated with man camps in the Yukon, the caveat being that that doesn’t mean they aren’t happening at all.

“I didn’t hear from all of the witnesses here,” she said. “I don’t remember that, but it doesn’t mean it’s not an issue.

“When we were looking at man camps, we were looking at these massive camps, for lack of a better word, that would have hundreds of people rotating through. I don’t know if the size of the camps makes a difference, but it doesn’t make it better either.”

The MMIWG report cites a document by Amnesty

International on the subject which found that, “a highly stressful environment, physical isolation, and the drug and alcohol abuse at some camps all create an environment that can be unsafe for women.”

Secondly, the rotational work cycle often employed in mining camps disrupts normal social and familial patterns. Many remote communities already suffer from social and economic difficulties, including higher than average rates of domestic violence and lower economic potential, and the added stressors of mining camps — remote work, often in dry environments, away from their families — puts additional pressures on already strained social relations, Mason says.

The Yukon “already has a very high level of acceptance towards sexualized and domestic violence,” Mason says. That, coupled with the already difficult situations in some remote communities — the Yukon Bureau of Statistics notes that 33.5 per cent of the population of the territory makes $30,000 a year or less according to the 2016 census, with much of that poverty centred in the communities — creating a “melting pot” effect, further exacerbating already difficult situations for women, she says.

Mason says one way to mitigate these potential negative consequences is for resource extraction companies to run proactive

training within an emphasis on Indigenous women in their camps, and for the government to mandate that education as part of the negotiations for allowing that resource extraction in the first place.

“Money talks,” she says.

The Firelight report agrees, finding, “The focus of environmental assessment must change to ensure communities, and in particular women and children, do not shoulder the burden of impacts of industrial camps. This means that all parties need to consider social, cultural, and environmental issues in industrial camp review and siting.

Ministries and agencies need to plan service delivery in the north, specifically to manage the issues raised in this work, and connect and adequately fund service delivery to already vulnerable populations.”

Women are also less likely to report sexual or domestic violence in these small communities, she notes, because of the closeness of those communities. The perpetrators “may be their brothers, uncles, friends and loved ones,” which create social barriers to reporting, she adds.

As to why the relationship between resource extraction in the Yukon and dangers to Indigenous women wasn’t presented in the MMIWG report, Mason says that might come down to the numbers. With a population of less than 40,000,

the Yukon is statistically more difficult to work with, as “the ability to extrapolate from small samples is extremely weak” creating a “black box effect” in which it’s difficult to tell what is really happening in these small, under-the-radar communities, she says.

Research and interviews conducted starting in 2014 by the University of Vienna involving around 100 Yukon mine workers and their family members on the health and lifestyle impacts of mine camps found that most of the people working here had good coping skills.

That research was turned into the Mobile Workers Guide, which was published in 2017 and is designed to offer help and tips to camp workers and their families for maintaining healthy lifestyles and partnerships. The guide was part of a social science research program being run out of Yukon College in partnership with Lakehead University and is endorsed by the Yukon Chamber of Mines.

Samson Hartland, executive director of the Yukon Chamber of Mines, told the News that the chamber needed to “circle back” and speak with Yukon First Nations to determine if they have concerns about the camps within the territory.

The MMIWG final report findings on man camps, as well as the Firelight report, are based both on research and interviews conducted within the affected communities and by affected community members. Although neither of them specifically mention the Yukon, Jensen says she says the research is still applicable here.

Beyond the physical and emotional dangers which may be posed by man camps, the philosophy of much of resource extraction and the culture which surrounds it — that the land is something to be used and exploited — is inherently “hurtful” to First Nations people, who “liken the land to mother earth,” Jensen says.

“Women are life givers, Mother Earth provides life for us,” she says.

“Everything is alive, connected and important… you can’t be abusive to the earth without being abusive to us.”

Ontario woman nearly dies — twice — after snake bite in Thailand Liam Casey Canadian Press

S

halabha Kalliath’s legs buckled as pain shot through her body during a walk on a beach in Thailand.

When she looked down, a small snake dangled from her right big toe. She was able to slam it against a wall in Ko Phi Phi before collapsing during a vacation late last month.

“I swore at it and I fell immediately,” said the Ontario woman, who came close to death twice — once in Thailand and then again after a flare-up in Canada — after the bite from a Malayan pit viper.

“I felt horrible, I was nauseated and unable to move.”

Someone else killed the snake that day. Its identification, by a Thai medic, would later help save the 26-year-old.

After being bitten, the recent engineering graduate of the University of Waterloo said a friend and a stranger helped her to a nearby clinic on the idyllic Thai island where one doctor told her she could die.

“I’m thinking, ‘some context might be nice,’” she said, recalling that she felt her mental faculties failing and was unable to process the possibility of dying.

Doctors at the clinic told her the venom had made its way into her blood and she needed the antidote — antivenin — which they didn’t have. Kalliath said she was then taken to a hospital for treatment.

“That was a disaster,” she said, describing doctors and nurses as the facility as very laid back. “It was the worst hospital I could imagine.”

At one point, Kalliath said a doctor told her that “people die, it’s part of life,”

to which she responded “well I don’t want to.”

Kalliath said she was told her leg might have to be amputated. She also couldn’t remember where she lived or where she was, so filling out the health insurance form was impossible.

She called her father, a doctor working in Brunei, who helped as much as he could. Her friend called her father, a doctor in Oman, who also helped triage the situation.

At some point, doctors at the hospital finally administered the antivenin, she said, adding that she was in and out of consciousness by that point.

“They asked if I wanted more antivenom and morphine,” she said. “I have no idea, I’m an engineering student.”

Kalliath said she started feeling better after a second dose of antivenin. Anti-nau-

sea medicine and morphine also helped.

By her second day at the hospital, she begged a doctor to allow her outside and a friend was able to take her out in a wheelchair, intravenous lines and all, to a bench on the beach. She got a burrito, they played games and a doctor sat nearby and watched, she said.

The situation improved further and Kalliath said she was soon discharged and cleared to fly home, so long as she kept her leg elevated.

But problems cropped up again once she returned to Waterloo, Ont. Kalliath said she was hit by moments of “extreme weakness” and urged by her father to see a doctor. She eventually went to a walk-in clinic on June 7, where she was immediately sent to the emergency room at the Grand River Hospital.

“In the ER, they took

blood and freaked out,” she said. “They were surprised I was still alive and said I could have hemorrhaged at any time.”

It turned out that the snake venom hadn’t completely cleared her system — doctors told her they believe some remained trapped in swollen tissue — and had made her blood incapable of clotting. She said she was told she could bleed to death internally from even a minor fall.

While Kalliath was placed in intensive care, physicians rushed to find the correct antidote in Canada, calling the Ontario Poison Centre, which reached out to the Toronto Zoo. The zoo said Malayan pit viper antivenom was available at a zoo in Texas, but that would take about 12 hours to reach the hospital.

What the Toronto Zoo did have was a selection of antivenin used for bites

from North American pit vipers, such as the copperhead and the cottonmouth.

Both the zoo and the poison centre decided using the North American antivenin was the best bet, said Andrew Lentini, the zoo’s senior director of wildlife care and science.

It worked.

“This antivenom has components in it from a closely related group of snakes, so that’s why it seemed to have worked in this case,” Lentini said.

Kalliath is now on the mend. Her foot remains swollen and she’s still on anti-inflammatory medication but she said she feels much better.

“I feel extremely lucky,” she said, adding that she wanted to move on and focus on finding a summer job. “I was super delayed in applying to jobs. I need to start earning some money!”

Pediatric study finds ‘significant’ number of kids at risk from edible cannabis Canadian Press

OTTAWA reliminary research by the Canadian Paediatric Society found “a significant number of young children” required medical care after ingesting cannabis in the months surrounding legalization last October.

They include six cases of kids younger than 18 who accidentally ate edibles and one case of accidental exposure. In each case, the cannabis belonged to a parent or caregiver.

