City of Surrey employees took home $195.9 million in 2018, up from about $185.2 million in 2017 and $175.5 in 2016.

In addition to that, another $15.9 million was paid in taxable benefits and more than $1.7 million was expensed by staff. Combined, that’s roughly $213.6 million (up from $203.2 million in 2017), revealed a report before council Monday night (June 24).

Surrey’s city manager Vincent Lalonde was the highest-paid employee in 2018, making about $348,632 in 2018 (up from $341,861 in 2017 and $323,000 the year before). In addition to roughly $45,171 in other taxable benefits, Lalonde expensed about $7,905.

General manager of planning and development Jean Lamontagne made about $248,706 (up from $243,875 in 2017 and 234,000 in 2016). He received $21,820 in other taxable benefits and expensed about $704.

General manager of engineering Fraser Smith made about $248,706 (up from roughly $244,000 in 2017), and received about $42,888 in other taxable benefits. He expensed $18,529.

Three other city hall employees broke the $200,000-mark in 2018.

Manager of parks, recreation and culture Laurie Cavan made $245,669; Surrey Fire Service Chief Len Garis made $233,632; and general manager of investment and intergovernmental relations Donna Jones received $204,775.

Back on Track founder Cole Izsak hoping for strong turnout at July 8 event

The operator of a Surrey recovery home that has been ordered to shut down said he is hoping to garner support through a July 8 rally outside Surrey City Hall.

Cole Izsak, who runs six Back on Track sites, told Peace Arch News Wednesday that he will also have a booth at this Saturday’s Surrey Pride event (3-8 p.m. at Central City Plaza, 13450 102 Ave.), in an effort to further raise awareness of his plight.

The message he wants to deliver, he said, is two-fold: “Our message is going to be save Back on Track, and close down these hell holes where people are dying.”

Izsak’s latter point is a reference to an apparent lack of repercussions for licensed Surrey recovery homes where overdose deaths have been reported and conditions have been described “deplorable.”

“They all get to keep operating because they’ve been in existence unscrutinized,” he said. “I’ve been under extreme scrutiny.”

Izsak, 57, was given notice by the City of Surrey earlier this month that he had until June 21 to cease operations at three of six sites, and until Aug. 15 to vacate two others.

City officials have said the issue is around Izsak’s inability to obtain the provincial permits that are required in order for business licences to be renewed or issued; as well, that the city had received notice that those permits would not be issued, based on inspections.

The homes are also housing more than the maximum number of clients allowed by the Assisted Living Registry, Surrey’s acting manager of public safety operations Kim Marosevich told Black Press Media earlier this month.

Izsak – a South Surrey resident – has pledged to fight the closures, which he says will put the lives of his clients at risk. He’s filed an appeal with the city, and said he is prepared to take legal action should his current

Back on Track has never had a fatal overdose, he noted.

Izsak also reached out to Maggie Plett, the South Surrey mother who shared her son Zach’s story with PAN last month.

Zach, 21, was found dead at a north Surrey recovery house on Dec. 15, 2018. The coroner told Plett in May – and reiterated the finding Tuesday (June 25) – that Zach had died of a fentanyl overdose sometime between 9 a.m. and noon. His death went unnoticed until 4 p.m.

Plett said she met with Izsak on Tuesday, and told PAN she “fully” supports his quest to shut down problem operations – and in particular the

one where Zach died.

“I am definitely on his side. I haven’t been to his place, but from what I can see… he’s really deeply concerned about his clients,” she said.

“I’m for the recovery home that meets compliance and is clean.”

Plett said she is hopeful at least one of the unanswered questions she has around recovery-house regulations will be answered in an upcoming meeting with Minster of Mental

Health and Addictions Judy Darcy.

The July 11 meeting, she noted, was not initiated by Darcy, but through another grieving mom whose son died of an overdose nine days after Zach, she noted. “(The minister) never reached out to me,” she said.