Four other cases of exposure were not accidental, although the society could not share more information.

Details surrounding the five other reports were not immediately available, including how the kids were exposed to cannabis, their ages and whether exposure was accidental or not.

The surveillance program defines “adverse events” as all cases in which kids are harmed by cannabis consumption, including injuries that may result from use by another individual, such as a friend

or parent who is under the influence of cannabis.

The two-year study will collect data until October 2020. The cannabis data was released Thursday, along with details from several other research projects underway.

“The number of cases involving young children is striking,” Christina Grant, a pediatrician in Hamilton and co-principal investigator, said Thursday in a release.

Meanwhile, data collected by a separate study in the surveillance program suggests non-Type 1 diabetes is on the rise, with 266 cases reported between January 2018 and December 2018.

Among those, 71 per cent were childhood-onset Type2 diabetes, with Indigenous populations disproportionately affected.

That study began June 2017 and ended in May 2019.

And a separate survey on the dangers of teething

necklaces and bracelets has the society repeating its caution against putting anything around an infant’s neck.

When asked in January 2018 about any adverse events related to the products in the previous year, physicians reported 10 cases — including strangulation, choking and accidental swallowing.

The CPSP is a network of 2,700 Canadian pediatricians and pediatric sub specialists. It is a partnership between the Public Health Agency of Canada and the Canadian Paediatric Society.

Transport Canada implements speed limits following death of another right whale Hina Alam Canadian Press

HALIFAX ransport Canada has implemented a speed restriction for vessels in the western part of the Gulf of St. Lawrence following yet another death of the endangered North Atlantic right whale on Wednesday.

Fisheries and Oceans Canada confirmed a right whale was found dead on the shores of Anticosti Island near the Gulf of St. Lawrence, bringing the number of recent deaths up to five.

Scientists are on scene collecting samples for analysis, and working with various partners to assess

necropsy options, said a news release from the fisheries department.

“The government of Canada takes this matter very seriously and we understand the significance of this issue,” it said.

Transport Minister Marc Garneau said in a statement that effective immediately, vessels of 20 metres or more in length travelling in the two designated shipping lanes north and south of Anticosti Island in the western Gulf of St. Lawrence are restricted to 10 knots He added the speed restriction is an interim measure.

However, the government will issue a fine of up

to $25,000 to those who fail to follow the speed limit, Garneau said.

A necropsy conducted on Punctuation, the North Atlantic right whale found on June 25th in Petit Etang, Nova Scotia, showed her death was due to sharp trauma, consistent with vessel strikes.

Researchers had been studying Punctuation for nearly four decades. She had given birth to at least eight calves.

A study published in the journal Diseases of Aquatic Animals on June 20 looked at the causes of 70 whale deaths between 2003 and 2018.

It found that 22 deaths were because of entangle-

ment, and 16 from vessel strikes. The paper also found that none of the deaths were from natural causes but rather from human activities.

Some of the deaths caused by human activities inflict painful acute deaths, while others are much more protracted, causing a profound amount of suffering for each affected whale.

“If the recent trends presented here are not sufficient to instigate meaningful change within North Atlantic right whale habitat, their extinction is almost certain,” the study said.

“If mitigation efforts such as more effective gear modifications, extended fishery closures, and

expanded vessel speed restrictions are not implemented imminently, human activities will cause an inhumane and certain extinction of this species in the all-too near future.”

The fisheries department confirmed earlier this month the cause of death for one of the first two whales found was not linked to a ship strike or entanglement.

The department reported on Tuesday that another dead whale had been spotted near New Brunswick’s Acadian Peninsula, and a fourth had been found west of Quebec’s Iles-de-la-Madeleine — a chain of islands northeast of P.E.I. Garneau said the gov-

ernment takes the protection, conservation, and recovery of endangered species very seriously.

There are about 400 North Atlantic right whales left, with deaths outpacing live births.

Two years ago the federal government brought about a number of measures to protect the whales after 12 of them died in Canadian waters — mostly from collisions with boats or injuries caused by tangled fishing gear.

The measures included increased aerial surveillance, slower speed limits, restrictions on shipping lanes, and real-time monitoring with the help of underwater listening devices.

LETHBRIDGE, ALTA. southern Alberta police officer caught on video repeatedly running over an injured deer will not be charged after the province’s police watchdog determined it saw no better way to end the animal’s suffering.

Greg Gudelot, a lawyer with the Alberta Serious Incident Response Team, said the emotional impact cannot be understated of a 15-minute bystander video that shows the marked police pickup truck driving and reversing over the young female mule deer.

“It was and remains profoundly distressing and heartbreaking to watch,” Gudelot said in Lethbridge on Wednesday. ”It is unforgettable and impossible to unsee.”

But ASIRT said its investigation — done with the help of Alberta Fish and Wildlife and the Alberta Society for the Prevention of Cruelty to Animals — had to be based on evidence, not sympathy or public pressure.

The Lethbridge Police Service was extremely busy the night of Jan. 5, when calls came in of an injured deer on a road.

The officer, who ASIRT is not identifying, was working alone when he found the animal with severe injuries to its hindquarters and back legs.

a bullet could have ricocheted and hit someone in nearby homes or vehicles.

ASIRT determined that was not an unfounded worry. When an officer shot an injured deer north of Toronto in 2015, a bullet went through the animal, bounced off a sidewalk and struck a 78-year-old man in the head. The senior survived.

The agency said dragging the animal to a secluded location to be shot would have prolonged its suffering. And the animal, agitated and still able to kick with its sharp front hooves, could have injured the officer if he got close enough to beat it with a baton or slit its throat with a knife.

The officer did not contact Fish and Wildlife officers. But even so, none were working in Lethbridge at the time and the closest was about an hour away.

There was no protocol for calling a local veterinarian and ASIRT said doing so from the side of the road after 10 p.m. would have been challenging.

“The police vehicle may well have been the best in a pool of bad choices,” said Gudelot.

He said the officer believed a crushing blow with the truck would kill the deer quickly. But with the benefit of hindsight, it was a problematic choice as it took multiple tries and 15 minutes for the animal to finally die.

“It did not work as the officer had intended,” said Gudelot.

“The deer’s ability to move and the inability of the officer to clearly see

where the vehicle tires were in relation to the critical organs of the deer frustrated the attempts to cause fatal injury. That having been said, no method is perfect and complications or prob-

lems can occur.”

ASIRT executive director Susan Hughson said this is the first animal death her agency has investigated.

She didn’t know how many calls police officers get to

euthanize wildlife.

The agency doesn’t normally make recommendations, but she said both she and the Crown think law enforcement should look at ways to work with veteri-

narians on these calls.

“The reality is, if you’re euthanizing an injured animal, there’s really not a good way of doing it or a pretty way of doing it other than by sedation.”

Goodwood, Ont., becomes tourist hot spot as the backdrop of Schitt’s Creek Victoria Ahearn Canadian Press

TORONTO oodwood, Ont., is the Schitt and couldn’t be prouder.

The picturesque bedroom community north of Toronto, population 663, is also known as Schitt’s Creek for being the site of many key locations in the hit comedy series of the same name. It has attracted busloads of international tourists hoping to see the sets and stars.

Locals have also rallied around the show, setting up lawn chairs to watch filming, bringing baked goods and pizza to the stars on set, and holding Schitt’s Creek-themed spirit days at the primary school.

“It’s been an economic boost to Goodwood,” Dave Barton, mayor of Goodwood’s township of Uxbridge, said in a recent phone interview.

“There’s a real sense of pride and we’re very sad to

The next season that’s set for January on CBC and Pop TV is the sixth and final one for the acclaimed series, which was co-created by father-and-son stars Eugene and Daniel Levy.

Catherine O’Hara and Annie Murphy star alongside them as the formerly wealthy Rose family who now live in a motel in a town they once bought as a joke.

The motel sits on the side of a highway west of Uxbridge, in the Hockley Valley region. It’s also become a tourist attraction, although many interior scenes are shot at a Toronto studio.