“I still want to know… why wasn’t (the recovery house where Zach died) shut down for an investigation right then and there? Why was (the oper-

ator) given her licensing on the 1st of April when three people died in her house last year and she’s not in compliance?”

The licensing Plett is referring to is the ALR registration. It must be renewed annually every April.

Wednesday, the online list of registered homes included the house where Zach died, along with four others associated to the same operator. Each of the five also shows between one and three “substantiated complaints.”

Just one of Izsak’s sites is on the same list. No complaints are noted.

However, a separate list of sites operating without registration includes three Back on Track houses.

Izsak said it is an “atrocity” that a home where fatal overdoses have occurred has had its registration renewed. He remains hopeful registrations for his sites will come through “any day now.”

“I think the tide is turning. The province… they’re working with me every day,” he said.

One hitch, he said, was a criminal-record check which noted an assault charge that had stemmed from a November 2018 incident, in which he hit a former client who had demanded $2,500, threatened his son and then pushed him.

“It’s not something I feel good about,” he told PAN. “I shouldn’t have punched him.

But I’m human, and my son was threatened.”

Izsak said he paid to attend an anger-management course a couple of weeks later. This week, a stay of proceedings was granted on the assault charge.

“The first reason for revocation of my licences is now no longer valid,” he said. “I was cleared to work with vulnerable adults.”

Noting an open house last Friday was well-attended – the non-attendance of Surrey council notwithstanding – Izsak said he’s hopeful next month’s rally will be as well. It’s timed to occur on the same evening Surrey council next meets.

Surrey RCMP Cpl. Elenore Sturko said police were alerted to an incident between a car and a pickup just before 6:30 a.m. by Emergency Health Services personnel.

Sturko said the collision occurred when a vehicle southbound on 176 Street

collided with a vehicle crossing the highway at 40 Avenue. “One vehicle did roll over,” Sturko told Peace Arch News. “Two patients were transported with injuries.”

Sturko did not have further details on the vehicle occupants’ injuries.

Police are “still looking into all the factors” that contributed to the crash, she added.

A Surrey man is facing dangerous driving charges after allegedly driving recklessly through downtown Vancouver Tuesday night.

Just before 10 p.m., officers responded to several 911 calls about a grey Toyota Camry driving towards pedestrians at a bus stop near West Georgia Street and Granville Street before heading into oncoming traffic, police said in a news release Wednesday.

A witness followed the vehicle, providing updates to 911 dispatchers. Officers were able to find the Camry a short time later on Main Street near National Avenue where

Harpreet Gill, 37, has been charged with dangerous driving and faces the possibility of additional impaired driving charges.

Police say that no one was hurt in the incident and that all vehicles involved had little to no damage. Gill remains in custody.

RCMP are reminding drivers about what constitutes distracted driving.

“These actions behind the wheel do not fall under the category of ‘distracted driving,’ which is confined to electronic devices,” said Cpl. Jesse O’Donaghey.

Challenging the inevitable

Last week we asked...

I

n announcing the Trans Mountain pipeline expansion, Prime Minister Justin Trudeau told us work would begin this construction season. In other words, the prime minister says the pipeline is coming, whether you like it or not.

That’s not really a surprise. All along, the approval of the pipeline expansion has been inevitable.

But as there has been all along, there is going to be a lot of opposition to the pipeline, on the ground and in the courts. That opposition adds up to a lot of spending, from both sides.

Whether it’s by pipeline or train, the oil is going to be shipped.

While the era of burning fossil fuels may finally be coming to an end, it’s far from dead. The world still needs that gas for our cars and oil to fuel our industries.

Though it is years later than it should have happened, there are signs the fossil-fuel era is coming to an end. Though small, there is a decrease in demand for oil, along with an increase in the availability and sales of electric cars.

The best way to prevent someone from proposing yet another pipeline is to speed the changeover to a clean-energy economy. Trudeau has committed to using any federal profits generated from the pipeline, or proceeds from its sale, to clean-energy projects.

It would have been better, perhaps, to have invested the $4.5 billion it cost to purchase the pipeline into clean energy in the first place, but what’s done is done.