“I remember season 1, we had to approach this town and tell them, ‘You are going to be Schitt’s Creek,’” Daniel Levy, who is also the showrunner, said in a recent on-set interview in Goodwood.

“And I think it took a lot of blind faith on the part of the town to believe us when we said, ‘We will be doing this place justice and we will be honouring small-town life in your city.’

“And they were behind us from Day 1.”

Levy said they chose Goodwood because it fit their need for what looks like ”a single-intersection town” that has a quaintness, timelessness, warmth and care for its people and properties.

Goodwood resident Sue Skovhoj admitted she was initially skeptical about the moniker of “Schitt’s Creek” for the affluent area, which comprises a mix of new gated neighbourhoods, century homes from the 1800s, and farms.

“Maybe it felt a little bit like a slight against Goodwood,” she said.

But that quickly dissipated when the cast and crew proved themselves to be polite, helpful and community-oriented.

“It’s a great show and I think people are supportive of it here,” said Skovhoj, who got to meet Eugene Levy and has brought family members to the set.

Annina’s Bakeshop,

which sits at the same intersection as the three main Schitt’s landmarks, was the set’s caterer from seasons 1-5 and has seen the cast drop in occasionally.

Owner Marco Cassano said business spiked recently as fans flooded the area to see the set one last time, and as the show’s presence on Netflix made it an international phenomenon.

“It increased business but it also made it chaotic, especially this season,” he said.

“But it was good for atmosphere, publicity, getting our name out there….

So it was good all the way around for the economy.”

Indeed, the show has put Goodwood on the map — literally.

A Google Maps search of Schitt’s Creek brings up the location of Bob’s Garage as well as the site of the motel.

On a recent Sunday afternoon, dozens of die-hards from around Canada, the U.S. and the U.K. clogged the four-corner intersection hoping to catch a glimpse of the cast.

About 95 of those fans were part of SchittCon, an event organized by Louise Downs, the Halifax-based creator of the 14,000-member “Schitt’s Creek Fans Shoot The Schitt” Facebook group.

Participants ranged in age from 14 to 70 and wore T-shirts, lanyards and drawstring cotton backpacks with the SchittCon logo.

They visited all the show’s sets and got to meet cast members including the Levys.

“They’ve had such a big

impact on my life,” said a tearful Emmett Martin, a transgender SchittCon participant from Barrie, Ont., referring to Daniel Levy’s LGBTQ advocacy and his pansexual “Schitt’s” character.

“Dan has helped me a lot with my coming out and stuff. It’s really nice to see someone who’s pansexual on TV…. He’s one of my idols.”

Jennifer Robertson, who plays the mayor’s wife Jocelyn on the show, said she met a SchittCon couple from Michigan who had been at the set for nearly a week.

“They stood in the pouring rain for the whole day just to watch us go into the town hall and come out,” Robertson said.

“You can’t ask for better fans.”

With filming on the final season now finished in Goodwood, the cast and crew have packed up and gone, and the landmarks are back to business as usual.

Bob’s Garage is actually a workshop for a man who modifies and custom-builds wheelchairs, accessible beds, and furniture for people with special physical needs.

Rose Apothecary is the Goodwood branch of Toronto knitting shop Romni Wools.

And Cafe Tropical is a private residence.

Barton said they would love to have another production come into the area now that “Schitt’s” is gone.

“It was a big win for Uxbridge,” Barton said.

“It was something to talk about and laugh about, and we were very happy to have them.”

Getting the word out: new exhibit highlights Yukon First Nations languages Stephanie Waddell News Reporter

A

s the world recognizes 2019 as the UN-declared International Year of Indigenous Languages, eight First Nation languages of the Yukon are being showcased with an exhibit, We Are Our Language, opening June 29 inside the Hude˛ Njú Kú Gallery at the Kwanlin Dün Cultural Centre.

(KDCC) Curator Teresa Vander Meer-Chassé said the UN recognition led her to come up with the idea for the exhibit. She proposed it to officials at the KDCC. “Language revitalization is the core of cultural revitalization,” Courtney Wheelton, KDCC’s cultural program and marketing manager said in a June 26 interview.

Emphasizing the support of KDCC for Indigenous language revitalization and the Year of Indigenous Languages, Wheelton said the exhibit made a lot of sense for the cultural centre to host.

A language exhibit is not your typical art gallery display and putting it together is a little different, Vander Meer-Chassé said.

The Yukon exhibit includes documents showing harvest words translated into Tlingit, descriptions of each region of the Yukon and the languages used there, and books and displays showcasing the work of numerous language experts as well as programs throughout the territory.

Many who work in language revitalization aren’t familiar with the process of putting together an exhibit. So as Vander MeerChassé began reaching out to those in the field, she began by answering questions and explaining the basics of her work, the project and what she was looking for.

Teslin elder Bessie Kèyishí Cooley provided a wealth of documents, many that were handwritten, to the exhibit.

Cooley has taught the Tlingit language for many years and the exhibit shows her efforts.

emphasized, Cooley’s efforts are among many language initiatives in the territory.

“It’s super-diverse,”

Vander Meer-Chassé said of what’s happening for Indigenous language throughout the Yukon.

The work ranges from

full-immersion programs to social media efforts and productions like the First Nation of Nacho Nyack Dun’s Camp Phrases Book, a tiny booklet, small enough to fit in a back pocket and taken to camp, which translates English phrases like “give me the axe” to Northern Touchtone — “Khwät de”.

Both Vander MeerChassé and Wheelton are hopeful the exhibit will not only educate visitors to the KDCC about the Indigenous languages of the Yukon, but also inform those who work in language revitalization of the extensive efforts throughout the territory, possibly providing ideas for their own programs.

The focus, they said, is on the work happening throughout the Yukon to revitalize language and encourage the everyday use of those languages.

The exhibit will feature infographics on eight of the Yukon’s Indigenous languages — Gwich’in, Hän, Kaska, Northern Tutchone, Southern Tutchone, Tagish, Tlingit and Upper Tanana.

“It’s a very textheavy exhibit,” Vander Meer-Chassé said, though she also pointed out that as visitors make their way through the exhibit they will hear audio of people speaking the languages. There are also video displays set up as part of the experience.

A small “nook” in one area of the exhibit will provide numerous resources for those who may be interested in pursuing learning the languages further.

The UN declared 2019 as the International Year of Indigenous Languages to “raise awareness of them, not only to benefit the people who speak these languages, but also for others to appreciate the important contribution they make to our world’s rich, cultural diversity”, it’s stated on the website.

An opening reception for the exhibit will be held from 5 p.m. to 7 p.m.

June 29 with the exhibit on display until Oct. 12.

Poll suggests Canadians could learn more about quirky bits of country’s history Michelle McQuigge Canadian Press

TORONTO new poll suggests Canadians haven’t made much progress in expanding their knowledge of the more colourful parts of the country’s history.

The online survey from Historica Canada, the organization behind the country’s Heritage Minutes, quizzed respondents on 30 pieces of quirky Canadiana using true or false questions and tallied the number of correct responses.

The organization says 67 per cent of respondents who completed the survey got a failing grade.

That’s more than the 62 per cent of respondents who failed a similar survey last year, in which Historica quizzed them

on trivia tidbits such as the fact that the Montreal Canadiens once lost the Stanley Cup by the side of the road while changing a tire.

This year, Historica says scores were particularly poor for questions related to science and innovation, with most test-takers failing to recognize that both the world’s first internet archive and the popular Jolly Jumper baby exercise toy were Canadian inventions.

Poll respondents were also fooled by false statements, largely believing claims that the Newfoundland dog became an official national symbol after a former prime minister received one as a gift when the province officially became part of Canada.

Wilson-Smith readily admits this year’s batch of questions were “nasty,” noting the poll results should not be taken for a sign of overall ignorance about Canadian history.

But Wilson-Smith said the questions, if not the results, should serve to challenge what he views as a common myth about the study of Canada’s past.

“It drives me crazy, this idea that Canadian history is boring,” he said in a telephone interview. “No, it’s not. People just haven’t bothered to look closely enough at the real human stories and quirky things that have happened here.”

The survey of 1,002 participants, administered

by Ipsos, broke questions down into five categories to quiz respondents on their knowledge of science and innovation, geography, culture, sports and animals.

Survey participants demonstrated strongest knowledge of geographical questions, with 48 per cent scoring a passing grade in that category.

Passing likely involved correctly recognizing that more people live in Canada’s smallest province of Prince Edward Island than the largest territory of Nunavut, and that the city known today as Kitchener, Ont., was once named Berlin and opted to change its name during the First World War. Questions related to literature also drew a relatively high number of correct responses.

The survey found 47 per cent of respondents knew that “Anne of Green Gables” has been part of Japan’s public school curriculum since 1952.

Even more, 68 per cent, were aware that Winnie the Pooh was inspired

by a real bear named for the city of Winnipeg that travelled overseas with a Canadian soldier during the First World War. On the flip side, the vast majority of Canadians were under the mistaken impression that the country’s men’s soccer team has never qualified for the FIFA World Cup, with only 23 per cent of respondents recognizing that claim as false.

Only 19 per cent of those completing the survey knew that the first recorded instance of dressing in costume on Halloween in North America was documented in Vancouver in 1898.

Overall performance was weakest in the science and innovation category. Only 30 per cent of respondents, for instance, knew that the first internet search engine was developed by a graduate

student at Montreal’s McGill University. The engine was dubbed “Archie,” or “archive” without the v.

Historica found regional discrepancies in participant’s quiz scores, with 37 per cent of respondents in Saskatchewan or Manitoba recording passing grades. That rate fell to 22 per cent for poll participants in British Columbia.

Pass rates did not vary by age, the survey found, but were eight per cent higher among men than women.

The online survey was conducted between June 11 and 14. The polling industry’s professional body, the Marketing Research and Intelligence Association, says online surveys cannot be assigned a margin of error as they are not a random sample and therefore are not necessarily representative of the whole population.

She said she chose to share her experience for other female performers who face challenges because their art incorporates their bodies, commenting on the misconceptions people have about her ”aerial art.”

“Last night was a big realization for me that the battle is still very real and that so many people still need to be educated on what Pole Art is,” she wrote. ”It’s a sport, I am an Athlete, an Acrobat and what I do is no different than a Gymnast on a balancing beam.”

Johnson’s post detailing the incident drew media coverage and hundreds of supportive comments and shares.

Rotary Ribfest Moncton said in a Facebook comment Tuesday that Johnson would be offered an apology.

“We are also very disappointed with the way things turned out,” the comment read. “Christine is a beautiful artist and didn’t deserve how she was treated. An apology will be offered as we certainly recognize that an injustice occurred.”

The organization said the situation had a positive side because Johnson raised awareness of stereotypes around her craft.

Johnson did not immediately respond to messages

seeking comment.

Pole activities are increasingly seen as a form of art, dance and athletics similar to gymnastics, with more people participating in classes and competitions.

In 2017, the International Pole Sports Federation was granted observer status by the Global Association of International Sports Federations, formally recognizing pole as a sport in a step toward the possibility of future Olympic participation.

Despite slowly shifting perceptions, stories like Johnson’s story are not uncommon Last August, North Carolina middle school teacher Kandice Mason went public with her work suspension after school officials saw private Facebook videos of her pole dancing. Mason defended her pastime as an art form and a good way to stay in shape, and told local news station WTVD-TV that school officials cited a policy that employees are role models who are “responsible for their public conduct.”

Elisabeth Magalhaes, director of the Canadian Pole Fitness Association, said perceptions of pole artists and athletes have come a long way in Canada, but misunderstandings persist among people who have never seen a performance.

Pole dance and sport is associated with other heavily stigmatized performances like stripping and burlesque, and Magalhaes said performers can be sexualized by people unfamiliar with pole activities.

Magalhaes said exposed skin is a functional necessity that allows performers to grip the pole, adding that other dance forms and sports require athletes to wear less clothing than what many pole performers wear.

“Because there’s a pole involved, suddenly when a woman is showing her legs or her stomach, it’s suddenly an issue,” Magalhaes said by phone from Mississauga, Ont. Magalhaes said she hopes more public performances will lead to better understanding of the athleticism and artistry involved to prevent future experiences like Johnson’s.

The longtime instructor said she’s seen interest in the sport grow, with more men starting to participate more mainstream venues hosting performances and competitions.

“You can see how people watching it, they’re pretty amazed by what everyone is able to do. You can see that their opinions of it have changed just by watching the performers on stage,” Magalhaes said.

Can caribou and industry coexist?

T

he economy-versus-environment debate is wrong-headed in elevating a changeable human construct to the same level or above the natural systems on which our health and well-being depend. And in many cases, it would be more accurate to characterize it as “environment versus corporate interests.” Although those interests often align with economic benefits and jobs, sometimes they just mean bigger profits for company CEOs and shareholders at the expense of the common good.

When “economy” is regarded as more than just profit-taking, it can be compatible with environmental protection. With caribou conservation, there can be room for both.

Discourse around protecting caribou and their habitat has become polarized. Many industry

proponents oppose the requirement that provincial and territorial governments maintain or restore boreal caribou ranges so that at least 65 per cent is undisturbed, arguing this will put jobs at risk. They often rely on exaggerated or false claims, including denying that industry is responsible for the caribou’s plight or that problems even exist.

Caribou protection measures are based on research and evidence, and even so, the 65 per cent disturbance threshold only gives herds a 60 per cent chance of persistence. Boreal caribou are threatened with extinction from coast to coast to coast, their populations continuing to decline since the federal Species at Risk Act was introduced in 2002.

Caribou are an “umbrella’ species. When populations are healthy, so are many other animal and plant species and the forests they share. Healthy forests provide services such as filtering water and sequestering carbon, which means protecting caribou and their habitat can safeguard water supplies and help reduce climate-altering carbon buildup in the atmosphere.

“Room for Both,” a new study by the David Suzuki

Foundation, Alberta Wilderness Association and Ontario Nature, demonstrates that caribou conservation and industrial resource activity need not be mutually exclusive. It examines ways for caribou and industrial activity to coexist, and concludes that effective habitat restoration can create economic opportunities and help advance reconciliation with Indigenous Peoples.

The report synthesizes research from three studies on boreal caribou in British Columbia, Alberta and Ontario. It calls for more science-based discourse, better analytic models that take into account caribou conservation values to optimize “least cost” solutions, and recognition of the potential employment value of forest restoration.

Past decisions often focused solely on the economic benefits of timber and oil and gas extraction.

Ontario Nature research found that “much of the planned wood supply in forest management units that significantly overlap boreal caribou ranges is not being logged, particularly over the past decade. This raises important questions as to why critical caribou habitat cannot be protected without causing economic

hardship.”

Protecting undisturbed habitat is key to ensuring caribou populations survive. Habitat restoration is also necessary but has largely been unsuccessful.

Targets must be improved, forests must actually be restored rather than just “revegetated” and enforcement has to be stepped up.

According to Room for Both, “restoration in fragmented boreal caribou habitat has the potential to create and replace jobs in northern rural municipalities and First Nations.” The research shows restoring habitat disturbed by seismic lines, roads and timber harvesting, among other industrial activities, can create diversified, stabler economies for resource-dependent communities.

Indigenous communities hold valuable traditional knowledge about boreal ecosystems and must have leadership roles in conservation and restoration.

This could help advance reconciliation by enhancing Indigenous Peoples’ opportunities to get out on the land and participate in traditional livelihoods, especially where ecological degradation and destruction have limited them from doing so.