Let’s just hope Trudeau and the federal Liberals keep this promise. But regardless, investing in developing clean energy – for Canada, for B.C., even for Alberta – is the way forward. And now is the time, when there is still the opportunity to establish Canada as a leading manufacturer and supplier, not just a user.

The jobs the pipeline construction and reinvigorated oil fields will generate will be welcome news for many dependent Canadian communities. But directing our efforts and money to develop and implement clean energy will lead to more jobs and a stronger economy in the long run. – Black Press Media

I know that many people bemoan this fact, but I honestly can’t blame passengers who dress for comfort rather than style on a plane trip, given the crowded conditions, narrow seats and lack of leg room, a situation made worse if the person in front reclines their seat.

Our flight to Vancouver had been delayed, and as we began our descent, passengers were informed that those going on to Prince George and Kamloops had very tight connections; could anyone not going to those destinations please remain in their seats when we were at the gate, and let others disembark first? So, of course, that’s precisely what happened.

Just kidding. As soon as the plane stopped, everyone stood up to get off, then remained standing for an awkward 10 minutes when there were difficulties with the bridge leading to the terminal and we couldn’t go anywhere. As for the people who persist in bringing aboard “carry-on� bags the size of steamer trunks, then get stroppy when there’s no room in the overhead bin: there is a circle of hell reserved for them.

The glamour of air travel has disappeared for the vast majority of passengers; I’m glad I got a small taste of it before it vanished. And all these years later, I’m secretly still a bit sorry that planes don’t blast off.

Favouring fossil fuels Editor: Re: Canada lags in move toward green economy, column, Peace Arch News, June 14.

Although I’ve never (nor likely ever will) own or operate any form of motor vehicle, there are many green-minded people who rely upon their fossil-fuel-powered cars (though likely still efficient), since they haven’t had a monetarily feasible opportunity to acquire an electric vehicle.

Also, I believe it’s no coincidence that the first thing upon his party’s entry into office after an election won, in part with fossil-fuel industry donations, Premier Doug Ford cancelled government rebate incentives for electric car buyers in Ontario.

It was claimed by many, even outside of Ontario, that governments shouldn’t subsidize electric vehicles – all the while profitable oil and LNG companies are heavily subsidized by taxpayers.

Meanwhile, our supposedly environmentally concerned federal government, besides yet again deciding in favour of tripling the dirty-energy diluted bitumen oil flow via Trans Mountain, early this year gave the increasingly outdated fossil-fuel sector 12 times as much subsidization as they allocated towards clean renewable energy technology innovations.

Surrey needs a referendum Editor: I am having a hard time understanding how the mayor of Surrey is going to get a response from all the citizens of Surrey with regard to his proposed change from RCMP to Surrey Police. Not the few thousand who voted for him.

That means there’s over 500,000 people without a voice.

My thinking is he doesn’t want to know.

If you don’t have access to a computer to be able to check the City of Surrey website or read the Peace Arch News, you have no information at all.

They are holding consultation events which, unless you know when and where they are, you can’t give your input. Citizens are being informed about the events only on

the city website.

I was unaware of the event in Crescent Beach until I read about it in the Peace Arch News, by then it was too late. You also have to consider the people who don’t have access to transportation to be able to attend the events.

All the citizens of Surrey have

access to the police, if needed, and everyone has the right to express their feelings about any changes being made.

Also, a good portion of the citizens pay taxes and we have the right to decide how they should be spent, not on some whim the mayor might have that will cost us all

millions more a year, if there is no federal money available.

This is not good management by the mayor of our city.

We need a referendum. Until that happens, the mayor cannot say the citizens of Surrey agree to his proposed change.

BNSF Police Special Agent Dan Ritchie is asking residents to stick to walking trails this summer and stay off tracks for their own safety.

‘Be smart about railroad safety’ Editor: For some people, railway tracks seem benign and present an inviting place to walk, play or watch birds and animals. Trespassing on private railroad property – which includes walking on tracks – is against the law and can have deadly consequences.