Resource companies could also benefit from proper caribou conservation. With greater worldwide demand for responsibly obtained and produced products, companies can reap marketplace rewards for responsible practices, as with FSC-certified wood products, and avoid negative financial repercussions such as boycotts and legal challenges.

It’s up to governments and industry to ensure caribou survival. This means incorporating habitat protection and restoration into planning and economic modelling, basing discourse on evidence and

knowledge rather than exaggeration and fear-mongering, requiring industry and government to share in restoration costs and ensuring subsidies for industry are linked to environmental performance.

We know what caribou need to survive. We know the limits to habitat disturbance. We must incorporate these into decisions around industrial activity to make room for both.

A sleepless walk under the midnight sun

O

n a Saturday morning near summer solstice, nine people stood on a smoothed pile of gravel at Mile 5 of the Dalton Highway. A man talking to the group, the fur of a wolverine wrapping his head, had invited us to what he called AlaskAcross 2019, a nonstop 60-mile hiking traverse in northern Alaska, from Lost Creek to Eureka.

Mark Ross, wearing the wolverine fur, is a naturalist at Creamer’s Field Migratory Waterfowl Refuge in Fairbanks. He invented this cross-country, unsupported event, and alerted those who might be interested with a series of sporadic emails.

Two other recipients had asked me along. I knew better, but said yes; here was my yearly opportunity to mark the light and energy of summer solstice by — just once — staying up all night.

After an awkward group photo, Mark said go. The nine of us filed onto a four-wheeler trail that led off the highway and into the boreal forest.

After one of my partners bailed because he wisely figured we might not finish the endeavor before the start of a family vacation two nights away, I was walking next to Jay Cable.

to mind waiting for me after he had bull-moosed ahead.

Jay works for the Geographic Information Network of Alaska at UAF’s Geophysical Institute, which means he spends a lot of time looking at satellite images, which means he had a route mapped out with a red line spilled over maps on several electronic devices, backed up by paper maps.

Like most of the other participants, Jay wore something that looked like a daypack, only smaller. I giggled nervously at my pack, which could fit all the stuff you needed for a week’s trip. But, as we agreed beforehand, there would be no tent; we would try to complete the 60 miles through tundra valleys and hopefully rocky ridges in one push.

As we gained the first ridgetop, the one shown as pale yellow on topo maps, we entered a dream landscape of flowing white.

From a distance, it looked like blowing snow. Cottongrass is a lovely sedge of waving white seedballs, as soft as a puppy’s belly. It grows throughout the far north, in acidic bogs.

Bog is not what we had hoped for on those hilltops.

For more than a marathon distance, our steps were squish and sponge in faint four-wheeler tracks pressed into the elevated swamps.

At one point, Mark pushed a basket-less ski pole into the soft mat until it stopped at the frozen ground beneath.

That permafrost barrier to water drainage was less than

a foot below the warm air of summer.

At that same brief pause, Mark got excited at Jay’s mention of a wood frog he saw in one of the puddles on the ridge, a few hundred feet and several miles from the nearest tree. Somehow, these creatures with the hearts and brains that thawed about a month ago had hopped their way up to this tundra bench.

After Mark disappeared on his own route and Jay and I continued into the endless day, the natural rewards continued.

We heard the song of the American robin, familiar to every human living in North America, here making a summer go of it in the unpeopled dense alders and spruce beneath Sawtooth Mountain.

We skirted around the bottom of that hulk, with its black jagged rocks on top, a landmark that attracted race participants to get to know it better after seeing the mountain from hilltops near Fairbanks.

None of us hiked to the top of the 4,494-foot Sawtooth Mountain, so we all missed the mine on top.

From a hole in the ground up there, Alaska independence advocate Joe Vogler in 1950 removed 500 tons of antimony. The lustrous gray metalloid is mixed with lead to make it stronger, and is used as flame retardant in children’s clothes and carseat covers.

at 2 a.m. The air smelled earthy, of cool, damp moss.

The sun had dipped behind Sawtooth Mountain about 45 minutes before. With summer solstice less than a week away (June 21 at 7:54 a.m. in Alaska), the night was bright enough to read a map, even in a tunnel of alders.

After 24 hours of travel, our backs again felt the sunshine at 10 a.m.

The warmth overrode our circadian rhythms that had screamed sleep during the dusky hours.

We then started to ascend our last significant obstacle — Elephant Mountain. Once we traversed that massif, which sports a rock formation that after a day without sleep really looks like an elephant’s head, all we needed to do was find a dog-musher’s trail that led to the finish. That was in Eureka, at Wild and Free Mushing, the kennel and home of 2019 Yukon Quest winner Brent Sass.

We were on Elephant Mountain for seven miles and seven hours, making it easy to calculate our pace.

From the top, we saw a bend of the Yukon River to the north and the million lakes of Minto Flats to the south.

Lichen fields on the mountain had once held the footprints of Rocky Reifenstuhl, a longtime Alaska geologist and bike-andfoot-racing legend. Rocky died in 2014 at the age of 61 due to heart problems.

Rocky walked all over Elephant Mountain in the

1990s, describing it in terms that expose geology as one of the most challenging disciplines to translate: “Its composition ranges from diorite to granite, but it mostly is trachytoidal, quartz-free syenite and subequigranular quartz syenite.”

We were on our thirty-fifth hour without sleep when we plunged off Elephant Mountain into the thick brush and mosquitoes of the forest. I thought a bit about Rocky as I struggled to keep up with Jay, who was busting through the brush like the scared mama moose we saw running across the tundra, trailing her orange calf.

“You go into a completely different state of mind,” Rocky once told News-Miner reporter Tim Mowry regarding his sleepless treks across Alaska. “I love to see what my body can achieve.”

With Jay enduring my hobble along a nice firm trail to the finish, we arrived at the extra-long driveway of Wild and Free Mushing.

Through a fog of mosquitoes lit by the slanted rays of 11 p.m. solstice sunshine, Jay and I saw our friend Trusten Peery walking toward us. Behind him, on the hood of his truck, we saw two pizza boxes.

Whitehorse is rich with ancient history

W

hitehorse is rich with ancient history. Within the confines of the Yukon’s capital city, there are at least 150 recorded prehistoric sites. Add to that another 100 sites of historic content, and you can see that they could be found anywhere. And we haven’t found them all yet, says Ty Heffner, the Yukon government’s territorial archaeologist.

I was one of more than 20 interested Whitehorse residents who accompanied Heffner recently on a heritage walk of archaeological discovery near McIntyre Creek behind Yukon College.

The walk was organized by a local archaeological and paleontological community interest group called “Long Ago Yukon.” According to Michael Dougherty, a spokesperson for the group, “Long Ago Yukon” has been sponsoring a speaker series, usually six times a year, as well as special events, since its inception back in 2012.

In language that wasn’t filled with arcane technical jargon, Heffner explained that the evidence is all around us. Many of the sites identified around Whitehorse have been made by people who aren’t trained archaeologists and are simply out walking their dog. Some of the signs of an archaeological site are easy to find.

The most recognizable evidence of an archaeological site is the stone detritus that was deposited thousands of years ago. Artifacts like stone arrowheads or scraping tools are the most easily identified remains that humans left behind thousands of years ago; others like stone chips (the product of stone tool-making), charcoal staining or fire-cracked rock, require a more discerning eye.

Our group cast their eyes to the ground as they walked in hope of finding something that indicated an ancient presence, offering items to Heffner for confirmation. One of these was a small black flake of obsidian (a form of volcanic glass) exhibiting a feature readily recognizable to the trained professional as “pot lidding.”

He reached into a box of samples he had brought with him to show a small narrow flake known as a microblade. They are particularly common in archaeological sites five to eight thousand years old.

While some archaeological sites in the Yukon are currently the oldest known in Canada, dating back 14,000 years or more, around Whitehorse, the record only goes back about 10,000 years.

Before that date, the current site of Whitehorse was buried under a kilometre of glacial ice, or at the bottom of an ancient lake. The lake-bottom sediments are now exposed and you see them whenever you drive along the clay cliffs looming over Robert Service Way. During the walk, Heffner explained other interesting and important elements of Yukon prehistory. Throughout the southern Yukon there is a thin white layer of volcanic ash buried only a few centimetres from the surface.

This layer marks one of the largest volcanic explosions anywhere on the planet in the last ten million years. The event had major implications for the early human history of the Yukon.

Larger than the Mount St. Helens explosion, bigger than Krakatoa, the Yukon eruption occurred about 1200 years ago along the Alaska/Yukon border south of the Alaska Highway.

Heffner told us that there is a recognizable shift in the stone tool kits found before and after the eruption. The event is a time marker that denotes the transition from spear (atlatl) technology, to the bow and arrow. And we know that in part because of another significant archaeological discovery in the Yukon.

As perpetually frozen ice patches on hilltops in the southern Yukon are melting back, they are exposing rare finds of delicate organic artifacts that under normal conditions would have decomposed thousands of years ago. These rare treasures are revealing clues to prehistoric life that were previously unavailable to archaeologists.

Heffner led the party along several trails, eventually arriving at the site of a recent archaeological excavation. Yukon College has sponsored a field school in archaeological technique at this site since 2013.

The site is located atop a sinuous glacial feature known as an esker, and represents ta period known as the Little Arm Phase, which

spans a period of three thousand years (5,000 to 8,000 years ago). Little Arm is characterized by the aforementioned microblade technology; these microblades can be found by the hundreds in the McIntyre Creek vicinity.

According to Dr. Victoria Castillo, who teaches archaeology classes at the future Yukon University, and leads the field school, “the site probably represented short stays by small groups and evidence suggests that subsistence resources, such as bison, caribou, moose and birds were harvested at McIntyre Creek.”

“Microblades are significant,” she added, “because they are very sharp (obsidian blades can be sharper than the finest scalpels) and very small. That means you do not need to use a huge amount of stone to make the tool.”

At the field school, students learn proper techniques for conducting archaeological excavations.

Last year, eight students participated in the field school; this year, it reached the maximum of 12. They have come from as far away as India, Japan, and Germany. The field school is not limited to students of Yukon College, so if you are interested in obtaining some practical experience without leaving home, you should

contact Dr. Castillo at Yukon College.

Leave what you find in the place where you encountered it, and take a photograph (most cell phones include GPS information when they capture the image).

Heffner advises that anything abandoned and older than 45 years could be a heritage resource.

Paddlers take to the water for 21st annual Yukon River Quest

T

he 2019 Yukon River Quest officially got underway with a mass start at noon on June 26 at Rotary Park in Whitehorse.

A total of 117 teams started on their way to Dawson City along the 715-kilometre route on the Yukon River.

As of 1 p.m. on June 27, 30 teams have reached the mandatory seven-hour rest stop in Carmacks.

First to reach the checkpoint was the tandem canoe team #wepaddletogether made up of Mike Vincent and Ivan English from Saskatchewan. The pair arrived at 8:12 a.m., approximately 20 minutes ahead of the next fastest team.

The voyageur team C6 Heave Paddlesports was the next to arrive, reaching the checkpoint at 8:32 a.m., followed by the tandem kayak team The Kiwis — Ian Huntsman and Wendy Riach, both from Christchurch, New Zealand — at 8:55 a.m.

Rounding out the first five in Carmacks are the voyageur team Hatchet Lake Voyagers that arrived at 8:55 a.m., just behind The Kiwis, and the four-person canoe team Alpha Super Awesome Strokes of Genius Wolf Squadron that arrived 8:58 a.m.

The first solo paddler to reach the checkpoint was kayaker Geoff Waters, paddling under the

team name Atollman, who arrived in ninth place at 10:34 a.m.

Cedar Strip Chip, Chip McKay from B.C., was the first solo canoeist to reach the checkpoint after arriving in 16th position at 11:12 a.m.

The field is down to just 114 teams after a handful of teams withdrew from the race.

Race winners are expected at the finish in Dawson City sometime in the afternoon on June 28 and the race officially ends at just after 11 p.m. on June 29.

Yukoners win gold with Vancouver Island Wave at B.C. Soccer Premier Cup John Hopkins-Hill News Reporter

A

pair of Yukoners won gold at the B.C. Soccer Premier Cup with the Vancouver Island Wave under 16 boys soccer team in Surrey, B.C., on June 23.

Whitehorse’s Joe Hanson and Callum Weir of Haines Junction were part of the squad that defeated Coastal F.C. 2-0 in the final.

“It was great,” said Hanson about the victory. “It’s always nice to win and be the top team and end up on top. It was really nice though because it felt like we worked really hard for the wins that we got.”

Hanson joined the team at the beginning of May, but Weir — a keeper — was an even later addition after the team’s goalkeeper went down with an injury.

“It was weird because normally you don’t have those opportunities to come in and play big minutes,” said Weir. “I felt very honoured to get called up and felt I played quite well.”

Weir had previous rela-

tionships with a number of Wave players outside of Hanson — a teammate for close to a decade here in the Yukon — so his name was the first to come to mind for many after the injury.

“The kids were all talking and said, ‘what about Callum?’” said Cindi Cowie, Weir’s mother. “So one of the players on the Wave team contacted Callum and said, ‘Any chance you could come to the island and play with us?’”

Hanson said Weir was a quick fit with the team.

“Everyone was a little bit worried and a little bit stressed as playoffs were near, so we knew we had to find someone else to fill (the injured keeper’s) spot.

Being able to have Callum come down was really helpful and I thought he jelled with the team super quickly.”

Weir said the way he plays the game made it easy to find his place.

“It was immediate because here I’m quite a vocal goalkeeper,” said Weir. “Taking it onto the Wave team, I just tried to

be as big of an impact as I could be and that’s one of the ways.”

Both players did say adjusting to the Wave’s 3-5-2 formation — three defenders, five midfielders and two forwards — took a bit of time, as the Yukon Selects play primarily a 4-3-3 — four defenders, three midfielders and three forwards.

“That took a bit of figuring out and getting used to,” said Hanson. “But I was playing a similar role that I’ve played with the Yukon Selects.”

For Weir, the change to the backline meant some adjustments were needed.

“It wasn’t that hard to get used to, but I definitely could feel it,” said Weir. “I could get into the rhythm pretty quick — what I do when I get the ball, looking up, playing higher off my line, stuff like that.”

Both players now turn their attention to the upcoming Western Canada Summer Games in Swift Current, Sask., later this summer, where their experience should be a benefit to a team looking to medal.

“It’s really, really good that we were both able to be a part of that.”

Weir agreed.

“I’m 100 per cent focused on finishing on the podium at Westerns,” said Weir. “I’ll be in the Yukon training every week as hard as I can, going to

tournaments with the boys and hopefully finishing on the podium in Swift Current.”

he Yukon Soccer Association held a three-day soccer camp in Dawson City for a large and enthusiastic group of Dawson City F.C. players and coaches from June 17 to 19.

John MacPhail, executive director of the YSA, said the camp is always a hit in the community.

“I enjoy it a lot,” said MacPhail. “It’s always well attended, kids seem to enjoy it. It’s very much a community event.”

day — with an additional 10 coaches taking part in a brief session designed to introduce some of the tenets and guidelines the YSA and Soccer Canada are using.

“After five years, the thing I’ve always found is the support for soccer up there is fantastic,” said MacPhail. “To me it’s always been that community part of it that I find neat.

It’s a group of them (and) they enjoy it and they do a very good job of it — that’s why they’ve had such success.”

On the pitch, the enthusiasm of the players stood out to MacPhail.

“They love the game,” said MacPhail. “It’s awe-

some. One of the young fellows … I had to kind of tell him it was time to go home because he just wanted to stay all day long.

It was pretty cool, actually. … He was six or seven years old and he was out there with the U12s, so I had to kind of tell him.

He just loves the game so much, it’s kind of neat.