Trespassing carries a $115 fine under the Federal Railway Safety Act. Fortunately, railway accidents are almost always preventable. Stay away from railroad tracks and enjoy the safety of developed trails and designated crosswalks.

According to Operation Lifesaver – a nonprofit that is dedicated to preventing collisions at railway crossings and railway trespassing incidents – every year, more than 100 Canadians are seriously injured or killed as the result of railway crossing or trespassing incidents.

Trains can’t stop quickly.

The average freight train travelling at 100 km/h – or passenger train travelling at 160 km/h – requires about two kilometres to stop. That’s the equivalent of the length of 18 football fields.

Operation Lifesaver volunteers give more than 10,000 classes on grade-crossing safety. BNSF has also invested millions of dollars to improve safety measures at grade crossings and to limit access to railroad tracks.

As a result, BNSF has one of the lowest grade-crossing collision rates in the industry.

Here are some safety tips to make sure we all stay safe

this summer: • Trains are always closer and moving faster than they appear; • Trains are quieter than ever. Wearing headphones makes it virtually impossible to hear an approaching train; • Trains cannot stop fast enough to avoid collision. It may take a train over a mile to come to a complete stop; • Railroad bridges and tunnels are extremely dangerous. Railroad bridges are not diving platforms.

Never walk on a bridge or enter a tunnel; • Trains can overhang the tracks by as much as one metre on each side. They can also carry loads that are wider than the railway cars themselves. So stay clear; • Trains do not run according to a strict timetable.

Always expect a train at each road-rail intersection; • Trains can move in either direction at any time on multi-track sections. Even as one train passes, another could be coming from the opposite direction; • Don’t assume railroad tracks are unused. If there are rails on the railroad ties, always assume the track is in use; • Always cross railway tracks at designated crossings.

Trying to cross tracks anywhere else could be deadly.

No one cares more, and works harder, to prevent railroad accidents than the train crew inside the cab of a locomotive. Let’s be smart about railroad safety and make this summer the safest ever.

Surrey RCMP has identified 18 cases since April as part of a joint initiative to deal with “distressed” properties in the city. The idea is to improve public safety and social concerns in Surrey’s neighbourhoods.

Since then, Sgt. Chad Greig said, authorities have “worked closely” with property owners to educate them on their responsibilities and reduce calls for service.

To do this, the detachment’s community response unit and

criminal analysis section has been working with the city’s bylaws community enforcement team, the fire department’s community property safety team and the B.C. bailiff services.

“Working with our municipal and provincial partners to address distressed properties in our community is an ongoing process that requires constant attention and collaboration amongst all parties involved,” said Insp. Wendy Mehat, community support and safety officer for Surrey RCMP. “Together, we can address

these public safety and social issues head-on and for the betterment of the wider community at large.”

Greig said a Property Owner/ Problem Eviction Process package provides “pertinent information” to help owners “better understand their roles, rights and obligations.”

“This empowers property owners to take greater ownership and effectively manage their properties before they become a community, policing or bylaw problem,” he said.

Ben Trompetter’s legacy continues to grow

A

series of children’s books that launched last month is the latest chapter in the legacy of a South Surrey man whose impact in Thailand inspired – among other things – construction of a school and a fresh-water filtration system in a remote northern village.

The Adventures of Winnie Moo are “written for the inquisitive minds of children to learn, laugh and LiveLikeBen,” a post on a Facebook page dedicated to the series beams.

The Live Like Ben Foundation was established to honour the memory of Ben Trompetter. The 27-year-old, who had worked as a guide in Thailand – and came to know and love the people of Pha Dang Luang, in particular – died in 2012 after jumping from a cliff into the icy waters of Anderson Lake, near Pemberton.

“The way he lived, the way he loved, and the way he treated others has kept his spirit alive in all of us,” the description adds.

Written by Trompetter’s close friends, Niki and Alex Sinsawas, it introduces children to travel by sharing the “fantastic journeys” of Winnie Moo – an “adventure puppy” who, by no coincidence, bears strong resemblance to the Sinsawas’ petite family pet.