That’s the type of thing you’d like to bottle.”

This is the fourth clinic of its type MacPhail and the YSA have held this season. Previous clinics in Teslin, Carmacks and Haines Junction were held through the local schools, but the size of Dawson City F.C. made it possible to hold the camp separately.

A couple of the girls from Dawson City F.C. are on the team for the upcoming Western Canada Summer Games, MacPhail explained, adding that the club also has a number of very good U12 boys.

That success is due to the community effort, MacPhail reiterated.

“There’s a lot of parents helping and they have a board now,” said MacPhail.

“We had those 10 coaches and they all want to do their part to help, (including) some of the younger players that want to give back. … It’s a very neat community of soccer up there.”

In the same release it was also announced that Bart Choufour, the new pre-MLS boys head coach, will lead the camp with support from assistant Robbie Tice.

Choufour has a Canada Soccer A licence in addition to past experience with youth systems

in a number of European countries.

The Yukon academy is one of 20 academy centres Whitecaps F.C. operates across the country to create a player pathway to the MLS Academy and girls elite programs, both based in Vancouver.

The three-day camp includes five on-field sessions and one classroom session.

A beginner’s guide to Buffalo: what to do, where to go and how to feel John Hopkins-Hill News Reporter

N

ow that Whitehorse’s Dylan Cozens is a prospect with the Buffalo Sabres, Yukon interest in New York’s other, other team is at an all-time high.

Heading into the team’s 50th NHL season, the Sabres are enduring the worst decade in franchise history after finishing last overall three of the last year six seasons and currently have the longest playoff drought of any team.

Bill Hoppe, beat writer for the Olean Times Herald, said the team really has nowhere to go but up.

“They’ve become one of the league’s worst teams, if not the worst, over the last five or so years,” said Hoppe. “They have a lot of work to do to get back even in the top 20. They’ve tried a little bit of everything and nothing has worked.”

The Sabres finished sixth in the Atlantic division and 27th overall with just 76 points. After being first in the league in November 2018, the team picked up a league-worst 28 points in 2019.

That’s not to say there is no hope though, as the Sabres have a solid group of players to build around — including Cozens.

“They certainly have a nice core of young players,” said Hoppe. “Jack Eichel is a terrific player. I don’t think he’s there yet, but I think he can be one of the best players in the league in his age group in the next year or two. …

They have Rasmus Dahlin who just had about the best season you could imagine from an 18-yearold rookie. He just stepped in the league and did the things he did — it was just incredible. There’s a very good chance that in two, three, four years he’s going to be one of the league’s best defenceman, if not the best defenceman.”

With a top centre and a top defenceman, plus wingers Jeff Skinner and Sam Reinhart, there’s the making of a solid team if the team culture can change.

“They have a decent base of talent, but they don’t have any depth, there are question marks and I think it’s become a toxic environment,” said Hoppe. “There’s a culture of losing around the team and no one has been able to break out of it.”

Management did make one major offseason move to correct that, hiring Ralph Krueger to be the

team’s new head coach.

Krueger has years of coaching experience in Europe, including leading the Swiss national team to three Olympic Games, coached the Edmonton Oilers for the lockout-shortened 201213 season and led Team Europe through the 2016 World Cup of Hockey, taking that underdog group to the finals against Canada.

Most recently though, Krueger was chairman of Southampton F.C. “This is a very unique hire — it’s a little out of the box,” said Hoppe. “We’re talking about a guy who has coached one season in the NHL — it wasn’t even a full season — and that was it. He was an assistant coach for two years and they just hired him after four or five years running a soccer team. It really is incredible.”

The new coach however, could be the answer to the culture of losing.

“He can get a team together quickly. He’s used to that pressure of a tournament, he’s used to the Olympics and World Championships where it’s do or die — you’ve got to be at your best or you’re gone,” said Hoppe. “People rave about him — just the guy, the communicator — so he’s definitely unique. I think people here like him because the Sabres have tried everything else.”

Since Lindy Ruff was fired during the 2012-13 season, the Sabres have had five coaches.

“They’ve tried basically everything, so why not try something unique like hiring Ralph Krueger?”

Dylan Cozens: second centre of the future?

With Eichel locked up long term, the Sabres are, like so many teams, looking for a second centre to shore up the team’s top six forwards.

All signs point to Cozens potentially being that player at some point in the future, said Hoppe.

“Whenever he makes the NHL, it might take him some time to become that number two centre, but I think long term that’s what he projects to,” said Hoppe. “Cozens, it’s hard for me to imagine if he does make the Sabres that he’ll really be the number two centre, but definitely in a few years that’s where he projects to. That said, I remember when Sam Reinhart was drafted second overall five years ago he was a centre … but he settled into winger. …

Eichel.”

At the draft, general manager Jason Botterill was clear he didn’t expect Cozens to be on the roster for the Sabres this season although under the collective bargaining agreement, Cozens can play nine NHL games without his entry-level contract kicking in.

“I think there is definitely going to be pressure (to play him) because these kids are so good these days,” said Hoppe.

“Even at number seven, you’re getting close to an NHL-ready prospect. If he has a good camp, they might feel like maybe we just keep him because they have that trial so to speak.”

The Queen City: more than just Buffalo wings Buffalo, New York, gets a bad wrap. Despite being the second-largest city in New York, bustling with restaurants, being just a 20 minute drive from Niagara Falls and enjoying a waterfront revitalization, its reputation as a rustbelt town on the decline is hard to shake.

“It’s a terrific place to live, a terrific place to raise a family because you can do everything that a big city offers in less time and for less money,” said Hoppe. “Sometimes people think it’s a small city — it’s still a pretty big city. To me, it’s definitely a major city. Obviously it’s not Boston or New York or even Pittsburgh, but it’s a big city.”

Famous for chicken wings, Niagara Falls and the assassination of President William McKinley, Hoppe said the city is a great place to take in an NHL game with plenty to do on gameday.

“Buffalo is a great restaurant town, so definitely grab dinner before and maybe even after,” said Hoppe. “Go shopping — there are outlet malls in Niagara Falls, there’s the Walden Galleria mall. Just walk around the waterfront. Buffalo has a beautiful waterfront — it’s growing, it seems, by the month. Niagara Falls is 20 minutes away. Even in the winter, Niagara Falls is beautiful.”

And as for Buffalo wings, Hoppe said it’s hard to go wrong.

“The best thing about Buffalo if you want to get wings is you can go to some pizzeria on the corner — and there is literally a pizzeria on every corner — and you can walk into a small little pizza place and you can have just amazing Buffalo wings,” said Hoppe.

“At a certain point, you want to enjoy your food,” said Hoppe. “I would recommend medium or mild.

Not hot.”

What to expect next season With one of the toughest divisions in hockey, the Sabres could improve a lot and still miss the playoffs.

“There is a base of talent there,” said Hoppe.

“With a new coach, if they

can add some depth, if Eichel and Reinhart and Skinner produce, and they get good goaltending, there is no reason they shouldn’t take a jump up. … I’m not sure they’re a playoff team just yet.”

And for those looking to get on the bandwagon — there is plenty of room, by the way — or just understand the fans better, it’s important to remember this was a very competitive franchise for its first 40 years.

“It’s a proud fanbase that is sick of losing,” said Hoppe. “I think they yearn for a winner. You can say that about any fanbase that has experienced some losing but I think it’s really heightened here because they’ve had good teams that have fallen short.”

Brett Hull’s game six goal — or no goal, if you’re with Buffalo on this one — to clinch the 1999 Stanley Cup for the Dallas Stars just turned 20 and fans haven’t forgotten.

“I don’t think Sabres fans have gotten over it,” said Hoppe. “I think they’re still bitter about it. I think they got robbed and if that call goes the other way, who knows?”

Perry, Pavelski among veteran NHL free agents to watch especially after Roberto Luongo retired.

he goodbye came quickly if respectfully for Anaheim Ducks veteran Corey Perry.