The dog, said Tara, is basically a guide, just as Ben was. With her, readers “float down rushing rivers, swim in crystal clear seas, and walk alongside gentle giants,” a description at www.winniemoo.com says.

“We climb coconut trees, snooze in swinging hammocks, and smile our biggest smiles.”

Just like Ben, the stories, colourfully illustrated by Kezzia Crossley, are “all about love and kindness,” Tara said. She noted a rhino that appears throughout, and is

To that end, the foundation is also in the midst of yet another project in Thailand.

Expected to come to fruition this summer, it’s the construction of a hydro-electric turbine that will bring electricity to a different Thai village, Pong Naam Ron. Residents of the 30 homes there “have been promised electricity for 50 years” by the Thai government, Tara said.

Alerted to the need in January, Tara said it took just 72 hours to raise the $7,000 to cover the cost of materials and supplies.

Once built, it will provide power for two light bulbs and a plug-in for each home.

“It’s going to be an incredible undertaking,” said Tara.

According to a news release, SUMS is also providing volunteers for the Semiahmoo First Nation Canada Day Rock 5k/10k Run – which is to include a mini race for participants younger than six years old – organized by Try Events.

The newlyrenamed TD Concerts For The Pier series returns starting July 4, and runs to Aug. 15, with concerts alternating at Memorial Park, the Totem Park parking lot on East Beach and the Five Corners area at the foot of Johnston Road.

Semiahmoo First Nation will present the combined White Rock Sea Festival-Semiahmoo Days event Aug. 2-4, including a full schedule of entertainment on several stages, children and familyoriented activities, the famed SFN salmon BBQ, and, of course, the annual sea festival torchlight parade along Marine Drive.

Live theatre will be very much a part of the scene in August, with three exciting new productions running simultaneously.

Beach House Theatre (at its stateof-the-art tent stage at Blackie Spit, adjacent to Crescent Beach, Aug. 1318) will present the Shakespeare classic Romeo and Juliet for evening performances at sunset, with daytime matinees of the family-friendly Love You Forever, and More Munsch.

Meanwhile, Peninsula Productions will present Thornton Wilder’s Pulitzer Prize-winning 1938 drama of small-town life, Our Town, at its newly-revamped ‘black box’ theatre space next to the arena at Centennial Park (14600 North Bluff Rd.) from Aug. 9- 24.

W

hen Bif Naked hits Surrey’s Canada Day stage on Monday, July 1, it’ll be exactly a decade since her last concert in the city, at the very same venue.

In the summer of 2009, her performance at Bill Reid Millennium Amphitheatre was not a very pleasant experience for the longtime rocker, because she was recovering from breast-cancer treatment that hit hard.

“I still had my chemo haircut and catheter tubing in my neck,” Naked recalled in a phone interview with Black Press Media.

“I remember every moment of that last show, and I was choking on stage and every time I jumped, my jugular vein would constrict because I had so many problems with the surgical port and all this other stuff that goes on behind the scenes with your breast-cancer treatment.”

She just couldn’t perform the same that day, she said.

“I was completely self-conscious and I was embarrassed about my hair, and it was just so many things, it was crazy.”

Also that day, some women Naked had met in her hospital chemo-treatment program came to the show, making it a hugely emotional one for her.

“They were in their pink boas, and even some of the members of our Run for the Cure (team) came,” she recalled.

“Even talking about it makes me totally verklempt, because that type of sorority never gets old. Those of us who do survive, literally, because we know girls who didn’t, will always walk with this survivor’s guilt.

It’s just very moving and emotional, and I’m going to try hard to be a big girl at this show.

“And now, being able to go back, you know, triumphantly, 10 years later, to say that I have actually lived that long, that many more years, I just can’t believe it,” she continued. ”And I survived other things after that, which in my mind were even worse than breast cancer. It’s nuts. After that show, my kidneys would fail, I had heart surgery, I went through a divorce, all these things – so much has happened over the past 10 years.”