After a knee injury limited the 34-year-old forward to 31 games, general manager Bob Murray last week bought out the final two years of Perry’s contract and sent the franchise cornerstone unexpectedly into free agency.

“This is one of the most difficult decisions I’ve had to make in my 44 years in the NHL,” Murray said.

“Corey gave everything to this franchise for 14 years, never giving an inch to his competitors.”

Now, one of those competitors will get to see what Perry has left. Big money will flow to forward Artemi Panarin, centre Matt Duchene and goaltender Sergei Bobrovsky on July 1 as the top three free agents available, though Perry and other seasoned veterans are worth watching when the market opens.

Joining Perry as a one-organization player potentially changing teams is San Jose captain Joe Pavelski, who had 38 goals and 64 points in 75 games last season. The Sharks are in a salary-cap squeeze and also might have to say goodbye to forward Joonas Donskoi, but general manager Doug Wilson wasn’t giving up on bringing Pavelski back

“I don’t think anybody should rush to conclusions on anything,” Wilson said.

“There’s many ways to accomplish different things.

Pavelski, 34, is drawing interest around the NHL and could follow the lead of former Sharks forward Patrick Marleau, who opted two years ago to depart in free agency and signed

in Toronto. The cap will almost certainly keep the Maple Leafs from retaining Jake Gardiner after the defenceman spent his entire eight-year career with them.

Perry had been a fixture in Anaheim during the entire salary cap era that began in 2005. The 2011 Hart Trophy winner has spoken to several teams since the interview period opened Sunday.

The sixth overall pick in 2010 struggled to find his place in the NHL until three years with Washington allowed him to establish himself. Connolly scored six goals on the Capitals’ 2018 Stanley Cup run and followed that up by setting career highs with 22 goals, 24 assists and 46 points.

“I think we brought stability to his game,” Capitals GM Brian MacLellan said.

“He just found stability, found a place where he could play. There wasn’t a lot of pressure on him to score because he had guys in front of him. I think it was just a good fit teamwise and for him, and he took advantage of it.”

Washington’s salary-cap crunch is likely to send Connolly into the market, where he could get a big payday and a bigger role with another team.

TORONTO ity staff in Toronto will no longer take down public basketball hoops at the end of the day, the mayor said Thursday after a video showing a municipal worker dismantling a net sparked widespread backlash online.

“I opt in favour of positive, fun, healthy activities for kids in our neighbourhoods,” he wrote. “In some parks, staff were taking down basketball nets at the end of the day … They have suspended this practice immediately.”

A statement from the city said it has long sought to balance players’ right to enjoy a game of hoops, with the rights of nearby homeowners to enjoy some peace and quiet.

“But removing basketball hoops at 6 p.m., as we saw in the video posted last night, is not reasonable,” it said Thursday. “Staff will monitor noise complaints the city may receive on a

case-by-case basis in an attempt to ensure everyone is free to enjoy both their parks and their backyards.”

Wednesday’s short clip was posted by user Mitch Robson with the caption, “absolutely sickening display @cityoftoronto let the kids play!”

It shows a young player dribbling a ball as one net is taken down, then pans to a group of young players lamenting the hoop’s removal.

One of them jokes, “I can still have just as much fun out here,” as he proceeds to dribble to a rimless hoop and slam the ball off the backboard.

Canada Basketball, the governing body of the sport in the country, responded with the message “No rim.

No history,” along with a photo of star Raptors player Kawhi Leonard’s rim-hugging buzzer-beater in the NBA playoffs. The picture of the iconic shot that beat the Philadelphia 76ers in the second round was subtly edited to remove the rim.

The Raptors went on to win their first championship in franchise history, galvanizing fan support across the country and raising the sport’s profile in a city long considered a hockey mecca.

“Everyone deserves the chance to play,” Canada Basketball tweeted. “Keep the nets up.”

When asked earlier this week about the prospect of basketball nets being removed on a nightly basis,

Raptors president Masai Ujiri was shocked.

“There’s been complaints about noise from basketball? Really? They tried to take the courts down? Are you guys serious,” Ujiri said Tuesday.

“I don’t know what the details of this is, but my

first reaction is anywhere there’s a basketball court is a good thing. Kids play basketball. It’s my job so I’m going to be biased toward basketball — however it’s played, anywhere it’s played, whether it’s the noisiest place or the most quiet place.”

Paul Douglas Sparling June 19, 1959 May 31, 2019

I

t is with heavy hearts that we announce the passing of Paul Douglas Sparling, of Marsh Lake, YT.

Paul died suddenly, but peacefully on May 31, 2019 from complications of cancer.

Born in Winnipeg, June 19, 1959, Paul graduated from Vincent Massey Collegiate and received a Fish and Wildlife Diploma from Lethbridge Community College.

His summers spent at the family cabin on Florence Lake and his interest in all things wild led him north where he worked summer jobs in York Factory, MB and the NWT. Paul met Karla, the love of his life, at the Winnipeg Folk Festival, and together with friends Mark and Brad, moved to the Yukon, built a home and raised a family.

Paul had a passion for the environment and especially liked fish. He will be remembered by many, in the Western Arctic, for his numerous field projects, as well as his many projects throughout the Yukon. His latest endeavour was helping to coordinate the first ever community owned fishing/monitoring plan of the new Tuk-Inuvik highway.

Paul gave back to his community in many ways. He served 15 years on the Marsh Lake Volunteer Ambulance and Fire Department.

He carved many snow polar bear mascots for the Marsh Lake Ski Loppet. Even at -35, he was out till late carving the bear, even if the event itself would later be cancelled due to the cold.

Whether at Canada Day celebrations, Friday night dinners at the Community Center or Sunday brunches, most everyone will have enjoyed one of his perfectly cooked steaks or eggs benny. His exuberance at Winter Solstice with his effigies, fireworks and rantings are legend.

Paul relished the hours spent in his shop, carving and playing music with his friends. He cherished his annual brothers ski trips. He loved to share his vast knowledge of everything and all, with anyone who would listen. Paul had an infectious cheerfulness and sense of humour that made everyone at ease. He will certainly be remembered for living like The Queen with his “Lust for Life!” He was a man rich in life.

Paul loved his family and his many friends dearly.

He will be greatly missed by his spouse Karla and children Finley (Erin) and Lizzy, his mother Barb Sparling, brothers Jim (Denise), Thom (Carole) and John (Andrea) and by his nieces and nephews Alexander, Anika, Declan, Rowan and Shea.

Paul’s family is grateful for the exceptional care he received at Whitehorse General Hospital, as well as the BC cancer agency.

A celebration of his life will be held at 3:00pm, Saturday, June 29 at lot 30, Doremann Drive, Judas Creek Subdivision. All are welcome. Please bring a story or a song and wear your most colourful shirt.

Donations may be made in his memory to the Canadian Cancer Society or other organizations specializing in Melanoma research.

Knowledge: • Broad knowledge of Yukon First Nations, history, culture, and demographics; • Knowledge of Yukon First Nations Land Claims, history and process, Umbrella Final Agreement, TTC Final Agreement, TTC Implementation Plan, TTC Strategic Plan, TTC Constitution, Haa Kusteeyi Declaration, TTC language and Culture Implementation Plan; • Knowledge of relevant Yukon and Federal Government legislation and regulations, and departmental structures and processes; • Knowledge of program and project design, implementation and evaluation, preferably in a health and/or social service setting; Experience: Demonstrated abilities in: • Applying an integrated case management approach in the delivery of health & social programs and services; • Design and oversight of the delivery of culturally appropriate programs, services and supports by culturally competent service providers • ConÁict resolution and mediation training and experience; • Community prevention, early intervention and outreach practices; Main Duties: • In collaboration with other Health and Social and YG program staff, plans, manages and documents child welfare, child placement and custody arrangements in collaboration with YG and as requested by and governed by the agreement with the YG. • Ensuring response to and follow-up on critical incident reports and requests within the community, and with TTC citizens.