Calling from Toronto, where the former Vancouverite now lives, the Indian-born, Manitoba-raised Naked (nee Beth Torbert) sounded healthy and full of energy on a

“I wouldn’t trade my time in Vancouver for anything,” Naked insisted, “but now I’m finding that as I get older, with business ventures I’m starting, becoming a manager, another book on the go, a couple companies and another record, I don’t think those things could have happened five years ago, compared to the place I’m in now.”

“The book readings, I found, were more gratifying for me, and we kind of enshrouded that into an acoustic show, and that’s been my biggest reward,” she said. “So far we’ve done two national tours with the book, and my husband just drinks wine while I abuse him on stage while reading these stories, and I cry, then I sing and then cry some more, so that’s how that goes. It’s been fun, just amazing.”

“Because we are given 60 minutes for our set length, we really try to cram in every song possible, and make the set explosive,” Naked explained. “I love the big stage and the outdoor shows and we hope the weather is great.

“I know for sure we will play all the crowd favourites like Spaceman and I Love Myself Today, but I will definitely do a special dedication of Lucky to commemorate my 10 years of surviving cancer, and dedicate the song to our breast-cancer sisters still fighting.

“Can’t wait!”

KERR, Norman Dale August 17, 1952- June 20, 2019 Norm passed away June 20, with his family and close friend by his side after a courageous battle with brain cancer. Norm has reunited with his mom and father, Glen and Sofie Kerr, brother Donald and his beloved wife, Nancy Kerr. Norm will be sadly missed by his brother Bill Kerr (Laura), sisters, Linda Leggero (Joe), Marion Mechan (Clark), Sharlene Melham (Mike), Debbie Klepatz (Garry), many cousins, nieces, nephews, and many friends, especially Tom McDougall, and coworkers.

Rudolf Dyck March 3, 1940 - June 15, 2019 Beloved husband, father, brother,friend passed away Saturday, June 15, 2019.

Born March 3, 1940 in Kitchener Ontario, Rudy’s passions were wide ranging. In his younger days he played hockey on a farm team for NY; enjoyed his pilots license and playing boogie woogie on the church piano. Rudy met his wife Margaret at Bible School and, as a young family moved to Kansas USA to study. Graduating with a Bachelor of Arts Degree from Tabor College Rudy came to study Urban Planning at UBC. In 1978 he settled with his family in South Surrey and opened The Salt Cellar Delicatessen.

Working along side Marg and his two daughters Patricia and Cheryl, Rudy loved the small Ocean Park community and enjoyed serving three generations of customers. The family retired in 2014.

Coming from a Mennonite Brethren background Rudy turned his mind to a spiritual search as Muscular Dystrophy began to rob him of his physical strength. Listening to music and mysticism became his focus. Always the poet, he was a veracious reader and loved to debate psychology and political sciences... he enjoyed watching baseball, hockey, fine wine, a slice of bread & a hunk of cheese. Nothing was more heartening than a good meal and deep “meaty� conversation.

There will be no formal service. Our family will celebrate Rudy in our hearts and thoughts and know he will be remembered by all who met him.

Those who desire to make a tribute may donate to Muscular Dystrophy Research Canada.

LOWNSBROUGH, Wayne Slade We are incredibly heart broken that Wayne Slade Lownsbrough passed away in the early hours of Father’s Day, June 16, 2019. He was 69 years of age. Wayne was predeceased by his parents Nelson & Elsie, brother Glenn, in-laws Dave & Louise Kelman and Gram. He is survived by his loving wife of 47 years, Wendy, his children, Kelly (Jamie), Brad (Krista), grandchildren Carter, Allyson and Katie and Jamie’s eldest children, nieces, nephews, cousins and his loyal dog, Macy. Wayne was a man of character who suffered for many years with numerous, complicated health issues but never complained. Wayne was the rock of our family.

He was described as stoic, witty, wise, positive, kind, our inspiration and a true gentleman.
